Abstract:Urban carbon emissions lead to increases in global carbon emissions; consequently, meeting targets for low carbon emissions is a difficult problem in the context of urbanization. Improving urban carbon emissions efficiency (UCEE) in the new-type urbanization (NTU) process is key to reducing urban carbon and enhancing sustainable urban development . However, the potential of NTU in facilitating improved UCEE remains unclear. Thus, we investigated the effect and transmission mechanisms of NTU on UCEE in China. A set of spatial econometric models was used, with panel data from 283 cities across China from 2006 to 2019. The results showed that NTU significantly promoted the improvement of UCEE, and UCEE improved strongly during the later stage of NTU construction. In China's central and western cities, large cities, and non-natural resource–based cities, the promotion effect of NTU on UCEE was more significant. Overall, the economic agglomeration effect had the most significant influence, followed by the government leading effect and resource allocation effect. Moreover, the NTU pilot policies of civilized city, low-carbon city, innovative city, smart city, and green finance city significantly promoted the improvement of UCEE. These findings provide theoretical and empirical evidence for the effective achievement of the "dual carbon" goal with respect to NTU in China.

Abstract:China's new-type urbanization construction (NTUC) policy is a critical approach for fostering high-quality development, peaking carbon emissions, and attaining carbon neutrality. While the existing literature has yielded extensive insights into the economic and environmental impacts of urbanization transformation, scant research has explored the influence of NTUC on energy consumption intensity (ECI) and its mechanisms from an exogenous impact standpoint. This study utilizes data from Chinese listed enterprises across different regions from 2011 to 2020 to empirically assess the influence of NTUC on ECI. We found that NTUC substantially lowers enterprise ECI through technological innovation. Digital finance and public environmental awareness enhance the NTUC's efficacy in reducing enterprise ECI. Additionally, the impact of NTUC on enterprise ECI is particularly pronounced among state-owned enterprises and in areas with limited resource endowments. This research provides evidence underscoring the NTUC's influence on the ECI of listed enterprises and suggests enhancements for refining the design of NTUC initiatives.

Abstract:The advancement of new urbanization policy (NU) and the attainment of double carbon targets play pivotal roles in facilitating high-quality economic development in China. This paper conducts a comprehensive analysis of the mechanism and spatial spillover effects of NU on carbon emission intensity reduction (CEIR), building upon an examination of the nature of NU and the principles of urban carbon pollution control. The research employs a multi-period difference-in-difference model (DID) to explore the causal relationship between NU and CEIR, using panel data from 278 prefecture-level cities spanning the period of 2006 to 2020. Empirical results demonstrate that the implementation of NU resulted in an 8.4 % reduction in carbon emission intensity (CEI). Furthermore, the analysis of the transmission mechanism reveals that NU stimulates green technology innovation and facilitates the development of industrial agglomeration, thus achieving CEIR. The decomposition of the spatial Durbin model indicates significant spatial spillover effects in the effectiveness of NU, signifying its positive impacts not only within the region but also in generating benefits for surrounding areas. Moreover, the dynamic heterogeneity results indicate that entrepreneurial vitality and urbanization rate exhibit dynamic effects on the policy's CEIR effect, both displaying nonlinear enhancement curves. Based on this, the policy implications of this paper include: The government should enhance regional coordinated governance to address carbon emissions pollution in alignment with China's NU. This can be accomplished by effectively harnessing the driving role of green innovation and industrial agglomeration. Additionally, the local government can actively create an entrepreneurial atmosphere and expedite the urbanization process in order to support NU in the implementation and achievement of CEIR.
Does Low-Carbon City Construction Improve Total Factor Productivity? Evidence from a Quasi-Natural Experiment in China

Abstract:Low-carbon city construction (LCC) is an important strategy for countries desiring to improve environmental quality, realize cleaner production, and achieve sustainable development. Low-carbon cities have attracted widespread attention for their attempts to coordinate the relationship between environmental protection and economic development. Using the panel data from 2006 to 2017 of prefecture-level cities in China, this study applied the difference-in-differences (DID) method to analyze the effects of LCC on the total factor productivity (TFP) of the cities and its possible transmission mechanism. The results show significantly positive effects on TFP, but the effects on each component of TFP are different. Although the LCC has promoted technical progress and scale efficiency, it has inhibited technical efficiency. The accuracy of the results has been confirmed by several robustness tests. Mechanism analysis showed that the pilot policy of low-carbon cities has promoted technical progress and scale efficiency by technological innovation and the upgrading of industrial structure, but resource mismatches among enterprises have been the main reason for reduced technical efficiency. Regional heterogeneity analysis showed that the effects on TFP in the eastern region have been more significant than in the central and western regions. In the eastern region, they have promoted technical progress, while in the central and western regions, they have promoted technical progress and scale efficiency but hindered technical efficiency. This paper presents our findings for the effects of LCC on economic development and provides insightful policy implications for the improvement of technical efficiency in low-carbon cities.

Abstract:How to simultaneously reduce environmental pollution and CO 2 emissions is a challenging issue for various countries, particularly in China. Unlike traditional urbanization process that inevitably deteriorates environment, China initiated a New-Type Urbanization (NTU) strategy in 2014 following four principles: people-centeredness, optimal layout, ecological civilization, and cultural inheritance. Previous studies conduct research on NTU's influencing pollution and carbon reduction (PCR), respectively, while ignoring synergistic governance. The research objectives of this study are to investigate the potential mechanisms of NTU's influencing PCR and co-benefits for PCR. By leveraging 30 provincial-level data from China spanning 2005 to 2019, we comprehensively construct an index and assess NTU from six domains: population, economic, environmental, spatial, equitable, and social urbanizations and combine a coupling coordination model with a 2-way fixed effects model for empirical analysis. Our findings demonstrate that (1) NTU tends to significantly suppress pollution and carbon emissions, and this finding is reliable after several robustness tests and solving endogeneity with relief degree of land surface as an instrumental variable (IV). (2) The reducing effects seem to be achieved by promoting talent agglomeration, facilitating economic agglomeration and strengthening environmental regulations. (3) NTU tends to have both current and time-lag effects on pollution and carbon reduction, and their co-benefits are mainly influenced by the time-lag effect. Accordingly, policy recommendations are recommended: governments need to plan urbanization rationally, including strengthening public infrastructure and social welfare, pursuing the strategy of introducing talents, planning land and resource use rationally and efficiently, and strengthening environmental regulations. In addition, a mechanism should be developed to reduce pollution and carbon in an integrated manner for the long term. Our study broadens the horizons for international scholars engaged in sustainable urbanization research, enriching the array of research methodologies.

Abstract:Cities and urban agglomerations are carriers of greenhouse gas emissions and show significant heterogeneity. China has entered a transitional period of new-type urbanization, which emphasizes high-quality and coordinated regional development. However, evidence of the spatiotemporal heterogenous effects of new-type urbanization on carbon emissions in cities, and especially in urban agglomerations are still lacking. This study estimated the new-type urbanization level and investigated its spatiotemporal heterogenous impacts on carbon dioxide emissions (CO₂) in 288 Chinese cities and 18 urban agglomerations. The results show that for each 1% increase in new-type urbanization level, the median estimation of CO₂ emissions per capita can decrease by 171.0% (46.8%,338.4%) at city-level. The inverted “U-shaped” relationships between new-type urbanization and CO₂ emissions per capita were observed in more than 60% of the cities. The average impacts of new-type urbanization and its square term of the cities which are located in urban agglomerations are estimated to be approximately 0.8 and 1.7 times of cities that are not, which indicates that cities in urban agglomerations are peaking their CO₂ emissions per capita with a higher enhancement of new-type urbanization. The results add new insights for formulating dynamic phase-to-phase carbon reduction policies and urban planning in cities and urban agglomerations.

Abstract:To promote economic development, an imbalance in urban–rural development has been caused by a policy of favoring urban areas in every county. Recently, breaking the "urban–rural dual structure" and emphasizing urban–rural "integration" have become the ideal models for most countries to realize sustainable urbanization development. In China, the main goals of new-type urbanization construction (NTUC) are to optimize the urban–rural structure and improve the living standards of rural residents, help narrow the urban–rural income gap (URIG), and realize urban–rural sustainable development. This paper mainly studied the effect of NTUC on the URIG, analyzing the dynamic impact and regional heterogeneity. The moderating effect of NTUC on the URIG was also tested. A difference-in-difference model and mediating effect model were used to investigate the impact of the NTUC on the URIG. We found that, firstly, NTUC can significantly reduce the URIG. After a series of robustness tests was implemented, the results still held. Secondly, the effect of NTUC on the URIG was −0.1684 in the short term and −0.1710 in the long term. NTUC can significantly reduce the URIG in the central and western regions, but the negative impact is insignificant in the eastern region. Thirdly, industrial structure upgrades and financial and digital development are all important ways that NTUC narrows the URIG. Finally, based on our research conclusions, we put forward corresponding countermeasures and suggestions related to the policy implementation of NTUC, regional differences, industrial structure upgrading, and financial and digital development.

Abstract:As an important driving force of high-quality urban development, developing new-type urbanization plays an irreplaceable role in realizing urban sustainable development goals. The existing work has conducted extensive research on the impact of new-type urbanization. However, the underlying mechanism and empirical evidence of its impact on green total factor energy efficiency (GTFEE) have not been systematically studied. Therefore, based on the panel data at the prefecture-level city level, this paper uses a dynamic panel data model to empirically verify the impact of developing new-type urbanization on GTFEE. The current work demonstrates the following results. First, developing new-type urbanization shows a fluctuating growth trend, and it has significantly promoted GTFEE improvement. Second, considering the factors of urban heterogeneity, the results reveal that new-type urbanization has a heterogeneous impact on GTFEE of different cities. Furthermore, the analysis of impact mechanism indicates that the effects of industrial structure and technological innovation are crucial channels for new-type urbanization to affect GTFEE. The new-type urbanization can also positively regulate its relationship with GTFEE by interacting with industrial structure upgrading and technological innovation.

Abstract:As a key strategy to promote system reform, improve the investment environment, and encourage industrial agglomeration, the national high-tech industrial development zone (NHTDZ) policy in China can not only reduce energy consumption through the scale effect but also improve energy efficiency by modernizing industrial structure and fostering technological innovation, thereby alleviating environmental pollution. Existing studies, however, focus solely on the effects of NHTDZ policy on social and economic development, ignoring their impact on the ecological environment, especially carbon (CO2) emissions that contribute to global warming. Thus, this article analyzes a panel data of 285 prefecture-level cities and above in China from 2003 to 2019 to assess the influence of NHTDZ policy on CO2 emissions, treating the NHTDZ construction since 1988 as a quasi-natural experiment. The results indicate that the NHTDZ policy would mitigate urban carbon emissions, particularly in middle, southeastern, medium-sized, resource-based (RB), non-key environmental protection (non-KEP), and non-two control zone (non-TCZ) cities. In addition, the mediation mechanism test demonstrates that the environmental benefits of the NHTDZ policy in China are attributable to the scale effect, the structural upgrading effect, and the technology innovation effect. The NHTDZ policy would lower per capita CO2 emissions by reducing energy consumption, upgrading industrial structure, and promoting green technology innovation.

How does urbanization impact China's carbon emissions: A regional heterogeneity perspective

Abstract:In the context of China's green development and "dual carbon" goal, urbanization, as a way to achieve Chinese modernization, has a particularly important effect on green and low-carbon economic development. Firstly, this paper empirically analyzed the influence of urbanization on per capita carbon emissions using Chinese city data and a panel fixed-effects model. Then, the impact mechanisms of urbanization on carbon emissions were examined from both the demand and supply sides. Finally, we analyzed the differences in the transmission mechanisms of urbanization affecting carbon emissions in the eastern, central, and western regions. The results show that (1) urbanization increases per capita carbon emissions. However, this effect shows inter-regional differences, with more significant promotion effects in the eastern and central regions; (2) on the demand side, the residents' consumption intensity can drive carbon emissions, while the rise of human capital agglomeration suppresses carbon emissions; on the supply side, industrial structure can drive carbon emissions, while the increase of green technological innovation suppresses carbon emissions; (3) the consumption effect and the industry effect play a major role in the eastern and central regions, while the intermediary effect is not obvious in the western region. This study can provide important insights for synergizing urbanization and achieving carbon reduction commitments.
Examining the decoupling relationship between new-type urbanization and carbon emissions and its driving factors in China: evidence from 260 cities

Abstract:Decoupling the level of new-type urbanization from carbon emissions is an essential representation of regional low-carbon sustainable development and a key indicator to ease resource and environmental constraints. By constructing a new-type urbanization evaluation index system and carbon emission measurement model, this paper takes 260 cities in China as research objects to investigate their horizontal pattern and spatial evolution characteristics from 2010 to 2022. Based on the Tapio decoupling model, decoupling catch-up model, and cointegration method, we discuss the dynamic evolutionary relationship between new-type urbanization construction and carbon emission of cities and the decisive factors affecting the decoupling state. The result shows that: (1) Both new-type urbanization and carbon emission levels showed an increasing trend in time, and their spatial distribution characteristics showed a "high-low–high" spatial pattern from east to west. (2) The number of cities that realized the decoupling of new-type urbanization and carbon emissions showed a U-shaped distribution, and the proportion of ordinary cities that realized the absolute catch-up was the highest among Tier III cities. (3) The cointegration and Granger causality test show that industrialization and energy consumption structure positively affect the stability of the decoupling state in the long term. At the same time, there is a negative relationship between technological progress and the stability of the decoupling state. (4) The level of new-type urbanization in the five dimensions of economy, society, environment, population, and space shows a trend of collaborative evolution in time and a specific differentiation in space. (5) The overall decoupling trend of Chinese cities is good, and the individual decoupling state of most cities fluctuates significantly. Coastal cities maintain a decoupling state during the study period, and their performance is relatively stable. The result can provide quantitative reference and decision-making basis for the construction of new-type urbanization and the implementation of dual-carbon strategy and also help promote the realization of high-quality decoupling and coordinated development of cities.

Abstract:Urban agglomerations are major generators of CO2 emissions owing to human socioeconomic activities. Evaluating the trade-offs between urban expansion and ecological construction during rapid urbanization is a crucial step towards climate change mitigation and carbon neutrality. This study investigated the impacts of trade-offs between urban expansion and ecological construction on CO2 emissions using multi-source data and spatial and statistical analysis. Ten urban agglomerations in China, with various development levels, were selected as study areas. The results indicated that (1) urban development in the 10 urban agglomerations expanded by 90%–288.9%, while ecological land changed by −28.1–2.3%. (2) CO2 emissions grew by 154.2–291.2% in urban agglomerations, and the south and east of China emitted more CO2. The high-value clusters of CO2 inside of all urban agglomerations expanded outward from cities. (3) Urban expansion increased emissions, while ecological construction partially mitigated emissions growth. Moreover, ecological development within cities helps to reduce excessive urban emissions and should be given more attention. (4) It is as important to guard against unsustainable development as it is to reduce existing high emissions. Low-carbon development paths must continue to be supported in western China. On the basis of the results, we identify important implications for meeting China’s target of carbon neutrality. These contribute to an understanding of future development modes for urban agglomerations and reveal the impact of trade-offs of land use on CO2 emissions.

Abstract:The new-type urbanization which emphasizes urban infrastructure improvement, together with neighboring cities, may influence CO2 emissions of urban facilities and energy-intensive industrial sectors. This study analyzes the spillover effects of new-type urbanization on CO2 emissions of the central heating sector in northern China during 2012-2019. We measured the new-type urbanization from six dimensions, then built three spatial Environmental Kuznets Curve (EKC) models based on an extended stochastic impact by regression on population, affluence, and technology (STIRPAT) framework. Our results show that CO2 emissions at the city level increased by 18.0% for every 1% increase in that city's own new-type urbanization level, while decreasing by 7.58% every 1% rise in the average new-type urbanization level of its neighboring cities. The results indicate inverted "U-shaped" relationship between new-type urbanization and CO2 emissions, and the peak will be earlier due to the spillover effects of urbanization at the city level.

Abstract:To comprehensively capture the spatio-temporal effects of urbanization on CO 2 emissions, we develop an innovative hybrid spatial model (SLX-GTWR) that incorporates spatial spillover effects and spatio-temporal heterogeneity. Using nighttime light data and a new dataset, we measure urbanization in terms of scale and intensity and estimate monthly fossil CO 2 emissions at a spatial resolution of 0.1° for 268 Chinese cities. The empirical results show that: (1) The direct effect, spatial spillover effect, and total effect of urbanization on CO 2 emissions are spatio-temporal heterogeneity. (2) In terms of temporal heterogeneity, the spatial spillover effects of urbanization on CO 2 emissions is negative and shows a trend of first increase and then decrease. (3) In terms of spatial heterogeneity, positive spatial spillovers occurred in cities around three major clusters, while the spillovers of the clusters were negative. Overall, the most cities in China has reached a stage where urbanization is conducive to carbon reduction. Our detailed results inform the development of targeted low-carbon urban development policies.

Impacts of industrial structure and technical progress on carbon emission intensity: Evidence from 281 cities in China

Abstract:<p>In the context of global climate change and rapid urbanization, the low-carbon economy has become the fundamental means of achieving sustainable development. To find an effective solution to reduce carbon emissions, it is important to identify the dominant factors contributing to carbon emission intensity (CEI). Based on refined indicators and a dynamic spatial panel model, we build a comprehensive framework to quantify the impact of the industrial structure and technical progress on the CEI and conduct empirical research on 281 prefecture-level cities in China during 2006–2016. The results show that both spatial autocorrelation and heterogeneity of CEI values are significant and positive among cities. Technical change and efficiency improvements are the dominant factors behind CEI change. Technical progress plays a significant role in reducing the CEI, whereas the carbon emissions rebound effect decreases these positive impacts. Further, the combined effect of industrial structure optimization and technical progress on reducing carbon intensity is not significant as we have expected. Based on our findings, we suggest specific, targeted policies to reduce CEI, including promoting regional green technology, focusing on combining green technologies with green cities, formulating different urban development strategies and strengthening cooperation among cities.</p>

Examining the Effects of Urbanization and Industrialization on Carbon Dioxide Emission: Evidence from China's Provincial Regions

Abstract:With rapid economic development and expansion of built environment since the year 2000, urbanization has led to great challenge of reduction targets in energy intensity and carbon dioxide emissions. This paper aims to explore the disaggregate driving force of different sectors and investigate the potential of carbon dioxide reduction of them in the context of rapid urbanization. By using the panel datasets at a provincial level in a LMDI (Logarithmic Mean Divisia Index) model, we investigated the effects of various energy-related and socioeconomic factors on regional carbon dioxide emissions in 30 China's provinces from 2000 to 2013. The results show that the factors of economic development are the largest drivers of regional carbon dioxide emissions, compared with the factors of structural change, energy intensity, and social transition. Meanwhile, evidence is found that the urbanization process has contributed to the regional CO2 emissions in China's provinces through a variety of approaches, including changing the energy use characteristics of urban households, transportation, and business sectors. Finally, we found that the changing trend of these influence factors' effect on regional CO2 emissions varied across different provinces, which means there are significant regional heterogeneity in the influence mechanisms of urbanization process on regional CO2 emissions.
Digital Economy, new‐type urbanization, and carbon emissions: evidence from China

Abstract:China has been a major carbon dioxide emitter. According to the World Energy Statistics Yearbook 2021 published by British Petroleum (BP), China's total carbon emissions in 2020 were 9.899 billion tons, accounting for 30.7% of the world's total emissions and ranking first in the world. Promoting digital economy construction, new‐type urbanization construction and carbon emissions reduction is the focus of the Chinese government. Based on the decoupling model and threshold regression model, this paper empirically tests the impact of digital economy and new‐type urbanization on carbon emissions by panel data from 2013‐2019 in 30 provinces of China. The results show that there are 23 provinces of China having a better decoupling relationship between digital economy and carbon emissions reduction, and 20 provinces of China having a better decoupling relationship between new‐type urbanization and carbon emissions reduction. In the threshold regression models with energy intensity as the threshold variable, the digital economy has a significant threshold characteristic with a negative non‐linear effect on per capita carbon emissions. The new‐type urbanization also had a significant threshold characteristic with a two‐way non‐linear effect on per capita carbon emissions, but the negative effect is not significant. This means that, during the sample period, the improvement of China's digital economy level can effectively promote carbon emissions reduction. Abstract:The construction industry fuels China's rapid urbanization, which also escalates carbon emissions. This study aims to investigate the spatio-temporal patterns and impact mechanisms of construction carbon emissions (CCE) under urbanization to inform low-carbon policies. We investigate the spatial heterogeneity and temporal trends of China's CCE employing the carbon emission coefficient method and the backpropagation neural network, identify various development patterns of CCE under urbanization using the K-means clustering method, and further comprehensively explore the key influencing factors through the logarithmic mean Divisia index decomposition method. Our findings indicate that: (1) CCE presents a notable spatio-temporal polarization and aggregation effect during 2009-2018 in China. Compared with rough development scenario, the green development scenario is predicted to effectively reduce CCE by 5.17% in 2030. (2) The relationship between urbanization and CCE is revealed to be an "inverted U-shape" and four different development patterns are identified. (3) Overall, the output intensity and structural effect of fixed asset inputs are critical factors contributing to CCE. Importantly, the impact mechanisms of CCE vary under different development patterns. This study provides essential evidence-based information and scientific support for CCE reduction in China, which highlights targeted and tailored strategies for reducing CCE considering different patterns under urbanization.

Abstract:If new energy is developed and utilised reasonably, it can promote green economic growth and reduce carbon emissions. However, the evidence for the effectiveness of New Energy Demonstration City (NEDC) in reducing pollutant emissions is limited. Therefore, based on panel data from 256 cities in China from 2011 to 2020, using a quasi-natural experiment of NEDC, this study uses the Spatial Difference-in-Differences (SDID) model to evaluate the impact of this policy on Environmental Pollution Emissions (EPE) in cities. It is observed that the construction of NEDC significantly reduces the EPE, and there is a significant negative spillover effect on neighbouring cities. Importantly, there is a heterogeneity in this emission reduction effect, with stronger effects in the central and western regions and small and medium-sized cities. To further clarify the mechanisms between them, this study uses a moderating effect model to investigate the role of government financial support and technological innovation. And find that the moderating effect of both is negative. This research provides policy and management recommendations for further promoting the construction of NEDC and reducing pollutant emissions in China.

Effect of smart city construction on an urban transition to a low-carbon economy: evidence from China

Abstract:China is currently in a new era of an urban transition to a low-carbon economy and digital economic development. Smart cities, as an advanced form of information-based urban development, may be the key to the urban transition to low-carbon emissions. This paper examined the effect of smart city construction (SCC) on urban low-carbon transitions and its transmission mechanisms in China from the dual perspectives of reducing urban total carbon emissions (TCE) and improving urban total-factor carbon emission efficiency (TFCEE). Utilizing a multi-period difference in differences (DID) method, this study was conducted based on panel data of 245 Chinese prefecture-level cities from 2003 to 2021. The results demonstrated that SCC both reduced TCE and enhanced TFCEE. The effects of SCC were stronger in cities with more stringent environmental regulations. SCC achieved the dual effect of reducing TCE and enhancing urban TFCEE by promoting green technological progress and a low-carbon transformation of city residents' lifestyles. Moreover, optimization of the industrial structure was also a transmission mechanism for SCC to improve TFCEE. These conclusions provide an empirical basis for the SCC to empower low-carbon transitions of cities and help countries in different regions to transform the extensive urban development mode and promote urban low-carbon economic development.
