Abstract:China is the world's largest energy consumer and carbon emitter. Cities account for 85% of China's total carbon emissions, making them key areas for implementing carbon reduction policies. In recent years, the construction of newly urbanized areas in China has been increasing. Thus, conducting research on carbon emission evaluation and carbon reduction strategies for these areas is important to help cities deal with climate change. This study sorted carbon emission sources and sinks according to the management of the government as well as formulated an inventory and evaluation model of the carbon emissions of newly urbanized areas. Three cases located in cities of different scales were taken as examples and their emissions were calculated under the current planning mode. The key factors of emissions at each stage of urban development were analyzed. Accordingly, corresponding carbon reduction strategies were proposed for the planning and operation stages and the short-term and long-term targets for the implementation of carbon reduction strategies were formulated. The carbon reduction effect of various strategies was quantified by comparing the emissions before and after the implementation of strategies. The results of this study can support low-carbon construction policies and green ecological development of newly urbanized areas and cities.
Optimization Of Land-Use Structure Based On The Trade-Off Between Carbon Emission Targets And Economic Development In Shenzhen, China

Abstract:The approach of choosing an effective low-carbon land-use structure by multi-objective methods is commonly used in land-use planning. A common methodology is to calculate carbon emissions and conduct scenario simulations for the future. However, most Chinese cities have not implemented the methods for monitoring carbon emissions proposed by the Intergovernmental Panel on Climate Change (IPCC), especially Shenzhen, which is one of the fastest-growing cities in China. This study first calculated the carbon emissions for a typical year in Shenzhen under the guidance of the IPCC. Second, nighttime light data were used to spatialize the gross domestic product to obtain the economic benefit coefficients of the various land types. Finally, a multi-objective linear programming model was used to optimize the land-use structure under different scenarios for 2020 and 2025. The results show that (i) energy consumption contributed the most to local carbon emissions in 2016, at 94.75%; (ii) carbon emissions from paddy fields, animals, and humans were the second most dominant source; (iii) the intensity of carbon emissions from different land types in 2016 was variable; and (iv) compared with the natural scenario, an optimized land-use structure could reduce carbon emissions by 5.97% by 2020 and 12.61% by 2025. Under ideal simulation conditions, the simulated land-use pattern could not only meet the requirements of economic and social development, but also could effectively reduce carbon emissions, which is of great value to land managers and decision-makers.
Land Use Optimization and Simulation of Low-Carbon-Oriented—A Case Study of Jinhua, China

Abstract:Land-use change is an important contributor to atmospheric carbon emissions. Taking Jinhua city in eastern China as an example, this study analyzed the effects on carbon emissions by land-use changes from 2005 to 2018. Then, carbon emissions that will be produced in Jinhua in 2030 were predicted based on the land-use pattern predicted by the CA-Markov model. Finally, a low-carbon optimized land-use pattern more consistent with the law of urban development was proposed based on the prediction and planning model used in this study. The results show that (1) from 2005 to 2018, the area of land used for construction in Jinhua continued to increase, while woodland and cultivated land areas decreased. Carbon emissions from land use rose at a high rate. By 2018, carbon emissions had increased by 1.9 times compared to 2015. (2) During the 2010–2015 period, the total concentration of carbon emissions decreased due to decreases in both the rate of growth in construction land and the rate of decline in a woodland area, as well as an adjustment of the energy structure and the use of polluting fertilizer and pesticide treatments. (3) The carbon emissions produced with an optimal land-use pattern in 2030 are predicted to reduce by 19%. The acreage of woodland in Jinhua’s middle basin occupied by construction land and cultivated land is predicted to reduce. The additional construction land will be concentrated around the main axis of the Jinhua-Yiwu metropolitan area and will exhibit a characteristic ribbon-form with more distinct clusters. The optimized land-use pattern is more conducive to carbon reduction and more in line with the strategy of regional development in the study area. The results of this study can be used as technical support to optimize the land-use spatial pattern and reduce urban land’s contribution to carbon emissions.

Abstract:Land use and land cover (LULC) patterns fundamentally influence the carbon cycle of terrestrial ecosystems, and rational optimization of LULC patterns can contribute to achieving carbon neutrality goals. This study constructs a multi-objective LULC optimization coupled model by integrating the objective of carbon neutrality into the LULC optimization process, with Northwest China serving as the study case. This model integrated the Integrated Valuation of Ecosystem Services and Trade-offs (InVEST) model with the Intergovernmental Panel on Climate Change (IPCC) inventory methodology to assess the spatiotemporal variations in carbon storage and emissions in Northwest China between 2000 and 2020, which aimed to elucidate the mechanisms through which changes in LULC affect carbon neutrality. Additionally, through the amalgamation of the Non-dominated Sorting Genetic Algorithm-II (NSGA-II) and the Patch-Generating Land Use Simulation (PLUS) model, optimized the quantitative structure and spatial layout of four LULC scenarios for Northwest China in 2060: natural development (ND), low carbon emissions (CE), high carbon storage (CS), and carbon neutrality (CN), projected the evolving pathways of carbon storage and emissions within these scenarios while examining the values of different LULC scenarios and their respective contributions to carbon neutrality. The study's findings underscore that the substantial expansion of built-up land development areas and farmland from 2000 to 2020 has resulted in notable carbon storage and emissions increases. Moreover, changes in carbon emissions and carbon storage show significant spatial consistency with changes in LULC patterns. In contrast to the ND scenario, the LULC patterns within the CE, CS, and CN scenarios exhibit higher LULC values and contribute more substantially to carbon neutrality. Remarkably, among these scenarios, the CN scenario stands out for achieving the maximum contribution to carbon neutrality and LULC value, thereby establishing it as the preeminent LULC pattern for the Northwest China region. As the study concludes, it recommended that future developmental strategies in Northwest China prioritize curtailing the expansion of built-up areas while bolstering the conservation of vital ecological zones such as forests and grasslands. This study addresses the inherent tension between regional economic progress and environmental preservation, offering a foundation of scientific insights for effectively managing LULC patterns and attaining carbon neutrality goals.

A Carbon Footprint Analysis of the Redevelopment of Former Residential Areas

Abstract:The negative impacts of greenhouse gas emissions, particularly CO2 emissions, have garnered widespread attention. Various old residential areas in China, built more than 20 years ago, have been undergoing urgent transformation to improve citizens’ quality of life, which may significantly reduce carbon emissions. This study developed a carbon emissions accounting framework for residential areas to account the emissions impact of residential transformation. The framework addressed the inventory classifications of landscape greening, residential buildings, water resources, solid waste, infrastructure and transportation. The consumption-based calculation model and bottom-up data collection methods were used. The results show that the transformation of two old residential areas achieved considerable carbon reductions of 17.16% and 33.37% in South and North China, respectively. The macro guidance of local policies, specifically those regarding local urban infrastructure construction, significantly aided the carbon emissions reductions. Based on the calculation results, a list of recommended technologies was proposed to reduce carbon emissions, and four measures (adding greening, improving the garbage recovery rate, separating rain and sewage and transforming envelope structures for energy savings in northern China) were recommended to promote low carbon development in residential areas.

Abstract:Optimizing the structure of land use is essential to the low-carbon sustainable development of a region. This article takes Chengdu, a typical western China city, as the case study. First, carbon emission coefficients of land use are used to calculate the carbon emissions. Then, based on multi-objective linear programming (MOP), economic development priority scenario (S1), low-carbon economic development scenario (S2), and strengthening low-carbon economic scenario (S3) are proposed. Finally, the future land use simulation (FLUS) model is used to predict the spatial layout of land use under the three scenarios. The result shows that from 1990 to 2020, the carbon emissions increased by 7,617.61 thousand tons, with an annual growth rate of 3.75%. The main difference among the three scenarios is the occupied degree of farmland caused by the expansion of construction land, and the potential carbon reduction is 969.72 (5.2%), 2414.31 (13.1%), and 3878.89 tons (21.0%) in S1, S2, and S3, respectively. The FLUS model shows that conversion mainly occurs around the urban built-up area of Chengdu. This research can provide planning suggestions for the low-carbon development of Chengdu and a reference for other regions.

Abstract:The patterns of territorial spatial development determine the dynamic carbon balance in regional terrestrial ecosystems. In the context of global "carbon neutrality" and China's new urbanization transformation, it is urgent to establish development patterns that enhance terrestrial ecosystems' carbon sink capacity. To this end, the study establishes a systematic cognitive framework for the carbon balance effects of land use under urbanization. It proposes a "direct-indirect-potential" typology for the impact of urbanization-induced land use changes on terrestrial ecosystems' carbon cycling. To achieve the goal of carbon sequestration and increase in terrestrial ecosystems, the study explores the inherent logic of low-carbon optimization in territorial spatial layout. It also deconstructs the governance dimensions of low-carbon optimization in territorial spatial layout concerning "quantity, spatial layout, and spatial utilization". Finally, the study proposes policy instruments and improvement suggestions for supporting low-carbon adjustments in territorial spatial layout. In conclusion, the study's first contribution is the enhancement of low-carbon thinking in territorial spatial development and utilization. Secondly, it broadens the research path for low-carbon optimization in territorial space. The study highlights the positive role of territorial spatial layout optimization and governance in achieving regional "carbon neutrality" goals.
Contributing to Carbon Neutrality Targets: A Scenario Simulation and Pattern Optimization of Land Use in Shandong Province Based on the PLUS Model

Abstract:Land use profoundly impacts the sustainable development of the ecological environment. Optimizing land use patterns is a vital approach to mitigate climate change and achieve carbon neutrality. Using Shandong Province as a case study, this research evaluates the impacts of land use and land cover change (LUCC) on regional carbon storage and emissions. Employing a coupled PLUS–InVEST–GM(1,1) model, simulations were conducted for scenarios including the natural scenario (NS), cropland protection scenario (CPS), high-speed development scenario (HDS), and low-carbon scenario (LCS), to assess LUCC and changes in carbon storage and emissions from 2030 to 2060 under these scenarios. The findings indicate that due to the expansion of construction land and significant declines in arable and grassland areas, carbon emissions increased by 40,436.44 × 104 t over a 20-year period, while carbon storage decreased by 4881.13 × 104 t. Notably, forests contributed the most to carbon sequestration, while construction land emerged as the primary source of carbon emissions. Simulating four scenarios demonstrates that measures such as protecting cropland, expanding forest, grassland, and aquatic areas, controlling construction land expansion, and promoting intensive development positively affect emission reductions and carbon sequestration in Shandong. These findings underscore the importance of rational planning of land use patterns, which can enhance contributions to carbon neutrality by harmonizing the relationships among cropland protection, ecological conservation, and economic development.

Abstract:Global climate change is one of the major challenges facing the world, and the spatial optimization of land use patterns has been regarded as critical in realizing carbon mitigation. In this study, the linear programming model and the Markov Chain model are integrated in different scenarios to optimize land use structure for low-carbon development. The land use pattern is then simulated through the adjusted convolutional neural network and cellular automata model, taking Guangzhou City as the case study area. The results reveal that construction land with high economic efficiency will increase its area, and the reaming types will experience slight changes, in 2035 in the natural development scenario and the economic priority scenario. Ecological land such as forest land, grassland, and water is partly occupied by construction land in the urban–rural fringe areas. The total carbon emissions decrease by 2.32% and 1.57% in these two scenarios. In the low-carbon-oriented scenario, the expansion of construction land is restricted, and the forest land and grassland undergo great expansion. The total carbon emission decreases by 18.95%—a figure much larger than that in the natural development scenario and the economic priority scenario. Our paper embeds the needs and constraints in land spatial planning into the spatial optimization of the land use pattern, which provides valuable references for low-carbon city development in the future.

Abstract:This paper evaluated the environmental burden and capacity of Dongying City by emergy and ecological footprint to provide basis for optimizing land development. The result shows that from 2000 to 2010, the land area needed to support human society expanded rapidly from 310000 ha to 735000 ha, while the environmental capacity increased from 1144900 ha to 1226100 ha, which would be caught up by environmental burden in near future according to the current trend. Pollutants assimilation is the main environmental burden and local nonrenewable resources accounting for more than 65.0 percent of the total human emergy consumption. Cultivated land and construction land are the major sources of environmental capacity. Hence the farmland and virgin land should be developed for multifunction and construction land used in a low carbon and intensivism way to promote environmental sustainability.
Simulation and Prediction of Land Use Change and Carbon Emission under Multiple Development Scenarios at the City Level: A Case Study of Xi'an, China

Abstract:Studying urban land use and its impact on carbon emissions is crucial for achieving China's dual carbon goals. This research utilized the Shared Socio-economic Pathways (SSPs) scenarios 126, 245, and 585 from the Sixth International Coupled Model Intercomparison Project (CMIP6), along with a coupled System Dynamics (SD) and Patch-generating Land Use Simulation (PLUS) model and a carbon emission coefficient method to simulate and predict Xi'an's land use carbon emissions from 2020 to 2040. The results indicate the following: (1) Cultivated and forest lands are the predominant land use types in Xi'an, with cultivated and grassland areas projected to decline under all three SSP scenarios by 2040. The most significant expansion of construction land, primarily at the expense of farmland, is projected under the SSP585 scenario, with an increase of 515.92 km2 by 2040. (2) Land use carbon emissions increased from 414.15 × 104 t in 2000 to 2376.10 × 104 t in 2020, with construction land being the primary source of emissions and forest land serving as the main carbon sink. However, the carbon sink capacity remained low at only 21.38 × 104 t in 2020. (3) Carbon emissions are expected to continue increasing under all scenarios through 2030 and 2040, though at a decreasing rate. The SSP126 scenario predicts the lowest emissions, reaching 9186.00 × 104 t by 2040, while SSP585 predicts the highest at 14,935.00 × 104 t. The findings of this study provide theoretical support for future low-carbon and high-quality urban development strategies.

Abstract:Land use, as one of the major sources of carbon emissions, has profound implications for global climate change. County-level land-use systems play a critical role in national carbon emission management and control. Consequently, it is essential to explore the spatiotemporal effects and optimization strategies of land-use carbon emissions at the county scale to promote the achievement of regional dual carbon targets. This study, focusing on Shaanxi Province, analyzed the spatiotemporal characteristics of land use from 2000 to 2020. By establishing a carbon emission evaluation model, the spatiotemporal effects of county-level carbon emissions were clarified. Utilizing Geodetector and K-means clustering methods, the driving mechanisms and clustering characteristics of county-level carbon emissions were elucidated, and optimization strategies for land use carbon emission were explored. The results showed that during 2000–2020, land use in Shaanxi Province underwent significant spatiotemporal changes, with constructed land increasing by 97.62%, while cultivated land and grassland were substantially reduced. The overall county-level carbon emissions exhibited a pattern of North > Central > South. The total carbon emissions within the province increased nearly fourfold over 20 years, reaching 1.00 × 108 tons. Constructed land was the primary source of emissions, while forest land contributed significantly to the carbon sink of the study area. Interactions among factors had significant impacts on the spatial differentiation of total county-level carbon emissions. For counties with different types of carbon emissions, differentiated optimization strategies were recommended. Low-carbon emission counties should intensify ecological protection and rational utilization, medium-carbon emission counties need to strike a balance between economic development and environmental protection, while high-carbon emission counties should prioritize profound emission reduction and structural transformation.

Carbon Emission Efficiency and Low Carbon Optimization of Land Use: Based on the Perspective of Energy Consumption

Abstract:Carbon emission efficiency is payid more attention to the effect of carbon emission which is considered as cost on desired output,but some indicators,such as total carbon emission and carbon emission per unit land area,neglect this effect.In this paper,the key consideration of carbon emission is the carbon emission brought by energy which is consumed in land use.Based on the input-oriented model of CCR and BCC,the carbon emission efficiency of land use that is composed of the total efficiency,technical efficiency,scale efficiency and returns to scale is calculated.The computed results indicate that: 1) the total efficiencies of carbon emission in Inner Mongolia,Fujian,Guangxi and Qinghai were 1.0000,and they were DEA efficient among the 30 provinces(not including Tibet,Hong Kong,Macao and Taiwan due to no data).The total efficiency of carbon emission in Shanghai was 0.0469,and it was the least among the 30 provinces.The total efficiency of carbon emission in the other provinces was from 0.0682 to 0.8965.2) There was a relationship between the features of land use and the distribution of technical efficiency and scale efficiency,the efficiency value of carbon emission was also affected by the features of land use.The distribution of regions whose scale efficiencies were efficient,was smaller than the distribution of regions whose technical efficiencies were efficient.3) The provinces whose scale efficiencies were efficient,different from the provinces with constant returns to scale.Therefore,the returns to scale of the provinces should be taken into account if the scale efficiency of carbon emission efficiency of land use is wanted to improve.In order to insure DEA efficiency of carbon emission of land use in all provinces,the inputs optimization and outputs optimization of land use in 26 provinces which are not DEA efficient are designed.The optimization based on the perspective of low carbon also calculates the input redundancy and output shortage.Finally,according to the results of low carbon optimization,measures are taken to make land use low carbon emission.The measures are composed of the energy input control in land use and land output optimization based on optimal allocation of land resource.Carbon emission efficiency of land use can achieve DEA efficiency if these measures are implemented.

Abstract:Reducing carbon dioxide emissions has become a prominent issue in city construction. Here, with the objective of spatial pattern optimization, we propose a comprehensive evaluation framework for low-carbon cities. To shed further light on the mechanism by which green finance facilitates the low-carbon transformation of the economy, we chose Xi'an as a study area, used the system dynamics model, simulated the relationship between different factors in the development of low-carbon cities, and provided guidance for spatial planning of low-carbon cities. Through systematic analysis of results, we found that with the progress of urbanization and the improvement of people's living standards, the carbon emissions from urban buildings in Xi'an will increase annually and reach 2.47 million tons by 2030. In scenario 1, the faster pace of urbanization raises carbon emissions from urban buildings by 3%, to 2.5543 million tons from the base. In contrast, in Scenario 2, the reduction in urbanization rate results in a decrease in urban building carbon emissions to 2.4243 million tons, a reduction of 2.26% compared to the baseline scenario. Thus it can be seen that diverse modifications of parameters exert distinct effects on the ultimate carbon emissions from urban buildings.

Drivers and Reduction Potential of Carbon Emissions from Cultivated Land Use

Abstract:Cultivated land is both a carbon source and sink, and can both directly and indirectly affect the carbon cycle. As a major agricultural country, low-carbon and sustainable utilization of cultivated land in China is crucial to achieving its carbon neutrality goals. Using data from 31 provinces in China, the carbon emissions and intensity of cultivated land use between 2000 and 2020 were calculated. The driving factors and impact mechanisms of carbon intensity were analyzed. Finally, a carbon emission reduction potential index was constructed to explore the carbon emission reduction potential of cultivated land use under different preference scenarios. Total carbon emissions from cultivated land use in China increased from 201.848 million tons in 2000 to 227.4715 million tons in 2020 (an increase of 12.7%). The carbon emission intensity reached a minimum in 2003 (0.79 tons/ha) and a maximum in 2017 (1.01 tons/ha). The proportion of paddy fields, multiple cropping indices, proportion of effective irrigated areas, degree of agricultural chemicalization, and total power of agricultural machinery were the main drivers of carbon emission intensity of cultivated land use. The shadow prices of carbon emissions from cultivated land use were relatively high in Guizhou, Qinghai, and Beijing, amounting to 35.13, 33.54, and 23.97 million yuan per ton, respectively, whereas those in southeastern regions, such as Jiangsu and Shanghai, were low. In addition, under all three preference scenarios (equal equity and efficiency, equity first, and efficiency first), Jiangsu had high emission reduction potentials (up to 0.880, 0.861, and 0.900, respectively), allowing it to share more responsibility for reducing emissions. In contrast, Qinghai had the lowest emission reduction potentials in the study area, reaching 0.064, 0.078, and 0.051 for the equal equity and efficiency, equity first, and efficiency first scenarios, respectively. The results of this study suggest that the agricultural system has the potential to help China realize its carbon peak and carbon neutrality goals through the implementation of new technologies, policies, and management tools. As such, our results provide a reference for future policy development and low-carbon land use management that is better tailored to regional variability.

Abstract:With the serious challenge of persistently high carbon emissions in China, the construction of low-carbon cities is poised to become a trend in future development. However, there has been limited research quantitatively exploring carbon emission spatial targets and efficient algorithmic optimization in a systematic manner. To investigate regional carbon emission compliance and systematic optimization methods, this study takes Shanghai Pudong New Area in China as a case study. It integrates an improved Kaya identity model for forecasting, carbon emission intensity analysis, and an enhanced multi-objective genetic algorithm for land-use optimization. The study aims to predict and account for carbon emissions, compare them against carbon emission targets, analyze spatial influencing factors, and consider relevant policy constraints to simulate low-carbon land-use layouts. The findings reveal the following: (1) Through scenario forecasting and carbon emission accounting analysis, it is evident that Pudong New Area's carbon emissions do not meet the target requirements. There is potential for optimization in terms of the balance between residential and workplace spaces, land use mix, and ecological areas. (2) After applying the genetic algorithm optimization, the carbon emissions in the land-use layout plan are reduced by 11.2%–27.88 million tC compared to the original planning scheme. (3) In simulated scenarios, there are significant changes compared to planned land-use layouts, including a 49% increase in the balance between residential and workplace areas, a 20% increase in land use mix, and a 33.9% increase in per capita park green space.This systematic optimization approach effectively predicts carbon emissions, adjusts land-use layout, and achieves a reduction in carbon emissions. The conclusions provide valuable technical support for low-carbon land-use planning and offer insights for the low-carbon development of other cities."

Abstract:Research objectives: This paper discusses how to support the realization of carbon peak and carbon neutrality through the optimization of national spatial structures by establishing a relationship model between land-use structure and carbon emissions, and then provide theoretical and methodological support for the formulation of relevant policies and plans, as well as the evaluation of implementation effects. Research methods: grid analysis, GIS spatial analysis, double log linear regression model. Results: There is a strong correlation between the spatial structure of land and carbon emissions; the scale of construction land, especially industrial land, directly affects carbon emissions; if the area of construction land is doubled, CO2 emissions will increase by about 1.7 times. Conclusions: The potential of controlling carbon emission intensity through land structure at the urban level is great, and it is feasible to control carbon emission intensity through territorial spatial planning system. The control elements can be divided into the following levels: land supply control, land structure adjustment, land intensity constraint, and function adjustment of existing land.

Abstract:Urban areas contribute about 75% of global carbon emissions in only about 2% of the world’s total land area. A significant contributor of urban areas accounts for global climate change. It is necessary to scientifically explore the coordinating development characteristics between urban carbon emission and land use in recent years. An important way is seeking to determine the parallel path between rational land resource use and low carbon ＆ emission reduction in cities, in order to promote the carbon neutrality goals at the basic level. Taking the Yangtze River Delta Urban Agglomeration as the study area, this study aims to analyze the coordinating development mechanism between carbon emission performance and land use intensity. The super-efficient slacks-based measure（SBM） model was also used to measure the carbon emission performance of each city from 2003 to 2018. The land use intensity of each city was then assessed to determine the spatial-temporal evolution pattern using continuous data on land use. The coordination model was utilized to reveal the coordinating development characteristics and dynamic evolution trend of carbon emission performance and land use intensity.The results showed that: 1) There was a two-stage change in the carbon emission performance in both space and time. The average value of carbon emission performance gradually increased from 0.63 to 0.77 from 2003 to 2013. Specifically, the high-value regions were concentrated in the coastal areas of Zhejiang and Jiangsu Province, whereas, the low-value regions were scattered in Huai’an, Lianyungang, and Huainan Province. By contrast, the average value of the carbon emission performance decreased slightly to 0.68 from 2013 to 2018, where there was a decreasing number of cities in the high-value regions. It infers that the regional energy saving and emission reduction fell into a short-lived bottleneck. 2) The average value of the regional land use intensity gradually increased from 349.74 to 356.63, with a clustered distribution pattern of the higher value in the north than in the south part of space. The low-value areas were mainly concentrated in some cities of Zhejiang Province in the south of the study area, while the high ones were located in the north, represented by Xuzhou in Jiangsu,Huaibei and Haozhou in Anhui Province. 3) A fluctuating upward trend was found in the coordination degree between carbon emission performance and land use intensity from 2003 to 2018. Among them, the low-value regions were mainly distributed in some cities of Zhejiang and Anhui Province in the southwestern part of the study area, whereas, the high ones were concentrated in Shanghai and coastal cities in Jiangsu Province, such as Yancheng and Nantong. There were also a higher average annual growth rate and an ever-increasing proportion of cities in the coordinating development, even in the transitional stage from 2003 to 2007. A plateau period was observed during low-carbon adjustment in the regional land use, particularly in the coordinating development stage from 2008 to 2018, but the growth rate gradually slowed down. In conclusion, the coordinating development between land use intensity and carbon emission performance can be expected as the land use planning for the low-carbon urban development in each city.

Abstract:This study aims to examine the impact of land use variations on carbon emissions by incorporating the development of photovoltaics as a scenario. To meet this end, we investigate the carbon emissions fluctuations resulting from different development scenarios: natural development, low-carbon strategies, and widespread adoption of photovoltaic technology. We identify important influencing factors related to these changes and utilize multi-objective optimization and the PLUS model to simulate land use patterns in Lingbao City projected for 2035, with a focus on achieving carbon neutrality. Through multiple scenarios, we analyze differences in carbon emissions, economic benefits, ecological impacts, and land use allocations. Our findings demonstrate that the photovoltaic scenario leads to a substantial 3500-ton reduction in carbon emissions and boosts overall benefits by RMB 85 million compared to the low-carbon scenario. This highlights the significant role of photovoltaic systems inefficient land utilization, meeting carbon emission targets, and generating economic gains. This research explores the relationship between land use alterations and carbon emissions, aiming to achieve ambitious carbon reduction objectives by integrating photovoltaic applications across diverse land types. It provides fresh perspectives for examining urban land utilization and strategies to reduce carbon emissions.

Abstract:Climate change has become a major worldwide problem, and land use/cover change has consistently played a crucial role in impacting the carbon cycle within terrestrial ecosystems. Territorial spatial planning stands as a relatively good policy option for the low-carbon model. The spatial correlation between carbon emissions and land use was established through environmental parameters in this paper. The territorial spatial structures in 2035 and 2060 under two scenarios of natural evolution and low-carbon development were simulated through the PLUS model. The results indicate that the spatial pattern of decreasing carbon emissions centered on towns, cities, mines, and industries is related to regional economic development, the distribution of forests, and the urban ecological environment. The implementation of territorial spatial planning aids in achieving carbon neutrality, whereas the low-carbon development scenario is more focused on it, which can provide ideas for territorial spatial planning adjustments. Both scenarios result in a large area of fallow land, indicating some conflict between farmland protection and low-carbon development. Optimizing management measures, energy structure, and industrial layout and strengthening regional coordination are key to promoting low-carbon development. This study might be useful in formulating regional carbon-neutral policies and improving territorial spatial planning.
