Abstract:Tropical cyclones (TCs) pose significant threats to coastal regions, necessitating advancements in mitigation and prevention strategies. Community resilience, as a quantitative framework, addresses these challenges by requiring models that accurately capture the multifaceted nature of TC hazards, thereby enabling realistic assessments of community response and recovery. Despite the availability of numerous models and methods, the selection of appropriate TC models for resilience engineering applications is highly context-dependent and remains underexplored in the literature. This study presents a comprehensive review of TC simulation models and their integration into resilience planning efforts, with a particular focus on the models’ spatial and temporal attributes across various resilience-oriented decision-making scenarios. By synthesizing existing knowledge and offering practical insights, this study proposes guidance to engineers in selecting suitable TC models, emphasizing the imperativeness to align model characteristics with the specific spatiotemporal complexities inherent in targeted resilience planning objectives. Moreover, research gaps regarding terrain effects, downscaling, and machine learning-based approaches are identified, highlighting the need for continued innovation towards more robust and refined TC models that can reliably support diverse resilience planning decisions. Ultimately, this review aims to assist engineers in enhancing coastal resilience planning and mitigating the impact of TCs on vulnerable communities.
A Data-Driven Approach for Regional-Scale Fine-Resolution Disaster Impact Prediction under Tropical Cyclones

Abstract:Tropical cyclones (TCs) pose a significant threat to coastal regions worldwide, demanding accurate and timely predictions of potential disaster impacts. Existing regional-scale impact prediction models, however, are largely limited by the sparsity of modeling data and incapability of fine-resolution predictions in a computationally efficient manner, thus hindering real-time identification of potential disaster hotspots. To address these limitations, we present a data-driven image-to-image TC impact prediction model based on a deep convolutional neural network (CNN) for Zhejiang Province, China, an area of approximately 105,000 km2 consisting of 90 counties. The proposed model utilizes twelve carefully selected predictors, including hazard, environmental and vulnerability factors, which are processed into province-scale 1 km-grid image-format data. An end-to-end encoder-decoder architecture is subsequently designed to extract impact-relevant spatial features from the multi-channel input images, then to construct a spatial impact map of identical size (i.e., ∼105,000 km2) and resolution (i.e.,1 km-grid). This gridded impact map is then aggregated spatially to derive county-level impact predictions, which serve as the final layer of the CNN model and are used to evaluate the model’s loss function in terms of mean squared error. This design is informed by the fact that the training data on TC impact, collected from historical events, were recorded at county level. Validation and error analysis demonstrate the model’s promising spatial accuracy and time efficacy. Furthermore, an illustration of the model’s application with Typhoon Lekima in 2019 underscores its potential for integrating meteorological forecasts to achieve real-time impact predictions and inform emergency response actions.

Abstract:Abstract Tropical cyclones (TCs) are among the most destructive natural hazards and yet, quantifying their financial impacts remains a significant methodological challenge. It is therefore of high societal value to synthetically simulate TC tracks and winds to assess potential impacts along with their probability distributions for example, land use planning and financial risk management. A common approach to generate TC tracks is to apply storm detection methodologies to climate model output, but such an approach is sensitive to the method and parameterization used and tends to underestimate intense TCs. We present a global TC model (the UQAM‐TCW model thereafter) that melds statistical modeling, to capture historical risk features, with a climate model large ensemble, to generate large samples of physically coherent TC seasons. Integrating statistical and physical methods, the model is probabilistic and consistent with the physics of how TCs develop. The model includes frequency and location of cyclogenesis, full trajectories with maximum sustained winds and the entire wind structure along each track for the six typical cyclogenesis basins from IBTrACS. Being an important driver of TCs globally, we also integrate ENSO effects in key components of the model. The global TC model thus belongs to a recent strand of literature that combines probabilistic and physical approaches to TC track generation. As an application of the model, we show global hazard maps for direct and indirect hits expressed in terms of return periods. The global TC model can be of interest to climate and environmental scientists, economists and financial risk managers.

Abstract:Often the tropical cyclone (TC) wind hazard assessment requires the use of the TC wind field model. While theoretical models typically predict the observed wind field well, there can be a spatially varying residual correlation that impacts the damage assessment of communities or groups of structures. In this study, we focus on developing spatial correlation models and assessing the intraevent and interevent variability of the TC wind field using the H*Wind dataset and two widely used wind field models - the vertically averaged boundary layer slab model and the gradient wind field-based model. Our models and the statistics of the interevent and intraevent variability are integrated into a framework for evaluating the wind-induced damage of a portfolio of structures. The framework includes simulating TC tracks and wind fields, considering interevent and intraevent variabilities, and assessing peak linear elastic and nonlinear responses. Numerical examples illustrating the use of this framework are provided, indicating that realistic spatial correlation of the TC wind field needs to be considered to assess the correlation coefficient of the damage factor of a pair of spatially distributed structures and the probability distribution of the damage cost of a portfolio of structures.

Abstract:An index of North Atlantic tropical cyclone (TC) damage potential due to winds and coastal surge is developed using seasonal climate variables of relative sea surface temperature and steering flow. These climate variables are proxies for the key damaging TC parameters of intensity, size, and forward speed that constitute an existing cyclone damage potential index. This climate-based approach has the advantage of sidestepping the need for data on individual TCs and explains 48 % of the variance in historical cyclone damage potential. The merit of the cyclone damage potential is in assessments relative to past events or past periods, and may be translated to actual damage using relationships between the damage potential index and specific exposure and vulnerability characteristics. Spread in the change in damage potential over the 21st century among climate simulations under representative concentration pathways 4.5, 6.0, and 8.5 is found to be less than the spread due to internal variability, as assessed using a climate model initial condition large ensemble. This study highlights the importance of accounting for internal climate variability in future climate impact assessments.

Abstract:Tropical Cyclones (TCs) cause significant socio-economic damages to the US and Caribbean coastal regions annually, making it important to understand TC risk at the local-to-regional scales. However, the short length of the observed record and the substantial computational expense associated with high-resolution climate models make it difficult to assess TC risk using either approach. To overcome these challenges, we developed a database of synthetic TCs using the Risk Analysis Framework for Tropical Cyclones (RAFT). The database includes 40,000 synthetic TC tracks, along-track intensities and storm-induced precipitation. TC tracks generated in RAFT are in reasonable agreement with the observed spatial distribution of TC tracks and basin-scale TC statistics. Specifically along the coast, spatial variations in TC crossing probability and extreme winds upon landfall are well-reproduced by RAFT with R-squared values of 0.81 and 0.73, respectively. In summary, the synthetic TC database constructed with RAFT provides a reasonable pathway for the robust assessment of North Atlantic TC wind and rainfall risks.

Abstract:Abstract Synthetic downscaling of tropical cyclones (TCs) is critically important to estimate the long‐term hazard of rare high‐impact storm events. Existing downscaling approaches rely on statistical or statistical‐deterministic models that are capable of generating large samples of synthetic storms with characteristics similar to observed storms. However, these models do not capture the complex two‐way interactions between a storm and its environment. In addition, these approaches either necessitate a separate TC size model to simulate storm size or involve post‐processing to capture the asymmetries in the simulated surface wind. In this study, we present an innovative data‐driven approach for TC synthetic downscaling. Using a machine learning‐based high‐resolution global weather model (ML‐GWM), our approach can simulate the full life cycle of a storm with asymmetric surface wind that accounts for the two‐way interactions between the storm and its environment. This approach consists of multiple components: a data‐driven model for generating synthetic TC seeds, a blending method that seamlessly integrates storm seeds into the surrounding while maintaining the seed structure, and a model based on a recurrent neural network to correct for biases in storm intensity. Compared to observations and synthetic storms simulated using existing statistical‐deterministic and statistical downscaling approaches, our method shows the ability to effectively capture many aspects of TC statistics, including track density, landfall frequency, landfall intensity, and outermost wind extent. Leveraging the computational efficiency of ML‐GWM, our approach shows substantial potential for TC regional hazard and risk assessment.

Abstract:Global impact models represent process-level understanding of how natural and human systems may be affected by climate change. Their projections are used in integrated assessments of climate change. Here we test, for the first time, systematically across many important systems, how well such impact models capture the impacts of extreme climate conditions. Using the 2003 European heat wave and drought as a historical analogue for comparable events in the future, we find that a majority of models underestimate the extremeness of impacts in important sectors such as agriculture, terrestrial ecosystems, and heat-related human mortality, while impacts on water resources and hydropower are overestimated in some river basins; and the spread across models is often large. This has important implications for economic assessments of climate change impacts that rely on these models. It also means that societal risks from future extreme events may be greater than previously thought.

Abstract:General circulation model (GCM) biases are one of the important sources of biases and uncertainty in dynamic downscaling–based simulations. The ability of regional climate models to simulate tropical cyclones (TCs) is strongly affected by the ability of GCMs to simulate the large-scale environmental field. Thus, in this work, we employ a recently developed multivariable integrated evaluation method to assess the performance of 33 CMIP6 (phase 6 of the Coupled Model Intercomparison Project) models in simulating multiple fields in terms of their climatology. The CMIP6 models are quantitatively evaluated against two reanalysis datasets over five ocean areas. The results show that most of the CMIP6 models overestimate the mid-level humidity in almost all tropical oceans. The multi-model ensemble mean overestimates the vertical shear of the horizontal winds in the Northeast Pacific and North Atlantic. An increase in model horizontal resolution appears to be helpful in improving the model simulations. For example, there are 6–8 models with higher resolution among the top 10 models in terms of overall model performance in simulating the climatology and interannual variability of multiple variables. Similarly, there are 7–8 models with lower resolution among the bottom 10 models. The model skill varies depending on the region and variable being evaluated. Although no model performs best in all regions and for all variables, some models do show relatively good capability in simulating the large-scale environmental field of TCs.

Abstract:There is considerable uncertainty surrounding future changes in tropical cyclone (TC) frequency and intensity, particularly at local scales. This uncertainty complicates risk assessments and implementation of risk mitigation strategies. We present a novel approach to overcome this problem, using the statistical model STORM to generate 10,000 years of synthetic TCs under past (1980–2017) and future climate (SSP585; 2015–2050) conditions from an ensemble of four high-resolution climate models. We then derive high-resolution (10-km) wind speed return period maps up to 1000 years to assess local-scale changes in wind speed probabilities. Our results indicate that the probability of intense TCs, on average, more than doubles in all regions except for the Bay of Bengal and the Gulf of Mexico. Our unique and innovative methodology enables globally consistent comparison of TC risk in both time and space and can be easily adapted to accommodate alternative climate scenarios and time periods.

Abstract:North Atlantic tropical cyclone (TC) activity under a high-emission scenario is projected using a statistical synthetic storm model coupled with nine Coupled Model Intercomparison Project Phase 6 (CMIP6) climate models. The ensemble projection shows that the annual frequency of TCs generated in the basin will decrease from 15.91 (1979-2014) to 12.16 (2075-2100), and TC activity will shift poleward and coast-ward. The mean of lifetime maximum intensity will increase from 66.50 knots to 75.04 knots. Large discrepancies in TC frequency and intensity projections are found among the nine CMIP6 climate models. The uncertainty in the projection of wind shear is the leading cause of the discrepancies in the TC climatology projection, dominating the uncertainties in the projection of thermodynamic parameters such as potential intensity and saturation deficit. The uncertainty in the projection of wind shear may be related to the different projections of horizontal gradient of vertically integrated temperature in the climate models, which can be induced by different parameterizations of physical processes including surface process, sea ice, and cloud feedback. Informed by the uncertainty analysis, a surrogate model is developed to provide the first-order estimation of TC activity in climate models based on large-scale environmental features.

Evaluation of Parametric Tropical Cyclone Surface Winds over the Eastern Australian Region

Abstract:Hazard studies based on thousands of synthetic tropical cyclone (TC) events require a validated model representation of the surface wind field. Here, we assess three different TC parametric vortex models with input from four along-track parameter studies of the TC size and shape, based on statistical formulation of the relationships to observed TC intensity, geographic location, and forward transition speed. The 12 model combinations are compared to in situ 10-min observed surface mean wind speeds for 10 TCs that made landfall over Queensland, Australia, which occurred over the period 2006–17. Empirical wind reduction factors to reduce gradient winds to the surface are recalculated for the more recent TCs at both offshore (ocean, small islands, reefs, and moorings) and onshore (land) locations. To improve the wind comparisons over ocean and land, a secondary reduction factor was developed based on an inland decay function. Pearson correlations for the unadjusted modeled peak wind speed from 118 instances of a TC passing a weather station sit between a range of 0.57 and 0.65 for the 12 model combinations. Using the secondary reduction factor based on the inland decay function increases the range of correlation to 0.74–0.81. Based on the assessment of the instances of peak surface wind speed correlations, bias, and root-mean-square error, along with the correlation 48 h around the peak, the top-ranked performing model combination for the region was an along-track parameter study with a double-vortex model, both previously tested for the South Pacific basin. Significance Statement When assessing tropical cyclone hazards, users are presented with several simplified parametric models to describe the surface wind field of tropical cyclones. These parametric models are used routinely for risk assessment of cyclonic winds, as well as for input to surge and wave models used in coastal hazard assessments. Differences between the models include the formulation of the parametric cyclone model, the way winds above the boundary layer are specified at the surface and along-track parameters that describe the cyclones' size and shape. Of the 12 model combinations investigated in this study, the top-ranked performing model combination for the region was an along-track parameter equation with a double-vortex model, which were both tested previously for the South Pacific basin. Analysis is performed to show unadjusted modeled winds overestimate observed 10-min surface winds over the ocean by around 13% (median) and over land by around 73.9% (median), which is resolved in this study with a secondary empirical wind reduction factor. These findings will support future modeling of tropical cyclone winds for multiple applications, including regional risk assessment and coastal hazard studies.

Abstract:The dramatic tropical cyclone(TC)damages in coastal areas around the world have gained significant attention from asset owners,policy makers and engineers.The estimate of TC damage for a specific region of interest is informative of the preparedness and resilience of the area subjected to TC hazards,and thus should be conducted using a quantitative approach.A reasonable indicator of TC damage should incorporate not only the TC characteristics(e.g.,intensity,frequency and duration)but also the vulnerability of the TC-prone areas.In this paper,a new indicator is proposed to measure the TC threat,which takes into account both the TC characteristics and the vulnerability of the area.The indicator has two forms:the first one considers the maximum wind speed only and the second incorporates the integrated wind speed profile.The historical damage scenarios along the US East Coast,as well as those in Hong Kong,China,are examined to demonstrate the applicability of the proposed indicator.Results show that the proposed indicator is capable of representing the impact of TC wind field profile on the TC damage costs.The proposed indicator could be further used to project the future TC damages for areas subjected to TC hazards.

Abstract:Abstract Tropical cyclones (TCs) are a hazard to life and property and a prominent element of the global climate system; therefore, understanding and predicting TC location, intensity, and frequency is of both societal and scientific significance. Methodologies exist to predict basinwide, seasonally aggregated TC activity months, seasons, and even years in advance. It is shown that a newly developed high-resolution global climate model can produce skillful forecasts of seasonal TC activity on spatial scales finer than basinwide, from months and seasons in advance of the TC season. The climate model used here is targeted at predicting regional climate and the statistics of weather extremes on seasonal to decadal time scales, and comprises high-resolution (50 km × 50 km) atmosphere and land components as well as more moderate-resolution (~100 km) sea ice and ocean components. The simulation of TC climatology and interannual variations in this climate model is substantially improved by correcting systematic ocean biases through “flux adjustment.” A suite of 12-month duration retrospective forecasts is performed over the 1981–2012 period, after initializing the climate model to observationally constrained conditions at the start of each forecast period, using both the standard and flux-adjusted versions of the model. The standard and flux-adjusted forecasts exhibit equivalent skill at predicting Northern Hemisphere TC season sea surface temperature, but the flux-adjusted model exhibits substantially improved basinwide and regional TC activity forecasts, highlighting the role of systematic biases in limiting the quality of TC forecasts. These results suggest that dynamical forecasts of seasonally aggregated regional TC activity months in advance are feasible.

Abstract:Abstract Confidence and uncertainty issues of simulations were seldom evaluated in previous studies although the climate models are widely used. This study evaluates the performance of the CMIP6-HighResMIP simulations in presenting long-term variability of tropical cyclone (TC) genesis frequency (TCGF) and track density (TCTD) and quantifies the relative contributions of internal and external forcing to TC activities during the 1950–2014. There is overall poor model performance in simulating long-term changes in TC activities over the Northern Hemisphere, including interdecadal variabilities and long-term linear trends. The simulated long-term changes in TCGF and TCTD over the eastern North Pacific (ENP) in six high-resolution models show opposite characteristics to the observations. Moreover, most models cannot capture the variabilities of TCGF and TCTD over the western part of the western North Pacific (WNP) and northern part of the North Atlantic (NA). However, these models show a high degree of confidence in reproducing the interdecadal variabilities and linear trends of TCGF and TCTD over the eastern part of the WNP and the tropical NA. Quantitative evaluations further show that there are the opposite relative contributions of long-term climate variabilities to TCGF and TCTD changes over the ENP between the observations and the multimodel ensemble mean, followed by large model biases over the western WNP and the northern NA, but relatively consistent contributions over the southern NA and the Caribbean. These results help us cope with contrasting and consistent future TC changes among the model projections. Significance Statement While climate models have been widely used to project future changes in tropical cyclone (TC) activity, few studies have examined to what extent we can trust these model projections. We used the CMIP6-HighResMIP simulations to quantify the model biases in presenting TC activity, and evaluate the relative contributions of internal and external forcing to TC activities. In general, the HighResMIP has large discrepancies in representing longer-term climate variability of TC activity. However, the models can capture well TC activity over the eastern part of the western North Pacific and tropical Atlantic, which is attributed to good performance of models in reproducing the relationship between long-term climate variabilities beyond interannual scale and TC activity. These results highlight confidence and uncertainty in future TC changes among the model projections.

Abstract:One of the most costly effects of climate change will be its impact on extreme weather events, including tropical cyclones (TCs). Understanding these changes is of growing importance, and high resolution global climate models are providing potential for such studies, specifically for TCs. Beyond the difficulties associated with TC behavior in a warming climate, the extratropical transition (ET) of TCs into post-tropical cyclones (PTCs) creates another challenge when understanding these events and any potential future changes. PTCs can produce excessive rainfall despite losing their original tropical characteristics. The present study examines the representation of PTCs and their precipitation in three high resolution (25-50 km) climate models: CNRM, MRI, and HadGEM. All three of these models agree on a simulated decrease in TC and PTC events in the future warming scenario, yet they lack consistency in simulated regional patterns of these changes, which is further evident in regional changes in PTC-related precipitation. The models also struggle with their represented intensity evolution of storms during and after the ET process. Despite these limitations in simulating intensity and regional characteristics, the models all simulate a shift toward more frequent rain rates above 10 mm/hr in PTCs. These high rain rates become 4-12% more likely in the warmer climate scenario, resulting in a 5-12% increase in accumulated rainfall from these rates.

Potential Tropical Cyclone Disaster Loss Assessment based on Multiple Hazard Indicators

Abstract:<p><span>Tropical cyclones could cause large casualties and economic loss in coastal area of China. It is of great importance to develop a method that can provide pre-event rapid loss assessment in a timely manner prior to the landing of a tropical cyclone. In this study, a pre-event tropical cyclone disaster loss assessment method based on similar tropical cyclone retrieval with multiple hazard indicators is proposed. Multiple indicators include tropical cyclone location, maximum wind speed, central pressure, radius of maximum wind, forward speed, Integrated Kinetic Energy (IKE), maximum storm surge, and maximum significant wave height. Firstly, the track similarity is measured by similarity deviation considering only the locations of tropical cyclone tracks. Secondly, the intensity similarity is measured by best similarity coefficient using central pressure, radius of maximum wind, maximum wind speed, moving speed, wind, storm surge, and wave intensity indices. Then, the potential loss of current tropical cyclone is assessed based on the retrieved similar tropical cyclones loss. Taking tropical cyclone Utor (2013) that affected China as an example, the potential loss is predicted according to the five most similar historical tropical cyclones which are retrieved from all the historical tropical cyclones. The method is flexible for rapid disaster loss assessment since it provides a relatively satisfactory result based on two scenarios of input dataset availability.</span></p>

Abstract:Tropical cyclone, a high energy destructive meteorological system with heavy rainfall and gale triggered massive landslides and windstorms, poses a significant threat to coastal areas. In this paper we have developed a Tropical Cyclone Potential Impact Index (TCPI) based on the air mass trajectories, disaster information, intensity, duration, and frequency of tropical cyclones. We analyzed the spatial pattern and interannual variation of the TCPI over the period 1949–2009, and taking the Super Typhoon Saomai as an example have examined the relationship between the TCPI and direct economic losses, total rainfall, and maximum wind speed. The results reveal that China’s TCPI appears to be a weak decreasing trend over the period, which is not significant overall, but significant in some periods. Over the past 20 years, the TCPI decreased in the southern China coastal provinces of Hainan, Guangdong and Guangxi, while it increased in the southeastern coastal provinces of Zhejiang, Fujian and Taiwan. The highest values of TCPI are mainly observed in Taiwan, Hainan, the coastal areas of Guangdong and Fujian and Zhejiang’s southern coast. The TCPI has a good correlation (P=0.01) with direct economic loss, rainfall, and maximum wind speed.
Global Tropical Cyclone Intensity Forecasting with Multi-modal Multi-scale Causal Autoregressive Model

Abstract:Accurate forecasting of Tropical cyclone (TC) intensity is crucial for formulating disaster risk reduction strategies. Current methods predominantly rely on limited spatiotemporal information from ERA5 data and neglect the causal relationships between these physical variables, failing to fully capture the spatial and temporal patterns required for intensity forecasting. To address this issue, we propose a Multi-modal multi-Scale Causal AutoRegressive model (MSCAR), which is the first model that combines causal relationships with large-scale multi-modal data for global TC intensity autoregressive forecasting. Furthermore, given the current absence of a TC dataset that offers a wide range of spatial variables, we present the Satellite and ERA5-based Tropical Cyclone Dataset (SETCD), which stands as the longest and most comprehensive global dataset related to TCs. Experiments on the dataset show that MSCAR outperforms the state-of-the-art methods, achieving maximum reductions in global and regional forecast errors of 9.52% and 6.74%, respectively. Abstract:Estimating tropical cyclone (TC) intensity is crucial for disaster reduction and risk management. This study aims to estimate TC intensity using machine learning (ML) models. We utilized eight ML models to predict TC intensity, incorporating factors such as TC location, central pressure, distance to land, landfall in the next six hours, storm speed, storm direction, date, and number from the International Best Track Archive for Climate Stewardship Version 4 (IBTrACS V4). The dataset was divided into four sub-datasets based on the El Niño–Southern Oscillation (ENSO) phases (Neutral, El Niño, and La Niña). Our results highlight that central pressure has the greatest effect on TC intensity estimation, with a maximum root mean square error (RMSE) of 1.289 knots (equivalent to 0.663 m/s). Cubist and Random Forest (RF) models consistently outperformed others, with Cubist showing superior performance in both training and testing datasets. The highest bias was observed in SVM models. Temporal analysis revealed the highest mean error in January and November, and the lowest in February. Errors during the Warm phase of ENSO were notably higher, especially in the South China Sea. Central pressure was identified as the most influential factor for TC intensity estimation, with further exploration of environmental features recommended for model robustness.
