Abstract:An important and relevant issue today is not only the return to the indicators and volumes of passenger traffic in 2018-2019, but also forecasting the activities of the world transport sector after the SARS-CoV-2 virus pandemic, as well as finding ways to reduce the risk of passenger infection in public transport. The impact of the pandemic caused by the SARS-CoV-2 virus on the transport industry of Ukraine and the world as a whole has been studied. It was found that at the beginning of the Covid-19 pandemic, about 90% of all flights to the European Union were recorded in the European Union, as well as a decrease in passenger traffic by individual and 60-90% and public transport - by 50%. The statistical data of the Administration of the State Border Guard Service of Ukraine for 2019-2020 on the facts of crossing the state border of Ukraine with the Republic of Poland are analyzed and a significant decrease in passenger traffic in 2020 is established. It is proposed to use additional equipment, which is made in the form of protective barriers to ensure physical distance between passengers, to increase safety and reduce the risk of infection of Covid-19 passengers when using internationally transported passenger vehicles.

Abstract:Rail transport is recognized in the world as one of the most environmentally friendly modes of transport. It connects numerous regions and districts of the country, ensures the vital activity of all sectors of the economy, the implementation of social programs, economic and national security of the state, actively affects the development of interregional and international relations. However, rail passenger facilities are objects of mass concentration of people, and in this connection there is an “unfavorable” combination of the main epidemiological factors, such as an increased risk of simultaneous infection of a large number of people and the rapid spread of infectious diseases. To ensure comfortable and safe conditions for the passage of passengers and the work of road fitters, it is necessary to improve the system of anti-epidemic and environmental safety. The improvement of the system of anti-epidemic and environmental safety of passenger railway transport facilities was carried out in the following areas: the creation of advanced rolling stock with the availability of modern life support systems; the introduction of environmentally friendly toilet facilities, installations for cleaning and disinfecting air and water in rolling stock and at station complexes; development of modern technologies for disinfection, disinsection and disinfestation; substantiation of the use of modern technology for the collection and disposal of solid household waste; the use of modern safe polymer-containing construction and finishing materials with complex characteristics of hygienic, fire-prevention and environmental safety; ensuring biological safety in the event of emergency situations in railway transport; development of occupational health and safety requirements for railway workers. Also, in order to reduce emissions of harmful pollutants into the atmosphere, work is underway to reduce the anthropogenic impact through the modernization of rolling stock and engineering structures. In particular, work is underway to transfer boilers to heating with ecological fuel, promising passenger rolling stock is produced and operated with a centralized power supply.

Abstract:The article is devoted to the research of proposals on the organization of rational customs control, processing and passing of trains at the border transfer stations of Ukraine in the service international traffic. For quality work and fast processing of cars there is a need to improve the information component of the transportation process export and import freight flows through border transmission stations. This possibility is provided by the use of electronic declaration during the registration of international cargo operations. International transportation of goods is a necessary detail that makes it possible to realize trade relations between states. It is an effective tool of foreign economic activity, without which it would be almost impossible. The efficiency of the organization international cargo transportation significantly depends on the coordinated organization of the work the border transfer station, which carries out a complete list of operations in cooperation with customs, border and other state control services. In order to increase the technology of passing international freight flows through border transfer stations, it is necessary to introduce the latest information and control systems that will reduce the duration of train processing at border transfer stations and, as a result, reduce downtime and delayed cars. Research on the development of technologies and means electronic data exchange that provide information support for international cargo transportation is promising. The electronic data exchange system must comply with the international transport infrastructure, be based on agreed technical parameters and meet the needs of compatibility of transportation technologies as a criterion for the integration of the national transport system into the world system. It is proposed to carry out preliminary declaration of goods and processing transport documents before the departure of the train to the border transfer station to reduce the technological time of processing trains. This will reduce the processing time of the transit train by 105 minutes. The main advantages of the introduction electronic document management: simplification of document management; making effective management decisions; increasing the reliability of the processed information, reducing the downtime of cars. Thus, the introduction of the system pre-declaration of goods and processing of transport documents in the processing international freight traffic will reduce material and labor costs and speed up the passage of goods through customs clearance.
Hygienic assessment of occupational conditions and schedule of railway employees

Abstract:Introduction. Railway transport is one of the leading branches of the national economy, though more than 50% of the railway employees have to undergo some occupational hazards [1]. In recent years, with the introduction of new technologies, significant changes have occurred in the rolling stock. Up to date research on the hygienic assessment of occupational conditions and schedule of railway employees is needed. The purpose of the study is to investigate the occupational conditions and schedule of railway employees, and to identify the principal occupational hazards. Materials and methods. The materials of the special assessment of the occupational conditions at workplaces in the divisions of the South-Eastern Directorate of Traction, as well as the results of the proper hygienic studies, including railway employees inquiry on occupational hazards (n=300). The analysis of the occupational conditions was carried out according to Guide No. 2.2.2006–05. Results. According to the results of an objective assessment of occupational conditions of railway employees, the main occupational hazard is high work intensity. The second most important factor is noise. Profound hygienic studies show that such occupational hazards as vibration, electromagnetic field (EMF), dust, etc. should be paid more attention. Limitations. The limitations of the study are related to their volume. The data of the special assessment of the occupational conditions and production control were used for the period of 2019–2023, the sample size of the respondents was 300 employees (2022). Conclusion. According to the results of an objective assessment of occupational conditions of railway employees, the main occupational health risk factor is high work intensity accompanied by a shift work schedule. The second most important factor is noise. The results of the questionnaire are generally consistent with the results of the special assessment of occupational conditions of railway employees, but also indicate other occupational hazards the employees to undergo including vibration, gas and dust contamination, exposure to electromagnetic fields, the level of which generally meets the requirements of hygienic standards. The ranking of the railway employees was carried out, occupations at risk of developing general pathological syndromes were identified.

Abstract:The Border Service of Ukraine, implementing interaction with the rest of the subjects of border security (as a part of national security), the range of powers of which is related to the protection and protection of the border, takes measures to counteract any illegal manifestation in the area of responsibility of the border, tangential to its competences. According to the results of the analysis of the documents regulating the engineering and technical arrangement of the Ukrainian border, it was determined that the main tasks of the engineering and technical arrangement of the border are: ensuring remote monitoring of the technical equipment of the border area, complicating illegal border crossing and ensuring its control, protection of the relevant border unit at the border from types of means of injury; providing possible conditions for the actions of their forces (troops) and the use of means. The main elements of the architecture of the "intelligent" border protection system are: a network of integrated towers equipped with radar and optical-electronic surveillance, communication and information transmission, power supply, video surveillance and fire alarm security systems; a linear part of sensors and sensors that function on a different physical principle of action in combination with an engineering barrier and construction; an automated operator's place to collect and process alarm information from each installed technical means; forces and means of response (patrol cars, boats, airplanes, unmanned aerial vehicles), equipped with technical surveillance and a system of automatic determination of their location and recognition based on a unified cartographic situation; control and management center. Therefore, taking into account the information presented above, it can be stated that the key general characteristics of the "intelligent" border protection system are the modularity of the design (convenience of modernization of existing and integration of new components, functions and subsystems); the possibility of centralized management (in remote and local modes); inclusion in geoformation systems.

Abstract:IntroductionTechnology that combines traditional manipulations with databasesand complete visualization of geographic (spatial) analysis employingmaps has been developed in order to explore the possibilities forGeographical Information Systems (GIS) to be used in sanitaryand epidemiological surveillance system based on the analysis ofmorbidity and identification of influence of hazardous chemicalenvironmental factors on human health.MethodsGraphical analytic method of information processing allowedvisual establishing of mathematically determined cause-and-effectrelationships between levels of air chemical pollution and morbiditylevels for purulent bacterial meningitis.ResultsCalculated average annual contaminations of atmosphere of 20administrative rayons and seven cities of Lviv oblast with carbonoxide, lead, sulfur dioxide, and dust during the period 2006-2014were the objects of the study. During a year, 1,920 air samples werecollected per each ingredient for each rayon and city according tolaboratory data of facilities of the State Sanitary and EpidemiologicalService in Lviv oblast. Average annual levels of the chemicalsubstances were determined within the M.A.C. in all rayons and cities.However, 4-6% of individual samples in the rayons and 8-10% ofindividual samples in the cities exceeded the allowed concentrations,which imposed a real ecological danger.Fig. 1.Levels of carbon oxide air contamination within rayons ofLviv oblastMorbidity intensity rates for purulent bacterial meningitis weredetermined for the same period according to statistical reports oninfectious disease morbidity in Lviv oblast. In different years, humanmorbidity fluctuated from 0.7 to 2.3 per 100 thousand of populationin the oblast.The study found the correlation between the concentrations ofcarbon monoxide, lead, sulfur dioxide, and dust in the air and levels ofincidence of bacterial meningitis in people in the cities of Lviv oblastwith 1,092 thousand inhabitants, which compose 42.3% of all oblastpopulation. Correlation coefficients are r = 0.78 (p<0.001), r = 0.70(p<0.001), r = 0.51 (p<0.005), and r =0.68 (p<0.02), respectively.Fig. 2.Correlation dependencies between air contamination andpopulation morbidity rates for purulent bacterial meningitis withinrayons of Lviv oblast.The search for a correlation between chemical contaminationof atmosphere and the morbidity level the rayon population of theoblast for purulent bacterial meningitis testified the existence of astatistically significant dependence between the level of morbidityfor all population layers and atmosphere contamination with sulfurdioxide, lead, carbon monoxide, and dust. The correlation coefficientsare r = 0.62 (p<0.002), r = 0.52 (p<0.005), r = 0.63 (p<0.005), r = 0.56(p<0.05), correspondingly.The study found the correlation between the concentrationsof sulfur dioxide, and lead in the air of Lviv oblast and levels ofincidence of purulent bacterial meningitis in children. Correlationcoefficients are r = 0.55 (p<0.05) and r = 0.57 (p<0.001), respectively.ConclusionsUsing GIS approach, the study resulted in the development ofmedical-geographical maps of administrative rayons of Lviv oblast.The maps include peculiarities for each year of surveillance. Cause-and-effect relationships between the levels of the anthropogenicpollution of the air basin of Lviv oblast and morbidity levels forpurulent bacterial meningitis for the oblast population have beenspatially and temporally visualized as a study result.

Abstract:The object of research is the functioning of the subjects of infrastructural support for the functioning of the market for pig products, in particular, its information and transport components. Now one of the main problems in ensuring the food and biological safety of any country, which must be solved in the near future, is the formation of a traceability system for all livestock products, which will provide a positive effect at the entire stage of commodity circulation. Experience shows that the complexity and high level of costs associated with running an animal transport business are holding back the quantitative growth of companies in this market segment. Therefore, the work is devoted to the substantiation and improvement of the theoretical and methodological foundations, as well as the development of practical recommendations for the formation and functioning of the infrastructure of the market for pig products. The paper shows that the implementation of the proposed information system for traceability of the movement of pig products will ensure the quality of pig slaughter products, monitor compliance with the antiepizootic and antiepidemiological situation. An integrated approach to the segment of animal transportation will solve the main problems of organizing business, in particular: reducing transportation costs, minimizing environmental impact and ensuring humane treatment of animals. Methodological approaches to the formation of a monitoring system for the movement of products of animal origin based on the creation of an information system for automated document flow «Biosafety», which will ensure the traceability of the movement of pig products at all stages of the agri-food chain, have been substantiated. This will provide a qualitatively new level of information and communication technologies in the industry. In the course of the study, the comparison method was used to compare economic phenomena in different time periods in order to identify a causal relationship. The information provided in the research process should become the basis for the development of measures to control the antiepizootic and antiepidemiological situation by local self-government bodies and the relevant specialized state bodies.

Abstract:The article is a criminological study of the phenomenon of interaction between the police, the prosecutor’s office and the State Border Guard Service of Ukraine in countering organized criminal offenses related to smuggling, illegal trafficking of weapons and drugs, terrorism and illegal crossing of the state border of Ukraine. Based on the results of the research, the social danger of these phenomena in the conditions of war was characterized and outlined, the persons who commit them were highlighted, war was identified as the main factor of changes in the quantitative and qualitative parameters of crime. In the work, the distribution of measures for the prevention of organized criminal offenses related to smuggling, illegal trafficking of weapons and drugs, terrorism and illegal crossing of the state border of Ukraine and strategies for reducing opportunities for committing crimes was carried out. The study highlights the main directions and means of interaction between the police, the prosecutor’s office and the State Border Guard Service of Ukraine in combating offenses related to organized criminal offenses, related to smuggling, illegal trafficking of weapons and drugs, terrorism and illegal crossing of the state border of Ukraine. According to the results of the study, it is emphasized that the interaction between police units with the bodies of the State Border Service of Ukraine and the prosecutor’s office during the detection and termination of organized criminal offenses related to smuggling, illegal trafficking of weapons and drugs, terrorism and illegal crossing of the state border of Ukraine. The crime reduction strategy should be based on the application of a combination of public and non-public countermeasures; have a large-scale, complex, well-planned and organized character, aimed at reducing the level of these types of crime as a prerequisite for the existence of other antisocial manifestations.

Abstract:The article is devoted to the latest methods used to manage the strategic development of transport enterprises in the context of globalization challenges. Steady functioning of transport enterprises contributes to the sustainable economic growth of our country. Among the biggest globalization challenges in recent years for the world economy, and particularly for Ukraine, have been the Coronavirus pandemic and hostilities with the Russian Federation. Motor transport has been and remains extremely important, along with rail transport, especially during the epidemic and the war. The article covers the dynamics of the share of freight / passenger turnover and transported goods / passengers by transport in Ukraine over the period of 2016-2021. The growth of the share of freight turnover – from 16.9% in 2016 to 22.4% in 2021; the share of transported goods – from 70.45 to 76.6%, respectively, characterizes the high competitiveness and high market potential of road transport enterprises in the Ukrainian freight market. Major problems, which should be guided by the development strategy of passenger transport enterprises of Poltava region, are explored: improving the quality of transport services for the population by updating the rolling stock of enterprises; improving the safety of transportation and reducing the negative impact on the environment; optimization of the population’s expenditures on passenger transportation. Strategic guidelines for the development of the transport system of Poltava region have been formulated. The factors that cause considerable changes in the dynamics of transport deliveries were analyzed. Transportation of humanitarian cargoes became a priority. Because of the war, the efficiency of using the transit potential of the country has significantly decreased. Military actions against the Russian Federation do not allow to fully use the strategic advantages of the Black Sea-Azov region, the total cargo turnover of which is more than 200 million tons per year. Moreover, 2714.5 km of water navigable arteries are not effectively used. Thus, river transport may be one of the strategic directions of development of the transport industry in the conditions of war and fuel crisis.

Abstract:The article examines the essence of transport and logistics systems (TLS) of Ukraine. The factors that determine the development vector of Ukraine's TLS in modern conditions of global instability have been identified. Attention is focused on the need to restore and develop the facilities of Ukraine's TLS, even in the conditions of an active phase of military operations, which is due to the strategic importance of TLS for the uninterrupted supply of goods and defense capabilities of the state, the provision of export-import operations and the development of many sectors of the economy. The main challenges and problems that prevent the effective development of the transport and logistics system of Ukraine have been identified and characterized, namely: the destruction of TLS facilities as a result of active hostilities, the low capacity of the transport and logistics system in the border regions of the European Union with Ukraine, the blockade of sea ports, low efficiency in the development of capital investments, lack of financing, insufficient efficiency of management of TLS facilities and imperfection of legal regulation. The reasons for the low capacity of the transport and logistics system in the border regions of the European Union with Ukraine are indicated – strikes by Polish farmers, incompatibility of tracks, low productivity of distribution centers and insufficient technological capacities. Statistical data on the volume of transported goods for the last two years were analyzed and a positive trend was determined regarding the return of transportation to pre-war volumes. A significant reduction in the amount of funding from the State Budget of directions critical for the development of the transport and logistics system of Ukraine is substantiated by comparing the distribution of expenditures of the State Budget of Ukraine for 2023 and 2024. Prospective directions for the development of TLS are highlighted – modernization of transport and logistics infrastructure taking into account international and European Union standards, attraction of private investments in financing TLS facilities through their privatization, increase in the capacity of export-import transportation at checkpoints with EU countries, development of river transportation through Danube, development of dry ports, which will increase cargo turnover and reduce the burden on sea ports, adaptation of vehicles and infrastructure to the needs of people with disabilities and groups of the population with reduced mobility, etc.

Abstract:National biosecurity is a system of organizational and technical measures that help protect humans, animals and the environment from potential and actual biological threats. That is why analysis of the main hazardous biological sources for humans and animals has been carried out. The influence of climate change on the animals’ welfare as well as their predisposition to the deferred type tendency is proved. The prevalence of vector diseases of animals, mycoses and mycotoxicoses, which can manifest themselves in the form of such emergencies as outbreaks of exotic diseases, large-scale epizootics, a sharp increase of the incidence of endemic diseases, etc., are of both ecological and biological danger. Contagious vesicular (nodular) dermatitis (Lumpy skin disease, LSD) is caused by the virus belonging to the genus Capripoxvirus, the Poxviridae family and affects mainly cattle and buffaloes. The virus is distributed mainly by means of mechanical carriers (species of Stomoxys spp. and other flies). Global warming on the European continent facilitates the migration of blood-sucking insects that are carriers of vector diseases. As a result, the insects occupy new ecological niches adapting to the new biocenoses. A poorly controlled movement of large numbers of livestock also creates a risk of disease spreading. The World Organization for Animal Health (OIE) has identified LSD as highly dangerous illnesses subject to notification. The focus is made on policies dealing with the control and eradication of contagious nodular dermatitis in case of its detection. The spread of LSD can be prevented through the introduction of biosafety measures at the farm level and the introduction of restrictions on the movement of infection-susceptible animals and goods from the infected territories. Vaccination is the most effective disease control tool in endemic areas. LSD control and elimination policy in case of disease detection includes sanitary slaughter (stamping-out) of infected animals – a complex of antiepizootic measures that carry out by direction of the chief state inspector, including the slaughter of sick and infected animals of the herd, and if necessary, animals of another herd that could lead before the transmission of a pathogenic agent – the pathogen of contagious nodular dermatitis of cattle. All animals, that are susceptible to the disease, whether vaccinated or not, are clogged and their carcasses are destroyed by burning, burial with the guarantee of preventing the spread of infection through carcasses or other products of dead animals. Emergency control of outbreaks envisages the ring vaccination of buffer zones within 25–50 km from infected areas, as well as foundation of temporary or permanent slaughter places in the infected areas. Sufficient herd immunity must be created and maintained within large territories both around the infected area and at the borders with infected countries. Such immunity is achieved when 80% of the herd is covered by vaccination.
Research of the modern state of railway transportation of freight

Abstract:Railway transport in the overall transport potential plays a decisive role, ensuring logistics processes in the country. In the conditions of extraordinary events such as military actions, social upheavals, natural disasters, man-made disasters, railway transport provides the economic and social needs of the country, thanks to its reliability. The current state of railway freight transportation in Ukraine, the structure of transportation, and its adaptation to modern conditions have been studied. The advantages of railway transportation include: - the possibility of sending a large volume of cargo; - saving time when passing dimensional and weight control; - independence from weather conditions; - cost of transportation. With the beginning of the russian aggression, logistical connections were lost. all Ukrainian farmers faced the problem of grain transportation and export. The grain cargo was concentrated on the borders with European countries. The main technical reasons for the limited ability to transport export goods through the western crossings: - different width of the railway track - in Europe it is 1435 mm, while in Ukraine - 1520 mm.; - shortage of transshipment capacities at the border; - lack of rolling stock; - limited capacity of certain sections of foreign railways; - presence of weight restrictions; - insufficient number of carriages for repositioning. In August 2023, there were positive changes to overcome the decrease in cargo exports that occurred due to port blockades. Polish and Ukrainian railways agreed on joint work on the development of passenger and freight rail transport between the countries in order to increase the export-import potential. The formation of a long-term strategy regarding the possibility of expanding railway corridors to Baltic ports has begun. During 2022, the railway suffered losses; - the acquisition of their own parks by farmers led to a surplus of railway containers; - the increase in tariffs for freight transportation did not compensate for the losses of the railway; - changes in the tariffs for railway transportation led to an increase in transportation by road transport.

Environmental aspects are used when evaluating the efficiency of investment projects, developing new models of vehicles, calculating taxes and insurance payments, and when searching for the best delivery schemes. The goal of the work. Taking into account the world experience in research on the chosen topic, the purpose of this study is to consolidate the world's successful experience in environmentally friendly urban delivery and assess their applicability in Ukraine. Technologies and methods that allow reducing the negative impact of motor vehicles on the environment include: The technology of off-peak delivery, which allows you to improve the speed mode of the car. With off-peak delivery, the probability of traffic jams is minimized, which makes the speed of movement the maximum permissible in the city (and, accordingly, the most environmentally friendly). Although night delivery is currently not possible in Ukraine due to the curfew, late and early delivery is still available, allowing you to successfully bypass traffic jams. Use of consolidation centers. The economic idea of consolidation of freight transportation is to use the effect of scale - the greater the carrying capacity of the vehicle, the lower the specific costs for transportation of a unit of production. Currently, the construction of the consolidation center is being evaluated from the point of view of the impact of the supply chain on the environment. At the same time, the existence of a consolidation center near or within the city allows to organize delivery by vehicles with zero or low level of environmental pollution. Use of Parcel Delivery Lockers. Delivery lockers are usually installed in places where the maximum flow of residents is concentrated, which makes it possible to create additional comfort for users due to the possibility of choosing the point closest to their own home or place of work. This method eliminates up to two thirds of harmful emissions into the air. The number of post machines and the area covered by them increases year by year, which allows us to talk about the success of this technology. According to the results of 2022, such major players of express delivery as "Nova Poshta" (now “Nova”), "Ukrposhta" and "Meest" will continue to work with post delivery lockers in Ukraine. Use of more environmentally friendly types of transport. The use of hybrid, electric or non-motorized vehicles is increasingly used in last-mile logistics. Electric vehicles, mopeds, two- or three-wheeled bicycles with a large trunk or cargo body can be considered environmentally friendly types of urban logistics. Such vehicles have practically zero emissions of harmful substances, they are much more maneuverable and do not require a lot of space for unloading, loading and parking. Implementation of zones with low (zero) air pollution. Zones with zero or low emissions have long been used in developed countries. There are no generally accepted technologies for calculating the territory that requires restrictions on the movement of transport, as well as for calculating the cost of such movement. Usually it depends on the will of the local authorities, the wishes of the residents and the well-being of the region. Prohibition on the use of motor vehicles. Some local authorities introduce a complete ban on the use of motor vehicles within certain parts of the city. Usually these are historical centers with dense buildings and a large number of tourists. Sometimes such drastic measures are combined with night delivery technology. If this is not possible, the only alternative is delivery by small, usually two- or three-wheeled, zero-emission vehicles. Improvement of traffic management. Competently designed organization of road traffic can reduce the pressure on the environment. The use of an intelligent transport system in smart cities allows you to perform important tasks like detection of transport accidents; automated control of the ramp, traffic lights and parking, etc. Improvement of road conditions. This refers to the quality of the road surface, markings, cleanliness of the road surface, etc. Improvement of road conditions indirectly affects the improvement of environment of the region. Summing up the results of the research, successful global practices in environmental friendly urban logistics are highlighted, which are applied and have prospects for application in Ukraine. It was concluded that there is a huge potential of using world experience in urban logistics of Ukraine. This will bring Ukrainian logistics and urban supply chains to a new level, increasing the level of health and general satisfaction of the citizens.

Abstract:In recent years decrease in volumes for all types, except imports by types of freight transportation by the railways of Ukraine. The article is devoted to the problem of ensuring mutually beneficial cooperation between cargo owners and freight carriers in the field of railway transportation in Ukraine. The purpose of the article is to determine the priorities in the area of servicing freight owners by Ukrainian railways to ensure the validity of relevant management decisions by the railway rolling stock operators. In the study, we used several research methods – monographic, methods of comparison and systematization, the method of expert evaluation. Results: to achieve this goal, it is proposed to form an information base with a survey of cargo owners on the degree of their satisfaction with the management level of transport work on the railways. Such activities will help improve the system of monitoring the satisfaction of consumers of transport services. Methodological approaches to determining the priority directions of transportation of Ukrainian railways in the field of freight transport, which provide a monitoring system with an appropriate questionnaire and methods of processing results, were proposed. According to the survey results, the communication system between cargo owners and Ukrainian railways was diagnosed: almost 20% of cargo owners admitted that they have a shortage of cars to transport their goods; more than half of them are dissatisfied with the limited volume of traffic; only one in five respondents believes that the fare for the carriage of goods corresponds to the “price-quality” ratio; the validity of the size of the income rate is evident only for 14% of respondents. As a proposal for the management of JSC “Ukrzaliznytsia,” we see it suitable to create a system of monitoring the degree of satisfaction of cargo owners with the level of service of Ukrainian railways in the field of freight transportation based on the survey. It is concluded that the application of the proposed approaches will determine the priority areas in the field of service of freight owners by Ukrainian railways and increase the validity of relevant management decisions.

Abstract:Purpose. One of the problems that arises when crossing the land border with the EU countries by rail or road, when transporting grain cargo, is the need for phytosanitary control. It involves taking samples of cargo and performing laboratory analyzes. Customs clearance of cargo without this procedure is impossible in Ukraine. The need for phytosanitary inspection of grain cargo after crossing the border is a requirement of EU legislation for import or transit through the territory of these countries. The organization of combined transportation of grain cargo in interstate traffic in transit through Eastern European countries towards seaports is certainly an urgent task. This is confirmed by the redistribution of grain exports with an increasing share of these cargoes moving through western crossings. The organization of combined containerized transportation is conditioned by the limited processing capacity of transshipment points and railcar change points at border stations. The purpose of this article is to build a logistics chain for crossing the border by container trains running from Khyriv station of the regional branch of Lviv Railway to Przemysl-Bakonczyce station of Polish State Railways, subject to preliminary phytosanitary control directly at Khyriv station under the control of the Polish side. The article also solves the problem of building a train schedule with the coordination of the duration and schedule of working hours of the locomotive crews of the freight locomotives of the Polish State Railways at Medyka or Przemyśl stations. Methods. Methods of production process control and methods of schedule theory were used. Findings. The sequence and duration of technological operations performed at the Khyriv station, which are 1.2 hours, provided that cars are ready for departure in an amount sufficient to fill all train platforms, have been developed. The consumption of locomotive hours for running a counter-railer train between the initial and final stations is calculated, which is 4.7 hours. It is established that during a 12-hour work shift of the locomotive crew of Polish State Railways, two trains can be serviced with a departure interval between them in the range of 5...7 hours. Practical value. The results of this work can be used in the development and construction of schedules for the movement of container trains in cross-border traffic.

Abstract:Among European countries, Italy is the most exposed to the risk of biological invasions, principally for its numerous entry points (ports and airports) and for climatic conditions favorable for the acclimatization of several invasive species. Here it was assessed that the greatest threats to our agro-ecosystems come mainly from the passenger baggage in which a variety of fruits and vegetables are carried. From 2016 to 2021, large quantities of plant products were found in the luggage of passengers travelling from outside the EU and seized at the BCPs (border control posts) in the Campania region. Inspections and the following laboratory analyses were conducted on the plant material to assess the presence of exotic pests. Inspections led to several non-native species being recorded, and among the intercepted organisms, some should be considered "alarming", such as Bactrocera dorsalis, Anastrepha obliqua, and Leucinodes africensis. Despite a well-organized border inspection system, travelers transporting infested material unknowingly contribute to increasing the risk of the introduction of exotic species. Given the current situation, it is necessary to impose stricter controls and greater attention, ensuring compliance with the requirements of the new phytosanitary regulations by the actors involved in the transport of plant material. Finally, it is essential to improve awareness through a phytosanitary campaign on plant health risks, especially for people wishing to transport fruits and vegetables in their luggage.

Abstract:Problem. The article presents a view on solving the problem of the management formation measures to improve the quality of public transport services through the feasibility justification of implementing priority movement of urban public passenger transport in relation to the assessment of passengers' perception of the actual travel time along the route. Goal. The purpose of the work is to establish a characteristic relationship between the traffic parameters of route vehicles in the conditions of the priority of urban public passenger transport and time indicators of the quality assessment of passenger transport services. Method. The methodological basis for establishing a connection between traffic parameters in terms of the priority of urban public passenger transport and time indicators for evaluating the quality of transport service is a set of developed analytical models that describe the process of formation of passenger exchange at stopping points and time parameters of vehicle movement. Results. On the basis of the functional connection for the selected structure of the research object, it was established that the implementation of the urban public passenger transport priority with the organization of traffic on special lanes and unhindered passage of regulated intersections plays a significant role in improving the quality of passenger transport services. Originality. The assessment of the quality of transport service is based on establishing the level of compliance of each passenger's actual travel time with the previously planned. The use of travel time as a primary evaluation indicator is due to its leading role in the formation of quality criteria and the presence of influence on the parameters that determine the level of transport supply on the route. Practical meaning. The distribution of passengers at stops on route No. 24 «micro-district 602 – Akademika Pavlova subway st.» (Kharkiv, Ukraine) was obtained during modeling between the levels of perception of the quality of transport service showed that for everyday conditions, 8.9% and 27.8% of passengers (36.7% in total) receive a high-quality and suitable assessment, for traffic priority by sections – 32.3% and 64% (96.3% in total), when organizing priority passage at the intersection – 57.5% and 40.4% (97.9% in total). The obtained results indicate the expediency of implementing priority traffic from the standpoint of assessing the level of improvement in the quality of passenger service.

Abstract:The article is devoted to the study of international logistics. It systematizes the main types of logistics depending on the state border: domestic (national), international, global. The conceptual foundations of the development of transport highways, which became prerequisites for the emergence and effective functioning of eurologistics, are outlined. The features of activity of the logistics center of the Paris region and the essence of creation of "freight villages" in the Federal Republic of Germany are highlighted. The system of Pan-European transport corridors, some of which pass through the territory of Ukraine, is analyzed. The problems of the blockade of Ukrainian Black Sea ports by Russian troops, which makes it impossible to use them effectively, are outlined. The insufficient number and area of storage facilities in Ukraine before a full-scale war, much of which has already been destroyed or damaged as a result of hostilities, is highlighted. The introduced "transport visa-free" between the EU and Ukraine is a significant factor supporting the domestic economy in general and logistics in particular.

Abstract:The low quality of public transport services, the inconvenience of routes, the long duration of trips and several other problems encourage Kyiv residents to increasingly choose a car for everyday correspondence, which, in turn, increases delays, travel time and leads to environmental pollution of territories. These problems are especially acute in large cities, where numerous industrial, labour, and cultural and household connections are within the city. There is a need to create a single efficient transport system that serves as a city and implement effective traffic flow management approaches. First of all, the article defines the concepts of "traffic flow management", "urban mobility" and "urban mobility regime". Four groups of problems of urban transport systems were identified and two ways of solving them were formed: extensive and intensive. Using the instrumental case of Kyiv, the level of implementation of systems for monitoring and managing traffic flows in Ukrainian cities was evaluated. The levels of the legal framework regulating the urban mobility of the population in Ukraine are described. The characteristics of intelligent transport systems and their key subject areas have been studied. Commonly accepted services for users of intelligent transport systems (ITS) are distinguished and segmented according to the needs of these system users. Features, methods of application and technologies of intelligent transport systems are presented. Services that are a priority for potential users of intelligent transport systems in Ukrainian cities are highlighted. The world experience of the formation and development of intelligent transport systems, as well as European programs for their implementation, is characterized. A SWOT analysis of the implementation of intelligent transport systems in Kyiv was carried out and recommendations were made for the creation of an ITS implementation program in Kyiv. The information base of the article consists of publications by prominent Ukrainian and foreign researchers, data from the Tom Tom transport analytics service, the current legal framework of Ukraine, which regulates urban transport systems, and urban development strategies. The following methods of scientific research are used in the research process: dialectical method; method of scientific abstraction, analysis and synthesis; method of induction and deduction; comparative method; method of systematization and graphic method.

Abstract:The article reveals the need to create the latest security and protection system of critical infrastructure in Ukraine and the first steps result on this difficult path. Incomplete identification problems of critical infrastructure subjects (hereinafter – CI) are summarized. Today, in international practice, CI is actively researched, as not only important system for the enterprise security, but as an integral state security system, therefore it is proposed to study the concept of «critical infrastructure» as a system of administrative and economic connections, that is normatively regulated at the state level, which includes objects (including tangible and intangible production enterprises), strategically important for both the development and security of the national economy and society as a whole. It is proposed to correlate the measures assessment to strengthen security with the generalized normalized assessment of the criticality level, that is used in Ukraine to identify the influence of risks of adverse external factors on CI subjects. On a sociological studies basis carried out in Rivne region territorial communities, the need for ranking communities in administrative management efficiency matters has been revealed, which will have a positive effect on both the social and economic development, as well as on strengthening their security. Based on sociological research results, SWOT-analysis of trends and factors of the territorial communities development, directions for the state policy improvement for supporting CI are substantiated, namely: comprehensive regulatory improvement and legal framework on the CI security, effective integrated system creation of state management of the such entities security; clarification of criteria for critical infrastructure identification; special reporting introduction on security indicators of the CI subjects economic potential; public and private partnership development, international cooperation in the field of safety CI ensuring, etc.
