Abstract:The exploration of language preference among mathematics learners in multilingual contexts remains a significant area of study. The aim of this study is to identify the most effective linguistic tools that contribute to the academic achievement of secondary school learners in mathematics. This study specifically examines English as a preferred language for mathematics instruction among high school learners in a Soshanguve community in the Tshwane West District of South Africa. It investigates the attitudes of mathematics learners towards the use of English as the medium of instruction and the reasons for their preference for learning mathematics in English. The study uses a non-experimental quantitative descriptive survey with a sample of 101 high school mathematics learners. Data was collected using a self-administered survey questionnaire conducted on paper. The primary data was analysed using descriptive statistics. The results indicate that English is the preferred language for learning mathematics. The study also demonstrates that the inclination towards the English language among high school learners is driven by factors such as pedagogical, social, linguistic competence, and economic considerations. The research findings suggest that the use of English as the medium of instruction is crucial for the acquisition and achievement of mathematics skills. This is because learners' indigenous African languages are inadequate as a medium of instruction in mathematics classroom conversations among high school learners. Therefore, it is recommended that the Department of Basic Education and mathematics educators should enhance learners' English language competence by implementing intense and enriched language programmes.

Abstract:Language policy and Linguistic Landscapes (LL) are a highly contested area in South Africa. Due to Apartheid, the education system constitutes the core of such contestation. In Post-Apartheid South Africa the new Constitution of 1996, the South African Schools Act (SASA) and recent political initiatives such as the Use of Official Languages Act of 2012 form the foundation of language policy at schools. The Constitution declares 11 official languages on a macro-level. Nevertheless, English dominates the LL in South Africa. African Languages are significantly underrepresented in the public sphere. The vast majority of research emphasises the urban or semi-urban areas. This research tries to close the existing research gap with a broad comparative study in three research provinces. With data from over 300 schools, the aim was to analyse language policy and LL and see how language policy documents regulate the LL at public schools. Fieldwork included an ethnographic approach and semi-structured interviews. Results revealed that significant inter- and intra-provincial differences exist. The quality of school language policy documents vary. There are also differences between school mottoes, information leaflets and the LL in classrooms and administrative buildings.

Abstract:Language in education policy is understood as an important tool of public policy to shape language practices in the education system and in society. It is also an important component of identity and power. South Africa has demonstrated an understanding of this historically throughout the various stages of the development of Afrikaans. This chapter examines the relationship between language and literacy by reviewing empirical data measuring the language disadvantage for more than 70% of South African learners receiving their education in their Home Language. Why this is a disadvantage and how it may be remedied is a contentious question. What is clear in the findings from the empirical data is that language is a factor with an impact on literacy. However, the quality of instruction in all languages, including African languages is inadequate. The roles and responsibilities of education stakeholders in shaping the language and literacy landscape is examined through the discussion of five language in education policies, namely the Constitution of South Africa, the National Education Policy Act, the South African Schools Act, the Norms and Standards for language policy in public schools, and the Language Compensation policy in the National School Certificate. A critique of these policies is provided with specific areas of improvement identified. Finally, the language and literacy inequality is examined through a lens of language and power in an attempt to make meaning of the persisting inequalities. The main conclusions are that firstly there is a clear language disadvantage for learners receiving their education in African languages in the Foundation Phase. Secondly, there is a literacy disadvantage resulting from poor schooling quality for the majority of African language speaking learners. Abstract:Language policy is generally seen as a national-level decision regarding which languages the state will support, and in which public domains. However, the reality is that language policy plays out at regional and local levels as well. In fact, it could be argued that the most important instantiations of language policy are those which directly determine local-language behaviors in institutions such as schools, government and civil society. Using data drawn from Kenya, this article examines the formulation and implementation of language policy as it plays out in the primary classroom environment. The relationships between language policy implementation at the classroom level and students' early literacy outcomes are explored, giving insight into how the degree of adherence to language policy in the classroom intersects with student achievement. The article presents findings using language use as a predictor, school and student-level economic status as control variables and student achievement as the outcomes. The country-level differences in language policy implementation between Kenya and Uganda, and the impact of those differences on student achievement in the two countries, are also examined. The article has implications for the establishment of a learning environment in the multi-language primary classroom, and demonstrates the extent to which choices about language policy implementation can present a serious challenge to effective education.
Social Transformation in English First Additional Language Teaching and Learning Classrooms: Multilingual Pedagogy

Abstract:Appreciating indigenous knowledge systems and the rich history and tradition of South Africa as essential factors in fostering the principles outlined in the Constitution, is one of the aims of the South African Language in Education Policy. The main objective of this paper was to propose a multilingual pedagogy in English First Additional Language classrooms that will cater for all learners in order that they benefit in the learning environment. This study was underpinned by the Indigenous Standpoint Theory, which advocates for a renewed look at how various institutions interpret and analyse indigenous knowledge systems. A qualitative approach, entrenched in an intepretivist paradigm, was utilised to gather data from 12 conveniently sampled grade 10 English First Additional Language educators from the Eastern Cape rural schools in the Eastern Cape Province of South Africa through semi-structured interviews, and observations. The results of this inquiry indicated that social transformation could be achieved through the use of the learners’ primary languages through codeswitching, translation, and translanguaging as alternative instructional strategies. Social transformation has emerged as an emancipatory factor in EFAL teaching and learning as learners participate actively when their primary languages, in which they are most proficient, are recognised in the classrooms. Thus, a multilingual pedagogy will benefit all types of learners. The author recommends that the Language in Education Policy should have a transformed look at the recognition of indigenous languages, and further recommends multilingual education to have equal educational opportunities. Abstract:Indigenous languages face extinction in the near future despite the important role they play in communication, cultural preservation, and identity of indigenous people. The threat is the direct consequence of colonialism and colonial practices and is currently exacerbated by globalization. Article 13 of the United Nations Declaration on Rights of Indigenous Peoples guarantees rights to these peoples to revitalize, use, develop, and transmit to future generations their languages, oral traditions, writing systems, and literatures. Further, it provides that states shall take effective measures to protect this right, including through interpretation in political, legal, and administrative proceedings. Consequently, Kenya’s language-in-education policy dating from the colonial period has been supportive of the teaching of indigenous languages in schools. For example, in the more recent curriculum reforms of 2017, Kenya set out to offer indigenous languages both as a medium of instruction and as a subject right from pre-primary to lower secondary levels of education as spelled out in the Basic Education Curriculum Framework. However, weak enforcement of the language policy coupled with a myriad of implementation challenges have been major drawbacks to the success of indigenous language instruction in schools. Hence the discussions about the importance of the use of indigenous languages in schools are still hotly debated. Therefore, the focus of this paper is to present an overview of and problems of learning indigenous languages in public primary schools in Kenya. Abstract:Existing research on language in South African schooling frequently draws attention to the problematic hegemony of English and the lack of access to quality education in the home language of the majority of learners, often drawing on the metaphor of a gap or a disjuncture between post-apartheid language in education policy (LiEP) and its implementation. We argue that the notion of a ‘gap’ obscures the significant continuities between apartheid and post-apartheid LiEPs, as well as conceptions of what language is and what counts as linguistic competence and capital. Language ideologies and the discursive operation of power serve as an analytical framework to make sense of the continuities between apartheid and present language policies and classroom practices. We argue that without an understanding of the language ideologies informing both policy and practices, we will not be able to shift practices in South African classrooms so that learners' full multilingual repertoires can be legitimately used as resources for learning. The paper presents data focusing on the intersections of language ideologies, discourses and practices in two suburban schools, one primary and one secondary, in the urban metropolis of Johannesburg, South Africa, where black learners have replaced white learners, i.e. in de(re)segregated schools.

Abstract:The ongoing debate regarding the decolonisation of Africa should focus primarily on the domain of education, as ideologies about languages are reflected, implemented and reproduced in the language in education policy (LIEP) of a country. Most African countries have inherited the Western monolingual LIEPs and have given prevalence to ex-colonial languages as official languages of education, media, and administration. Some countries, like Cameroon (host to more than 270 African languages), have gone beyond preferring French and English as a medium of instruction, adding more foreign languages (German, Spanish, Chinese, Italian, and Arabic) in secondary schools and universities, to the detriment of national languages. Most studies on language policy address the issue of language as a medium of instruction and neglect to critically evaluate the pertinence and relevance of the generalised teaching/learning of foreign languages in schools and universities in Cameroon. This study looks at the connection between teaching foreign languages and Cameroonians' transnational aspirations. The data were collected from discussions on two Facebook threads about the topic, discussions with lecturers of foreign languages at university, and a meta-synthesis analysis of existing statistics about international migration for educational purposes. The findings reveal that inbound international migration flux is associated with language but is not the most crucial factor. As a result, the study suggests either suppressing the generalised teaching of foreign languages in the francophone subsystem of education and setting up a public-private partnership or at least suppressing the Spanish and Italian languages whose knowledge has not provided any direct benefit for the majority of the learner. The cost of running those languages is not equivalent to the return.
What – and how – should we teach when we teach English in (South) Africa?

Abstract:This study proposes changes to the teaching of English (language and literature) in South African institutions of learning in ways that prioritise functionality and communicative competence rather than the current dominant and problematic approach that seeks adherence to received standards. The author draws on his personal experience as a lecturer in a comprehensive South African university in a semi-rural setting as well as on postcolonial and decolonial perspectives on the many problems associated with epistemological access and literacy rates across South African schools and universities. Invoking a decades-old proposition by American writer, James Baldwin (1965) and Nigerian novelist, Chinua Achebe (1965) that formerly colonised people should use English for their practical purposes rather than try to imitate so-called native speakers, the author argues for a ‘world englishes’ and descriptive grammar approach to the teaching and learning of English in South Africa. Based on these ideas, a strategy with an action research component for the transformation of language, literature and literary pedagogy is proposed. Finally, the study demonstrated how such a strategy could also contribute to the objective of decolonising English studies in non-nativist ways. Though the discussion is grounded more particularly in South Africa, the issues and proposals are practicable to a significantly wider African context. Abstract:The emergence of the Universal Basic Education (UBE) Programme in Nigeria was in September 1999. The Programme was amended in 2008 by the Federal Government of Nigeria, through the Nigerian Educational Research and Development Council (NERDC). This yielded a great landmark for introducing and developing the 9-Year Basic Education Curriculum (BEC) which was aimed enabling every Nigerian citizen access to equivalent education comprehensively and coeducationally. Similarly, Nigeria's national language policy which focused on the official structure of the English language as an official medium of instruction from primary four to subsequent levels of education, while the mother tongue or the language of the immediate community to be the medium of instruction at pre-primary and early primary levels has left a wide gap which may serve as one of the factors or reasons that may affect the communicative competence of pupils or learners in handling English as a subject or medium of instruction. Especially, considering the designed objectives of inculcating in the school childrens’ permanent literacy, numeracy and the ability to communicate effectively which lays the concrete educational foundation of pupils in terms of language development. The common criticisms or observations that this paper may raise on the issue of language policy and that of UBE is lack of a well-articulated transition from the mother tongue to English, or lack of proper implementation of the policy, as language cannot be properly taught using another language. Abstract:Policy Futures in Education, Ahead of Print. Educational policies and practices in the current age of heightened globalization are increasingly grounded on unjust binary curriculum approaches that favor educational designs from Minority-World countries at the expense of epistemologies of indigenous people in Majority-World nations that are typically deemed culturally inferior (Gupta, 2015). Essentially, those opposing binaries promote neocolonial and neoliberal ideologies while disregarding lived cultural contexts of people in Majority-World countries (Lee, 2012). To grapple with this conundrum, this ethnographic study examined how educators in Kenya and Nepal (N = 26) contested, constructed, and transformed educational practices in contexts of globalization, neocolonialism, and neoliberalism. Qualitative data from four schools in Kathmandu, Nepal (16 participants) and two schools in Kenya (10 participants) revealed that educators struggled with issues of intellectual imperialism. Therefore, they strived to deconstruct the existing unjust binary curricula policies by embracing pluralist educational discourses essential to sustaining indigenous languages and dialects. In doing so, those educators focused on advancing local cultural values, rights, and ideologies without antagonizing influential stakeholders from Minority-World nations.
Curriculum and Policy Reform Impacts on Teachers’ Assessment Learning: A South African Perspective

Abstract:The chapters in this volume provide a fascinating and very detailed overview of experiences regarding the development and application of assessment knowledge, skills and practice across different education contexts within the Asia-Pacific region. At a time when many countries the world over, and especially within sub-Saharan Africa, have embarked on key curriculum and assessment policy reforms (Sayed and Kanjee in Assess Educ Princ Policy Pract 20:373–384, 2013), the specific focus on teacher learning through classroom assessment is both timely and relevant. More important, the experiences presented provide valuable insights about key factors that impact on teacher learning and classroom assessment practices, highlighting the differential impact of national and local policies, teacher agency and beliefs, performativity and accountability systems, and the context within which schools function. In addition, the social, economic and cultural factors that need to be considered when developing and practicing classroom assessment for use in supporting student learning are also highlighted across the chapters. A number of key insights extracted from the different chapters are noted below as these insights are especially useful for scholars, researchers, policymakers as well as teachers and school leaders, across both developing and developed nations, grappling with similar challenges related to teacher professional development and improving student learning.

Abstract:Studies have shown that self-efficacy is the belief in one's ability to complete a task or achieve a goal, and that this belief can have a significant impact on teaching methods and learning outcomes. Yet, in the context of South Africa, despite the promotion of indigenous languages in Foundation Phase (FP) classrooms, learners continue to struggle on account of low teacher self-efficacy. Underpinned by Bandura’s social cognitive theory, this study used a literature review methodology to explore the self-efficacy-related challenges confronting FP teachers in assessing learners using their indigenous languages. The study also examined the strategies that can used to enhance teachers’ self-efficacy. The findings revealed that factors, such as inadequate teacher training, learner mobility, and resource constraints militate against teachers’ beliefs of their ability to equitably assess FP classrooms. The findings also revealed that possible strategies to enhance FP teachers’ self-efficacy could include making use of role-modelling, improving working conditions, and encouraging continuous professional development and training of in-service teachers, among other steps to be taken. Some of the study’s recommendations include rolling out targeted training and support programmes for FP teachers, aligning FP learner assessment instruments with the diverse linguistic and cultural backgrounds of the learners, and tailoring collaboration between schools and local communities for the benefit of the learners.
Vernacularization, globalization, and language economics in non-English-speaking countries in Africa

Abstract:Research into language policy in Africa has addressed the impact of colonial language policies on efforts to formulate and implement post-colonial language policies aimed at vernacularization, defined as the use of indigenous African languages in higher domains such as education. What seems to have received very little attention to date, however, is the effect of globalization, through the medium of English, on vernacularization not only in Anglophone but also in non-English-speaking countries in the African continent. Focusing on the latter territories, this paper explores this issue from the perspective of recent theoretical developments in the field of language economics, an area of study whose focus is on the theoretical and empirical ways in which linguistic and economic variables influence one another. It argues that the spread of English to these historically non-English-speaking territories in Africa represents the second challenge to largely symbolic language policies aimed at promoting vernacularization, the first one being other western languages (e.g. French, Portuguese, Spanish). Drawing on language economics, the paper argues that the prospects for the indigenous languages will continue to be bleak, especially in the era of globalization, unless these languages are viewed as a commodity rather than as a token for cultural preservation, and are associated with some of the advantages and material gains that have for decades been the preserve of western languages. Resistance against, and successful case studies of, vernacularization informed by language economics in various parts of the world are presented in support of the proposed argument for the promotion of Africa’s indigenous languages in education.

Abstract:The educational environment in South Africa is characterised by linguistic diversity and technological advancements, which present particular difficulties and opportunities for pre-service teacher education programmes. This systematic literature review explores the effectiveness of current pre-service teacher training programmes in addressing the demands of teaching the English language in South African classrooms. Drawing upon a synthesis of empirical studies, theoretical frameworks, and policy documents, this review critically examines how existing teacher education curricula prepare educators to navigate the complexities of English language instruction within diverse cultural and linguistic contexts. The review follows the PRISMA guidelines, systematically searching and synthesising relevant literature published between 2000 and 2022. The findings reveal a range of insights into the strengths and limitations of current pre-service teacher education programmes in South Africa concerning English language instruction. Key themes emerge around the integration of technology in language teaching, strategies for addressing linguistic diversity, and the alignment of curriculum with the needs of diverse learners. The review highlights the importance of incorporating pedagogical approaches that leverage technology to enhance English language learning outcomes while fostering intercultural competence among pre-service teachers. Furthermore, it underscores the need for a culturally responsive pedagogy that acknowledges and respects the linguistic diversity present in South African classrooms.
The politics of decolonising the curriculum through adopting mother tongue instruction in a South African historically disadvantaged university setting

Abstract:This paper focuses on the dynamics of decolonising the curriculum by adopting mother tongue language as a medium for instruction in South African universities. There has been growing criticism on the slow pace of decoloniality within university spaces amid mounting challenges of lack of development in society. The paper speaks to the experiences of historically disadvantaged universities regarding adopting mother tongue instruction, especially considering the complexities and contradictions posed by institutional culture and epistemological traditions. The paper presents insights into how a decolonial perspective can assist in ridding African universities of epistemological and pedagogical practices that hinder decolonial efforts and broader societal development. The paper focuses on the synergies between mother tongue instruction and curriculum transformation in light of the contradictions associated with the use of the mother tongue that could enhance students' epistemic access and success. It thus presents opportunities and controversies surrounding the introduction of the language policy, especially among historically disadvantaged universities. A Kaupapa Māori approach philosophical lens of reimagination evoked during the 1980s revolution becomes a central theoretical framework. It helps understand how indigenous philosophies can be essential in decolonising African knowledge and epistemological traditions. In this regard, the paper concludes that applying the Kaupapa Māori approach—and in particular, the principle of reimagination on the curriculum transformation in African universities (especially the formerly disadvantaged ones)—can propel a decolonial drive. The paper resulted from experiential knowledge and observations, informal interviews targeting students and scholars and empirical evidence from previous studies.

Abstract:Language is very important in our lives. Through language, we convey our feelings, desires, and thoughts. Of importance is English language in Kenya which is the medium of instruction from upper primary school and beyond. English is taught as a Second Language in schools in Kenya and has implications to the school curriculum and education in general. This paper is a discussion of the Social Development and Interaction theory advanced by Vygotsky (1978) and its implications for English language teaching in Kenya. This theory formed the theoretical framework for a study that looked at the teaching of English oral communication skills in upper primary school in a particular district in Kenya in the year 2009. This paper is drawn from part of the literature review that guided the study and the recommendations that the study arrived at. The study utilized a qualitative research approach with a heuristic methodology. The research population consisted of primary school teachers teaching English in upper primary classes and standard six pupils. Data was collected using structured and focused group interview schedules, observation checklists, and document analysis. In the light of the findings, the study concluded that the kind of new language items, learning activities and methods of conveying the meaning of new language items that the teachers selected were inadequate and ineffective in enhancing interaction. So were the practice activities adopted by the teachers and the strategies used in motivating learners in the teaching and learning of oral communication skills. The argument advanced in this paper is that effective teaching of English language in Kenya demands an interactive approach. In other words, English teachers should use interactive strategies in their teaching because as Vygotsky (1978) argues, children learn language best through interaction. Article visualizations:

By addressing the complex challenges that African students face with EMI, this study advocates for an educational system that respects and aids students from various linguistic backgrounds. The research emphasizes the critical role of English language skills in students’ academic success across all subjects, given the exclusive use of English for teaching. Drawing from a dataset of 36 participants, the study offers a range of pedagogical and policy recommendations to advance inclusivity, equity, and diversity in EMI settings. These recommendations include recognizing student diversity, implementing fluency-centered teaching methods, differentiated instruction, task-based and flipped classroom approaches, cultural exchange activities, the integration of bridge English courses into higher education, parental involvement, curriculum reform, focused teacher training, professional development, equitable resource allocation, bilingual education programs, controlled translanguaging adoption, and gradual policy implementation. These recommendations will help educational systems accommodate diverse linguistic backgrounds, provide essential language support, and promote a supportive academic environment. This paper contributes to the broader discussion on inclusion, equity, and diversity in second-language education, offering valuable insights and recommendations for policymakers, educators, and researchers.
An Exploration of an English Content and Language Integrated Learning (CLIL) Curriculum in Higher Education for Commonwealth Africa’s Youth Transformation

Abstract:This research explored the viability of an English Content and Language Integrated Learning (CLIL) curriculum in higher education institutions of teaching, learning and research in Commonwealth Africa. An exploratory qualitative research design based on the review of literature as well as a relevant theoretical framework were deployed to highlight the viability of an English language CLIL curriculum that can foster transformative education amongst the youth in the higher education teaching, learning and research settings of African Commonwealth countries. The review established that English language CLIL curricula are suitable for Commonwealth Africa’s multilingual higher education learning contexts as the starting point of any English language CLIL programme was lacking in the Commonwealth African context. Based on the reviewed literature, the viability of the English language CLIL curriculum for Commonwealth Africa was established. Furthermore, significant implications for the viability of English language CLIL curricula for a transformative and empowering youth education in the whole of Commonwealth Africa are provided. Important recommendations and conclusions are made for further longitudinal empirical research as more data on English language CLIL curricula become available in Commonwealth Africa.
Pedagogical Renewal for Quality Universal Primary Education: Overview of Trends in Sub-Saharan Africa

Abstract:This article assumes that pedagogical renewal and teacher development are two sides of the same coin, and that the achievement of a universal primary education that is equitable and of acceptable quality in Sub-Saharan Africa will depend to a large extent on both. The need for pedagogical renewal stems from the evidence that (i) teaching is arguably the strongest school-level determinant of student achievement; (ii) teaching effect on student learning is reportedly higher in Sub-Saharan Africa than it is in high-income countries; (iii) learning achievement is considerably lower in the sub-continent’s schools; and (iv) the kind of teaching that takes place in these schools confines students to a passive role and only fosters lower order skills. An overview of experiences with pedagogical renewal highlights the challenges involved in adopting open-ended instructional practices on the sub-continent. It further points to bilingual education as one of the most promising strategies. Regardless of the route taken for renewing pedagogy, the professional development of teacher educators/trainers must be considered a critical enabling condition.
