Abstract:While recent literature in Germany has compared predictors of welfare use between EU and non-EU immigrants, refugees have yet to be added to the analysis. Using survey data of approximately 4,000 immigrants living in Germany, I examine the determinants of basic unemployment benefits receipt for intra-EU immigrants, refugees, and third country immigrants. In particular, I investigate how education affects the likelihood of welfare use for each immigrant group. Even after controlling for human capital factors, sociodemographic characteristics, and factors related to migration such as legal status and age at migration, refugees remain significantly more likely to receive benefits. Results demonstrate that higher education significantly decreases the likelihood of welfare receipt for EU and third country immigrants, but much less so for refugees. These findings may indicate that refugees' education is not being used to its full potential in the labor market or that they face additional challenges hindering their labor market integration. A further and unanticipated finding is that immigrants who hold permanent residency or German citizenship are less likely to receive unemployment benefits, pointing either to positive effects of a secure residency or selection into permanent residency and citizenship among those with the greatest labor market success. Overall, this research shows that challenges beyond human capital deficiencies and sociodemographic characteristics must be considered when studying immigrants' receipt of social benefits, that not all educational credentials are valued equally, and that the experiences of refugees differ in significant ways from those of other immigrant groups.

Abstract:Integration agreements (IAs) are contracts between the employment agency and the unemployed, nudging the latter to comply with rules on search behavior. We designed and implemented a randomized controlled trial involving thousands of newly unemployed workers, randomizing at the individual level both the timing of the IA and whether it is announced in advance. Administrative records provide outcomes. Novel theoretical and methodological insights provide tools to detect anticipation and suggest estimation by individual baseline employability. The positive effect on entering employment is driven by individuals with adverse prospects. For them, early IA increase reemployment within a year from 53% to 61%.

Wages of Skilled Migrant and Native Employees in Germany: New Light on an Old Issue

Abstract:The German Council of Economic Experts (GCEE) argues for a labor market-driven immigration of skilled migrants into Germany to overcome a decline in workforce due to demographic ageing. We pick up this current debate on skilled immigration by analyzing the migrant-native wage differential for skilled workers in Germany and consider various information on firms. Our results indicate that the wage gap is mainly explained by observable characteristics, especially labor market experience and firm characteristics. However, we find lower rewards for migrants’ labor market experience than for natives (flatter experience curves). Our results show that these differences in experience curves become negligible in the long run. Moreover, we reveal firms’ wage-setting policies: Firms evaluate a worker's education independent of migration backgrounds, as migrants possess the same productivity levels as their German counterparts in the same occupations and task levels. Due to Germany's heterogeneous immigration structure, we are able to compare the results for different migrant subgroups and, thus, derive valuable insights into the migrant-native wage structure with a wide reach beyond Germany. This article adds to current debates in various industrialized countries with demographic ageing patterns, as it focuses on an important group for domestic labor markets: skilled immigrants.

Comparing sampling strategies to recruit migrants for an epidemiological study. Results from a German feasibility study

Abstract:Background: In 2011, almost 20.0% of the population of Germany had a migration background. Studies on their health tend to have low participation rates. The aim of our study was to compare different sampling strategies and to test different approaches to recruit migrants for an epidemiological study. Methods: Four recruitment centres of the German National Cohort recruited persons of Turkish origin and ethnic German immigrants from former Soviet Union countries. A register-based (random samples from residents' registration offices) and a community-orientated strategy were applied. Participants underwent a medical examination and self-completed a questionnaire. Results: Used approaches: The community-orientated strategies comprised the acquisition of key persons from migrant networks to support the recruitment, invitation talks and distribution of study materials in migrant settings, etc. The identifying variables in the registry data were name, nationality or country of birth. All but one centres used bilingual study material and study staff. Participation: When comparing the two strategies, the register-based participation rates ranged from 10.1 to 21.0% (n = 668 participants) and the community-oriented recruitment resulted in 722 participants. Conclusion: Register-based recruitment should use a combination of name, nationality and country of birth in order not to be limited to identifying persons with a foreign nationality. However, according to the study staff, the community-oriented approach involving key persons of the same cultural background leads to a better acceptance by the participants. Also, it covers a more heterogeneous group. Yet, it is time-consuming and needs considerably more staff. Further research should establish the effectiveness of a combination of both strategies.

Abstract:Abstract This paper contributes to the ongoing debate regarding the appropriate approach to use in identifying the impact of immigration on native workers’ labor market outcomes. The initial regression analysis makes use of German administrative data and is based on the variation of foreign workers’ shares within education-experience cells over time. It confirms previous findings suggesting that immigration in Germany had no adverse impact on native wages. However, the paper highlights that in Germany immigrants and natives with similar education and experience are likely to work in different occupations. The subsequent analysis based on occupational clustering uses the same data and finds significant adverse wage effects for natives, particularly for those in basic service occupations. The paper argues, therefore, that an identification strategy based on formal education characteristics might lead to biased estimates if a country’s labor market is characterized by occupational segmentation of immigrants.
Employment Effects of Immigration to Germany: An Analysis Based on Local Labor Markets

Abstract:We analyze the impact of increased immigration on employment outcomes of natives in Germany using a data set of county-level variables for the late 1980s. In order to construct more unified labor market regions, we aggregate the 328 counties to 167 larger regions. We study two measures of immigration, the change in the share of foreigners between 1985 and 1989 as well as one-year gross and net flows of immigrants to an area. In order to address the potential problem of immigrant selection into local labor markets, we condition on previous labor market outcomes, which may serve as the basis of immigrant selection. This specification allows for mean reversion in the unemployment rate, which is strong in our data set and period of study. We show that this rules out some other approaches of identifying the impact of immigration. Our results indicate no detrimental effect of immigration. We find no support for the hypothesis that the absence of displacement effects is due to a response of native migration patterns.

Recruiting refugees to reduce labour shortages in health care professions: experimental evidence on the potential of foreign-language outreach on social media

Abstract:Background: Many high-income countries are grappling with severe labour shortages in the healthcare sector. Refugees and recent migrants present a potential pool for staff recruitment due to their higher unemployment rates, younger age, and lower average educational attainment compared to the host society's labour force. Despite this, refugees and recent migrants, often possessing limited language skills in the destination country, are frequently excluded from traditional recruitment campaigns conducted solely in the host country's language. Even those with intermediate language skills may feel excluded, as destination-country language advertisements are perceived as targeting only native speakers. This study experimentally assesses the effectiveness of a recruitment campaign for nursing positions in a German care facility, specifically targeting Arabic and Ukrainian speakers through Facebook advertisements. Methods: We employ an experimental design (AB test) approximating a randomized controlled trial, utilizing Facebook as the delivery platform. We compare job advertisements for nursing positions in the native languages of Arabic and Ukrainian speakers (treatment) with the same advertisements displayed in German (control) for the same target group in the context of a real recruitment campaign for nursing jobs in Berlin, Germany. Our evaluation includes comparing link click rates, visits to the recruitment website, initiated applications, and completed applications, along with the unit cost of these indicators. We assess statistical significance in group differences using the Chi-squared test. Results: We find that recruitment efforts in the origin language were 5.6 times (Arabic speakers) and 1.9 times (Ukrainian speakers) more effective in initiating nursing job applications compared to the standard model of German-only advertisements among recent migrants and refugees. Overall, targeting refugees and recent migrants was 2.4 (Ukrainians) and 10.8 (Arabic) times cheaper than targeting the reference group of German speakers indicating higher interest among these groups. Conclusions: The results underscore the substantial benefits for employers in utilizing targeted recruitment via social media aimed at foreign-language communities within the country. This strategy, which is low-cost and low effort compared to recruiting abroad or investing in digitalization, has the potential for broad applicability in numerous high-income countries with sizable migrant communities. Increased employment rates among underemployed refugee and migrant communities, in turn, contribute to reducing poverty, social exclusion, public expenditure, and foster greater acceptance of newcomers within the receiving society.

Abstract:In recent years, several international-comparative studies have analyzed the relationship between migration and native populations’ decreasing support for redistributive policies. However, these studies use cross-sectional designs and aggregate the number of foreign-born residents at the national level. Both aspects are theoretically and methodologically problematic. We address these shortcomings by investigating cross-sectional as well as longitudinal effects in the case of Germany, using a combination of individual- and regional-level data for several time points from 1994 to 2010. Our results suggest that native-born populations become more reluctant to support welfare programs when the proportion of foreigners at the regional level increases. This effect is particularly strong in the initial phase of immigration, and it is further moderated by the economic context: the higher the unemployment rate, the more negative is the effect of foreigners on natives’ attitude toward providing welfare.

Abstract:Journal of European Social Policy, Ahead of Print. This study investigates whether pensioners with a foreign ethnic background are perceived as less deserving to receive a pension than are native pensioners. It focuses on Germany as an example with a strongly achievement-oriented social insurance system which closely links benefits to previous contributions. Hence, the system prevents a citizen from receiving benefits without having contributed. Our study thus adds to existing research by examining a less likely case to find welfare chauvinistic attitudes. To test our expectations, we rely on a factorial survey design and a probability sample of the German population in 2019. Survey respondents decide on the amount of pension benefits that a hypothetical pensioner should receive. Characteristics of the hypothetical pensioner – ethnic background, gender, last income, contribution years, the number of children and other dependents – are randomly varied. Our study finds support for welfare chauvinist attitudes in an achievement-oriented social insurance system. Even for the same achievement, that is, same income, contribution years and number of children, natives grant lower pensions to pensioners with a foreign ethnic background than to natives. Also, even if migrants show the most favourable behaviour (that is, having contributed to the pension system for many years and with a high income), the ethnic penalty in pensions remains significant.

Abstract:The current paper contributes to the existing literature on migration by explaining the emigration pattern from Denmark, Finland and Sweden to Germany. We have tried to discover the reason why people migrate from high-income European Union (EU) member states to Germany, which for a long time has hosted the highest number of migrants when compared to other EU member states. We have employed gravity models using fixed effects and ordinary least squares estimation for 1998 – 2019. Our results have indicated that Germany, compared to other EU member states, is more competitive in terms of its labour market efficiency. Germany is an attractive destination for migrants from Denmark, Finland and Sweden in terms of its employment rate, wages and effective government support of its labour force programmes. The current research provides insights into enhancing German competitiveness in terms of labour market factors, which is important for both the migrant and native populations. The results show that if wisely managed, the labour market attracts the labour force, which can address critical social issues Europe is currently facing. In particular, competition issues for high-skilled workers, an aging population, and a low birth rate. The study indicates that the long-term attractiveness of Germany for migrants is based on the efficient participation of the government in labour management-related decisions.

Abstract:We systematically investigate the effect heterogeneity of job search programmes for unemployed workers. To investigate possibly heterogeneous employment effects, we combine non-experimental causal empirical models with Lasso-type estimators. The empirical analyses are based on rich administrative data from Swiss social security records. We find considerable heterogeneities only during the first six months after the start of training. Consistent with previous results of the literature, unemployed persons with fewer employment opportunities profit more from participating in these programmes. Furthermore, we also document heterogeneous employment effects by residence status. Finally, we show the potential of easy-to-implement programme participation rules for improving average employment effects of these active labour market programmes.

Abstract:<p>Moving to rich countries usually results in substantial increases in income for migrants. However, high migration costs entail that only selected groups of potential migrants actually migrate. The availability of language learning facilities in a country could reduce costs of acquiring destination-specific skills and influence the self-selection of migrants. We combine survey data from immigrant cohorts between 2000 and 2014 with data on the country-year specific presence of Goethe Institutes – a German association promoting language acquisition and culture worldwide. We identify strong positive effects on language skills and relevant labor market-related characteristics of immigrants at arrival. The results are strongest for developing countries where opportunities to acquire foreign language skills are particularly scarce and returns to migration are the highest. Placebo regressions suggest that the effects are not driven by the demand for German language learning facilities.</p>

Abstract:Among all European countries, Germany absorbs by far the largest number of immigrants. But to date, the German government has yet to adopt a system that will effectively control the influx of foreigners. The immigration of Ethnic Germans from Eastern Europe, which is due to historical events and therefore constitutionally guaranteed, is a special case. It is marked by selection criteria (language tests), de facto quotas, and mobility restrictions. Although the immigration of foreigners and Ethnic Germans produces overall positive effects, the recent trend has been more problematic, especially as the economic situation in Germany deteriorated. Ethnic Germans are basically facing the same difficulties with social and economic integration as foreigners. A majority of young Ethnic Germans have no cultural or language ties to Germany. Insufficient language skills and the lack of adequate education and training often limit their labor market prospects to simple tasks and physical labor. Over the last few years, unemployment among Ethnic Germans in the workforce has increased. This study concludes that Germany needs a well-directed immigration policy in order to make the immigration process transparent and predictable. This would also lead to a better acceptance of foreigners and Ethnic Germans in society. A German immigration law could be based on the existing structures that apply to the influx of Ethnic Germans.
Effectiveness of sequences of classroom training for welfare recipients: what works best in West Germany?

Abstract:Sequences of active labour market programmes (ALMPs) may be part of an intensified activation strategy targeting hard-to-place unemployed individuals. Such sequences are very common among welfare recipients in Germany, but most studies only evaluate either single ALMPs or unemployed individuals’ first ALMP. I analyse the effects of different sequences of classroom training for West German men and women on different labour market outcomes. Using rich administrative data and a dynamic causal model, I can control for dynamic selection problems that occur during a sequence. The results show that two classroom trainings are more effective than two periods of welfare receipt in helping welfare recipients find regular employment, especially among West German women. Moreover, immediately assigning individuals to classroom training is more effective than waiting and assigning them to classroom training in the second period. However, in some cases, avoiding participation in multiple programmes is preferable. Evaluating the effect of settlement services in South Korea: Focused on Korea Immigration & Integration Program

Abstract:To improve immigrants' integration, Korea Immigration & Integration Program (KIIP) has been delivered since 2009 in South Korea (hereafter Korea), yet little research has empirically estimated its net effect. Hence, the main aim of this study is to empirically and directly evaluate its net effect, using an Inverse-probability weighted analytical technique controlling selection bias that may distort its net effect. Utilizing the "Estimating social and economic effect of KIIP", published by the Ministry of Justice, Korea in 2017, this study selects immigrants including participants (n = 800) and nonparticipants (n = 214). The findings indicate that the effect of KIIP is dubious. Specifically, KIIP plays a role in raising the level of naturalization of immigrants, accepting Korean culture, and satisfying their lives. However, there are statistically non-significant differences in employment, monthly income, keeping home country's culture, social networks, Korean language skills, discrimination, and the sense of belonging to the Korean society between participants and nonparticipants. This shows both the effectiveness and ineffectiveness of KIIP. To find a way to improve integration, this study suggests strengthening advantages and offsetting disadvantages, in managing KIIP.
A longitudinal perspective to migrant health: Unpacking the immigrant health paradox in Germany

Abstract:Previous research finds that recent immigrants are healthier than the native-born, while more established immigrants exhibit worse health, suggesting a process of unhealthy assimilation. However, previous literature is mostly based on cross-sectional data or on longitudinal analyses similarly failing to disentangle individual-level variation from between-individual confounding. Moreover, previous longitudinal studies are often limited in their study of different health outcomes (few and mostly subjective health), populations (sometimes only elderly individuals), time periods (short panels) and geographical contexts (mostly Australia, Canada and USA). We address these limitations by comparing the health trajectories of adult immigrants and natives in Germany over extended periods, using data from years 2002–2021 of the German Socio-Economic Panel (SOEP), and investigating a wide range of health outcomes, including self-assessed physical and mental health measures, diagnosed illnesses, and health behaviors. We employ a longitudinal approach that stratifies immigrants by age at arrival, and compares them to natives of the same age. This allows us to estimate both Hierarchical Linear Models and more rigorous Fixed Effects models to further address confounding. Cross-sectionally, we confirm previous literature's findings: recent immigrants are healthier than natives and established immigrants. Longitudinally, we find support for the unhealthy assimilation hypothesis concerning subjective health and mental health, but not for the others health indicators or behaviors. We interpret these findings as possible evidence of immigrants' reduced access to timely health care and emphasize the need for greater longitudinal research investigating migrant gaps in various health outcomes.

Mapping framework conditions for societal participation of immigrants - a cluster analysis of medium-sized cities in Germany

Abstract:Immigrants, or people who are read as such, face unequal participation opportunities. This is mainly due to poor host country language skills, inexperience with and barriers within administrative processes. Especially in cities beyond metropolises, scepticism through inexperience regarding immigration reinforces inequality. Although immigration to smaller cities is increasing, studies regarding this remain scarce. The goal of this paper is to examine spatial-structural conditions of participation opportunities for immigrants in medium-sized cities (MSC) and thus develop a basis for further research to address the particular challenges for immigrants in MSC. Therefore, I question the spatial patterns and characteristics of immigrants’ participation opportunities in MSC. Cluster analysis and mapping methods are used to analyse data relevant to societal participation at the municipal level with reference to immigration. The data refer to MSC in Germany, a country that plays a significant role for immigration in Europe. Six clusters with different levels of participation opportunities emerge. One of the main results are the regional disparities between the former FRG (West Germany) and the former GDR (East Germany) expected under hypothesis 1. Almost all MSC in the former GDR can be assigned to the cluster with the greatest challenges for immigrants’ participation. At the same time, according to hypothesis 2, other regional differences can be identified, which are manifested by political-administrative boundaries, but also extend beyond them. Rural areas do not necessarily offer worse conditions for immigrants’ participation than dense regions. However, the mapping shows two participation ‘belts’ in the southwest between the large cities Frankfurt am Main and Stuttgart and in the central northwest between the Ruhr region and Hanover. The two belts contain a large number of strong MSC with good framework conditions for immigrant’s participation. Especially in the ‘arrival’ belt between Frankfurt am Main and Stuttgart it covers MSC of widely varying sizes. Hypothesis 3 illustrates how local peculiarities also in the former GDR allow contrary developments and show the importance of further research.

Abstract:Background: Germany is the second most common country of immigration after the US. However, people with own or familial history of migration are not represented proportionately to the population within public health monitoring and reporting. To bridge this data gap and enable differentiated analyses on migration and health, we conducted the health interview survey GEDA Fokus among adults with Croatian, Italian, Polish, Syrian, or Turkish citizenship living throughout Germany. The aim of this paper is to evaluate the effects of recruitment efforts regarding participation and sample composition. Methods: Data collection for this cross-sectional and multilingual survey took place between 11/2021 and 5/2022 utilizing a sequential mixed-mode design, including self-administered web- and paper-based questionnaires as well as face-to-face and telephone interviews. The gross sample (n = 33436; age range 18-79 years) was randomly drawn from the residents' registers in 120 primary sampling units based on citizenship. Outcome rates according to the American Association for Public Opinion Research, the sample composition throughout the multistage recruitment process, utilization of survey modes, and questionnaire languages are presented. Results: Overall, 6038 persons participated, which corresponded to a response rate of 18.4% (range: 13.8% for Turkish citizenship to 23.9% for Syrian citizenship). Home visits accounted for the largest single increase in response. During recruitment, more female, older, as well as participants with lower levels of education and income took part in the survey. People with physical health problems and less favourable health behaviour more often took part in the survey at a later stage, while participants with symptoms of depression or anxiety more often participated early. Utilization of survey modes and questionnaire languages differed by sociodemographic and migration-related characteristics, e.g. participants aged 50 years and above more often used paper- than web-based questionnaires and those with a shorter duration of residence more often used a translated questionnaire. Conclusion: Multiple contact attempts, including home visits and different survey languages, as well as offering different modes of survey administration, increased response rates and most likely reduced non-response bias. In order to adequately represent and include the diversifying population in public health monitoring, national public health institutes should tailor survey designs to meet the needs of different population groups considered hard to survey to enable their survey participation.
The impact of immigration and integration policies on immigrant-native labour market hierarchies

Abstract:Across European Union (EU) labour markets, immigrant and native populations exhibit disparate labour market outcomes, signifying widespread labour market hierarchies. Despite the considerable investment in migration and integration policies, it remains unclear whether these contribute to or alleviate labour market hierarchies between natives and immigrants. Using a longitudinal model based on individual-level EU LFS and country-level DEMIG POLICY and POLMIG databases, we explore variation in changes of immigration and integration policies across Western EU member states to study how they are linked to labour market hierarchies in terms of unemployment and employment quality gaps between immigrant and native populations. Our findings suggest that designing less restrictive immigration and integration policies could aid in reducing existing labour market disadvantages for immigrants, enabling them to realise their full potential and reduce the immigrant-native labour market hierarchies.

Abstract:Abstract This paper investigates regional variation in migration policy implementation, focusing specifically on the underexplored role of policy ambiguity. It chooses a salient case study of internal migration control implementation: the application of labour market access policies for migrants with precarious legal status in German municipal immigration offices. Studying the implementation approaches of eleven offices within one Land by means of semi-structured interviews with senior officials, the research design allows for drawing inter-agency and inter-policy comparisons. The data provides empirical evidence for the claim that the more conflictive and hence ambiguous a policy, the more importance can be placed on local determinants of implementation. Different logics (economic welfare and regulatory control logic) legitimizing more restrictive or expansive implementation are identified and linked to the broader migration policy context. Moreover, the difficult task of officials to determine applicants’ identity clarification efforts – a condition for receiving a work permit – serves as basis for conceptually distinguishing between collective and individual discretion of street-level bureaucrats.
