Abstract:Users of tele-information services are demanding instant access, everywhere and anytime. Wireless communication systems offers mobility and flexibility while optical fiber based systems offer large bandwidth, secure and lower power consumption for transport of tele-communication signals. None of the two technologies separately can satisfy the demands of user for ubiquitous and affordable access to information services. Converged optical and wireless systems offer a solution that combines the best of both technologies. This article review the trends in converged optical-wireless communication systems and outline the role that photonic technologies is playing in making the vision of a converged network a reality.

Abstract:Chapter 2 historicizes telecom development between 1978 and 2005 and explores how the purpose of telecom development—to serve the export-processing regime and to become an accumulation platform in itself—has strengthened social inequalities, including in telecommunications. This chapter first examines telecommunications’ radical reorganization intended to support the coastal export-processing regime at the beginning of the market reform. Then, it examines the local mechanism of rural telephone development in the late 1980s and 1990s. Lastly, it examines the corporate reforms that began in the late 1990s and continued into the twenty-first century, exploring how market forces, new technology, and the state’s attempts at harnessing market forces for social purposes have jointly made telecom networks a platform for corporate accumulation—and genesis of the networked economy.

Abstract:Broadband access is key to ensuring robust economic development and improving quality of life. Unfortunately, the communication infrastructure deployed in rural areas throughout the world lags behind its urban counterparts due to low population density and economics. This article examines the motivations and challenges of providing broadband access over vast rural regions, with an emphasis on the wireless aspect in view of its irreplaceable role in closing the digital gap. Applications and opportunities for future rural wireless communications are discussed for a variety of areas, including residential welfare, digital agriculture, and transportation. This article also comprehensively investigates current and emerging wireless technologies that could facilitate rural deployment. Although there is no simple solution, there is an urgent need for researchers to work on coverage, cost, and reliability of rural wireless access.

Abstract:In the era of high-speed communication, large-capacity broadband and multimedia personalization, satellite communication has become one of the most special ways of wireless communication. With the rapid development of satellite communication during recent years, many projects, like Oneweb, Starlink, and Telesat have been attempted. Based on higher and higher transmission speed demand, Satellite communication becomes a newly effective supplementation of traditional terrestrial station gradually. After nearly half a century of exploration, started from a live broadcast, broadband satellite constellation represented by Starlink had become mainstream application. The future communication system should be land, sea, and space integration. In this article, the phylogeny of SC, basic construct and some application will be discussed. Consider the specific applications, some challenges and future trend are also the focus. At the same time, the comparison between Satellite communication and terrestrial provision offers a thinking way of communication industry ecology. Nevertheless, the satellite communication system based on radio microwave communication still has some technical development problems and application difficulties, and it is necessary to seek breakthroughs in communication technology and hardware facilities.

Abstract:Vibrant development of a network-based economy requires separating investment in highly location specific local access technology from the development of standardized, geography-independent, wide-area network services. Thus far interconnection arrangements and associated regulations have been too closely tied to the idiosyncratic geographic structure of individual operators' networks. A key industry challenge is to foster the development of a wide area lattice of common geographic points of interconnection. Sound regulatory and anti-trust policy can help address this industry need.

Abstract:This paper examines the quantitative and qualitative situation of the current fixed and mobile Internet and its expected future. It provides a detailed insight into the past, present, and future of the Internet along with the development of technology and the problems that have arisen in accessing and using broadband Internet. First, the number of users and penetration rate of the Internet, the various types of services in different countries, the ranking of countries in terms of the mean and median download and upload Internet data speeds, Internet data volume, and number and location of data centers in the world are presented. The second task introduces and details twelve performance evaluation metrics for broadband Internet access. Third, different wired and wireless Internet technologies are introduced and compared based on data rate, coverage, type of infrastructure, and their advantages and disadvantages. Based on the technical and functional criteria, in the fourth work, two popular wired and wireless Internet platforms, one based on optical fiber and the other based on the 5G cellular network, are compared in the world in general and Australia in particular. Moreover, this paper has a look at Starlink as the latest satellite Internet candidate, especially for rural and remote areas. The fifth task outlines the latest technologies and emerging broadband Internet-based services and applications in the spotlight. Sixthly, it focuses on three problems in the future Internet in the world, namely the digital divide due to the different qualities of available Internet and new Internet-based services and applications of emerging technologies, the impact of the Internet on social interactions, and hacking and insecurity on the Internet. Finally, some solutions to these problems are proposed.

Is Universal Broadband Service Impossible?

Abstract:Broadband Internet service is widely expected to be the fundamental universal service for the 21st century. But more than a decade of national and international struggles to close the digital divide between broadband haves and have nots suggest that reaching global universality will be a very difficult task. This paper argues that the strong guarantees made by the current broadband paradigm - low latency and constant availability - are unnecessary obstacles to its adoption as an affordable and universal digital service. We show that there is nonetheless a plausible strategy for deploying a Basic Broadband service that does not require such guarantees and is able to offer, at reasonable cost, almost all the critical and valuable services and applications currently delivered over low latency broadband, synchronous telepresence excepted.

Abstract:The telecommunications and information community today is facing daunting challenges but also embracing great opportunities. The unprecedented expansion of wireline and wireless networks has resulted in a tremendous increase in energy consumption and left a significant environmental footprint. Recently, it has been reported that energy costs can account for as much as half of a mobile service provider's annual operating expenses. If the aggregate energy consumption of networking devices were to follow the growth trajectories of Internet traffic (i.e., about 50 percent per year), the environmental and financial consequences would be dire. Thus, making information and communications technology (ICT) equipment and applications energy-efficient could not only have a tangible positive impact on the environment, but also help telecommunications operators attain long-term profitability. Moreover, energy-efficient communications can help the world reduce its dependence on fossil fuel, enable demand response and distributed energy resources, and ultimately achieve sustainable prosperity. Accordingly, a myriad of communications and information technologies have already been exploited by the global smart grid initiatives to empower the conventional power grid to support two-way energy and information flow.

Abstract:Networking is no longer a new area of computer science and engineering -- it has matured as a discipline and the major infrastructure it supports, the Internet, is long past being primarily a research artifact. I believe that we should consider ourselves as the civil engineers of the Internet, primarily helping to understand and improve a vast and critical infrastructure. This implies that implementing changes takes decades, not conference cycles, and that implementation is largely driven by compatibility with existing infrastructure and considerations of cost effectiveness, where resources that research focuses on, such as bandwidth and compute cycles, often play a much smaller role than limited organizational capacity for change. Telecommunications carriers, in particular, have become akin to airlines, largely operating equipment designed by others, with emphasis on marketing, not innovation. Even more than in other engineering disciplines, standards matter, whether set by standards bodies or dominant players. Given the multi-year time frames of standards and the limited willingness of national funding bodies to support standardization work, this makes research impact harder, as does the increasing complexity of cellular networks and barriers to entry that shut out most researchers from contributing to large parts of commercial mobile networks.

Abstract:A dichotomy in regulatory treatment and corporate cultures exists between Internet Service Providers (ISPs) and telecommunication carriers. Telephone company executives (Bell Heads) may resent regulation, but they accept their fate and work creatively to exploit anomalies and opportunities to secure a regulation-conferred competitive advantage. Most ISP executives (Net Heads) appear to embrace a libertarian attitude, strongly opposing any government involvement. Despite the clash of cultures, the telecommunications and Internet worlds have merged. Such convergence jeopardizes the ability of Net Heads to avoid some degree of regulation, particularly when they offer services functionally equivalent to what their Bell Head counterparts offer. This paper will assess the regulatory consequences when telecommunication and Internet services converge in the marketplace and in terms of operating technologies. The paper identifies commercial developments in the Internet to support the view that the Internet has become more hierarchical and more like telecommunication networks. The paper concludes that telecommunication carriers will display superior skill in working the regulatory process to their advantage. The paper suggests that Bell Heads will outmaneuver Net Heads particularly when the revenue siphoning effect of Internet-mediated services offsets the revenues generated from ISP leases of telecommunication transmission capacity.

Abstract:Five years after the '96 Telecommunications Act, we still find precious little local facilities-based competition. In response there are calls in Congress and even from the FCC for new legislation to "free the Bells." However, the same ideology drove policy, not just five years ago, but also almost twenty years back with the first modern push for "freedom," namely divestiture. How might we frame the question of policy for local access to engender a more fruitful approach? The starting point for this analysis is the network--not bits and bytes, but the human network. With the human network as starting point, the unit of analysis is the community--specifically, the individual in a tension with community. There are two core ideas. The first takes a behavioral approach to the economics--and the relative share between beneficial chaos and order, in economic affairs, becomes explicit. If the first main idea provides a conceptual base for open source, the second core idea distinguishes open source from open design, ie at the information 'frontier' we push forward. The resulting policy frame for access is worked out in the detailed, concrete steps of an extended thought experiment. A small town setting (Concord, Massachusetts) grounds the discussion in the real world. The purpose overall is to stimulate new thinking which may break out of the conundrum where periodic rounds to legislate 'freedom' produce the opposite, recursively. The ultimate aim is better fit between our analytically-driven expectations and economic outcomes.

Abstract:This research investigates the relationship between telecommunications infrastructure, economic conditions, and federal and state policies and initiatives. It presents a detailed look at the telecommunications environment of the Appalachian region, particularly focusing on broadband technologies. A strong, positive association exists between telecommunications infrastructure and economic status. The effects of federal and state universal service policies are examined, as well as some of the ways states have leveraged their own infrastructure to improve telecommunications capabilities in their region. Other state and local telecommunications-related programs are noted.

Abstract:This book examines national, regional, and international legal and regulatory frameworks governing the telecommunications sector, particularly the provision of all forms of network infrastructure, communication services, and equipment supplied for the transmission of data and information. The book is entitled ‘telecommunications’ rather than ‘communications’, despite the best attempts of European Union law to recast the terminology. Telecommunications remains the preferred term for a number of reasons. First, the change of regulatory terminology is still not reflected in industry discourse, let alone among the wider general public. Second, the book is intended as a text for a global audience, not just the UK or Europe, so it does not seem appropriate for EU terminology to be imposed on our readers. Third, the many historical and cross-jurisdictional aspects of the book recommend consistency as an aid to comprehension. The book does, however, use the terms ‘telecommunications’ and ‘communications’ interchangeably.

Abstract:Drawing on an ongoing longitudinal research study, we discuss problems in the development of five next generation community networking projects in central New York. The projects were funded under a state program to diffuse broadband technologies in economically depressed areas of the state. The networks are technologically complex and entail high costs for subscribers. The political economy of the development process has biased the subscriber base toward the resource rich and away from the resource poor, and toward tried-and-tested uses like Internet and intra-organizational connectivity and away from community-oriented uses. These trends raise troubling questions about network ontology and function, and about the relation between the network and its physical host community. The need for appropriate social policy, and new planning practices, is argued to effect desired change.

Abstract:Fiber has been envisioned for delivering broadband services to the residential customer for over 30 years, yet it has only recently entered the mainstream. Currently, fiber-to-the-home (FTTH) is being installed in many countries at remarkable rates (even though it still constitutes only a fraction of all broadband lines in most countries). Other lightwave transmission technologies have progressed far faster. What has held FTTH up for so long? What improvements along the way have occurred? What recent changes have made it successful? This article follows the progress in moving fiber toward the home and major architectural changes that have reduced costs while increasing capabilities to meet today's needs.

Abstract:The current pattern of competition in the Brazilian telecommunications market was defined by a regulatory reform implemented in the second half of the nineties. The telecommunications regulatory reform discussed in the paper promoted the privatization of Telebras System and fostered competition in the Brazilian market under the stricted supervision of the new regulator Anatel. Notwithstanding, the regulatory Brazilian scheme is at a crossroads. From 2002 on an open market approach will be implemented in telecom arena. We analyse the main aspects of those change, from the firms perspective and also in a broad scenario under influence of the World Trade Organization system
Advanced television systems for terrestrial broadcasting: Some problems and some proposed solutions

Abstract:The first part of this paper discusses the requirements that must be met by a new television broadcasting system to maximize its acceptability to the various stakeholders, including broadcasters, equipment manufacturers, program producers, regulatory authorities, and viewers. The most important performance factors are efficient use of over-the-air spectrum, coverage versus quality, cost, interoperability, and the existence of a practical transition scenario. It is concluded that all receivers need not have the same peformance, and that low-cost receivers must be available for noncritical locations in the home. If this variation in price and performance is made possible by appropriate system design, then interoperability is facilitated and nondisruptive improvement over time is made possible, as desired by the Federal Communications Commission. In the second part of the paper, techniques that may permit meeting these requirements are discussed. These include joint multiresolution source and channel coding, multicarrier modulation, and hybrid analog/digital coding and transmission. The analog transform coefficients are subjected to spread-spectrum processing, and coded orthogonal frequency-division multiplex (COFDM) is applied to the complex hybrid symbols to be transmitted through the channel. Various methods of equalization and of improving noise, interference, and multipath rejection are compared. Finally, an example is given of a system that meets the various requirements by making use of a number of the techniques discussed. The system provides extended coverage, albeit at lower quality than currently proposed all-digital systems, and equal or higher quality than such systems in much of their service area. It also features self-optimization at each receiver depending on signal quality and receiver characteristics, and facilitates the design of receivers of lower cost and performance for less-critical applications.<>

Abstract:In this paper, regarding the fundamental issues of information and communications in future wireless communications, we discuss a potential paradigm shift of future wireless communications through analyzing the impact of information representations on the quality of communication, information processing, and even a communication system architecture. Then, by revealing the aporia in capacity optimization with future complex wireless networks, the necessity of building a new research paradigm for network communications is elaborated, especially with yet not merged communications and networks due to radically unsolved issues. We need to seize the opportunities of present vigorous R&D activities, innovate from origins, abandon the traditional development approaches featured by constantly constructing infrastructures for marginal capacity improvement, and finally, in a reasonable manner, achieve a new flourish of wireless communications.
Closing the Performance and Management Gaps with Satellite Internet: Challenges, Approaches, and Future Directions

Abstract:Recent advancements in low-Earth orbit (LEO) satellites represented by large constellations and advanced payloads provide great promises for enabling beyond 5G and 6G telecommunications and high-quality and ubiquitous Internet connectivity to everyone anywhere on Earth. LEO satellite networks are envisioned to bridge the urban-rural connectivity gap for the digital divide. However, the digital divide can hardly be closed by only providing connectivity to rural and remote areas. Various unprecedented challenges brought by the emerging satellite Internet still need to be resolved, such as inconsistent end-to-end performance guarantees and a lack of efficient management and operations in these areas, which are referred to as "performance gap" and "management gap", respectively. This position paper will briefly discuss these gaps, approaches to addressing the gaps, and some research directions based on our recent works.
