Abstract:Grain for Green Program (GFGP) was initiated as payment for ecosystem services (PES) in the northwest China. Using survey and land use and land cover data, we explored the function of the PES on both the environment and socioeconomic options for achieving economic and ecological co-evolution. The results showed the area of forest, per capita bio-capacity and household livelihood had increased after the first stage of GFGP. The migration of population and the increased of forest area increased the per capita bio-capacity. The total income of households in 2010-2012 had increased compared with that in 2002. The GFGP had significantly contributed to increase the total income of GFGP participants. The evolution game theory analysis indicated the government needed to implement the GFGP, recognize the high value of ecosystem service and make sure the sum of opportunity benefit and GFGP subsidy was 2 times higher than the planting income under the circumstances of limited rationality of farmers and government to sustain the win-win outcome. Our study provides a general framework to improve the understanding of the PES effects on household level, it also will provide insights into design and implementation of ecological restoration in China and other countries.
Impact Evaluation of a Payments for Ecosystem Services Program on Vegetation Quantity and Quality Restoration in Inner Mongolia.

Abstract:Globally, the payments for ecosystem services (PES) program has become a helpful tool that serves the purpose of mitigating ecosystem degradation and protecting ecosystem services. However, the ecological effects of existing PES programs based on counterfactual baselines, quantification and sophisticated statistical analyses are still poorly understood. Taking Inner Mongolia as an example, this study evaluated the ecological effectiveness of the Natural Forest Conservation Program (NFCP) using the matching approach. The findings are as follows. First, 49.8% and 41.5% of the townships had significant gains in vegetation quantity and quality between 2000 and 2015, respectively; while 9.5% and 13.7% of the townships had significant losses in vegetation quantity and quality, respectively. Second, for forest quantity recovered townships, comparing to the NFCP unenrolled townships, the enrolled townships had increased forest quantity by additional 0.377 million ha (5.2%) from 2000 to 2015. Third, for forest quality recovered townships, the enrolled townships on average additionally increased forest quality by 465.513 Gg carbon (3.6%) from 2000 to 2015. Our study helps to promote sophisticated impact evaluation of conservation policies, which would improve the understanding and management of conservation practices in China and abroad.
The Development Process, Current Situation and Prospects of the Conversion of Farmland to Forests and Grasses Project in China

Abstract:The Conversion of Farmland to Forests and Grasses Project is the most symbolic and globally important ecological engineering effort to build the human and natural life community. After the call and mobilization stage since the founding of the People's Republic of China, the first round of Conversion of Farmland to Forests and Grasses occurred at the end of the 20th century. With the second round of Conversion of Farmland to Forests And Grasses launched in 2014, the central government has invested 535.3 billion yuan altogether by 2020, and 34.83 million ha have been returned to forest and grassland in 25 provinces (autonomous regions and municipalities) (2435 counties included). Among them, 14.23 million ha were returned from farmland; barren hills and wasteland afforestation accounted for 17.53 million ha; and sealed mountain forest cultivation represented 3.07 million ha, accounting for 40% of the total afforestation area of national key projects in the same period, and 41 million households and 158 million farmers benefited directly. The project construction has made great achievements. The total value of ecological benefits has reached 1.42 trillion yuan, plus economic benefits of 0.26 trillion yuan, and social benefits of 0.73 trillion yuan, for a total amount of 2.41 trillion yuan. This effort has made outstanding contributions toward building an ecological civilization and a beautiful China. Looking forward to the future, the Conversion of Farmland to Forests and Grasses will embark on a new stage of high-quality development, which will strive to achieve high-quality construction, high efficiency and a high level of management. China will promote the third round of conversion of farmland to forest and grassland from 2021 to 2035, and it is expected to return 6.67 million ha to forests and grasses.
Significant trade-off for the impact of Grain-for-Green Programme on ecosystem services in North-western Yunnan, China

Abstract:Ecological restoration can mitigate human disturbance to the natural environment and restore ecosystem functions. China's Grain-for-Green Programme (GFGP) has been widely adopted in the last 15years and exerted significant impact on land-use and ecosystem services. North-western Yunnan is one of the key areas of GFGP implementation in the upper Yangtze River. Promotion of ecosystem services in this region is of great importance to the ecological sustainability of Yangtze River watershed. In this study, remote sensing and modelling techniques are applied to analyse the impact of GFGP on ecosystem services. Results show that the transformation from non-irrigated farmland to forestland could potentially improve soil conservation by 24.89%. Soil conservation of restored forest was 78.17% of retained forest while net primary production (NPP) already reached 88.65%, which suggested different recovery rates of NPP and soil conservation. Increasing extent of GFGP implementation improved soil conservation but decreased NPP and water yield at sub-watershed scale, which revealed trade-offs between ecosystem services under ecological restoration. Future ecosystem management and GFGP policy-making should consider trade-offs of ecosystem services in order to achieve sustainable provision of ecosystem services.
Re-Evaluating the Value of Ecosystem Based on Carbon Benefit: A Case Study in Chengdu, China

Abstract:Despite the acknowledged importance of terrestrial ecosystems in achieving carbon neutrality, current carbon accounting predominantly focuses on CO2 uptake, neglecting indirect contributions from ecosystem services, such as temperature regulation and air purification. We established a carbon benefit (C benefit) accounting framework that integrated these services and analyzed the drivers influencing the spatial and temporal changes in the C benefit. It was found that the average annual growth rate of C benefits in Chengdu over the past 20 years was 0.91 Tg/a, and the CO2 emissions reduction due to ecosystem services was 22.47 times that of carbon sinks. Therefore, the contribution of ecosystem regulating services to carbon neutrality cannot be ignored. In addition, the elevation, gross domestic product (GDP), and normalized differential vegetation index (NDVI) are key factors affecting C benefits. It is worth noting that the intensive management of constructed ecosystems can result in significant reductions in ecosystem C benefits. Finally, our findings underline the need for low-carbon policies to not only promote carbon sink projects but also enhance the overall capacity of ecosystem services, which could substantially mitigate global climate change.
China’s three north shelter forest program: cost–benefit analysis and policy implications

Abstract:Sandstorms and soil erosion are serious problems around the world, but particularly in arid northern China. In response to these problems, the Chinese government has implemented the world's largest shelter forest construction project: the Three North Shelter Forest Program (TNSFP). However, we do not know how successful the program has been, because no one has carried out a comprehensive cost–benefit analysis. To analyze the benefits of the different ecological restoration methods implemented under the TNSFP and provide guidance for future ecological restoration efforts, we developed an improved cost–benefit analysis method that considers as many of the benefits and costs (including opportunity costs) as possible, subject to data availability, thereby clarifying the net benefit after accounting for these costs. We found different net benefits for the restoration types implemented under the TNSFP. The lowest net benefit was for afforestation by planting, at − 6.8 × 103 RMB ha−1 year−1, which was negative due to its high costs; in contrast, the highest net benefit was for fruit tree plantations, at 53.3 × 103 RMB ha−1 year−1, and this resulted from its high product value. There were large differences among regions in China, which indicates that the regional governments should adjust the balance among the ecological restoration measures in their region to account for the unique local conditions and maximize the net benefits of ecological restoration.
Evaluation on Ecosystem Service Value of Converting Farmland into Forest and Grassland Project in Loess Hilly and Gully Areas-A Case Study of Ansai County

Abstract:【Objective】 The ecological benefits of Converting Farmland into Forest and Grassland Project could be measured by the increase of ecosystem service value after the conversion.The assessment of the Project's ecosystem service value can validate the Project's impact and provide scientific foundation of policy.【Method】 According to the changes of ecosystem characteristics brought by Converting Farmland into Forest and Grassland Project and the definition of ecosystem service value,six indexes,including soil conservation,water storage,nutrition circulation,assimilation of CO2 and O2 release,air purification and biodiversity protection,were adopted to measure the spatiotemporal changes of ecosystem service function and value in Ansai county combined with a series of scientific methods,also the service value of different vegetation type were evaluated.【Result】 The results indicated,thanks to Converting Farmland into Forest and Grassland Project,the total ecosystem service value of Ansai county increased by 27.95%,from 18.837 billion yuan in 1998 to 24.103 billion yuan in 2005;the service value of water storage was the highest,accounting for nearly 75% of total ecosystem service value,then followed by the soil conservation(11.43%),nutrition circulation(6.83%),assimilation of CO2 and O2 release(3.94%),biodiversity protection(0.54%),the service value of air purification was the lowest,only 0.18% of total ecosystem value;of all the vegetation types,shrub forest had the highest service value,then the grassland,arbor forest and economic forest;as to the per unit area service value,the sequence were arbor forest,shrub forest,grassland,economic forest,cropland.【Conclusion】 As a conclusion,Converting Farmland into Forest and Grassland Project has great significance in environment protection,mainly in controlling water and soil erosion.
Effects of the "conversion of Cropland to Forest and Grassland Program" on the Water Budget of the Jinghe River Catchment in China.

Abstract:In 1999 China adopted the "Conversion of Cropland to Forest and Grassland Program" (CCFGP), a nationwide ecological recovery program, to minimize wide-scale soil erosion and vegetation degradation in China, as well as to improve water budgeting results. In the 10 yr since implementation, the CCFGP has resulted in the recovery and reforestation of >100,000 km of cropland and bare land, though the quantitative effect of this program on catchment water budget is not entirely clear. Therefore, we used the Soil and Water Assessment Tool to evaluate and quantify the effects of the CCFGP on the water budget of the Jinghe River catchment, a tributary of the Yellow River covering the central region of the Loess Plateau. Our results indicated that precipitation had dropped by 12.0% from the 1970s (611.6 mm) to the 2000s (538 mm) and that there was a corresponding 25.2% decrease in humidity index from 0.48 to 0.36. Before the CCFGP's implementation, forest and grassland had been decreasing, while bare land, cropland, and shrub land had been increasing. After the implementation of the CCFGP, the opposite trend was observed. Moreover, streamflow increased by about 15 and 20% for the upstream and middle stream subbasins, respectively, while soil water content also showed an obvious increase. Over the same period, evapotranspiration decreased by 5.2 and 13.5 mm and runoff decreased by 37.5 and 38.6% in the two subbasins. The same trends were obtained in the downstream subbasin, where changes were even greater. As a result of the reduced runoff and evapotranspiration, utilization of water resources was more efficient and ecological environment was improved under the CCFGP policy. Our results indicate the CCFGP resulted in a favorable ecological impact and should therefore be maintained.

Abstract:China's Natural Forest Conservation Program (NFCP) is aimed at improving the fragile and unstable ecological environment and has become one of the largest ecological restoration programs in the world because of its enormous investment and effects. It is important to work out and strengthen new measures to overcome difficulties to promote more ecosystem services and human well‐being in the NFCP. This study focused on how to evaluate the ecosystem services change brought about by implementing the NFCP. Taking the key state‐owned forest areas in the Northeast and Inner Mongolia as the study area, we provide a basic overview of development and construct an evaluation index system and a distributed calculation method for the NFCP to analyze the implications of the NFCP on ecosystem services combined with multi‐source data coupling. An evaluation index system for NFCP ecosystem services was constructed. The system includes five ecological service functions and 12 evaluation indices. The trade‐off and/or synergistic analysis of ecosystem services were carried out. The regional characteristics and changes in the NFCP ecosystem services were emphasized. Although it has not been implemented for a long time, the NFCP has had a great impact on ecosystem services because it reduces soil and water losses, increases soil fertility, strengthens the forest carbon sink and helped the forest accumulate nutrients and purify the atmosphere. Socioeconomic factors affect the NFCP ecosystem services, such as the implementation area of NFCP, investment amount of NFCP, area ratio of nature reserves, and yield of tree stock volume. Policy drivers of the NFCP, changes in the economic structure and reductions in forest yield are the main factors affecting the change in NFCP ecosystem services. Although the NFCP has positively affected the society, the economy, and the ecological environment, it has also generated some problems, such as the improper management of forest resources, shortage of capital investment, staff transfer, etc. The social and economic problems will be transient with implementation of the NFCP, and the structural changes in forestry and agriculture may eventually benefit the forestry workers and other stakeholders.

Abstract:To mitigate unprecedented ecological degradation and to improve human well-being, China has been implementing many large-scale ecosystem service policies. This article highlights three major ones – Nature Reserve System, Natural Forest Conservation Program, and Grain-to-Green Program. Overall, these programs have produced positive biophysical and socioeconomic effects. The implementation of these programs has benefited and will continue to benefit both China and the rest of the world. The experiences and lessons from these programs may also provide insights for many other countries. However, some common issues need to be addressed to improve the effectiveness, efficiency, and sustainability of the programs.
Assessment of Forest Resource Dynamics and Conservation Benefits in China’s Natural Forest Protection Project

Abstract:The Natural Forest Protection Project (NFPP) that was launched in 2000 marked the transformation of China’s forestry from timber production to ecological development. To evaluate NFPP’s outcomes and conservation benefits, this study is based on the forest cover and fractional vegetation cover (FVC) maps to analyze the quantity and the quality of forest resources in NFPP areas. Firstly, we used the cloud-free composition image, high-confidence training sample library, tiled-based random forest (RF) classification algorithm, and time series change detection method to develop the NFPP forest cover maps in 2000, 2010, and 2020. Then, we used morphological spatial pattern analysis (MSPA) to identify the landscape types of ecological significance for the NFPP region from 2000 to 2020. Finally, we examined the changing trends of FVC for the NFPP areas to analyze the spatial and temporal variation of the vegetation coverage. Our results showed that forest areas in the NFPP region have effectively improved during the implementation of the project, there is a 2.09% increase in forest coverage for the NFPP region since the year 2000. Meanwhile, the FVC kept increasing in all regions since the implementation of NFPP, the areas with increased FVC accounted for 78.22% of the total project areas. Results of this study show that the forest resources in the NFPP region are effectively protected and restored, and the implementation effect of the project is significant.

Evaluation of the economic and environmental impact of converting cropland to forest: a case study in Dunhua county, China

Abstract:The Sloping Land Conversion Program (also known as "Grain for Green" or the Upland Conversion Program) for converting cropland to forest is one of China's most ambitious environmental initiatives, and is one of the world's largest land-conservation programs with a budget of RMB 337 billion (over US$ 40 billion). Although environmental impacts have played a vital role in the general reasoning and argumentation for forest plantations, environmental impact analyses have often received less attention than economic analyses in the planning of plantation forestry projects. The overall goal of this paper is to evaluate the program's environmental impact considering the farmer's interests and the potential social benefits due to carbon sequestration in different scenarios based on household and field survey data in Dunhua County. Our findings are that: (1) in many cases, the program did not give adequate consideration to land productivity and environmental heterogeneity when selecting plots; (2) more than half of the reforestation plots were on flat cropland (slopes of less than 5 degrees ); (3) in five of the eight townships, net incomes on reforested land were substantially above or below previous crop incomes, raising questions about the efficiency of the allocation of compensation to farmers participating in the program; (4) the potential carbon co-benefit increased the NPV of the program by 5954-7009 RMB/ha. In conclusion, we recommend that more attention should be paid to the quality of reforestation programs rather than just their scale and note that consideration of potential carbon sequestration co-benefits enhances the benefits of cropland conversion programs.

Abstract:Systematic evaluation of the environmental and socioeconomic effects of Payments for Ecosystem Services (PES) programs is crucial for guiding policy design and implementation. We evaluated the performance of the Natural Forest Conservation Program (NFCP), a national PES program of China, in the Wolong Nature Reserve for giant pandas. The environmental effects of the NFCP were evaluated through a historical trend (1965-2001) analysis of forest cover to estimate a counter-factual (i.e., without-PES) forest cover baseline for 2007. The socioeconomic effects of the NFCP were evaluated using data collected through household interviews carried out before and after NFCP implementation in 2001. Our results suggest that the NFCP was not only significantly associated with increases in forest cover, but also had both positive (e.g., labor reduction for fuelwood collection) and negative (e.g., economic losses due to crop raiding by wildlife) effects on local households. Results from this study emphasize the importance of integrating local conditions and understanding underlying mechanisms to enhance the performance of PES programs. Our findings are useful for the design and implementation of successful conservation policies not only in our study area but also in similar places around the world.
A Comprehensive Evaluation of Benefit of High-Standard Farmland Development in China

Abstract:In 2013, the government officially approved the construction task of developing high-standard farmland, which had been written into the outline of the "12th Five-Year Plan", the "13th Five-Year Plan" and the "14th Five-Year Plan", effectively ensuring the sustainable development of farmland with high and stable yield in China. Moreover, with the rapid progress of urbanization and industrialization, the quality and usage of cultivated land have changed greatly, and the relationship between the economic value, social value and ecological value of land has become increasingly prominent. Whether the development of high-standard farmland, especially the high-standard farmland used for grain production, has achieved the goals of increasing farmers' income, agricultural output and rural development is not clear. Therefore, it is necessary to evaluate the comprehensive benefits of high-standard farmland development in grain production, so as to scientifically measure the results of the development. From the perspective of economic, social and ecological benefits, this paper establishes an entropy weight evaluation index system and a model to evaluate the level and effectiveness of high-standard farmland development from 2013 to 2020 in China. The results show that the high-standard farmland development project has improved the yield of grain and the basic productivity of cultivated land, effectively increased the yields of land in the project area and promoted the protection and improvement of cultivated land quality, which includes soil quality improvement, soil fertility enhancement, pollution control and soil remediation. The project also helped raise the farmers' income levels and improved farmers' agricultural knowledge and skills in the project area. The projects are very beneficial for agricultural production, the farmers' income and rural development. However, there is still a certain gap between the national average level of improvement and the original goal set in the policy. The average grain yield per mu (Note: 1 mu ≈ 0.0667 ha, similarly hereinafter) was expected to be increased by less than 100 kg (the national average was a 40 kg increase), and the degrees of improvement in economic, social, ecological and comprehensive benefits in different project types were also different. In the future, we suggest that the project should be implemented according to local conditions and the features of each region. We should pay attention to the protection of basic farmland quality and further improve grain output to achieve the goal of stabilizing and increasing production.

Abstract:Green buildings can effectively alleviate energy scarcity and improve environmental quality, and are becoming the mainstream mode of transformation and upgrading of the construction industry. It is given great importance by all sectors of society committed to implementing the "carbon peak" and "carbon neutral" goals earnestly. However, the unclear comprehensive benefits of green buildings restrict their development in China. The existing studies tend to be limited to a single aspect, such as economic benefits or environmental benefits. The purpose of this study is to establish a more systematic and complete evaluation system for green buildings' comprehensive benefits. It can increase the consideration of the impact of social and cultural benefits, along with the first two benefits. Firstly, by also considering the triple bottom line principle and benefit principle, four primary indicators and twenty secondary indicators were selected to establish a comprehensive benefit evaluation system for green buildings. Secondly, an improved AHP–FCE method was adopted to determine the weights of each secondary indicator. Finally, the feasibility of the evaluation system was verified through a case study, and some suggestions for improving the comprehensive benefits of green buildings were put forward.

Integrated Evaluation of Payments for Ecosystem Services Programs in China: a Systematic Review

Abstract:Introduction: During the past two decades, payments for ecosystem services (PES) program has become a popular conservation paradigm for realigning socioeconomic costs and benefits among different stakeholders. As billions of investment flows into the natural capital pool, there is growing interest to understand the ecological, economic, and social outcomes of PES programs. China is one of the countries that extensively implements PES programs. Although there is a growing interest to perform impact evaluation of China’s massive PES programs, it is unclear that what existing literature has done, has not done, and should do in the future. Therefore, to guide further research and practices, we conduct a systematic review of studies on China’s PES programs. Results: Our review shows that there are growing impact evaluation studies of PES programs in China. However, the spatial and ecosystem distributions of existing studies are quite uneven. Most case studies were poorly designed, rarely quantified, and evaluated without sophisticated methods. Among the three dimensions of ecological effectiveness, economic efficiency, and social equity, economic efficiency is the least studied. Discussion and Conclusion: We further discuss the challenges and opportunities and provide insights for future research. To improve the understanding and management of natural capital, we call for mainstreaming impact evaluation of ecosystem service policies in China and beyond following the state-of-art procedures.
Effect of salt-tolerant plant growth-promoting rhizobacteria on wheat plants and soil health in a saline environment.

Abstract:Salt-tolerant plant growth-promoting rhizobacteria (ST-PGPR) significantly influence the growth and yield of wheat crops in saline soil. Wheat growth improved in pots with inoculation of all nine ST-PGPR (ECe = 4.3 dS·m(-1) ; greenhouse experiment), while maximum growth and dry biomass was observed in isolate SU18 Arthrobacter sp.; simultaneously, all ST-PGPR improved soil health in treated pot soil over controls. In the field experiment, maximum wheat root dry weight and shoot biomass was observed after inoculation with SU44 B. aquimaris, and SU8 B. aquimaris, respectively, after 60 and 90 days. Isolate SU8 B. aquimaris, induced significantly higher proline and total soluble sugar accumulation in wheat, while isolate SU44 B. aquimaris, resulted in higher accumulation of reducing sugars after 60 days. Percentage nitrogen (N), potassium (K) and phosphorus (P) in leaves of wheat increased significantly after inoculation with ST-PGPR, as compared to un-inoculated plants. Isolate SU47 B. subtilis showed maximum reduction of sodium (Na) content in wheat leaves of about 23% at both 60 and 90 days after sowing, and produced the best yield of around 17.8% more than the control.
A GIS-Based Study on the Layout of the Ecological Monitoring System of the Grain for Green Project in China

Abstract:The Grain for Green Project (GGP) is an essential ecological system protection and restoration measure which can effectively improve the ecological environment. Constructing ecological monitoring system and obtaining ecological parameters can scientifically evaluate the ecological benefits of the GGP, consolidate the existing achievements, take the road of high-quality development, and promote the construction of a national ecological civilization. Firstly, an index system was constructed based on the factors driving forest ecosystem functions, involving climate (thermal and moisture conditions), vegetation types, and typical ecological zones. Then, GIS spatial analysis technology and the merging criteria index method were used to identify GGP ecological function monitoring zones. Finally, according to the scale of the project, the spatial distribution of existing stations, typical ecological zones, and the density of monitoring stations, the eco-efficiency monitoring stations, were arranged in an overall way, which constitutes the GGP ecological monitoring network. The results showed that the ecological function monitoring zones of GGP included 77 divisions, and 99 ecological monitoring stations (20 compatible level-1 stations, 31 compatible level-2 stations, 18 professional level-1 stations, and 30 professional level-2 stations) were arranged. Among them, 83 are located in national major ecosystem protection and restoration engineering areas (NMEPREA), 79 in national ecological fragile areas (NEFA), 41 in national ecological barrier areas (NEBA), and 58 in national key ecological function areas (NKEFA). The proportion of types of NMEPREA, NEFA, NEBA, and NKEFA covered by monitoring is 66.7%, 100%, 100%, and 76%, respectively. The ecological monitoring system of GGP can not only meet the monitoring needs of the GGP but also effectively monitor the effectiveness of protection and restoration of typical ecological zones. In addition, this study can provide a methodological basis for other countries or ecological projects to build a more scientific and reasonable ecological monitoring system.

Abstract:With Kriging interpolation, analytic hierarchy process and grey relational analysis, this paper evaluates the regionalized benefit of China's sloping cropland erosion control (SCEC) during 2011–2015, including the ecological, economic, social benefit and the comprehensive benefit. The results show that, in the ecological benefits, the distribution of soil erosion control degree presents patchy characteristics. The reduction of runoff modulus gradually decreases from southeast to northwest. The reduction of soil erosion modulus is the largest in the Northwest Loess Plateau and the smallest in the Northeast Black Soil Zone. In the economic benefits, the increase in the annual output value per unit land area is characterized by "high in the south and low in the north", but there are patchy high-value areas in central Loess Plateau and the Northern Earthy-Rocky Mountain Zone. The increase in the agricultural population's per capita income is higher in the western area than that in the eastern area. In the social benefits, the per capita grain increase in most of the northern China is larger than that in the south, while the characteristic agricultural development in the south is more advantageous than that in the north. The comprehensive benefit is "high in the south and low in the north; highest in the southwest and lowest in the northeast". The spatial heterogeneity implies the necessity to specify the influencing factors for the SCEC benefit in different areas and take pointed measures to improve the benefit.
