Abstract:Models for water transfer in the crop–soil system are key components of agro-hydrological models for irrigation, fertilizer and pesticide practices. Many of the hydrological models for water transfer in the crop–soil system are either too approximate due to oversimplified algorithms or employ complex numerical schemes. In this paper we developed a simple and sufficiently accurate algorithm which can be easily adopted in agro-hydrological models for the simulation of water dynamics. We used a dual crop coefficient approach proposed by the FAO for estimating potential evaporation and transpiration, and a dynamic model for calculating relative root length distribution on a daily basis. In a small time step of 0.001d, we implemented algorithms separately for actual evaporation, root water uptake and soil water content redistribution by decoupling these processes. The Richards equation describing soil water movement was solved using an integration strategy over the soil layers instead of complex numerical schemes. This drastically simplified the procedures of modeling soil water and led to much shorter computer codes. The validity of the proposed model was tested against data from field experiments on two contrasting soils cropped with wheat. Good agreement was achieved between measurement and simulation of soil water content in various depths collected at intervals during crop growth. This indicates that the model is satisfactory in simulating water transfer in the crop–soil system, and therefore can reliably be adopted in agro-hydrological models. Finally we demonstrated how the developed model could be used to study the effect of changes in the environment such as lowering the groundwater table caused by the construction of a motorway on crop transpiration.
Agricultural watershed conservation and optimization using a participatory hydrological approach

Abstract:Maximizing the impact of agricultural wastewater conservation practices (CP) to achieve total maximum daily load (TMDL) scenarios in agricultural watersheds is a challenge for the practitioners. The complex modeling requirements of sophisticated hydrologic models make their use and interpretation difficult, preventing the inclusion of local watershed stakeholders' knowledge in the development of optimal TMDL scenarios. The present study develops a seamless modeling approach to transform the complex modeling outcomes of Hydrologic Simulation Program Fortran (HSPF) into a simplified participatory framework for developing optimized management scenarios. The study evaluates seven conservation practices in the Pomme de Terre watershed in Minnesota, USA, focusing on sediment and phosphorus pollutant load reductions incorporating farmers' opinions to guide practitioners toward implementing cost-effective CPs. Results show reduced tillage and filter strips are the most cost-effective practices for non-point source pollution reduction, followed by conservation cover perennials. The integration of SAM with HSPF is crucial for sustainable field-scale implementation of conservation practices through enhanced involvement of amateur-modeling stakeholders and farmers directly connected to fields.
Modeling the Effects of Artificial Drainage on Agriculture‐Dominated Watersheds Using a Fully Distributed Integrated Hydrology Model

Abstract:In agriculture‐dominated watersheds where natural drainage is poor, agricultural ditches (narrow engineered channels) and tile drains (perforated pipes) are widely employed to enhance surface and subsurface drainage, respectively. Despite their relatively small scale, these features exert substantial control over the hydro‐biogeochemical function of watersheds and their effects need to be represented in the models. We introduce a novel strategy to incorporate the effects of artificial agricultural drainage into a fully distributed basin‐scale integrated surface‐subsurface hydrology models. In our approach, narrow agriculture ditches for surface drainage are resolved efficiently using ditch‐aligned computational meshes that are hydrologically conditioned to ensure connectivity in the stream/ditch network. For tile drainage in the subsurface, we use the physically based Hooghoudt's drainage equation as a subgrid model and route the water drained through tiles to the nearest ditch. Without site‐specific calibration, this model reproduced observed streamflow in the Portage River Watershed (>1,000 km2) as recorded by a USGS gauge with good accuracy (normalized KGE = 0.81) and outperformed a calibrated SWAT model (normalized KGE = 0.68). Numerical experiments confirm that artificial drainage reduces surface inundations and effectively controls the water table. At the watershed scale, artificial drainage increases baseflow but has little effect on watershed discharges above the 90th percentile. The strong physical underpinnings and reduced need for calibration allow us to study the impacts of artificial drainage on distributed hydrological response in terms of fluxes and states and provide a platform for investigating watershed‐scale nutrient transport.

Improving the identification of hydrologically sensitive areas using LiDAR DEMs for the delineation and mitigation of critical source areas of diffuse pollution

Abstract:Identifying critical source areas (CSAs) of diffuse pollution in agricultural catchments requires the accurate identification of hydrologically sensitive areas (HSAs) at highest propensity for generating surface runoff and transporting pollutants. A new GIS-based HSA Index is presented that improves the identification of HSAs at the sub-field scale by accounting for microtopographic controls. The Index is based on high resolution LiDAR data and a soil topographic index (STI) and also considers the hydrological disconnection of overland flow via topographic impediment from flow sinks. The HSA Index was applied to four intensive agricultural catchments (~7.5-12km(2)) with contrasting topography and soil types, and validated using rainfall-quickflow measurements during saturated winter storm events in 2009-2014. Total flow sink volume capacities ranged from 8298 to 59,584m(3) and caused 8.5-24.2% of overland-flow-generating-areas and 16.8-33.4% of catchment areas to become hydrologically disconnected from the open drainage channel network. HSA maps identified 'breakthrough points' and 'delivery points' along surface runoff pathways as vulnerable points where diffuse pollutants could be transported between fields or delivered to the open drainage network, respectively. Using these as proposed locations for targeting mitigation measures such as riparian buffer strips reduced potential costs compared to blanket implementation within an example agri-environment scheme by 66% and 91% over 1 and 5years respectively, which included LiDAR DEM acquisition costs. The HSA Index can be used as a hydrologically realistic transport component within a fully evolved sub-field scale CSA model, and can also be used to guide the implementation of 'treatment-train' mitigation strategies concurrent with sustainable agricultural intensification.

Abstract:The Bosque River Watershed in Texas is facing a suite of water quality issues including excess sediment, nutrient, and bacteria. The sources of the pollutants are improperly managed cropland and grazing land, dairy manure application, and effluent discharge from wastewater treatment facilities. Several best management practices (BMPs) have been proposed for pollution reduction and watershed protection. The overall objectives of this study were to demonstrate a modeling approach using Soil and Water Assessment Tool (SWAT) model to simulate various BMPs and assess their long-term impacts on sediment and nutrient loads at different spatial levels. The SWAT model was calibrated and validated for long-term annual and monthly flows at Valley Mills and for monthly sediment, total nitrogen (TN) and total phosphorus (TP) at Hico and Valley Mills monitoring locations. The BMPs including streambank stabilization, gully plugs, recharge structures, conservation tillage, terraces, contour farming, manure incorporation, filter strips, and PL-566 reservoirs were simulated in the watershed areas that met the respective practice’s specific criteria for implementation. These BMPs were represented in the pre- and post-conditions by modifying one or more channel parameters (channel cover, erodibility, Manning’s n), curve number (CN), support practice factor (P-factor), filter strip width, and tillage parameters (mixing efficiency, mixing depth). The BMPs were simulated individually and the resulting Hydrologic Response Units (HRUs), subwatershed, and watershed level impacts were quantified for each BMP. Sensitivity of model output values to input parameters used to represent the BMPs was also evaluated. Implementing individual BMPs reduced sediment loads from 3% to 37% and TN loads from 1% to 24% at the watershed outlet; however, the changes in TP loads ranged from 3% increase to 30% decrease. Higher reductions were simulated at the subwatershed and HRU levels. Among the parameters analyzed for sensitivity, P-factor and CN were most sensitive followed by Manning’s n. The TN and TP outputs were not sensitive to channel cover. This study showed that the SWAT modeling approach could be used to simulate and assess the effectiveness of agricultural best management practices.

Abstract:Digital Elevation Model (DEM) is one of the most important controlling factors determining the simulation accuracy of hydraulic models. However, the currently available global topographic data is confronted with limitations for application in 2-D hydraulic modeling, mainly due to the existence of vegetation bias, random errors and insufficient spatial resolution. A hydraulic correction method (HCM) for the SRTM DEM is proposed in this study to improve modeling accuracy. Firstly, we employ the global vegetation corrected DEM (i.e. Bare-Earth DEM), developed from the SRTM DEM to include both vegetation height and SRTM vegetation signal. Then, a newly released DEM, removing both vegetation bias and random errors (i.e. Multi-Error Removed DEM), is employed to overcome the limitation of height errors. Last, an approach to correct the Multi-Error Removed DEM is presented to account for the insufficiency of spatial resolution, ensuring flow connectivity of the river networks. The approach involves: (a) extracting river networks from the Multi-Error Removed DEM using an automated algorithm in ArcGIS; (b) correcting the location and layout of extracted streams with the aid of Google Earth platform and Remote Sensing imagery; and (c) removing the positive biases of the raised segment in the river networks based on bed slope to generate the hydraulically corrected DEM. The proposed HCM utilizes easily available data and tools to improve the flow connectivity of river networks without manual adjustment. To demonstrate the advantages of HCM, an extreme flood event in Huifa River Basin (China) is simulated on the original DEM, Bare-Earth DEM, Multi-Error removed DEM, and hydraulically corrected DEM using an integrated hydrologic-hydraulic model. A comparative analysis is subsequently performed to assess the simulation accuracy and performance of four different DEMs and favorable results have been obtained on the corrected DEM. Abstract:Adopting the right agricultural conservation practices (CPs) at the right place is critical to maximizing water quality benefits. The Agricultural Conservation Planning Framework (ACPF) tool identifies all potential CPs and their locations within a target watershed based on the landscape characteristics. The ACPF tool suggests hundreds of CP locations in a watershed, making it challenging to prioritize the CP implementation. We develop and demonstrate an efficient approach using a multicriteria ranking technique for prioritizing the CPs suggested by ACPF, considering pollution hotspots and CP cost and effectiveness to support decision-makers. The pollution hotspots are estimated with simulations from an ecohydrological model, the Soil and Water Assessment Tool (SWAT). The CP cost and effectiveness were estimated from CP installation costs and pollutant reduction efficiencies from the literature. The methodology was demonstrated in the Conewago and Mahantango watersheds in Pennsylvania, US, for grassed waterways (GWWs) and water and sediment control basins (WASCOBs) for sediment load reduction. Multiple CP prioritization scenarios were evaluated with individual and combined criteria for reductions in total sediment load, yield (loading per area), and cost. In single criterion-based prioritization, the cost-based and load-based prioritization indicated cost efficiency and fewer CPs, respectively. The yield-based approach correctly prioritized CPs in sediment loss hotspots in the case study watersheds; however, it needed more CPs to meet the target reductions. The multicriteria approach efficiently prioritized CPs in sediment hotspots to meet target reductions. Although this approach was demonstrated in two case study watersheds and for sediment loss reduction, it is applicable for any location or pollutant for which similar input variables can be provided, thereby providing a means for prioritizing the results of ACPF for implementation in the Mid-Atlantic region of the US.

A framework to assess suitability of global digital elevation models for hydrodynamic modelling in data scarce regions

Abstract:With increase in availability of global Digital Elevation Models (DEMs) that are derived from distinctive techniques with varying characteristics, it is essentially required to assess their accuracies prior to use them in the flood inundation modelling, especially in urban catchments. In the present study, firstly, the vertical accuracy of the global DEMs is assessed using datasets of three independent Ground Control Point (GCP) measurements while accounting for the spatial and temporal variabilities with respect to DEM data acquisitions. Next, we investigate their suitability for flood inundation modelling by developing hydrodynamic models. The accuracy of global DEMs, viz. SRTM, MERIT, AW3D30, COPDEM30, TanDEM-X 12, TanDEM-X 90, FABDEM, and CartoDEM are assessed for Lower Tapi Basin (LTB), India using ICESat-1 and ICESat-2 laser altimetry, and GNSS surveyed locations. The potential of TanDEM-X 12 DEM for deriving Digital Terrain Model (DTM) from the Digital Surface Model (DSM) has been explored by adopting Simple Morphological Filter (SMRF) and void-filling approaches. Finally, a comprehensive performance evaluation of these DEMs that includes DSMs and DTMs in flood inundation modelling is carried out by simulating the severe fluvial flood event of magnitude 25,768 m 3 /sec that occurred in the year 2006 in LTB through 1D-2D coupled Hydro-Dynamic (HD) models using HEC-RAS software. Prior to development of HD models using global DEMs and DTMs as terrain layer, a benchmark model has been simulated for the same event with terrain layer as topographic surveyed contours of the basin. The least flood depth error has been observed for the FABDEM model (RMSE: 1.59 m), followed by the model with terrain topography as the derived "TanDEM-X 12 DTM-AMP-HEM-EVF" (RMSE: 1.88 m). On the other hand, the HD model based on TanDEM-X 12 DTM AMP-HEM-EVF has been able to simulate flood inundation extent better than the FABDEM model for the same flood event in the basin with Critical Success Index (CSI) scores 0.91 and 0.81 respectively. The TanDEM-X 12 DTM-AMP-HEM-EVF terrain-based model indicated consistently superior results in capturing flood inundation extent, leaving behind all the DSMs whose CSI scores are found to be less than 50 %. The global DEMs that are inherently DSMs in nature are unsuitable for flood inundation modelling as they fail to capture the flood pathways in urban topographies with precision. From the systematic framework followed in the present study, it is inferred that the processed TanDEM-X 12 DEM for the removal of artifacts could be a successful replacement to obtain bare-earth topography. In the absence of TanDEM-X 12 DEM, the freely available FABDEM can be used as an alternative source for terrain layer in flood modelling as its results are comparable to the derived terrain topography of TanDEM-X 12 DEM. The study is one of the first to assess the performance of FABDEM in flood modelling of coastal urban floodplain.

Abstract:<p>Modeling agriculture-impacted hydrological processes remains a challenge, as information on irrigation activities is often insufficient. This study developed modules for emulating high-resolution irrigation activities and representing water management policies in integrated hydrologic modeling. The new modeling approach was implemented in China's second largest endorheic river basin with intensive irrigation and exemplary environmental flow regulation. Pumping management is found to impact the hydrological regime at the basin scale and modulate the tradeoff between ecological services and agriculture. Limiting the groundwater level decline within one meter would lead to a 3.9% decrease in cropland evapotranspiration in the middle basin and a 1.5% increase in the environmental flow towards the lower basin. Environmental flow regulation and pumping management have both synergistic and offset effects, reflecting a complex water-agriculture-ecosystem nexus in this basin. This modeling study suggests heterogeneous and dynamic groundwater management policies in water-limited areas and unravels threshold effects in the policies.</p>

Abstract:We present an innovative approach to explore water management options in irrigated agriculture considering the constraints of water availability and the heterogeneity of irrigation system properties. The method is two-folds: (i) system characterization using a stochastic data assimilation procedure where the irrigation system properties and operational management practices are estimated using remote sensing (RS) data; and (ii) water management optimization where we explored water management options under various levels of water availability. We set up a soil–water–atmosphere–plant model (SWAP) in a deterministic–stochastic mode for regional modeling. The distributed data, e.g. sowing dates, irrigation practices, soil properties, depth to groundwater and water quality, required as inputs for the regional modeling were estimated by minimizing the residuals between the distributions of field-scale evapotranspiration (ET) simulated by the regional application of SWAP, and by surface energy balance algorithm for land (SEBAL) using two Landsat7 ETM+ images. The derived distributed data were used as inputs in exploring water management options. Genetic algorithm was used in data assimilation and water management optimizations. The case study was conducted in Bata minor (lateral canal), Kaithal, Haryana, India during 2000–2001 rabi (dry) season. Our results showed that under limited water condition, regional wheat yield could improve further if water and crop management practices are considered simultaneously and not independently. Adjusting sowing dates and their distribution in the irrigated area could improve the regional yield, which also complements the practice of deficit irrigation when water availability is largely a constraint. This result was also found in agreement with the scenario that water is non-limited with the exception that the farmers have more degrees of freedom in their agricultural activities. An improvement of the regional yield to 8.5% is expected under the current scenario.

Evaluating preprocessing methods of digital elevation models for hydrological modelling

Abstract:With the introduction of high‐resolution digital elevation models, it is possible to use digital terrain analysis to extract small streams. In order to map streams correctly, it is necessary to remove errors and artificial sinks in the digital elevation models. This step is known as preprocessing and will allow water to move across a digital landscape. However, new challenges are introduced with increasing resolution because the effect of anthropogenic artefacts such as road embankments and bridges increases with increased resolution. These are problematic during the preprocessing step because they are elevated above the surrounding landscape and act as artificial dams. The aims of this study were to evaluate the effect of different preprocessing methods such as breaching and filling on digital elevation models with different resolutions (2, 4, 8, and 16 m) and to evaluate which preprocessing methods most accurately route water across road impoundments at actual culvert locations. A unique dataset with over 30,000 field‐mapped road culverts was used to assess the accuracy of stream networks derived from digital elevation models using different preprocessing methods. Our results showed that the accuracy of stream networks increases with increasing resolution. Breaching created the most accurate stream networks on all resolutions, whereas filling was the least accurate. Burning streams from the topographic map across roads from the topographic map increased the accuracy for all methods and resolutions. In addition, the impact in terms of change in area and absolute volume between original and preprocessed digital elevation models was smaller for breaching than for filling. With the appropriate methods, it is possible to extract accurate stream networks from high‐resolution digital elevation models with extensive road networks, thus providing forest managers with stream networks that can be used when planning operations in wet areas or areas near streams to prevent rutting, sediment transport, and mercury export.

Assessing SWAT+ Performance in Simulating Drainage Water Management and Parameter Transferability for Watershed-Scale Applications

Abstract:Drainage Water Management (DWM) is widely implemented to mitigate nutrient outflow from tile-drained croplands. However, the performance of process-based hydrological models in simulating DWM remains untested. This study aimed to assess the Soil and Water Assessment Tool (SWAT+) in simulating daily tile flow for a paired DWM field site in eastern South Dakota. Additionally, it sought to develop a method for determining the transferability of field-scale model parameterization to the surrounding watershed. Field-scale SWAT+ yielded satisfactory results during the calibration period (2016–2017) (East: NSE = 0.82, PBIAS = -26.8, RSR = 0.42; West: NSE = 0.75, PBIAS = -30.5, RSR = 0.5) and validation period (2018) (East: NSE = 0.71, PBIAS = -17, RSR = 0.55; West: NSE = 0.81, PBIAS = -4.6, RSR = 0.44) for each half of the experimental site. Further, ten-year SWAT+ simulations for the calibrated site showed an average annual reduction of 6.5 ± 1.7 mm in tile flow across the field due to DWM. Additionally, the study utilized remotely sensed Evapotranspiration to demonstrate that the calibrated site's model parametrization could be transferred to only 28 % to 46 % of surrounding croplands each year. Overall, the implications of the study extend beyond South Dakota, making the proposed research applicable to other geographical regions with tiled croplands as well.

Abstract:It is essential to identify the dominant flow paths, hot spots and hot periods of hydrological nitrate-nitrogen (NO3-N) losses for developing nitrogen loads reduction strategies in agricultural watersheds. Coupled biogeochemical transformations and hydrological connectivity regulate the spatiotemporal dynamics of water and NO3-N export along surface and subsurface flows. However, modeling performance is usually limited by the oversimplification of natural and human-managed processes and insufficient representation of spatiotemporally varied hydrological and biogeochemical cycles in agricultural watersheds. In this study, we improved a spatially distributed process-based hydro-ecological model (DLEM-catchment) and applied the model to four tile-drained catchments with mixed agricultural management and diverse landscape in Iowa, Midwestern US. The quantitative statistics show that the improved model well reproduced the daily and monthly water discharge, NO3-N concentration and loading measured from 2015 to 2019 in all four catchments. The model estimation shows that subsurface flow (tile flow + lateral flow) dominates the discharge (70-75%) and NO3-N loading (77-82%) over the years. However, the contributions of tile drainage and lateral flow vary remarkably among catchments due to different tile-drained area percentages and the presence of farmed potholes (former depressional wetlands that have been drained for agricultural production). Furthermore, we found that agricultural management (e.g. tillage and fertilizer management) and catchment characteristics (e.g. soil properties, farmed potholes, and tile drainage) play important roles in predicting the spatial distributions of NO3-N leaching and loading. The simulated results reveal that the model improvements in representing water retention capacity (snow processes, soil roughness, and farmed potholes) and tile drainage improved model performance in estimating discharge and NO3-N export at a daily time step, while improvement of agricultural management mainly impacts NO3-N export prediction. This study underlines the necessity of characterizing catchment properties, agricultural management practices, flow-specific NO3-N movement, and spatial heterogeneity of NO3-N fluxes for accurately simulating water quality dynamics and predicting the impacts of agricultural conservation nutrient reduction strategies.

Abstract:Despite the availability of robust agricultural models, the successful on-ground implementation of all Best Management Practices (BMPs) remains elusive due to the lack of consideration for farmers' preferences. This study develops a unique network-based optimization technique coupled with Soil and Water Assessment Tool (SWAT) which delineates combined set of cost-effective BMPs at field-scale based on farmer's conservation identity in Ganges River Basin, India. SWAT was calibrated and validated using 10-year monthly discharge and nitrate data, and the selected BMPs were simulated using sequential uncertainty fitting framework. Farmers belonging to the Shahpur subdistrict were found to have the maximum normalized conservation identity of 90%, whereas the northeastern portion of the watershed contributed a maximum nitrate load of 7.5 – 9.92 kg/acre to the watershed outlet. An optimized combination of BMPs (riparian buffer-conservation tillage) with an efficiency of 0.28 was obtained through the modified network technique that targeted subbasins of the Morna subdistrict using farmer conservation identities. The results provide valuable guidance for watershed modelers, conservation planners, and researchers in pinpointing regions for targeted farmer training, subsidies, and other initiatives aimed at facilitating prompt field-scale BMP adoption. A flexible feature of the approach is its ability to modify the BMP action plans by replacing even technically feasible, cost-effective combinations based on farmers' preferences.

Abstract:Understanding the soil and hydrologic processes in agricultural watersheds are vital for reliable assessments of water quantity and quality to support integrated river basin management. However, deriving hydrology-relevant information is complicated in flat data-scarce agricultural watersheds due to constraints in watershed delineation, flat topography, poor natural drainage, and irregular irrigation schedules by human intervention. The study aimed to improve the applicability of the Soil and Water Assessment Tool (SWAT) model to simulate daily flow and NO3 concentrations in a flat data-scarce agricultural watershed in the Lower Seyhan Plain (LSP) in Turkey. Refined digitized stream networks, discharge data derived from fully equipped gauging stations, and satellite data (Landsat 7 ETM+, Aster GDEM, etc.) had to be integrated into the modeling process to improve the simulation quality. The model was calibrated using a 2-year (2011–2012) dataset of streamflow and NO3 using the Sequential Uncertainty Fitting (SUFI-2) approach and validated from 2013 to 2018. Daily water yields were predicted with a reasonable simulation accuracy (E values ranging from 0.53 to 0.82 and percent bias (PBIAS) from 0 to +4.1). The results proved that integrating redefined stream networks to SWAT within a Geographic Information System (GIS) environment increases the simulation capability of flow and nitrate dynamics efficiently. Automated delineation of these networks and sub-basins at low topographic transitions limits the SWAT accuracy.

Abstract:Abstract The objective of this study is to identify the optimal spatial distribution of Best Management Practices (BMPs) to reduce total phosphorus (TP) runoff from agricultural land in the largest Canadian watershed draining into Lake Erie, the Great Lake most vulnerable to eutrophication. BMP measures include reduced fertilizer application, cover crops, buffer strips, and the restoration of wetlands. Environmental SWAT model results feed into a spatial optimization procedure using two separate objective functions to distinguish between public BMP program implementation costs (PIC) on the one hand and farmers’ private pollution abatement costs (PAC) on the other hand. The latter account for the opportunity costs of land retirement and changing land productivity. PAC are initially lower than PIC but exceed the latter after 30% of the annual TP baseline load is eliminated. This suggests that under optimal conditions existing grant and incentive payments cover the economic costs farmers face up to a maximum of 30% of the baseline load reduction. Imposing further reductions of up to 40% results in a cost to farmers of almost $52 million per year. This is 45% higher than the optimal solution based on PIC and therefore not deemed incentive‐compatible under the watershed's existing cost‐sharing scheme.

Abstract:Growing drought hazard and water demand for agriculture, ecosystem conservation, and tourism in the Hungarian Drava river floodplain call for novel approaches to maintain wetland habitats and enhance agricultural productivity. Floodplain rehabilitation should be viewed as a complex landscape ecological issue which, beyond water management goals to relieve water deficit, ensures a high level of provision for a broad range of ecosystem services. This paper explores the hydrological feasibility of alternative water management, i.e., the restoration of natural reservoirs (abandoned paleochannels) to mitigate water shortage problems. To predict the efficiency of the project, an integrated surface water (Wetspass-M) and groundwater model (MODFLOW-NWT) was developed and calibrated with an eight-year data series. Different management scenarios for two natural reservoirs were simulated with filling rates ranging from 0.5 m3 s−1 to 1.5 m3 s−1. In both instances, a natural reservoir with a feeding rate of 1 m3 s−1 was found to be the best scenario. In this case 14 days of filling are required to reach the possible maximum reservoir stage of +2 m. The first meter rise increases the saturation of soil pores and the second creates an open surface water body. Two filling periods per year, each lasting for around 180 days, are required. The simulated water balance shows that reservoir–groundwater interactions are mainly governed by the inflow into and outflow from the reservoir. Such an integrated management scheme is applicable for floodplain rehabilitation in other regions with similar hydromorphological conditions and hazards, too.

Abstract:It is imperative to understand the interconnectedness of water use and hydrological impacts for water policy design underlying varying hydrological conditions across space and over time. However, such analysis remains difficult, constrained by the lack of appropriate modeling tools that fully integrate water policies, water use, and hydrological processes with high spatiotemporal resolutions. To address this challenge, this study proposes a distributed policy design scheme featuring spatially variable and temporally dynamic policies for conjunctive surface water‐groundwater management in large river basins. A fully integrated modeling framework is developed to tightly couple (a) an agent‐based model for farmers' water use under distributed water policies and (b) a physically based hydrological model for surface water‐groundwater processes. The modeling framework is applied to the Heihe River Basin to assess water use and hydrological impacts under distributed water policies. By using the distributed policy scheme to adjust a water policy (e.g., groundwater tax) across space and over time, we found that hydrological outcomes can be improved without adversely reducing agricultural water supply. For example, by shifting the implementation of a high groundwater tax from dry to wet years, a rise of the water table by 0.28 m (0.03–0.95 m across different irrigation districts) can be achieved while the total water supply is maintained at a similar level. Furthermore, hydrological externality effects among nearby districts can be explicitly identified and quantified based on assessments of spatially varying water policies. This study highlights the need for water policy design to consider spatiotemporal variations in the physical hydrological system. Abstract:Low Impact Development (LID) measures have proven to be effective in reducing the runoff volume and the peak of runoff at small spatial scales. Assessment of the hydrological impacts of LID measures at river basin scales is currently limited by the absence of adequate physically-based process models that can simulate LID processes at such scales. In this study, an attempt has been made to develop LID modules to simulate the water balance and hydrological processes based on the Multi-Layer Green-Ampt (MLGA) infiltration method, which is an advancement to the existing LID modeling techniques. The performance of the MLGA-based LID modules was benchmarked with the process-intensive numerical tool HYDRUS 1D for about 5000 soil samples across the soil textural classes. The results indicated that the MLGA-based model simulates the hydrological processes in close agreement with HYDRUS for soils with moderate-to-high hydraulic conductivity values, which are amenable for LID implementation.
