Abstract:Background: A large proportion of the tropical rain forests of central Africa undergo periodic selective logging for timber harvesting. The REDD+ mechanism could promote less intensive logging if revenue from the additional carbon stored in the forest compensates financially for the reduced timber yield. Results: Carbon stocks, and timber yields, and their associated values, were predicted at the scale of a forest concession in Gabon over a project scenario of 40 yr with reduced logging intensity. Considering that the timber contribution margin (i.e. the selling price of timber minus its production costs) varies between 10 and US$40 m -3, the minimum price of carbon that enables carbon revenues to compensate forgone timber benefits ranges between US$4.4 and US$25.9/tCO 2 depending on the management scenario implemented. Conclusions: Where multiple suppliers of emission reductions compete in a REDD+ carbon market, tropical timber companies are likely to change their management practices only if very favourable conditions are met, namely if the timber contribution margin remains low enough and if alternative management practices and associated incentives are appropriately chosen.

Abstract:Abstract Although tropical forests harbour most of the terrestrial carbon and biological diversity on Earth they continue to be deforested or degraded at high rates. In Amazonia, the largest tropical forest on Earth, a sixth of the remaining natural forests is formally dedicated to timber extraction through selective logging. Reconciling timber extraction with the provision of other ecosystem services (ES) remains a major challenge for forest managers and policy-makers. This study applies a spatial optimisation of logging in Amazonian production forests to analyse potential trade-offs between timber extraction and recovery, carbon storage, and biodiversity conservation. Current logging regulations with unique cutting cycles result in sub-optimal ES-use efficiency. Long-term timber provision would require the adoption of a land-sharing strategy that involves extensive low-intensity logging, although high transport and road-building costs might make this approach economically unattractive. By contrast, retention of carbon and biodiversity would be enhanced by a land-sparing strategy restricting high-intensive logging to designated areas such as the outer fringes of the region. Depending on management goals and societal demands, either choice will substantially influence the future of Amazonian forests. Overall, our results highlight the need for revaluation of current logging regulations and regional cooperation among Amazonian countries to enhance coherent and trans-boundary forest management.

The REDD+ scheme of the United Nations Framework Convention on Climate Change has provided opportunities to manage tropical forests for timber production and carbon emission reductions. To determine the appropriate logging techniques, we analyzed potential timber production and carbon emission reductions under two logging techniques over a 40-year period of selective logging. We found that use of reduced-impact logging (RIL) techniques alone in tropical production forests (PdF) could reduce carbon emissions equivalent to 29–50% of net emissions from tropical deforestation and land use change, while also supplying 45% of global round-wood demand. Adopting RIL plus other improvements (RIL+) in forest management (adopting forest certification and DNA timber tracking to prevent illegal logging) and wood conversion practices (adopting technology to increase recovery of sawn wood), would result in increasing long-term carbon storage in sawn-wood and reduce logging-induced fire-prone wood wastes by 14–184%. For this to happen, about US$2 billion or $1.86 per Mg CO2 in financial incentives are needed annually for parties to adopt RIL+ and to prevent premature re-entry logging. Our findings suggest that future climate policies should explicitly include RIL+ to satisfy the “sustainable management of forests” proviso in the REDD+ scheme, and also count carbon in wood products as eligible credits for trading.

Abstract:The Legal Amazon of Brazil holds vast mangrove forests, but a lack of awareness of their value has prevented their inclusion into results-based payments established by the United Nations Framework Convention on Climate Change. Based on an inventory from over 190 forest plots in Amazon mangroves, we estimate total ecosystem carbon stocks of 468 ± 67 Megagrams (Mg) ha −1 ; which are significantly higher than Brazilian upland biomes currently included into national carbon offset financing. Conversion of mangroves results in potential emissions of 1228 Mg CO 2 e ha −1 , which are 3-fold higher than land use emissions from conversion of the Amazon rainforest. Our work provides the foundation for the inclusion of mangroves in Brazil's intended Nationally Determined Contribution, and here we show that halting mangrove deforestation in the Legal Amazon would generate avoided emissions of 0.9 ± 0.3 Teragrams (Tg) CO 2 e yr −1 ; which is equivalent to the annual carbon accumulation in 82,400 ha of secondary forests.

Abstract:Abstract Carbon finance projects that protect tropical forests could support both nature conservation and climate change mitigation goals. Global demand for nature-based carbon credits is outpacing their supply, due partly to gaps in knowledge needed to inform and prioritize investment decisions. Here, we show that at current carbon market prices the protection of tropical forests can generate investible carbon amounting to 1.8 (±1.1) GtCO 2 e yr −1 globally. We further show that financially viable carbon projects could generate return-on-investment amounting to $46.0b y −1 in net present value (Asia-Pacific: $24.6b y −1 ; Americas: $19.1b y −1 ; Africa: $2.4b y −1 ). However, we also find that ~80% (1.24 billion ha) of forest carbon sites would be financially unviable for failing to break even over the project lifetime. From a conservation perspective, unless carbon prices increase in the future, it is imperative to implement other conservation interventions, in addition to carbon finance, to safeguard carbon stocks and biodiversity in vulnerable forests.

Abstract:Annual forest loss in the Brazilian Amazon had in 2012 declined to less than 5,000 sqkm, from over 27,000 in 2004. Mounting empirical evidence suggests that changes in Brazilian law enforcement strategy and the related governance system may account for a large share of the overall success in curbing deforestation rates. At the same time, Brazil is experimenting with alternative approaches to compensate farmers for conservation actions through economic incentives, such as payments for environmental services, at various administrative levels. We develop a spatially explicit simulation model for deforestation decisions in response to policy incentives and disincentives. The model builds on elements of optimal enforcement theory and introduces the notion of imperfect payment contract enforcement in the context of avoided deforestation. We implement the simulations using official deforestation statistics and data collected from field-based forest law enforcement operations in the Amazon region. We show that a large-scale integration of payments with the existing regulatory enforcement strategy involves a tradeoff between the cost-effectiveness of forest conservation and landholder incomes. Introducing payments as a complementary policy measure increases policy implementation cost, reduces income losses for those hit hardest by law enforcement, and can provide additional income to some land users. The magnitude of the tradeoff varies in space, depending on deforestation patterns, conservation opportunity and enforcement costs. Enforcement effectiveness becomes a key determinant of efficiency in the overall policy mix.

Abstract:Brazil recently began granting timber concessions in public forests to promote sustainable forest use. The effectiveness of this strategy hinges on the design and implementation of the concessions themselves as well as their competitive position within the logging sector as a whole. There is, however, a lack of information on the competitive interaction between legal and illegal logging and its effects on concessions profits. We address this knowledge gap by using a spatially explicit simulation model of the Amazon timber industry to examine the potential impact of illegal logging on timber concessions allocation and profits in a 30-year harvest cycle. In a scenario in which illegal logging takes place outside concessions, including private and public "undesignated" lands, concession harvested area would decrease by 59% due to competition with illegal logging. Moreover, 29 out of 39 National Forests (≈74%) would experience a decrease in harvested area. This "leakage" effect could reduce concession net rents by up to USD 1.3 Billion after 30 years. Federal and State "undesignated" lands, if not adequately protected, could have 40% of their total volume illegally harvested in 30 years. Our results reinforce the need to invest in tackling illegal logging, if the government wants the forest concessions program to be successful.
Generating carbon finance through avoided deforestation and its potential to create climatic, conservation and human development benefits

Abstract:Recent proposals to compensate developing countries for reducing emissions from deforestation (RED) under forthcoming climate change mitigation regimes are receiving increasing attention. Here we demonstrate that if RED credits were traded on international carbon markets, even moderate decreases in deforestation rates could generate billions of Euros annually for tropical forest conservation. We also discuss the main challenges for a RED mechanism that delivers real climatic benefits. These include providing sufficient incentives while only rewarding deforestation reductions beyond business-as-usual scenarios, addressing risks arising from forest degradation and international leakage, and ensuring permanence of emission reductions. Governance may become a formidable challenge for RED because some countries with the highest RED potentials score poorly on governance indices. In addition to climate mitigation, RED funds could help achieve substantial co-benefits for biodiversity conservation and human development. However, this will probably require targeted additional support because the highest biodiversity threats and human development needs may exist in countries that have limited income potentials from RED. In conclusion, how successfully a market-based RED mechanism can contribute to climate change mitigation, conservation and development will strongly depend on accompanying measures and carefully designed incentive structures involving governments, business, as well as the conservation and development communities.
Better RED than dead: paying the people for environmental services in Amazonia

Abstract:The introduction of payments for environmental services (PES) offers an opportunity for traditional and indigenous populations to be compensated for contributing to carbon sequestration in meeting the challenge of ameliorating global warming. As one mechanism among several for promoting biodiversity conservation and sustainable development, pro-poor PES initiatives could eventually be incorporated into an international post-Koyoto framework to encourage reduced emissions from deforestation. Brazil's Proambiente PES scheme for small farmers in Amazonia has enjoyed some limited success, but it has fallen short of expectations. Its performance has been undermined by the lack of a national legal framework, limited funding, reduced implementation capacity, poor cross-sector collaboration and incompatibility with existing regional development policies. These challenges are being addressed by the federal government in cooperation with civil society with a view to scaling up Proambiente into a national programme.

Abstract:Approximately 2.5 × 10 6 square kilometers of the Amazon forest are currently degraded by fire, edge effects, timber extraction, and/or extreme drought, representing 38% of all remaining forests in the region. Carbon emissions from this degradation total up to 0.2 petagrams of carbon per year (Pg C year −1 ), which is equivalent to, if not greater than, the emissions from Amazon deforestation (0.06 to 0.21 Pg C year −1 ). Amazon forest degradation can reduce dry-season evapotranspiration by up to 34% and cause as much biodiversity loss as deforestation in human-modified landscapes, generating uneven socioeconomic burdens, mainly to forest dwellers. Projections indicate that degradation will remain a dominant source of carbon emissions independent of deforestation rates. Policies to tackle degradation should be integrated with efforts to curb deforestation and complemented with innovative measures addressing the disturbances that degrade the Amazon forest.

Abstract:Carbon losses from forest degradation and disturbances are significant and growing sources of emissions in the Brazilian Amazon. Between 2003 and 2019, degradation and disturbance accounted for 44% of forest carbon losses in the region, compared with 56% from deforestation (forest clearing). We found that land tenure played a decisive role in explaining these carbon losses, with Undesignated Public Forests and Other Lands (e.g., private properties) accounting for the majority (82%) of losses during the study period. Illegal deforestation and land grabbing in Undesignated Public Forests widespread and increasingly are important drivers of forest carbon emissions from the region. In contrast, indigenous Territories and Protected Natural Areas had the lowest emissions, demonstrating their effectiveness in preventing deforestation and maintaining carbon stocks. These trends underscore the urgent need to develop reliable systems for monitoring and reporting on carbon losses from forest degradation and disturbance. Together with improved governance, such actions will be crucial for Brazil to reduce pressure on standing forests; strengthen Indigenous land rights; and design effective climate mitigation strategies needed to achieve its national and international climate commitments.
Financial assessment of community forest management: lessons from a cross-sectional study of timber management systems in the Brazilian Amazon

Abstract:To understand the financial feasibility of externally-driven community forestry management (CFM), this study assesses twelve CFM systems in the Brazilian Amazon classified as particularly successful by supporting organizations. The study showed that significant investments were necessary to set up the initiatives, including pre-financing the annual operational costs. Only three of the twelve management systems were found to be financially viable. These successful cases were able to follow the Reduced Impact Logging (RIL) guidelines due to the large scale of their operations. The smaller initiatives were not financially autonomous. The findings indicate that the legal regulations and technical principles of the CFM approach do not correspond to the capacities and realities of typical local forest users in the Brazilian Amazon. There is an urgent need to better adapt this approach to the interests and capacities of local resource users.

Abstract:Tropical rainforests of Latin America (LATAM) are one of the world's largest carbon sinks, with substantial future carbon sequestration potential and contributing a major proportion of the global supply of forest carbon credits. LATAM is poised to contribute predominantly towards high-quality forest carbon offset projects designed to reduce emissions from deforestation and forest degradation, halt biodiversity loss, and provide equitable conservation benefits to people. Thus, carbon markets, including compliance carbon markets and voluntary carbon markets continue to expand in LATAM. However, the extent of the growth and status of forest carbon markets, pricing initiatives, stakeholders, amongst others, are yet to be explored and extensively reviewed for the entire LATAM region. Against this backdrop, we reviewed a total of 299 articles, including peer-reviewed and non-scientific gray literature sources, from January 2010 to March 2023. Herein, based on the extensive literature review, we present the results and provide perspectives classified into five categories: (i) the status and recent trends of forest carbon markets (ii) the interested parties and their role in the forest carbon markets, (iii) the measurement, reporting and verification (MRV) approaches and role of remote sensing, (iv) the challenges, and (v) the benefits, opportunities, future directions and recommendations to enhance forest carbon markets in LATAM. Despite the substantial challenges, better governance structures for forest carbon markets can increase the number, quality and integrity of projects and support the carbon sequestration capacity of the rainforests of LATAM. Due to the complex and extensive nature of forest carbon projects in LATAM, emerging technologies like remote sensing can enable scale and reduce technical barriers to MRV, if properly benchmarked. The future directions and recommendations provided are intended to improve upon the existing infrastructure and governance mechanisms, and encourage further participation from the public and private sectors in forest carbon markets in LATAM.

Abstract:The Amazon Forest is an unquestionable cradle of planetary biological diversity and plays a fundamental role in regional and global climate change regulation. Annual deforestation rates in the Brazilian Amazon have gone up since 2012, presenting a grim scenario for 2021. The majority of this deforestation is illegal, but a significant proportion, 11.3 million hectares of forest in privately owned land, can be legally deforested and impact local climate, compromising Brazil’s Nationally Determined Contribution (NDC) to the Paris Agreement. Thus, a fundamental question remains: how can we avoid potentially legal deforestation? Farmers and ranchers who have the right to deforest have long demanded financial incentives to keep their forests standing, but few (if any) mechanisms exist to achieve it. We developed a compensation mechanism called CONSERV, hypothesizing that legal deforestation can be avoided through targeted compensation. CONSERV can potentially contribute to climate change mitigation and foster business models geared towards conservation and increased agricultural productivity when implemented at scale. We present CONSERV’s concept and potential to become an operational mechanism for Payment for Ecosystem Services/REDD + in line with Brazil’s Native Vegetation Protection Law and NDC commitment. Furthermore, we introduce some ideas on how CONSERV ensures permanence and minimizes leakage while gaining scale. To successfully maintain climatic stability and ecosystems, we need to reduce deforestation, both illegal and legal. CONSERV can help us solve the latter.
Accounting for deep soil carbon in tropical forest conservation payments

Abstract:Secondary tropical forests are at the forefront of deforestation pressures. They store large amounts of carbon, which, if compensated for to avoid net emissions associated with conversion to non-forest uses, may help advance tropical forest conservation. We measured above- and below-ground carbon stocks down to 1 m soil depth across a secondary forest and in oil palm plantations in Malaysia. We calculated net carbon losses when converting secondary forests to oil palm plantations and estimated payments to avoid net emissions arising from land conversion to a 22-year oil palm rotation, based on land opportunity costs per hectare. We explored how estimates would vary between forests by also extracting carbon stock data for primary forest from the literature. When tree and soil carbon was accounted for, payments of US$18-51 tCO2-1 for secondary forests and US$14-40 tCO2-1 for primary forest would equal opportunity costs associated with oil palm plantations per hectare. If detailed assessments of soil carbon were not accounted for, payments to offset opportunity costs would need to be considerably higher for secondary forests (US$28-80 tCO2-1). These results show that assessment of carbon stocks down to 1 m soil depth in tropical forests can substantially influence the estimated value of avoided-emission payments.

Abstract:Land use has a critical role to play in both climate change mitigation and biodiversity conservation, and increasingly there have been calls to integrate policies for concurrently meeting Paris Agreement commitments and the UN decade on ecosystem restoration 2021–2030. Currently however, investment activities have been dominated by climate change mitigation activities, including through the development of carbon markets (both voluntary and compliance markets). Whilst climate change mitigation is to be welcomed, the prioritization of carbon in avoided deforestation and reforestation can lead to suboptimal or negative outcomes for biodiversity. Restoration of degraded native vegetation may provide an opportunity for concurrent production of both carbon and biodiversity benefits, by harnessing existing carbon markets without the need to trade-off biodiversity outcomes. Here we demonstrate that carbon sequestered by restoring degraded temperate woodland can pay the price of the restored biodiversity. This is shown using conservative carbon prices in an established market (during both a voluntary and compliance market phase), and the restoration price revealed by a 10-year conservation incentive payment scheme. When recovery rates are high, market prices for carbon could pay the full price of restoration, with additional independent investment needed in cases where recovery trajectories are slower. Using carbon markets to fund restoration of degraded native vegetation thereby provides a solution for constrained resources and problematic trade-offs between carbon and biodiversity outcomes. Multi-attribute markets offer the potential to greatly increase the extent of restoration for biodiversity conservation, while providing an affordable source of carbon sequestration and enhancing economic benefits to landowners.

Abstract:A new variant of the normal minor component Hb A2 has been detected in a family that lives in Sphaki�, Crete. Chemical studies of this abnormal hemoglobin, designated Hb A2 δ Sphaki�, indicates a substitution of the histidyl residue number two of the δ-chain by an arginyl residue.

Abstract:Climate policy will create both disincentives and incentives for tropical deforestation. Disincentives if the carbon emissions from forest clearing are priced, as is currently being discussed within the United Nations Framework Convention on Climate Change (UNFCCC); incentives as a price on carbon will increase the demand for carbon-neutral energy sources, including bioenergy, making deforestation for biomass cultivation increasingly profitable. The question is whether the increased cost for forest clearing, through the price on carbon emissions, will be enough to counter-balance the increased profitability of deforestation through the escalating value of agricultural land. In an attempt to answer this question we analyze the profitability of tropical deforestation and subsequent bioenergy production, taking oil palm plantations as an illustrative example. We estimate that deforesting for palm oil bioenergy production is likely to remain highly profitable, even in the face of a price on the carbon emissions from forest clearing. Current efforts to include carbon emissions from tropical deforestation in a future international climate regime, while a step in the right direction, may therefore not suffice as protection for the world's tropical forests. Additional, and stronger, protection measures for the world's tropical forests will still be needed.

Abstract:This work aims to evaluate alternatives to conciliate economic growth and the Amazon preservation. For this, we measured the economic costs to preserve the Brazilian Amazon by simulating a zero-deforestation policy. We also evaluate the scenario of deforestation in Brazil in the last decades. We observed a marked growth in deforestation starting in 2014. However, in the last two years, such growth has been even more expressive, which shows the urgency of thinking in multiple ways for the problem of deforestation in the Amazon Biome. Through an economic model for Brazil, we simulated a shock on land use, which shows that there are negative effects on economic dynamism in the Amazon region and that, through a spillover effect, there may be even higher rates of greenhouse gas emissions. This work also shows that the problem of deforestation in the Amazon does not mean only the issue of reducing deforestation rates, but that it must be accompanied by a serious and plural policy aiming to reduce regional inequalities. Finally, a public and private effort is needed so that sustainable practices become more widespread and information about the importance of maintaining the forest standing and conserving the biome can be disseminated.

Abstract:Abstract The Amazon is the largest continuous tropical forest in the world and plays a key role in the global carbon cycle. Human-induced disturbances and climate change have impacted the Amazon carbon balance. Here we conduct a comprehensive analysis of state-of-the-art estimates of the contemporary land carbon fluxes in the Amazon. Over the whole Amazon region bottom-up methodologies suggest a small average carbon sink over 2010-2020, in contrast with a carbon small source simulated by top-down inversions (2010-2018). However, these estimates are not significantly different from one another when accounting for their large individual uncertainties, highlighting remaining knowledge gaps, and urgent need to reduce such uncertainties. Nevertheless, both methodologies agreed on an Amazon net carbon source during recent climate extremes and that south-eastern Amazon was a net land carbon source over the whole study period (2010-2020). Overall, our results point to increasing human-induced disturbances (deforestation and forest degradation by wildfires) and reduction in the old-growth forest sink during drought. If the current trends in deforestation and forest degradation and regional drying continue, it will have negative implications for reducing carbon emissions and maintaining globally important natural carbon stocks, as part of the requirements for achieving the Paris Agreement goals.
