Abstract:Early childhood education programs, particularly Head Start, have been both the hope and frustration of early childhood education advocates, policy makers, and early childhood educators. The hope was, and is, that early childhood programs increase school readiness and lead to successful school experiences for young children living in poverty. The frustrations are, and have been, in the results of program evaluations, which find little evidence to support program effectiveness. Initial evaluations were disappointing at best (Westinghouse, 1969). Results from the recently released report on the third grade follow-up to the Head Start Impact Study (US Department of Health and Human Services, 2012) did find some positive effects for children who attended for one year. However, when comparisons were made at the end of first and third grades between children who had attended and those who had not, most differences had dissipated. The authors note that long-term or “sleeper” effects could emerge for these cohorts in the future years as has been found for participants in the Perry Preschool Program (Heckman, 2008; Schweinhart & Weikart, 1997). These studies found significant differences between children enrolled in the Perry Preschool Project and those in the control group.

Abstract:Decades of research suggest that both Head Start and public pre-kindergarten (pre-k) programs boost low-income preschoolers' kindergarten skills. What is not yet well understood is whether there are relative advantages of transitioning from Head Start after 1 year into a school-based public pre-k program for the year immediately before kindergarten for children's developing cognitive and self-regulation skills. This is an important question, because in many communities Head Start and school-based pre-k programs provide competing early education options for low-income 4-year-olds, leaving policymakers, educators, and parents wondering which pathway best promotes the mix of skills predictive of success in elementary school. Only one study—conducted prior to significant recent demographic and policy changes affecting early education and focused exclusively on cognitive outcomes—has addressed this question. We extend that work with contemporary data on 362 low-income children to assess the relative advantages for both kindergarten cognitive and self-regulatory skills of 2 years of Head Start before kindergarten versus transitioning from Head Start to school-based pre-k at age 4. The child sample was evenly split by gender and diverse in race/ethnicity (50% Hispanic/Latinx; 36% Black; 7% White). Results showed that children who transitioned after 1 year of Head Start to school-based pre-k at age 4 showed marginally higher kindergarten literacy (d = .13) and significantly greater math (d = .18) skills than children who remained in Head Start for a second year, but there were no significant differences in kindergarten self-regulatory skills. The Lasting Effects of Early-Childhood Education on Promoting the Skills and Social Mobility of Disadvantaged African Americans and Their Children

Abstract:This paper demonstrates the long-term intragenerational and intergenerational benefits of the HighScope Perry Preschool Project, which targeted disadvantaged African-American children. We use newly collected data on the original participants through late middle age and on their children into their mid-twenties. We document long-lasting improvements in the original participants' skills, marriage stability, earnings, criminal behavior, and health. Beneficial program impacts through the childrearing years translate into better family environments for their children leading to intergenerational gains. Children of the original participants have higher levels of education and employment, lower levels of criminal activity, and better health than children of the controls.

Abstract:We demonstrate the social efficiency of investing in high-quality early childhood education using newly collected data from the HighScope Perry Preschool Project. The data analyzed are the longest follow-up of any randomized early childhood education program. Annual observations of participant outcomes up to midlife allow us to provide a cost-benefit analysis without relying on forecasts. Adult outcomes on the participants' children and siblings allow us to quantify spillover benefits. The program generates a benefit-cost ratio of 6.0 (p-value = 0.03). Spillover benefits increase this ratio to 7.5 (p-value = 0.00).

Abstract:Attendance in U.S. preschools has risen substantially in recent decades, but gaps in enrollment between children from advantaged and disadvantaged families remain. Using data from the Early Childhood Longitudinal Study, Kindergarten Class of 1998–1999, we analyze the effect of participation in child care and early education on children’s school readiness as measured by early reading and math skills in kindergarten and first grade. We find that children who attended a center or school-based preschool program in the year before school entry perform better on assessments of reading and math skills upon beginning kindergarten, after controlling for a host of family background and other factors that might be associated with selection into early education programs and relatively high academic skills. This advantage persists when children’s skills are measured in the spring of kindergarten and first grade, and children who attended early education programs are also less likely to be retained in kindergarten. In most instances, the effects are largest for disadvantaged groups, raising the possibility that policies promoting preschool enrollment of children from disadvantaged families might help to narrow the school readiness gap.

Abstract:In this article, we use data from the Head Start Impact Study to assess the effect of attending preschool at ages three and four on cognitive and behavioral skills and whether these effects depreciate and fadeout or result in dynamic complementarities that affect skills. Evidence from our analyses suggests that effects of preschool depreciated significantly within a year and that there were no positive dynamic complementarities that offset depreciation. Furthermore, our findings suggest that only a small fraction of the accumulation of cognitive and behavioral skills from ages three to four and four to five can be explained by preschool attendance limiting its ability to address racial and socioeconomic disadvantages in child development.

Abstract:We discuss the evidence on the effectiveness of preschool programs using results from three well-known intervention studies: the Chicago Child–Parent Centers, High/Scope Perry Preschool Program, and the Carolina Abecedarian Project. Results from cost–benefit analyses of other programs for younger and older children also are reported. Given that the Child–Parent Center Program is an established, large-scale preschool program for which a cost–benefit analysis has been recently completed, we focus on this program. We examine the longer-term effects in more detail and we investigate the robustness of estimates used in the cost–benefit analysis. Depending on the assumptions made, our results indicate that the benefit–cost ratio for the preschool program offered by the Child–Parent Centers ranges from $5.98–$10.15. We find strong evidence that the consistently positive economic returns of high-quality preschool programs exceed most other educational interventions, especially those that begin during the school-age years such as reduced class sizes in the elementary grades, grade retention, and youth job training.

Abstract:This paper formulates a structural dynamic programming model of preschool investment choices of altruistic parents and then empirically estimates the structural parameters of the model using the NLSY79 data. The paper finds that preschool investment significantly boosts cognitive and non-cognitive skills, which enhance earnings and school outcomes. It also finds that a standard Mincer earnings function, by omitting measures of non-cognitive skills on the right-hand side, overestimates the rate of return to schooling. From the estimated equilibrium Markov process, the paper studies the nature of within generation earnings distribution, intergenerational earnings mobility, and schooling mobility. The paper finds that a tax-financed free preschool program for the children of poor socioeconomic status generates positive net gains to the society in terms of average earnings, higher intergenerational earnings mobility, and schooling mobility.

Abstract:This paper analyzes the impact of comprehensive and universal early childhood development programs on educational outcomes during middle childhood. I exploit the birth eligibility cutoff of a pioneer intervention of this type in Chile and use administrative data on grade point averages and standardized test scores. Program exposure raises standardized math scores by 1.8% of a standard deviation, standardized reading scores by 4.0% of a standard deviation, and grade point averages by 0.03% of a standard deviation. I find that socioeconomically vulnerable children benefit less from program exposure. The educational marginal value of public funds indicates that the program is beneficial overall and pays for itself.

Abstract:Public preschool enhances consequential long-term education, economic, and health outcomes in adolescence and adulthood. One much-hypothesized—but rarely tested—explanation is that preschool predicts improved executive functioning (EF) in middle childhood. Our study provides empirical support linking preschool to middle childhood EF. We draw on a large, racially-diverse sample of children from low-income families in Tulsa, OK ( N = 685, M age at 3rd = 8.5 years), home to a nationally-recognized universal public preschool program administered in school-based pre-k and Head Start classrooms. Using propensity score weighting, we compare the 3rd grade EF skills of children who attended school-based pre-k or Head Start to those who did not. School-based pre-k attendance predicts better impulse control and working memory skills in 3rd grade ( d = .35–.37); Head Start attendance predicts better working memory ( d = .47). This evidence highlights public preschool's potential to promote the EF skills of diverse children from low-income families into middle childhood.

Abstract:We summarize the available evidence on the extent to which expenditures on early childhood education programs constitute worthy social investments in the human capital of children. We provide an overview of existing early childhood education programs, and then summarize results from a substantial body of methodologically sound evaluations of the impacts of early childhood education. The evidence supports few unqualified conclusions. Many early childhood education programs appear to boost cognitive ability and early school achievement in the short run. However, most of them show smaller impacts than those generated by the best-known programs, and their cognitive impacts largely disappear within a few years. Despite this fade-out, long-run follow-ups from a handful of well-known programs show lasting positive effects on such outcomes as greater educational attainment, higher earnings, and lower rates of crime. It is uncertain what skills, behaviors, or developmental processes are particularly important in producing these longer-run impacts. Our review also describes different models of human development used by social scientists, examines heterogeneous results across groups, and tries to identify the ingredients of early childhood education programs that are most likely to improve the performance of these programs.

Abstract:The 1962-67 High/Scope Perry Preschool Program, a well-known experimental early childhood intervention study that provided quality preschool education to disadvantaged children, has been shown to have had positive impacts on early child development and on a variety of adulthood outcomes. However, most previous analyses have only examined average treatment effects across all program participants without exploring possible effect heterogeneity by children's background characteristics. We investigated this question by first using the 1964-65 Current Population Survey data in combination with the Perry data to construct a scale of child socioeconomic status based on the estimated propensity for inclusion in the Perry program, then analyzing effect heterogeneity within the Perry sample by strata of our socioeconomic scale. We found that the treatment effects of enrollment in the Perry preschool on cognitive and non-cognitive skills were much larger and more persistent among the most disadvantaged children than among others in the Perry program. Furthermore, among the most disadvantaged children, the treatment (i.e., preschool enrollment) affects later outcomes through a reinforcement mechanism of skill development (i.e., early cognitive gain leads to a non-cognitive gain, which in turn leads to later cognitive gain) and a sequential improvement of cognitive skills over time. These findings have important implications for the evaluation of policy interventions in early child development using experimental data.

Abstract:This paper examines the long-term impacts on health and healthy behaviors of two of the oldest and most widely cited U.S. early childhood interventions evaluated by the method of randomization with long-term follow-up: the Perry Preschool Project (PPP) and the Carolina Abecedarian Project (ABC). There are pronounced gender effects strongly favoring boys, although there are also effects for girls. Dynamic mediation analyses show a significant role played by improved childhood traits, above and beyond the effects of experimentally enhanced adult socioeconomic status. These results show the potential of early life interventions for promoting health.

Abstract:This study investigated the contributions of curriculum approach and parent involvement to the short- and long-term effects of preschool participation in the Title I Chicago Child-Parent Centers. Data came from the complete cohort of 989 low-income children (93% African American) in the Chicago Longitudinal Study, who attended preschool in the 20 Child-Parent Centers in 1983-1985 and kindergarten in 1985-1986. We found that implementation of an instructional approach rated high by Head Teachers in teacher-directed and child-initiated activities was most consistently associated with children’s outcomes, including school readiness at kindergarten entry, reading achievement in third and eighth grades, and avoidance of grade retention. Parent involvement in school activities, as rated by teachers and by parents, was independently associated with child outcomes from school readiness at kindergarten entry to eighth grade reading achievement and grade retention above and beyond the influence of curriculum approach. Findings indicate that instructional approaches that blend a teacher-directed focus with child-initiated activities and parental school involvement are origins of the long-term effects of participation in the Child-Parent Centers.

Abstract:Using hierarchical linear modeling, the present study aimed to examine whether targeted intervention strategies implemented individually during a preschool program exhibited any short-term and long-term effects on children’s school readiness in kindergarten, utilizing data gathered through the Supporting Partnerships to Assure Ready Kids (SPARK) initiative. Outcome measures included scales from the Preschool and Kindergarten Behavior Scales and Bracken Basic Concept Scales. The short-term effects highlighted the intervention strategy of age-appropriate well-designed learning materials that effectively excelled children in overall conceptual development. We found no long-term effects of any intervention strategy on school readiness (SPARK children did not exhibit any statistically significant gains in school readiness measures in kindergarten).

Abstract:The growing use of composite materials on aircraft structures has attracted much attention for the impact monitoring as a kind of structural health monitoring method. Uniform linear sensor array (ULSA)‐based multiple signal classification (MUSIC) technology is a promising method because of its directional scanning ability and easy arrangement of the sensor array. However, the monitoring range of ULSA‐based MUSIC method is 0°–180°, and its beamforming properties degrade at angles close to 0° and 180°. Besides, the ULSA‐based MUSIC methods proposed require the knowledge of the direction dependent velocity profile obtained by additional experiments. This article presents a novel two‐dimensional (2‐D) plum‐blossom sensor array (PBSA)‐based MUSIC method. First, the velocity propagating at the specific direction is estimated by impact signal itself using PBSA directly. Second, 2‐D PBSA‐based MUSIC method well realizes omnidirectional 0°–360° impact localization of composite structures. Experimental results show its successful performance on epoxy laminate plate and complex composite structure.
Parent education as a mandatory component of preschool: Effects on middle-class, educationally advantaged parents and children

Abstract:Data from 127 middle-class, educationally advantaged parents and their preschool children were used to explore the effects of participation in a mandatory parent education component of a university preschool program. Employing four conditions of parent education participation and preschool attendance, the study assessed parental attitude, parents' involvement in 20-min, one-on-one activities with their preschool child, and child outcome measures of IQ and social competency. Findings indicated that (a) the majority of the parents in the sample already possessed attitudes consistent with those espoused by the parent education program; (b) significantly more parents who had participated in parent education engaged in weekly 20-min, one-on-one activities with their preschool child; (c) participation in parent education was associated with an increase in the number of parent-child 20-min, one-on-one activities for fathers and a decrease for mothers; and (d) preschool, but not parent, education was linked to gains on child competency measures.

Abstract:Research Findings: The purpose of this study was to examine the potential contribution of teacher–child interactions to residualized Inhibitory Control (IC) gains over approximately a six-month period for preschoolers from predominantly low-income households. The study also explored whether the association between quality of teacher–child interactions and IC gains depends on children’s IC skills upon classroom entry and their household income-to-needs ratio. The study included 169 preschoolers from 51 classrooms in a Head Start program run by an agency in a large city in Oklahoma. Children’s IC skills were assessed in fall (time 1) and spring (time 2), and teacher–child interaction quality was observed at fall (i.e., September through November). Results from Hierarchical Linear Modeling (HLM) did not show significant effects of high-quality teacher–child interactions on residualized IC gains over six months. However, results showed that children who initially presented poor IC skills displayed higher gains in their IC skills at spring when they were in classrooms practicing high-quality teacher–child interactions, as defined by emotional support and classroom organization. Practice or Policy: Emotionally supportive and well-organized classrooms in Head Start programs may benefit early IC development, especially for children presenting poor IC skills at classroom entry.
