Abstract:California is challenged by its worst drought in 600 years and faces future water uncertainty. Pioneering new data infrastructure to integrate water use data across California's more than a thousand water providers will support water managers in ensuring water reliability. The California Data Collaborative is a coalition of municipal water utilities serving ten percent of California's population who are delivering on that promise by centralizing customer water use data in a recently completed pilot project. This project overview describes tools that have shown promising early results in improving water efficiency programs and optimizing system operations. Longer term, these tools will help navigate future uncertainty and support water managers in ensuring water reliability no matter what the future holds. The uniquely publicly-owned data infrastructure deployed in this project is envisioned to enable the world's first "marketplace of civic analytics" to power the volume of water efficiency measurements water managers require at a radically more cost effective price. More broadly, this data-utility approach is adaptable to domains other than water and shows specific potential for the broader universe of natural resources.

Abstract:The long-term success of safely managed drinking water systems requires participation from many stakeholders, especially the water users, but also community leaders, technical experts, health practitioners, teachers, NGOs, and others. However, people may need to be empowered before they can be confident or able to contribute to meaningful decision making or governance roles in Water Partnerships. Discussions with water leaders from nine organizations on four continents revealed surprisingly a similar three-step approach to empowering end-user participation in water management. The first step is creating the Awareness of local water challenges and their impact on health. The second step is Education about the options for safe water. Together, Awareness + Education lead to people understanding their challenges and being able to devise a locally appropriate solution. The third step is Resources for water action. Through Awareness, Education, and Resources, water stakeholders including households can be empowered to participate in safely managing drinking water solutions.

Abstract:An event-driven, urban, drinking water quality early warning and control system (DEWS) is proposed to cope with China’s urgent need for protecting its urban drinking water. The DEWS has a web service structure and provides users with water quality monitoring functions, water quality early warning functions, and water quality accident decision-making functions. The DEWS functionality is guided by the principles of control theory and risk assessment as applied to the feedback control of urban water supply systems. The DEWS has been deployed in several large Chinese cities and found to perform well insofar as water quality early warning and emergency decision-making is concerned. This paper describes a DEWS for urban water quality protection that has been developed in China.

Abstract:Extant literature reveals limited examination of risk management strategies and tools to support decision-making for sustainable water management in the private sector in Ontario, Canada. Moreover, a gap persists in understanding how water risks are prioritized and managed in the private sector. Addressing these gaps, this transdisciplinary study applied a novel normative-analytical risk governance theoretical framework to water security risks, which combines analytical risk estimation with normative priorities and insights of practitioners, to develop contextually-attuned water risk management strategies and a decision-support tool. Using mixed methods, the study first employed a survey to elicit practitioner priorities for seven water risk indicators and investigated water risk management approaches. Then, interviews were conducted to obtain in-depth understanding about the priorities, strategies, opportunities, and role of trust in water risk management. The study found that a combination of regulatory, voluntary, and multi-stakeholder participatory approaches is needed, contingent on the severity of water risks, sector, location, and context. Moreover, the criteria of flexibility, efficiency, strategic incentives, and economic and regulatory signals, are essential. Finally, using secondary data analysis, the study integrated interdisciplinary risk data with practitioner priorities to develop a first-of-a-kind decision-support tool for water risk management in Ontario, 'WATR-DST'. WATR-DST is an automated tool that applies the study's findings and assists multi-sector water-related decisions, practices, and investments, by providing contextually-attuned risk information in a user-friendly format. Based on the user inputs (location, sector, and source type), it displays the severity of seven water risks, qualitative themes under public and media attention, and recommends water risk management strategies. Thus, the study contributes to knowledge in sustainability management, risk analysis, and environmental management, by demonstrating the novel application of the normative-analytical framework for water risk management in the private sector. WATR-DST is a key contribution envisioned to improve multi-sector water-related decisions in Ontario.

Abstract:Periodic monitoring of groundwater quality at industrial and commercial sites generates large volumes of spatiotemporal concentration data. Data modelling is typically restricted to either the analysis of monotonic trends in individual wells, or independent fitting of spatial concentration distributions (e.g. Kriging) to separate monitoring time periods. Neither of these techniques satisfactorily elucidate the interaction between spatial and temporal components of the data. Potential negative consequences include an incomplete understanding of groundwater plume dynamics, which can lead to the selection of inappropriate remedial strategies. The GroundWater Spatiotemporal Data Analysis Tool (GWSDAT) is a user friendly, open source, decision support tool that has been developed to address these issues. Uniquely, GWSDAT applies a spatiotemporal model for a more coherent and smooth interpretation of the interaction in spatial and time-series components of groundwater solute concentrations. GWSDAT has been designed to work with standard groundwater monitoring data sets, and has no special data requirements. Data entry is via a standardised Microsoft Excel input template. The underlying statistical modelling and graphical output are generated using R. This paper describes in detail the various plotting options available and how the graphical user interface can be used for rapid, rigorous and interactive trend analysis with facilitated report generation. GWSDAT has been used extensively in the assessment of soil and groundwater conditions at Shell's downstream assets and the discussion section describes the benefits of its applied use. These include rapid interpretation of complex data sets, early identification of new spills, detection of off-site plume migration and simplified preparation of groundwater monitoring reports - all of which facilitate expedited risk assessment and remediation.

Abstract:Water is an increasingly precious resource in California as years of drought, climate change, pollution, as well as an expanding population have all stressed the state's drinking water supplies. Currently, there are increasing concerns about whether regulated and unregulated contaminants in drinking water are linked to a variety of human-health outcomes particularly in socially disadvantaged communities with a history of health risks. To begin to address this data gap by broadly assessing contaminant mixture exposures, the current study was designed to collect tapwater samples from communities in Gold Country, the San Francisco Bay Area, two regions of the Central Valley (Merced/Fresno and Kern counties), and southeast Los Angeles for 251 organic chemicals and 32 inorganic constituents. Sampling prioritized low-income areas with suspected water quality challenges and elevated breast cancer rates. Results indicated that mixtures of regulated and unregulated contaminants were observed frequently in tapwater throughout the areas studied and the types and concentrations of detected contaminants varied by region, drinking-water source, and size of the public water system. Multiple exceedances of enforceable maximum contaminant level(s) (MCL), non-enforceable MCL goal(s) (MCLG), and other health advisories combined with frequent exceedances of benchmark-based hazard indices were also observed in samples collected in all five of the study regions. Given the current focus on improving water quality in socially disadvantaged communities, our study highlights the importance of assessing mixed-contaminant exposures in drinking water at the point of consumption to adequately address human-health concerns (e.g., breast cancer risk). Data from this pilot study provide a foundation for future studies across a greater number of communities in California to assess potential linkages between breast cancer rates and tapwater contaminants.

Abstract:OBJECTIVE To explore a new method of isolation and culture of eccrine sweat gland ductal cells from human split-thickness skin graft in vitro. METHODS Human split-thickness skin graft which was presented by volunteer (n = 10) was digested with type II collagenase, and then sweat gland duct were isolated from the split-thickness skin graft, primary cultures were incubated at 37 degrees C in humidified atmosphere of 5% CO2, 95% O2. The cultured eccrine sweat gland ductal cells were identified by analysis CEA, CK8, CK18, CK19 antigens expression with flow cytometry, RT-PCR and Western Blot, and by detecting the electrophysiology with whole cell patch clamp technology. RESULTS The isolated eccrine sweat gland ductal cells could grow by adhering to the wall, proliferate in vitro after 48 h of adhering to the wall, and confluens after 2 - 4 weeks of adhering to the wall. The FACs analysis showed the expression of CEA was (90.26 +/- 1.12)%, (89.70 +/- 1.43)%, and CK8 was (94.41 +/- 1.84)%, (93.65 +/- 1.63)% in primary cultured sweat gland ductal cells and primary cultured eccrine sweat gland cells, respectively, and there is no significant difference between the two groups (P > 0.05). Immunocytochemistry staining showed CEA, CK8, CK18, CK19 was positive in sweat gland duct cells, RT-PCR revealed that CEA, CK8, CK18 and CK19 gene expression in sweat gland ductal cells, and Western Blot analysis showed the expression of CEA brand, CK8 brand, CK18 brand, and CK19 brand in sweat gland ductal cells, patch clamp indicated that this cells has distinct amiloride sensitive Na(+) channels. CONCLUSIONS The cultured human eccrine sweat gland duct cells in vitro display the markers and biological characteristics of sweat gland epithelial lineage, and this method of digest the split-thickness skin graft to get the sweat gland duct cells is better than classical dissect sweat gland under dissect microscope.
Development and evaluation of public‐supply community water service area boundaries for the conterminous United States

Abstract:The water service area dataset, derived from the National Boundary Dataset for public‐supply water systems in the United States, offers a detailed resolution surpassing county‐level assessments, emphasizing water‐centric land use. Crucial for linking populations and infrastructure to system withdrawals, it supports the creation of a national public‐supply water‐use model, enhancing accuracy in estimating water use and distinguishing between publicly supplied and self‐supplied domestic water use. Integrating tabular water system data strengthens the national water‐use model by enabling tracking of withdrawal locations, source water, and water quality. Evaluated against U.S. Census‐derived population datasets, 16 state‐provided water service area datasets, and two national land use datasets, the study covers 22,849 community water systems, excluding most small systems serving fewer than 1000 people. Robust correlations between water service areas (WSAs) and satellite‐sourced urban and exurban land use types facilitate tracking changes over time. A comparison of state and national datasets for population and WSAs reveals discrepancies ranging from 5% to 73% in state‐level populations and 0% to 167% in state‐level WSAs. Significant differences can be attributed to the exclusion of sizable incorporated and unincorporated areas in the state‐based datasets. Additional comparisons of major metropolitan areas exhibit differences ranging from 2% to 56%.
“Good Luck Fixing the Problem”: Small Low-Income Community Participation in Collaborative Groundwater Governance and Implications for Drinking Water Source Protection

Abstract:There is increasing interest in the potential of source water protection to address chronic challenges with small systems and rural drinking water provision. Such a planning and management approach to increasing safe drinking water access, however, will likely require leveraging multi-stakeholder collaborative governance venues to this effect. This paper investigates the prospects of doing so using the case of California's groundwater reform process known as the Sustainable Groundwater Management Act or SGMA. Interviews with drinking water stakeholders from small low-income communities in the San Joaquin Valley show how existing power and resource disparities limit the prospects of integrating rural drinking water priorities into regional planning. Long-term, more fundamental changes will be needed to meaningfully transform water management in this direction. Short-term state intervention is needed to protect equity and public good goals, raising potential contradictions between devolved water management and improved drinking water access that need to be addressed.

Abstract:Addressing resilience, sustainability, and water resource conservation has become increasingly important in the modern world. Challenges arise due to periodic droughts, climate change, and seasonal variability in areas with limited freshwater availability. Therefore, implementing and promoting water reuse is essential. Rainwater harvesting (RWH) is one such alternative, offering benefits in conserving water resources and mitigating droughts while reducing urban flooding and costs by generating alternative lower-cost water sources. Providing users with knowledge of available volumes for harvesting, including homeowners and governmental entities, is key to encouraging this practice. Hydrological data and geographic information systems are fundamental for managing, designing, and projecting rainwater harvesting practices. However, no tools currently integrate this information at multiple scales with current and future climate scenarios. This research aimed to develop a multi-scale assessment tool named H2O HARVEST, for evaluating the availability and potential of rainwater harvesting. Additional benefits of the H2O HARVEST app include aiding decision-making by national governmental entities and analyzing potential future scenarios for homeowner users. The app also provides regulatory policy information at the state level. We offer an app with the necessary capabilities to bridge the technology gap and promote rainwater harvesting practices. Our research demonstrated that RWH has the potential to be a sustainable water reuse practice. For more than 50% of the states, the RWH could supply at least 50% of the water demand. The regions of the US with the greatest potential are the Central and East.

Abstract:This study looks at water quality monitoring and management as a new form of community engagement. Through a series of a unique research method called `design hackathons', we engaged with a hyperlocal community of citizens who are actively involved in monitoring and management of their local watershed. These design hackathons sought to understand the motivation, practices, collaboration and experiences of these citizens. Qualitative analysis of data revealed the nature of the complex stakeholder network, workflow practices, initiatives to engage with a larger community, current state of technological infrastructure being used, and innovative design scenarios proposed by the hackathon participants. Based on this comprehensive analysis, we conceptualize water quality monitoring and management as community-based monitoring and management, and water data as community data. Such a conceptualization sheds light on how these practices can help in preempting water crisis by empowering citizens through increased awareness, active participation and informal learning of water data and resources.

Abstract:Data is a dominant force during the decision-making process. It can help determine which roads to expand and the optimal location for a grocery store. Data can also be used to influence which schools to open or to shutter and "appropriate" city services to continue or discontinue. Considered fact-based, objective, and impartial, data can trump emotional appeals during the final evaluation of a project; thus creating a power imbalance between those with the resources to access data and those without. Most often left behind are communities already struggling to stay afloat due to years of disinvestment by market forces and external decision-makers. For long ignored residents in Atlanta's Westside neighborhoods, the burden of inaccessible data continuously thwarts their opportunity for mobility. However, with the advent of the internet and the global push for open data, access to information is no longer solely in the hands of those with power, influence and money. Online tools, like the Westside Communities Alliance (WCA) Data Dashboard, quickly disseminate data to those most impacted by "data driven decision-making," thus creating the potential of a genuinely equitable society. Based out of the Georgia Institute of Technology, the WCA works to build and sustain relationships among constituencies located in West Atlanta with the goal to strengthen partnerships around issues of common concern. The creation of the Data Dashboard stemmed from a recognized community desire for more localized control and the need for improvements to the communities' overall prosperity. Development of the site progressed through significant engagement between the WCA, community groups, and local agencies. The Dashboard takes the vast abundance of data and synthesizes it into a format that is both visually and geographically user-friendly. Through different portals, users can access neighborhood-level data around demographics, housing, education, and history that is formatting in a way that is easily accessible and understandable. The site includes qualitative research that goes beyond data and stats to give a totality of the community. By allowing West Atlanta advocacy groups to easily retrieve data, the WCA Data Dashboard empowers residents, nonprofits, and neighborhood associations to be full participants in the decision-making process.

Abstract:In the arid and semi-arid Western U.S., access to water is regulated through a legal system of water rights. Individuals, companies, organizations, municipalities, and tribal entities have documents that declare their water rights. State water regulatory agencies collate and maintain these records, which can be used in legal disputes over access to water. While these records are publicly available data in all Western U.S. states, the data have not yet been readily available in digital form from all states. Furthermore, there are many differences in data format, terminology, and definitions between state water regulatory agencies. Here, we have collected water rights data from 11 Western U.S. state agencies, harmonized terminology and use definitions, formatted them for consistency, and tied them to a Western U.S.-wide shapefile of water administrative boundaries.

Abstract:Increasingly scarce water resources and growing global populations have exacerbated the problems of water quality in river systems and freshwaters in general. New monitoring methodologies and tools to democratize access to water quality information are needed if we are to reach ambitious societal objectives such as the UN Sustainable Development Goals and the European Green Deal. Here we present a cloud-based system for producing publicly accessible real time water quality forecasts coupled to novel biosensor technology. Short term forecasts of water quality impairments, e.g., as cyanobacteria blooms, sediment plumes and toxic pollution incidents are increasingly relevant both to citizens and stakeholders. Here, we present a new cloud based system that utilizes satellite data to produce real time forecasts of flow and water quality using a chain of dynamic catchment-scale models at multiple locations in a river network. We demonstrate this new system using two case studies: the River Thames and the Essex Colne River (United Kingdom). These rivers are key water supply sources for London and South-East England, respectively and are of high interest to recreational water users. We show how the new system can predict and forecast water quality, estimate toxicity and connect to citizen science observations using an App (www.aquascope.com) for information synthesis and delivery.

Chemicals in the Creek: designing a situated data physicalization of open government data with the community

Abstract:Over the last decade growing amounts of government data have been made available in an attempt to increase transparency and civic participation, but it is unclear if this data serves non-expert communities due to gaps in access and the technical knowledge needed to interpret this "open" data. We conducted a two-year design study focused on the creation of a community-based data display using the United States Environmental Protection Agency data on water permit violations by oil storage facilities on the Chelsea Creek in Massachusetts to explore whether situated data physicalization and Participatory Action Research could support meaningful engagement with open data. We selected this data as it is of interest to local groups and available online, yet remains largely invisible and inaccessible to the Chelsea community. The resulting installation, Chemicals in the Creek, responds to the call for community-engaged visualization processes and provides an application of situated methods of data representation. It proposes event-centered and power-aware modes of engagement using contextual and embodied data representations. The design of Chemicals in the Creek is grounded in interactive workshops and we analyze it through event observation, interviews, and community outcomes. We reflect on the role of community engaged research in the Information Visualization community relative to recent conversations on new approaches to design studies and evaluation.

Drinking water and the implications for gender equity and empowerment: A systematic review of qualitative and quantitative evidence

Abstract:Background: Safe drinking water is a fundamental human right, yet more than 785 million people do not have access to it. The burden of water management disproportionately falls on women and young girls, and they suffer the health, psychosocial, political, educational, and economic effects. While water conditions and disease outcomes have been widely studied, few studies have summarized the research on drinking water and implications for gender equity and empowerment (GEE). Methods: A systematic review of primary literature published between 1980 and 2019 was conducted on drinking water exposures and management and the implications for GEE. Ten databases were utilized (EMBASE, PubMed, Web of Science, Cochrane, ProQuest, Campbell, the British Library for Development Studies, SSRN, 3ie International Initiative for Impact Evaluation, and clinicaltrials.gov). Drinking water studies with an all-female cohort or disaggregated findings according to gender were included. Results: A total of 1280 studies were included. GEE outcomes were summarized in five areas: health, psychosocial stress, political power and decision-making, social-educational conditions, and economic and time-use conditions. Water quality exposures and implications for women's health dominated the literature reviewed. Women experienced higher rates of bladder cancer when exposed to arsenic, trihalomethanes, and chlorine in drinking water and higher rates of breast cancer due to arsenic, trichloroethylene, and disinfection byproducts in drinking water, compared to men. Women that were exposed to arsenic experienced higher incidence rates of anemia and adverse pregnancy outcomes compared to those that were not exposed. Water-related skin diseases were associated with increased levels of psychosocial stress and social ostracization among women. Women had fewer decision-making responsibilities, economic independence, and employment opportunities around water compared to men. Conclusion: This systematic review confirms the interconnected nature of gender and WaSH outcomes. With growing attention directed towards gender equity and empowerment within WaSH, this analysis provides key insights to inform future research and policy.
