Abstract:Under the condition of the complicated backgrounds of high resolution digital vehicle images and the different illumination conditions,a layered algorithm based on multi-features including texture,edge and color features of the vehicle license plate is proposed.This algorithm consists of three steps: color image preprocessing,license plate raw locating,and license plate precise locating.The color image preprocessing turns the colorized image into a gray image.After applying this algorithm to hundreds of images of vehicle taken by a colorized digital acquisition camera device on the real highway,our result indicates that this algorithm has a fast,robust and reliable performance.

Abstract:We present our License Plate Recognition (LPR) System. Using vehicle position sensors and image acquisition card, it captures images of the vehicles automatically and sends the images to computer, then recognizes characters of the vehicle plate. Combined with the web technique, information of certain plates and the images of the vehicles can be browsed conveniently from remote sites. The system frame and workflow of our LPR System are introduced. Some problems and two of our proposed character recognition methods, i.e. method based on PCA-LSM for limited Chinese character recognition and method based on structural feature analysis for alphabetic and digital character recognition, are addressed in full details. The field applications under practical conditions show that the whole recognition rate of our system is over 97% in daytime and 95% at night.

Abstract:Traffic surveillance systems play an important role in the improvement of traffic safety. Several traffic problems need to be controlled, due to the huge number of vehicles that increases daily, such as traffic accidents, the theft of vehicles and traffic violation. License Plate detection and recognition system (LPDRs) in natural scene images is one of the challenging systems in traffic surveillance. In this paper the LPDRs is the main goal. The proposed method follows two principal steps: hypothesis generation step and hypothesis verification step. In the first step, an adaptive threshold method is used to cope with the dynamic changes of illumination conditions during the binarization of the image. Therefore, the otsu's algorithm is applied which is an efficient and simple method. Followed by performing the Connected Component Analysis technique (CCAT) to detect the rectangles which are the generated license plate candidates. In the second step, the edge detection is applied inside the generated candidates then the close curves method is performed to ensure that the candidate is a license plate and to segment the character. Followed by performing the cross-correlation method between the segmented characters and the templates to define the license plate characters. The proposed method has a good performance in term of robustness where the experiment results show that our system achieves a good accuracy.

Abstract:A novel algorithm for the license plate attribute identification is presented(attribute means one-row or two-row characters that license plate really has in this paper).The proposed approach provides a solution to the traditional vehicle license plate recognition system to differentiate the existing license plates with different style based on their dissimilarities in size,character number and alignment fashion.It overcomes the defects caused by the traditional methods based on pixels projection.What it remarkably differs from the traditional methods is the application of image pruning and the calculation of maximum character pixels distance,which increases the identification rate to an extent.The approach takes the pixels' spatial distribution into account.There are four steps to perform the attribute identification,that is,object region extraction,margin detection,maximum character pixels distance calculation and hierarchical-based distributed fusion.Experimental results demonstrate the method's accuracy,feasibility and robustness.It would be a potentially significant contribution to the active area of license plate recognition system.

Abstract:An automated vehicle license plate recognition system using image processing techniques identifies vehicle numbers without human interference. This system has significant impact because of its good application in various fields like car parking, access control, speed control, automatic toll collection, border security, traffic violence detection and surveillance applications. This paper presents a methodology that is quite simple but at the same time very much efficient and this system consists of four sequential modules which are preprocessing, number plate extraction, number plate character segmentation and character recognition. Preprocessing aims to improve the image quality that is captured in various illumination conditions and stick out outstanding information that we need, which is favorable to subsequent processing including extraction, segmentation and recognition. After preprocessing various morphological operations are applied to extract the desired license plate region. Then for segmentation the bounding box method is applied that segments each letter and number present on the license plate region. Finally, template matching is applied in identifying all segmented characters present in the license plate image. The experimental results showed that the proposed system can recognize license plate characters efficiently with higher accuracy. Using MATLAB software, the proposed method attains recognition accuracy of 94.17%.

Abstract:Intelligent transportation systems (ITSs) play a key role in many people's lives with different aspects. Most of the ITS applications include a system for detecting license plates (LPs) in transportation vehicles. A new framework for such detection systems is introduced in this article. It includes a novel technique for preprocessing, extraction, and detection stages to identify LPs from distorted vehicle images. An efficient preprocessing method is developed in this study. An enhanced, contrast-limited adaptive histogram equalization method for filtering the unwanted LP features is proposed. At the features-extraction stage, strong hybrid features from extended local binary patterns with a median robust pattern descriptor and speeded-up robust feature descriptor are applied to extract complicated features from LP areas. Those hybrid features can enhance the useful information, and the detection system performed well under difficult scenarios. In the detection stage, the trained model by an extreme learning machine (ELM) classifier, with mean-shift algorithm, is used as a detector to decide output results. Performances of the proposed framework were compared with other classifiers using true- and false-positive rates. The system's performance improvements by the proposed method were also compared with our previous methods and the existing detection methods in the literature. The experiments on an English car LP's database and other language vehicle images showed that the proposed method made significant improvements to the accuracy and runtime speed for the detection system under difficult image conditions.

Abstract:Abstract Non-standard license plates are a part of current traffic trends in Pakistan. Private number plates should be recognized and, monitored for several purposes including security as well as a well-developed traffic system. There is a challenging task for the authorities to recognize and trace the locations for the certain number plate vehicle. In a developing country like Pakistan, it is tough to have higher constraints on the efficiency of any license plate identification and recognition algorithm. Character recognition efficiency should be a route map for the achievement of the desired results within the specified constraints. The main goal of this study is to devise a robust detection and recognition mechanism for non-standard, transitional vehicle license plates generally found in developing countries. Improvement in the character recognition efficiency of drawn and printed plates in different styles and fonts using single using multiple state-of-the-art technologies including machine-learning (ML) models. For the mentioned study, 53-layer deep convolutional neural network (CNN) architecture based on the latest variant of object detection algorithm-You Only Look Once (YOLOv3) is employed. The proposed approach can learn the rich feature representations from the data of diversified license plates. The input image is first pre-processed for quality improvement, followed by dividing it into suitable-sized grid cells to find the correct location of the license plate. For training the CNN, license plate characters are segmented. Lastly, the results are post-processed and the accuracy of the proposed model is determined through standard benchmarks. The proposed method is successfully tested on a large image dataset consisting of eight different types of license plates from different provinces in Pakistan. The proposed system is expected to play an important role in implementing vehicle tracking, payment for parking fees, detection of vehicle over-speed limits, reducing road accidents, and identification of unauthorized vehicles. The outcome shows that the proposed approach achieves a plate detection accuracy of 97.82% and the character recognition accuracy of 96%.

Abstract:Vehicle identification systems are vital components that enable many aspects of contemporary life, such as safety, trade, transit, and law enforcement. They improve community and individual well-being by increasing vehicle management, security, and transparency. These tasks entail locating and extracting license plates from images or video frames using computer vision and machine learning techniques, followed by recognizing the letters or digits on the plates. This paper proposes a new license plate detection and recognition method based on the deep learning YOLO v8 method, image processing techniques, and the OCR technique for text recognition. For this, the first step was the dataset creation, when gathering 270 images from the internet. Afterward, CVAT (Computer Vision Annotation Tool) was used to annotate the dataset, which is an open-source software platform made to make computer vision tasks easier to annotate and label images and videos. Subsequently, the newly released Yolo version, the Yolo v8, has been employed to detect the number plate area in the input image. Subsequently, after extracting the plate the k-means clustering algorithm, the thresholding techniques, and the opening morphological operation were used to enhance the image and make the characters in the license plate clearer before using OCR. The next step in this process is using the OCR technique to extract the characters. Eventually, a text file containing only the character reflecting the vehicle's country is generated. To ameliorate the efficiency of the proposed approach, several metrics were employed, namely precision, recall, F1-Score, and CLA. In addition, a comparison of the proposed method with existing techniques in the literature has been given. The suggested method obtained convincing results in both detection as well as recognition by obtaining an accuracy of 99% in detection and 98% in character recognition.

Abstract:This paper presents a robust and efficient method for license plate detection with the purpose of accurately localizing vehicle license plates from complex scenes in real time. A simple yet effective image downscaling method is first proposed to substantially accelerate license plate localization without sacrificing detection performance compared with that achieved using the original image. Furthermore, a novel line density filter approach is proposed to extract candidate regions, thereby significantly reducing the area to be analyzed for license plate localization. Moreover, a cascaded license plate classifier based on linear support vector machines using color saliency features is introduced to identify the true license plate from among the candidate regions. For performance evaluation, a data set consisting of 3977 images captured from diverse scenes under different conditions is also presented. Extensive experiments on the widely used Caltech license plate data set and our newly introduced data set demonstrate that the proposed approach substantially outperforms state-of-the-art methods in terms of both detection accuracy and run-time efficiency, increasing the detection ratio from 91.09% to 96.62% while decreasing the run time from 672 to 42 ms for processing an image with a resolution of 1082×728 . The executable code and our collected data set are publicly available.

Abstract:License plate detection and recognition (LPDR) is of growing importance for enabling intelligent transportation and ensuring the security and safety of the cities. However, LPDR faces a big challenge in a practical environment. The license plates can have extremely diverse sizes, fonts and colors, and the plate images are usually of poor quality caused by skewed capturing angles, uneven lighting, occlusion, and blurring. In applications such as surveillance, it often requires fast processing. To enable real-time and accurate license plate recognition, in this work, we propose a set of techniques: 1) a contour reconstruction method along with edge-detection to quickly detect the candidate plates; 2) a simple zero-one-alternation scheme to effectively remove the fake top and bottom borders around plates to facilitate more accurate segmentation of characters on plates; 3) a set of techniques to augment the training data, incorporate SIFT features into the CNN network, and exploit transfer learning to obtain the initial parameters for more effective training; and 4) a two-phase verification procedure to determine the correct plate at low cost, a statistical filtering in the plate detection stage to quickly remove unwanted candidates, and the accurate CR results after the CR process to perform further plate verification without additional processing. We implement a complete LPDR system based on our algorithms. The experimental results demonstrate that our system can accurately recognize license plate in real-time. Additionally, it works robustly under various levels of illumination and noise, and in the presence of car movement. Compared to peer schemes, our system is not only among the most accurate ones but is also the fastest, and can be easily applied to other scenarios.

Abstract:Automatic License Plate Recognition (ALPR) has remained an active research topic for years due to various applications, especially in Intelligent Transportation Systems (ITS). This paper presents an efficient ALPR technique based on deep learning, which accurately performs license plate (LP) recognition tasks in an unconstrained environment, even when trained on a limited dataset. We capture real traffic videos in the city and label the LPs and the alphanumeric characters in the LPs within different frames to generate training and testing datasets. Data augmentation techniques are applied to increase the number of training and testing samples. We apply the transfer learning approach to train the recently released YOLOv5 object detecting framework to detect the LPs and the alphanumerics. Next, we train a convolutional neural network (CNN) to recognize the detected alphanumerics. The proposed technique achieved a recognition rate of 92.8% on a challenging proprietary dataset collected in several jurisdictions of Saudi Arabia. This accuracy is higher than what was achieved on the same dataset by commercially available Sighthound (86%), PlateRecognizer (67%), OpenALPR (77%), and a state-of-the-art recent CNN model (82%). The proposed system also outperformed the existing ALPR solutions on several benchmark datasets.

Abstract:Automatic License Plate detection and Recognition (ALPR) is a quite popular and active research topic in the field of computer vision, image processing and intelligent transport systems. ALPR is used to make detection and recognition processes more robust and efficient in highly complicated environments and backgrounds. Several research investigations are still necessary due to some constraints such as: completeness of numbering systems of countries, different colors, various languages, multiple sizes and varied fonts. For this, we present in this paper an automatic framework for License Plate (LP) detection and recognition from complex scenes. Our framework is based on mask region convolutional neural networks used for LP detection, segmentation and recognition. Although some studies have focused on LP detection, LP recognition, LP segmentation or just two of them, our study uses the maskr-cnn in the three stages. The evaluation of our framework is enhanced by four datasets for different countries and consequently with various languages. In fact, it tested on four datasets including images captured from multiple scenes under numerous conditions such as varied orientation, poor quality images, blurred images and complex environmental backgrounds. Extensive experiments show the robustness and efficiency of our suggested framework in all datasets.

Abstract:Automatic License Plate Recognition (ALPR) systems are important in Intelligent Transportation Services (ITS) as they help ensure effective law enforcement and security. These systems play a significant role in border surveillance, ensuring safeguards, and handling vehicle-related crime. The most effective approach for implementing ALPR systems utilizes deep learning via a convolutional neural network (CNN). A CNN works on an input image by assigning significance to various features of the image and differentiating them from each other. CNNs are popular for license plate character recognition. However, little has been reported on the results of these systems with regard to unusual varieties of license plates or their success at night. We present an efficient ALPR system that uses a CNN for character recognition. A combination of pre-processing and morphological operations was applied to enhance input image quality, which aids system efficiency. The system has various features, such as the ability to recognize multi-line, skewed, and multi-font license plates. It also works efficiently in night mode and can be used for different vehicle types. An overall accuracy of 98.13% was achieved using the proposed CNN technique.

Abstract:Automatic License Plate Recognition (ALPR) is a challenging area of research due to its importance to variety of commercial applications. The overall problem may be subdivided into two key modules, firstly, localization of license plates from vehicle images, and secondly, optical character recognition of extracted license plates. In the current work, we have concentrated on the first part of the problem, i.e., localization of license plate regions from Indian commercial vehicles as a significant step towards development of a complete ALPR system for Indian vehicles. The technique is based on color based segmentation of vehicle images and identification of potential license plate regions. True license plates are finally localized based on four spatial and horizontal contrast features. The technique successfully localizes the actual license plates in 73.4% images.

Towards Human-Level License Plate Recognition

Abstract:License plate recognition (LPR) is a fundamental component of various intelligent transport systems, which is always expected to be accurate and efficient enough. In this paper, we propose a novel LPR framework consisting of semantic segmentation and character counting, towards achieving human-level performance. Benefiting from innovative structure, our method can recognize a whole license plate once rather than conducting character detection or sliding window followed by per-character recognition. Moreover, our method can achieve higher recognition accuracy due to more effectively exploiting global information and avoiding sensitive character detection, and is time-saving due to eliminating one-by-one character recognition. Finally, we experimentally verify the effectiveness of the proposed method on two public datasets (AOLP and Media Lab) and our License Plate Dataset. The results demonstrate our method significantly outperforms the previous state-of-the-art methods, and achieves the accuracies of more than 99% for almost all settings.

Abstract:A License plate recognition (LPR) system can be divided into the following steps: preprocessing, plate region extraction, plate region thresholding, character segmentation, character recognition and post-processing. For step 2, a combination of color and shape information of plate is used and a satisfactory extraction result is achieved. For step 3, first channel is selected, then threshold is computed and finally the region is thresholded. For step 4, the character is segmented along vertical, horizontal direction and some tentative optimizations are applied. For step 5, minimum Euclidean distance based template matching is used. And for those confusing characters such as '8' & 'B' and '0' & 'D', a special processing is necessary. And for the final step, validity is checked by machine and manual. The experiment performed by program based on aforementioned algorithms indicates that our LPR system based on color image processing is quite quick and accurate.

Abstract:License Plate Recognition plays an important role on the traffic monitoring and parking management. Administration and restriction of those transportation tools for their better service becomes very essential. In this paper, a fast and real time method has an appropriate application to find plates that the plat has tilt and the picture quality is poor. In the proposed method, at the beginning, the image is converted into binary mode with use of adaptive threshold. And with use of edge detection and morphology operation, plate number location has been specified and if the plat has tilt; its tilt is removed away. Then its characters are distinguished using image processing techniques. Finally, K Nearest Neighbour (KNN) classifier was used for character recognition. This method has been tested on available data set that has different images of the background, considering distance, and angel of view so that the correct extraction rate of plate reached at 98% and character recognition rate achieved at 99.12%. Further we tested our character recognition stage on Persian vehicle data set and we achieved 99% correct recognition rate.

Abstract:Automatic Number Plate Recognition (ALPR) is a system for automatically identifying the license plates of any vehicle. This process is important for tracking, ticketing, and any billing system, among other things. With the use of information and communication technology (ICT), all systems are being automated, including the vehicle tracking system. This study proposes a hybrid method for detecting license plates using characters from them. Our captured image information was used for the recognition procedure in Bangladeshi vehicles, which is the topic of this study. Here, for license plate detection, the YOLO model was used where 81% was correctly predicted. And then, for license plate segmentation, Otsu's Thresholding was used and eventually, for character recognition, the CNN model was applied. This model will allow the vehicle's automated license plate detection system to avoid any misuse of it.

Abstract:An accurate and robust Automatic License Plate Recognition (ALPR) method proves surprising versatility in an Intelligent Transportation and Surveillance (ITS) system. However, most of the existing approaches often use prior knowledge or fixed pre-and-post processing rules and are thus limited by poor generalization in complex real-life conditions. In this paper, we leverage a YOLO-based end-to-end generic ALPR pipeline for vehicle detection (VD), license plate (LP) detection and recognition without exploiting prior knowledge or additional steps in inference. We assess the whole ALPR pipeline, starting from vehicle detection to the LP recognition stage, including a vehicle classifier for emergency vehicles and heavy trucks. We used YOLO v2 in the initial stage of the pipeline and remaining stages are based on the state-of-the-art YOLO v4 detector with various data augmentation and generation techniques to obtain LP recognition accuracy on par with current proposed methods. To evaluate our approach, we used five public datasets from different regions, and we achieved an average recognition accuracy of 90.3% while maintaining an acceptable frames per second (FPS) on a low-end GPU.
