Abstract:Capacity of urban drainage systems (UDSs) can substantially influence flooding properties of urban catchments. This motivates many studies to optimally design UDSs often using multiobjective evolutionary algorithms (MOEAs) as they can explore trade‐offs between conflicting objectives (e.g., cost vs. system reliability). However, MOEA‐based approaches are typically computationally demanding and their solutions are often practically unacceptable as engineering domain knowledge is often not explicitly considered. To address these two issues, this paper proposes an efficient optimization framework for UDS design, where an engineering‐based design method (EBDM) is developed to generate approximate solutions to initialize the MOEA's search, thereby greatly enhancing the optimization efficiency. To improve the solution practicality, two ideas have been implemented in the proposed optimization method (PM): (i) the variability of peak depths across pipes is minimized and (ii) a constraint is introduced to ensure that sizes of pipes in the downstream direction are no smaller than their corresponding upstream diameters. Two real‐world UDSs of different size are used to demonstrate the effectiveness of the PM. Results show that (i) the proposed EBDM is effective in producing initial solutions that are very close to the final solutions identified by the optimization methods, (ii) the minimization of the variability of peak depths in pipes is practically meaningful as it can facilitate to identify solutions with great ability in handling future uncertainties (e.g., rainfall variability), and (iii) the PM significantly improves optimization efficiency and solution practicality compared to the traditional optimization approach, with benefits being more prominent for larger UDSs.

Abstract:The paradigm of divide and conquer has been well used in Water Distribution Systems (WDSs) zoning planning in recent years. Indeed, Water Network Partitioning (WNP) has played an irreplaceable role in leakage control and pressure management; meanwhile it also has certain drawbacks, such as reduction of the supply reliability of the pipe network system and increased terminal dead water, as a result of the closure of the pipe section. In this paper, an improvement is made to the method proposed by Di Nardo et al. (2013) for optimal location of flow meters and valves. Three improvements to the genetic algorithm are proposed in this work for better and faster optimization in the dividing phase of WNP: preliminary hydraulic analysis which reduces the number of decision variables; modifications to the crossover mechanism to protect the superior individuals in the later stage; and boundary pipe grouping and mutation based on the pipe importance. The objective function considers the master-subordinate relationship when minimizing the number of flow meters and the difference of hydraulic state compared to original WDS. Another objective function of minimizing the deterioration of water quality compared to original WDS is also evaluated. The proposed method is applied for the WNP in a real WDS. Results show that it plays an effective role in the optimization of layout of the flow meters and valves in WNP.
Towards Efficient Low Impact Development: A Multi-Scale Simulation-Optimization Approach for Nutrient Removal at the Urban Watershed

Abstract:In this study, we proposed a multi-scale modelling framework for Low Impact Development (LID) by integrating (i) local-scale LID cost-effectiveness analysis, (ii) landscape-scale Management Category (MC) classification and LID selection, and (iii) macro-scale integrative decision making. The framework was used for sitting LID to reduce Total Phosphorus (TP) loss in the City Kunming regional watershed, which discharges massive urban Non-Point Source (NPS) pollution to Lake Dianchi, one of the three most eutrophic large lakes in China. Local-scale simulation-optimization was performed to optimize the sizes and quantities of the candidate LID practices with the System for Urban Stormwater Treatment and Analysis Integration (SUSTAIN) tool. The Non-dominated Sorting Genetic Algorithm II (NSGA-II) was used to solve the optimization problem. The local-scale LID strategies were ultimately integrated at the macro scale in compliance with the water quality standards. Our analysis suggests that the marginal benefits of LID implementation decline dramatically with increasing TP abatement attributed to the law of Diminishing Marginal Benefits. The areal cost-effectiveness curves of different scenarios resemble each other for the same MC since the Coefficients of Variation (CVs) of unit costs are mostly below 10%. Spatial variability of LID implementation is more prominently affected by disparities of landscapes than drainage area sizes because the coverage ratios among different MCs vary from 2.3% to 24.7% whereas they resemble each other among different area sizes. The multi-scale decision-making framework could dramatically improve computational efficiency by reducing the model runs from 923 to 23 compared to the conventional full-watershed simulation-optimization.

Abstract:Low Impact Development (LID) is an effective measure in controlling the urban runoff and mitigating the non-point source pollution. The determination of LID facilities and layouts for a sub-catchment is important for designing stormwater management system. However, there are remain large uncertainty and challenge exist in determination of LID facilities when consider budget, land use, soil surface and groundwater as well as local climate etc. To address this issue, this study employed Genetic Algorithm (GA) for optimization of the selection and layout of LID. The urban runoff was simulated using Environmental Protection Agency (EPA) Storm Water Management Model (SWMM). The LID planning was encoded as 0 and 1 in GA algorithm. The multiple objectives which include runoff reduction, area of LID and life cycle cost were selected as optimization targets. To test the model performance, the Airport Economic Zone in Tianjin, China was chosen as the study area. The results demonstrate that the combination of LID approaches are most effective measures on runoff reduction through long-term simulation (10 years' rainfall events). The impact of different weights of land area and cost on LID selection were evaluated when considering life cycle cost. Bio-Retention is preferred when considering the area of LID and Green Roof is recommended when the cost is prioritized. The present research proved GA is feasible for LID planning in urban area. The proposed method can help the decision-makers to determine the LID plan more scientific based on SWMM model and GA.

Abstract:Low impact development type of best management practices (LID-BMPs) aims to mitigate urban stormwater runoff and lessen pollutant loads in an economical and eco-friendly way and has become a global concern in modern urban stormwater management. A new methodology based on stormwater management model (SWMM) for block-scale LID-BMPs planning was developed. This method integrated LID-BMP chain layout optimization in site-scale parcels with scenario analysis in the entire block-scale urban area. Non-dominated sorting genetic algorithm (NSGA-II) was successfully coupled to SWMM through Python to complete the site-scale optimization process. Different LID scenarios of the research area were designed on the basis of the optimized LID-BMP chain layout. A multi-index evaluation that considered runoff quantity indices, pollutant loads, and construction costs simultaneously helped select the cost-effective scenario as the final planning scheme. A case study in Tianjin, China, was conducted to demonstrate the proposed methodology. Results showed that more than 75% control rate of total runoff volume, 22%–46% peak flow reduction efficiency, and more than 32% pollutant removal rate were achieved. The robustness analysis indicated that the selected final planning scheme was considerably robust with varied weight values.

Abstract:Low impact development (LID) has been widely used to manage stormwater, but evaluations of the benefits of implementing LID need to extend up to the watershed level. Modelling is an important method and this paper proposes an approach that focuses on modelling LID in watersheds using the Storm Water Management Model (SWMM). There are two ways to simulate LID in a SWMM. The first is using the LID editor, and the second is simply adjusting the parameters in the basic SWMM. In the proposed methodology, these two ways are combined. The methodology was applied to one of China's pilot sponge -cities, Tsingtao. The results show that the method can improve the efficiency and guarantee the accuracy of the model at the watershed level. Use of LID application in the pilot area can significantly reduce runoff volume, but the effect is different in different sub-watersheds.
Comprehensive Optimization Framework for Low Impact Development Facility Layout Design with Cost–Benefit Analysis: A Case Study in Shenzhen City, China

Abstract:Sustainable storm water management benefits a lot from low impact development (LID). The early-stage design of LID layout is critical for LID practices. However, the technology gaps still exist for an accurate, flexible, and systematic solution of optimal design. Literature works usually only consider the size and number of LID facilities in a given scenario or even totally empirical, which lacks integration of facility selection, connection, and size with multiple management objectives together. Therefore, this study proposed a generic and comprehensive framework for LID layout design with cost–benefit analysis. Powered by the computer coding scheme for the LID layout and a hybrid optimization algorithm, the framework was successfully verified in Sponge City of Shenzhen, China. The optimization results of genetic algorithm proved the stability of the novel coding scheme for LID layout. The best and worst scenarios are selected from the Pareto front through the entropy weight method. The variable cost weight method revealed the sensitivity from the cost preference of the decision maker. High construction costs and environmental effectiveness can be scientifically balanced in the procedure of early-stage design. The proposed design framework is expected to be widely verified and applied in storm water management practices around the world.
A new LID spatial allocation optimization system at neighborhood scale: Integrated SWMM with PICEA-g using MATLAB as the platform

Abstract:Despite the growing interest, limited studies have been conducted on LID spatial allocation optimization (SAO) at neighborhood scale, and no study has applied modifications to the optimization algorithm to improve its performance. In this study, such a new LID SAO system was proposed, which integrated a hydrological computing engine (SWMM) with an optimization algorithm (PICEA-g) using a programming language (MATLAB) as the platform. The specific modifications to the PICEA-g algorithm include: new methodologies for initializing candidate solutions, defining goal vector boundaries and enhanced genetic operators. The new LID SAO system was tested in a typical urban residential neighborhood in western Canada, and optimal solutions for LID implementation (bioretention, rain garden, permeable pavement and green roof) were obtained. The results showed that promising hydrologic benefits of reducing peak flow rate and total volume of stormwater runoff from the catchment, can be achieved with a relatively low cost. The LID SAO system provides users with flexibility and feasibility for a variety of drainage locations, scales and objectives (e.g., water quality).

Abstract:Landscape composition and configuration of urban patches impact greatly on hydrological process, of which low impact development practices (LIDs) have been incorporated worldwide to management stormwater runoff quantity-and quality-related issues. Although optimization design for LIDs has been studied extensively to improve stormwater management at catchment scale, a further study of LIDs-based landscape configuration at site scale has not been fully explored. In this study, a two-scale optimization framework was constructed to integrate spatial layout and landscape configuration of LIDs using SWMM, NSGA-II and GIS techniques. The spatial optimization at catchment scale showed that area of sink landscape almost doubled as the distance to outlets decreased. A further site-scale optimization by a new landscape metric, in terms of CRSS (configuration ratio between patches of runoff sources and sink), was conduct to achieve LIDs-based landscape configuration optimization. Runoff flow and pollution were significantly correlated with CRSS in power function, quantifying CRSS thresholds of 0.57-0.69 as the most adaptive strategies for stormwater management. Notably, the CRSS thresholds were higher for ammonia nitrogen (NH3-N) and suspended solid (SS) pollution, especially targeting source patches of roofs. The optimization in this study could improve the reduction of runoff peak flow of heavy rain, peak concentration of chemical oxygen demand and SS, and initial scouring of NH3-N.
Marginal-cost-based greedy strategy (MCGS): Fast and reliable optimization of low impact development (LID) layout.

Abstract:Cost effectiveness is a major concern when implementing low impact development (LID) practices for urban stormwater management (USWM). To optimize LID layout, an efficient and more reliable method, namely, the Marginal-Cost-based Greedy Strategy (MCGS) was developed based on the economic law of increasing marginal costs (MCs) and the stepwise minimization of MCs. To verify its broad applicability, MCGS was applied in three case studies in China with different system settings and environmental goals. Both Cases I and II were watershed-scale studies in Suzhou City urban districts, but in Case II, the impact of future uncertainties (i.e., climate change, urban expansion, and LID performance degradation) on USWM system performance was considered. Case III was a block-scale study of the Xixian New District (a pilot “Sponge City” in China), which involved a rainwater pipe network and a complicated environmental goal. Compared with the extensively used but complicated NSGA-II, the MCGS performed better in terms of yielding more converged performance trade-offs, providing more choices for city planners, and requiring much less computational resources in all three cases. Meanwhile, MCGS established an optimal pathway for multi-stage LID layout planning. The success of MCGS indicated that the MC of a LID practice determined its favorability in an USWM system.
Optimization of LID Strategies for Urban CSO Reduction and Cost Efficiency: A Beijing Case Study

Abstract:Combined sewer overflow (CSO) can lead to serious urban water environment pollution and health risks to residents. Low Impact Development (LID) facilities are one of the important measures to alleviate CSO and have been widely applied. The rational selection of LID facility types, locations, and scales is the most important task, which can effectively improve resource utilization efficiency. Based on the NSGA-II multi-objective optimization algorithm and coupled with the SWMM sewer network hydraulic model, this study takes the combined sewer overflows and the construction cost of LID facilities as optimization objectives and optimizes the types and scales of LID layout in the study area, including eight different return periods. By using the Pareto frontier and visualizing the results of the model, the effects of different rainfall return periods on the CSO control and investment cost of LID layout schemes are compared. The results show the following: (1) the optimization model can demonstrate the relationship between CSO control volume and LID construction cost under different LID layout schemes through the Pareto frontier, showing three different trends, indicating that the relationship between overflow volume and investment cost is nonlinear; (2) with the increase in rainfall intensity, higher requirements are proposed for LID schemes to meet CSO control targets, leading to a decrease in the number of Pareto frontier solution sets. Under larger rainfall intensities, it is difficult to achieve the same overflow control effect by increasing the scale of LID construction. Therefore, considering constraining the LID construction cost between RMB 5.3 and 5.38 million is helpful to determine the most suitable solution; (3) in the optimal layout schemes under different return periods, 87.3% of the locations where LID is deployed have similar scales. Based on these locations with a relatively large proportion of deployment, it can be determined that special attention should be paid to spatial positions in LID planning and construction. This study provides valuable insights for solving combined sewer overflow problems and optimizing urban drainage management and provides guidance for future planning and decision-making processes.
Spatial Layout Optimization of Green Infrastructure Based on Life-Cycle Multi-Objective Optimization Algorithm and SWMM Model

Abstract:Rapid urbanization and more frequent urban floods instigated by climate change make traditional gray infrastructure become less effective and efficient. Green infrastructure (GI) have proved to be effective measures to address urban floods. Whether the GI layout can yield significant benefits and low investment cost requires further exploration. Besides, the type, size, and location of GI needs to be optimized to achieve better performance. A life-cycle evaluation framework coupled with a multi-objective optimization algorithm (NSGA-II) and SWMM was proposed for GI layout optimization. The framework took investment cost, economic-environmentalsocial monetization benefit, and runoff control capacity into consideration. Tongzhou District in Beijing was selected for empirical analysis. Simulation results reveled that GIs performed good in runoff control and the optimal layout under 10-year return period was recommended. The total cost and benefit of the recommended layout is 6.34x109 RMB and 8.36x106 RMB/Design rainfall, respectively, which outperforms than other scenarios. Permeable pavement accounted for the highest proportion in the optimized layout scenario. For actual construction, decision-makers should select appropriate measures according to local conditions (e.g., precipitation, land use type, cost of GIs) and choose the optimal layout scheme according to their preference. Results displayed can provide a reproducible and dependable planning scheme for future Sponge City construction in China.
Incorporating Receiving Waters Responses into the Framework of Spatial Optimization of LID-BMPs in Plain River Network Region.

Abstract:Deep insights into the receiving waters responses to optimal spatial allocation of LID-BMPs are considered extremely important. This study addressed the urgent need to incorporate receiving waters responses into the spatial allocation optimization of LID-BMPs and demonstrated the efficiency of the approach to guide watershed management. The integration of an overland-river coupling model and the NSGA-III algorithm resulted in the proposal of a general simulation-optimization framework for the optimal layout of LID-BMPs. The coupled model was swapped out for the surrogates to increase computational efficiency. When 40.71%, 36.06%, and 61.80% reductions in runoff volume, flood volume, and TP concentration are achieved, the newly proposed framework can save 34.44% and 16.31% cost compared to the approach that does not consider receiving waters responses and refined spatial allocation, respectively. Results indicate that the incorporation of receiving waters responses and refined spatial allocation are essential for the optimal design of LID-BMPs. This new framework offers the potential for more cost-effective high-cost solutions. The results of spatial optimization are significantly influenced by imperviousness.
A Multi-variable & Multi-objective Optimization Framework for LID Layout in Sponge City

Abstract:<p>Practitioners usually design the plan of Sponge City construction (SCC) by combining LID facilities (e.g., rain garden, rain barrels, green roofs, and grassed swales) according to their personal experiences or general guidelines. The layout (including selection, connection and distribution area) of LID facilities is subjective, in the risk of far from optimal combination. Previous researchers have developed some LID optimization tools, which only consider the dimension and number of LIDs in a given scenario. Therefore, it is necessary to develop a flexible and extensible design tool with the support of urban hydrological model to conduct the facilities layout optimization. This study introduced a SWMM-based multi-variable and multi-objective optimization framework called CAFID (Comprehensive Assessment and Fine Design Model of Sponge City) to meet this end. The assessment module with multi-objective couples diverse controlling end-points (e.g., total runoff, peak runoff, pollutant concentration, cost, and customized social-ecological factors) as the candidates of assessment criteria. The optimization module with multi-variable is implemented by SWMM, starting with three steps: 1) Full allocation. Based on the availability, list the candidates of LID facility for each sub-catchment; 2) Full connection. Order the potential stream direction of surface runoff from rainfall to municipal network, based on possible hierarchical structure of sub-catchments and LID facilities; 3) Full coverage. Identify all the suitable area for LID facility in sub-catchment. The optimization on the 3 variables, the selection, connection, and area, is powered by NSGA-II and TOPSIS algorithms, which make it possible that we choose a final result from the set of nondominated solutions according to special weight distribution. The effectiveness of CAFID was illustrated through a case of Sponge City in Fenghuangcheng of Shenzhen City, one of 30 national pilot sponge cities in China. As well, this new framework is expected to be widely verified and applied in Sponge City construction in China or similar concepts all over the world.</p>
Multi-objective Optimization Methodology for Green-Gray Coupled Runoff Control Infrastructure Adapting Spatial Heterogeneity of Natural Endowment and Urban Development.

Abstract:Cost-effective runoff control scheme drafting involves localization, multi-sector coordination, and configuration of multifunctional infrastructures. Numerous independent variables, parameters, weights, and objectives make runoff control optimization quantitatively arduous. This study innovatively proposed a multi-objective optimi-zation methodology for green-gray coupled runoff control infrastructure adapting spatial heterogeneity of nat-ural endowment and urban development. The quantitative methods of multi-objective evaluation, hydrological feature partition, and pressure-adapted multi-objective weight assignment were proposed. Remote sensing inversion of water quality, hydrological model simulation (using SWAT and SWMM software), landscape pattern index calculation, life cycle cost (LCC), life cycle assessment (LCA) on ecological impact, and NSGA-II optimi-zation algorithm were applied. Wuhan, the most water-sensitive city in China, was studied as a case. Runoff control function (RCF), capital investment (CI), and ecological return on investment (EROI) served as optimized objectives. High, medium, and low built-up regions in Wuhan urban development planning district were extracted by topographic factors and landscape patterns, which comprised 28, 34, and 38% of the case area, respectively. Three corresponding hydrological models were then built to illustrate distinct runoff control cost -efficiency in each region. Pressure distributions on runoff control, economic constraints, and ecological resource scarcity were quantitatively evaluated. And four pressure zones were clustered, which occupied 36, 29, 16, and 19% of the case area, respectively. Then the zonal weighted optimization decision-making matrix (with 3 hy-drological models and 5 wt) was established by overlaying the pressure zone and built-up zone. In high, medium, and low built-up regions, optimized solutions reduced annual runoff volume by 86, 82%, and 77%The average runoff investments per square meter of impervious underlying surface in high, medium, and low built-up regions were 34.2, 18.7, and 7.9 RMB yuan, respectively. Medium and low built-up regions may only need 55 and 23% of the high built-up region for the unitary impervious underlying surface to balance runoff control and ecological benefits. Runoff control and financial utilization efficiency enhance with hydrological differentiation zones. Thus, the optimization solutions are zonal adaptive, refined, comparable, replicable, and implementable.
Comprehensive Performance Evaluation System Based on Environmental and Economic Benefits for Optimal Allocation of LID Facilities

Abstract:In recent years, urban flooding occurred frequently because of extreme rainstorms. Sponge city construction can effectively mitigate urban flooding and improve urban rainwater utilization. Low-impact development (LID) is regarded as a sustainable solution for urban stormwater management. In this project, a comprehensive evaluation system was developed based on environmental and economic benefits using the analytical hierarchy process (AHP) and the Storm Water Management Model (SWMM) of the United States (US) Environmental Protection Agency (EPA). The performance of four LID scenarios with the same locations but different sizes of green roof, permeable pavement, concave greenbelt, and rain garden were analyzed in the Sucheng district of Jiangsu province in China. Results illustrate that the green roof performed best in reducing runoff, while the rain garden performed worst. The LID combination scenario (1) that contained more green roof, permeable pavement, and concave greenbelt facilities, but fewer rain gardens had the better comprehensive performance on the basis of environmental and economic benefits. The combined scenario (2) (LID proportion of maximum construction area was 40%) could also be an alternative. Abstract:With the increasing emphasis and application of the flooding control and mitigation measures of detention tank (DT) and low impact development (LID) in urban stormwater drainage systems (USDSs), the complex drainage flow process and corresponding water quality issues have also aroused great of interests and attentions from researchers and practitioners. This paper contributes to study the urban flooding control and water quality management with the implementation of DTs and LIDs in the USDS. A many-objective optimization (MOO) based design framework and analysis method is developed for achieving four objectives of USDS design. A realistic USDS is adopted for the case study, in which the DTs and LIDs are implemented by this extended MOO-based design method to achieve the optimal result of flooding risk control and water quality improvement. The obtained results are further analyzed for the characteristics of flooding risk control and water quality component evolution in the USDS. The results and analysis demonstrate the effectiveness and applicability of the designed DTs and LIDs to mitigate the flooding risk and improve water quality in USDS.

Multi-objective optimization of the spatial layout of green infrastructures with cost-effectiveness analysis under climate change scenarios

Abstract:Green infrastructure (GI) plays a significant role in alleviating urban flooding risk caused by urbanization and climate change. Due to space and financial limitations, the successful implementation of GI relies heavily on its layout design, and there is an increasing trend in using multi-objective optimization to support decision-making in GI planning. However, little is known about the hydrological effects of synchronously optimizing the size, location, and connection of GI under climate change. This study proposed a framework to optimize the size, location, and connection of typical GI facilities under climate change by combining the modified non-dominated sorting genetic algorithm-II (NSGA-II) and storm water management model (SWMM). The results showed that optimizing the size, location, and connection of GI facilities significantly increases the maximum reduction rate of runoff and peak flow by 13.4 %-24.5 % and 3.3 %-18 %, respectively, compared to optimizing only the size and location of GI. In the optimized results, most of the runoff from building roofs flew toward green space. Permeable pavement accounted for the highest average proportion of GI implementation area in optimal layouts, accounting for 29.8 %-54.2 % of road area. The average cost-effectiveness (C/E) values decreased from 16 %/105 Yuan under the historical period scenario to 14.3 %/105 Yuan and 14 %/105 Yuan under the two shared socioeconomic pathways (SSPs), SSP2-4.5 and SSP5-8.5, respectively. These results can help in understanding the optimization layout and cost-effectiveness of GI under climate change, and the proposed framework can enhance the adaptability of cities to climate change by providing specific cost-effective GI layout design.

Abstract:Aiming to solve the problem of the low efficiency and single objective of low impact development (LID) layout, the objectives of stormwater control, water quality purification, and economic cost are selected to present the performance of LID practices. A novel method of evaluating urban runoff and pollutant concentration is put forward based on the land-use type of each catchment. Shenzhen City is selected as the study area, and three LID scenarios are designed and contrasted for an ideal solution according to their land-use type. The results show that the multiobjective optimization model based on runoff evaluation, pollutant simulation, and investment calculation can be more efficient and can be applied in other areas.

Abstract:Low-impact development best management practices (LID-BMPs) are a representative and effective approach in urban runoff management. In a planning process, it is important to optimally design and place LID-BMPs to maximize cost-effectiveness, and equally important to fully evaluate the planning's control effects. This paper presents a case study of LID-BMPs planning and optimization in a residential community in China using SUSTAIN as the modeling tool. The LID-BMPs facilities are designed individually and placed at specific locations. Runoff volume and quality are simulated for predevelopment, basic, and planning scenarios. Optimization is conducted to reveal cost-effective schemes and to determine an optimal scheme that meets the control target. This optimization scheme achieves a 75.2% control rate with a cost of USD 1 million. In addition to the commonly used annual rainfall data, designed storm events are also input to further examine the control effects of the optimization scheme for rainfalls of different return periods. Results show that optimized site-scale LID-BMPs can provide benefits for a range of rainfall intensities, but are especially effective for short-return-period rainfall.
