Abstract:Rapid urban expansion may cause a decline in land-use efficiency and result in a series of social and ecological problems. Economic transition has significantly influenced urban land development, and provides a good perspective for analyzing changes in land-use efficiency. This paper primarily discusses the theoretical influence of economic transition on urban land-use efficiency. Using 126 cities in the Yangtze River Economic Zone as examples, we explore the spatial-temporal characteristics of changes in land-use efficiency, and estimate the relationship between land-use efficiency and economic transition with econometric models. The results show that the land-use efficiency of the Yangtze River Economic Zone has generally been improved over time, and presented significant clustering effects around urban agglomerations. Panel data analysis suggests that foreign direct investment in the globalization process and tax burdens, which were further aggravated by the reform of the responsibility and revenue assignment between local and central government, have had a significant negative effect on land-use efficiency. On the contrary, marketization, urbanization, and fiscal expenditure decentralization have exerted significant positive effects. We also found that agglomeration effects and location advantages did play a positive role in improving land-use efficiency, which accounted for the spatial inequality. This paper concludes with policy proposals to improve the intensification and economization level of urban land use.

Abstract:With the increasing uncertainty of urban development, urban shrinkage in the rapid urbanization process in China has become increasingly serious. While many studies have explored urban shrinkage from the economic and population perspectives, they often ignore the essence of the phased evolution of economic and population factors. Thus, this study introduces the theory of economic resilience into the field of urban shrinkage and constructs a theoretical method for identifying urban shrinkage by integrating economic resilience and population change to reveal the evolutionary trajectory of regional urban growth and shrinkage. The results show that urban economic resilience and population change in the Shanxi-Shaanxi-Inner Mongolia region (SSIMR) exhibit strong volatility, highlighting the importance of conducting urban shrinkage studies within specific crisis disturbance scenarios. In the context of the "new normal of the economy", the economic resilience of cities in the SSIMR has significantly declined, and the problem of economic recession is gradually intensifying. The population change trend of cities in the SSIMR is relatively stable, with population loss being a common problem in urban development in the area and its scope and intensity increasing daily. Urban development in the SSIMR is evolving from global growth to widespread shrinkage, with 56.67% of the cities experiencing relative shrinkage, showing a spatial pattern of "western growth–eastern shrinkage". Factors such as the agglomeration effect, industrial structure, and policy system collectively shape the evolution of urban growth and shrinkage.

Abstract:Chinese cities are experiencing urban shrinkage due to demographic, environmental, economic, and political changes. However, urban form is another reason for urban shrinkage. This study first identified the shrinking of 293 cities in China based on the values of the change in brightness extracted from multi-year nighttime light data. Next, the characteristics of construction land morphology from 2019 were analyzed using landscape pattern analysis. Finally, the impact of urban form on urban shrinkage was explored using Geodetector. The results show that: (1) In total, 293 cities experienced different degrees of shrinkage. Regions with severe shrinkage were concentrated in the underdeveloped provinces, and autonomous central and western regions of China; moreover, (2) All factors of urban form significantly affected urban shrinkage. The largest q-values were found in patch density (0.144) and urban area (0.133), indicating that the degree of construction land fragmentation and urban area scale affected urban shrinkage the most; and (3) The interaction effects of pairwise factors were mutually or nonlinearly enhanced. The influence of urban form and socio-economic factors was stronger than that of socio-economic factors alone. This shows that the coupling of urban form and socio-economic factors strengthens the impact of urban form on urban shrinkage.

Abstract:In sustainable urbanization, urban spatial elements and spatial efficiency outcomes are central elements used to quantitatively analyze spatial performance. Previous studies have not focused on shrinking cities. This study establishes a spatial element indicator system from the scale-structure-connection (SSC) dimension based on the spatial characteristics of the scale paradox, structural crisis, and relational imbalance in shrinking cities. It employs geographical detectors to reveal the effective spatial influencing elements affecting the spatial efficiency of shrinking cities in Heilongjiang Province, China, for which targeted strategies are proposed. The results show that urban spatial scale has the most prominent influence on the spatial performance of shrinking cities. Among them, control of the urban land scale, allocation of resource bases, and coordination of service facilities should not be neglected. Among the SSC dimensions, economic, social, and population benefits favor the influence of a single spatial dimension, while ecological and land benefits tend to be more influenced by multiple spatial dimensions. For different spatial benefits, different responses focused on urban-scale adjustment, spatial structure optimization, and spatial connectivity enhancement should be provided to further promote the sustainability of shrinking cities.

Abstract:The effect of urban shrinkage has gradually become a new topic. Theoretically, urban shrinkage may exert great influence on land use efficiency (LUE) through various urban subsystems, but there is currently limited research examining these pathways. Using the Super-SBM-Undesirable model and the Structural Equation Model (SEM), this study calculates the LUE of shrinking cities in Northeast China and simulates the process of urban shrinkage affecting LUE. To quantify the process of urban shrinkage affecting LUE, three mediation variables, namely the economy, public services, and innovation, are used as latent variables to apply SEM. The results show that urban shrinkage will affect LUE through a direct path and indirect paths. In the direct path, urban shrinkage leads to an improvement in LUE. In the indirect paths, the economy and innovation will transmit the negative effect of urban shrinkage on LUE, while public services will reverse this effect. An important contribution of this study is that it quantifies the paths of urban shrinkage affecting LUE, thereby expanding the understanding of urban shrinkage effect and laying a foundation for the sustainable development of shrinking cities.

Abstract:Shrinkage in China’s cities has gradually received increasing attention. Specifically, county-level shrinking cities are numerous and widely distributed. City shrinkage even appears throughout Zhejiang Province, which is highly developed and has stable economic growth. County-level shrinking cities resulting from regional competition can still maintain long-term and stable economic growth, but their economic growth lags behind the whole competitive region. We identified five county-level shrinking cities in Zhejiang Province, and characterized the shrinkage phenomenon in Changshan County using census, nighttime lighting (NTL), and Tencent Location Big Data. City shrinkage resulted from the comprehensive effects of declining traditional industries, backward per capita income, highly skilled labor force shortages, and population age structure changes. Given the shrinkage status of Changshan, we proposed countermeasures and suggestions including aspects of industrial development, urban planning, social governance, and care for the elderly.

Abstract:With the tremendous changes in the domestic and international environment,China's long-running model of Growth Supremacism is coming to an end.The following urban shrinkage has occurred and drawn close attention from the academia and government.In order to illustrate the similarities and differences of urban shrinkage between Chinese and western context,this paper not only analyzes the connotation,cause,mechanism and effect of urban shrinkage,but also illustrates the relationship between urban shrinkage and urban decline in a historical perspective.Then,based on the unique situation of China's national conditions and development environment,the paper divides China's urban shrinkage into three main types:trend-type,overdraft-type,adjustment-type,and discusses the phenomenon,mechanism and influence of them.Finally,the paper generalizes the logic of urban shrinkage in China and consequently puts forward some key strategies to cope with it.

Abstract:County-level cities, as small-scale urban units in China's urban system, have shrunk due to uneven urban development in urbanizing China. This research constructed a framework for understanding China's county-level urban shrinkage. It defined county-level cities and measured shrinkage using the city shrinkage model, explored the spatiotemporal patterns combined with shrinking degrees and trajectories, and analysed the shrinking types based on city and city periphery perspectives. Then, the influencing factors were identified via the OLS regression model. Taking 2846 county-level cities as research units, the results showed that 180 and 1050 county-level cities shrunk in 2000–2010 and 2010–2020, respectively. Slight and moderate shrinkage dominated, but the proportions of high and severe shrinkage noticeably increased. In terms of shrinking trajectory, recent shrinkage was the main shrinking type. The spatial extent of shrinking county-level cities increased dynamically; the northeast, north, central and northwest regions were core agglomerations, and the east region emerged as an added agglomeration during 2010–2020. Absolute shrinkage became the main shrinking type significantly driven by "city–city" and "off-site urbanization" migration. Urbanization level, economic development, ageing degree, etc., were factors causing shrinkage. This study contributes to advancing understanding among scholars and Chinese policymakers about county-level urban shrinkage in urbanizing China.

Abstract:The phenomenon of urban shrinkage has spread across the world as the political and economic landscape changes worldwide. The urban development in China has entered a post-development era characterized by coexisting urban expansion and local shrinkage whilst urbanization continues to progress in this country. This paper investigates the urban shrinkage of 80 cities in the Yellow River, China from the perspective of population and economy, based on urban shrinkage models drawing from western countries. It also analyzes the spatiotemporal evolution and influencing factors of urban shrinkage in this area using a spatial panel data model. The results show the following. (1) The phenomenon of urban shrinkage in the Yellow River Basin has gradually occurred and the degree of shrinkage has aggravated. (2) The shrinking cities in the Yellow River Basin are mainly population-related and potential. (3) The phenomenon of urban shrinkage in the Yellow River Basin shows significant spatiotemporal differences. Shrinking cities are mainly distributed in the upper and middle reaches of the Yellow River Basin and the number of shrinking cities has gradually increased over time. (4) In terms of influencing factors, financial, traffic, and medical conditions have a greater impact on population-related and economy-related shrinkage in these cities.

Abstract:Urban shrinkage has emerged as a worldwide concern, which is increasingly prevalent in developing countries like China, particularly in medium-sized cities (MSCs). Compared to large cities and counties, MSCs find themselves in a national policy blind spot and have been neglected both in policy and research. Previous studies, based on population changes, have shown that urban shrinkage in China is not severe. However, urban shrinkage is not just about population decline, and it has not been adequately discussed from a multi-dimensional perspective. This paper adopts a multi-dimensional model, considering population, economy, and space dimensions to analyze shrinkage patterns in 164 MSCs in China from 2010 to 2020. Findings reveal that 6.1% of MSCs experienced population shrinkage, and 24.4% faced shrinkage in economic or spatial dimensions. Shrinking MSCs are spatially distributed in the Northeast as well as in the areas surrounding large cities. Industrial restructuring, job losses, and healthcare disparities contribute to urban shrinkage, and the impact of aging will be further felt. As large cities consistently attract population and resources and digitization has dramatically affected population mobility, more MSCs will shrink in the future. This paper contributes to the understanding of shrinkage of MSCs among scholars and policymakers, urging a shift towards more balanced and digital urban governance.

Abstract:With the transformation of China's industry and demographic structure, urban shrinkage, especially the resource-based cities due to their single industrial structure, tend to emerge gradually. Using empirical and quantitative methods, this paper explores the evolution mechanism of urban shrinkage in Hegang, a resource-based city in China. Our findings suggest that there are many correlations or cyclic relationships among variables, which provide an empirical confirmation for the complexity of urban shrinkage process. The result shows there is a time delay of about four to five years between the mining industry and the changes of demographic profile, economic performance and built environment variables. The development of Hegang has formed a path dependence on resource-based industries. Furthermore, the time lags between demographic profile and economic performance variables are not obvious, and the real estate market has a certain sensitivity to perceive population loss and economic change. Besides, market led public service facilities are more sensitive to the changes of population outflow and economic recession than government led public service facilities. The study findings could offer insights for other resource-based cities in developing countries to employ on the economic development policies issues.

Abstract:In recent years, many cities in China have faced profound and complex shrinkage problems, which have required new perspectives and approaches to improve understanding. In this context, this study built a framework to understand city shrinkage based on the regionalization perspective. By simulating land use with spatial relations and conducting a coupling analysis on land use efficiency and accessibility (by strength) based on the study of urban systems, 96 cities along the Yellow River were analyzed under this framework. The research found that cities with significantly lower land use efficiency tend to exhibit lower accessibility (by strength), and city shrinkage in China may be the consequence of the lower de facto accessibility and mismatch between development rights and development potential. The urban system has proven to be helpful in the research, planning, and administration of city shrinkage.
How Does Population Shrinkage Affect Economic Resilience? A Case Study of Resource-Based Cities in Northeast China

Abstract:By constructing an index system, this study analyzed the temporal and spatial characteristics of the economic resilience of 20 resource-based cities in northeast China after the financial crisis in 2008. On this basis, a mediation model was introduced to explore the mechanism of population shrinkage affecting economic resilience. The results show that: (a) from 2009 to 2019, the trend of the economic resilience of resource-based cities in northeast China was “ascending–descending–stable”. As time went by, the spatial difference of the economic resilience of resource-based cities gradually became obvious, indicating that the number of medium- and high-class cities was increasing. (b) By applying a correlation analysis, it was found that both a significant weak correlation and medium correlation existed between population shrinkage and economic resilience during the periods of 2011–2019 and 2013–2019. (c) Six mediation factors, namely industrial output, population consumption, resource dependence, urban innovation, cultural construction and environment quality, were chosen to apply the mediation model of population shrinkage affecting economic resilience. Among them, industrial output, population consumption, urban innovation, and cultural construction exerted a partial mediation effect on the process of population shrinkage affecting economic resilience, while the meditation effects of resource dependence and environment quality were not significant.

Abstract:Continued population loss in the context of urban shrinkage has led to the transformation and reconfiguration of urban land use space, which in turn has had a major impact on regional habitats and ecosystem services. To explore the status of habitat quality (HQ) in shrinking cities, based on land use data from 2010 to 2020, this study uses the InVEST model to analyze the spatiotemporal characteristics of HQ in shrinking cities. Then, we reveal the shrinkage effect of HQ in shrinking cities from the perspective of population change rate, and detect the dominant influencing factors of HQ in different types of shrinking cities with the help of geographical detector. The results show that:(1) From 2010 to 2020, the primary land use types in both shrinking and non-shrinking cities of the three northeastern provinces were forestland and cropland. However, there were significant differences in the area of construction land between the two categories of cities. (2) The HQ in both shrinking and non-shrinking cities showed a declining trend, yet the HQ index of shrinking cities was higher than that of non-shrinking cities. (3) The distribution of HQ in shrinking cities has a significant shrinkage effect, and HQ index gradually strengthens as urban shrinkage intensifies. Low-quality habitats have a strong distributional advantage in slightly shrinking cities, while severely shrinking cities tend to be dominated by high-quality habitats. (4) Population profile, economic development, industrial structure and built environment are important factors influencing the spatial heterogeneity of HQ in shrinking cities. However, the spatial determinants of HQ vary significantly among different types of shrinking cities in terms of dimensions and indicators, with two-factor interactions exerting a stronger influence than single-factor impacts. Based on the findings of this study, the government can formulate differentiated habitat protection measures, dynamically adjust, and optimize them according to the distribution characteristics of HQ grades in shrinking cities.

Abstract:Although there has been a rapid urbanization in China since the 1980s, the simultaneous urban shrinkage phenomenon has existed for a long time. The study of shrinking cities is particularly important for China as the current urban development has changed from physical expansion to built-up area improvement. After redefining what constitutes a city (what we term a natural city), we compared the adjusted nightlight intensity of National Polar-orbiting Partnership Visible Infrared Imaging Radiometer Suite (NPP-VIIRS) data between 2013 and 2016 to accurately identify shrinking cities throughout China. The results indicate that there are 2,862 redefined natural cities in China and that the total area reaches 53,275 km(2), about 0.5% of the national territory. Based on this, we identified 798 shrinking cities with a total area of 13,839 km(2). After analyzing the relative position of shrinking cities and internal shrinking pixels in the geometric space, the morphological characteristics of shrinking cities were systematically classified into six patterns. The majority of shrinking cities belong to scatter shrinkage, central shrinkage, and local shrinkage; only 5% are complete shrinkage; the rest are unilateral shrinkage and peripheral shrinkage. In addition, six shrinkage causes were quantitatively classified and summarized by referring to multiple-source urban data and municipal yearbooks. To enrich the methodological system for urban shrinkage, the research provides a reminder of the need to consider the other side of urbanization (i.e., dissolution of social networks) and proposes appropriate strategies and policies to address shrinkage issues.
Quantifying spatiotemporal patterns of shrinking cities in urbanizing China: A novel approach based on time-series nighttime light data

Abstract:<p>The shrinking of cities has become an increasingly global phenomenon, posing challenges for sustainable urban development. However, most focus remains on Europe and North America, and relatively little attention has been paid to the East Asia, especially the urbanizing China. Nighttime light (NL) dataset and its features (long-term time-series free access and large coverage) provide an alternative means to quantify shrinking cities. Here, we developed a new approach to identify shrinking cities and measure urban shrinkage, using corrected-integrated DMSP/OLS and NPP/VIIRS NL data. Based on this approach, we quantified the spatiotemporal patterns of shrinking cities in China from 1992 to 2019. Our study identified 153 shrinking cities in China during the study period, accounting for 23.39% of all 654 cities. These shrinking cities were widely distributed across eight economic regions and most provinces. The number of shrinking cities changed periodically and peaked following the Asian Financial Crisis in 1997 and again after the Global Economic Crisis in 2008. The cities that experienced the greatest shrinkage intensity were mainly distributed in northeast China, with severe urban shrinkage occurring between 2008 and 2013. The new approach proposed in this study can effectively identify shrinking city hotspots and key periods of urban shrinkage. Our findings suggest that sustainable urban development in China must consider shrinking cities, which are faced with challenging and urgent sustainability issues different from those by rapidly growing cities.</p>

Abstract:The incongruous patterns of urban growth often give rise to a myriad of issues, notably urban sprawl and urban shrinkage. These challenges frequently coexist and interact, presenting formidable obstacles to achieving sustainable city development. Therefore, investigations that endeavor to scrutinize both urban expansion and shrinkage in concert from a comprehensive perspective are essential. Present works of defining this trajectory are still vague, in which there is no clear clarification, and the relationship with socioeconomic also tends to be neglected. Thus, we proposed a new framework utilizing characteristic changes over 30 years in population and density to conduct a synthesis of urban growth patterns in 3911 cities worldwide along with their driving factors. We found that the development stage played a crucial role in urban growth pattern. Specifically, the densification cities were mostly found in the early stages of industrialization and urbanization. However, in accelerated industrialization and fast-developing regions, sprawl cities progressively gained dominance. Most cities followed the sprawl pattern and more shrinkage cities began to emerge in regions which in post-industrialization developed at high stages. Factors including industrialization level, urbanization rate, initial population density, terrain, and cultivated land conditions all exerted notable influences revolving around the urban growth process. Our study aims to help gain an overall sense of the global urbanization process as well as guide decision-makers to search for tailor-made management policies and urban planning for cities at various development stages. The patterns of expansion and shrinkage could offer support for a more comprehensive assessment of SDG indicators 11.3.1 and thus inform policies for urban sustainable development.

Abstract:Urban shrinkage has gradually become a global problem.In China,urban shrinkage,which is driven by the joint action of government and market,is a local phenomenon coexisting with urban growth.Hence,this paper establishes a model of urban growth and shrinkage from the perspective of government and market.The theoretical model induces four types of space,namely expansion-growth,agglomeration-growth,expansion-shrinkage,and reduction-shrinkage,which can be identified by using nighttime light data,LandScan population data,and land use data from remote sensing image.Thus,a case study is conducted in Beijing to investigate the spatial pattern and temporal evolution of urban growth and shrinkage,as well as the role of government and market in shaping four different types of space.The result shows that,interaction between government and market in Beijing has a significant effect on urban growth and shrinkage.It is possible for urban growth and shrinkage to switch to each other under the adjustment of government intervention and the change of market factors.Considering the coexistence of urban growth and shrinkage in Chinese cities,there is a need for a planning approach integrating the idea of smart growth and smart shrinkage,to realize the coordination between policy and market and the rational allocation of spatial resource.
Spatiotemporal differentiation and analysis of factors influencing high-quality development of resource-based cities: An empirical study based in China

Abstract:Resource-based cities often face problems such as resource scarcity and insufficient electricity to achieve complex high-quality growth. At present, there is relatively little research on the impact on the high-quality development of such cities. To study the key variables that affect the high-quality growth of resource-based cities, we adopt entropy weighted TOPSIS technology, spatial correlation analysis, and spatial econometric models. The main conclusions are as follows: (1) The overall high-quality development of resource-based cities in China is on the rise year by year; The cities with the highest growth rates are those that are mature, rejuvenated, growing, and declining. (2) Resource-based cities have a positive geographical correlation in high-quality development, and different numbers of clusters are displayed by changing the Moran I index score. (3) High quality development is strongly influenced by human capital, urbanization, technological innovation, and global market openness. There are significant differences in the ways in which these variables affect various types of resource-based cities. Policy makers who strive to reduce regional inequality and encourage high-quality growth in resource-based communities may benefit greatly from the insights provided by this study.

Abstract:The rapid urbanization process has brought about the shrinkage of rural space as a typical issue. Nevertheless, due to the dearth of effective assessment approaches, the patterns of rural spatial shrinkage remain poorly grasped. This study intends to establish a quantitative assessment model to scientifically disclose the spatiotemporal characteristics and mechanisms of rural spatial shrinkage. The "Population-Industry-Function-Land" (PIFL) assessment model has been rigorously constructed, encompassing eight assessment indices, such as the ratio of permanent residents, rural population density, and the rate of abandoned cultivated land. The model was adopted to conduct an analysis of the spatial shrinkage scenarios of the 18 administrative villages in Panxi Town spanning from 2011 to 2021. The results indicate that the temporal dimension of rural spatial shrinkage exhibits an accelerating trend, with discernible declines or increases in the ratio of permanent residents, rate of the elderly labor force, and housing vacancy rate. The shrinkage of rural spaces displays spatial heterogeneity, with more pronounced shrinkage characteristics observed in villages located further from the central town. According to the comprehensive shrinkage index, the villages are categorized into four types: relative shrinkage (0.2447 ≤ Z ≤ 0.2462), mild shrinkage (0.2463 ≤ Z ≤ 0.4423), moderate shrinkage (0.4424 ≤ Z ≤ 0.6125), and severe shrinkage (0.6126 ≤ Z ≤ 0.7988). The research findings possess significant reference value for the governance of rural spatial shrinkage.
