Abstract:In the past 15 years, research activities focusing on the interlinkages between climate change and human mobility have intensified. At the same time, an increasing number of actors and processes have sought to address human mobility in the context of climate change from a policy perspective. Hitherto, research has been limited in terms of geographical preferences as well as conceptual and methodological focus areas. This paper argues that to address the evolving policy space, future research on climate change in the context of human mobility needs to become more differentiated, integrated and generalized. This includes concerted efforts to better integrate researchers from the global South, improved cross‐linkages between different datasets, approaches and disciplines, more longitudinal and comparative studies and development of innovative qualitative and quantitative methods.

Abstract:<p>Academic, political, and policy debates about the connection between environmental change and human migration have long focused on migration drivers and outcomes, resulting in a limited discussion between the discourses of "desolate climate refugees" and "environmental migrants as agents of adaptation." These perspectives remain dominant, particularly in policy and media circles, despite academic critique and the recent emergence of more diverse approaches. In this intervention, we contribute to the recent turn in environmental migration research by seeking to better ground and pluralize our understanding of how environmental change and human mobility relate. We do so by offering a mobilities perspective that centers on the practices, motives, and experiences of mobility and immobility in the context of environmental change: When and why do people decide to move—or not to move—in response to environmental changes? How do they cope with migration pressures? Where do they move, under what conditions, and who can or must stay behind? This approach attends to the diverse aspirations and differential capabilities that underlie particular practices of movement or nonmovement, reflecting both individual characteristics as well as interconnections with uneven power relations across local, regional, and global scales. A mobilities approach offers a starting point for an expanded research agenda on environmental im/mobilities. Abstract:While migration is often conceptualized as an adaptive response to climate hazards, migration can also present severe risks to people on the move. In this paper, we attempt to operationalize the Representative Key Risks (RKR) framework of the Sixth Assessment Report of Working Group II of the Intergovernmental Panel on Climate Change (IPCC) for human mobility. First, we provide a framework for understanding how mobility risks emerge by engaging with the concept of habitability. We argue that uninhabitability occurs where the physical environment loses suitability and where there is a loss of agency in local populations. The severity of the risk from the loss of habitability is then represented by the high potential for human suffering. When climate hazards affect physical suitability and agency, the forms of migration that occur undermine human wellbeing and the right to self-determination: forced displacement, community relocation/resettlement, and involuntary immobility. Second, we show how such forms of mobility are more or less likely along different Shared Socioeconomic Pathways (SSPs). This paper asserts a central concern around human suffering to recentre scenario discourse on where, and how, adaptation, changes to development patterns, and government policies can reduce this suffering. Proactive governance at local, national, and international levels that attends to people's adaptation and mobility needs can avert the more frequent emergence of severe risks related to mobility in a changing climate.

Abstract:The discussion on the relation between human mobility and climate change has moved beyond linear and exceptional terms. Building on these debates, this article, and the Special Issue on Climate Mobilities: Migration, im/mobilities and mobilities regimes in a changing climate that it introduces, conceptualises this relation in terms of climate mobilities. Through the concept of climate mobilities, we highlight the multiplicity of mobility in the context of a changing climate, including the interrelations between human mobilities and immobilities and their interplay with other mobile flows, such as the mobilities of ideas, information, or climate risk. We furthermore delve into the politics of climate mobilities, defining climate mobility regimes, and implications for mobility justice among those whose mobility is impacted by these regimes. We argue for research to pay more attention to acts of resistance against dominant climate mobility regimes, including voluntary immobilities and re-emplacements that challenge mass migration frames or imposed relocation policies. The articles in this issue empirically examine these dimensions, reflecting on the plurality of climate mobilities and its politics, each analysing how these evolve in a situated cultural or political context.

Abstract:Weather and climate‐related human mobility (climate mobilities) including displacement are often viewed as security concerns. The recent coronavirus (COVID‐19) pandemic adds yet another layer of complexity which calls for unpacking these connections. This paper explores how existing patterns of migration and displacement that are driven by climate change impacts compound with the ongoing COVID‐19 pandemic. First, the paper outlines the links between extreme weather events and human mobility to then explore how the impacts from COVID‐19 interact, cascade and compound pre‐existing vulnerabilities of people on the move. Examining the ways in which climate change is potentially driving or shifting patterns of climate mobility allows to gain a shared understanding of this complex issue. This paper contextualises the compounding impacts with a geographical focus on Bangladesh, a well‐known climate hotspot. The paper contributes to the debates on impacts and human responses to climate change and concludes with a set of policy recommendations.

Abstract:Climate-induced migration involves people relocating caused by detrimental climate changes affecting their living environment. Pacific, Africa, and South Asia have experienced climate-induced migration resulting from extreme weather events, sea level rise, drought and desertification, and temperature extremes. The purpose of this research is to find out in terms of conflict resolution, what legal efforts have been made by the government of the affected regions to address climate-induced migration. This study uses descriptive qualitative method and case studies. Based on the results obtained from the data, it was found that the affected governments are pursuing various legal efforts to be able to tackle climate-induced migration. Several efforts made, namely “Migration with Dignity” policy, the Pacific Adaptation to Climate Change (PACC) Project, Great Green Wall initiative, the African Union’s Regional Economic Communities (RECs), Bangladesh’s Climate Change Strategy and Action Plan (BCCSAP), the South Asian Association for Regional Cooperation (SAARC) Disaster Management Centre, and India’s National Action Plan on Climate Change (NAPCC). The regional initiatives mentioned earlier play pivotal roles in implementing these frameworks and fostering collaborative endeavors, whilst the innovative legal frameworks, guided by SMART (Specific, Measurable, Achievable, Relevant, and Time-bound) indicators, ensure that climate-induced migration is addressed effectively. To sum up, dealing with climate-induced migration requires a holistic approach involving regional collaboration and innovative legal frameworks.

Abstract:Recent reports from the World Bank and Intergovernmental Panel on Climate Change (IPCC) forecast increasing sudden- and slow-onset climate events contributing to population movement on a growing scale across West Africa. This essay explores the potential health implications for migrant populations, considering recent projections of climate-related human mobility provided by these reports. We found that climate-driven migration exacerbates health issues due to loss of livelihoods, overcrowding, and increased exposure to climate hazards. Policy solutions to minimize adverse health outcomes include enhancing healthcare systems, supporting sustainable development, and fostering regional collaboration. By highlighting the relationship between climate change, migration, and health, this essay draws attention to climate migrant health as a critical focus for policy and research.

Abstract:Climate change is an increasingly important theme in Africa, where a large majority of its people depend on livestock and agricultural activities for livelihood. Concurrently, the topic of health of migrants and people on the move is rapidly raising both in the health debate and migration governance agenda in the Region. The link with climate change from the perspective of health and migration experts needs to be systematically addressed. Objectives: The article aims to contribute to the discourse on the interrelation of climate change, migration, and health by providing contributions of experts in the field of health and migration directly working with migrant and refugee communities in Africa. Methods: A webinar was conducted to collect and discuss first-hand experience with 25 participants from a postgraduate online course on health and migration funded by the Austrian Government and implemented in a co-operation of the Center for Health and Migration, Austria, with Makerere University, Uganda, the International Organization for Migration - UN Migration, and Lancet-Migration. As a result from the discussions, two cases from Sudan and Zimbabwe were selected to be further analysed with desk research to illustrate and underpin the points made. Results: All webinar participants reported to encounter climate change effects on health and migration in their professional practice. In their experience, climate change aggravates issues of health and migration by fueling forced migration and displacement, increasing health care needs, and deteriorating access to health care. Specific health challenges were identified for mental health problems caused by effects of climate change-induced migration, which remain widely undiagnosed and untreated, and the special affectedness of women and girls, with their mental, sexual and reproductive health severely deteriorated in insecure environments. The case studies from Sudan and Zimbabwe underline these observations. Conclusions: The interplay of effects of climate change, (internal) migration, and health is reported by a community of experts in the field of health and migration who are residing in Africa and working with migrant communities. Webinars prove to be an easy to implement tool to collect first hand evidence from practice experts, to foster exchange of experiences, and to get people engaged in further collaboration and discussion.

Abstract:Climate change is a threat multiplier for human migration, with those reliant on rain-fed agriculture being particularly vulnerable to climate change. This can manifest as increased poverty and potentially as climate-induced migration to seek alternative livelihood options. The interactions between climate vulnerability and social protection policy, in particular how they shape migration patterns, are poorly understood. There is significant potential for social protection programmes to positively shape migration-related decisions amongst rural youth, while enabling climate resilience. Less attention has been paid to patterns of migration within (and between) African countries, compared to migrants moving to the Global North. Here we review how social protection programmes are being (or can be) used to shape climate-induced migration decisions amongst youth in rural Africa. Based on key components of social protection (social assistance and labour market interventions), we argue that when these are adapted to meet the priorities of rural youth, a more just transition can be achieved (i.e. climate-resilient rural communities retaining rural skilled labour as opposed to climate-induced distress migration). More accurate evidence on migration drivers, and challenges faced by rural youth in accessing and benefiting from social protection, is necessary to fully inform climate migration and social protection practices.

Abstract:The scale of climate migration across the Global South is expected to increase during this century. By 2050, millions of Africans are likely to consider, or be pushed into, migration because of climate hazards contributing to agricultural disruption, water and food scarcity, desertification, flooding, drought, coastal erosion, and heat waves. However, the migration-climate nexus is complex, as is the question of whether migration can be considered a climate change adaptation strategy across both the rural and urban space. Combining data from household surveys, key informant interviews, and secondary sources related to regional disaster, demographic, resource, and economic trends between 1990 and 2020 from north central and central dryland Namibia, we investigate (i) human migration flows and the influence of climate hazards on these flows and (ii) the benefits and dis-benefits of migration in supporting climate change adaptation, from the perspective of migrants (personal factors and intervening obstacles), areas of origin, and areas of destination. Our analysis suggests an increase in climate-related push factors that could be driving rural out-migration from the north central region to peri-urban settlements in the central region of the country. While push factors play a role in rural-urban migration, there are also several pull factors (many of which have been long-term drivers of urban migration) such as perceived higher wages, diversity of livelihoods, water, health and energy provisioning, remittances, better education opportunities, and the exchange of non-marketed products. Migration to peri-urban settlements can reduce some risks (e.g. loss of crops and income due to climate extremes) but amplify others (e.g. heat stress and insecure land tenure). Adaptation at both ends of the rural–urban continuum is supported by deeply embedded linkages in a model of circular rural–urban-rural migration and interdependencies. Results empirically inform current and future policy debates around climate mobilities in Namibia, with wider implications across Africa.

Abstract:Climate adaptation efforts in the Bengal Delta do not fully integrate migrants, who have moved between rural and urban spaces for decades for diverse reasons that now include the impacts of climate change. Despite the reality of mobile lives in the region, organisations implementing adaptation projects approach circular mobilities as undesirable, against ideals for development. These organisations play a crucial role in shaping how migrants as floating people are considered in such a climate-vulnerable context. Drawing upon a combined 16 months of fieldwork in the Bengal Delta region of India and Bangladesh and using data from in-depth interviews with diverse organisational actors, we find that adaptation projects in this region are mainly designed to keep people in place, as stationary populations in either urban destinations or rural areas of origin. They fail to address the multiplicity of mobilities in the region and neglect compounded vulnerabilities of migrants in the face of intersecting crises such as climate change and the Covid-19 pandemic. Based on the findings, we conceptualise and call for a migrant-sensitive approach to adaptation that embraces local complexities of climate-related (im)mobilities and development.

Abstract:People living in deltaic areas in developing countries are especially prone to suffer the effects from natural disasters due to their geographical and economic structure. Climate change is contributing to an increase in the frequency and intensity of extreme events affecting the environmental conditions of deltas, threatening the socioeconomic development of people and, eventually, triggering migration as an adaptation strategy. Climate change will likely contribute to worsening environmental stress in deltas, and understanding the relations between climate change, environmental impacts, socioeconomic conditions, and migration is emerging as a key element for planning climate adaptation. In this study, we use data from migration surveys and econometric techniques to analyse the extent to which environmental impacts affect individual migration decision-making in two delta regions in Bangladesh and Ghana. The results show that, in both deltas, climatic shocks that negatively affect economic security are significant drivers of migration, although the surveyed households do not identify environmental pressures as the root cause of the displacement. Furthermore, environmental impacts affecting food security and crop and livestock production are also significant as events inducing people to migrate, but only in Ghana. We also find that suffering from environmental stress can intensify or reduce the effects of socioeconomic drivers. In this sense, adverse climatic shocks may not only have a direct impact on migration but may also condition migration decisions indirectly through the occupation, the education, or the marital status of the person. We conclude that although climate change and related environmental pressures are not perceived as key drivers of migration, they affect migration decisions through indirect channels (e.g., reducing economic security or reinforcing the effect of socioeconomic drivers).

Abstract:The human landscape in the Central African region is complex. Within and across boundaries, human mobility creates and recreates political, social and cultural configurations which present challenges to states. In the Central African Republic and the Democratic Republic of the Congo, for example, political instability raises the challenge of refugees. Beyond forced migration, the Central African region is also characterized by voluntary migration. This chapter aims to grasp the dynamics sustaining migration trends in this region so as to understand its drivers. It also analyses the actions and reactions of regional economic communities (RECs) as regional responses to tackle migration issues. The era of states managing migration on their own is apparently losing traction and is being replaced by a regional approach, which gives importance to RECs. The former is prone to control, to deter migration, whereas the latter perspective seeks free movement of people. The Central African region has many regional organizations, but only three are considered in this chapter: the Economic Community of the Central African States (ECCAS), the Economic Community of the Great Lakes Countries (ECGLC) and the Economic and Monetary Community of Central Africa (EMCCA). Voluntary migration in Central Africa is the most dynamic and should be governed in order to make this region ‘a space of peace and of development’.
The impact of climate change on migration: a synthesis of recent empirical insights

Abstract:Concern about the human impact of climate change has led to predictions of how people living in areas vulnerable to drought, flood, and temperature changes will respond to such events. Early studies warned that climate change would lead to dramatic increases in human migration as households became unable to adapt to the impacts of climate change. More recently, empirical studies focused on observed climate events and trends have documented how migration flows vary as a function of both the severity of the event and the ability of the household to migrate, among other factors. In this paper, we provide a systematic review of this literature, based on a conceptual framework in which climate shocks (e.g., drought, floods, or temperature extremes) affect (a) household capability to migrate, by depleting household resources necessary for migration, and (b) household vulnerability in staying, by increasing the risk that a household falls (further) into poverty. In combination, these factors help explain four key patterns seen in the empirical literature: (1) climate-induced migration is not necessarily more prevalent among poorer households; (2) climate-induced migration tends to be more prevalent for long-distance domestic moves than local or international moves; (3) slow-onset climate changes (such as droughts) are more likely to induce increased migration than rapid-onset changes (such as floods); and (4) the severity of climate shocks impacts migration in a nonlinear fashion, with impacts influenced by whether the capability or vulnerability channel dominates.

Abstract:Steve Cinderby from the Stockholm Environment Institute centre at the University of York and colleagues from the UK, Kenya, Uganda and Zambia investigated the status of the mobility and transportation infrastructure in Africa through surveys of local key stakeholders. Despite the existence of climate resilience and inclusive mobility policies, their impact is compromised by poor implementation and a lack of transparency. The authors' research underscores the need for increased knowledge and awareness of climate risks among agencies to enhance their capacity to address the escalating challenge. This work emphasizes the necessity for sustainable, equitable and resilient transport infrastructure and provides pivotal implications for the transformation of transport policy planning in African cities.

Abstract:In this paper ways are proposed for quantitative research to better address the complexity of climate mobility. First technical suggestions are presented to improve upon migration models and highlight promising developments. Then it is argued that quantitative methods can broaden the scope of research inquiries by examining how climate mitigation and adaptation influences mobility, and assessing how mobility itself impacts vulnerability. Quantitative climate mobility research has, so far, focused primarily on climate change impacts on migration outcomes. This focus has led to a separation between quantitative climate migration research and the broader field of migration studies. In this paper ways are proposed for quantitative research to better address the complexity in the relationship between climate change and mobility. First technical suggestions are presented to improve upon migration model setups and designs and highlight promising developments. Then it is argued that quantitative methodologies can broaden the scope of research inquiries by examining how climate mitigation and adaptation efforts influence mobility, as well as assessing how mobility itself impacts vulnerability.

Abstract:Understanding coping and adaptation behaviour of different population groups in the context of global environmental change has become increasingly important, especially in regions with high vulnerability such as Sub-Saharan drylands. In this regard, household strategies tend to be dependent on local and context-specific conditions. However, the strategic development of climate change adaptation measures, as well as natural resource and migration management on national and international level require transferable results and recommendations. In this paper, a first attempt is made to address the lack of meta-knowledge and to create a bigger trans-regional picture on the topic. It provides an exploratory and systematic synthesis of quantitative and qualitative data from 63 studies covering more than 9700 rural households from Sub-Saharan African drylands. Relevant household coping and adaptation strategies under different types of environmental change are assessed with a particular focus on the role and relative significance of migration. The results demonstrate that strategies related to crop, livestock, soil and water management are, by far, the most common. Yet, various forms of migration are reported as strategy by about 23% of the households. Corroborated by qualitative findings, this emphasises the importance of migration for responding to unfavourable environmental conditions at the household level. Based on the synthesised literature, future directions for research needed to support socially and ecologically sustainable coping and adaptation are provided.

Abstract:While climate-related mobility has been part of life in Africa for centuries, existing literature on migration in the context of climate change generally lacks a historical perspective. This paper historicises climate-related migration in the Northern Savannah Zone of Ghana, with specific focus on the Upper West Region, drawing on climate data, a survey of 403 households, and interviews and focus group discussions with farmers. It demonstrates that migration and mobility in the region are rooted in historical patterns established and reinforced through colonial and post-colonial governance. These patterns reflect inequalities created by past and present development policies as well as environmental factors. While environmental change intensifies existing migration patterns, it is difficult to isolate these effects from the economic, social, and political factors which also contribute to migration flows in the Savannah zone. We therefore conclude that migration flows are co-constituted by past and present governance practices, disparities, development policies, and social transformation as well as environmental factors. Analysis and policy narratives that attribute recent migration flows to climate change only are simplistic and blur the effects of past and present structural inequalities and political engagement.

Abstract:Abstract. Introduction. International migration is an important socio-economic indicator of the development of states and a regulator of socio-economic relations in the international economy. Under the modern conditions of development of the world society migration processes are characterized by dynamic development and scale of distribution. Today, international migration is becoming an important factor influencing the formation of international reality, causing social changes and cultural interaction of countries involved in migration process. Purpose. The modern world is diverse in its development and progress. Existing asymmetries and inequalities in most countries, conflicts, poverty, climate change encourage people from the low-income countries to migrate to the economically developed countries in searching of a safer and better life. In addition, the COVID-19 pandemic carries great threats to the lives and health of migrants, negatively affects their spatial mobility, and creates the new societal challenges and dangers. That is why the author of the article aims to explore the main trends in the formation of modern migration flows and changes in international migration; to identify global factors influencing the dynamics of international migration and to identify key issues that need to be corrected in the management system of international migration at the global level. Results. The author has analyzed the current trends in the development of international migration in the global space, assesses the formation of the main migration flows in terms of individual sub-regions and countries. According to the results of the analysis, the growing influence of exogenous factors (interstate conflicts, economic and political instability in the world, climate change, etc.) and endogenous factors (low level of social protection of the low-income countries, limited access to vital public resources), high levels of corruption in some countries that cause poverty, carry threat and danger to the lives and health of their citizens) to increase the dynamics of migration flows in the world. During the studying the author has formed the main group of countries (USA, Canada, Luxembourg, Norway, Switzerland, Germany, France, Czech Republic, others), which (according to the long-term UN forecasts) will increase net migration rates and net numbers of migrants; this information is the important indicators for governments of these countries in order to respond in a timely manner and put changes into their existing migration policies. The tools of integration of international migrants into the national societies of the host countries of Europe in terms of employment, education, social inclusion have been considered. The benefits of the host countries from successful integration have been determined. The impact of the COVID-19 pandemic on the change in the dynamics of international migration has been studied and the key problems of international migration development that need to be corrected at the global international level due to the intensification of crisis situations have been identified. Conclusions. Thus, the acceleration of migration processes and the scale of their spread in the world have a great impact on significant changes in foreign economic relations between countries; the macroeconomic dynamics of their development is gaining new momentum. The mechanical movement of the population causes changes in the structure of human capital, affects the quality of its formation and development. Due to the unevenness and the existing asymmetry in the socio-economic development of the world, the migration factor can become a major tool for the destruction of economic stability of many countries, the intensification of crises in the social sphere. Therefore, the existing problems of global cooperation and coordination of international migration, the lack of effective mechanisms for interaction between national and global levels of migration management need to be solved in time. The international regulatory framework for the protection of migrants' rights in the global dimension needs to be improved.

Abstract:Abstract Recent surveys of the literature on climate change and migration emphasize the important diversity of outcomes and approaches of the empirical studies. In this paper, we conduct a meta-analysis in order to investigate the role of the methodological choices of these empirical studies in finding some particular results concerning the role of climatic factors as drivers of human mobility. We code 51 papers representative of the literature in terms of methodological approaches. This results in the coding of more than 85 variables capturing the methodology of the main dimensions of the analysis at the regression level. These dimensions include authors' reputation, type of mobility, measures of mobility, type of data, context of the study, econometric methods, and last but not least measures of the climatic factors. We look at the influence of these characteristics on the probability of finding any effect of climate change, a displacement effect, an increase in immobility, and evidence in favor of a direct vs. an indirect effect. Our results highlight the role of some important methodological choices, such as the frequency of the data on mobility, the level of development, the measures of human mobility and of the climatic factors as well as the econometric methodology.
