Abstract:Research Purpose: This study aimed to explore the effect of China’s New Rural Pension (NRP) on the physical and mental health of rural children from the perspective of intergenerational care, and to examine whether family childcare types and the child’s gender affect the relationships between social pensions and the physical and mental health of rural children. Methods: We used data from the 2016 China Family Panel Studies (CFPS) of the China Social Science Survey Center, a nationally representative sample at the individual, family, and county levels from 25 provinces (cities and districts) in China. A total of 2142 sets of valid samples of children, the elderly, family economic and social conditions, and basic family information were retained after data screening. The regression discontinuity (RD) method was employed for the statistical analyses. Results: The NRP had a significant effect on both the mental health (β = −2.818, p < 0.1) and physical health (β = −2.214, p < 0.1) of rural children. This effect varied with the family childcare type and child’s gender. Conclusions: We reveal a positive effect of the NRP on the physical and mental health of rural children. Therefore, the establishment of a social pension system may be used as an effective approach to enhance the health of rural children. The impact of the NRP on the physical and mental health of children differs with the family childcare type and their gender, which should be taken into consideration when using social pensions to enhance child health.

Abstract:With the introduction of the New Rural Social Pension Scheme (NRSPS), pension coverage in rural China has increased substantially during the last decade. We investigate how the new public pension benefits influence intergenerational transfers and subjective well-being of older adults in rural China using panel data from the 2011 and 2013 waves of the China Health and Retirement Longitudinal Study (CHARLS). The results of our first-difference regression models show that receiving a public pension goes along with an increase in intergenerational financial support and has a positive impact on the subjective well-being of older adults in rural China. Our analysis represents one of the first studies examining the effects of the introduction of the NRSPS from a longitudinal perspective. The results demonstrate that public pension benefits as a form of institutional financial support are beneficial to the well-being of older adults, while they do not hinder intergenerational exchange.
The Impact of Social Pensions on Intergenerational Relationships: Comparative Evidence from China

Abstract:China launched a new rural pension scheme (hereafter NRPS) for rural residents in 2009, now covering almost all counties with over 400 million people enrolled. This implementation of the largest social pension program in the world offers a unique setting for studying the economics of intergenerational relationships during development, given the rapidity of China's population aging, traditions of filial piety and co-residence, decreasing number of children, and dearth of formal social security, at a relatively low income level. We draw on rich household surveys from two provinces at distinct development stages - impoverished Guizhou and relatively well-off Shandong - to better understand heterogeneity in the impact of pension benefits. Employing a fuzzy regression discontinuity design, we find that around the pension eligibility age cut-off, the NRPS significantly reduces intergenerational co-residence, especially between elderly parents and their adults sons; promotes pensioners' healthcare service consumption; and weakens (but does not supplant) non-pecuniary and pecuniary transfers across three generations. These effects are much larger in less developed Guizhou province.

Abstract:This study examines how a social pension program changes paid work patterns and expectations about the source of future financial support for the elderly in China. Using the 2011 and 2013 waves of the China Health and Retirement Longitudinal Study (CHARLS), the study finds that the New Rural Pension Program (NRPP) reduced the hours of farmwork and increased the hours of grandchild care among elderly rural men; and both elderly women and men reported less expected reliance on adult children for financial support when they become infirm. These differential effects probably occur because the size of the pension benefit is very small and because of previous gender differences in farmwork and grandchild care. Additionally, the study shows that adult children reduced out-migration and increased their hours spent in farming activities, indicating that the effect of the NRPP has spilled over to younger members of the household.

Abstract:This paper estimates the causal effect of income on health outcomes of the elderly and investigates underlying mechanisms by exploiting an income change induced by the launch of China's New Rural Pension scheme (NRPS). Using this policy experiment, we address the endogeneity of pension income by applying a fixed-effect model with instrumental variable correction. The results reveal that pension enrollment and income from the NRPS both have had a significant beneficial impact on objective measures of physical health and cognitive function of the rural elderly. Pension recipients respond to the newly acquired pension income in multiple ways: improved nutrition intake, better accessibility to health care, increased informal care, increased leisure activities, and better self-perceived relative economic situation. These in turn act as channels from pension income to health outcomes of the Chinese rural elderly.

Abstract:Purpose The purpose of this paper is to explore the causality between social security policies and farmland reallocation in rural China. Design/methodology/approach It quantitatively analyzes the impact of each ongoing social security policy on farmland reallocation based on a data set from the 2011 China Health and Retirement Longitudinal Study (CHARLS, 2011). Findings The study finds that the inclination of a village farmers' collective to reallocate farmland due to changes in the village population increased if social security policies do not effectively cover the village because farmers rely primarily on income from farmland to cover their basic living expenses. However, if social security policies provide adequate coverage, then farmers do not rely entirely on on-farm income and the likelihood of farmland reallocation decreases. Furthermore, the effectiveness of social security policies includes not only coverage but also the sufficiency of the security policies provided. Research limitations/implications First, the authors use only cross-sectional data in this study, which may result in biased estimation and also limit temporal examination of the impact of social security systems, farmland reallocation and related policy variables. This limitation may be especially important in China because the country is undergoing a rapid socioeconomic transition. However, the research is constrained by the available data. Furthermore, there could be endogeneity problems that are difficult to address, given the current data set. These problems could involve the impacts of village-level economic, natural and social variables, the implementation of related public policies (land development and consolidation, land expropriation, etc.) and other economic variables. Practical implications These findings may provide implications for related policy reform in the near future. Originality/value These findings may facilitate a recognition and understanding of the causality between social security policies and farmland reallocation in rural China.

Abstract:This paper investigates the impact of pension income on living arrangements of the elderly. Taking advantage of a unique opportunity due to the recent establishment and expansion of the New Rural Pension Scheme in China, we explicitly address the endogeneity of pension status and pension income through a fixed-effect model with instrumental variable approach by exploiting exogenous time variation in the program implementation at county level. We find an overall positive effect of pension income on independent living as well as considerable heterogeneity. The positive income effects of the NRPS are concentrated among the elderly with adult children living nearby, of higher socio-economic status, and with better health at baseline; for other groups, the effects are insignificant. We also find that more generous programs exhibit larger effects. Our results highlight that living arrangement is multidimensional in rural China.

Abstract:This paper examines the impact of the New Rural Pension Scheme (NRPS) in China. Exploiting the staggered implementation of an NRPS policy expansion that began in 2009, we use a difference-in-difference approach to study the effects of the introduction of pension benefits on the health status, health behaviors, and healthcare utilization of rural Chinese adults age 60 and above. The results point to three main conclusions. First, in addition to improvements in self-reported health, older adults with access to the pension program experienced significant improvements in several important measures of health, including mobility, self-care, usual activities, and vision. Second, regarding the functional domains of mobility and self-care, we found that the females in the study group led in improvements over their male counterparts. Third, in our search for the mechanisms that drive positive retirement program results, we find evidence that changes in individual health behaviors, such as a reduction in drinking and smoking, and improved sleep habits, play an important role. Our findings point to the potential benefits of retirement programs resulting from social spillover effects. In addition, these programs may lessen the morbidity burden among the retired population.

Abstract:Purpose The need for a universal rural pension system has been heightened by demographic changes in rural China, including the rapid aging of the nation’s rural population and a dramatic decline in fertility. In response to these changes, China’s Government introduced the New Rural Social Pension Program (NRSPP) in 2009, a voluntary and highly subsidized pension scheme. The purpose of this paper is to assess the participation of rural farmers in the NRSPP. Furthermore, the authors examine whether the NRSPP affects the labor supply of the elderly population in China. Design/methodology/approach This paper uses household-level data from a sample of 2,020 households originating from a survey conducted by the authors in five provinces, 25 counties, and 101 villages in rural China. Using a probit model and conducting correlation analysis, the authors demonstrate the factors affecting the participation and the impact of NRSPP on labor supply of the rural elderly. Findings The results show there are several factors that are correlated with participation, such as specific policy variant in force in the respective household's province, the size of the pension payout from government, the age of sample individuals, and the value of household durable assets. Specifically, different characteristics of NRSPP policy implementation increase participation in China’s social pension program. The results suggest that the introduction of the NRSPP has not affected the labor supply of the rural elderly, in general, although it has reduced participation for the elderly who were in poor health. Originality/value Several previous studies have covered the NRSPP. However, all previous studies were based on case studies or just focused on a small region, and for this reason the results cannot reflect the populations and heterogeneity of rural areas. Therefore, a data set with a large sample size is used in this paper to provide a new perspective to fully understand the participation of NRSPP and its impacts on rural households. This paper will make an update contribution to the literature in the area of pension programs in China.

Abstract:This study examines how labor reallocation has been associated with land reallocation following the implementation of the New Rural Pension Scheme (NRPS) in 2009. Based on data from the China Health and Retirement Longitudinal Survey (CHARLS) gathered during two periods (2013 and 2015), it uses the discrete changes generated by the new program's rules to identify the impact on land reallocation, as represented by the amount of land rented out by the elderly and their spouses. The age 60 NRPS eligibility threshold is associated with large increases in land rented out. The most important channel identified is the increase in the number of adult-children migrants, which reduces the number of farm workers and may help relax credit constraints. In contrast, the NRPS program has had no impact on the extent of elderly labor; there are no changes in their time spent caring for grandchildren or paid work in the labor market. A deeper examination of the welfare effect shows that despite labor and land reallocation, the NRPS has had no impact on either household consumption or elderly well-being. This study contributes to the literature by connecting land (as a factor of production) with the pension scheme, which may have policy implications regarding how money transfer programs would affect land and labor reallocation and individual welfare in other countries in the global context.

Abstract:Abstract Background The proportion of people aged 60 years or over is growing faster than other age groups. Traditionally, retirement has been considered as both a loss to the labour market and an additional economic burden on the nation. More recently, it is widely accepted that retired people can still contribute to society in many ways, though the extent of their contributions will depend heavily on their state of health. In this context, a significant practical issue is how to encourage older people to use the health services they need. This study aims to evaluate the effects of pensions on older adults’ health service utilization, and estimate the level of pension required to influence such utilization. Methods Using data from a nationally representative sample survey, the China Health and Retirement Longitudinal Study, we adopted a fuzzy regression discontinuity design and undertook segmented regression analysis. Results It was found that a pension did encourage low-income people to use both outpatient (OR = 1.219, 95% 1.018–1.460) and inpatient services (OR = 1.269, 95% 1.020–1.579); but also encouraged both low- and high-income people to choose self-treatment, specifically over-the-counter (OR = 1.208, 95% 1.037–1.407; OR = 1.206, 95% 1.024–1.419; respectively) and traditional Chinese medicines (OR = 1.452, 95% 1.094–1.932; OR = 1.456, 95% 1.079–1.955; respectively). However, receiving a pension had no effect on the frequency of outpatient and inpatient service use. Breakpoints for a pension to promote health service utilization were mainly located in the range 55–95 CNY (7.1–12.3 EUR or 8.0–13.8 USD). Conclusions A pension was found to have mixed effects on health service utilization for different income groups. Our study enriches existing evidence on the impact of pensions on healthcare-seeking behaviour and can be helpful in policy design and the formulation of improved models relating to pensions and healthcare utilisation.

Impact of the new rural social pension insurance on the health of the rural older adult population: based on the China health and retirement longitudinal study

Abstract:The health issues of China's older adult population in rural areas have been receiving increasing attention with the continuous expansion of the nation's ageing population and the continuous promotion of urban-rural integration. The impact of the new rural social pension insurance (NRSPI) on the health of the rural older adult population, the mechanism of its action and how old-age service can be improved and optimised according to the health needs of the rural older adult population are urgent and realistic challenges. Based on survey data from the China Health and Retirement Longitudinal Study in 2015 and 2018, this study applies a multivariate ordered logistic regression model to explore the impact mechanism and effect of the NRSPI on the older adult population health in rural China while controlling for endogeneity. The results show that participation in the NRSPI can significantly improve the health of the rural older adult population at a 1% level. The results of the heterogeneity test reveal that the NRSPI has a significant impact on the self-reported health of the rural older adult at a 1% level, with a significantly positive impact on the mental and physical health of rural female older adult, whereas the impact on male older adult is not significant. The mediating effect test results show that medical services, food access and entertainment activities have a mediating effect on the new rural social endowment insurance. The results of the moderating effect test indicate that the NRSPI regulates 7.8% of the effect of physical health on mental health and 10.7% of the effect of mental health on physical health. Based on these findings, this study proposes to strengthen the construction of healthy lifestyle guidance and emotional support systems while improving the NRSPI's participation rate and treatment level to meet the diverse health service needs of different older adult groups.

Abstract:Population ageing is becoming a global issue, especially in developing countries like China. Social engagement is suggested to be effective to protect elderly from depression in multiple studies. This study aims to examine the possible moderating effect of contextual resources, specifically the effects of having a pension and the local economic environment, on the relationship between social engagement and geriatric depression. A sample of 8226 participants from the data of the Chinese Health and Retirement Longitudinal Study (CHARLS) in 2011 is examined using two-level random coefficient linear models. Results indicates that social engagement, specifically, paid employment and volunteering are negatively associated with symptoms of depression among elderly. Having a pension and the local economic environment have opposite moderating effects on the relationship between paid employment and geriatric depression. However, such moderating effects do not exist in the relationship between volunteering and geriatric depression. This study suggests that active social engagement is an important protective factor for the psychological well-being of elderly Chinese, but the mechanisms of how paid employment and volunteering associate with symptoms of depression among elders have varied under different contextual resources. Our findings are expected to provide valuable insight into policies and social services concerning active ageing.

Abstract:In most modern societies, elderly citizens rely more on their state pensions than their adult children and family members for economic support. Since 1997, urban elderly citizens in China have benefited from a sustainable retirement pension system and the vast majority have relied less on their adult children and family for help. This suggests a significant institutional and cultural shift from previous generations. At the same time, rural elderly in China have had limited or no pensions, forcing them to work well into their 60s and 70s. Moreover, unlike urban seniors, rural elderly citizens have depended on their adult children for support. However, in 2009 the central government enacted a New Rural Pension Scheme (NRPS) that provides a full rural pension plan with state and individual contributions. Early studies find that the NRPS has significantly reduced rural elderly financial dependence on their adult children, but it is still unclear whether or not the institutional changes have influenced elderly perceptions of dependence. That is, has the NRPS reduced rural elderly perceived reliance on their adult children? Using the 2013 China Health and Retirement Longitudinal Study (CHARLS) we find that rural elderly have become less financially dependent on their adult children, but the vast majority still believe they will depend on their adult children in the future.

Abstract:In China, the transfer of land management rights has always been a topic of much discussion, as it plays an important role in improving land use efficiency, achieving the optimal allocation of agricultural resources, and protecting farmers' rights and interests. With the advent of an aging society, elderly farmers are becoming the main force of agricultural production, and their land transfer behavior influences the land transfer situation in China. Based on three-period panel data from the China Health and Retirement Longitudinal Survey (CHARLS), this study uses a binary linear regression model to explore the effects of social security, intergenerational care, and their interactions with elderly farmers' cultivated land renting out behavior. The results show variability among elderly farmers across different regions of China, as well as a variability in other characteristics that influence cultivated land renting out behavior. It was found that: (1) pension insurance had a significant positive effect on elderly farmers' cultivated land renting out behavior, while the effect of medical insurance was not significant. Elderly farmers who participated/received pension insurance were 4.3% more likely to choose to rent out farmland, compared to those who did not do so. (2) The frequency of intergenerational care had a significant negative effect on elderly farmers' cultivated land renting out behavior, while the intensity of intergenerational care had no significant effect. (3) There was an interaction between the frequency of intergenerational care and social security, whereby a high frequency of intergenerational care was found to increase the probability of renting out farmland among elderly farmers with pension insurance.

Multi-track pension system and life satisfaction of urban elders in China

Abstract:There exist three pension systems for urban older residents in China: the pension for government and public institutions (PGPI), the worker's old-age insurance for enterprise employees (WOI) and the urban residents' social pension insurance (URSPI). This study examines how this multi-track pension system relates to older urbanites' life satisfaction. The ordered logistic regression model was fitted to analyse the urban sample of the China Longitudinal Ageing Social Survey (60+ years), a nationwide representative survey collected in 2014. The mediation analyses were further adopted to investigate the potential formative mechanisms. A significantly higher level of life satisfaction was detected for those who receive PGPI benefits relative to those who have access to URSPI and WOI, but no significant difference is detected between URSPI and WOI. Further analyses suggest that the advantage of PGPI in terms of life satisfaction is mediated not through monetary resources, but through the dispositional factor of perceived self-value for the society. This study suggests that different institutional configurations of the pension system stratify older urbanites' subjective wellbeing by virtue of factors that are associated with people's capabilities of acting and functioning.
