Abstract:The location of the vehicle license plate is one of the important steps of the recognition of the vehicle license plate. Under the condition of the complicated backgrounds of the vehicle images and the different illumination conditions, a layered location algorithm for vehicle license plate is proposed. In the algorithm the layered gradation segmentation is adopted and the analysis range is diminished gradually in the image. The right-and-left and down-and-left boundaries of plate region candidates are located and a few plate region candidates could be obtained. And then the plate region will be selected from them. So the exact location of the vehicle license plate is carried out. The experimental results show that the algorithm is excellent in the accuracy with a rapid speed and is great in the robustness.
Vehicle License Plate Recognition System with High Performance

Abstract:We present our License Plate Recognition (LPR) System. Using vehicle position sensors and image acquisition card, it captures images of the vehicles automatically and sends the images to computer, then recognizes characters of the vehicle plate. Combined with the web technique, information of certain plates and the images of the vehicles can be browsed conveniently from remote sites. The system frame and workflow of our LPR System are introduced. Some problems and two of our proposed character recognition methods, i.e. method based on PCA-LSM for limited Chinese character recognition and method based on structural feature analysis for alphabetic and digital character recognition, are addressed in full details. The field applications under practical conditions show that the whole recognition rate of our system is over 97% in daytime and 95% at night.
RoLMA: A Practical Adversarial Attack Against Deep Learning-Based LPR Systems.

Abstract:With the advances of deep learning, license plate recognition (LPR) based on deep learning has been widely used in public transport such as electronic toll collection, car parking management and law enforcement. Deep neural networks are proverbially vulnerable to crafted adversarial examples, which has been proved in many applications like object recognition, malware detection, etc. However, it is more challenging to launch a practical adversarial attack against LPR systems as any covering or scrawling to license plate is prohibited by law. On the other hand, the created perturbations are susceptible to the surrounding environment including illumination conditions, shooting distances and angles of LPR systems. To this end, we propose the first practical adversarial attack, named as RoLMA, against deep learning-based LPR systems. We adopt illumination technologies to create a number of light spots as noises on the license plate, and design targeted and non-targeted strategies to find out the optimal adversarial example against HyperLPR, a state-of-the-art LPR system. We physicalize these perturbations on a real license plate by virtue of generated adversarial examples. Extensive experiments demonstrate that RoLMA can effectively deceive HyperLPR with an 89.15% success rate in targeted attacks and 97.3% in non-targeted attacks. Moreover, our experiments also prove its high practicality with a 91.43% success rate towards physical license plates, and imperceptibility with around 93.56% of investigated participants being able to correctly recognize license plates.

Abstract:License Plate Recognition technology, as a critical part in Intelligent Transportation Systems, enjoys a broad application. LPR is a technology to read license plates (which include the character and the color) by performing vehicle detection and character recognition on surveillance videos or images. Recently, many different algorithms and models can be applied in license plate detection and character recognition. Yet given that the accuracy of the system will be impacted by image blurring caused by motion blur, low-resolution, low-luminosity, low-contrast and noisy point, concerns have been concentrated in the accuracy uncertainty of complex application scenarios impact. To address these problems, an end-to-end fast solution for number-plate recognition is proposed in this paper. The mainstream algorithm, i.e. Single Shot MultiBox Detector, is employed to auto-detect the location of the license plate. Also, to recognize consecutive characters in the detected license plate area, an end-to-end Convolutional Neural Network classification model is proposed here. The test dataset contains over 6 thousand vehicle images collected in different types of complex scenarios, which include low-resolution, low-luminosity and motion blurring. Besides, the solution proposed in this work is able to achieve 99&percnt accuracy on the test dataset with average computing time being 30 fps, which suggests that the system can meet the requirements of real-time analysis.

Abstract:Recognizing car license plates in natural scene images is an important yet still challenging task in realistic applications. Many existing approaches perform well for license plates collected under constrained conditions, e.g., shooting in frontal and horizontal view-angles and under good lighting conditions. However, their performance drops significantly in an unconstrained environment that features rotation, distortion, occlusion, blurring, shading or extreme dark or bright conditions. In this work, we propose a robust framework for license plate recognition in the wild. It is composed of a tailored CycleGAN model for license plate image generation and an elaborate designed image-to-sequence network for plate recognition. On one hand, the CycleGAN based plate generation engine alleviates the exhausting human annotation work. Massive amount of training data can be obtained with a more balanced character distribution and various shooting conditions, which helps to boost the recognition accuracy to a large extent. On the other hand, the 2D attentional based license plate recognizer with an Xception-based CNN encoder is capable of recognizing license plates with different patterns under various scenarios accurately and robustly. Without using any heuristics rule or post-processing, our method achieves the state-of-the-art performance on four public datasets, which demonstrates the generality and robustness of our framework. Moreover, we released a new license plate dataset, named "CLPD", with 1200 images from all 31 provinces in mainland China. Abstract:License plate recognition (LPR) is a fundamental component of various intelligent transport systems, which is always expected to be accurate and efficient enough. In this paper, we propose a novel LPR framework consisting of semantic segmentation and character counting, towards achieving human-level performance. Benefiting from innovative structure, our method can recognize a whole license plate once rather than conducting character detection or sliding window followed by per-character recognition. Moreover, our method can achieve higher recognition accuracy due to more effectively exploiting global information and avoiding sensitive character detection, and is time-saving due to eliminating one-by-one character recognition. Finally, we experimentally verify the effectiveness of the proposed method on two public datasets (AOLP and Media Lab) and our License Plate Dataset. The results demonstrate our method significantly outperforms the previous state-of-the-art methods, and achieves the accuracies of more than 99% for almost all settings.

Abstract:License plate detection and recognition (LPDR) is of growing importance for enabling intelligent transportation and ensuring the security and safety of the cities. However, LPDR faces a big challenge in a practical environment. The license plates can have extremely diverse sizes, fonts and colors, and the plate images are usually of poor quality caused by skewed capturing angles, uneven lighting, occlusion, and blurring. In applications such as surveillance, it often requires fast processing. To enable real-time and accurate license plate recognition, in this work, we propose a set of techniques: 1) a contour reconstruction method along with edge-detection to quickly detect the candidate plates; 2) a simple zero-one-alternation scheme to effectively remove the fake top and bottom borders around plates to facilitate more accurate segmentation of characters on plates; 3) a set of techniques to augment the training data, incorporate SIFT features into the CNN network, and exploit transfer learning to obtain the initial parameters for more effective training; and 4) a two-phase verification procedure to determine the correct plate at low cost, a statistical filtering in the plate detection stage to quickly remove unwanted candidates, and the accurate CR results after the CR process to perform further plate verification without additional processing. We implement a complete LPDR system based on our algorithms. The experimental results demonstrate that our system can accurately recognize license plate in real-time. Additionally, it works robustly under various levels of illumination and noise, and in the presence of car movement. Compared to peer schemes, our system is not only among the most accurate ones but is also the fastest, and can be easily applied to other scenarios.

Abstract:This paper proposes LPRNet - end-to-end method for Automatic License Plate Recognition without preliminary character segmentation. Our approach is inspired by recent breakthroughs in Deep Neural Networks, and works in real-time with recognition accuracy up to 95% for Chinese license plates: 3 ms/plate on nVIDIA GeForce GTX 1080 and 1.3 ms/plate on Intel Core i7-6700K CPU. LPRNet consists of the lightweight Convolutional Neural Network, so it can be trained in end-to-end way. To the best of our knowledge, LPRNet is the first real-time License Plate Recognition system that does not use RNNs. As a result, the LPRNet algorithm may be used to create embedded solutions for LPR that feature high level accuracy even on challenging Chinese license plates.

Abstract:The license plate recognition (LPR) is always in operation with the needs of both quantity-and-quality-based approaches. The entire procedure of license plate recognition consists of six steps: image acquisition, image processing, plate locating, character segmentation, character recognition, result output. In real instances of license plate recognition, when a road is uneven with bends, a vehicle will be running with shaky. Consequently, the plate is also unstable and tilted with rotations. Generally, because a surveillance camera is fixed to capture a high-quality image, the plate is hard to be located and recognized. Due to these existing problems, the contributions of this paper are (1) rotation correction for license plate using Hough transform; (2) GNN (Genetic neural network)-based license plate recognition. The novelty of this paper is to recognize a license plate through rotation correction, especially when the border of this plate is not available. Therefore, we detect the straight lines passing through the top and bottom edges of the plate characters and treat them as the border lines. Our experimental results show the proposed method is robust and reliable in LPR correction and recognition.
Reading Car License Plates Using Deep Convolutional Neural Networks and LSTMs

Abstract:In this work, we tackle the problem of car license plate detection and recognition in natural scene images. Inspired by the success of deep neural networks (DNNs) in various vision applications, here we leverage DNNs to learn high-level features in a cascade framework, which lead to improved performance on both detection and recognition. Firstly, we train a $37$-class convolutional neural network (CNN) to detect all characters in an image, which results in a high recall, compared with conventional approaches such as training a binary text/non-text classifier. False positives are then eliminated by the second plate/non-plate CNN classifier. Bounding box refinement is then carried out based on the edge information of the license plates, in order to improve the intersection-over-union (IoU) ratio. The proposed cascade framework extracts license plates effectively with both high recall and precision. Last, we propose to recognize the license characters as a {sequence labelling} problem. A recurrent neural network (RNN) with long short-term memory (LSTM) is trained to recognize the sequential features extracted from the whole license plate via CNNs. The main advantage of this approach is that it is segmentation free. By exploring context information and avoiding errors caused by segmentation, the RNN method performs better than a baseline method of combining segmentation and deep CNN classification; and achieves state-of-the-art recognition accuracy.

Abstract:Recently, automatic license plate recognition (ALPR) has drawn much of attention from researchers due to the impressive performance of deep learning (DL) techniques. While a large number of methods for ALPR have been investigated, there are a few attempts emphasizing efficient yet accurate models for facilitating the deployment on traditional CPU boxes or low resource devices. In the present work, we propose lightweight and effective deep convolutional neuron networks to address the problems of license plate detection and recognition. Differing from traditional DL methods, the proposed models discard the use of max-pooling modules, belong to a single-phase object detector, and consist of alternating convolutional layers and Inception residual networks. Different strategies for character prediction are also studied and deeply discussed. To have more insight of convolutional features, we provide a sequence of visual snapshots or slices of feature maps learned by the network at different layers for a given input image. These data are useful to explain the model’s behavior for the task of character recognition. Extensive experiments conducted on two public datasets, CCPD and AOLP, showed a promising improvement of LP detection and recognition accuracy. Interestingly, the full system can work on low-resource CPU machines with a real-time speed.

Abstract:Although most current license plate (LP) recognition applications have been significantly advanced, they are still limited to ideal environments where training data are carefully annotated with constrained scenes. In this paper, we propose a novel license plate recognition method to handle unconstrained real world traffic scenes. To overcome these difficulties, we use adversarial super-resolution (SR), and one-stage character segmentation and recognition. Combined with a deep convolutional network based on VGG-net, our method provides simple but reasonable training procedure. Moreover, we introduce GIST-LP, a challenging LP dataset where image samples are effectively collected from unconstrained surveillance scenes. Experimental results on AOLP and GIST-LP dataset illustrate that our method, without any scene-specific adaptation, outperforms current LP recognition approaches in accuracy and provides visual enhancement in our SR results that are easier to understand than original data.

Abstract:In smart surveillance and urban mobility applications, camera-equipped embedded platforms with deep learning technology have demonstrated applicability and effectiveness in identifying various targets. These use cases can be found in a variety of contexts and locations. It is critical to collect relevant data from the location where the application will be deployed. In this paper, we propose an integrated vehicle type and license plate recognition system using YOLOv4, which consists of vehicle type detection, license plate detection, and license plate character detection to better support the context of Korean vehicles in multilane highway and urban environments. Using our dataset of one to four multilane images, our system detected six vehicle classes and license plates with mAP of 98.0%, 94.0%, 97.1%, and 84.6%, respectively. On our dataset and a publicly available open dataset, our system demonstrated mAP of 99.3% and 99.4% for the detected license plates, respectively. From 4K high-resolution images, our system was able to detect minuscule license plates as small as 100 pixels wide. We believe that our system can be used in densely populated regions to address the high demands for enhanced visual sensitivity in smart cities and Internet-of-Things.

Abstract:The rapid development of the license plate recognition technology has made great progress for its widespread uses in intelligent transportation system (ITS). This paper has proposed a novel license plate detection and character recognition algorithm based on a combined feature extraction model and BPNN (Backpropagation Neural Network) which is adaptable in weak illumination and complicated backgrounds. Firstly, a preprocessing is first used to strengthen the contrast ratio of original car image. Secondly, the candidate regions of license plate are checked to verify the true plate, and the license plate image is located accurately by the integral projection method. Finally, a new feature extraction model is designed using three sets of features combination, training the feature vectors through BPNN to complete accurate recognition of the license plate characters. The experimental results with different license plate demonstrate effectiveness and efficiency of the proposed algorithm under various complex backgrounds. Compared with three traditional methods, the recognition accuracy of proposed algorithm has increased to 97.7% and the consuming time has decreased to 46.1ms.

Abstract:License Plate Recognition (LPR) is an important implemented application of Artificial Intelligence (AI) and deep learning in the past decades. However, due to the low image quality caused by the fast movement of vehicles and low-quality analogue cameras, many plate numbers cannot be recognised accurately by LPR models. To solve this issue, we propose a new deep learning architecture called D_GAN_ESR (Double Generative Adversarial Networks for Image Enhancement and Super Resolution) used for effective image denoising and super-resolution for license plate images. In this paper, we show the limitation of the existing networks for image enhancement and image super-resolution. Furthermore, a feature-based evaluation metric called Peak Signal to Noise Ratio Features (PSNR-F) is used to evaluate and compare performance between different methods. It is shown that the use of PSNR-F has a better performance indicator than the classical PSNR-pixel-to-pixel (PSNR-pixel) evaluation metric. The results show that using D_GAN_ESR to enhance the license plate images increases the LPR accuracy from 30% to 78% when blur images are used and increases the accuracy from 59% to 74.5% when low-quality images are used.

Abstract:Most previous works regard License Plate detection and Recognition (LPR) as two or more separate tasks, which often leads to error accumulation and low efficiency. Recently, several new studies use end-to-end training to overcome these problems and achieve better results. However, challenges like misalignment and variable-length or multi-language LPs still exist. In this paper, we propose a novel Semantic segmentation based End-to-End multilingual LPR system SEE-LPR to solve these challenges. Our system has four components which are convolution backbone, LP capture, LP alignment, and LP recognition. Specifically, LP alignment is used to connect LP capture and LP recognition, allowing the gradient back-propagate through the whole network and can handle oblique LPs. Connectionist Temporal Classification (CTC) module used in LP recognition makes our system able to handle LPs with variable-length or multi-language. Comparative studies on several challenging benchmark datasets show that the proposed SEE-LPR system significantly outperforms the state-of-the-art systems in both accuracy and efficiency.

Abstract:Aiming at the problem that the traditional license plate recognition method lacking of accuracy and speed, an end-to-end deep learning model for license plate location and recognition in natural scenarios was proposed. First, we added an improved channel attention mechanism to the down-sampling process of the You only look once(YOLOv5). Additionally, a location information is added in the ones to minimize the information loss from sampling, which can improve the feature extraction ability of the model. Then we reduce the number of parameters on the input side and set only one class in the YOLO layer, which improves the efficiency and accuracy of the detector for locating license plates. Finally, Gated recurrent units(GRU) + Connectionist temporal classification(CTC) was used to build the recognition network to complete the character segmentation-free recognition task of the license plate, significantly shortened the training time and improved the convergence speed and recognition accuracy of the network. The experimental results show that the average recognition precision of the license plate recognition model proposed in this paper reaches 98.98%, which is significantly better than the traditional recognition algorithm, and the recognition effect is good in complex environment with good stability and robustness.

Abstract:In this work, we tackle the problem of car license plate detection and recognition in natural scene images. We propose a unified deep neural network which can localize license plates and recognize the letters simultaneously in a single forward pass. The whole network can be trained end-to-end. In contrast to existing approaches which take license plate detection and recognition as two separate tasks and settle them step by step, our method jointly solves these two tasks by a single network. It not only avoids intermediate error accumulation, but also accelerates the processing speed. For performance evaluation, three datasets including images captured from various scenes under different conditions are tested. Extensive experiments show the effectiveness and efficiency of our proposed approach.

Abstract:Abstract In this paper, the implementation of localizing and recognizing license plate in real time environment with a neural network using a mobile device is described. The neural networks used in this research are Convolutional Neural Network (CNN) and Backpropagation Feed Forward Neural Network (BPFFNN). Image processing algorithm for pre-processing, localization and segmentation is chosen based on its ability to cope with limited computational resource in mobile device. The proposed license plate localization steps include combination of Sobel edge detection method and morphological based method. Detected license plate image is segmented using connected component analysis (CCA) and bounding box method. Each cropped character is fed into CNN or BPFFNN model for character recognition process. The neural network model was pretrained using desktop computer and then later exported and implemented in Android mobile device. The experiment was conducted in a moving vehicle on selected driving routes. The results obtained showed that CNN performed better compared to BPFFNN in a real time environment.
