Abstract:In health care today, scientific and technological frontiers are expanding at unprecedented rates, even as economic and financial pressures shrink profit margins, intensify competition, and constrain the funds available for investment. Therefore, the world today has more economic, and social opportunities for people than 10 or 100 years since globalization has created a new ground somewhat characterized by rapid economic transformation, deregulation of national markets by new trade regimes, amazing transport, electronic communication possibilities and high turnover of foreign investment and capital flow as well as skilled labor. These trends can easily mask great inequalities in developing countries such as importation and spreading of infectious and non-communicable diseases; miniaturization of movement of medical technology; health sector trades management driven by economics without consideration to the social and health aspects and its effects, increasing health inequalities and their economic and social burden creation; multinational companies' cheap labor employment promotion in widening income differentials; and others. As a matter of fact, all these factors are major determinants of ill health. Health authorities of developing countries have to strengthen their regulatory framework in order to ensure that national health systems derive maximum benefit in terms of equity, quality and efficiency, while reducing potential social cost to a minimum generated risky side of globalization.
"Medical tourism" and the global marketplace in health services: U.S. patients, international hospitals, and the search for affordable health care

Abstract:Health services are now advertised in a global marketplace. Hip and knee replacements, ophthalmologic procedures, cosmetic surgery, cardiac care, organ transplants, and stem cell injections are all available for purchase in the global health services marketplace. "Medical tourism" companies market "sun and surgery" packages and arrange care at international hospitals in Costa Rica, India, Mexico, Singapore, Thailand, and other destination nations. Just as automobile manufacturing and textile production moved outside the United States, American patients are "offshoring" themselves to facilities that use low labor costs to gain competitive advantage in the marketplace. Proponents of medical tourism argue that a global market in health services will promote consumer choice, foster competition among hospitals, and enable customers to purchase high-quality care at medical facilities around the world. Skeptics raise concerns about quality of care and patient safety, information disclosure to patients, legal redress when patients are harmed while receiving care at international hospitals, and harms to public health care systems in destination nations. The emergence of a global market in health services will have profound consequences for health insurance, delivery of health services, patient-physician relationships, publicly funded health care, and the spread of medical consumerism.

Abstract:In Phase One of the global economy, international marketing of goods was paramount. In Phase Two, the marketing of services is becoming an increasingly important force. And one of the industries best positioned to profit from the globalization of services is U.S. health care. For years, a small number of providers with international reputations has catered to foreign patients. But the competition for this potentially lucrative market is on the verge of exploding. It's been estimated that the number of foreign patients visiting the U.S. for health care will quadruple in the next few years. How is this new global phenomenon unfolding, who are the potential players in the market, and what obstacles and opportunities exist? Is it so preposterous to imagine Egyptians undergoing heart bypasses in Boston? The fact is, it's already starting to happen.
International accreditation, linguistic proximity and trade in medical services

Abstract:The recent growth in the globalization of medical services has attracted broad attention from scholars and policymakers. The intimacy and risk associated with many medical services makes these markets especially sensitive to trade barriers, transaction costs and asymmetric information. This paper uses a gravity model to investigate the factors associated with the global pattern of bilateral trade in medical services. Using data from the United Nations International Trade in Services Database, we differentiate between trade flows in which the recipient travels to the service provider, 'medical tourism,' and those trade flows in which the service is delivered to the recipient, 'other health services.' Our findings indicate that, after controlling for various economic, historical and geographic linkages, linguistic proximity and international accreditation are not significant predictors of the bilateral pattern of medical tourism, though they are associated with greater trade in other health services. We argue the key difference is that trade in other health services, including medical transcription, diagnostic analysis and laboratory services, is akin to trade in intermediate inputs. The medical service providers contracting for these services are especially sensitive to risk and have strong incentives to monitor quality. By contrast, medical tourism is a market in which patients do not have strong incentives to engage in costly monitoring or information gathering. Providers seeking to market their services to patients abroad have mitigated the effects of linguistic dissimilarity and asymmetric information by exploiting the strong complementarities between medical and non-medical tourism services.

Abstract:In recent decades, public health policy and practice have been increasingly challenged by globalization, even as global financing for health has increased dramatically. This article discusses globalization and its health challenges from a vantage of political science, emphasizing increased global flows (of pathogens, information, trade, finance, and people) as driving, and driven by, global market integration. This integration requires a shift in public health thinking from a singular focus on international health (the higher disease burden in poor countries) to a more nuanced analysis of global health (in which health risks in both poor and rich countries are seen as having inherently global causes and consequences). Several globalization-related pathways to health exist, two key ones of which are described: globalized diseases and economic vulnerabilities. The article concludes with a call for national governments, especially those of wealthier nations, to take greater account of global health and its social determinants in all their foreign policies.

Abstract:One manifestation of globalization is medical tourism. As its implications remainlargely unknown, we reviewed claimed benefits and risks. Driven by highhealth-care costs, long waiting periods, or lack of access to new therapies indeveloped countries, most medical tourists (largely from the United States,Canada, and Western Europe) seek care in Asia and Latin America. Althoughindividual patient risks may be offset by credentialing and sophistication in(some) destination country facilities, lack of benefits to poorer citizens indeveloping countries offering medical tourism remains a generic equity issue.Data collection, measures, and studies of medical tourism all need to be greatlyimproved if countries are to assess better both the magnitude and potentialhealth implications of this trade.

Response of antioxidative enzymes to plum pox virus in two apricot cultivars.

Abstract:Recent evidence has indicated that activated oxygen species (AOS) may function as molecular signals in the induction of defence genes. In the present work, the response of antioxidative enzymes to the plum pox virus (PPV) was examined in two apricot (Prunus armeniaca L.) cultivars, which behaved differently against PPV infection. In the inoculated resistant cultivar (Goldrich), a decrease in catalase (CAT) as well as an increase in total superoxide dismutase (SOD) and dehydroascorbate reductase (DHAR) activities were observed. Ascorbate peroxidase (APX), glutathione reductase (GR) and monodehydroascorbate reductase (MDHAR) did not change significantly in relation to non-inoculated (control) plants. In the susceptible cultivar (Real Fino), inoculation with PPV brought about a decrease in CAT, SOD and GR, whereas a rise in APX, MDHAR and DHAR activities was found in comparison to non-inoculated (control) plants. Apricot leaves contain only CuZn-SOD isozymes, which responded differently to PPV depending on the cultivar. Goldrich leaves contained 6 SODs and both SOD 1 and SOD 2 increased in the inoculated plants. In leaves from Real Fino, 5 SODs were detected and only SOD 5 was increased in inoculated plants. The different behaviour of SODs (H2O2-generating enzymes) and APX (an H2O2-remover enzyme) in both cultivars suggests an important role for H2O2 in the response to PPV of the resistant cultivar, in which no change in APX activity was observed. This result also points to further studies in order to determine if an alternative H2O2-scavenging mechanism takes place in the resistant apricot cultivar exposed to PPV. On the other hand, the ability of the inoculated resistant cultivar to induce SOD 1 and SOD 2 as well as the important increase of DHAR seems to suggest a relationship between these activities and resistance to PPV. This is the first report about the effect of PPV infection on the antioxidative enzymes of apricot plants. It opens the way for the further studies, which are necessary for a better understanding of the role of antioxidative processes in viral infection by PPV in apricot plants.
Green Technology of Foreign Direct Investment on Public Health: Evidence from China

Abstract:Nowadays, public health issues are increasingly in the spotlight, and the role played by foreign direct investment (FDI) cannot be ignored, especially in developing countries. Scholars have discussed the influencing mechanism of FDI on public health from both positive and negative aspects, but there is little literature focused on the impact of FDI's green technology spillovers. This paper explores the impact of spontaneous green technology progress induced by FDI, i.e., FDI's green technology spillover effect, on the public health status of China. It constructs a theoretical model based on the cost discovery theory and uses the Global Malmquist–Luenberger Method to calculate the green technology spillover index; then, it empirically researches the impact of this spillover effect on public health based on the Grossman health product function, using Chinese provincial data from 2007 to 2019. After a series of robustness tests, this paper also discusses the regional heterogeneity and the influencing mechanism. The main conclusions are as follows: Firstly, there is a significant negative correlation between FDI's green technology spillover and infant mortality, indicating that the spillover effect significantly promotes China's public health. Secondly, the results of regional heterogeneity show that the spillover effect of green technology presents a decreasing trend from east to west regions. The threshold effect test results also show that, when the level of economic development is extremely low or exceeds a specific threshold, FDI's green technology spillover will have a positive impact on public health. Finally, FDI's green technology spillover improves public health by controlling environmental pollution and optimizing industrial activities, but it does not worsen public health by increasing income inequality. The conclusions of this paper provide empirical support and policy suggestions for rationally and effectively utilizing FDI to promote China's public health in the future.

Abstract:Abstract Purpose The aim of this study is to assess the applicability to a pediatric population of adult guidelines for withholding or terminating traumatic cardiopulmonary resuscitation (CPR). Method Using a trauma registry database and patient data from May 2001 to February 2011, a retrospective cohort study was conducted for all trauma patients less than 18 years of age who arrived at the emergency department (ED) with no pulse at King Abdulaziz Medical City in Riyadh. The clinical criteria of the adult guidelines were applied to the study population; these criteria include an absence of pulse, apnea, unorganized electrocardiogram and fixed pupils (all observed at the scene). Then the outcomes of the studied patients were interpreted based on these guidelines; this analysis highlighted the relationship between the outcomes and the four clinical criteria of the adult guidelines. Results During the study period, 104 patients arrived at the ED with no pulse. CPR was initiated for only 44 of these patients. Unfortunately, every patient in this group died within 24 hours of ED arrival. Out of these 104 patients, 92 met the four clinical criteria of the adult guidelines, 11 met only three criteria, and one met only two criteria. Conclusion The clinical criteria of the previously published adult guidelines for terminating or withholding resuscitation correctly predicted 100% of the patient mortality when all criteria were met.

Abstract:The development of India, characterised by increased internationalisation of firms in a form of significant overseas investments, mergers and acquisitions, has attracted global interest. The Indian overseas investments have increased ever since the liberalisation of 1991 but exhibited remarkable growth since the 2000s. This paper provides an overview of the changing patterns of Indian outward foreign direct investment especially during the take-off phase – i.e. 2000s onward – and contributes to the literature of overseas investment, especially in the context of emerging market economies. This study finds that the current surge in India’s overseas investment is driven by Indian knowledge-based industries, such as pharmaceuticals, information technology, telecommunications, software, and automobiles. This makes contributions to sustaining long-term domestic and international growth by improving productivity.

This paper delves into the multifaceted drivers behind the unprecedented migration of healthcare professionals, seeking to illuminate the interconnected factors that propel this phenomenon. Our investigation encompasses economic, social, and professional dimensions, acknowledging the intricate interplay of factors influencing the decision of healthcare professionals to migrate. Economic disparities, inadequate working conditions, and limited career advancement opportunities in home countries are examined as primary push factors, while attractive employment prospects, higher remuneration, and improved quality of life in destination countries are explored as compelling pull factors. This paper contributes to a deeper understanding of the intricate web of factors influencing global healthcare worker migration, providing insights that can inform evidence-based policies, strategic workforce planning, and international collaborations aimed at addressing the challenges posed by this phenomenon.

Diversified demand for health tourism matters: From a perspective of the intra-industry trade

Abstract:Previous studies on health tourism were limited to a small range of topics related to medical tourism. At present, the concept of health tourism has become profound because medical care has been altered from "disease-centered" to "health-centered". The main purpose of this study is to identify the key factors influencing the development of health tourism in China. To this end, in the first stage, an intra-industry trade theory was introduced and quantitative methods were applied to discover the important factors. In the second stage, multiple sources, including empirical studies, official data, research reports, and notably field investigations and case studies were incorporated to take in-depth discussions. The results indicated the foremost factors affecting the health tourism trade were total health expenditure per capita and the number of domestic health consumers. Notably, health tourism was substantially determined by the "willingness to spend on health" of domestic health consumers. In addition, Chinese health tourists were more likely to positively accept health tourism services in China. An important conclusion is that China should diversify health tourism offerings for different consumer groups. Once diversified products for health tourism are provided, the number of health tourism consumers will soar accordingly, which thus contributes to forming economies of scale, lowering the average costs of health treatment, increasing health tourism profit, and stimulating economic development.

Abstract:The last 70 years have seen important changes in the volume, direction and nature of international trade. In the era of managed globalization, established at the end of the World War II, the global economy became progressively more integrated and trade accounted for continuously rising shares of world output, albeit with international rules and norms designed to allow governments the time and space to manage their integration in line with a broad set of national policy goals. Things changed as capital became more mobile, governments relinquished policy space and the governance of international markets was increasingly left to large multinational firms. This chapter examines the relationship between trade, industrialization and economic development in such a hyperglobalized world economy. It discusses critically conventional trade models and their empirical support and presents a careful examination of more heterodox perspectives. The chapter further analyses the pros and cons of foreign direct investment (FDI) and participation in global value chains (GVCs), with particular attention to the obstacles to diversification and upgrading in these chains and the unequal economic relations that they generate. In this context, it stresses the ongoing importance for developing countries of manufacturing activities, including for export, even in an era of rising services and calls for a pragmatic policy approach and for an active developmental state able to set priorities, manage unavoidable trade-offs, and deal with distributional challenges and conflicts of interest that could hinder a desirable pattern of integration.

Abstract:The article considers impact of process of health care globalization on development of medical tourism. The main trends in health care that drastically changes the situation in conditions of COVID-19 pandemic and implementation of digitization are presented. The normative legal base in force regulating medical services export is analyzed. The study of conditions of development of medical tourism in Russia is carried out. The directions of development of medical services export in modern conditions are considered. The enumeration of issues of global health care is formed. It is accepted to consider health care sector as a part of economics that is most isolated and attached to place of rendering and consumption of services. The outbreak of COVID-19 pandemic and active implementation of digital technologies into processes of organization of health care and medical care provision launched transformation and urged globalization. The conclusion is drew that actual society exists in epoch of globalization and digitization of health care sector. Nowadays, borders of states are not insurmountable obstacle for patients in need of high-tech medical care. The world market of medical tourism demonstrates trend to continuous growth and development permitting largest medical clusters to compete for attention of patients. The purpose of the study is in considering directions of development of medical tourism under the influence of process of health care globalization in modern society.

Abstract:Health-related travel, also referred to as "medical tourism" is historically well-known. Its emerging contemporary form suggests the development of a form of globalised for-profit healthcare. Medical tourism to India, the focus of a recent conference in Canada, provides an example of the globalisation of healthcare. By positioning itself as a low-cost, high-tech, fast-access and high-quality healthcare destination country, India offers healthcare to medical travellers who are frustrated with waiting lists and the limited availability of some procedures in Canada. Although patients have the right to travel and seek care at international medical facilities, there are a number of dimensions of medical tourism that are disturbing. The diversion of public investments in healthcare to the private sector, in order to serve medical travellers, perversely transfers public resources to international patients at a time when the Indian public healthcare system fails to provide primary healthcare to its own citizens. Further, little is known about patient safety and quality care in transnational medical travel. Countries that are departure points as well as destination countries need to carefully explore the ethical, social, cultural, and economic consequences of the growing phenomenon of for-profit international medical travel.

Abstract:The global economy is being transformed by an explosion of information unleashed by the internet, the digital revolution, communications and increased international mobility. This transformation is manifesting in many ways, including rapid development of countries such as China, commoditization of public services, mobilization of workforces, shifting of market control from suppliers to consumers, interlinked rises in product demand and customer expectations, and problems regulating international business competition. As Asia is home to half of the world's population, and offers both a large relatively low-cost workforce in some countries and a potentially huge retail market, this region could be central to the future of the global economy. Like other industries, the pharmaceutical industry faces a new array of Asia-specific opportunities and challenges. Success in meeting these challenges will go to those pharmaceutical companies that best understand the unique strengths and constraints of Asia's diverse cultures, talents and markets.

Abstract:Abstract Globalization can be defined as the increased interconnectedness of peoples and nations through technology, trade, and finance, reinforced by an increasing number of multilateral institutions and rules. Globalization can bring health benefits, but is also associated with health risks. Its direct and indirect links to health present a complex puzzle. This essay provides a framework to help in unpacking the links, including a review of some of the evidence of health impacts along the pathways. Particular attention is given to trade agreements and their potential effects on national regulatory abilities to create healthy living, working, and environmental conditions.
