Abstract:Background: Children have a right to participate in decisions about their lives. They also have the right to family and cultural connection, including when they are removed due to child protection concerns. However, the literature highlights barriers children in out-of-home care experience connecting to family-of-origin and culture. Moreover, this literature is predominantly from the perspective of practitioners and carers, with children's perspectives notably absent. Objective: This qualitative study addresses this gap by exploring Aboriginal and/or Torres Strait Islander and non-Indigenous Australian children's perspectives and experiences of family and cultural connection while in out-of-home care. It seeks to uphold children's right to express their views on matters that impact their lives. Participants and setting: The participants were 62 children aged 4-15 years (x̄=9 years), who were in out-of-home care in Queensland (Australia). Forty-two of the children were non-Indigenous and 20 identified as Aboriginal and/or Torres Strait Islander children. Methods: Lundy's (2007) model of participation guided the data collection approach. Art-based graphic-elicitation interviews were conducted. Verbatim transcripts were analysed thematically. Results: Children had differing levels of understanding as to why they could not reside with their family. Most children referred to a family-of-origin member not living with them as important in their lives, but it was not always their parent/s. Siblings were mentioned frequently. Barriers to connections with family included distance and cost of travel, parents not attending visits and being uncontactable, incarcerated or deceased. Whilst most children desired increased connection with family, a few wished for reduction or cessation. Aboriginal and/or Torres Strait Islander children showed varying levels of connection to culture with both siblings and carers playing key roles in enabling greater connection. Conclusions: Graphic-elicitation interviews provided an important opportunity for children to voice their experiences of and preferences regarding family and cultural connection. The inclusion of children's voices is needed to inform responsive policies and practices that safely support their rights to family and culture when in out-of-home care.

Abstract:Laws and policies in different jurisdictions provide a range of mechanisms that allow children involved in child protection processes and care proceedings to express their views when decisions that affect them are being made. Whether these mechanisms facilitate children’s involvement and whether they result in children’s views being heard and “given due weight in accordance with the age and maturity of the child”, as required by article 12 of the UN Convention on the Rights of the Child, is the focus of this article. The law, policy and practice in New South Wales, Australia, are used to provide a contextual illustration of the wider theoretical and practical issues, drawing on international comparisons and research. It is clear there is still some way to go to satisfy the requirements of article 12 in Australia and other jurisdictions. These mechanisms often do not provide the information children need to understand the process, nor do they consistently encourage meaningful participation through trusted advocates who can accurately convey children’s views to those making the decisions. It is generally unclear how children’s views are heard, interpreted, and weighted in decision-making processes. The research findings from a number of countries, however, are clear and consistent that children often feel ‘unheard’ and that they have had few opportunities to say what is important to them. A number of conclusions and practice suggestions are outlined for how the law could better accommodate children’s views.
The Voice of the Child in Child Protection Decision-Making

Abstract:Children’s participation in all matters that concern them, particularly child protection decision-making, have many positive effects on children. It is also their right granted by the United Nations Convention on the Rights of the Child. However, in child protection practice there are many obstacles to including children in decision-making processes. First, the article reviews the policy and public discourse in England, Germany, and the Netherlands regarding children’s participation in investigations into suspected child maltreatment. Second, an analysis of 1,207 case files of investigations into suspected child maltreatment unfolds the extent of children’s participation and factors associated with participation within the three countries. Although all three countries grant the right to participate in decision-making to children, documented participation in child protection decision-making is very low even when older children are considered. Children’s participation in decision-making is closely linked to caretakers’ participation in decision-making. Thus, children are almost never included in decision-making when their caretaker is not. Children’s participation is associated with a higher likelihood for individual support for children in the Netherlands and Germany. The results point to the need for research on barriers of children’s participation as well as the need to provide more resources for case workers to be able to facilitate children’s participation.

Abstract:Aboriginal children and young people are over‐represented in the out‐of‐home care system, yet their voices are largely absent in practice and policy decision‐making. This paper presents a review of research that captures the voices of Aboriginal children and young people in out‐of‐home care. Three key themes are discussed: connection to culture, connection to family and participation. This paper argues for culturally meaningful research that honours child and youth citizenship, voice and roles in decision‐making as critical to quality care and positive outcomes. This paper aims to highlight the importance of listening and responding to the voices of Aboriginal children and young people as critical to the provision of appropriate care and supporting positive outcomes.

Abstract:Grounded in children's rights, this article advances understanding of the affordances and constraints in implementing Article 12 of the United Nations Convention on the Rights of the Child in educational settings with young children – those under 7. It starts from the premise that if we are to foster democratic skills and understanding in children and young people, we need to develop practices that support this from the earliest age. The article presents the outcomes of a seminar series facilitating dialogue among international academics working in the field and a range of early years practitioners. This opportunity for extended dialogue led to the development of a rich and sophisticated conceptual clarity about the factors that need to be considered if Article 12 is to be realised with very young children. Eight factors were identified as pivotal for consideration when facilitating voices with this age group: definition; power; inclusivity; listening; time and space; approaches; processes; and purposes. This article explores each in turn and proposes a series of provocations and questions designed to support practitioners in their endeavour to elicit young children's voices.

Abstract:Children who live in households where domestic violence is occurring have been variously described in the literature over time as silent witnesses, witnesses, a cohort who is “exposed” to the violence, and more recently, as individual victim survivors and active agents in their own right, each with their own lived experience of violence. Research methodologies in this arena have shifted from adult-focused measurements of the impacts of domestic violence on children to more qualitative attempts to understand the experience from the child’s perspective. In doing so, there have been notions of giving “voice to the voiceless” and doing no further harm through a desire to protect children from exposure. However, the relational framing of children’s voices and recognition and enabling of children’s agency is less evolved in research and professional interventions. A study undertaken in Australia researched with a primary care population of 23 children and 18 mothers, children’s experiences of safety and resiliency in the context of domestic violence. The findings of the research were realized using qualitative research methods with children and the analytical framing of hermeneutical phenomenology, ethics of care and in particular dialogical ethics, to draw practical understanding and application in health care settings. This article aims to demonstrate how the analytical methodology chosen was applied in the research process and reveals the elements required for children to experience agency in navigating their relationships in an unsafe world, while learning about themselves. It draws upon understandings of the child’s relational context and introduces a model of children’s agency, which may have applicability for domestic violence policy and practice settings.

Abstract:A changing view of children, accelerated by the Convention of the Rights of the Child (UN in Convention on the rights of the child, UN Doc. A/RES/44/25, 1989, http://www2.ohchr.org/english/law/pdf/crc.pdf) has shifted the landscape of child and family research over the last few decades. Once viewed with low credibility and operating outside the interpretive framework of adult researchers, the rights-bearing child is increasingly recognized not only as having the capacity but also the right to participate in research. More recently, this movement has transitioned from the direct engagement of children as research participants—now considered commonplace, although less so for those who are structurally vulnerable—to the involvement of children in research design, review, conduct, and dissemination. Yet, both practical and ethical challenges remain. While children have the right to participation, they also have the right to protection. In this commentary, we set out to: (i) lay forth epistemic, child rights, and child sociology arguments for doing research about , with and by children and youth; (ii) recount our own journey of including children and youth in research to demonstrate the unique knowledge and insights gained through these approaches; and (iii) offer lessons learned on how to engage children and youth in research, including the involvement of structurally vulnerable groups.

Children and young people's experiences of cancer care: a qualitative research study using participatory methods

Abstract:Background: Little is known about whether children's cancer services actually meet children's needs, as the majority of previous research has sought the views of parents as proxies. Objectives: To explore children's and young peoples' views of cancer care and to present a conceptual model of communication and information sharing. Settings: Three Principal Cancer Treatment centres in the United Kingdom. Participants: Thirty-eight participants at different stages of the cancer journey (e.g. on treatment, near end of treatment, up to 18 months following treatment) were grouped for data collection by age: young children (4-5 years), older children (6-12 years) and young people (13-19 years). Methods: Data were collected concurrently over 6 months using age-appropriate, participatory-based techniques. Techniques included play and puppets, the draw and write method, interviews and an activities day. Results: Some findings confirmed previously reported issues, such as, young children's inabilities to voice their preferences, and the importance of familiar environments and parental support for all ages. New findings suggested children worry about the permanence of symptoms, and older children are unhappy about their parents leading communications with health professionals. As communication and information sharing featured as an area in which children's and young people's preferences changed most dramatically, we propose a conceptual model of communication roles of patients, their parents, and health professionals to illuminate communication patterns. The model suggests children (aged 4-12 years) reside in the background of information sharing with health professionals until they gain autonomy as young people (around age 13). They then move into the foreground, and their parents transition into a supportive background role. Reviewing this model may help younger children realise their abilities to voice their preferences and older children to move into the foreground. Parents and professionals, in turn, can learn to develop in their supportive background roles. We encourage further testing of the model to define roles within relevant contexts. Conclusions: Overall, this study offers a perspective on the needs and preferences of children and young people receiving cancer care. Differences across ages were more striking with reference to preferences for communication. These differences are highly relevant to the way we communicate information to children and young people.

Abstract:Abstract This article provides a philosophical analysis of a putative right of the child to have their expressed views considered in matters that affect them. Article 12 of the United Nations Convention on the Rights of the Child 1989 is an influential and interesting statement of that right. The article shows that the child’s ‘right to a voice’ is complex. Its complexity lies in the problem of contrasting an adult’s normative power of choice with a child’s weighted views, in the various senses in which we might consider the child’s views, and in the questions of how to weight those views and how their weighting makes a practical difference in coming to a decision. In so doing we criticise other accounts that simply regard a child’s views as having consultative value. We also make better sense of how we might weight a child’s views. The philosophical issues addressed in the article carry implications for how we might understand Article 12 that are not satisfactorily identified and addressed in the voluminous literature on Article 12 within childhood studies. These issues also have implications for how we might understand the distinction between adults and children in respect of powers of personal choice. We conclude by emphasising the importance and value of the right that Article 12 seeks to formally identify.
Overcoming “You Can Ask My Mom”: Clinical Arts-Based Perspectives to Include Children Under 12 in Mental Health Research

Abstract:As research with children (rather than research on children) gains popularity and researchers adapt methods to include children’s voices, continual reflection on the research methods themselves is needed. In this article, we explore the relevance of playing and drawing in qualitative research interviews to include and represent the voice of children under 12 years of age, particularly in the field of mental health research. We reflect on the conception of children’s voice in research and argue for an understanding of voice that goes beyond verbal language. We suggest a combination of perspectives from arts-based research and clinical interview practice to support our understanding of children’s voice in research. As an illustration, we draw on an example taken from a large research project in Youth Mental Health Collaborative Care during which 23 children under the age of 12 were interviewed using a talk-play-draw model. We discuss the multidimensional aspect of children’s voices and the ethical value of arts and play in research interviews. We highlight the importance of researchers’ ethical reflexivity and creative participation in their quest to understand children’s voices. While doing so, we emphasize the responsibility of researchers to interpret, translate and represent as justly as possible a multi-layered, complex and often disorganized voice into a form that is accessible to the linear world of academic research. Given that it is perhaps inevitable that researchers use their own voice in this process, we argue that in conducting research with children, we need to engage both the children as participants and the researchers as advocates for children’s perspectives.

Abstract:Young children have rights; they are agents and active constructors of their social worlds. Despite well-established theoretical foundations, the ‘methods’ and ‘ethics’ of qualitative research to elicit young children’s voice require further exploration to ensure young children are central to our research endeavors. This systematic review examined studies that sought to capture young children’s (3–6 years) voice in Early Childhood Education and Care settings. Fifty-eight studies met the inclusion criteria. Interview was found to be the most common strategy; this is often coupled with other child-friendly methods. Findings suggest that young children are increasingly listened to; however, there appears to be a need to further promote children’s agency and the inclusion of assent-seeking as an ongoing process. Gaps in methods supporting the inclusion of children with additional needs and Indigenous children are also evident. In addition, advancing non-permanent methods of meaning making to support children’s participation appears ripe for methodological innovation.

Abstract:Abstract The article deals with a very up-to-date issue, the ‘voice of the child’, i.e. the implementation of the child's right to be heard in parental responsibility matters and cases. My aim is to find an answer to the question of how the Hungarian codification, judiciary and academic legal literature have changed over the last decade and how they have adapted to the modern child-focused standards. The significance of the topic emerges from the fact that both the exercise and the rendering of parental responsibilities is somehow problematic in many families and this difficulty is burdened by the requirements of child-friendly justice. The issues dealt with in this paper concern the significance of the child's right to be heard, the necessity of the child's hearing, the connection between the child's protection and child's hearing, the difficulty of determination whether the child is capable of forming his or her own views, the direct and indirect hearing of the child and the difference between the child's hearing and the child's voice.
Autistic voice: Sharing autistic children’s experiences and insights

Abstract:Autism research rarely amplifies the voices of autistic children. Here, we aim to counter this by collating and sharing the first-hand experiences and insights of autistic children. A total of 136 children (8-14 years of age) self-reported their experiences of being autistic via a semi-structured online questionnaire/video call. Both qualitative and quantitative data was gathered, and inductive thematic analysis used to analyse qualitative responses. Four core themes were identified: ‘Safety and Security’, ‘Conformity, Fitting in and Masking’, ‘Identity’, and ‘Sensory Sensitivity. The initial theme of safety and security permeated the children’s narratives and overwhelmingly, the children spoke of the need for them to be alert to who in their lives is a safe person and who is not. They were also highly attuned to whether specific places are safe for them, as past experiences appear to have taught them that their safety in everyday places cannot be assumed. Teachers, health and social care professionals, and neurotypical peers were frequently singled out as unsafe people and school as an unsafe place, whilst parents, home, and autistic peers were often referred to as safe. This distinction was also evident in the statistical analysis of the quantitative data, whereby autistic children were significantly more likely to report that it is okay for them to be autistic at home, relative to when they are at school or with their friends/peers. Judging a person as safe was closely linked to that persons’ understanding of the child and of their autistic experiences, and understanding was important in establishing trust. When trust was established, it appeared possible for trusted people to facilitate a sense of safety for the children even within otherwise unsafe places. A sense of belonging within autistic/neurodivergent communities was positively linked to the core theme of safety and security and to having a positive autistic identity, whilst masking and sensory distress were linked to feeling unsafe and insecure. These first-hand accounts provide valuable insights into autistic children’s lives and demand that we urgently explore how places outside of the family home (including places of education) can be transformed into safe spaces for autistic children.

Abstract:ABSTRACT Aims: According to the United Nations Convention on the Rights of the Child article 12, children have a right to express their views. However, knowledge on how children with a disability perceive this right and the extent to which they would like to access this right is unclear. The aim of this study was to describe and capture the meaning of children's perspective on their right to participate in decision-making together with the children's lived experiences in pediatric rehabilitation. Methods: A phenomenological hermeneutical research design was applied for gathering the thoughts and lived experiences of seven children with different disabilities through individual interviews and observations. Results: The children expressed satisfaction with participation being limited to less important decisions. This may be understood as lack of experience with participation in decision-making or an inherent wish of becoming like peers and therefore viewing therapists as experts of a normalization process. Conclusions: Health care professionals should consider informing the child of the possibility of decision-making and for negotiating power-sharing and responsibility concerning decisions in pediatric rehabilitation.

A Critical Overview of the Significance of Power and Power Relations in Practice with Children in Foster Care: Evidence from an Irish Study

Abstract:This paper is based on findings from an Irish study of permanence and stability outcomes for children in long-term care which involved biographical narrative interviews with 27 children, young people, parents and foster carers. The study concluded that power and power relations featured significantly in the narratives of our interviewees. To advance guidance for practice, this paper aims to build on the findings of the study reported with an emphasis on the theorisation of power and power relations to inform practice. To do this, we use illustrative quotes from children, young people and their families to demonstrate how power markedly affected their experiences. The findings are considered in the context of an adapted version of Bronfenbrenner’s ecological model with a focus on the interaction between the social work system and individual social workers (exo system) the young person and their wider family (micro-meso system) as perceived by the latter. The wider impact of policy (macro system) and transitions and experiences over time (chrono system) are considered in the context of this interaction. In the discussion, the need for more explicit studies of power and power relations within the context of an ecological model to capture the complexity of layers and interactions of each child’s social system is highlighted. The contribution and limitation of the research is discussed. We end with a commentary about the importance of promoting an increased voice for children and young people in the development and improvement of public child welfare services.
A kaleidoscope of well-being to authentically represent the voices of children and young people with complex cerebral palsy: a case study series

Abstract:Purpose: This paper authentically represents the voices of non-verbal children with cerebral palsy using a case study design. Policy suggests that children should have the right to play and leisure opportunities, however non-verbal children with cerebral palsy have fewer choices. Additionally, children with communication, learning and mobility limitations are usually excluded from research. The aim of this research was to capture the voices of non-verbal children by exploring their well-being impact in terms of their experiences and choices about their level of participation in recreational activities. Methods: A qualitative case series study included interviews, observations, photographs and diaries. Where possible, the diaries were completed by both caregivers and children. Data were analysed thematically, and the lens of positioning theory applied. Results: Seven children aged nine to sixteen years participated. The findings showed how equipment, people and environments enabled or hindered the children's participation. The children also advocated as champions for their own well-being. Positioning theory was applied across the data and was adapted offering a way to better understand the children's well-being responses. Conclusion: The findings demonstrate how these children were able to self-advocate, demonstrating their well-being by their intentional behaviours from their level of participation in a recreational activity.
Whakarongo Mai: Listening to the views of tamariki, whānau and kaimahi within the Aotearoa New Zealand child protection system

Abstract:Background: The Aotearoa New Zealand child protection system consistently fails Māori (Aotearoa New Zealand's Indigenous peoples), with recent reports calling for fundamental changes. Those longer-term shifts are necessary, but short-term changes are also needed. One such change is a shift in the way child protection decisions are made, and the ways in which tamariki (children) and whānau (families) are involved in those processes. Objective: This research sought to explore the views of a small group of Māori people with experience of the child protection system on one overarching question, "how should decisions about the safety and wellbeing of tamariki Māori be made, and what role should whānau and tamariki themselves play in that process?" Participants, method and setting: Eight semi-structured interviews were conducted, seven of which were in person and one of which took place online. All participants were Māori, and all of them had involvement with the child protection system in either a personal or a professional capacity. Two of the participants were young people themselves. Findings and conclusion: Three overarching themes were identified: that the voices of tamariki, whānau and kaimahi (professionals) all have a place, but the current system doesn't strike the right balance, that the value of tikanga (Māori cultural values and practices) cannot be understated, but care is needed for whānau who may not know that tikanga, and that the challenges experienced by whānau in this context are often intergenerational. The paper concludes with a discussion of implications for law and policy.

Abstract:Mothers who experience DFV are often at risk of being epistemically harmed by professional discourses that are mother‐blaming because professionals often overburden them with unrealistic expectations of protecting their children. In addition, children and young people who experience DFV are frequently at risk of being subjected to epistemic injustice by professional discourses that negate them as knowledge generators. Added to this tangle of epistemic misplacement is the wedge that perpetrators drive between mothers and children so they both cannot see each other survivance wisdom and connection to each other. Family‐inclusive/lead therapy that epistemically privileges mothers' and children's survivance wisdom can repair the damage done to them as knowledge generators and to their relationships. This article describes an example of nondeliberative work that highlights family‐inclusive/lead therapy has a place in family intervention post‐DFV.

Abstract:This research explored how young children's research participation can be enhanced when an interactive narrative approach is embedded within research to enhance children's consent to participation and their understanding of the research process. The context for this research was a 1-h, science outreach programme delivered into Australian playgroups. An interactive digital story was devised to inform nine children (aged 3–4 years) about the purposes of the research. Across a period of 11–16 weeks and across three occasions, an informing story about the research was used with the children to elicit their descriptions and explanations about their research role. Data gathered from semi-structured interviews with parents and audio- and video-recorded conversations with children also aided in the analyses to understand how children perceived their role as a research participant. Through cross-case analysis, six aspects of meaningful research participation were identified from children's and parents' responses: engagement, journeying, authenticity, consequence, ownership, and identity. The research extends current knowledge about young children's rights to understand their participatory role in research and about the considerations that can be put in place to ensure participation is personally meaningful to children.

Abstract:Purpose: There is growing emphasis on the importance of involving families in all aspects of the early speech-language pathology intervention process, however, both speech-language pathologists (SLPs) and families have reported that this can be challenging. To better understand how SLPs work together with families in intervention, this study aimed to (a) explore what SLPs do to support families to be actively involved in intervention, both inside and outside sessions, and (b) explore the perspectives of families regarding how SLPs supported their active involvement. Method: Video-reflexive ethnography (VRE) was used to explore engagement with 21 matched SLP-family dyads in early intervention services. Up to three intervention appointments for each participating family were video recorded. Short video segments were selected and played to participants in individual semi-structured interviews where participants were invited to reflect on the interactions captured (i.e. "video-reflexive sessions"). Interview data were analysed using template analysis. Result: Participants reported that SLPs supported families to be actively involved in sessions by (1) planning to involve families; (2) setting expectations; (3) modelling and teaching strategies; (4) inviting families to "have a go"; (5) providing feedback; and (6) problem solving together. Participants also reported that families were supported to be involved outside sessions when SLPs: (1) got them to practice in sessions; (2) made home practice achievable and provided resources; (3) asked about home practice; (4) linked home practice to progress; and (5) helped other family members get involved. Conclusion: The results of this study provide an explicit understanding of how SLPs can support families to take an active role in early intervention, and support the importance of a reflective and individualised approach to supporting engagement.
