Abstract:As a typical multiple criteria comprehensive evaluation (MCCE) problem, healthcare insurance audits (HIA) play a vital role in governmental audits. To handle the HIA in an autonomous region in China, a systematic methodology in the framework of MCCE is presented. An evaluation system is constructed at first based on the specific auditing objective. The group of individual preferences is collected by a probabilistic linguistic preference relation (PLPR). Its consistency and prioritization are handled based on the idea of stochastic analysis and the widely acknowledged techniques of linguistic preference relations (LPRs). Specifically, the consistency degree is measured by the probability of stochastically generated LPRs being with acceptable consistency, and then improved by revising the probabilistic distributions involved in the PLPR. The priority is derived by the expected value of priorities of the stochastically generated LPRs. Moreover, the comprehensive evaluation is conducted based on aspiration-based utility functions. The proposed methodology enables decision makers to determine parameters intuitively, and presents interpretable and admissible results. It is effective even if the original individual preferences are with low consistency degree. Finally, the focused HIA problem is solved based on the proposed methodology.

Abstract:In social network group decision-making (SNGDM) problems, decision-makers (DMs) often express their opinions or preferences using probabilistic linguistic term sets (PLTSs). In this paper, a novel SNGDM method for probabilistic linguistic information is proposed. Firstly, to obtain the prioritization of DMs in the clustering process, a DM clustering method for SNGDM is developed considering the influence of trust relationships and opinions similarity among DMs. Then, to satisfy the requirements of the consensus reaching process in SNGDM, a dynamic consensus threshold calculation method based on an optimization model is introduced. Furthermore, in the consensus measure stage, a novel consensus measure method for both DMs and subgroups is proposed, using a stochastic multi-criteria acceptability analysis (SMAA) method. Based on the consensus measure method, a novel SNGDM method based on SMAA for PLTSs is proposed. Finally, a case study of service quality evaluation in institutional pensions is used to illustrate the effectiveness of the proposed method. The results of case show that the proposed method can adjust consensus thresholds dynamically based on each round of collective opinions, and can solve the SNGDM problems when DMs can not provide their preferences for criteria weights.

Abstract:As a result of the complexity of practical problems and the limitations of knowledge, it is often tricky for decision-makers (DMs) to give accurate information. How to accurately and effectively convey the evaluation information of DMs affects multicriteria decision-making (MCDM). Therefore, linguistically hesitant fuzzy sets can express people’s evaluations with greater flexibility and resemblance to human thought than exact numbers, particularly during highly complex decision-making processes. This article proposes the proportional interval term set (PITS) inspired by hesitant fuzzy sets to indicate more significant uncertainty. To more effectively compare two PITSs, the number of elements in each set must be identical. So the standardization of the PITS is presented for this purpose. The standardization improves the distance and possibility degree of two PITSs. Moreover, considering the more vital capability of the symmetrical interval term set to handle uncertain information, an integrated elimination and choice translating reality (ELECTRE) II method for addressing MCDM issues is proposed. The first phase aggregates the PITS opinions of experts on each alternative and criterion and determines the weights of the criteria with the aid of distance theory. Then, using possibility degrees, the method introduces three PITS outranking sets (concordance, indifferent, and discordance sets) and defines strong and weak outranking relations. Further, a dominance matrix ranks alternatives. Finally, applying the pilot study can fruitfully demonstrate and signify the practicality and feasibility of the proposed decision-making approach.
A Decision-Making Method for Complex System Design in a Heterogeneous Language Information Environment

Abstract:In the process of designing engineering systems, early system design often plays an important role. Although the existing system design methods are very effective, the preference information of different experts and the uncertainty of their subjective preferences are not processed effectively. Because different stakeholders have different backgrounds and different personalities, their linguistics preferences are expressed differently. Therefore, it is difficult to select a system scheme that meets all the performance requirements and is approved by various stakeholders. To solve this problem, a decision-making method is proposed in this study for complex system design in a heterogeneous language information environment. First, a theoretical system scheme set is constructed through a morphological matrix, and a multi-objective programming model is constructed based on the performance indicators to select the system scheme set that optimises each performance objective and meets the performance constraints. Then, a trapezoidal asymmetric cloud model is used as an intermediary for containing heterogeneous language information to integrate each stakeholder's preference information, as expressed by their favourite linguistic term sets, and to select the best system solution. The effectiveness of the proposed method is verified by a system design example of a horizontal directional drilling machine.

Abstract:This paper focuses on fuzzy multiple-attribute decision with weights unknown and fuzzy information. Starting from the structural feature of fuzzy information, we propose the compound quantification description mode based on centralized quantification value, and establish a fuzzy information comparison method based on synthesizing effect. Through real case, All the results indicate that the fuzzy multiple-attribute decision making approach proposed can effectively merge decision preference into decision process and has better operability.

Abstract:The purpose of our research is to extend the formal representation of the human mind to the concept of the complex q-rung orthopair fuzzy hypersoft set (Cq-ROFHSS), a more general hybrid theory. A great deal of imprecision and ambiguity can be captured by it, which is common in human interpretations. It provides a multiparameterized mathematical tool for the order-based fuzzy modeling of contradictory two-dimensional data, which provides a more effective way of expressing time-period problems as well as two-dimensional information within a dataset. Thus, the proposed theory combines the parametric structure of complex q-rung orthopair fuzzy sets and hypersoft sets. Through the use of the parameter q, the framework captures information beyond the limited space of complex intuitionistic fuzzy hypersoft sets and complex Pythagorean fuzzy hypersoft sets. By establishing basic set-theoretic operations, we demonstrate some of the fundamental properties of the model. To expand the mathematical toolbox in this field, Einstein and other basic operations will be introduced to complex q-rung orthopair fuzzy hypersoft values. The relationship between it and existing methods demonstrates its exceptional flexibility. The Einstein aggregation operator, score function, and accuracy function are used to develop two multi-attribute decision-making algorithms, which prioritize based on the score function and accuracy function to ideal schemes under Cq-ROFHSS, which captures subtle differences in periodically inconsistent data sets. The feasibility of the approach will be demonstrated through a case study of selected distributed control systems. The rationality of these strategies has been confirmed by comparison with mainstream technologies. Additionally, we demonstrate that these results are compatible with explicit histograms and Spearman correlation analyses. The strengths of each approach are analyzed in a comparative manner. The proposed model is then examined and compared with other theories, demonstrating its strength, validity, and flexibility.

Abstract:Multi-attribute group decision making is generally applied in the language environment, and how to obtain the attribute weights has also been the focus of attention recently. This paper proposes a new method based on the theory of linguistic operator and the entropy weight method to determine the attribute weights in the linguistic multi-attribute group decision making: the linguistic entropy weight method. At the same time, the missing values are completed. The method used to complete missing values not only shows the average of the evaluation values, but also avoids the impact of the value fluctuations, so it has the validity and accuracy. Finally we demonstrate its applicability through the evaluation example of the scenic spot order.

Abstract:Based on Prospect theory, this paper studies the stochastic multi-criteria decision-making problem where the evaluation values take the forms of intuitionistic linguistic numbers and the information of criteria weights is completely unknown. To consider the different risk attitudes of decision maker, the intuitionistic linguistic prospect value and relative prospect closeness degree is defined and an intuitionistic linguistic risky decision-making approach is developed. First, we determine the positive and negative intuitionistic ling-uistic alternative. Second, the intuitionistic linguistic prospect decision-making matrix is constructed by calculating the intuitionistic linguistic prospect value of each alternative, which is based on the positive and negative alternatives as the reference point. Third, to cal-culate the criteria weights, we establish a new optimization weighting model via the goal of maximizing the prospect values and correspon-dingly, we can order the alternatives by comparing the relative prospect closeness degree. The illustrated example shows that the deve-loped approach characterizes the different risk attitudes of decision maker and evaluates the alternatives according to the subjective refer-ence point of decision maker, which brings out higher practical result. In addition, it provides an important reference for the decision makers to get a more scientifically and efficiently decision result under the risk environment.

Abstract:Addressing the complex issue of multi-attribute decision-making within a probabilistic dual hesitant fuzzy context, where attribute weights are unknown, a novel decision-making method based on cumulative prospect theory is proposed, named the probabilistic dual hesitant fuzzy multi-attribute decision-making method based on cumulative prospect theory. Firstly, a decision matrix is formulated, representing probabilistic dual hesitant fuzzy information. Secondly, according to the decision maker's authentic preference and non-membership information sensitivity, a comprehensive score function suitable for probabilistic dual hesitant fuzzy elements is proposed. The attribute weights are then determined using the entropy method. Next, the value function and decision weight function from the cumulative prospect theory are employed to compute the cumulative prospect value attributed to each available scheme. In addition, a cumulative prospect matrix is constructed, enabling the establishment of scheme rankings based on the comprehensive cumulative prospect value. Finally, the analysis of specific cases and a comparative assessment of methods pertaining to the selection of emergency response schemes collectively demonstrate the rationality and efficacy of the decision-making method presented in this study.

Abstract:A multi-attribute decision-making method based on heterogeneous information and set pair analysis is proposed, considering the balance of the contradictions between information representation and information processing in the decision-making process. The method is applied to decision-making problems in which the attribute weights are completely unknown and the attribute values are characterized as heterogeneous information (including exact numbers, interval numbers, intuitionistic fuzzy numbers, interval intuitionistic fuzzy numbers, neutrosophic numbers, interval neutrosophic numbers, picture fuzzy numbers, and Pythagorean fuzzy numbers). First, various transformation methods for converting heterogeneous information into the connection numbers (CNs) of set pair analysis are introduced and defined, and the heterogeneous information is uniformly converted into CNs for ease of processing. Second, the attribute weights of the heterogeneous information are obtained using the information entropy of the CNs. Thereafter, the alternatives are ranked by the VIKOR method. Moreover, we use the method of setting a threshold for the compromise evaluation value, and the clustering method to group the alternatives to provide more auxiliary decision making. Finally, the feasibility and effectiveness of the proposed method are demonstrated by a typhoon disaster evaluation example, and the advantages of the proposed approach are emphasized by performing a multi-faceted comparative analysis with other methods. Among them, the time complexity of the proposed algorithm can be simplified as , which demonstrates an improvement on the simplified time complexity of the two existing methods. Particularly in the context of big data, the advantages are apparent.

Abstract:Multi-criteria group decision-making (MCGDM) problems are very common in the real world. The complexity of the problem necessitates a solution method that is more in line with the decision-making habits of decision-makers (DMs). This paper introduces a novel type of integrated linguistic information, namely, the Probabilistic Hesitant Fuzzy Linguistic Sets (PHFLSs), which combines the concepts of Hesitant Fuzzy Linguistic Sets and Probabilistic Linguistic Term Sets for solving MCGDM problems. By integrating PHFLSs into the Preference Ranking Organization Method for Enrichment Evaluations II (PROMETHEE II), a group decision-making framework is constructed to effectively generate the best decision given various evaluations from multiple DMs. More specifically, the DMs' assessments are first developed and normalized based on PHFLSs definitions. Then the Hausdorff distance is employed to compute the distances between different PHFLSs, from which the weights of criteria are derived and then fed into PROMETHEE II for the best group decision. To demonstrate the practicality and capability of the proposed decision framework, a case study on seeking the best open-source software project is presented and discussed.

Abstract:The probabilistic linguistic term set (PLTS) is a powerful tool for describing qualitative evaluations derived from teams of experts, and it has adequate description capability in identifying preferences among different evaluations. The structure of PLTSs is complex, however, and many existing studies do not deal with probabilistic linguistic information appropriately. Hence, this study explores the simple and effective processing of PLTSs and develops an applicable multi-criteria decision-making (MCDM) method to address real-world problems. First, PLTSs are characterised as probability distributions, and the corresponding cumulative distribution functions are presented. In this manner, the concordance and discordance indices of PLTSs are defined by the systematic comparison between different cumulative distribution functions. Subsequently, four kinds of novel binary relations for PLTSs are proposed. Then, an innovative multi-criteria outranking method is developed by modelling pseudo-criteria and implementing outranking aggregation and exploitation. Finally, an illustrative example concerning new energy selection is provided to elucidate the application of the developed method. The strengths of this method are verified further by some analyses and discussions.

Abstract:This paper abstracts the complex heterogeneous multi-attribute group decision-making (CHMAGDM) characterized by two-layer decision-makers (DMs), individual attribute sets, complex relationships among attributes and heterogeneous evaluation information. DMs are composed by internal decision-makers (IDMs) and external decision-makers (EDMs). The evaluation information is represented by linguistic variables (LVs), intervals and real numbers. To handle such CHMAGDM, this paper puts forward an integrated method of prospect theory, DEMATEL (decision-making trial and evaluation laboratory) and QUALIFLEX (qualitative flexible). Firstly, a novel reference point determining approach is proposed based on three special indicators. A linguistic variable inverse prospect value function is designed and introduced to the transformation process from LVs to clouds to reduce the impacts of DMs' psychological behaviors on decision-making. Secondly, a cloud-based DEMATEL approach is proposed to determine the attribute weights, where LVs are employed to judge the relationships among attributes. A new linguistic scale function is initiated and introduced to another transformation process from clouds to LVs. A representative indicator of cloud is designed for facilitating the normalization of direct relation matrix. Moreover, a linear programming model is built to calculate the attribute weights. Thirdly, an extended QUALIFLEX approach is developed to obtain the optimal ranking and EDM weights, where adoption coefficient is provided by IDMs. Another linear programming model is constructed to calculate the optimal collective concordance/discordance index of each permutation. The optimal ranking is generated by the maximum collective concordance/discordance index. Finally, a photovoltaic power station site selection example validates the proposed method. The advantages are demonstrated with sensitivity and comparison analyses.

Abstract:The hesitant fuzzy linguistic term set (HFLTS) is applicable in expressing people's hesitant qualitative preference information. However, it may lose preference information as all the terms in the HFLTS are assigned the same weight. The probabilistic linguistic term set (PLTS) can avoid this drawback by allowing the decision makers (DMs) to give the weight of each linguistic term as a probability. Due to the flexibility of the PLTS, the multiple criteria decision making (MCDM) with probabilistic linguistic information is now becoming a hot research topic. The aim of this paper is to propose a linear programming method to solve the MCDM problems, in which the DMs’ preferences over the alternatives with respect to the given criteria are expressed as the PLTSs. We first give the weighted deviation square measure for the normalized probabilistic linguistic positive ideal solution and each normalized probabilistic linguistic evaluation vector of each alternative. Then, we define the inconsistency index and the consistency index according to the objective and subjective evaluations given by the DMs, based on which a linear programming model is then built to derive the weight of each criterion. Furthermore, a linear programming method is developed to solve the MCDM problems with probabilistic linguistic information, and a case study about the evaluation of hospitals is conducted to illustrate the proposed method. Finally, some comparative analyses with the aggregation operator-based method and the probabilistic linguistic preference ranking organization method for enrichment evaluation (PL-PROMETHEE) method are made to show the advantages of the proposed method.

Abstract:Since decision making of large-scale construction project involves a wide range of decision makers and multi-level objectives,it may inevitably cause conflict.Therefore,how to aggregate group's preference effectively to coordinate conflict among participants is the major purpose of this paper.Firstly,a new method to determine attribute weights and experts' weights is proposed making use of interactive linear programming and optimization theory based on the uncertain multiple attribute theory.Secondly,we apply the theory of relative entropy to aggregate participants' preference about alternatives into a single consensus or compromise one.Finally,a numerical example of project alternatives selection is used to demonstrate the feasibility and practicability of the presented approach.
Intuitionistic fuzzy TOPSIS multi-attribute decision making method based on revised scoring function and entropy weight method

Abstract:In multi-attribute decision-making problems, vague decision information is well-represented by intuitionistic fuzzy sets. However, many of the scoring functions of existing methods cannot always obtain a ranking for the alternatives. In this paper, a TOPSIS-based decision-making method is proposed for multi-attribute decision-making problems in which the attribute weights are unknown and the decision information is in the form of intuitionistic fuzzy numbers. First, a revised definition of the scoring function is introduced and used to solve the intuitionistic fuzzy entropy, which is then used to objectively determine the attribute weights. Second, intuitionistic fuzzy-weighted geometric operators are used to integrate the information. The positive and negative ideal solutions of the comprehensive attribute values are determined, and the similarities between each alternative and the positive and negative ideal solutions are calculated. Finally, the alternatives set is ranked by comparing the relative closeness of the alternatives. This proposed method increases the range of applications of the traditional entropy-weighted method. Moreover, it does not require the decision-maker to specify the attribute weights in advance. The results hence tend to be more objective. Examples comparing this method with existing TOPSIS-based methods illustrate its practicality.
A New Hybrid Entropy-Based Decision Support Method and Its Application to Online Shopping Selection

Abstract:The current study proposes a new method called the hybrid entropy-based decision support method (named HEBM) to address multi-criteria decision making (MCDM) problems with uncertainty. In the proposed HEBM, the decision makers (DMs)' imprecise evaluations are characterized with intuitionistic multiplicative values; weights of the criteria are generated by an improved method with hybrid entropy and cross-entropy measures; and alternatives rankings are determined by defined closeness coefficients. Simulation experiments verify the validity of the improved criteria weights generation method with hybrid entropy and cross-entropy measures. Compared with existing MCDM methods, the proposed HEBM has the following advantages: (1) it avoids the information loss and has higher accuracy; (2) the weights of the criteria derived can directly characterize the DMs' preferences on the criteria; and (3) quantitative and qualitative information are both analyzed. Simulation experiments and comparative analyses are conducted to demonstrate the effectiveness and superiority of the proposed method. A case study of online shopping selection problems is presented to illustrate the applicability of the proposed method.

Abstract:We proposed a novel decision-making method, the large-scale group consensus multi-attribute decision-making method based on probabilistic dual hesitant fuzzy sets, to address the challenge of large-scale group multi-attribute decision-making in fuzzy environments. This method concurrently accounted for the membership and non-membership degrees of decision-making experts in fuzzy environments and the corresponding probabilistic value to quantify expert decision information. Furthermore, it applied to complex scenarios involving groups of 20 or more decision-making experts. We delineated five major steps of the method, elaborating on the specific models and algorithms used in each phase. We began by constructing a probabilistic dual hesitant fuzzy information evaluation matrix and determining attribute weights. The following steps involved classifying large-scale decision-making expert groups and selecting the optimal classification scheme based on effectiveness assessment criteria. A global consensus degree threshold was established, followed by implementing a consensus-reaching model to synchronize opinions within the same class of expert groups. Decision information was integrated within and between classes using an information integration model, leading to a comprehensive decision matrix. Decision outcomes for the objects were then determined through a ranking method. The method's effectiveness and superiority were validated through a case study on urban emergency capability assessment, and its advantages were further emphasized in comparative analyses with other methods.

Abstract:The probabilistic linguistic term set (PLTS) shows great superiority in expressing decision-makers’ opinions. The multi-attribute decision-making (MADM) problem under a PLTS environment has gained attention from numerous scholars. However, the majority of current studies are not precise enough in capturing information on PLTS. To address this problem, this paper presents a preference ranking organization method for enrichment of evaluations (PROMETHEE) based on the redefined PLTS and novel score function to solve MADM problems under a PLTS environment. First, an asymmetric normalized PLTS based on prospect theory (ANPLTSPT) is developed. Compared with the PLTS, ANPLTSPT offers a more realistic portrayal of decision-makers’ psychological state while ensuring the superiority of the PLTS. Second, regarding the structural complexity of ANPLTSPT, this paper attempts to simplify the computational process through a score function that can embody the characteristics of ANPLTSPT. Inspired by previously formulated score functions, a novel score function called Score-InInHe is developed, the corresponding definitions are given, and some further properties are discussed. With the support of the proposed Score-InInHe, the total score entropy is defined and an objective method to determine the attribute weights is proposed. Finally, the proposed approach is applied to the selection of a green supplier and the determination of air quality. The validity and realistic applicability of the proposed approach are demonstrated through comparative analyses and discussions.

Abstract:Different types of autonomous vehicles vary in design manufacturing and technical performance, and there are many uncertainties and inaccuracies in the selection process. How to select a safe and efficient autonomous vehicles becomes a great challenge nowadays. This article addresses a selection problem of autonomous vehicles by building an uncertainty model in multi-attribute group decision making (MAGDM). The evaluation information is described by the proportional hesitant 2-tuple linguistic term set (PH2TLTS). Based on the axiomatic definition of entropy, a comprehensive entropy measure corresponding to PH2TLTS is constructed and combined with the entropy weighting method to determine the attribute weights. In addition, a PH2TLTS comparison method is proposed on the basis of symbolic function and distance measure, which can not only determine the priorities between PH2TLTSs, but also indicate the degree to which PH2TLTS is greater (or less) than another. Combining Elimination Et Choix Traduisant la Realité (ELECTRE) III, the selection of autonomous vehicles is obtained by the proposed proportional hesitant 2-tuple linguistic ELECTRE (PH2TL-ELECTRE) III model. Finally, the case study, sensitivity analyses, comparative analysis are undertaken for verifying reasonableness and feasibility of the presented model.
