Abstract:The key objective of the formation of the South Asian Association of Regional Cooperation (SAARC) is to join hands collectively for slow economic growth, poverty eradication, deprived health and education sectors. In the 12th SAARC Summit, it has been declared that poverty eradication is the main area of concentration and SAARC countries would strive their best to minimize all types of poverty with the help of any possible strategy. The main objectives of the current study are to evaluate the development of the agenda of poverty eradication in SAARC countries through small and medium enterprise (SME) development because it would be considered as a short-routed remedy to mitigate poverty. The poorest 20% income holder as a percentage of GDP has been used as the proxy for poverty in the SAARC region. SME development has been measured through the SME share in GDP in respective countries. The panel dataset has been developed for the period of 1990 to 2015. The fixed effect method (FEM) and regression equation techniques were used to analyse the observed data. The results of the FEM were misleading. The regression equations for the respective countries were used for empirical analysis. The results have identified that there are three main factors that are essential in reducing poverty in the SAARC region: SME growth, openness of trade and social sector development.

Abstract:As tax evasion is an acute problem in developing countries, the study aims to examine the factors that influence the taxpayers' attitudes towards tax evasion encompassing the moderating effect of demographic characteristics on tax evasion. The study uses structural equation modeling (SEM) as the tool to analyze the primary data collected from different sections of respondents. The study shows that fairness perception, tax knowledge, audit, and enforcement initiatives negatively influence taxpayers' attitudes towards tax evasion, while corruption, discrimination, and complexity in the tax system influence them positively. Further, the study found that males, younger, married, graduate, self-employed, and people with low-income become more influenced by the factors of tax evasion than female, older, unmarried, under-graduated, job holders, and people with high income. The findings of this study provide the governments of the developing countries and their tax authorities a valuable understanding, which in turn helps them reform the taxpayers' compliance framework.

Abstract:Purpose This study aims to identify factors affecting tax avoidance and tax evasion in Bangladesh and propose a future research agenda. Design/methodology/approach This paper reviewed 423 articles published between 2010 and 2023 using a systematic literature review (SLR) approach. Findings The review classified the factors into three categories, namely individual taxpayers, corporate taxpayers and tax administration. Income level, tax penalty, tax morale, inefficient tax return system and tax assessment process are associated with the individual's tax avoidance and tax evasion activities. Profitability, corporate governance and financial restrictions are key factors influencing corporate taxpayers' involvement in tax avoidance and tax evasion. Factors related to tax administration include lack of social interaction, distrust of national officials, complexities of policies, politicisation of tax authority, lack of political stability, incompetent auditing, insufficient recording, lack of administrative cooperation, lack of accountability, insufficient counselling and compromising in tax prosecution cases. Practical implications This paper provides tax regulators with insights to improve regulations and lessen tax avoidance and tax evasion activities. Originality/value This paper is the first attempt to provide guidance for academics when examining tax avoidance and tax evasion in Bangladesh.

Abstract:This study examined the causes and consequences of income tax evasion in Pakistan's income tax culture. The aim of this study is to provide lawmakers and tax authorities with guidance on how to promote. The subject matter of this study was the importance of escaping financial responsibility through tax nonpayment locally and globally. Analyzing it with the help of qualitative data analysis methods was necessary. From these findings, causes of tax evasion may include high tax rates, complex legal systems as well as lack of trust in government. Proposals for legislative changes will be made by improving law enforcement measures; conducting awareness programs among publics; strengthening governance; increasing collaboration with other agencies, and monitoring policies Hence, these issues need to be dealt with so that a revenue stream is collected and compliance assured as illustrated in this report. Therefore, this article is a guide for policymakers, supervisors and academicians on how to best handle the issue which will make Pakistan a favorable place for doing business.

Abstract:The study examines whether e-government services reduce the prevalence of tax evasion. Importantly, the study also investigates whether education quality as captured by three proxies and internet connection in schools strengthens the negative relationship between e-government services and tax evasion. The period covered by the study is confined to the years from 2006 to 2017 due to the data availability and Time Fixed-Effects Panel Data Analysis was adopted as empirical methodology. The results confirmed the significance of e-government services in reducing tax evasion and the moderating role of education quality in this relationship. More specifically, while overall, education quality and the quality of business management schools were shown to reinforce the significant negative link between e-government and tax evasion, the quality of math education did not. Finally, internet connection in schools was also found to reinforce the negative association between e-government and tax evasion. For public administrations, e-government initiatives and services are strengthening the capacity to leverage online services in the public domain to enhance tax compliance. Education system designers can consider these results in shaping curricula, integrating taxation issues in curricula, and enabling more equitable and reliable internet access in schools.

Abstract:<p>Drawing on modernization and institutional theories, this study tests the association between the digitalization of government services and tax evasion via the moderation effect of information and communication technologies (ICTs). The study's sample covers the years between 2006 and 2017 and contains 1677 country-year observations. The results of fixed effect analysis indicate that the six proxies for governments' long-term vision and the digitalization of government services all play a significant role in alleviating tax evasion. Moreover, ICT adoption by society and citizens positively moderates the association between the digitalization of government services and tax evasion; that is, the digitalization of government services has a stronger effect on mitigating tax evasion in countries where ICT adoption is higher. The study suggests several implications for leveraging ICT in public service delivery, which may help countries reduce tax evasion and increase tax revenue. Specifically, public authorities should improve e-government structures and e-filing systems to facilitate taxpayers' income tax declarations and payments.</p>

Abstract:A reduced budget negatively affects the socio-economic development of developing countries. The research problem lies in analyzing the views of 200 Kosovar taxpayers of business organizations, regarding the impact of fiscal evasion on socio-economic development. The purpose of this research is to analyze the views of business organizations regarding weak penalties for tax evasion in Kosovo, tax rates in Kosovo, tax authority in Kosovo, and their impact on the level of fiscal evasion in Kosovo. The methodology of this paper is based on descriptive statistics, multiple linear regression, and ANOVA. The contribution of this paper lies in the fact that it is one of the first papers that has theoretically addressed tax evasion and its impact on the socio-economic development of Kosovo, therefore, this is where the relevance of this study lies. So, as the research of Abdixhiku, Krasniqi, Pugh, and Hashi (2017), this paper also provided evidence related to tax evasive behavior of Kosovo business organizations. The main findings of the research show that the level of taxes affects the level of tax evasion, so the perceptions of business organizations are that the current level of taxes affects the growth of fiscal evasion, which is harmful to the socio-economic development of developing countries. Tax evasion is a criminal offense against the economy (Ameyaw, Addai, Ashalley, & Quaye, 2015). This activity has a devastating effect on the state budget (Omodero, 2019). In conclusion, it can be affirmed that the level of taxes for Kosovo’s organizations should be reviewed with the aim of reducing the current level of fiscal evasion.
Tax evasion and public governance before and after the European “big bang”: a red flag for policymakers

Abstract:Purpose The purpose of this study is to examine the impact of public governance quality on tax evasion levels in old (pre-2004) and new (post-2004) European Union (EU) members before and after the 2004 EU-enlargement. Design/methodology/approach This study uses panel data of 28 EU countries over the period 1996-2015. Tax evasion is measured using an updated version of the shadow economy size based on the light intensity, as calculated by (Medina and Schneider, 2018). The World Bank’s worldwide governance indicators are used as a measure of public governance. Findings The results indicate that new EU members have higher tax evasion levels compared to the old ones before and after the 2004 EU enlargement. The findings also report that the public governance quality is superior in old members throughout the 1996-2015 period. Furthermore, the authors found that after the EU enlargement, tax evasion levels decreased in both EU groups; however, the authors noticed an improvement in the public governance quality in new members and a deterioration in old ones. Additional analysis confirms the impact of public governance quality as an effective tool for reducing tax evasion behavior in both EU groups before and after the EU enlargement. Practical implications The findings are potentially useful for EU policymakers in identifying the most effective tools that can minimize tax evasion levels in EU countries. Additionally, the results are alarming as they show the negative consequences of the EU enlargement in old EU members. Thus, policymakers should consider them when setting their rules and regulations to reduce the significant differences between both EU groups to prevent member states from potentially exiting the EU. Originality/value To the best of the knowledge, this is the first study that examines the tax evasion behavior and public governance quality in the EU before and after the EU enlargement.

Abstract:This research aims to identify the factors that influence tax evasion in Indonesia using a literature review approach. The phenomenon of tax evasion has become a serious issue that negatively impacts state revenue and creates injustice among taxpayers. In this study, the researchers examined six relevant journals to identify and categorize the factors influencing tax avoidance behavior by corporate taxpayers and their perceptions of tax evasion. The results indicate that tax rates, the fairness of the tax system, and subjective norms significantly influence tax evasion behavior. The higher the tax rate and the lower the fairness of the tax system and subjective norms, the greater the tendency for taxpayers to engage in tax evasion. Meanwhile, technology and information, discrimination, and understanding of taxation do not have a significant impact on tax evasion. This research emphasizes the need for the formulation of fairer and more effective tax policies to enhance tax compliance. Further research with a more representative sample is needed to strengthen these findings and to delve deeper into the role of technology and information, as well as the understanding of taxation in reducing tax evasion in Indonesia.

Abstract:Tax evasion is the illegal withholding or underpayment of taxes, typically accomplished by intentionally providing false or no evidence to tax authorities. Tax evasion has had a severe detrimental influence on the economy of the Amhara National Regional State, Ethiopia. The Amhara Regional State lost tax revenue in recent years due to tax evasion. The objective of this study was to see how tax evasion, taxpayers' psychological egoism, and other relevant factors affect tax revenue collection performance in the Amhara Region, Ethiopia. Data were collected from 395 VAT-registered taxpayers through a structured questionnaire. The structural equation model and multiple regression analysis method were utilized for empirical test based on the softwares of SPSS and AMOS. This research revealed that tax evasion and psychological egoism negatively affect tax revenue collection performance. Tax education and technology significantly and positively affected tax revenue collection performance. Meanwhile, the relationships between the above factors (tax evasion, tax education, and technology) and the tax revenue collection performance are reliably mediated by taxpayers' psychological egoism. Those findings can give clues to researchers, tax experts, and policymakers for improving the tax revenue collection performance in Amhara Region. The government can enhance public education to reduce tax evasion and such misbehavior caused by taxpayers' psychological egoism. Meanwhile, the most up-to-date tax invoicing technologies, like artificial intelligence and machine learning technology should be adopted.

Abstract:Environmental regulation is the responsibility of individuals, corporations, and other entities to prevent environmental damage or improve the tarnished environment. The Environmental law of every country works to protect the natural resources of land, water, air, and soil. There are research evidence that environmental regulation influences Corporate taxes. Economic deterrence theory acted as deterrent to threats of punishment for unwanted or illegal behavior. The fundamental concept of the theory is deterring the taxpayers into compliance by the risk of audit, penalty, etc. The objective of the study is to analyze the impact of economic deterrence theory and environmental regulation on corporate tax evasion, particularly petroleum profit taxes in Nigeria. The components of Economic deterrence theory (tax agents, tax complexity, tax knowledge) and environmental regulations are the independent variables and corporate tax evasion particularly PPT is the dependent variable of the study. It is quantitative research based on primary data which was collected from the oil and gas companies' representatives. Structural Equation Modelling techniques were applied, and the outcome of the research is a positive and significant relationship between tax agents, tax complexity, tax knowledge, and environmental regulations on corporate tax evasion. The result further shows a positive but non-significant relationship between tax audits and perceived petroleum profit tax evasion. The study draws the attention of policymakers to formulate environmental regulations that are more robust, simple, and flexible, to reduce adverse effects of environmental damage on the economic growth and development of oil and gas-producing countries.

Abstract:Abstract Governments settle their financial obligations and pay for the public expenditures largely through finances generated from taxes. For many developing countries like Pakistan, the state authorities are still having difficulty to achieve tax compliance. Existing literature has yet to traverse individual's tax compliance behavior on developing countries. The current study, however, explores the relationships among voluntary tax compliance behavior of individual taxpayers with selected economic, social, behavioral and institutional factors. This individual tax compliance behavior is studied through the multi-perspective lenses of the theory of attribution, equity theory, expected utility theory, and social exchange theory. Quantitative design using the survey method was employed to collect data from 435 individual taxpayers through questionnaire. For testing linkage between constructs, through mediation and moderation tests, structural equation modeling technique was used. The results suggest that tax compliance simplicity has a larger impact on tax filing than perception about Government Spending and tax morale. Furthermore, perception of fairness significantly mediates the strengths between morale, simplicity, government spending and compliance behavior.

Abstract:Tax can be imagined as a contribution by citizens to the elected government to carry out its functioning smoothly. Tax compliance is a problem that has existed for as long as taxes. Paying taxes is always a difficult process because it has a direct impact on the taxpayer’s residual income. As a result, everyone tries to avoid tax by tax management and tax evasion which is against the law. Tax evasion is among the main issues that the developing nations have been facing. Broader empirical research regarding individual income tax compliance behavior is scant in India. The present study aimed at exploring the determinants of taxpayer’s behavior in meeting personal tax obligation and examining the interrelationship between the factors and their contribution towards tax compliance from Indian context. The study is based on primary data collected through structure questionnaire from 1068 sample respondents covering nine districts of Odisha, a State of India by following stratified random sampling method. The exploratory factor analysis (EFA) and confirmatory factor analysis (CFA) identify three major factors i.e., economic, institutional, and social factors of tax compliance. Structural equation model has been adopted to achieve our objectives. It is evident from the results that variables under economic and institutional factors have a significant carry compared to variables under social factors. This also indicates about concern of individuals regarding their disposable income. Therefore, government should think of lowering tax rates and simultaneously keep on simplifying the tax compliance procedures and strengthen and expedite tax audit system.

Abstract:We provide a worldwide investigation of the role of education in combatting tax evasion with the moderation effect of digitalization. The analysis is based on a data set for 142 countries. We find robust evidence that education quality significantly contributes to mitigating tax evasion. More specifically, quality of overall education, quality of math and science education, and quality of management schools are all influential in curbing tax evasion. This effect is particularly striking for countries showing a high level of digitalization in education. The results are robust to endogeneity concerns. In the end, the study suggests policymaking and educational implications.

Abstract:A pressing challenge for developing countries is improving border taxes enforcement. This study examines whether the Electronic Data Exchange project between Pakistan and China can reduce tax evasion at the Pakistan border. This data exchange significantly reduced the trade gap in consumer goods between China's reported exports to Pakistan and Pakistan's reported imports from China, compared to non-consumer goods. These results are consistent with the weak self-enforcing incentives of value-added tax at the consumer stage. Moreover, the data exchange primarily reduced the trade gap by limiting the underreporting of prices rather than reducing the underreporting of quantities, partly fulfilling the project's original intention. Further exploratory analysis reveals that the data exchange contributed to a reduction in export prices, indicating that Chinese exporters may be absorbing a portion of the tax burden. This study suggests that using export declarations to improve tax enforcement might not increase tax revenue, as importers and exporters could alter their behavior strategically.

Abstract:This paper aims to examine the relationship between voluntary external audit by privately held firms and tax evasion in India. We use data generated by the World Bank Enterprise Survey which is based on interviews conducted over 2013 and 2014 only. Our final sample includes 7,262 privately held Indian firms. Our research reports the following results for privately held companies in India: (1) Firms with voluntarily audited financial statements are more likely to evade taxes; (2) Firms that face financing constraints are more likely to have stronger relationship between voluntary external audit and tax evasion; (3) Firms operating in Indian states with better business environment (as measured by ease of doing business) are more likely to have weaker relationship between voluntary external audit and tax evasion.

Abstract:Tax evasion and tax avoidance and is part of tax planning which aims to reduce the amount of tax payments. As an illegal act, it is clear that tax evasion violates the law so that the practice is not allowed. The tax evasion action is cheating, because taxpayers try to manipulate transactions so that costs arise that reduce income and even cause losses. Tax evasion is detrimental to the state, because the tax value paid by taxpayers is not the value it should be. It could even be that taxpayers are free from tax burden if their income is minus or experiences a loss. The purpose of the study is to find out how tax knowledge, tax service quality, tax audit and use of tax sanctions affect tax evasion, using a basic approach to the theory of attribution. The sample of the study consists of 114 respondents. The materiality and consistency of all factors selected for analysis were verified by testing and using the Cronbach's alpha. According to the results of the study, all factors (knowledge of tax legislation, quality of tax services, tax audit and use of tax sanctions) have a positive and significant impact on the level of tax evasion, i.e. lead to a reduction in such actions by taxpayers. Future research on this topic can be developed by adding research variables; such as the modernization of the tax administration system, transparency of tax spending, audit risk, taxpayer awareness, tax justice, tax regulations, and other variables that may affect tax evasion (tax evasion). In addition the research sample can also expand by increasing the number of respondents in order to represent the population accurately and more deeply and using different research methods such as purposive sampling method and direct interviews with taxpayers and tax officials to obtain deeper data.

Abstract:Purpose Tax amnesty (TA) schemes are typical in developing countries. Governments' claims and suppositions are continually heightened; however, this may differ in actuality. This study aims to present an overview of the effectiveness of TA schemes and the problems they raise in implementing anti-money laundering regulations. Design/methodology/approach This study used a qualitative research design. Content analysis was used to analyse research articles, reports, legal documents and news articles. Findings Every amnesty offered in Pakistan from 1956 to 2018 failed to meet government expectations. Instead, the continuity resulted in an irrepressible black economy. The black economy's uncontrollability undermines tax collection and hinders a robust anti-money laundering regime. Significantly, tax holidays with discrepant legislation strengthen evaders, plunderers and launderers. These policies severely impede the implementation of anti-money laundering policies in the financial institutions of Pakistan. Additionally, Pakistan's geopolitical location, circumstance and war against terror cannot afford any policy that provides monetary relaxation to offenders. Practical implications There is no concrete evidence to support long-term economic progress through the implementation of amnesty schemes as a revenue collection policy. This study evaluates previous studies and findings to understand the effect of tax amnesties on the financial industry of Pakistan. The findings have practical implications for tax collection authorities, policymakers and international financial bodies. Originality/value Previous studies have discussed the advantages and disadvantages of Pakistan's regular tax amnesties. However, this study discusses the implementation of TA schemes concerning anti-money laundering regulations and customer due diligence by financial institutes and provides suggestions to minimise its negative implications.

Abstract:Purpose The purpose of this study is to better understand the issues on tax compliance. This study aims to examine the influence of patriotism and public governance on the sales tax compliance of small and medium enterprises (SMEs) and to examine the interaction between patriotism and public governance on sales tax compliance. Design/methodology/approach This study was carried out by soliciting the opinions of owner-managers of SMEs in Jordan through a survey that was distributed by self-administered. This paper uses partial least squares structural equation modelling to investigate the influence of patriotism, public governance and the interaction of these two mechanisms on sales tax compliance for a sample of 385 SMEs. Findings This paper finds that patriotism and the public governance increase and improve the level of sales tax compliance. The findings also supported the interaction effect of patriotism on the relationship between public governance with sales tax compliance. Thus, all the hypothesised relationships were supported. Practical implications Tax authorities and policymakers in developing majority societies in developing countries and in other Arab countries, especially in Jordan, may use the results to focus their interest on the formulation of policies founded on the outcomes of the study to strengthen the compliance of eligible SMEs to further boost their sales collections. Originality/value Very few studies have examined the determinants of sales tax compliance, and there has been an absence of work that examines the influence of the patriotism and public governance on sales tax compliance. This paper, therefore, fills a gap in the literature by providing the first empirical evidence about the influence of patriotism and public governance on sales tax compliance of SMEs in developing countries. Does Trade Openness Affect Taxation? Evidence from BRICS Countries

Abstract:This study aims to investigate the relationship between trade openness and taxation in BRICS (Brazil, Russia, India, China and South Africa) countries. This study uses a panel dataset for 2000–2021 and employs various econometric techniques such as the cross-sectional dependence test, unit root test, panel regression selection criteria, robustness checking fully modified ordinary least square and dynamic ordinary least square to validate the research model. The study finds that trade openness positively impacts taxation in BRICS countries. Specifically, the study finds that trade freedom, trade ratio and average trade increase the tax-to-GDP ratio and tax collection. Additionally, the study finds that financial development (FDV), financial openness (FON), GDP per capita (GPR) and political stability (PLS) positively impact taxation, but inflation has a negative effect. The results imply support for comparative advantage theory, suggesting that trade openness can positively impact taxation. The findings also highlight the importance of FDV, FON, GPR and PLS for tax revenue collection. From a managerial perspective, the results suggest that policymakers in BRICS countries should prioritize measures that promote trade openness and economic growth to improve their taxation systems.
