Abstract:In recent years, food safety events occurred frequently, which caused consumers to show a lower level confidence in safety of food. Food safety information disclosure system is one of the important part of food safety supervision system, which is an important link in food safety regulation, and is helpful to transparency and publication of food safety information. The purpose is to improve food security and establish the correct view of consumption. This paper analyzed the main problems and difficulties of disclosing information in China and revealed the difference between China and USA. Meanwhile, it analyzed the subject, content, mode, platform, laws and regulations of food safety information disclosure system of USA. The comparison revealed difference of food safety information disclosure between China and America. Then some suggestions to improve China’s food safety information disclosure system were explained in order to provide certain theoretical reference for improving food safety information disclosure mechanism.

Abstract:Background It is an enormous figure that food fraud causes losses to the global food industry every year. Timely and accurate food authentication technology is a vital means to prevent food fraud. Novel immunoassays, especially surface-enhanced Raman scattering (SERS)-based immunoassays, with terrific specificity and unique charm of ultra-high sensitivity and spectral resolution, have attracted widespread interest in the detection of food hazards. Ultra-sensitivity, fingerprint recognition, and excellent multi-detection capability are the advantages of SERS-based immunoassays, which will help advance food safety regulation. Scope and approach Tracking the timeline of the independent evolution and combination of immunoassay and SERS, we provide a systemic view to describe the trends of surface-enhanced Raman scattering (SERS)-based immunoassays. Moreover, an overview of the enhancement mechanisms of SERS and the classification of its substrate structures, both single and composite, is presented. In particular, the different types of SERS immunoassays are classified, including competitive and non-competitive, labeled and label-free. Different SERS immune sensing strategies and the advantages of their applications, which are essential for further innovation, are discussed. Finally, the summary of representative SERS-based immunoassay applications for food hazard detection is followed by an outlook for research in this extremely promising frontier field. Key findings and conclusions SERS-based immunoassay has become a forceful analytical means for monitoring harmful substances in food, offering new hope for food safety regulation. However, much work remains to be done to commercialize the concept study successfully.

Abstract:Food safety (FS), as a topic important to human health and wellbeing, has attracted a great deal of attention. With the large volume of publications in the area, it is hard to gain a comprehensive picture of the research trends. A scientometric data-driven analysis of the field can help reveal the diverse facets of FS. Food safety is critical in two important stages of the food system: food production and food processing, which are categorized as agriculture food safety (Agric-FS) and industry food safety (Ind-FS), respectively. In this work, these two closely-related but different research fields are comparatively analyzed. Based on scientometric theory and metrics, characteristics of both fields are discussed in terms of annual research output, active journals, important authors, and countries of activities. The overall output of publications is in an upward trend and the dynamics of publications in the two areas are in a similar pattern. Food Control and Journal of Food Protection are both representative journals for Agric-FS and Ind-FS. Jacxsens L, Uyttendaele M, LeJeune J, and Luning P are representative authors for Agric-FS and Jacxsens L, Griffith CJ, Luning P, and Uyttendaele M are representative authors for Ind-FS. The USA is the leading country in both fields by volume of output, followed by the UK and China. The research focus areas over time are extracted by temporal co-word and co-citation analysis. It was found that the Agric-FS domain is more unevenly distributed. Early studies in Agric-FS topics have divergent directions because of divergent fresh produce. Important topics in later times are focused on foodborne disease and supply chains that support the fresh produce. In contrast, the Ind-FS focus has more focal topics, and the research is concentrated on theories, tools, and practical issues in food quality and safety. Control methods such as HACCP are the focuses of early research in Ind-FS. More practical issues concerning barriers for quality controls are studied in later periods, including human-related problems in business activities.
A bibliometric analysis of food safety governance research from 1999 to 2019

Abstract:<p>Although the number of food governance‐related studies increased rapidly in the recent decade, the current academic research still lacked systematic integration of food safety governance. To clarify the development trends of research therein, this study summarized research articles concerning food safety governance by the Web of Science Core Collection. An in‐depth bibliometric analysis was then conducted through CiteSpace to summarize the current characters and hot spots of food safety governance research, and predicted future research trends. Results showed that food safety governance was multidisciplinary, which included environmental science, food science, economics, and agriculture. The United States had the largest number of relevant articles, and Wageningen University was the most influential scientific research institution. Among all the journals in this field, <i>Food Policy</i> ranked the first in publication volume and co‐citation frequency. The development of food safety governance research was divided into three processes, namely the separate formulation of the standards for public and private sectors, the joint implementation of these standards, and co‐governance by multiple sectors. The most popular research hot spots in this field were food safety policy integration and public–private partnership of food safety governance. Lower‐ and middle‐income countries focused more on food supply and food system design, and regrettably not on food safety. Higher‐income countries cared more about food safety and food nutrition. Besides, researchers of higher‐income countries also concentrated on consumers' voices in participating in food safety governance. Food safety co‐governance, online food governance, the willingness to buy safe food, and food safety governance under pandemics were considered as future research directions.</p>

Abstract:Risk assessment of pesticides has its roots in the same process for chemicals in general, both of which are relatively recent. Pesticides such as oxides of sulfur and some minerals were also used by early civilizations but the concepts of dose-response and risk as a probability were only documented in the literature (books) in the 1500s and 1600s, respectively. Formal use of toxic dose and safety factors for humans was developed as inorganic and organic pesticides entered the market after the 1930s, but only made use of simple hazard ratios to characterize danger. This approach continued until adoption of the concept of probability of exposure of humans to pesticides via dietary exposure, but not sensitivity of humans. It was in 1980s–90s that the use of probability was suggested as a way of characterizing variation in sensitivity of species in the environment as well as the exposures in environmental matrices. As we move into the future, risk assessment of agrochemicals will evolve to include new frameworks and approaches for dealing with conflicting data, such as Weight of Evidence.

Abstract:The recent success that the USDA Food Safety Inspection Service has had in 2003 and 2004 of reversing the steadily increasing trend in Class 1 recalls is welcomed. In agreement with those statistics are the FSIS microbiological results for Escherichia coli O157:H7 in raw ground beef, which also showed a decrease in 2003. But there is much work to be done in food safety and much more to achieve. It is imperative that while addressing food-safety issues, we should understand the role that the environmental microbiology, public health epidemiology, aerobiology, molecular microbial ecology, occupational health, industrial processes, municipal water quality, and animal health have on food safety. Although it is a difficult task, a concerted effort by industry, academic, and governmental researchers can accomplish the goal. Here we discuss the future directions and applications in the distribution and spread of foodborne hazards, methods for microbial detection and differentiation, intervention strategies for farm pathogen reduction, targeting waste at animal production sites, considerations on antimicrobial resistance, food-safety storage and preparation strategies, food irradiation, new and emerging food-safety hazards, and quantitative microbial food-safety risk assessment. Although this does not comprise an exhaustive list of food-safety issues, these are the areas that, we think, require considerable attention by researchers. Not only we need to strive to improve food safety through new strategies, processes, and applications, but we also need to be flexible and observant to readily handle the new and emerging food-safety problems, whether they are within our borders or global. At present, the United States has one of the safest food-safety systems in place. However, although this is not a time for complacency, our research endeavors should be designed to keep pace with the food-safety needs of the future.

Abstract:Purpose For nearly 150 years the study of food safety has been dominated by a microbiological approach, however, in many countries cases of foodborne disease are at record levels. The purpose of this paper is to review the history of food safety and present a model for studying food safety. Design/methodology/approach The history of food safety is reviewed. Data from outbreak investigations and observational studies of food handling are analysed Findings Whilst micro‐organisms are a major factor in foodborne disease and microbiology an important research discipline, in order to reduce the incidence of foodborne disease additional research approaches should be used. Such strategies should include food handler behaviour and its links with food safety organisational culture, and food safety management systems. Practical implications The findings highlight the limitations of the present approach and the need for additional data, using a wider range of research techniques Originality/value A novel model for studying food safety is presented, which has practical implications for reducing the economic and social burden of foodborne disease.

Abstract:Ensuring the chemical, physical, and microbial safety of food and ingredients underpins the international trade of food items and is integral to building consumer confidence. Achieving this requires effective systems to support the safety of food across the supply chain. Differing risk-assessment approaches are utilized globally for establishing food safety systems, and bench marking these approaches against international food safety standards can assist in the development of country-specific systems. This China-Australia collaborative review examined similarities and differences in the food safety risk-assessment systems of China, Australia/New Zealand, Canada, and the United States, with the view to identify areas that could support improvements to the Chinese system. Key differences include the level of cohesiveness among stakeholders and the level to which each country promotes the international harmonization of standards. The evidence highlights a need for greater capacity-building in risk assessment in China that may support greater stakeholders' cohesion, improve hazard identification, and allow regulators to more readily keep abreast of changes to international standards. This review may help the Chinese food industry to replicate the same level of food safety risk assessment currently applied by other key countries, and reflects the determination, government prioritization, and active strengthening of China's National Centre for Food Safety Risk Assessment currently underway.

Abstract:With the ever-increasing changes and growing scientific output in the field of food safety, it has become imperative to measure, analyze, characterize and compare existing publications quantitatively. The present study aimed to identify and analyze the characteristics of the 100 top-cited studies on food safety. Food safety articles published in the Web of Science Core Collection database between 1950 and 2020 were collected, and bibliometric parameters were assessed. Data analysis was performed using VOSviewer software to visualize linkages and establish relationships between articles, keywords, research areas, authors, countries and institutions, among others, providing insight into the most impactful studies related to food safety. This study highlights that research focused on food safety is growing rapidly globally and cuts across several fields, including biotechnology, microbiology, food processing and preservation, consumer studies, and policy development. There is a dearth of research articles in the areas of chemical contamination of foods by pesticides and other chemical residues and in food fraud detection and prevention studies.

Abstract:Following the Second World War, the Food and Agriculture Organization (FAO) and the World Health Organization (WHO) teamed up to construct an International Codex Alimentarius (or ‘food code’) which emerged in 1963. The Codex Committee on Food Hygiene (CCFH) was charged with the task of developing microbial hygiene standards, although it found itself embroiled in debate with the WHO over the nature these standards should take. The WHO was increasingly relying upon the input of biometricians and especially the International Commission on Microbial Specifications for Foods (ICMSF) which had developed statistical sampling plans for determining the microbial counts in the final end products. The CCFH, however, was initially more focused on a qualitative approach which looked at the entire food production system and developed codes of practice as well as more descriptive end-product specifications which the WHO argued were ‘not scientifically correct’. Drawing upon historical archival material (correspondence and reports) from the WHO and FAO, this article examines this debate over microbial hygiene standards and suggests that there are many lessons from history which could shed light upon current debates and efforts in international food safety management systems and approaches.

Abstract:Food additives are the basis of the modern food industry, and play a significant role in improving the colour, aroma, and taste of food, altering its nutritional structure, perfecting its processing conditions, and extending its shelf life. The need of food additives in the food processing industries have sharply increased due to consumers’ preferences and commercial advantage they provide to the manufactured food because of longer shelf life, standardized composition and convenience in processing. Additives can be added to food directly and intentionally while indirectly, foods are exposed to them during processing, packaging, or storage Some additives are either natural or from synthetic sources and are classified into several groups, although there overlap exist between them. The use of food additives has been criticized for multiple health impacts such as cancer, asthma, allergies, and behavioral disorders in children. It is therefore important to balance the potential risks of an additive against its perceived benefits and allowing the consumer the choice of consuming or not consuming the food. The Joint FAO/WHO Expert Committee on Food Additives (JECFA) is charged with the responsibility of assessing the risks of food additives to human health and safety through the establishment of the acceptable daily intake (ADI) for additives and in any case, the decision of consuming food with a particular additive is left to consumers.

Abstract:Despite the increasingly sophisticated management systems in China, food safety issues continue to be a persistent problem. This paper examines the underlying issues behind food safety regulation in China, focusing on the recent surge in incidents. Against the backdrop of a risk society, food safety issues have become a hot topic in Chinese society today. Our research on it should not only be limited to interpreting it as a shallow phenomenon of unscrupulous businessmen profiting at the expense of conscience, nor should it be simply attributed to the negative effects of modern food chemical technology development. Instead, we should start from the perspective of the theory of risk society to gain a more thorough understanding and comprehensive reflection. The backdrop of a risk society in transition, China's food safety problem has become increasingly severe. To better withstand risks and move towards a safer society, it is essential to fully recognize the importance of food safety and establish a scientific and reasonable system of risk governance through improving legal mechanisms, risk communication and interest mechanisms.

Abstract:During the last 10-15 years the question about food safety has increasingly been a topic of great concern nationally and internationally. Traditionally there has been a conflict of interest between the developed countries with higher food safety standards and the developing countries with lower food safety rules. As long as adequate international rules persist the view of standards as barriers should be replaced by the view of standards as catalysts for increased food quality. This article looks at the food safety issue in China, the largest developing country. The Chinese exports of food products have been confronted with trade restrictions because the products did not comply with the high food standards in the USA, the EU and Japan. These difficulties have contributed to a greater concern in China about the quality of the food products. In the last ten years a series of changes in the rules and in the administration have taken place. It is a complicated task because it touches the whole food chain. The article tries to cast light on these important questions. What have been the consequences of inadequate food safety regulations in China? What have been done until now to improve the food quality standards in China? What further initiatives should be taken to improve the situation in the future?
Determining common contributory factors in food safety incidents – A review of global outbreaks and recalls 2008–2018

Abstract:BackgroundGlobal food safety incidents are frequently reported and are on the rise. Although the increase in number of food safety incidents is impacted by improved surveillance and reporting systems and increased awareness from consumers, nevertheless the increase in food safety issues is a threat to public health and the economic costs of countries and businesses. Hence, identifying the root causes of contamination or recall is critically needed to understand the source of contamination in foodborne outbreaks and product recalls, thus helping food businesses to develop risk mitigating strategies.Scope and approachThis study aims to identify common contributory factors in food manufacturing incidents leading to potential food safety incidents (e.g. product withdrawals and recalls, food poisoning incidents and legal offences), and to near misses. This study reviews published food safety incidents and recalls collated from official websites (e.g. Center for Disease Control and Prevention, Rapid Alert System for Food and Feed, Food Standards Australia New Zealand) and journal databases (e.g. Science Direct, PubMed). Ishikawa cause and effect analysis was used along with published information to identify possible root causes.Key findingsThe total specific food safety incidents and/or recalls with known or suspected causes found over the period 2008–2018 is 2932. Where possible, the contributory and root causes of incidents were identified, or literature evidence was used to determine the suspected cause. Undeclared allergens and cross contamination were identified as the top two recorded causes of food safety incidents/recalls. This review has further proposed the primary and secondary causes for undeclared allergens and cross contamination.ConclusionsThis study offers key insights into global food safety incidents according to food and drink categories, hazards and common contributory factors. Food manufacturers could use the identified primary and secondary causes as guidance for continuous improvement programmes to prevent food safety incidents.

Abstract:Increasing scientific evidence suggests potential adverse effects on children’s health from synthetic chemicals used as food additives, both those deliberately added to food during processing (direct) and those used in materials that may contaminate food as part of packaging or manufacturing (indirect). Concern regarding food additives has increased in the past 2 decades in part because of studies that increasingly document endocrine disruption and other adverse health effects. In some cases, exposure to these chemicals is disproportionate among minority and low-income populations. This report focuses on those food additives with the strongest scientific evidence for concern. Further research is needed to study effects of exposure over various points in the life course, and toxicity testing must be advanced to be able to better identify health concerns prior to widespread population exposure. The accompanying policy statement describes approaches policy makers and pediatricians can take to prevent the disease and disability that are increasingly being identified in relation to chemicals used as food additives, among other uses.

Abstract:The demand for safety in the US food supply from production to consumption necessitates a scientific, risk-based strategy for the management of microbiological, chemical, and physical hazards in food. The key to successful management is an increase in systematic collaboration and communication and in enforceable procedures with all domestic and international stakeholders. The enactment of the Food Safety Modernization Act (FSMA) aims to prevent or reduce large-scale food-borne illness outbreaks through stricter facility registration and records standards, mandatory prevention-based controls, increased facility inspections in the United States and internationally, mandatory recall authority, import controls, and increased consumer communication. The bill provisions are expected to cost $1.4 billion over the next four years. Effective implementation of the FSMA's 50 rules, reports, studies, and guidance documents in addition to an increased inspection burden requires further funding appropriations. Additional full-time inspectors and unprecedented foreign compliance is necessary for the full and effective implementation of the FSMA.

Abstract:Abs tract: The deliberative decision-making process of the group can be a result of counseling and voting mediated by technology. The involvement of citizens in this process is crucial and measuring participation in process allows for assessment of the effectiveness of participation. Measuring the maturity of this decision, i.e. assessment of individual participation and its consequent reflection on the group’s decision, can be accomplished through the maturity level method discussed in this paper. In order to accomplish an examination of the relative potential and difficulties in achieving and measuring e-participation, we found it necessary to have a reasonable level of information structuring. For this purpose, online surveys were built and tested in stages, structured according to the Government-Citizen Interactive Model in a way as to support the Maturity of Decision-Making method (MDM). The main goal is to test the method proposed with the use of online surveys by stages and, through this experiment, indicate both positive and negative points.

Abstract:[Excerpt] "In general, people in the developed world have access to a safe and varied supply of food. Instead of systemic hunger, many developed countries have problems with obesity and other kinds of eating disorders among their citizenry. It is within this context that some find public concerns about the safety of food both paradoxical and misplaced. Nevertheless, understanding how people perceive the risk associated with food is an important exercise in demonstrating accountability and in setting priorities for regulation. With the advent of technologies for producing genetically modified foods, and the development of fat blockers like Olestra, the public is increasingly being asked to judge the social acceptability of various kinds of food modifications. In addition to interpreting the risks and benefits associated with these newer innovations, the public is also balancing the risks and benefits of more familiar food interventions. Not only must consumers of food assess the merits of genetic modification and food irradiation, they still must consider exposure to pesticide residues and microbiological contaminants like Salmonella, Listeria, Escherichia coli, and Campylobacter. Additionally, with high rates of cardiovascular disease and elevated concerns about developing diseases like diabetes, many people seriously consider the fat and sugar content of the foods they consume. This exploratory study examines how the public perceives food risks by employing a ranking exercise, a scale for assessing food safety practices, a scale for combining elements from the psychometric paradigm (e.g., voluntary exposure, perceived benefit, and perceived risk) across five potential food hazards, and demographic variables (sex, age, and level of education) most commonly linked to the perception of food risks."

Abstract:Abstract Background Food safety in the food market is one of the key areas of focus in public health, because it affects people of every age, race, gender, and income level around the world. The local and international food marketing continues to have significant impacts on food safety and health of the public. Food supply chains now cross multiple national borders which increase the internationalization of health risks. This systematic review of literature was, therefore, conducted to identify common public health risks related to food safety issues in the food market. Methods All published and unpublished quantitative, qualitative, and mixed method studies were searched from electronic databases using a three step searching. Analytical framework was developed using the PICo (population, phenomena of interest, and context) method. The methodological quality of the included studies was assessed using mixed methods appraisal tool (MMAT) version 2018. The included full-text articles were qualitatively analyzed using emergent thematic analysis approach to identify key concepts and coded them into related non-mutually exclusive themes. We then synthesized each theme by comparing the discussion and conclusion of the included articles. Emergent themes were identified based on meticulous and systematic reading. Coding and interpreting the data were refined during analysis. Results The analysis of 81 full-text articles resulted in seven common public health risks related with food safety in the food market. Microbial contamination of foods, chemical contamination of foods, food adulteration, misuse of food additives, mislabeling, genetically modified foods (GM foods), and outdated foods or foods past their use-by dates were the identified food safety–related public health risks in the food market. Conclusion This systematic literature review identified common food safety–related public health risks in the food market. The results imply that the local and international food marketing continues to have significant impacts on health of the public. The food market increases internationalization of health risks as the food supply chains cross multiple national borders. Therefore, effective national risk-based food control systems are essential to protect the health and safety of the public. Countries need also assure the safety and quality of their foods entering international trade and ensure that imported foods conform to national requirements.
