Abstract:Introduction: Research indicate that construction site accidents are a global concern, and rates are rapidly increasing. In developing countries such as Saudi Arabia, safety issues are frequently ignored, and little is known about their causes. Objectives: This study aimed to shed light on factors causing accidents in Saudi Arabian construction companies. Methods: An online detailed survey, using Google Form, of accident features was distributed randomly to potential employees in 35 construction companies in Saudi Arabia, where one of the top administrators or safety officers were required to respond to the survey. It was conducted from 1st June to 31st August, 2013. The safety practices and perceptions of accident causes were assessed. Results: The response rate was 63%. Over half of the surveyed organizations encountered all of the selected accident types. While 19 (86%) of the construction companies maintained the equipment regularly, 15 (68%) had regular maintenance staff and 13 (59%) inspected the equipment before use. Although 18 (82%) of the workers were supplied with personal protective equipment (PPE), only 12 (55%) emphasized its use and offered site orientation for new employees. In the last part of the survey, respondents were requested to rate 25 factors affecting safety performance at the construction sites on a scale of 1 to 5, with 5 being the most important. The three most important factors of poor safety performance were the firm's top leaders, a lack of training, and the reckless operation of equipment. Conclusion: Changing attitudes of surrounding safety culture have the potential to significantly improve safety outcomes in the Saudi Arabian construction industry. Two Saudi Arabian corporations, Saudi Aramco and Saudi Chevron Petrochemical provide a positive model for increasing construction safety in the country, but there is a paucity of industry-level data. Further scholarly attention is strongly indicated.

Abstract:The Saudi construction industry is among the largest in the region - and, for workers, among the most dangerous industries. The importance of this study is assisting to reduce hazards, sources of risk and perceptions of safety in the construction sector. Using a quantitative survey measure administered to a small (<i>n</i> = 276) sample of individuals, this study aimed to contribute to empirical understandings of safety performance in this unique context. A multivariate safety performance model was developed to ensure compatibility with the structure of the survey measure. The survey data revealed a strong consensus expressing negative views of every safety dimension and variable tested, with only tiny minorities selecting positively valenced responses. To test the descriptive power of the model as a whole, a structural equation modelling technique was used to assess the correspondence between the relationships constituting the model and their significance relative to empirical data.

Abstract:Exploring cultural diversity and socio-economic factors offers a holistic approach to fostering sustainable safety practices within the construction industry. This study investigates the relationship between cultural and socio-economic factors and their influence on safety practices within the construction industry, focusing specifically on Saudi Arabian construction. Employing a comparative research design, data were gathered through a questionnaire distributed among various stakeholders, including construction workers, safety officers, project managers, supervisors, and other professionals involved in construction projects. Structural equation modeling (SEM) was utilized to analyze the relationships between cultural, socio-economic, and safety practices. The findings showed significant associations of cultural and socio-economic factors with safety practices and attitudes. Specifically, positive workplace norms and values, effective communication styles, higher income levels, and better education and literacy levels were found to positively influence adherence to safety guidelines and the effectiveness of training programs. Conversely, job insecurity exhibited a negative impact on safety-related outcomes and training effectiveness. This study demonstrates the importance of fostering a positive safety culture within organizations, emphasizing leadership commitment, effective communication, and employee engagement. It also highlights the significance of addressing socio-economic factors, such as job security, income levels, and education, to promote a safer work environment and enhance safety practices. Practical implications derived from the research findings offer actionable insights for organizations to develop targeted interventions aimed at improving sustainable safety practices and training effectiveness within the construction industry in Saudi Arabia.

The objective of this research was to determine safety climate that would enhance safety culture and positively impact perceived safety performance on construction projects. A safety climate questionnaire survey was conducted on the construction sites of a leading construction company and its subcontractors in Hong Kong. Approximately, 1,500 hard copy questionnaires were distributed and the response rate was excellent, resulting in 1,120 valid questionnaires being collected from 22 construction projects. By means of factor analysis, two underlying safety climate factors were extracted, accounting for 43.9% of the total variance. Multiple regression analysis confirmed that these climate factors, "management commitment and employee involvement" and "inappropriate safety procedure and work practices" were significant predictors of workers' perceptions of safety performance. The findings indicated that the relationship between perceived safety performance and "inappropriate safety procedure and work practices" was inversely correlated. The results suggest that safety climate can be used as an effective measure of assessing and improving site safety for projects under construction. The findings of this study and the methodology might be useful for research at other construction sites in other regions and countries. This work provides useful information for project managers and safety practitioners who desire to improve safety climate and safety performance on construction sites.

Multiple regression analysis identified three significant contributors to safety performance including ‘management commitment and employee involvement, ‘satisfaction with resources and training’ and ‘inappropriate safety procedure and work pressure.’ The findings indicate that the relationship between safety performance and ‘inappropriate safety procedure and work pressure’ is inversely correlated indicating poor safety performance. The safety performance of Chinese and foreign employees is also compared in this research. The results indicate that safety climate can be used as an effective measure of assessing and improving site safety for projects under construction. This research provides useful information for project managers and safety practitioners who desire to improve safety climate and safety performance at construction sites in any culture.

Abstract:The construction industry in Dubai, known for its rapid growth and towering skyscrapers, has faced significant challenges ensuring the safety of its workforce. The purpose of this study was to enhance project management practices through an exploratory factor analysis of safety performance within this sector. This research aimed to identify the underlying factors that contribute to safety outcomes and to provide a data-driven foundation for improving safety measures. Addressing the problem of frequent construction accidents and the high rate of safety incidents, this study hypothesized that a multifaceted approach to safety analysis would reveal complex interdependencies affecting worker safety. The methodology involved a comprehensive review of incident reports and safety records from various construction projects in Dubai over the past five years, coupled with surveys and interviews with industry professionals. The data underwent exploratory factor analysis to ascertain the primary variables impacting safety performance. Findings indicated that key factors affecting safety included worker training, communication efficacy, adherence to safety protocols, and the use of protective equipment. Surprisingly, statistical analysis revealed that projects with high safety investments did not always correlate with lower incident rates, suggesting the importance of qualitative factors over mere financial commitment. The study concludes that enhancing safety performance in Dubai’s construction industry requires a holistic approach that goes beyond financial investment in safety. Recommendations include implementing regular, targeted training programs, improving on-site communication channels, strict enforcement of safety protocols, and fostering a safety-centric organizational culture. In light of these conclusions, the study advocates for policy revisions at the regulatory level and a shift in the industry’s safety paradigm. The recommended strategic changes aim to not only mitigate the risks inherent in the construction industry but also to enhance the overall management of construction projects in the dynamic landscape of Dubai. Abstract:Purpose: The purpose of this study is to explore the safety climate perceptions of the multicultural nursing workforce, and to investigate the influence of diversity of the multicultural nursing workforce on clinical safety in a large tertiary hospital in Saudi Arabia. Background: Working in a multicultural environment is challenging. Each culture has its own unique characteristics and dimensions that shape the language, lifestyle, beliefs, values, customs, traditions, and patterns of behaviour, which expatriate nurses must come to terms with. However, cultural diversity in the health care environment can potentially affect the quality of care and patient safety. Method: A mixed-method case study (survey, interview and document analysis) was employed. A primary study phase entailed the administration of the Safety Climate Survey (SCS). A population sampling strategy was used and 319 nurses participated, yielding a 76.8% response rate. Descriptive and inferential statistics (Kruskal-Wallis test) were used to analyse survey data. Results: The data revealed the nurses' perceptions of the clinical safety climate in this multicultural environment was unsafe, with a mean score of 3.9 out of 5. No significant difference was found between the age groups, years of nursing experience and their perceptions of the safety climate in this context. A significant difference was observed between the national background categories of nurses and perceptions of safety climate. Conclusion: Cultural diversity within the nursing workforce could have a significant influence on perceptions of clinical safety. These findings have the potential to inform policy and practice related to cultural diversity in Saudi Arabia.

Abstract:Because of the characteristics of decentralization and mobility in the construction industry, safety culture is crucially important. A comprehensive safety climate questionnaire survey was conducted with all sites and employees of a leading construction company and its subcontractors in Hong Kong. In total, 4,719 records were returned from 54 sites. By means of factor analysis, a 15-factor structure that defines the dimensions of the safety climate has been extracted. Compared with previous research studies, the roles and influences of fellow workers, and safety resources on the safety climate are emphasized. The results also confirm the feasibility of exploring common factors of the safety climate in the construction industry. Through further analysis, logistic regression was used to explore the relationship between the safety climate and personal characteristics. Statistically significant relationships were found between safety climate and personal characteristics, including gender, marital status, education level, number of family members to support, safety knowledge, drinking habits, direct employer, and individual safety behavior. This research is a case study and the results are derived from the data of one company, but the methodology of this research may be useful as a model for further research, and the findings may provide useful information for construction managers and safety practitioners in the construction industry to improve their safety culture.

Modeling the Relationship between Safety Climate and Safety Performance in a Developing Construction Industry: A Cross-Cultural Validation Study

Abstract:This study attempts to validate a safety performance (SP) measurement model in the cross-cultural setting of a developing country. In addition, it highlights the variations in investigating the relationship between safety climate (SC) factors and SP indicators. The data were collected from forty under-construction multi-storey building projects in Pakistan. Based on the results of exploratory factor analysis, a SP measurement model was hypothesized. It was tested and validated by conducting confirmatory factor analysis on calibration and validation sub-samples respectively. The study confirmed the significant positive impact of SC on safety compliance and safety participation, and negative impact on number of self-reported accidents/injuries. However, number of near-misses could not be retained in the final SP model because it attained a lower standardized path coefficient value. Moreover, instead of safety participation, safety compliance established a stronger impact on SP. The study uncovered safety enforcement and promotion as a novel SC factor, whereas safety rules and work practices was identified as the most neglected factor. The study contributed to the body of knowledge by unveiling the deviations in existing dimensions of SC and SP. The refined model is expected to concisely measure the SP in the Pakistani construction industry, however, caution must be exercised while generalizing the study results to other developing countries.

Abstract:The construction sector is more complicated and prone to risk than many other industries due to the size of the projects and the financial capital involved. Arranging insurance is the prudent course of action for risk management in the construction sector. There is a lack of clarity in insurance policies for public construction projects in the Kingdom of Saudi Arabia (KSA), which poses additional risks to all involved contracting parties. The aim of this research is to evaluate insurance policies in the KSA's public construction projects to identify the key deficiencies and obstacles and provide a road map for improvement in the insurance sector concerning insurance against financial losses, professional liability, defects' liability, hidden defects, and others. Forty-two contractors and forty-two owners in Saudi Arabia were surveyed, using a questionnaire to gather information for the study about their knowledge of and attitudes regarding risk transfer through insurance (professional liability, defects liability, and hidden defects). The study also covers the selection criteria for insurance policies for projects that potentially shift risk to the construction sector. Ten criteria were also examined as potential sources of liability issues and suggested as potential remedies in KSA. The findings indicate that the duty and liability of engineers and those participating in these projects can be offset by engineers' insurance against professional errors and hidden flaws, and by the construction industry's clear liability policy. Additionally, the research is envisaged to contribute to construction projects' overall quality and safety, ensuring that robust legal and financial safeguards protect all stakeholders.

Abstract:Tunnel construction projects are complex engineering projects that pose numerous safety challenges. Accordingly, prioritizing the protection of workers, the public, and the environment is imperative. This study aimed to comprehensively analyze the most significant risks associated with tunnel construction projects. Twenty-nine hazards were identified through site inspections and interviews with engineers and managers engaged in various tunnel projects in Saudi Arabia. These risks were categorized into six groups, namely, technical, geological, environmental, social, human, political, contractual, and cost-related risks. Data were acquired from 98 of 108 respondents completing a questionnaire. The data were statistically analyzed using the SPSS V20 package. The Total Importance Index Impact (TIII) application determined the most crucial risks affecting tunnel construction safety management. The findings demonstrate that risk analysis facilitates project managers in identifying and focusing on principal risks, which supports the implementation and evaluation of safety management plans. By providing practical guidelines, risk analysis enhances the success rate of tunnel construction projects. Implementing measures to mitigate exposure to elevated noise levels, air supply hazards, fires, and oxygen deficiency is anticipated to result in numerous benefits, including improved worker health and performance, reduced time and expenses, enhanced productivity, and an improved reputation among staff and clients.
Factors contributing to poor performance in construction projects: studies of Saudi Arabia

Abstract:Cost, time and quality are the prime factors for project management success. However, the problem of poor performance in construction projects is a global phenomenon and the construction industry in Saudi Arabia is no exception. This study is conducted to investigate the performance in construction projects in Saudi Arabia in order to identify the contributors to poor performance and their severity according to public owners, contractors and consultants through a questionnaire survey. Results indicate that owners rank ‘poor communication among project participants’ as the top severe factor affecting the performance in construction projects, followed by ‘poor labor productivity’ and ‘poor planning and scheduling’, respectively. Inputs of contractors indicate that the most severe factor is ‘payments delay’, followed by ‘escalation of material prices’ and ‘poor labor productivity’, respectively. Inputs of consultants underline that the top three affecting factors are: poor planning and scheduling, poor site management and payments delay respectively. Key project participants and researchers, could benefit from the findings and recommendations of this study. Although this study is related to views for respondents from Saudi Arabia, other developing countries could benefit from its results.
Defining and Measuring Safety Climate: A Review of the Construction Industry Literature

Abstract:Safety climate measurements can be used to proactively assess an organization's effectiveness in identifying and remediating work-related hazards, thereby reducing or preventing work-related ill health and injury. This review article focuses on construction-specific articles that developed and/or measured safety climate, assessed safety climate's relationship with other safety and health performance indicators, and/or used safety climate measures to evaluate interventions targeting one or more indicators of safety climate. Fifty-six articles met our inclusion criteria, 80% of which were published after 2008. Our findings demonstrate that researchers commonly defined safety climate as perception based, but the object of those perceptions varies widely. Within the wide range of indicators used to measure safety climate, safety policies, procedures, and practices were the most common, followed by general management commitment to safety. The most frequently used indicators should and do reflect that the prevention of work-related ill health and injury depends on both organizational and employee actions. Safety climate scores were commonly compared between groups (e.g. management and workers, different trades), and often correlated with subjective measures of safety behavior rather than measures of ill health or objective safety and health outcomes. Despite the observed limitations of current research, safety climate has been promised as a useful feature of research and practice activities to prevent work-related ill health and injury. Safety climate survey data can reveal gaps between management and employee perceptions, or between espoused and enacted policies, and trigger communication and action to narrow those gaps. The validation of safety climate with safety and health performance data offers the potential for using safety climate measures as a leading indicator of performance. We discuss these findings in relation to the related concept of safety culture and offer suggestions for future research and practice including (i) deriving a common definition of safety climate, (ii) developing and testing construction-specific indicators of safety climate, and (iii) focusing on construction-specific issues such as the transient workforce, subcontracting, work organization, and induction/acculturation processes.

Abstract:A 20-year-old man presented to the emergency department with fatigue, abdominal pain, nausea, and decreased appetite with 20 lb weight loss over 3–4 weeks. He was subsequently admitted and urgently started on hemodialysis via a tunneled catheter for advanced renal failure. A week after admission, he underwent laparoscopic placement of a swan neck coiled peritoneal dialysis (PD) catheter, which the operative note recorded as being uneventful. The catheter was flushed and returned fluid with ease. At the 2-week point, an attempt was made to initiate PD. A burning sensation was reported by the patient on inflow. Dialysate inflow was extremely slow, and outflow even slower. Of 600 ml infused, only 150 ml of clear fluid returned. An abdominal X-ray (AP view only) showed the peritoneal catheter to be in the pelvis (Fig. 1); it was thought to be in correct position. Tissue plasminogen activator was instilled into the catheter to treat any potential fibrin clot obstruction. Outflow continued to be slow, blood tinged, with retention of most of the instilled fluid. The abdomen became distended and the patient complained of a sensation of fullness and pain. A palpable mass was noted near the umbilicus and an abdominal computed tomography (CT) scan with oral contrast was ordered (Fig. 2). What does the CT scan show? What is the appropriate therapy for this problem?

Abstract:The Indonesian construction industry is a significant contributor to economic growth in Indonesia. However, poor safety performance limits its contributions due to the negative impacts of poor safety on project performance. This research aims to assess the level of the safety climate in the Indonesian construction industry, identify its strengths and weaknesses, and understand the influence of individual demographic characteristics on the safety climate. Data were collected using a questionnaire survey from 1757 respondents working in six large state-owned construction companies in Indonesia. Results indicate that the overall safety climate level is fairly good. However, the safety climate scores of individual safety climate items are observed to vary widely. The scores reveal that construction employees understand the importance of safety and management demonstrates a degree of safety commitment, particularly by having regular safety communications. In contrast, the implementation of safety is limited in reality because safety is not considered a priority at work. Lack of safety resources and limited enforcement of safety rules further hinder the implementation of safety at the project level. Large state-owned construction companies such as those where data were collected should take the lead in changing the work practices in the Indonesian construction industry to improve safety performance. Level of education, length of work experience, position, permanency of job status, work location (project or office-based), and type of project are individual demographic characteristics that influence the level of the safety climate. Understanding the influence of these characteristics on the safety climate allows specific intervention strategies to be used to improve safety.

Abstract:The construction industry is one of the hazardous fields due to its exceptional environment. Therefore, this work aimed to assess the essential drivers needed for employing safety management in the Palestinian construction industry. The drivers for safety management were recognized from earlier literature, where the questionnaires were dispersed to professionals from construction projects. The exploratory factor analysis (EFA) technique was then performed to contextually adjust the identified drivers. The results showed that safety management drivers could be categorized into three constructs: management, awareness and policy. In addition, partial least squares structural equation modelling (PLS-SEM) was performed to generate the safety management driver's model. The results indicated that management drivers were vital drivers for adopting safety management. The study's findings would act as a reference for construction stakeholders to decrease danger and enhance the construction project's success via implementing safety management drivers.

Abstract:Safety performance in the Chinese construction projects remains poor in comparison to other developed countries. While a considerable body of research has accumulated to explain why accident and incident rates remain high in China, research into safety climate in Chinese major construction projects remains scant. To address this gap in knowledge, a survey of 189 construction professionals across five major construction projects in China was undertaken using a validated safety climate framework. Follow-up interviews were also conducted with nine senior construction safety professionals to verify the survey analysis results. The findings indicate that safety climate in major construction projects in China is perceived to be strong, and management commitment appears to be the underlying factor to promote this positive result. Safety rules and procedures is a dimension that requires attention because of their complexity and competing interests during their implementation. All the dimensions of the safety climate are strongly interrelated, indicating that multidimensional and holistic strategies should be employed to improve safety climate in major construction projects. This research enriches the understanding about the characteristics of safety climate in Chinese major construction projects and the effective measures which can be taken to further enhance the safety performance on these projects.
Factors contributing to the patient safety culture in Saudi Arabia: a systematic review

Abstract:Background Patient safety, concerned with the prevention of harm to patients, has become a fundamental component of the global healthcare system. The evidence regarding the status of the patient safety culture in Arab countries in general shows that it is at a suboptimal level due to a punitive approach to errors and deficits in the openness of communications. Objectives To identify factors contributing to the patient safety culture in Saudi Arabia. Design Systematic review. Methods A systematic search was carried out in May 2018 in five electronic databases and updated in July 2020—MEDLINE, CINAHL, Embase, PsycINFO and the Cochrane Database of Systematic Reviews. Relevant journals and reference lists of included studies were also hand-searched. Two independent reviewers verified that the studies met the inclusion criteria, assessed the quality of studies and extracted their relevant characteristics. The Yorkshire Contributory Factors Framework (YCFF) was used to categorise factors affecting safety culture in the included papers. Results 14 papers were included and the majority of studies were appraised as being of good quality. Strength and weakness factors that contribute to patient safety culture were identified. Ineffective leadership, a blame culture, workload/inadequate staffing and poor communication are reported as the main factors hindering a positive patient safety culture in Saudi Arabia. Conversely, ‘strength’ factors contributing to a positive patient safety culture included supportive organisational attitudes to learning/continuous improvement, good teamwork within units and support from hospital management for patient safety. There is an absence of patient perspectives regarding patient safety culture in Saudi Arabia. Conclusion Policymakers in the Saudi healthcare system should pay attention to the factors that may contribute to a positive patient safety culture, especially establishing a blame-free culture, improving communications and leadership capacity, learning from errors and involving patient perspectives in safety initiatives. Further research is required to understand in depth the barriers and facilitators to the implementation of a positive patient safety culture in Saudi Arabia.

Abstract:A positive safety climate can improve employees' safety awareness and reduce workers' unsafe behaviors. Having consistent key factors that comprise safety climate is paramount in facilitating the measurement and comparison of safety climate over time which helps identify effective approaches to improve safety performance. This paper examines the consistency of safety climate factor structure and safety climate improvements over time in a Chinese construction company. It adopts a case study approach and reports on using the same safety climate instrument to carry out two surveys, three years apart. The exploratory factor analysis showed that the obtained four-factor structure of safety climate remained consistent across the two surveys. Moreover, the confirmatory factor analysis demonstrated that the second-order factor of safety climate was unchanged. Statistically significant improvements were also found on all four identified factors. The governmental or organizational strategies and/or tactics that could stimulate positive improvements on safety climate factors (referred to as stimulators hereinafter) were then identified via interviews with safety management officers in the company. The most effective stimulators were found to include constituting the safety regulations and safety rules, as well as increasing the intensity of safety training and safety promotion. Implications on the consistent factor structure of safety climate and the stimulators are also discussed.
