Abstract:Conflict-resolution models can be used as practical approaches to consider the contradictions and trade-offs between the involved stakeholders in integrated water resource management. These models are utilized to reach an optimal solution considering agents interactions. In this paper, a new methodology is developed based on multi-objective optimization model (NSGA-II), groundwater simulation model, M5P model tree, fallback bargaining procedures and social choice rules to determine the optimal groundwater management policies with an emphasis on resolving conflicts between stakeholders. By incorporating the multi-objective simulation-optimization model and bargaining methods, the optimal groundwater allocation policies are determined and the preferences of the stakeholders as well as social criteria such as justice are also considered. The obtained data set, based on Monte Carlo analysis of calibrated MODFLOW model, is used for training and validating the M5P meta-models. The validated M5P meta-models are linked with NSGA-II to determine the trade-off curve (Pareto front) for the objectives. Social choice rule and fallback bargaining methods, as conflict-resolution models, are applied to determine the best socio-optimal solution among stakeholders, and their results are compared. The effectiveness of the proposed methodology is verified in a case study of Darian aquifer, Fars province, Iran. Results indicated that the solutions obtained by the proposed conflict-resolution approaches have an appropriate applicability. Total groundwater withdrawal, after applying the optimal groundwater allocations, reduced to 20.85 MCM, resulting in a 4.62 m increase in the mean groundwater level throughout the aquifer.

Abstract:To mitigate the unfavorable effects of excessive water resources consumption, mainly induced by poor performance of irrigation practices, efficient water resource management strategies are required. In response to this need, we have, in an innovative way, enhanced the water resources management (WRM) strategies by both considering the regional conditions with the graph model for a conflict resolution (GMCR) decision support system, and linking the irrigation concept and water resources allocation theory to develop a coupled WRM simulation–optimization model. Typically, implementation of the modified WRM strategies may cause local conflicts because of losing the original water rights. To improve the current irrigation water allocation system with the minimum objections, the hypergame theory was utilized to enhance the capabilities of traditional GMCR models by including the parties' misunderstandings in the negotiation process and assessing the partial perceptions rather than crisp options. Moreover, by dynamic monitoring of available water resources and water consumption patterns, a WRM simulation model was developed, which is applicable in real agricultural conditions of multi-agricultural zones with multi-crop and intercropping systems and variable water supply sources. The genetic algorithm was utilized to allocate the water resources and determine optimal WRM strategies with the lowest irrigation water shortage. The efficiency of the proposed framework was assessed in conventional agricultural zones in Oman. The recommended strategies not only address local conflicts during the implementation of optimal WRM strategies, but also demonstrate significant potential to reduce the water shortage as a serious environmental concern.

Abstract:A novel risk-based multi-objective compromise methodology was proposed for selective withdrawal from a dam reservoir. Developed for devising a five-year optimal reservoir policy in dry, wet, and normal periods, it allowed for selective water withdrawal from multiple outlets at different depths to account for the reservoir's water quality and thermal stratification. A calibrated version of the CE-QUAL-W2 numerical model was utilized for simulating temperature and other water quality parameters at different reservoir outlets under possible scenarios of reservoir inflow and outflow. To address the computational burden problem, two multilayer perceptron meta-models were trained and validated using the CE-QUAL-W2 simulation results for temperature and the IRan Water Quality Index (IRWQI) at each reservoir outlet. Then, the validated meta-models were coupled with the non-dominated sorting genetic algorithm-II (NSGA-II) optimization technique, allowing one to incorporate different stakeholders' utility functions. Three objective functions were considered: ( i ) minimization of the storage deficit risk, ( ii ) minimization of the low water quality risk (due to reservoir thermal stratification), and ( iii ) minimization of the deficit between total releases and demands. Finally, the GMCR-plus model resolved stakeholder conflicts and achieved a compromise solution. Alleviating the shortcomings of previous models in achieving coupled water quality-quantity allocation by drawing on the capabilities of conditional value-at-risk (CVaR) and graph models, along with NSGA-II, constituted the present study's principal contribution. The research findings revealed that applying the proposed methodology could provide adequate water quality corresponding to different demands during thermal stratification to prepare effective guidelines for optimal reservoir operation.

Abstract:The high level of reliability of water resources is always an advantage for consumers, but in arid and semi-arid regions where the inflow to the reservoir is faced with severe fluctuations, it makes sense to decrease the percentage of reliability of the system and allocate less water to consumption zones to prevent critical conditions such as emptying of the reservoir. In this research, the employed operation model is based on the simulation-optimization combination by considering the objectives of minimizing the violation of the allowed capacity of the reservoir and maximizing the percentage of supplying the demands. The optimal hedging variables are specified by linking the WEAP (Water Evaluation and Planning System) to the MOPSO multi-objective optimization algorithm. According to the available data, the duration of the simulation and optimization period in the model is 360 months. After 1000 iterations, the optimal reservoir volume values are obtained at the hedging level and hedging coefficient in different months. Finally, the model results are compared with the results obtained from the standard operation policy (SOP). The results show that the proposed model is able to manage the allocation to needs in the dry months and prevent the reservoir from emptying. Also, by storing a part of the flow in the reservoir in watery months and consuming it in low water months, it increases the supply of needs by 20 to 35% and reduces the failure rate in dry months.

Abstract:Severe water scarcity in recent years has magnified the economic, social, and environmental significance of water stress globally, making optimal planning in water resources necessary for sustainable socio-economic development. One of the regions that is most affected by this is the Sistan region and its Hamoun wetland, located in south-east Iran. Water policies are essential to sustain current basin ecosystem services, maintaining a balance between conflicting demands from agriculture and the protection of wetland ecosystems. In the present study, a multi-objective optimization model is linked with the Water Evaluation and Planning (WEAP) software to optimize water allocation decisions over multiple years. We formulate and parameterize a multi-objective optimization problem where the net economic benefit from agriculture and the supply of environmental requirements were maximized, to analyze the trade-off between different stakeholders. This problem is modeled and solved for the study area with detailed agricultural, socio-economic, and environmental data for 30 years and quantification of ecosystem services. By plotting Pareto sets, we investigate the trade-offs between the two conflicting objectives and evaluate a possible compromise. The results are analyzed by comparing purely economic versus multi-objective scenarios on the Pareto front. Finally, the disadvantages and advantages of these scenarios are also qualitatively described to help the decision process for water resources managers.

Abstract:This paper proposes a new framework to optimize the allocation of water resources considering two perspectives of water value and strategic management which is one of the novelties of this study. After identifying agricultural, industrial, and domestic water demands, a water allocation model is developed to maximize the net benefit of water delivered to each sector. Based on the characteristics of the study area which is the Namak Lake basin, water transfer from Dez tributaries can be considered as an uncertainty depending on the climate and political issues. So, the model is initially performed without considering water transfer and then water transfer is considered to enhance the flexibility. In addition, the initial model does not assign the weights to the plain. In the novel model, weights derived from questionnaires are applied to reflect experts’ opinions and consider the priorities of the plains. Transferred water is then allocated from the strategic management perspective and the water value perspective (six possible combinations of perspectives and scenarios), and eleven independent variables are considered in the model. Also, GMCR + , the new version of the Graph Model for Conflict Resolution, is applied to visualize the possible scenarios and equilibrium states based on the status quo of the conflict. Based on the results, the first scenario of water value perspective is chosen which results in a significant water allocation to the industry and agriculture sectors (approximately 94% and 96%, respectively). Also, 94.6% of potable water is satisfied compared to the initial water needs.Graphical Abstract

Abstract:Irregular withdrawals from water resources followed by the increase of the cultivation lands and the construction of Marun and Jarahi Dams on upstream rivers of the Shadegan Wetland have led to severe hydrological changes as well as increased salinity of the wetland inflow in some periods. The aim of this study is to develop a simulator-optimizer coupling model for proper planning and management of resource allocation to the upstream of Shadegan Wetland. In addition to maximizing the supply of basin demands during the operation period, this model aims to reduce the salinity of the inflow to Shadegan Wetland. Due to the importance of the wetland as a seasonal habitat for birds and the importance of protecting its ecosystem, the development of a quantitative-qualitative optimization model for optimal use of available water resources is the aim of this study. First, based on current conditions, the prepared model is developed as a reference scenario for a future 30-year period(2021-2050). To achieve the best system efficiency in terms of quality and quantity, the optimization is performed by means of the NSGA-II algorithm. The results indicate that the optimizer model performs appropriately in supplying various demands and also decreasing the salinity of the inflow to Shadegan Wetland compared to the reference scenario so that in addition to supplying the demands with more than92% reliability in the whole system, it is expected that the salinity of the river at the entrance to Shadegan Wetland to be reduced by about50%., especially in low water months. The coupling model proposed in this research is applicable for other study areas with quantitative-qualitative operation approach and is able to detect critical points of rivers in terms of quantity and quality. This model has also the capability of providing optimal solutions for improving river conditions as well as downstream ecosystems.

Abstract:A multi-objective modeling platform consisting of the simulator-optimizer model_1th and optimizer model_2th was developed in this study. HEC-HMS was used for flood routing and artificial recharge and the multi-objective genetic algorithm(NSGA-II) was applied for the integrated use of water resources. Net profit, cropping pattern, irrigation consumption, and gross irrigation demand for an aquifer were optimized using NSGA-II. The objective functions of 1th-model include minimizing the lack of supply and maximizing the volume of penetration in the artificial recharge system and the objective functions of 2th_model include maximizing net profit and minimizing agricultural water consumption. The total volume of optimal recharge increased by 70 MCM and the total volume of available water decreased by 29%. In addition, results have shown the cropland area, water consumption, and optimal water demand were reduced by 20, 50, and 20%, respectively. The results confirm the multi-objective modeling is very effective in achieving the research objectives.

Abstract:The purpose of this study is to select the best modeling approach (simulation or optimization) for operation the water supply system using multi-criteria decision-making method. For this purpose, the Geophysical Fluid Dynamics Laboratory-Earth System Models (GFDL-ESM2M) and the Model for Interdisciplinary Research on Climate-ESM (MIROC-ESM) models were selected to predict the changing trend of the climatic variables of rainfall and temperature, respectively. Then Artificial Neural Network (ANN) model and a decision support system tool named Cropwat were used to simulate water resources and consumption; and to model the behavior of the water supply system, the MODified SYMyld (MODSIM) (as simulator) and the modeling language and optimizer LINGO 18 (as optimizer) were used in the future time period (2026–2039) and the results were compared with the baseline period (1987–2000) for the Idoghmush reservoir (Iran). The results of MODSIM simulation model show that the indexes of reliability, vulnerability, reseiliency and flexibility in the future time period under the RCP2.6 emission scenario compared to the baseline time period decreased by 9%, decreased by 22%, increased by 4%, and decreased by 2%, respectively. The results of the LINGO 18 optimization model show that the reliability, vulnerability, resiliency and flexibility indexes in the future time period under the RCP2.6 emission scenario compared to the baseline time period decreased by 13%, decreased by 17%, increased by 14% and increased by 3%, respectively. Due to the different results obtained from optimization and simulation approaches for the study area, the Multi-Attributive Ideal-Real Comparative Analysis (MAIRCA) multi-criteria decision-making method was used to select a more appropriate approach. The results show that for water resources management planning, the simulation approach is given priority over the optimization approach due to its characteristics.

Abstract:Abstract Simulation–optimization approaches are useful methods for the assessment of water resource engineering plans and finding the best management policy at the watershed scale. In this study, to find the optimum operation for a reservoir with the purpose of satisfying water demands while meeting the water quantity and quality criteria, a generic reservoir and river basin simulation model (MODSIM) is coupled with the particle swarm optimization (PSO) algorithm leading to construct the PSO–MODSIM model. With the decision variables of the reservoir's monthly releases, the objective function is to maximize the supply for downstream demands while keeping the electrical conductivity (EC) in the river flow lower than a predefined level at the downstream checkpoint, which is a function of the EC in the agricultural return flows. Moreover, a safe flow rate is defined in which the streamflow should not exceed at the checkpoint resulting in mitigation of the submerging lands damage. Results obtained by the PSO–MODSIM model indicate the ability of the proposed simulation–optimization approach for solving the problem of optimal quantity–quality-based water allocation in a reservoir–river system. For instance, the EC at the checkpoint is decreased by 61% in the optimum reservoir operation state comparing the present situation, whereas the municipal and environmental demands are fully met and the agricultural demands are supplied with a desirable reliability satisfaction level.

Abstract:Nowadays, effective water management becomes more vital all over the worlds. Due to the effect of climate change and population growth, reservoirs play a more important role in water resources management. Reservoirs can be used for multiple purposes such as irrigation, industrial water supply, hydropower generation, flood protection, water quality management, recreation and so on. In this paper, an optimized model have been considered and solved based on the goal programming method for the optimal operation of a multi-objective two reservoir systems in Sefidrud watershed. Release for irrigation demand and environment, flood controlling and recreation are represented as objectives. Then, to consider uncertainties and also for achieving the general method for reservoirs operation, because of the considerable advantages of linguistic rules in better inferring and interpretation of systems, an adaptive neuro based fuzzy inference system (ANFIS) approach is used to construct operation rules for these multipurpose reservoirs. The results of the ANFIS models show that they can be applied successfully to provide high accuracy for the management of the reservoirs system. De nos jours, une gestion efficace de l'eau devient plus vitale partout dans le monde. En raison des effets du changement climatique et de la croissance démographique, les réservoirs jouent un rôle plus important dans la gestion des ressources en eau. Les réservoirs peuvent être utilisés à des fins multiples telles que l'irrigation, l'approvisionnement en eau industrielle, la production d'énergie hydroélectrique, la protection contre les inondations, la gestion de la qualité de l'eau, les loisirs, etc. Dans cet article, un modèle optimisé a été considéré et résolu sur la base de la méthode de programmation par objectif pour le fonctionnement optimal d'un système multi-objectif à deux réservoirs dans le bassin versant de Sefidrud. Les rejets pour la demande d'irrigation et l'environnement, le contrôle des crues et les loisirs sont représentés comme des objectifs. Ensuite, pour tenir compte des incertitudes et aussi pour obtenir la méthode générale de fonctionnement des réservoirs, en raison des avantages considérables des règles linguistiques pour une meilleure inférence et interprétation des systèmes, une approche de système d'inférence floue basée surun neuro adaptatif (ANFIS) est utilisée pour construire des règles de fonctionnement pour ces réservoirs polyvalents. Les résultats des modèles ANFIS montrent qu'ils peuvent être appliqués avec succès pour fournir une grande précision pour la gestion du système de réservoirs.
Coupled Quantity-Quality Simulation-Optimization Model for Conjunctive Surface-Groundwater Use

Abstract:Many water resources optimization problems involve conflicting objectives which the main goal is to find a set of optimal solutions on, or near to, Pareto front. In this study a multi-objective water allocation model was developed for optimization of conjunctive use of surface water and groundwater resources to achieve sustainable supply of agricultural water. Here, the water resource allocation model is based on simulation-optimization (SO) modeling approach. Two surrogate models, namely an Artificial Neural Network model for groundwater level simulation and a Genetic Programming model for TDS concentration prediction were coupled with NSGA-II. The objective functions involved: 1) minimizing water shortage relative to the water demand, 2) minimizing the drawdown of groundwater level, and 3) minimizing the groundwater quality changes. According to the MSE and R2 criteria, the results showed that the surrogate models for prediction of groundwater level and TDS concentration performed favorably in comparison to the measured values at the number of observation wells. In Najaf Abad plain case study, the average drawdown was limited to 0.18 m and the average TDS concentration also decreased from 1257 mg/lit to 1229 mg/lit under optimal conditions.

Abstract:This research uses the simulation–optimization approach for the conjunctive use of surface and underground water in climate change conditions. For this purpose, Multi-Objective Invasive Weed Optimization Algorithm (MOIWOA) is developed for three benchmark functions in order to verify the algorithm and its results in the form of Pareto Front with MOPSO and NSGA-II were compared. Then, developed MOIWOA is applied for optimal water allocation to drinking-industry and agricultural needs in order to (1) maximize reliability index of water supply system, and (2) maximize resiliency index of a water supply system(from a failure period due to lack of water supply). The findings show that the model effectively reduces failure periods and allocates water resources efficiently to consumption sectors during hot months. The highest increase in reliability and resiliency indexes is observed in the RCP85 climate change scenario (as pessimistic scenario) for time period 2070–2099, with an 11% increase in reliability and a 66% increase in resiliency. In this research, Gray Relationship Analysis (GRA) is used to select the best solution from the set of Pareto solutions. Also, multi-objective solutions are prioritized and ranked based on Gray Relational Grade (GRG).

Abstract:Based on the Shiyanghe River Basin,a multi-source,multi-user and multi-objective water resources optimal allocation model is established.The benefit of living,agriculture and ecological environment will be converted into commensurable benefit on the basis of industrial water benefit,then the multi-objective problem will be transformed into a single-objective one based on method of index weight.11 non-inferior solutions have been screened from 36 optimal solutions,finally the equilibrium solution is obtained by approximate aspiration dot arrangement method,that is,optimal allocation of limited surface water,ground water and diversion water in four major departments: industries,living,agricultural and the ecological environment.The example is presented to verify the feasibility and availability of the approximate aspiration dot arrangement method.

Abstract:Optimizing the utilization of reservoirs has become an indispensable part of water resources planning. One of the challenges is how to overcome the conflict between the flood control and the revenue generated from hydropower energy. The Ostour and Pirtaghi reservoirs, which are crucial in Iran water system, are selected in this study. The aim is to find the optimal values for water release from each reservoir over a 12-month period to maximize both objective functions. The imperialist competitive algorithm is employed to optimize this multiobjective-nonlinear problem with complex constraints. It is observed that the imperialist competitive algorithm has a fast convergence and it is highly adaptable to defined constraints such as water release limitation, minimum downstream flow, water balance in reservoirs. This study results in better flood control and more revenue from the sale of hydropower energy. The paper also provides a systematic guidance to properly formulate and solve a multi-objective problem.

Abstract:Integrated water resources management aims to simultaneously solve water shortage and contamination problems by considering economic, social, and environmental criteria. To that view, this study has developed a two‐objective optimization model regarding water allocation (WA) and wasteload allocation (WLA) in the Zayandehrood river basin, the central part of Iran. The model aimed to supply the users' water demand considering the downstream environmental flow to fulfill the social‐environmental requirements. Besides, satisfying the river water quality standards was regarded as the environmental‐economic criteria. The WA objective function minimizes the undesirability caused by reduced allocated water and downstream environmental flow. The QUAL2K model was used to simulate the wasteload discharge impacts on the river water quality. The water quality parameters included biochemical oxygen demand (BOD), TP, and TN for the urban and industrial wasteload and nitrate for the agricultural drainage. The results showed that a joint WA ‐ WLA optimization reduced the total average WA by 15% and increased the downstream flow by three times the base level. Also, the water quality violations of the standard limits were reduced by 18, 4, and 15 times for BOD, NO3, and TP, respectively.

Abstract:The knowledge of surface and groundwater interactions within the region, as well as the computation of surface and subsurface elements impacting them, are necessary for principled planning for the sustainable and optimal functioning of water resource systems. Investigating the effects of the surface–groundwater interaction by establishing a dynamic link between surface and groundwater models in the Lur plain, which is situated in Western Iran downstream of the Balarood River dam, is one of the main goals of this study. Every element of the surface and groundwater systems in the research area is connected to every other element of the model, allowing data to flow back and forth between the two systems at every time step. To calculate groundwater level values, the flow between aquifers, etc., and send the results back to the WEAP model so that this process continues until the simulation's conclusion, the withdrawal amount, infiltration, river level, runoff, etc. are imported to the WEAP model from the MODFLOW model in each time step. Optimizing the monthly volume of extraction from surface and groundwater resources to meet current consumptions during a 30-year planning horizon is another objective. The Multi-Objective Grey Wolf Optimizer (MOGWO) algorithm is connected to the integrated model body in order to carry out the system optimization. The primary and secondary goals of the optimization process are, respectively, to minimize the amount of groundwater withdrawal at the conclusion of the operating period and to maximize the percentage of meeting water needs. The proportion of monthly removal from surface and groundwater resources is one of the decision factors. Two managerial scenarios—the integrated operation based on the present condition (reference) and the integrated operation by carrying out the optimization process (optimal)—are established to examine the effects of the dam and aquifer operating together. The outcomes demonstrate that, in comparison to the reference scenario, the proportion of meeting farms' water demands during low water months is enhanced by 10% to 30% following the execution of the optimizer algorithm and the use of the integrated model body's optimal allocation parameters. The average drawdown in the Lur plain after the period, following system optimization, is equal to 7.6 m, which is 2.5 m better than the reference scenario. The outcomes of planners' decisions are quickly transformed into the whole system, and the subsequences are observable in both surface and groundwater sections. The results show that the MOGWO algorithm combined with the integrated operation model in the dynamic link mode is an effective solution for better management of the dam and aquifer.

Abstract:The Meimeh dam construction is a project, planned to provide sustainable livelihoods, social, and economic developments in the Meimeh River Basin, Ilam, Iran. However, due to the high concentration of TDS in the Meimeh River and its tributaries, river impoundment and water storage can be harmful to the Meimeh Reservoir. The upstream inflow control and the reservoir operation management in a selective withdrawal scheme (SWS) were used to mitigate the potential environmental degradation of Meimeh Reservoir's low water quality. CE-QUAL-W2 and WEAP (Water Evaluation and Assessment Programming) models were employed to evaluate the effects of various upstream saline inflow control scenarios. The analysis indicated that the diversion of the Siyoul tributary flow rate in the Meimeh River could result in lower violations of Total Dissolved Solids (TDS) concentrations and better water supply satisfaction. Then, the optimal reservoir operation management strategies in a SWS were derived in the best upstream inflow control scenario. The adaptive surrogate-assisted WQSM (water quality simulation model), coupled to hybrid NSGA-II_AMOSA (Non-dominated Sorting Genetic Algorithm-II_Archived Multi-Objective Simulated Annealing) algorithm, has been applied to derive the suitable reservoir operation strategies in SWS, improve the water supply satisfaction and alleviate the adverse effects of reservoir outflow TDS violations. The performances of the best water quality and supply scenarios have been compared with the scenario based on the standard operation policy (SOP) in the Meimeh Reservoir. The results show that most violations of TDS criteria occur during the peak agricultural seasons and significant water deficit in some dry years happens in the SOP.

Abstract:This study aimed to determine the optimal conjunctive utilization of groundwater and surface water resources in the Halil River basin, one of the most significant study regions in Kerman Province (Iran). Multi-verse optimizer (MVO) and the ANFIS (adaptive neuro-fuzzy inference systems) simulation model, known as the MVO–ANFIS simulation–optimization model, were used for this purpose. Moreover, the optimal exploitation policy for the studied basin was presented. The ANFIS model yielded a coefficient of determination greater than 0.99 in Baft, Rabor, and Jiroft.This model had a high capability to simulate groundwater levels in these three regions. Therefore, the ANFIS model was adopted as the simulation model to predict the aquifer water table in these regions. Regarding the conjunctive utilization of groundwater and surface water resources, the exploitation policy resulting from the MVO–ANFIS simulation–optimization model had a desirable performance by supplying 91.70, 87.75, and 97.58% of the total demands of Baft, Rabor, and Jiroft, respectively. Moreover, results of water system performance indicators, including reliability (82.96, 72.65, 95.07), resiliency (70, 53.47, 80), vulnerability (29.54, 25.64, 17.02), and sustainability (74.24%, 66.10%, 85.78%) in the mentioned regions, respectively, showed the appropriate performance of the proposed model for the simulation–optimization problem.
