Abstract:The number of urban vitality assessment studies is rising continuously, owing to the emergence of geographic data. The current literature focuses primarily on evaluation, rather than implementation, of urban vitality. Hence, a scoping review and research agenda are needed for urban vitality research to be more practical. This study aims to fill the research gap by exploring the content and methods of vitality assessment that can make urban vitality research more compatible with policy, planning, and design practice. We chose the neighborhood scale, which is the most practical initiative unit for vitality enhancement. We discovered that the gaps between the current research and practice primarily lie in the diversity of research subjects, the authenticity and comprehensiveness of vitality measurement, and the multi-domain of impact factor analysis. On this basis, we classified the following expandable aspects: (1) multi-type, multi-dimensional, multi-temporal, and implementation-adaptive vitality evaluation; (2) methods reflecting high-quality social interactions and the perceptions of vulnerable groups; (3) how design and urban management impacts vitality; and (4) the synergistic effects of multiple indicators on vitality. Overall, the research content and methodology presented in this paper can help neighborhood-scale vitality assessment to provide more meaningful insights for policy makers and practitioners.

Abstract:Cities in the later stages of urbanization often experience shortages in urban space resources. The appropriate use of land stock is important for increasing space resources and achieving spatial optimization. This paper presents an exploration of theoretical and empirical case for clearing urban land stock in response to policies on construction land reduction. First, the root causes of land clearance in highly urbanized areas were identified, alongside the impacts of land clearance on the structure and pattern of urban spaces. Furthermore, the lack of an interest coordination mechanism was identified to be an obstacle to land clearance. Accordingly, construction land clearance was proposed as a new model for reducing construction land. An analytical framework of three components was also constructed for this purpose (theoretical hypotheses, operational mechanism, and implementation path). Construction land clearance refers to the conversion of current construction land into ecological land; this concept is strongly ecosystem-oriented and has distinctive Chinese characteristics. The applicability and effectiveness of this policy framework were evaluated by analyzing the status quo of construction land clearance in Shenzhen. Finally, the differences between the policy targets and policy support of different cities were addressed, along with proposing the construction of a more robust interest-balancing mechanism and maintaining the legitimacy of policy implementation. The proposed model for construction land clearance has implications for the treatment and spatial optimization of urban land stock during the later stages of urbanization and may serve as a reference for promoting sustainable urban development.
Repurposing Vacant Land through Landscape Connectivity

Abstract:Storm surge protection systems have proven effective in protecting populations in developed areas and can allow for development in otherwise potentially flood-prone areas. Resultant intensification of land conversion can result in large scale habitat fragmentation. Simultaneously, urbanized areas worldwide are increasingly accumulating large amounts of vacant land, creating an unprecedented opportunity to improve green space networks and natural systems. This article describes creation of a regional growth framework that balances the need to repurpose vacant lots with the provision of ecosystem services. The analysis seeks to maximize the structural connectivity of the landscape by using high ecological potential of vacant lands as a device for linking existing habitat patches, wildlife conservation areas, wetlands, riparian corridors, and small-scale green spaces. The research uses raster-based suitability models generated in ArcGIS to determine development potential and ecological values of vacant land parcels. Vacant lands having low development potential and high ecological value are linked spatially to create ecological corridors among patch areas using a least cost path connectivity model generated with Linkage Mapper software. Results indicate that vacant land can connect existing ecological patch and core areas with relatively minimal negative impact on development potential while simultaneously enhancing provision of ecological services. The approach provides a model for an ecological based solution to repurposing vacant urban land.
Smarter Shrinkage: a Neighborhood-Scaled Rightsizing Strategy Based on Land Use Dynamics

Abstract:Despite global projections of increasingly concentrated urban population growth, many cities still suffer from severe depopulation (or shrinkage), which results in increased vacant land/structural abandonment. As a consequence, shrinking urban areas are now seeking ways to more intelligently inventory and manage declining neighborhoods. Smart Shrinkage, a means of planning for fewer people and less development, has become a popular approach to managing depopulation. This research explores current approaches to managing vacant urban land through case evaluations approach, using findings to inform an applied Smart Shrinkage strategy for repurposing vacant lots. Land use prediction modeling is integrated into the process using Dayton, Ohio, USA, as an application site. A GIS-based development suitability model was used to identify pockets of future nodal development, and the land transformation model (LTM) was used to predict areas of future decline. Typologies of vacant/abandoned lots were then developed based on spatial characteristics of each parcel. The result of the process is a framework for executing Smarter Shrinkage—a community-scaled approach integrating land use prediction modeling into the process for managing vacant lots. Findings suggest that forecasts from the LTM require policy mechanisms to be put into place that will allow land to be transformed for nonresidential uses that are consistent with where demand exists. Smarter Shrinkage approaches should emphasize the implementation of newly proposed development only within nodes of high development potential and should utilize temporary or green infrastructure-based functions in areas predicted to become vacant or with low development potential.

Abstract:According to the roles that the stakeholders play in the redevelopment process, the international experience of land inventory planning can be summarized as three kinds of basic modes: top-down, bottom-up and public-private partnerships. This article selects land adjustment (Japan), city gentrification (UK) and brownfield redevelopment (USA) to describe and analyze the experience of land inventory planning. Land readjustment can significantly reduce land redevelopment costs and which is adapted to modern society. Gentrification emphasizes the important role of industrial upgrading and cultural factors in land development, which cannot be ignored in the process of urban renewal. Public-private partnerships was widely applied to the redevelopment of contaminated industrial sites in western countries, which is an efficient and effective mode of land redevelopment. Respecting for property rights, public-private coordination and excellent institution are the general rules of successful inventory planning.
A review of sustainability assessment for derelict land redevelopment

Abstract:After the concept of sustainable development is widely achieved recognition, a lot of sustainability assessment tools were applied to many fields that include derelict land redevelopment. With different understandings about sustainability, the methods of sustainability assessment are divided into target-driven and process-driven. The target-driven method is often expanded as tar- get-indicators framework, while it is divided into single and complex categories based on the differences of targets. The latter can be separated as the institutional and participatory frameworks. The participatory framework includes the top-down and bottom-up mod- els. On the other side, the process-driven method includes SEA-driven and EIA-driven models. The former is usually related with land use planning whereas the latter is often based on projects. In conclusion, the evolution of sustainability assessment methods for derelict land redevelopment is highly related with their academic bases and social changes. These methods are not only integrated with the process of redevelopment and decision-makings, but also focus the public participations. Learning from the success of dere- lict land redevelopment on other countries, and understanding the trends of sustainability assessment for derelict land redevelopment, will facilitate sustainable urban land use in China, and help us to build our circular society with resource-intensive and environ- ment-friendly characteristics.
The Urban Regeneration Engine Model: an Analytical Framework and Case Study of the Renewal of Old Communities

Abstract:The regeneration of old residential areas in China is facing a complex trap involving all kinds of stakeholders. On the one hand, ambiguous property rights, huge infrastructure investment arrears, and strict urban planning regulations make it challenging for market forces and social capital to enter the field of regeneration of old residential areas. On the other hand, the lack of an effective urban governance and social mobilization system leads to governance failures in the regeneration process. To break out of the above traps theoretically and practically, we construct an analytical framework called the Urban Regeneration Engine Model, in which the city government and the urban regeneration operator act as dual engines of urban regeneration. This dual engine drives the increase in social capital in the regeneration process and promotes the participation of the government, enterprises, residents, social organizations, and financial institutions. The positive feedback that comes from social capital increase further diversifies the fundraising sources, reduces the governance cost, and promotes the sustainable development of the community. Taking the Jinsong Community, one of the earliest residential communities in Beijing after the reform and opening up, as an example, this paper shows that the Urban Regeneration Engine Model provides a feasible and effective model for the regeneration of old residential areas in China and other developing countries facing similar problems.

Abstract:Redevelopment in Hong Kong must be accelerated in response to urban decay and land shortages. However, due to a lack of incentives and effective policy tools under Hong Kong's floor area ratio regulations, there has been limited public–private partnerships in the urban renewal process, reducing both the public welfare and the efficiency of land use. We review the evolution of Hong Kong's density schemes for addressing urban redevelopment issues to identify the most important barriers to private sector involvement. We also summarise the international experience and identify viable policies, compare cases in Hong Kong with successful transfer of development rights (TDRs) examples, point out TDRs' shortcomings, and propose targeted policy optimisation strategies. On a practical level, this study has implications for the creation of targeted density policies to address Hong Kong's ageing infrastructure and facilitate the urban transformation of Hong Kong and similar high-density cities so that they can continue to support sustainable urban growth.

Abstract:Inefficient urban land redevelopment is an important policy of Chinese government to achieve sustainable urban development. Currently, the decision-making mechanism in practice is lack of scientific support, which considerably affects the policy effectiveness. Previous studies focused on the redevelopment suitability, with seldom consideration directly linked to the feasibility of inefficient land redevelopment. To fill this gap, this study develops a redevelopment potential assessment framework including four aspects (benefit, cost, supply, and expectation of redevelopment) and builds a multi-scale redevelopment classification system using GIS and landscape index analysis approaches. Taking a fast-growing city, Chengdu, China as an example, we validate our framework and methods. Simultaneously, three conspicuous aspects in the process of inefficient urban land redevelopment were identified to facilitate decision making in our showcase: (1) Determine the classification and evaluation criteria of inefficient land according to local conditions. (2) Integrate potential assessment into the process of inefficient land database development. (3) Arrange the projects implementation schedule according to redevelopment potential and classification. The case can serve as a baseline for efficient and effective urban redevelopment decision-making in future, especially for a vast number of cities coping with challenges in fast urbanization and redevelopment decision making.

Abstract:Neighborhood decline is a critical issue in shrinking cities. Components of sustainable urbanism such as mixed land uses have risen as possible urban planning-based approaches to help mitigate urban and neighborhood decline. This research identifies examines if mixed land uses can help mitigate urban decline by using the tax delinquent status of single family houses as a proxy for decline in Dayton, Ohio, USA. Logistic regression models are utilized to estimate the probability of tax delinquency. The results suggest that the proximity to mixed land uses is associated with increasing or decreasing the probability of tax delinquent for single family lots. The number of commercial and industrial lots in a neighborhood also has effects on the probability of a lot becoming tax delinquent, but the specific types of commercial and industrial lots dictate the direction of effects. The existence of commercial apartment lots, retail lots, and industrial food and drink plant lots were shown to help decrease the probability of tax delinquent lots. Also, decreasing the amount of property tax applied to parcels can help to limit distress in neighborhoods. This research contributes to the ongoing efforts to stymie the amount of residential abandonment in depopulating and declining cities.

Abstract:This edited collection investigates the human dimension of urban renewal, using a range of case studies from Africa, Asia, Europe, India and North America, to explore how the conception and delivery of regeneration initiatives can strengthen or undermine local communities. Ultimately aiming to understand how urban residents can successfully influence or manage change in their own communities, contributing authors interrogate the complex relationships between policy, planning, economic development, governance systems, history and urban morphology. Alongside more conventional methods, analytical approaches include built form analysis, participant observation, photographic analysis and urban labs. Appealing to upper level undergraduate and masters' students, academics and others involved in urban renewal, the book offers a rich combination of theoretical insight and empirical analysis, contributing to literature on gentrification, the right to the city, and community participation in neighbourhood change.

Abstract:Extracting the economic value by the integrated utilization of space in old communities is crucial for encouraging independent participation from enterprises and residents, reducing reliance on government leadership and fiscal investment. This study starts from the active perspective of spatial assets and constructs a value activation framework for old communities by balancing "endogenous demand" and "exogenous opportunities". By enhancing the "economic value" through the "use value", five methods for value extraction and overall project utilization paths are proposed, guided by a dynamic "cost-revenue" balance. Using multi-source data, we identify the spatial assets of 1096 old communities in central Guangzhou and apply a market comparison method for an economic value assessment. Additionally, this study offers recommendations on the timing and project portfolios for regeneration efforts, along with strategies for establishing a coordinating implementation entity and fund account. This research provides strategic insights for advancing the regeneration of old communities by tapping into their macro-level economic potential.

The importance of current and potential tree canopy on urban vacant lots for landscape connectivity

Abstract:Recent studies have paid increasing attention to the ecological benefits of vacant land. However, there have not been holistic assessments of the importance of tree canopy on vacant land as a component of greenspace networks within cities, and the potential impact of developing vacant land on connectivity within these networks at the city scale. In this study, we use Hartford, CT, USA as a case study to evaluate the contribution of existing tree canopy on vacant lots to landscape connectivity and to assess how future vacant land development scenarios alter landscape connectivity at the city scale. This study leveraged morphological spatial pattern analysis and network analysis and found that vacant lots supported approximately 8% of core canopy area, 13% of corridors, and 12% of landscape connectivity value in the entire city landscape. In addition, we found that the factors including lot size, average distance to all cores, perimeter-area ratio, zoning, and percentage of tree canopy were the best predictors of the landscape connectivity values of individual vacant parcels through Random Forest. Furthermore, potential vacant land management scenarios with varying degrees of development, preservation, and greening were compared. An "Extreme Greening" scenario increased existing landscape connectivity by 16%, and an "Optimized Conservation and Development" scenario increased landscape connectivity by 3%, which could enhance the landscape network while still fulfilling the needs of redevelopment. This study illustrates the importance of considering landscape connectivity values of vacant land during the reuse process, and similar analysis could be applied in other cities to help incorporate existing ecological values during vacant land transformation decision-making.

Abstract:In the last decades, historic European cities such as Lisbon have faced the challenge of aging dwellings, infrastructures, and a growing number of vacant buildings. These vacant spaces represent both a problem and an opportunity for the cities. While they detract from the city's aesthetics and safety, they also offer a chance for renewal. Strategic reuse can address housing shortages, boost businesses, and revitalize neighborhoods. This study examines Lisbon's efforts to revitalize vacant buildings from 2009 to 2022, with projections extending into the next five to ten years. Analyzing data on building use and reoccupation, the study reveals significant progress. A detailed survey of 1674 vacant buildings in 2009 shows many have been transformed. Then, through a GIS-based analysis, the immediate social and economic impacts of the requalification process are assessed, and two future development scenarios are evaluated. By 2022, 60% of these buildings (999) were reoccupied, expanding housing options and driving economic growth. Shops saw a 166% increase in occupancy, highlighting a thriving commercial sector. Additionally, 27% of the reoccupied buildings now hold tourism activities, including short-rental accommodation and hotels. Short- and long-term scenarios are proposed based on a comprehensive survey that captured the status, function, and preservation conditions of the vacant buildings within the city. These scenarios are planning tools for exploring potential future trajectories of urban development, allowing policymakers to anticipate issues, mitigate risks, and make informed decisions, shaping a more sustainable and resilient Lisbon.

From vacancy to verdancy? The impact of land options on the timing of vacant lot investment

Abstract:Land vacancy is a persistent phenomenon leading to various socioeconomic issues in postindustrial cities. We examine the relationship between the timing of vacant lot investment and land options and compare two investment options using a quasi‐experimental design: housing investment that develops vacant lots into housing, and greening investment that converts vacant lots into gardens and reserves redevelopment options. By compiling a unique lot‐level time‐to‐event dataset based on a large‐scale vacant lot greening program in Philadelphia, we address the questions of whether and how introducing the option of greening investment to vacant lots can expedite initial investment and reduce vacancy. With the greening option, initial investment on vacant lots becomes less irreversible, thus reducing time in vacancy by 50% and elevating the hazard rate of investment by 80%. We test for the presence of the real options channel, identifying a decelerating (accelerating) effect of price uncertainty (price growth rate) on the timing of housing investment and insignificant effects of the factors on the timing of greening investment. Our findings suggest that vacant lot greening as an anti‐blight strategy is more effective to expedite investment in neighborhoods with elevated uncertainty, subdued growth rate, moderately lower income, and heightened vacancy.

Abstract:A distinct rise of global interest in the role of cultural and creative industries in post-industrial urban development calls for the transformation of our industrial heritage into creative clusters. Despite many factories being removed in deindustrialization, some enterprises still preserve and reuse the former industrial lands. However, the inconclusive judgments on the performances of creative clusters call for an in-depth examination of the underlying mechanism of transforming dilapidated urban industrial spaces. In addition, few empirical studies have revealed the commonalities and differences of market entities employing both the top-down and bottom-up approaches during the redevelopment. In this article, a multilevel transformation, and the consequent spatial performance in three postindustrial lands in Beijing have been examined based on big data analysis, field observation and in-depth interviews. We reached three conclusions. First, in addition to the angle of participatory planning, the deep exploration of specific market entities as an intermediate joint among different parties in protecting and reusing the postindustrial lands uncovers a distinct perspective of urban revitalization. Second, the finding of the enterprises' role in mitigating the conflicts between bottom-up and top-down approaches further testifies to a less-dichotomous perspective in urban regeneration studies. Last, though the examination of the multilevel transformation mechanism reflecting the difference between state and nonstate enterprises in property-led management, a generic paradigm behind the trend of relying on enterprises in revitalizing the large-scale postindustrial lands is revealed.
Economic, ecological, and equity dimensions of brownfield redevelopment plans for environmental justice communities in the USA

Abstract:This paper employs qualitative content analysis to assess 28 brownfield redevelopment plans produced as part of a US Environmental Protection Agency programme. The analysis framework followed the economic, ecological, and social equity dimensions of sustainable development. The findings illustrate that, in terms of economic dimensions, most plans discussed financing the overall project, but few mentioned site values or the pivotal cost of remediating brownfield sites or addressed questions related to liability, the transfer of ownership of sites, or the end use of remediated sites. In terms of ecological dimensions, while many plans suggested "green" uses of existing brownfields, few discussed the impacts of the plans on urban ecological issues or offered technical feasibility of remediating the sites. In terms of social equity dimensions, half of the plans described potential local jobs stemming from the proposed redevelopment, but many did not discuss the human impacts of remediating contaminated sites or the costs of doing nothing. Most plans mentioned community engagement methods but not their outcomes, making the degree to which the lessons gleaned from such engagement influenced the plans totally unclear. Despite the programme's explicit focus on the nexus of environmental justice and local environments, many plans struggled to address the topic in favour of tackling broader economic, environmental, and equity issues. Overall, this paper contributes to the understanding of brownfield redevelopment planning by not only summarising and synthesising the tendencies of existing plans but also suggesting strategies to address areas in which current planning efforts fall short.

Abstract:Sustainability is an important topic from the perspective of cities as a common international task related to the survival of humanity. Especially, this topic is critical from an urban redevelopment perspective. The garden city model, suggest by Howard, provides the theoretical foundation needed for sustainable city construction. This paper proposes a sustainable urban redevelopment structure to analyzing the garden city model and cases evaluated as successful redevelopment projects: Battery Park City and Hudson Yards. Our proposal is as follows: First, urban redevelopment projects should adopt the land or superficies lease method. This method creates a positive feedback system that converts profits from the land into public resources and reinvests them to the city. Second, a public corporation should establish for each urban project. This corporation manages urban development projects as well as maintains the city after the project is complete. This method can alleviate the inefficiency and agency problems from a bloated organization that has excessive authority. Third, the government should reflect the above proposal to smart city construction, a new urban paradigm. The usability of the garden city model proves through the United States case. Therefore, adopt our proposal can strengthen city construction competitiveness.

Abstract:The increasing complexity of urban regeneration issues has recently made multi-stakeholder collaboration an important part to solve policy problems. While residents form an important part in a variety of collaborative governance processes, approaches used are often criticized as too formal, and lacking more inclusive participation. Therefore, new informal mechanisms of collaboration are sought, to ensure a more effective engagement and representation of population groups. Although community-led participation is the approach that leads to a more effective collaborative process, issues of power and inequality are a challenge in many places in planning practice [13]. Ways of civic empowerment, communication, and negotiation provide participants with transformative learning opportunities so that not only their arguments change but also the participants of the participation process themselves [6]. In order to test urban development ideas, the notion of "urban experiment" has been developed in recent years as a recognized and effective approach. The urban environment is viewed as a creative laboratory for testing the implementation of diverse initiatives and innovations [8]. The inner-city neighbourhoods in many cities are struggling to ensure vitality and liveability, thus these areas often represent a widespread location of urban experiments. In addition to these questions, the problem of community representation manifests itself in many inner cities. The potential to transform city centre streets and vacant areas into user-friendly urban spaces and the impact of those transformations on the city’s livability were recently tested by Riga municipality. Urban experiments varied in scale and form, resulting in street pedestrianization, urban gardens, and other temporary initiatives, which allowed more space for walking and cycling, street sales, social events and other activities. Thus, the aim of this article is to explore processes of testbed planning with regard to the role of community participation in the designing, implementing, and analysing phases of the experiment. After presenting the findings, the article concludes with a discussion on factors that influence public participation in collaborative governance including communication, the balance of interests, and the degree of resident involvement in decision-making.
Planning in a place of co-becoming: Informal and more-than-human placemaking in Scottish vacant land policy

Abstract:Vacant land can provide social and ecological benefits to cities as they are informally used by people and spontaneously populated by animals and plant-life. However, planners and policy makers often frame vacant land as 'empty', 'blank' spaces, making it difficult to acknowledge informal and more-than-human shaping of these places. This paper demonstrates how a reconceptualization of vacant land through a relational lens enables the inclusion of informal and more-than-human placemaking in planning policy. Analysing the recent Scottish planning policy debate on vacant land through the analysis of policy documents and key informant interviews, we demonstrate that the inclusion of informal and more-than-human placemaking in the Scottish planning policy is fostered by growing recognition of concepts such as urban biodiversity, but hindered by persistent nature-culture divisions. Waymarkers for future policy making are, firstly, strengthening the presence of informal and more-than-human actors in policy debates by seeking representatives who can speak on their behalf and, secondly, supporting new placemaking traditions specifically for vacant land that are incremental and collaborative.
