Abstract:This paper explores the effect of the Belt and Road Initiative (BRI) on China's exports and the domestic carbon emissions induced by the exports. We employ a decomposition framework to assess the driving factors of the change of CO2 emissions induced by China's exports to different destinations and evaluate the main contributions of the gap between the BRI countries and non-BRI (NBRI) countries. The decomposition results show that while the scale effect was the dominant force behind the pre-BRI emission growth, the contribution of the composition effect became more prominent after the inception of the Initiative. Our econometric analysis suggests that the Initiative leads to an increase in the share of carbon-intensive products in China's exports to the BRI countries by nearly 5 percentage points, which is approximately one quarter of the share of carbon-intensive exports to the BRI countries. A further investigation reveals that China's international project contracting is the main channel that has resulted in the increase of the share of carbon-intensive exports in China's exports to the BRI countries.
Transfers of air pollutant emissions embodied in China's foreign trade based on MRIO model

Abstract:Multi-region input-output (MRIO) model with air pollutant inventories including sulfur dioxide (SO2), nitrogen oxides (NOx), inhalable particulate matter (PM10) and non-methane volatile organic compounds (NMVOC) was adopted with the quantitative analysis on transfer of atmospheric pollutant emission embodied in China's trades with other countries in 2012. The results showed that China was the exporter of embodied SO2, NOx, PM10 emissions and the importer of embodied NMVOC emissions. The embodied air pollutantemission caused by the purchase of Chinese goods (such as Electricity, Gas and Water, Heavy Industry and Mining and Quarrying) by the EU, East Asia and the USA, contributed to approximately 70％ of China's export-embodied atmospheric pollution emissions. The imported merchandises from Sub-Saharan Africa, Middle East & North Africa, East Asia, Southeast Asia and the EU that embodied 3.1×106t NMVOC emissions consumed by China accounted for 69.2％ of China's imports-embodied NMVOC. In order to alleviate the environmental burden brought by cross-border trade, this paper put forward relevant policy recommendations,such as strengthening pollution emissions control of heavy pollution industries, developing green economy and pushing forward global green supply chains, etc.
The Influence of International Trade to China's Embodied Carbon Emissions During 2000-2009:Based on Consumption and SRIO Model

Abstract:The problem of CO2 embodied in international trade has attracted increasing attention in China. In order to analyze the reasons,this paper first calculates emission factors directly,which covers 15 industries in 2002,2005 and 2007. Then we adopt consumption-based system and SRIO model to estimate China’s embodied emissions during 2000-2009. Our results show that China’s emissions should be less than announced amounts if consumption-based system is adopted. The sharply growing exports play a leading role in the increase of total amounts of carbon emissions of China. Countries should strengthen their cooperation to improve current emissions estimating system. China also needs to encourage the trade of low-carbon products and technology.
Imbalance and Drivers of Carbon Emissions Embodied in Trade along the Belt and Road Initiative

Abstract:A continuous growth of international trade, especially between developing countries, has greatly increased carbon dioxide (CO2) emissions associated with energy consumption over the past two decades. Given the more intensified intraregional cooperation and trade within the Belt and Road Initiative (BRI), this study aims to trace the imbalance of CO2 embodied in trade between nations in BRI and the rest of the world, providing new insights into the drivers of emissions growth by contrasting consumption, production and technological differences-based perspectives. Results indicate that the BRI contributed to over 50% of global carbon footprint and 92% of its increase in 1995-2015. The BRI was a net exporter of trade-embodied emissions, whose technological-adjusted carbon footprint remained remarkably large due to comparatively high carbon intensity. Geographically, carbon leakage has gradually moved from China and India to other BRI countries, especially to Southeast Asia, West Asia and Africa. Technological change was the key driver of emissions reduction, followed by the change in industrial structure. The growth in final demand per capita was the most important driver for the growth of CO2 emissions in BRI. Improving carbon efficiency remains a critical step for BRI nations to slow down not only emissions growth but also carbon leakage. The paper managed to provide novel insights into the carbon leakage in BRI by contrasting the consumption, production and technological differences-based perspectives, thus being able to better inform policymakers on region-specific low-carbon transition and global climate governance.

Abstract:ABSTRACT Introduction : The Belt and Road Initiative (BRI) is an important cooperative framework that increasingly affects the global economy, trade, and emission patterns. However, most existing studies pay insufficient attention to consumption-based emissions, embodied emissions, and non-CO2 greenhouse gases (GHGs). This study constructs a GHG emissions database to study the trends and variations in production-based, consumption-based, and embodied emissions associated with BRI countries. Outcome : We find that the per capita GHG emissions of BRI countries are lower than the global average but show significant variation within this group. We also find that trade-embodied emissions between BRI countries and China are growing. As a group, BRI countries are anet exporter of GHGs, with a global share of net export emissions of about 20%. In 2011, nearly 80% of GHG export emissions from BRI countries flowed to non-BRI countries, and nearly 15% flowed to China; about 57% of GHG import emissions were from non-BRI countries, and about 38% were from China. Conclusion : Therefore, this study concludes that the BRI should be used to coordinate climate governance to accelerate and strengthen the dissemination and deployment of low-emissions technologies, strategies, and policies within the BRI so as to avoid a carbon-intensive lock-in effect.
Embodied carbon emissions in China-US trade

Abstract:China-US trade holds great significance for the world’s political and economic landscape. Since 2018, the US government has imposed additional tariffs on Chinese exports on the grounds of the US trade deficit with China. However, the transfer of pollutants embodied in trade and the differences in environmental costs between China and the US have not been widely recognized. In this study, we quantify the embodied carbon emissions (the “virtual” emissions associated with trade and consumption) in China-US trade by constructing a carbon dioxide emissions inventory and a multiregional input-output model. The study shows that the US benefits from a trade surplus of environmental costs by importing energy-intensive and pollution-intensive products from China, which increases China’s environmental pollution and abatement costs. In 2017, 288 Mt CO 2 emissions were associated with products produced in China but finally consumed in the US, and only 46 Mt CO 2 were associated with the US products that were consumed in China. From this perspective, China-US trade results in a net transfer of 242 Mt CO 2 per year from the US to China, accounting for approximately 5% of the total CO 2 emissions in the US. More importantly, for Chinese products exported to the US, the carbon emissions embodied in one unit of economic value amount to 0.92 kg/$ (RMB: USD=6.8:1), but for US products exported to China, the carbon emissions embodied in one unit of economic value amount to 0.53 kg/$, which means China will incur environmental costs that are 74% higher than those of the US while enjoying the same economic benefits. This environmental trade deficit has burdened China with higher environmental costs thaneconomic benefits. To address this environmental trade deficit, China should actively promote further industrial upgrading and energy structure adjustment and increase investment in innovation and R&D, thereby increasing the value added per unit of export products and reducing the environmental cost of producing export products.
Mapping the Exchange Between Embodied Economic Benefits and CO2 Emissions among Belt and Road Initiative Countries

Abstract:As a core channel of China's Belt and Road Initiative (BRI), trade has great potential of boosting the economy but also triggers arguments about environmental impacts. However, the evidence for ecologically unequal exchange embodied in trade between China and BRI countries is rarely discussed. Based on the multiregional input-output analysis, we investigated the temporal changes of economic benefits and CO2 emissions embodied in trade between BRI countries and China in 2013-2015. The pollution terms of trade (PTT) indicator was computed to map unequal exchange between economic benefits and CO2 emissions embodied in trade. Results revealed that the final demand of China brought BRI countries 421.15-507.08 million US dollars and caused 379.84-438.60 Mt CO2 emissions. Most BRI countries (58-70%) which were in win-win situations of environment and wealth in the trade with China did not become pollution havens of China. Although ecologically unequal exchange did exist in 12-15 BRI countries, inequalities of some countries were being mitigated over time. Our findings are potential to provide valuable insights into mitigating the inequalities between China and BRI countries to support the sustainability of green BRI.

Abstract:The Belt and Road Initiative (BRI) trade facilitation could generate both economic and environmental impacts. Nevertheless, the resulting impacts on greenhouse gas (GHG) emissions remain unclear. Here we apply a global computable general equilibrium model to simulate the economic changes induced by BRI trade facilitation and thereby assess the GHG emissions burdens within China and the main economic corridors. We show that trade facilitation results in economic improvement at the expense of emissions for most BRI countries. Yet economic growth in these countries has outstripped emissions growth. Especially for countries within the New Eurasian Land Bridge (ELB), most of them even have achieved decoupling of economic growth from emissions under trade facilitation, which is mainly benefited from the decrease of non-CO2 GHG emissions. We stress that non-CO2 GHGs mitigation in more developing regions is essential to achieve an economic-environmental win-win state, in the context of future global trade liberalization.

Abstract:The China–US trade conflict will inevitably have a negative impact on China’s trade imports and exports, industrial development, and economic growth, and will affect the achievement of climate change goals. In the short term, the impact of the trade conflict on China’s import and export trade will cause the carbon emissions contained in traded commodities to change accordingly. To assess the impact of the trade conflict on China’s climate policy, this paper combines a model from the Global Trade Analysis Project (GTAP) and the input–output analysis method and calculates the carbon emissions in international trade before and after the conflict. The conclusions are as follows: (1) The trade war has led to a sharp decline in China–US trade, but for China as a whole, imports and exports have not changed much; (2) China’s export emissions have changed little, its import emissions have dropped slightly, and its net emissions have increased; and (3) China’s exports are still concentrated in energy-intensive industries. Changes in trade will bring challenges to China’s balancing of climate and trade exigencies. China–US cooperation based on energy and technology will help China cope with climate change after the trade conflict.

Trade and Embodied CO2 Emissions: Analysis from a Global Input-Output Perspective

Abstract:Global trade drives the world's economic development, while a large amount of embodied carbon is transferred among different countries and regions. Based on a multi-regional input-output model, the trade embodied carbon transfers of bilateral trade between 185 countries/regions around the world were calculated. On the basis, regional trade embodied carbon transfer patterns and major national trade patterns in six continents, eight major economic cooperation organizations, and six representative countries/regions were further analyzed. The results showed that Europe was the continent with the largest embodied carbon inflows from trade and Africa was the continent with the largest embodied carbon outflows from trade. China was the country which had the largest embodied carbon outflows from trade, while the United States, France, Japan, and Germany were countries which had embodied carbon inflows from trade. OECD, EU, and NAFTA were the economic cooperation organizations with embodied carbon inflows from trade, while BRICS, SCO, RCEP, OPEC, and ASEAN were economic cooperation organizations with embodied carbon outflows from trade. Developed countries such as the United States, France, and the United Kingdom protected their environment by exporting high-value products and importing low-value and carbon-intensive products. Developing countries such as China and Russia earned foreign exchange by exporting carbon-intensive and commodity products at a huge environmental cost. In contrast, Germany, China, and Russia played different roles in the global industrial chain, while Germany exchanged more trade surpluses at lower environmental costs. Therefore, for different countries and regions, their own industries should be actively upgraded to adjust the import and export structure, the cooperation and coordination in all regions of the world should be strengthened, and the transfers of embodied carbon needs to be reduced to make the trade model sustainable.
Untangling the effects of the Belt and Road Initiative on carbon dioxide emissions

Abstract:The Belt and Road Initiative (BRI), which was first put forward by China in late 2013, has made a significant contribution to international economic activities and inevitably reshaped the pattern of carbon dioxide (CO2) emissions. Considering the spatial spillover effects of CO2 emissions among countries, this paper employs spatial difference-in-differences models in order to investigate the BRI's effects on total CO2 emissions (TCE), per capita CO2 emissions (PCE), and CO2 emissions intensity (CEI), respectively. The results of global Moran's I index prove the existence of spatial correlations of CO2 emissions. The BRI's effect on TCE is significantly positive, while the effects on PCE and CEI are significantly negative, suggesting the BRI has aggravated the amount of CO2 emissions in the partner countries, but has promoted green development by decreasing PCE and CEI. Besides, the spatial effects of control variables on CO2 emissions are also evaluated. Some tests, including placebo test and employing alternative weight matrices, are further conducted to verify the robustness of the model. The findings indicate the BRI has facilitated green economic growth, by eventually achieving emission reduction targets in the partner countries.
Global and National Environmental Impacts of the US-China Trade War

Abstract:The recent "US-China trade war" has aroused concern over trade-related environmental impacts. This study built a multiregional computable general equilibrium model to simulate environmental impacts of the "US-China trade war" under different scenarios of tariff and nontariff barriers and the battlefield spreading ranges. The present study found that although the trade war will cause a global economic downturn, which will seemingly reduce environmental pressure globally, global carbon emissions are expected to increase rather than decline. On the one hand, the CO2 emission increase caused by land-use changes in Brazil and Argentina will far exceed the emission reduction because of decreased global production. On the other hand, some countries/economies especially those developing countries such as Vietnam, Russia, and India will face emission increases driven by scale effects. Countries such as Korea, the UK, and France will enjoy a reduction in emissions driven by structural effects. China and the US will face a reduction in production and CO2 emissions, but their CO2 emission intensities will rise. The results remind us that as global production and supply chains are formed, it is important to closely monitor trade-related environmental impacts. Efforts should be made to balance the interests of trade and the environment.
New Challenges of the Belt and Road Initiative under China's "3060" Carbon Target

Abstract:Under the Belt and Road Initiative (BRI), China and BRI countries mutually benefited from the trade in the economy. Meanwhile, considerable CO2 emissions were embodied in the trade, possibly putting pressure on China's "3060" target of peaking CO2 emissions before 2030 and achieving carbon neutrality by 2060. Yet less is known about the heterogeneous impacts of BRI-induced trade on China, especially at the provincial level. This study quantifies the provincial mismatch of CO2 emissions and economic benefits induced by BRI countries' final demand using the latest linked multiregional input-output model. We found that provinces in China paid around 0.24-7.01 Mt embodied CO2 emissions to obtain per unit billion USD dollars in fulfilling BRI countries' final demand. Regarding the sectoral patterns, embodied CO2 emissions of electricity, gas, and water sector accounted for the largest proportion (more than 50%) for 60% of provinces. Other services sector greatly contributed to each province's economic benefits. We also found that only 15.2% of these embodied CO2 emissions could be mitigated even though upgrading the technology levels of all sectors in backward provinces to China's average level. This indicated that measures relying on the current technology are far from enough for achieving the carbon targets. Therefore, it is urgent to deepen the technology innovation and reform of emission sectors in the short term. In the long run, seeking new long-term pathways of emission reduction, such as optimizing trade structure, is conducive to promoting the sustainable development of BRI and the "3060" realization.
Carbon neutrality challenges in Belt and Road countries: what factors can contribute to CO2 emissions mitigation?

Abstract:As climate warming is intensifying, CO2 emission reduction has aroused the great attention of many governments and scholars. Compared with traditional industrial times, the influencing system of CO2 emission in modern society has taken great changes due to technological advancement, improvement in energy efficiency, and the popularity of the internet. But the current literature has not reached a consensus on this theme. Our study tends to investigate the nexus between international trade, international trade taxes, energy intensity, internet usage, renewable energy, and CO2 emission while incorporating income levels by using the data from Belt and Road countries in the 2008-2020 period. For this purpose, we applied the unit root test, CSD, Granger causality test, AMG, CCMG, and CS-ARDL methods. The results show that energy efficiency, GDP, and internet use have significantly negative effects on CO2 emission, while GDP has significant positive impacts on CO2 emission. By classifying 65 countries along Belt and Road into four groups of low-income level, low-middle income level, upper-middle income level, and a high-income level, the regional heterogeneities of influencing factors of CO2 emission is confirmed. Furthermore, this empirical study provides new insights to policymakers to reduce CO2 emissions through technology innovation, international cooperation, and human capital investment without deteriorating economic growth.
Embodied Carbon Transfer in China's Bilateral Trade with Belt and Road Countries from the Perspective of Global Value Chains

Abstract:In the context of global value chains (GVCs), the impact of the Belt and Road Initiative (BRI) on China's bilateral trade with Belt and Road countries (BRCs) is controversial. This study constructed a GVC accounting framework based on a multiregional input–output model, aiming to clarify the trends and transfer characteristics of the value added (VA) and the embodied carbon emissions (ECEs) in China–BRCs bilateral trade from 2000 to 2018 at the overall country, Belt and Road region (BRR), and typical country levels. The relevant results are threefold. (1) At the overall country level, the BRCs VA and ECEs imports and exports have shown overall increasing trends. (2) Most BRRs are net ECE exporters to China. Southeast Asia and Northeast Asia are the main ECEs destinations and sources. (3) In China–typical BRCs bilateral trade, China is a net ECEs exporter to most typical BRCs, and the net ECE transfers through route 1 (onefold value chain) are all positive, implying that route 1 can reduce ECEs in BRCs. These findings can help formulate policies and measures to reduce carbon emissions and provide a scientific basis for realizing the coordinated development of carbon emission reduction and economy in China and BRCs.

CO2 Embodied in China's Foreign Trade 2007 with Discussion for Global Climate Policy

Abstract:This article estimated the carbon emissions embodied in China's foreign trade in 2007 with an input-output method. The results showed that China was a net exporter of at least 484.18MT carbon emissions in 2007, which accounted for 8.59% of total on a production basis. In total emissions, imported carbon accounted for 21.97% while exported carbon occupied 30.56%. In terms of sectors, Manufacture of Textile was the biggest net exporter, which was followed by Smelting and Pressing of Ferrous Metals, Manufacture of Metal Products, and so on. In terms of trading partners, Hong Kong was the biggest recipient of exported emissions of mainland China, which was followed by the US, Netherlands, UK, Singapore, and so on. Considering that a large amount of goods exported from mainland China to Hong Kong would be re-exported to the US, the emissions ultimately embodied in China-US trade would be greater than the estimation. Given that current production-based mechanism for allocating carbon abatement burden in international climate regime fails to reflect the complexities of international trade, the sacrifices that net carbon exporters are making and the actual environmental impact of consumption activities, BEET must be paid more attention if future policies would to be equitable and able to encourage active participations. Actually, so far, the seeking of a global solution for combating climate change because of its global impact seems to be prone to problems such as international conflict, carbon leakage, and free riding, etc., and current progress in slowing GHG emissions is actually arriving via fragmented and multispeed efforts, we may not just waiting for a global solution for the problem. Instead, a polycentric approach, which means actions at various levels with active oversight of local, regional, and national stakeholders, may be a choice.

Abstract:This paper is an empirical study of per capita CO2 emissions divergence. Trade intensity reflects the strength of bilateral trade relations between China and the Belt and Road Initiative (BRI) countries. Using panel data covering 97 of the BRI countries from 2002 to 2017 and employing the dynamic panel system generalized method of moments (GMM) model with additional instrumental variables of remoteness and the Shapley value decomposition technique, this study has three main findings. First, the import intensity from China tends to restrain per capita CO2 emissions, but the export intensity to China tends to promote per capita CO2 emissions of BRI countries. Second, the Gini coefficient of per capita CO2 emissions continually decreases, representing a gradually weakened divergence. Third, from 2009 the impact of import intensity from China on the divergence changed from increasing CO2 emissions to restraining them. However, export intensity to China has continually promoted the divergence among the BRI countries, with the impact being largest in 2016. The results suggest that China should adjust the sources of its energy imports and the destinations of its exports, and develop green trade cooperation with the BRI countries to jointly tackle climate change.

The Effect of Chinese Investment on Reducing CO2 Emission for the Belt and Road Countries

Abstract:It still remains uncertainty whether China's future investment is conducive to carbon reduction of Belt and Road (B&R) region or not. Here, the possible impact of China's investment was revealed by comparing the CO2 emissions of B&R region in different Chinese investment scenarios. The results showed that CO2 emissions of B&R region will cumulatively increase by 1973 Gt in 2018-2100 in the "No-Chinese Investment Scenario (NIS)". Regionally, the India (IND), Middle East Central Asia (MECAsia), and Southeast Asia and its surrounding (SEAsia) has the largest increment. Comparing with the NIS, the CO2 emissions of B&R region will cumulatively decrease by 44.16 Gt and 79.48 Gt, respectively, in the "Business-as-usual Chinese Investment Scenario (BIS)" and "Strengthening Chinese Investment Scenario (SIS)". Regionally, the cumulative CO2 emissions of all subregions will decrease in BIS and SIS, of which SEAsia and MECAsia have the largest decrement. Technique and structural effects of China's investment have positive impact on cumulative CO2 emission reduction of B&R region, especially in the structural effect. The scale effect has the negative contribution, but it cannot neutralize the positive impact induced from technique and structural effects. As a result, China's future investment is conductive to reducing CO2 emission of B&R region and holding the temperature increase below 2 degrees C. (C) 2020 Elsevier Ltd. All rights reserved.
International trade, Chinese foreign direct investment and green innovation impact on consumption-based CO2 emissions: empirical estimation focusing on BRI countries

Abstract:Recently, The literature has directed concern towards the consumption-based carbon emission (CCE), which is adjusted for trade. This study aims to examine trade, Chinese foreign direct investment (CFDI), and green innovation (GI) to portray the overall impact of the factors influencing CCE in belt and road initiative (BRI) countries over the period 2003 to 2018. By employing the cross-sectional autoregressive distributed lag (CS-ARDL) model, the findings reveal that CFDI and imports positively influence the CCE both in the long run as well as in the short run. The results of GI and exports are found negatively significant in the host countries. The study further employs augmented mean group (AMG) and common correlated mean group (CCEMG) estimators for robustness. Like CS-ARDL, the outcomes of both estimators reveal the same findings that imports and CCE hold a positive relationship in all sample regions. Overall, the study exposes that strategies related to CCE accredited by trade and FDI should recognize their environmental repercussions and implement policies that are environmentally friendly such as green innovation and renewable energy sources to achieve a sustainable development.

Abstract:The Belt and Road Initiative (BRI), as an economic cooperation, provides interaction between the relevant countries and China. This cooperation between the BRI economies is basically aimed at increasing economic development. However, economic cooperation affects humanity in many ways, such as job creation, economic growth, environmental changes, and changes in the consumption of energy. Among these changes, considerable attention has been drawn to CO2 emissions arising from economic growth and its related environmental changes. This attention is vital in order to achieve the UN sustainable development goal 13: urgent action to combat climate change and regulations for the emissions of CO2. Thus, this study explores the determinants of CO2 emissions along the BRI, taking into consideration if countries are net importers or exporters of incarnated carbon dioxide. The econometrics applied indicated the presence of slope heterogeneity and cross-sectional dependencies across the various panels. Applying the Westerlund bootstrap co-integration unveiled the presence of a long-run equilibrium association among the variables. The results from the dynamic common correlated estimator (DCCE) revealed that the contribution weight (order of importance) to CO2 emissions varies across panel clusters. The causality results unveiled a bidirectional causation in all panels between economic growth and CO2 emissions. Trade openness and CO2 emissions have a bidirectional effect in the belt and road and net exporters of incarnated carbon dioxide panels. Based on the results obtained, the policy implications suggested that (a) energy transition from fossil fuel usage to renewables will play a crucial role in mitigating economic growth's environmental pressures and (b) governments along the BRI could also implement subsidy swaps involving the transfer of government aid from oil and coal gas to renewable sources, including wind and solar.
