Abstract:Overseas market choice is very important for the survival and sustainable development of transnational construction enterprises. However, in previous studies, little attention has been given to overseas market choice models, particularly under the ESG (environmental, social and governance) goals. To bridge this gap, the study combined ESG principles and organizational ecology theory to construct an overseas market choice model for international contractors. Firstly, 17 influencing factors were identified based on a literature review. Then, a market choice model was conducted by using the fuzzy ordinal priority approach (OPA-F). Finally, this paper took Chinese international engineering consulting enterprises as an example to use in the proposed model. This study will help international contractors choose overseas markets more scientifically and rationally.

What problem does this paper attempt to address?
### The Problem This Paper Attempts to Solve This paper aims to address the issue of how international contractors can comprehensively consider Environmental, Social, and Governance (ESG) principles when selecting target markets. Specifically, the goals of the paper are: 1. **Filling the Research Gap**: Existing research has paid little attention to models for international contractors when choosing overseas markets, especially lacking studies that incorporate ESG principles. Therefore, the paper attempts to construct an overseas market selection model based on the Fuzzy Order Preference by Similarity to Ideal Solution (OPA-F) method by combining ESG principles and organizational ecology theory. 2. **Identifying Influencing Factors**: Through a literature review, the paper identifies 17 factors that influence the market selection of international contractors and categorizes them into three types: climate factors (such as political and legal, economic, cultural, and public safety), soil factors (such as the market of international engineering consulting firms, resource supply, and related industry development), and biological factors (such as the number and competitiveness of competitors). 3. **Constructing the Model**: Utilizing the Fuzzy Order Preference by Similarity to Ideal Solution (OPA-F) method, the paper constructs a Multi-Attribute Decision Making (MADM) model to evaluate the ESG performance of potential markets. This model can handle fuzzy data, improving the scientific and accuracy of decision-making. 4. **Application Example**: The paper uses Chinese international engineering consulting firms as an example to apply the proposed model for empirical analysis, verifying the model's effectiveness and practicality. Through these steps, the paper hopes to help international contractors make more scientific and rational choices in overseas markets, thereby enhancing their competitiveness and sustainable development capabilities in the international market.
