Abstract:The equipment manufacturing industry is the industrial base of China, which makes it imperative to coordinate the relationship between industrial development and environmental protection. Using panel data of the seven sub-industries in China's equipment manufacturing industry from 2011 to 2015, this paper evaluates the static and dynamic aspects of green economic development efficiency by combining the super-efficiency slack-based measure model of unexpected output and the data envelopment analysis-Malmquist index model. The results show investments in research and development, and environmental regulations have yielded some positive results, but that regulations have also yielded some undesired output in terms of diminished economic benefits. Pure technical efficiency and scale efficiency have both declined, indicating that the scale and industrial structure need to be further optimized. The results of this study present an objective and comprehensive assessment of green economic development of China's equipment manufacturing industry and provide valuable insights for improving green economic development efficiency.

Abstract:Eco-efficiency is a practical approach to promote sustainable industrial development, as it emphasizes fewer environmental impacts alongside increased economic benefits. This study applies the super-minimum distance to a strong efficient frontier–Malmquist–Luenberger model to assess the static and dynamic eco-efficiency of 37 industrial sectors in China during 2003–2015 and analyzes how input redundancy, an excess of undesirable outputs, and a shortage of economic output influence industrial eco-efficiency. The results show that China's overall static industrial eco-efficiency has steadily risen but remains inefficient. Furthermore, the inefficiency performance of inputs and outputs present fluctuating downward trends, and the inefficiency being more severe than output inefficiency. Moreover, clear discrepancies exist in the input and output inefficiency levels in the 37 industrial sectors. Manufacture of electrical machinery and equipment and other four sectors have achieving eco-efficiency in input, while mining of other ores is under inefficiency in input. Meanwhile, utilization of waste resources industries and other six sectors perform well in output, while the performance of mining of other ores is the worst. The average total-factor productivity of China's industrial eco-efficiency is 0.995, which is close to the production frontier but leaves considerable room for improvement. The change is due mainly to the increased technical efficiency of production and the lag in the technological progress of production—the latter factor is emerging as a contributor to improved eco-efficiency even as the positive reinforcement of technical efficiency is reducing. The paper shares relevant policy suggestions to improve eco-efficiency and foster sustainable economic development.

Abstract:Foreign direct investment (FDI) and import and export trade helped strengthen China's equipment manufacturing industry, which is among the world's top high performing industries. However, extensive economic growth in the manufacturing sector has caused massive resource consumption and serious environmental pollution. Therefore, this paper analyzes the impact of FDI and trade openness on the green total factor productivity (GTFP) of China's equipment manufacturing industry by using panel data of the equipment manufacturing industry and 7 sub-industries in China operating from 2003 to 2015. The results indicate that FDI, export trade, human capital, and environmental regulation have asignificant positive impact on the GTFP of China's equipment manufacturing industry, while import trade and technological innovation have asignificant negative impact. And the levels of human capital, technological innovation and environmental regulation restrict the impact of FDI and export trade on the GTFP of the equipment manufacturing industry through threshold effects.

Abstract:Abstract The development of a low-carbon economy is an inevitable choice for the world to coordinate industrial economic growth and environmental issues actively. At the same time, science and technology are the cornerstones for the development of a low-carbon economy. The equipment manufacturing industry (EMI) in China is known as the base of the low-carbon sector. Still, the research of coordinating industry carbon emission and economic growth from the perspective of science and technology is insufficient. For this reason, this work comprehensively analyzed the economic development and carbon emission of China’s EMI. The DEA (data envelopment analysis) Malmquist method was used to measure the transformation efficiency of scientific and technological achievements of the EMI from 2009 to 2017. The results can show that: (1) the economic benefits of China’s EMI were increasing year by year, but the growth rate is declining. With the optimization of industrial structure, the energy consumption and carbon emission of the industry have improved, but there is still a large gap between different sectors; (2) the achievement transformation of EMI decreases by year due to the influence of technological progress efficiency; and (3) in terms of sector data efficiency in 2017, there is redundancy in the investment of general EMI (B2) and special EMI (B3). This work can provide a reference for the development of countries dominated by industry and to jointly realize the sustainable development of the world economy.

Abstract:Green technology innovation is the main driving force for sustainable development of China's strategic emerging industries. Improving the efficiency of green technology innovation is an effective way to achieve this developmental goal. The correct approach to measuring the efficiency of green technology innovation is a hot issue. Based on the panel data of China's 21 subdivided industries of strategic emerging industries over the period from 2004 to 2015, this paper applies the Malmquist index and data envelopment analysis to evaluate the efficiency of green technology innovation in strategic emerging industries. The empirical results show that changes in trends of technology innovation efficiency of strategic emerging industries are increasing, due mainly to technological progress and promotion of technology efficiency. Promotion of technology efficiency results from the joint action of pure technology efficiency increasing (0.1%) and scale efficiency increasing (0.2%). The change index of green technology innovation efficiency varies greatly in different industries, being highest (1.379) in communications switching equipment manufacturers and lowest (0.775) among office equipment manufacturers. There are three obvious troughs in the change index of green technology innovation efficiency over the period from 2004 to 2015. These troughs are declines of 19.5% in 2005, 16% in 2009, and 45.4% in 2012.

Abstract:This paper adopts 2009 to 2015 panel data from 27 manufacturing industries in China. A Super-SBM model is used to measure the green innovation efficiency (GIE) of China’s manufacturing industry. A panel data model is then built to systematically examine the impact of environmental regulation (ER) and two-way foreign direct investment (FDI) on the GIE of China’s manufacturing industry under a unified analysis framework. The results are as follows: (1) the overall level of the green innovation efficiency in China’s manufacturing is low, and there is still great potential for improvement. Considering industry heterogeneity, the green innovation efficiency of patent-intensive manufacturing is significantly higher than that of non-patent-intensive manufacturing; (2) in terms of the whole manufacturing industry, ER and the interaction between ER and outward foreign direct investment (OFDI) have significantly negative effects on GIE, OFDI has significantly positive effects on GIE. (3) when considering industry heterogeneity, for patent-intensive manufacturing, ER and the interaction between ER and inward foreign direct investment (IFDI) have significantly negative effects on GIE, while IFDI has significantly positive effect on GIE. For non-patent-intensive manufacturing, ER and the interaction between ER and OFDI have significantly negative effects on GIE, while IFDI and the interaction between ER and IFDI have significantly positive effects on GIE.

Abstract:The Yangtze River Economic Belt is the most important manufacturing economic belt in China. The level of manufacturing green innovation efficiency of the Yangtze River Economic Belt directly affects the overall competitiveness of China's manufacturing industry. With panel data from 11 provinces and cities along the Yangtze River Economic Belt in China for the period of 2008 to 2017, this paper applies the slacks-based measure (SBM)-data envelopment analysis (DEA) model and panel Tobit model to conduct an empirical study of the effects of government research and development subsidies and environmental regulations on the green innovation efficiency of the manufacturing industry of the Yangtze River Economic Belt. The results show that, firstly, government R&D subsidies and environmental regulations are both conducive to improving the green innovation efficiency of the manufacturing industry of the Yangtze River Economic Belt; secondly, because of the fact that the interaction terms between government R&D subsidies and environmental regulations failed to pass the significance test, the positive moderating effects of R&D subsidies on environmental regulations and green innovation efficiency of the manufacturing industry are not obvious; thirdly, in terms of control variables, strengthening agglomeration is the only factor that is positively correlated with green innovation efficiency improvement of the manufacturing industry. Enterprise scale and industrial structure have negative effects on green innovation efficiency improvement, and the openness of economy has no correlation with green innovation efficiency.

Abstract:To analyze China industrial sustainable development constrained by energy and environment, this paper constructs the input and output panel data of China's 38 sub-industries, estimates their productivity and carries out the green growth accounting based on translog production function. This paper concludes that, as a whole, China industry has achieved the transformation from extensive to intensive growth, with the productivity to be the first driving force, that is necessary to sustainable development in the long run. In addition to technical progress, energy and capital have also been driving the industrial growth during the sample period, while labor and emission made less even negative contribution to it. Some heavy industries, however, are still characterized by extensive growth and must improve their energy-save and emission-abate technology to favor the sustainable development of overall Chinese industry.

Abstract:Due to the pressure of global ecological degradation, the coordination of economic increase and ecological protection has drawn attention from policymakers and practitioners. Green economic efficiency (GEE) is a comprehensive index to measure economic, social, and environmental development. As China is the second-biggest economy in the world with high-energy consumption, it is necessary to investigate its green economy efficiency. In this paper, we innovatively adopt a super-SBM (slacks-based measure) model with undesirable outputs to calculate the GEE in 30 provinces of China between 2008 and 2017, and then comprehensively apply a spatial Dubin model (SDM) to investigated its influencing factors. The results showed that the overall GEE in China during the study period was at a low level with significant regional differences. The inter-regional GEE generally showed a gradient decreasing pattern of "East-Middle-West", which demonstrates a gradual decline from the East to the West in China. The trend of the national GEE initially dropped and then gradually stabilized over the study period. Foreign trade dependence and direct investment had significant positive effects on the GEE, while the secondary industry and urbanization level had a significant negative effect.
How Do Financial Development and Industrial Structure Affect Green Total Factor Energy Efficiency: Evidence from China

Abstract:Improving energy efficiency is vital for addressing climate change and reducing carbon emissions in emerging economies. Financial development (FD) is crucial for economic growth, and its environmental impact and the adjustment of the industrial structure (IND) is a crucial lever in China's economic transition period. This study explored the relationship between FD, IND, and China's green total factor productivity (GTFEE) from 2000 to 2020 using the super-efficiency SBM-undesirable model, which estimates China's GTFEE. The ARDL results suggest that FD and IND enhance GTFEE in the long term, with FD promoting GTFEE by facilitating industrial structure adjustments. The Dumitrescu–Hurlin panel causality tests supported this finding. The QRPD panel quantile regression and heterogeneity analysis revealed significant heterogeneity in the effects. With increasing GTFEE, FD exerts a restraining effect, gradually weakening and transitioning into a promoting effect, while the IND consistently plays a promoting role.

Abstract:Green economy is environmentally friendly economy, which is important for the sustainable economic development and environmental protection. Based on the panel data of 30 provinces and cities in China, a three-stage super-efficient SBM-DEA (slack-based model-data envelopment analysis) model is constructed to evaluate the efficiency of green economy and analyze its regional differences. The results show that, first, the random error factor and external environmental conditions significantly affect the efficiency of green economy. Second, the green economic efficiency in China from 2010 to 2019 is stable and needs to be further improved. Third, through regional comparison, it is found that the green economy efficiency in eastern China is higher than those in central and western China and the green economy efficiency in northeast China is the lowest. Finally, green economy efficiency does not simply depend on the economic development, the regional differences of green economy efficiency results from the combined effects of different geographical resources endowment, different economic development characteristics, and different environmental protection policies in different regions of China. Based on the research findings, corresponding policy suggestions are put forward to improve the efficiency of green economy.

Abstract:Green growth in manufacturing is critical to the sustainable development of manufacturing, and environmental regulations can help ensure green growth. The impact of environmental regulations on China’s manufacturing industry sectors is investigated to further green development in manufacturing. Using panel data for manufacturing industry sectors from 2008 to 2015, the Malmquist-Luenberger index model is employed to calculate green growth efficiency and an econometric model is constructed to measure the impact of environmental regulations on green growth. By using the system generalized method of moments (system GMM) model and other panel estimation models to generate regression results, it is found that environmental regulation exhibits a U-shaped nonlinear influence on green growth; as the intensity of environmental regulations increases, there is an initial inhibiting effect followed a positive impact on green growth in the manufacturing industry. Once environmental regulation intensity reaches a certain level, it mainly promotes green growth through technological progress. Further findings include the following: impacts of environmental regulation on green growth are heterogeneous across industries, and effects (e.g. U-shaped impacts) are most significant among high-energy industries, high-pollution industries, and medium-pollution industries.

Targeted measures that can adjust industry structure, enhance environmental enforcement, attract FDI, and increase R&D investment may help further improve IEE in China.

Abstract:The current mode of economic development in China is typified by high growth, high energy consumption, and high pollution characteristics and this has caused great stress on both energy consumption and the environment. This paper focuses on a historical analysis of China’s energy, environmental, and economic (‘E3’) efficiency and the sources of E3 productivity growth therein. A developed slacks-based measure is utilized to evaluate the performance of E3 efficiency and decompose the performance fluctuations into three components: energy, economy, and environmental efficiency fluctuations. By applying a method based on global data envelopment analysis, we also analyze the key factors responsible for the change in E3 productivity during 2002–11 from the point of view of technical progress, production scale, and management level. The results show that China performs well on the economic front, while the energy and environmental performances are not optimistic. Fortunately, energy and environmental efficiency have gradually improved in recent years. Further analysis shows that the trend in E3 productivity in China has begun to follow an ascending path. Technical progress is the most powerful contributor to China’s E3 productivity growth, while falling scale and management efficiency are the two main obstacles preventing improvement in E3 productivity.

Abstract:As a critical part of promoting the transformation of China's traditional manufacturing industry to intelligent manufacturing, the equipment manufacturing sector has the problems of high consumption and high pollution, which brings enormous environmental pressure and intensifies the contradiction between economic growth and environmental protection while rapidly boosting China's economic growth. To effectively deal with the relationship between economic development and environmental protection and achieve sustainable economic development, the Chinese government has introduced a series of environmental protection policies to promote the transformation of heavily polluting enterprises to green development with technological innovation as the intrinsic driving force. This paper analyzes the annual report data of 508 listed equipment manufacturing enterprises on the main board of Shanghai and Shenzhen A-shares from 2010 to 2019, explores the current situation of R&D investment of relevant enterprises, and analyzes the influence of different factors on R&D investment rate according to the model. The study concludes that there is a significant positive correlation between the equity financing rate and environmental regulation and the R&D investment rate of enterprises. Environmental regulation can significantly enhance the correlation between the equity financing rate and the R&D investment rate of enterprises.

Abstract:Over the past two decades, China has sustained rapid economic growth of 810 percent, part of which is attributed to the positive total factor productivity (TFP) growth. However, this extraordinary economic performance has been accompanied by severe environmental pollution and associated health damage. The conventional TFP method is biased in interpreting the progress of technology change because it does not consider non-marketable residues, such as environmental pollution, and, hence, efficiency improvements in terms of pollution abatement technology and environmentally friendly management are ignored. This bias might direct our attention to less efficient use of environmental friendly abatement technologies or send wrong signals to policy-makers. To address this issue, the present paper applies a modified welfare-based green TFP approach, treating environmental damage as non-desirable (negative) residual output. Therefore, environmental efficiency is taken into account to accurately interpret technological progress from a social welfare point of view. Based on a national time-series input-output table, historical capital and labor input data for China and sectoral level air pollution emission data from 1991 to 2000, the empirical results suggest that with increasingly stringent environmental regulations, many pollution intensive sectors, such as electricity, primary metal and chemical industries, improved their environmental efficiency in the late 1990s. However, because of the weak environmental regulations in construction and transportation, and in sectors primarily composed of small private or township and village industrial enterprises, firms within these industries contributed to increasing environmental degradation.

Abstract:Green innovation, which combines "innovation-driven" and "green development," is one of the most powerful ways to overcome resource and environmental constraints and enhance manufacturing industry sustainability. Based on the innovation value chain perspective, the green innovation process of manufacturing industry is decomposed into two stages: green scientific and technological R&D and achievement transformation. Then, using the three-stage DEA and Malmquist index model to measure the green innovation performance of China's manufacturing industry, and compare its regional heterogeneity from the dual perspectives of static efficiency and dynamic productivity. In addition, this paper further discusses the improvement path of green innovation performance of China's manufacturing industry. The findings are as follows: (1)The green innovation efficiency of manufacturing industry in China is at a comparatively low degree and has great potential for improvement. Moreover, it shows apparent regional heterogeneity: The green innovation efficiency in the eastern region is higher than that in the western region, and both are higher than that in the center region, confirming the phenomenon of "central collapse". (2)The green innovation productivity of China's manufacturing industry shows a "W-type" dynamic evolution tendency, with green technological progress as the key driving factor, while the green technical efficiency does not clearly exhibit a "catch-up effect". Additionally, it shows significant regional heterogeneity: green innovation productivity in the western region is higher than that in the central and eastern regions, indicating a potential "backwardness advantage". (3) The eastern region of China is located in combination IV, which indicates that it has a high rate of green innovation efficiency but a low rate of green innovation productivity; the central region is located in combination III, which indicates that it has a low rate of both green innovation efficiency and productivity; and the western region is located in combination II, which indicates that it has a low rate of green innovation efficiency but a high rate of green innovation productivity. Last but not least, this paper puts forward three kinds of paths for the improvement of the green innovation performance of China's manufacturing industry: unilateral breakthrough, step-by-step and stimulating jumping type.
