Abstract:Starting in late 2019, an unexpected crisis, the outbreak of COVID-19, began to affect China’s economy. Among the businesses most severely impacted have been those in the service and tourism industries. Some firms have been strongly affected due to industry’s characteristics, such as the mobility of tourists. In references to what has been accomplished in this battle, the term ‘China model’ has been used to describe the nation’s effectiveness in preventing industries from collapsing. In this paper, by illustrating the situation of the Chinese tourism industry, a predictive evaluation concerning the COVID-2019 outbreak’s impact on the entire tourism industry is expected to obtain. This investigation identifies three key factors affecting the success of the China model in tourism crisis management (CMTCM). Finally, the paper also constitutes an evaluation of the possibility of replicating the CMTCM in conclusions to provide a reference for future relevant studies.

Abstract:The COVID-19 pandemic has challenged countries worldwide to strike a balance between implementing epidemic control measures and maintaining economic activity. In response, many countries have adopted sustainable, precise, region-specific, and multilevel prevention and control measures. To apply these measures more effectively and purposefully, it is imperative to quantify their impact on the transmission of COVID-19 within urban areas. Here, we propose a dynamic metapopulation susceptible-exposed-infectious-removed (SEIR) model that incorporates the urban mobility network to simulate the spread of COVID-19 in Beijing and investigate the effects of precise intervention measures. Our proposed model accurately fits the real epidemic trajectory, even with the significant changes in human mobility patterns before and after the epidemic. Additionally, it can also serve as a useful policy evaluation tool by simulating the impact of perturbations in mobility networks on epidemic transmission dynamics. Based on this tool, our results demonstrate that point-of-interest capacity limitation measures can significantly reduce the number of infections with only a minor loss of urban mobility. Furthermore, we show that community dynamic management measures can effectively control and mitigate COVID-19 spread while enabling the normal operation of most economic and social activities. By quantifying the impact of precise intervention measures on new infections and mobility losses, our model enables a cost-benefit analysis of these measures, thus informing targeted and sustainable policy responses to COVID-19.

Abstract:In the context of regular epidemic prevention and control, this paper considers a two-stage tourism supply chain consisting of a scenic spot that attracts tourists through advertising and a travel agency that invests in service improvement and epidemic prevention. By establishing theoretical game models of a tourism supply chain, we investigate how the service level and advertising level can affect the retail price, product service level, and profits of the supply chain. The results show that the service level of travel agencies could improve consumers' preferences, expand the market demand for tourism products, and improve the efficiency of the supply chain to achieve a win-win situation and increase the profits of the scenic spot and the travel agency. The retailer price, service level, promotion level, and supply chain profit all increase as the service coefficient and advertising coefficient increase, and the speed of the increase is higher for the centralized model than for other models. Some valuable information could be provided for supply chain enterprises to develop collaborative strategies and promote tourism supply chain management practices.

Abstract:This paper provides an empirical insight into how geopolitical risks impact international tourism demand. An augmented tourism demand function was developed and empirically estimated in line with classical theory for a panel of 16 countries from 2005M1 to 2017M12 through the AMG and CCEMG estimation techniques that address underlying heterogeneity, non‐stationarity, and cross‐sectional dependence. The study further examines the potential moderating effect of covid‐19 outbreak on the relationship between geopolitical risk and tourism by investigating the interactive effect of past outbreaks and geopolitical risks on tourism demand. Additional insight on causal relations between geopolitical risks and tourism demand was obtained using panel bootstrapping technique. The results show that geopolitical risk negatively impacts tourism demand, and that pandemic outbreaks aggravate the negative impact of geopolitical risks on tourism demand. Panel causality outcomes further confirm that geopolitical risk is a significant predictor of tourism demand (captured by either tourism receipts or number of inbound tourists). Our findings confirm that the dynamic attributes of both local and international political environments significantly impact the consumption decision of tourists and the economic performance of tourist destinations. Our recommendation is that pre‐crisis, in proposing policy directions for tourism sector development, policy‐makers should establish crisis management plans to protect the tourism sector. Post‐crisis, policy‐makers should initiate aggressive recovery marketing strategies to re‐establish the image of safety and attractiveness required to reassure potential tourists of the safety of the destination, thereby ensuring return to competitiveness and economic recovery.

Abstract:Within half a year, COVID-19 spreads to most countries in the world, as well as posed a great threat to the public health of human beings. The implementation of non-pharmaceutical intervention (NPI), including travel ban, proved to be an effective way for controlling the epidemic spreading, e.g., the ban of inter-city transportation stops transporting virus through passengers between cities. However, travel ban could significantly impact many industries, e.g. tourism and logistics, thus jeopardizing the regional economy. This paper focus on assisting the national or regional government to make dynamic decisions on restricting and recovering intercity multi-modal travel services. Our model can characterize impacts of inter-city traffic on the spread of the COVID-19, as well as on the regional economy. By applying a reinforcement learning approach, we develop an online optimization model to identify the modal-specific travel banning strategy that can balance the epidemic control as well as the negative impacts on regional economy. The numerical study based on a network of multiple cities in China shows that the proposed approach can generate better strategies compared with some existing methods.

Abstract:Among over 200 COVID-19 affected countries, some are fighting to "flatten the curve", while some others are considering reopening after lockdown. It remains unclear how different reopening strategies obstruct the local virus containment and impact the economy. We develop a model with travelers across heterogeneous epicenters. A low-risk area attempts to safely reopen utilizing internal policies, such as social distancing and contact tracing, and external policies, including capacity quota, quarantine, and tests. Simulations based on the COVID-19 scenario show that external policies differ in efficacy. They can substitute each other and complement internal policies. Simultaneous relaxation of both channels may lead to a new wave of COVID-19 and large economic costs. This work highlights the importance of quantitative assessment prior to implementing reopening strategies.

Abstract:Tourism Economics, Ahead of Print. In the post epidemic period, it is important to clarify the relationship between economic growth and tourism growth. The aim of this study is to characterize the co-movement between expected macroeconomic conditions and inbound tourism, focussing on the nonlinear relationship between these variables. Dynamic copula-based GJR-GARCH models are employed to measure nonlinear dependence. Total inbound tourism to Thailand and its disaggregation for its 10 main origin countries, are considered in the empirical study. The results show that there exists significant co-movement between expected economic growth and inbound tourism, and prove the importance of considering nonlinearities and extreme events. Also, copula nonlinear Granger causality is used to conclude that inbound tourism and expected economic growth have nonlinear bi-directional and unidirectional Granger causality relationship. Finally, this paper puts forward some policy suggestions to restore tourism and boost economic growth in the post epidemic period.

Abstract:This study aims to explore the process of tourism recovery in the post-COVID-19 period and the role of stakeholders in promoting such a process. Using evolutionary game theory, this study analyzes the behavior interactions and game equilibrium of stakeholders in the development of tourism by constructing an evolutionary game model amongst governments, tourists and tourism enterprises. Then, the influences of different evolution paths and major parameters affecting stakeholders’ strategy selection are discussed. With the aim of illustrating the role of the stakeholders in the tourism sector’s economic recovery under the impact of the coronavirus pandemic, the numerical experiment was conducted using the MATLAB 2016 software. The results show that the development and change of the emergent public health events affect tourism stakeholders’ behavior strategy. Moreover, the strategic choices of each player, including governments, tourism enterprises and tourists, are also constantly evolving at different stages of the pandemic.

Abstract:The severe acute respiratory syndrome coronavirus 2 is currently spreading across the world at an alarming rate, resulting in the coronavirus disease 2019 pandemic. Amidst this crisis, tourism scholars are directing their attention to communities at tourist destinations, looking at their safety and well-being and the costs that they will bear due to the cessation of tourism activity. This article describes residents' perceptions of the risks posed by tourism activity, and estimates their willingness to pay to reduce public health risks based on hypothetical scenarios, using the triple-bounded dichotomous choice contingent valuation method. The social costs in three urban destinations are assessed and compared. Based on the findings, suggestions are made for appropriate post-pandemic recovery actions by local authorities and tourism organizations.

Abstract:The outbreak of the COVID-19 pandemic in 2019 had a profound impact on the tourism economy, underscoring the critical importance of assessing and analyzing tourism economic resilience. Traditionally, prior research predominantly focused on constructing evaluation systems based on three dimensions: Risk preparedness capability, Restoration capability, and Reorganization and modernization capacity. In this study, we take an innovative approach by incorporating urban network thinking and establishing a tourism economic network, while introducing the dimension of "The rationality of network structure." To comprehensively understand the dynamics of tourism economic resilience, we divided the period from 2018 to 2021 into three distinct phases: Stable period, Pre-shock period, and Shock period. This division allowed us to conduct comparative research that highlights the variations in tourism economic resilience across these different time frames. Additionally, we employed advanced methods, such as kernel density estimation and the GTWR model, for empirical analysis of tourism economic resilience within the Chengdu-Chongqing city cluster. The results of our research unveiled that Chengdu and Chongqing both demonstrate a remarkable level of resilience within their tourism economies. However, given their status as the "dual core" of the Chengdu-Chongqing city agglomeration, they are inherently more susceptible to significant fluctuations when confronted with shocks. The spatial pattern of tourism economic resilience is characterized by prominent wings on both sides, a North-South balance, and a central region with vulnerabilities. The predominant evolutionary patterns are marked by multi-level stabilization, moderate growth, and moderate decline. Ziyang is an exceptional region within the broader growth zone, and its reduced risk preparedness capability has led to an overall decline in tourism economic resilience. Furthermore, key influencing factors, including the economy, infrastructure, and ecological environment, exhibit significant spatial heterogeneity. In conclusion, our study offers valuable insights into researching tourism economic resilience under external shocks, such as the COVID-19 pandemic. These findings can be instrumental in guiding policymakers as they develop effective strategies to bolster tourism economic resilience.

Abstract:Abstract The current outbreak of coronavirus disease 2019 (COVID-19) has become a global crisis due to its quick and wide spread over the world. A good understanding of the dynamic of the disease would greatly enhance the control and prevention of COVID19. However, to the best of our knowledge, the unique features of the outbreak have limited the applications of all existing dynamic models. In this paper, a novel stochastic model was proposed aiming to account for the unique transmission dynamics of COVID-19 and capture the effects of intervention measures implemented in Mainland China. We found that: (1) instead of aberration, there was a remarkable amount of asymptomatic virus carriers, (2) a virus carrier with symptoms was approximately twice more likely to pass the disease to others than that of an asymptomatic virus carrier, (3) the transmission rate reduced significantly since the implementation of control measures in Mainland China, and (4) it was expected that the epidemic outbreak would be contained by early March in the selected provinces and cities in China.

Abstract:Infectious disease transmission can be greatly influenced by human mobility. During the COVID-19 pandemic, the Chinese Government implemented travel restriction policies to mitigate the impact of the disease or even block the transmission chain of it. In order to quantify the impact of these policies on the number of infections and the peak time of transmission, this research modified the traditional SIR model by considering human mobility. The proposed model was validated using a Baidu Qianxi dataset and the results indicate that the number of total infections would have increased by 1.61 to 2.69 times the current value and the peak time would have moved forward by 3 to 8 days if there were no such restriction policies. Furthermore, a mixing index α added in the proposed model showed that the proportion of residents using public transport to travel between different areas had a positive relationship with the number of infections and the duration of the epidemic.

Abstract:Our paper is among the first to measure the potential effects of the COVID-19 pandemic on the tourism industry. Using panel structural vector auto-regression (PSVAR) (Pedroni, 2013) on data from 1995 to 2019 in 185 countries and system dynamic modeling (real-time data parameters connected to COVID-19), we estimate the impact of the pandemic crisis on the tourism industry worldwide. Past pandemic crises operated mostly through idiosyncratic shocks' channels, exposing domestic tourism sectors to large adverse shocks. Once domestic shocks perished (zero infection cases), inbound arrivals revived immediately. The COVID-19 pandemic, however, is different; and recovery of the tourism industry worldwide will take more time than the average expected recovery period of 10 months. Private and public policy support must be coordinated to assure capacity building and operational sustainability of the travel tourism sector during 2020–2021. COVID-19 proves that pandemic outbreaks have a much larger destructive impact on the travel and tourism industry than previous studies indicate. Tourism managers must carefully assess the effects of epidemics on business and develop new risk management methods to deal with the crisis. Furthermore, during 2020–2021, private and public policy support must be coordinated to sustain pre-COVID-19 operational levels of the tourism and travel sector.

Does Tourism Contribute to Real Estate Boom? A DSGE Modeling in Small Open Economy

Abstract:This article aims to investigate the relationship between inbound tourism and housing market along with the recent boom in Icelandic real estate sector, in which both house and rental prices have been rising dramatically. To this end, we construct a small open economy dynamic stochastic general equilibrium model enclosing a tourism sector and a housing market with owner-occupied and rental sections. The simulation results unveil a transmission channel that indicates the higher inbound tourism demand raises both house prices and rental prices. Variance decomposition and historical decomposition show that both inbound tourism demand shock and manufacturing technology shock are the key driving forces of the fluctuations of Icelandic house prices, consumption, and investment, whereas housing preference shock plays the most important role in determining the volatility of rental prices. The policy implications indicate that any shocks to tourism could easily spillover to housing market dynamics and aggregate fluctuations.

Abstract:The spread of COVID-19 and ensuing containment measures have accentuated the profound interdependence among nations or regions. This has been particularly evident in tourism, one of the sectors most affected by uncoordinated mobility restrictions. The impact of this interdependence on the tendency to adopt less or more restrictive measures is hard to evaluate, more so if diversity in economic exposures to citizens' mobility are considered. Here, we address this problem by developing an analytical and computational game-theoretical model encompassing the conflicts arising from the need to control the economic effects of global risks, such as in the COVID-19 pandemic. The model includes the individual costs derived from severe restrictions imposed by governments, including the resulting economic interdependence among all the parties involved in the game. By using tourism-based data, the model is enriched with actual heterogeneous income losses, such that every player has a different economic cost when applying restrictions. We show that economic interdependence enhances cooperation because of the decline in the expected payoffs by free-riding parties (i.e., those neglecting the application of mobility restrictions). Furthermore, we show (analytically and through numerical simulations) that these cross-exposures can transform the nature of the cooperation dilemma each region or country faces, modifying the position of the fixed points and the size of the basins of attraction that characterize this class of games. Finally, our results suggest that heterogeneity among regions may be used to leverage the impact of intervention policies by ensuring an agreement among the most relevant initial set of cooperators.

Abstract:The novel coronavirus (COVID-19) is challenging the world. With no vaccine and limited medical capacity to treat the disease, nonpharmaceutical interventions (NPI) are the main strategy to contain the pandemic. Unprecedented global travel restrictions and stay-at-home orders are causing the most severe disruption of the global economy since World War II. With international travel bans affecting over 90% of the world population and wide-spread restrictions on public gatherings and community mobility, tourism largely ceased in March 2020. Early evidence on impacts on air travel, cruises, and accommodations have been devastating. While highly uncertain, early projections from UNWTO for 2020 suggest international arrivals could decline by 20 to 30% relative to 2019. Tourism is especially susceptible to measures to counteract pandemics because of restricted mobility and social distancing. The paper compares the impacts of COVID-19 to previous epidemic/pandemics and other types of global crises and explores how the pandemic may change society, the economy, and tourism. It discusses why COVID-19 is an analogue to the ongoing climate crisis, and why there is a need to question the volume growth tourism model advocated by UNWTO, ICAO, CLIA, WTTC and other tourism organizations.

Abstract:Pandemics are not new, but they continue to prevail in the last three decades. A variety of reasons such as globalization, trade growth, urbanization, human behavior change, and the rise of the prevalence of viral diseases among animals can account for this issue. Outbreaks of COVID-19 indicated that viral diseases have spread easily among nations, influencing their economic stability. In this vein, the motivation behind the present study was to get an understanding of the effect of the rise of the health disaster risk on the dynamics of Iran's macroeconomic variables by using Bayesian Dynamic Stochastic General Equilibrium. As opposed to Computable General Equilibrium models, DSGE models can be evaluated in a stochastic environment. Since the duration of the virus outbreak and its effect on the economy is not known, it is more appropriate to use these models. The results demonstrated that increased health disaster risk has a remarkable negative effect on macroeconomic variables. According to the findings of the research and the significance of public vaccination as an essential solution for improving health status and quality of life, it was suggested that the government pave the path for the thriving of businesses and socio-economic activities as early as possible by employing specific policies such as tax exemption or budget allocation for vaccine manufacturing companies or importers.

Abstract:Considering the transmission characteristics of COVID-19, we formulate a Susceptible-Exposed-Quarantine-Infected-Recovered epidemic model by five first-order differential equations to study the dynamical behaviors of diseases that have a latent period, quarantine strategy, governmental intervention and general incidence rate. After giving the basic reproduction number R0$$R_0$$, conditions for the existence of equilibria and their local asymptotic stability are both investigated. However, environmental perturbations always have influence on the epidemic in the natural world. With the assumption that the transmission rate is driven by the log-normal Ornstein–Uhlenbeck process, we construct a corresponding stochastic epidemic model that incorporates environmental impacts. Based on the proof of existence and uniqueness of the global positive solution, two critical values R0e$$R_0^e$$ and R0s$$R_0^s$$ are established that can determine the extinction and persistence of disease, which are completely constituted by the basic reproduction number and random factors. By solving a changing four-dimensional Fokker–Planck equation, we calculate the exact analytical expression of the probability density function of stationary distribution near the quasi-endemic equilibrium. Finally, some numerical simulations are performed to support obtained theoretical results, and we show the sensitivity index to study the impact of each parameter on disease transmission.
