Abstract:Mass adoption of electric vehicles (EVs) is widely viewed as essential to address climate change and requires a compelling case for ownership worldwide. While the manufacturing costs and technical capabilities of EVs are similar across regions, customer needs and economic contexts vary widely. Assessments of the all-electric-range required to cover day-to-day driving demand, and the climate and economic benefits of EVs, need to account for differences in regional characteristics and individual travel patterns. To meet this need travel profiles for 1681 light-duty passenger vehicles in China, the U.S., and Germany were used to make the first consistent multiregional comparison of customer and greenhouse gas (GHG) emission benefits of EVs. We show that despite differences in fuel prices, driving patterns, and subsidies, the economic benefits/challenges of EVs are generally similar across regions. Individuals who are economically most likely to adopt EVs have GHG benefits that are substantially greater than for average drivers. Such "priority" EV customers have large (32%-63%) reductions in cradle-to-grave GHG emissions. It is shown that low battery costs (below approximately $100/kWh) and a portfolio of EV offerings are required for mass adoption of electric vehicles.

Abstract:Electric vehicles (EVs) are a promising pathway to providing cleaner personal mobility. China provides substantial supports to increase EV market share. This study provides an extensive analysis of the currently unclear environmental and health benefits of these incentives at the provincial level. EVs in China have modest cradle-to-gate CO<sub>2</sub> benefits (on average 29%) compared to conventional internal combustion engine vehicles (ICEVs), but have similar carbon emissions relative to hybrid electric vehicles. Well-to-wheel air pollutant emissions assessment shows that emissions associated with ICEVs are mainly from gasoline production, not the tailpipe, suggesting tighter emissions controls on refineries are needed to combat air pollution problems effectively. By integrating a vehicle fleet model into policy scenario analysis, we quantify the policy impacts associated with the passenger vehicles in the major Chinese provinces: broader EV penetration, especially combined with cleaner power generation, could deliver greater air quality and health benefits, but not necessarily significant climate change mitigation. The total value to society of the climate and mortality benefits in 2030 is found to be comparable to a prior estimate of the EV policy's economic costs.

Abstract:The penetration rate of Electric Vehicles (EVs) is continuously growing in China. Since EV is considered as an environment-friendly vehicle with lower cost of operation, many studies have paid attention to the Life Cycle Cost (LCC) and Greenhouse Gas (GHG) emission evaluation on EVs. This study aims to expand the scope and provide comprehensive results for LCC and GHG emission comparison between ICEV and EV under different driving cycles, which refer to the driving patterns and parameters such as velocity and acceleration changed by years. The charging infrastructure and battery pilot use have also been involved in the evaluation. Results show that the LCC of an EV is about 9% higher than that of an ICEV under the driving cycle in Beijing in 2020. At the same time, the life cycle GHG emissions of an EV are about 29% lower than those of an ICEV. If the lifetime mileage is not as long as expected, the gap of LCC would be larger and the gap of GHG emissions would be smaller. Recycling is very effective in reducing the GHG emissions but does not work for LCC reduction. Battery pilot use has large potentials on LCC reduction but it still needs time to realize. In this scenario without battery pilot use, the cost effectiveness of an EV is about 4 kg CO(2)eq/$.
Life-cycle assessment of greenhouse gas and air emissions of electric vehicles: A comparison between China and the US

Abstract:Abstract We evaluated the fuel-cycle emissions of greenhouse gases (GHGs) and air pollutants (NOx, SO2, PM10, and PM2.5) of electric vehicles (EVs) in China and the United States (U.S.), two of the largest potential markets for EVs in the world. Six of the most economically developed and populated regions in China and the U.S. were selected. The results showed that EV fuel-cycle emissions depend substantially on the carbon intensity and cleanness of the electricity mix, and vary significantly across the regions studied. In those regions with a low share of coal-based electricity (e.g., California), EVs can reduce GHG and air pollutant emissions (except for PM) significantly compared with conventional vehicles. However, in the Chinese regions and selected U.S. Midwestern states where coal dominates in the generation mix, EVs can reduce GHG emissions but increase the total and urban emissions of air pollutants. In 2025, EVs will offer greater reductions in GHG and air pollutant emissions because emissions from power plants will be better controlled; EVs in the Chinese regions examined, however, may still increase SO2 and PM emissions. Reductions of 60–85% in GHGs and air pollutants could be achieved were EVs charged with 80% renewable electricity or the electricity generated from the best available technologies of coal-fired power plants, which are futuristic power generation scenarios.

Abstract:In this paper, we aim to assess the potential influence of increased adoption of electric vehicles (EVs) on a well-to-wheel (WTW) basis in the four countries with highest passenger car sales (Germany, the United States, China, and Japan), and Norway which represents a highly renewable energy market on greenhouse gas emissions. To characterize these emissions, we define critical parameters regarding fleet composition, activity, efficiency and fuel production in each country. Overall, with today's technology at a national average level, on a per km driven basis, battery electric vehicles emit fewer greenhouse gases than conventional vehicles in all countries. Though vehicle energy consumption is similar in all countries, electricity production energy efficiency and greenhouse gas emissions per kWh electricity vary considerably, with Norway and China representing the low and high emitting endpoints, respectively. As electricity generation decarbonizes, EVs have the potential to be lower greenhouse-gas emitting than gasoline vehicles in all countries considered. The complexity of EV analysis across international boundaries, time periods, and environmental media complicates communication of EV benefits to stakeholders. Analysts must continue to address and clearly communicate the influence of EV and electricity production technology advancement into the future on EV impacts on all environmental media (air, water, land).

Abstract:Private passenger vehicles, with its high emissions of CO2 and air pollutants, poses a severe threat to global climate and human health, particularly for a large developing country like China. Although both energy efficiency improvement of internal combustion engine vehicles (ICEVs) and the wide adoption of electric vehicles (EVs) could contribute to reducing emissions, how they should be jointly implemented in provinces with a heterogeneous context to maximize their net benefits remains insufficiently explored. Here, based on an integrated modeling framework associated with one factual (REF) and four counterfactual scenarios to explore the priority and best-ranked ordering of both EVs' penetration and high energy-efficient ICEVs in 31 Chinese provinces to achieve the most environmental and human health benefits from 2011 to 2018. The results demonstrate that electrification of the passenger fleet, which is charged by a slightly cleaner power source relative to 2011, yields significant co-benefits of CO2 reduction and air quality improvement. Compared with REF, the fleet electrification scenario would lead to 3167 cases of avoided mortality and attain US$4.269 billion of health benefits in 2018, accounting for 0.03% of China's gross domestic product. Nonetheless, highly efficient ICEVs are found to harbor decarbonization potential and health benefits in northern China. Based on these results, Sichuan, Hebei and seven other provinces in east China should promote EVs imminently; conversely, eight provinces with a high share of thermal power must continually advance their implementation of ICEVs in the near future. Such prioritization of EVs and ICEV development at the provincial level provides timely insights for devising tailored policies regarding passenger car transition and for maximizing climate and health benefits based on regional heterogeneity.

Abstract:China had set an ambitious development target of electric vehicles (EVs) to mitigate the environmental pollution. However, the actual situation of EVs far lagged behind the goals. This paper analyzes the elements impeding EVs’ development, which are identified into four contributors, including deficient EV subsidy policies, embarrassed EV market, local protectionism, and unmatched charging infrastructure. Based on the actual situation of China, this paper discusses corresponding policy suggestions and explores the alternative roadmap of EVs. In the initial development stage of EVs, it is important to select the appropriate charging mode for EVs according to different characteristics across users. Moreover, the development of hybrid electric vehicle (HEV) may open the EV market faster than battery electric vehicle (BEV). In addition, the low-speed EVs may be a good choice for the rural market and should be well developed. With the promotion of EVs, China central and local governments should make rational policies to promote EVs’ development, which is the crucial force to drive the uptake of EVs.

Mitigation and Adaptation Strategies for Global Change

Abstract:Electric vehicles (EVs) play a crucial role in addressing climate change and urban air quality concerns. China has emerged as the global largest EV market with 1.2 million EVs sold in 2018. This study established a novel life cycle energy use and emission inventory collecting up-to-date data including the electricity generation mix, emission controls in the power and industrial sectors, and the energy use in the fuel transport to estimate the well-to-wheels (WTW) greenhouse gas (GHG), and air pollutant emissions for battery electric vehicles (BEVs) and gasoline passenger vehicles in China. The results show that an average BEV has 35% lower WTW GHG emissions than an average gasoline car. BEVs reduce volatile organic compounds (VOCs) and nitrogen oxides (NOX) emissions by 98% and 34%, respectively, but have comparable or slightly higher primary fine particulate matter (PM2.5) and sulfur dioxide (SO2) emissions. Compact and small-size vehicles generally have lower GHG and air pollutant emissions than mid- and large-size vehicles. Class A vehicles contribute the most in the absolute amount of GHG and air pollutant emissions and therefore have the biggest potential for emission reduction. Our results suggest that global policymakers should continue to promote the transition to clean power sources, emission control, and fuel economy regulations, which are critical to enhancing emission mitigation benefits of BEVs. We also suggest EV development strategies should be formulated targeting vehicle class with the biggest emission mitigation potentials.

Abstract:The transition to electric vehicles (EVs) will impact the climate, the environment, and society in highly significant ways. This study compares EVs to vehicles with internal combustion engines for three major areas: greenhouse gas emissions (GHGs), fuel costs, and transportation energy burden (i.e. percentage of income spent on vehicle fuels). Excluded in the analysis is the purchase cost of the vehicles themselves. The results reveal that over 90% of vehicle-owning U.S. households would see reductions in both GHGs and transportation energy burden by adopting an EV. For 60% of households these savings would be moderate to high (i.e. >2.3 metric tons of CO 2 e reduction per household annually and >0.6% of energy burden reduction). These reductions are especially pronounced in the American West (e.g. California, Washington) and parts of the Northeast (e.g. New York) primarily due to a varying combination of cleaner electricity grids, lower electricity prices (relative to gas prices), and smaller drive-cycle and temperature-related impacts on fuel efficiency. Moreover, adopting an EV would more than double the percentage of households that enjoy a low transportation energy burden ( 4% income spent on fuel annually), and if at-home charging is unavailable, this rises to over 75 percent. Addressing this inequity hinges on three major interventions: 1) targeted policies to promote energy justice in lower-income communities, including subsidizing charging infrastructure; 2) strategies to reduce electricity costs; and 3) expanding access to low-carbon transport infrastructure (e.g. public transit, biking, and car sharing).

Abstract:Vehicle electrification has been recognized for its potential to reduce emissions of air pollutants and greenhouse gases in China. Several studies have estimated how national-level policies of electric vehicle (EV) adoption might bring very large environmental and public health benefits from improved air quality to China. However, large-scale adoption is very costly, some regions derive more benefits from large-scale EV adoption than others, and the benefits of replacing internal combustion engines in specific cities are less known. Therefore, it is important for policymakers to design incentives based on regional characteristics – especially for megacities like Shanghai – which typically suffer from worse air quality and where a larger population is exposed to emissions from vehicles. Over the past five years, Shanghai has offered substantial personal subsidies for passenger EVs to accelerate its electrification efforts. Still, it remains uncertain whether EV benefits justify the strength of incentives. The purpose of our study is to evaluate the health and climate benefits of replacing light-duty gasoline vehicles (ICEVs) with battery EVs in the city of Shanghai. We assess health impacts due to ICEV emissions of primary fine particulate matter, NO x , and volatile organic compounds, and to powerplant emissions of NO x and SO 2 due to EV charging. We incorporate climate benefits from reduced greenhouse gas emissions based on existing research. We find that the benefit of replacing the average ICEV with an EV in Shanghai is US$6400 (2400-14,700), with health impacts of EVs about 20 times lower than the average ICEV. Larger benefits ensue if older ICEVs are replaced, but replacing newer China ICEVs also achieves positive health benefits. As Shanghai plans to stop providing personal subsidies for EV purchases in 2024, our results show that EVs achieve public health and climate benefits and can help inform policymaking strategies in Shanghai and other megacities.

Abstract:The rapid expansion of China's vehicle fleet puts a strain on efforts to reduce carbon emissions. Despite broad consensus that switching from internal combustion engine vehicles (ICEV) to electric vehicles (EV) is an essential pathway to solving this challenge, some studies assessing individual vehicles have raised concerns over the high environmental impacts associated with the EV production phase, which may compromise the benefits derived from its use phase. To address this issue, we first develop a dynamic computable general equilibrium (CGE) model to simulate how the economy and the automotive industry will respond to the increase in EV sales. Following the production-based accounting principle, the input-output model is then integrated with CGE to estimate CO2 emissions. Three scenarios with and without suppression of ICEV consumption are created to analyze the sustainability of the automotive industry when 20% of new vehicles sold are EVs by 2025. The results show that the increase in EV sales has a negligible impact on the overall economy. Compared to the baseline, the automotive industry's output will increase by 5.16%, 3.04%, and 1.06% in three scenarios by 2025, while sectoral CO2 emissions will increase by 6.59%, 3.95%, and 1.49%, which indicates that the difference between EVs and ICEVs is marginal in terms of CO2 emissions per monetary output. This finding implies that EV production is unlikely to cause a significant increase in CO2 emissions in the near future. Further, shifting a portion of domestic automotive production from ICEVs to EVs has a small impact on the top polluting sectors when ordered by CO2 emissions. Therefore, the sustainable development of the automotive industry will not be hindered by large-scale EV adoption.

Abstract:The transportation sector is the third-largest global energy consumer and emitter, making it a focal point in the transition toward the net-zero future. To accelerate the decarbonization of passenger cars, this work is the first to propose a bottom-up charging demand model to estimate the operational electricity use and associated carbon emissions of best-selling battery electric vehicles (BEVs) in various climate zones in China during the 2020s. The findings reveal that (1) the operational energy demand of the top-20 selling BEV models in China, such as Tesla, Wuling Hongguang, and BYD, increased from 601 to 3054 giga-watt hours (GWh) during 2020–2022, with BEVs in South China contributing more than half of the total electricity demand; (2) from 2020 to 2022, the energy and carbon intensities of the best-selling models decreased from 1364 to 1095 kilowatt-hour per vehicle and from 797 to 621 kilograms of carbon dioxide (CO 2 ) per vehicle, respectively, with North China experiencing the highest intensity decline compared to that in other regions; and (3) the operational energy demand of BEV stocks in China increased from 4774 to 12,048 GWh during 2020–2022, while the carbon emissions of BEV stocks rose to 6.8 mega-tons of CO 2 in 2022, reflecting an annual growth rate of ~50%. In summary, this work delves into the examination and contrast of benchmark data on a nation-regional scale, as well as performance metrics related to BEV chargings. The primary aim is to support nationwide efforts in decarbonization, aiming for carbon mitigation and facilitating the swift evolution of passenger cars toward a carbon-neutral future.

Abstract:Electric vehicles play an important role in energy transition and low-carbon development. It is important to evaluate the energy-saving emission reduction and cost-effectiveness of electric vehicles. In this paper, the life cycle carbon emission model and the life cycle cost model are established. Combined with the emission inventory and the calculated life cycle cost, the marginal emission reduction cost model is finally established. The results show that: 1) Electric vehicles have reduced 47 % of life-cycle carbon emissions, which is mainly reflected in the extremely small emissions during the utilization phase, and with little difference in other phases; 2) Although electric vehicles have lower emission costs and vehicle use costs, they still cannot compensate the gap in initial purchase costs. Electric vehicles do not have economic advantages over gasoline vehicles; 3) Under the existing technical conditions, electric vehicles have higher marginal abatement costs. The abatement costs are affected by many factors and have a large potential for decline; 4) When the gasoline price exceeds 9.8 CNY/L (1.372 USD/L), the abatement costs of electric vehicles are negative. In this condition, the development of electric vehicles is most effective in promoting energy saving and emission reduction.

Abstract:This study employed the Life Cycle Assessment (LCA) method to evaluate the greenhouse gas (GHG) emissions of passenger vehicles across 31 provinces in China. It examined the potential of Battery Electric Vehicles (BEVs), Hybrid Electric Vehicles (HEVs), and Plug-in Hybrid Electric Vehicles (PHEVs) in significantly reducing emissions compared to Internal Combustion Engine Vehicles (ICEVs). The findings revealed that HEVs, PHEVs, and BEVs substantially lower emissions under the national average electricity GHG emissions coefficient, with PHEVs being the most effective, reducing emissions by over 30%. However, disparities exist at the provincial level due to varying electricity structures, with BEVs not fully effective in reducing emissions in about ten provinces, including Liaoning. The study further categorized provinces into six groups using the K-means method to guide the promotion of different types of New Energy Vehicles (NEVs). Sensitivity analysis highlights the critical role of reducing electricity emission coefficients and adjusting PHEV's utility factor in achieving emission reductions. The study also notes that battery replacements in PHEVs and BEVs during their lifecycle could impede emission reduction in most provinces. To maximize the environmental benefits of NEVs, there is a need to move to a greener electricity mix. At the same time, strategies for promoting NEVs should vary for different provinces.

Abstract:The explosion of the vehicle market in China has caused a series of problems, like energy security, climate change, air pollution, etc. The deployment of electric vehicles (EVs) is considered an effective solution to address these problems. Thus, both the state and local governments in China have launched some policies and incentives to accelerate the development of EVs and the EV industry. Do EVs can effectively solve these problems in short term, viewed from the fleet point? Based on China's most up-to-date deployment plan for EVs, this paper analyzes the energy consumption and greenhouse gas (GHG) emissions caused by China's road transport sector in three different scenarios. The results indicate that, based on current planning, the energy consumption and GHG emissions of the whole fleet will peak in 2025 and 2027, at the level of around 403 mtoe (million tons of oil equivalent) and 1763 mt CO2 eq. (million tons of CO2 equivalent), respectively. The introduction of EVs will significantly reduce the reliance on fossil fuel in the long term, with increasing ownership, while, in the short term, the fuel economy regulation will still play a more important role. Policy makers should continually pay attention to this. Meanwhile, commercial vehicles, especially heavy-duty trucks will account for a bigger and bigger proportion in the energy consumption and GHG emissions of the whole fleet. Thus, to some extent the focus should shift from passenger vehicles to commercial vehicles. More measures could be implemented.

Abstract:<p>Electric vehicles (EVs) are considered a promising alternative to conventional vehicles (CVs) to alleviate the oil crisis and reduce urban air pollution and carbon emissions. Consumers usually focus on the tangible cost when choosing an EV or CV but overlook the time cost for restricting purchase or driving and the environmental cost from gas emissions, falling to have a comprehensive understanding of the economic competitiveness of CVs and EVs. In this study, a life cycle cost model for vehicles is conducted to express traffic and environmental policies in monetary terms, which are called intangible cost and external cost, respectively. Battery electric vehicles (BEVs), fuel cell electric vehicles (FCEVs), and CVs are compared in four first-tier, four new first-tier, and 4 s-tier and below cities in China. The comparison shows that BEVs and FCEVs in most cities are incomparable with CVs in terms of tangible cost. However, the prominent traffic and environmental policies in first-tier cities, especially in Beijing and Shanghai, greatly increase the intangible and external costs of CVs, making consumers more inclined to purchase BEVs and FCEVs. The main policy benefits of BEVs and FCEVs come from three aspects: government subsidies, purchase and driving restrictions, and environmental taxes. With the predictable reduction in government subsidies, traffic and environmental policies present important factors influencing the competitiveness of BEVs and FCEVs. In first-tier cities, BEVs and FCEVs already have a competitive foundation for large-scale promotion. In new first-tier and second-tier and below cities, stricter traffic and environmental policies need to be formulated to offset the negative impact of the reduction in government subsidies on the competitiveness of BEVs and FCEVs. Additionally, a sensitivity analysis reveals that increasing the mileage and reducing fuel prices can significantly improve the competitiveness of BEVs and FCEVs, respectively.</p>

Energy and Environmental Life-Cycle Assessment of Passenger Car Electrification Based on Beijing Driving Patterns

Abstract:This paper examines the energy and environmental benefits within the whole life cycle shifting from traditional gasoline vehicles to electrified advanced vehicles under regional real-world driving behaviors. The advance vehicles focus on family passenger cars and include battery electric vehicles (BEVs), plug-in hybrid electric vehicles (PHEVs), and hybrid electric vehicles (HEVs). The GREET (greenhouse gases, regulated emissions, and energy use in transportation) model is adopted with regional circumstances modifications, especially the UF (utility factors) of PHEVs. The results show that the electrified vehicles offer great benefits concerning energy consumption, greenhouse gas (GHG) emissions as well as urban Particulate Matter 2.5 (PM2.5) emissions. Compared to conventional gasoline vehicles, the life-cycle total energy reduction for advance vehicles is 51% to 57%. There is little difference on energy reduction among the HEVs, PHEVs and BEVs, with the energy mix shifting from petroleum to coal for the stronger electrification. The reductions of GHG emissions are 57% for HEV, 54% to 48% for PHEVs with 10 miles to 40 miles CD range, and 40% for BEV. The life-cycle and local PM2.5 emissions are discussed separately. The life-cycle PM2.5 emissions increase with vehicle electrification and reach a maximum for the BEV which are 5% higher than the conventional vehicle (CV). However, electric vehicles can shift PM2.5 emissions from vehicle operation to upstream operations and help mitigate PM2.5 emissions in urban areas. The local emissions of PHEVs and BEVs can be reduced by 37% to 81% and 100% compared with CVs.

Abstract:There have been ongoing debates over whether battery electric vehicles contribute to reducing greenhouse gas emissions in China's context, and if yes, whether the greenhouse gas emissions reduction compensates the cost increment. This study informs such debate by examining the life cycle cost and greenhouse gas emissions of conventional vehicles, hybrid electric vehicles and battery electric vehicles, and comparing their cost-effectiveness for reducing greenhouse gas emissions. The results indicate that under a wide range of vehicle and driving configurations (range capacity, vehicle use intensity, etc.), battery electric vehicles contribute to reducing greenhouse gas emissions compared with conventional vehicles, although their current cost-effectiveness is not comparable with hybrid electric vehicles. Driven by grid mix optimization, power generation efficiency improvement, and battery cost reduction, the cost-effectiveness of battery electric vehicles is expected to improve significantly over the coming decade and surpass hybrid electric vehicles. However, considerable uncertainty exists due to the potential impacts from factors such as gasoline price. Based on the analysis, it is recommended that the deployment of battery electric vehicles should be prioritized in intensively-used fleets such as taxis to realize high cost-effectiveness. Technology improvements both in terms of power generation and vehicle electrification are essential in improving the cost-effectiveness of battery electric vehicles.
