Abstract:The findable, accessible, interoperable, reusable (FAIR) principles for scientific data management and stewardship aim to facilitate data reuse at scale by both humans and machines. Research and development (R&D) in the pharmaceutical industry is becoming increasingly data driven, but managing its data assets according to FAIR principles remains costly and challenging. To date, little scientific evidence exists about how FAIR is currently implemented in practice, what its associated costs and benefits are, and how decisions are made about the retrospective FAIRification of data sets in pharmaceutical R&D. This paper reports the results of semi-structured interviews with 14 pharmaceutical professionals who participate in various stages of drug R&D in seven pharmaceutical businesses. Inductive thematic analysis identified three primary themes of the benefits and costs of FAIRification, and the elements that influence the decision-making process for FAIRifying legacy data sets. Participants collectively acknowledged the potential contribution of FAIRification to data reusability in diverse research domains and the subsequent potential for cost-savings. Implementation costs, however, were still considered a barrier by participants, with the need for considerable expenditure in terms of resources, and cultural change. How decisions were made about FAIRification was influenced by legal and ethical considerations, management commitment, and data prioritisation. The findings have significant implications for those in the pharmaceutical R&D industry who are engaged in driving FAIR implementation, and for external parties who seek to better understand existing practices and challenges.

Abstract:The FAIR (findable, accessible, interoperable and reusable) principles are data management and stewardship guidelines aimed at increasing the effective use of scientific research data. Adherence to these principles in managing data assets in pharmaceutical research and development (R&D) offers pharmaceutical companies the potential to maximise the value of such assets, but the endeavour is costly and challenging. We describe the 'FAIR-Decide' framework, which aims to guide decision-making on the retrospective FAIRification of existing datasets by using business analysis techniques to estimate costs and expected benefits. This framework supports decision-making on FAIRification in the pharmaceutical R&D industry and can be integrated into a company's data management strategy.

Abstract:Abstract Background Managing research data in biomedical informatics research requires solid data governance rules to guarantee sustainable operation, as it generally involves several professions and multiple sites. As every discipline involved in biomedical research applies its own set of tools and methods, research data as well as applied methods tend to branch out into numerous intermediate and output data objects, making it very difficult to reproduce research results. Objectives This article gives an overview of our implementation status applying the Findability, Accessibility, Interoperability and Reusability (FAIR) Guiding Principles for scientific data management and stewardship onto our research data management pipeline focusing on the software tools that are in use. Methods We analyzed our progress FAIRificating the whole data management pipeline, from processing non-FAIR data up to data usage. We looked at software tools for data integration, data storage, and data usage as well as how the FAIR Guiding Principles helped to choose appropriate tools for each task. Results We were able to advance the degree of FAIRness of our data integration as well as data storage solutions, but lack enabling more FAIR Guiding Principles regarding Data Usage. Existing evaluation methods regarding the FAIR Guiding Principles (FAIRmetrics) were not applicable to our analysis of software tools. Conclusion Using the FAIR Guiding Principles, we FAIRificated relevant parts of our research data management pipeline improving findability, accessibility, interoperability and reuse of datasets and research results. We aim to implement the FAIRmetrics to our data management infrastructure and—where required—to contribute to the FAIRmetrics for research data in the biomedical informatics domain as well as for software tools to achieve a higher degree of FAIRness of our research data management pipeline.

Abstract:While awareness of FAIR (Findable, Accessible, Interoperable, and Reusable) principles has expanded across diverse domains, there remains a notable absence of impactful narratives regarding the practical application of FAIR data. This gap is particularly evident in the context of in-vitro and in-vivo experimental studies associated with the drug discovery and development process. Despite the structured nature of these data, reliance on classic methods such as spreadsheet-based visualization and analysis has limited the long-term reuse opportunities for such datasets. In response to this challenge, our work presents a representative journey towards FAIR data, characterized by structured, conventional spreadsheet-based lab data templates and the adoption of a knowledge graph framework for breaking data silos in the field of early antimicrobial resistance research. Here, we illustrate a tailored application of a "FAIRification framework" facilitating the practical implementation of FAIR principles. By showcasing the feasibility and benefits of transitioning to FAIR data practices, our work aims to encourage broader adoption and integration of FAIR principles within a research lab setting.

Abstract:Big Data &Society, Volume 10, Issue 1, January-June 2023. FAIR data, that is, Findable, Accessible, Interoperable, and Reusable data, and Big Data intersect across issues related to data storage, access, and processing. The solution-oriented FAIR principles serve an integral role in improving Big Data; yet to date, the implementation of FAIR in multiple sectors has been fragmented. We conducted an exploratory analysis to identify incentives and barriers in creating FAIR data in the medical sector using digital concept mapping, a systematic mixed methods approach. Thirty-eight principal investigators (PIs) were recruited from North America, Europe, and Oceania. Our analysis revealed five clusters rated according to perceived relevance: 'Efficiency and collaboration' (rating 7.23), 'Privacy and security' (rating 7.18), 'Data management standards' (rating 7.16), 'Organization of services' (rating 6.98), and 'Ownership' (rating 6.28). All five clusters scored relatively high and within a narrow range (i.e., 6.28–7.69), implying that each cluster likely influences researchers' decision-making processes. PIs harbor a positive view of FAIR data sharing, as exemplified by participants highly prioritizing 'Efficiency and collaboration'. However, the other four clusters received only modestly lower ratings and largely contained barriers to FAIR data sharing. When viewed collectively, the benefits of efficiency and collaboration may not be sufficient in propelling FAIR data sharing. Arguably, until more of these reported barriers are addressed, widespread support of FAIR data will not translate into widespread practice. This research lays the preliminary foundation for conducting targeted large-scale research into FAIR data practices in the medical research community.

Methods The Arksey and O’Malley stage-based methodological framework for scoping reviews will be used for this review. PubMed, Web of Science, and Google Scholar will be searched to access relevant primary and grey publications. Articles written in English and published from 2014 onwards with FAIR principle concepts or practices in the health domain will be included. Duplication among the 3 data sources will be removed using a reference management software. The articles will then be exported to a systematic review management software. At least two independent authors will review the eligibility of each article based on defined inclusion and exclusion criteria. A pretested charting tool will be used to extract relevant information from the full-text papers. Qualitative thematic synthesis analysis methods will be employed by coding and developing themes. Themes will be derived from the research questions and contents in the included papers. Results The results will be reported using the PRISMA-ScR (Preferred Reporting Items for Systematic Reviews and Meta-analyses Extension for Scoping Reviews) reporting guidelines. We anticipate finalizing the manuscript for this work in 2021. Conclusions We believe comprehensive information about the FAIR data principles, initiatives, implementation practices, and lessons learned in the FAIRification process in the health domain is paramount to supporting both evidence-based clinical practice and research transparency in the era of big data and open research publishing. Abstract:A foundational set of findable, accessible, interoperable, and reusable (FAIR) principles were proposed in 2016 as prerequisites for proper data management and stewardship, with the goal of enabling the reusability of scholarly data. The principles were also meant to apply to other digital assets, at a high level, and over time, the FAIR guiding principles have been re-interpreted or extended to include the software, tools, algorithms, and workflows that produce data. FAIR principles are now being adapted in the context of AI models and datasets. Here, we present the perspectives, vision, and experiences of researchers from different countries, disciplines, and backgrounds who are leading the definition and adoption of FAIR principles in their communities of practice, and discuss outcomes that may result from pursuing and incentivizing FAIR AI research. The material for this report builds on the FAIR for AI Workshop held at Argonne National Laboratory on June 7, 2022.

Towards the Tipping Point for FAIR Implementation

Abstract:This article explores the global implementation of the FAIR Guiding Principles for scientific management and data stewardship, which provide that data should be findable, accessible, interoperable and reusable. The implementation of these principles is designed to lead to the stewardship of data as FAIR digital objects and the establishment of the Internet of FAIR Data and Services (IFDS). If implementation reaches a tipping point, IFDS has the potential to revolutionize how data is managed by making machine and human readable data discoverable for reuse. Accordingly, this article examines the expansion of the implementation of FAIR Guiding Principles, especially how and in which geographies (locations) and areas (topic domains) implementation is taking place. A literature review of academic articles published between 2016 and 2019 on the use of FAIR Guiding Principles is presented. The investigation also includes an analysis of the domains in the IFDS Implementation Networks (INs). Its uptake has been mainly in the Western hemisphere. The investigation found that implementation of FAIR Guiding Principles has taken firm hold in the domain of bio and natural sciences. To achieve a tipping point for FAIR implementation, it is now time to ensure the inclusion of non-European ascendants and of other scientific domains. Apart from equal opportunity and genuine global partnership issues, a permanent European bias poses challenges with regard to the representativeness and validity of data and could limit the potential of IFDS to reach across continental boundaries. The article concludes that, despite efforts to be inclusive, acceptance of the FAIR Guiding Principles and IFDS in different scientific communities is limited and there is a need to act now to prevent dampening of the momentum in the development and implementation of the IFDS. It is further concluded that policy entrepreneurs and the GO FAIR INs may contribute to making the FAIR Guiding Principles more flexible in including different research epistemologies, especially through its GO CHANGE pillar.

Abstract:The prosperity and lifestyle of our society are very much governed by achievements in condensed matter physics, chemistry and materials science, because new products for sectors such as energy, the environment, health, mobility and information technology (IT) rely largely on improved or even new materials. Examples include solid-state lighting, touchscreens, batteries, implants, drug delivery and many more. The enormous amount of research data produced every day in these fields represents a gold mine of the twenty-first century. This gold mine is, however, of little value if these data are not comprehensively characterized and made available. How can we refine this feedstock; that is, turn data into knowledge and value? For this, a FAIR (findable, accessible, interoperable and reusable) data infrastructure is a must. Only then can data be readily shared and explored using data analytics and artificial intelligence (AI) methods. Making data 'findable and AI ready' (a forward-looking interpretation of the acronym) will change the way in which science is carried out today. In this Perspective, we discuss how we can prepare to make this happen for the field of materials science.

Abstract:There is an urgent need to improve the infrastructure supporting the reuse of scholarly data. A diverse set of stakeholders—representing academia, industry, funding agencies, and scholarly publishers—have come together to design and jointly endorse a concise and measureable set of principles that we refer to as the FAIR Data Principles. The intent is that these may act as a guideline for those wishing to enhance the reusability of their data holdings. Distinct from peer initiatives that focus on the human scholar, the FAIR Principles put specific emphasis on enhancing the ability of machines to automatically find and use the data, in addition to supporting its reuse by individuals. This Comment is the first formal publication of the FAIR Principles, and includes the rationale behind them, and some exemplar implementations in the community.

Abstract:There is a growing acknowledgement in the scientific community of the importance of making experimental data machine findable, accessible, interoperable, and reusable (FAIR). Recognizing that high quality metadata are essential to make datasets FAIR, members of the GO FAIR Initiative and the Research Data Alliance (RDA) have initiated a series of workshops to encourage the creation of Metadata for Machines (M4M), enabling any self-identified stakeholder to define and promote the reuse of standardized, comprehensive machine-actionable metadata. The funders of scientific research recognize that they have an important role to play in ensuring that experimental results are FAIR, and that high quality metadata and careful planning for FAIR data stewardship are central to these goals. We describe the outcome of a recent M4M workshop that has led to a pilot programme involving two national science funders, the Health Research Board of Ireland (HRB) and the Netherlands Organisation for Health Research and Development (ZonMW). These funding organizations will explore new technologies to define at the time that a request for proposals is issued the minimal set of machine-actionable metadata that they would like investigators to use to annotate their datasets, to enable investigators to create such metadata to help make their data FAIR, and to develop data-stewardship plans that ensure that experimental data will be managed appropriately abiding by the FAIR principles. The FAIR Funders design envisions a data-management workflow having seven essential stages, where solution providers are openly invited to participate. The initial pilot programme will launch using existing computer-based tools of those who attended the M4M Workshop.

Abstract:Medical data science aims to facilitate knowledge discovery assisting in data, algorithms, and results analysis. The FAIR principles aim to guide scientific data management and stewardship, and are relevant to all digital health ecosystem stakeholders. The FAIR4Health project aims to facilitate and encourage the health research community to reuse datasets derived from publicly funded research initiatives using the FAIR principles. The 'FAIRness for FHIR' project aims to provide guidance on how HL7 FHIR could be utilized as a common data model to support the health datasets FAIRification process. This first expected result is an HL7 FHIR Implementation Guide (IG) called FHIR4FAIR, covering how FHIR can be used to cover FAIRification in different scenarios. This IG aims to provide practical underpinnings for the FAIR4Health FAIRification workflow as a domain-specific extension of the GoFAIR process, while simplifying curation, advancing interoperability, and providing insights into a roadmap for health datasets FAIR certification.
The Role of FAIR Data towards Sustainable Agricultural Performance: A Systematic Literature Review

Abstract:Feeding a growing global population requires improving agricultural production in the face of multidimensional challenges; and digital agriculture is increasingly seen as a strategy for better decision making. Agriculture and agricultural supply chains are increasingly reliant on data, including its access and provision from the farm to the consumer. Far-reaching data provision inevitably needs the adoption of FAIR (Findable, Accessible, Interoperable, and Reusable) that offer data originators and depository custodians with a set of guidelines to safeguard a progressive data availability and reusability. Through a systematic literature review it is apparent that although FAIR data principles can play a key role in achieving sustainable agricultural operational and business performance, there are few published studies on how they have been adopted and used. The investigation examines: (1) how FAIR data assimilate with the sustainability framework; and (2) whether the use of FAIR data by the agriculture industry, has an impact on agricultural performance. The work identifies a social science research gap and suggests a method to guide agriculture practitioners in identifying the specific barriers in making their data FAIR. By troubleshooting the barriers, the value propositions of adopting FAIR data in agriculture can be better understood and addressed.

Abstract:The notion that data should be Findable, Accessible, Interoperable and Reusable, according to the FAIR Principles, has become a global norm for good data stewardship and a prerequisite for reproducibility. Nowadays, FAIR guides data policy actions and professional practices in the public and private sectors. Despite such global endorsements, however, the FAIR Principles are aspirational, remaining elusive at best, and intimidating at worst. To address the lack of practical guidance, and help with capability gaps, we developed the FAIR Cookbook, an open, online resource of hands-on recipes for "FAIR doers" in the Life Sciences. Created by researchers and data managers professionals in academia, (bio)pharmaceutical companies and information service industries, the FAIR Cookbook covers the key steps in a FAIRification journey, the levels and indicators of FAIRness, the maturity model, the technologies, the tools and the standards available, as well as the skills required, and the challenges to achieve and improve data FAIRness. Part of the ELIXIR ecosystem, and recommended by funders, the FAIR Cookbook is open to contributions of new recipes.

Abstract:Scientific data are burgeoning — thousands of petabytes were collected in 2018 alone. But these data are not being used widely enough to realize their potential. Most researchers come up against obstacles when they try to get their hands on data sets. Only one-fifth of published papers typically post the supporting data in scientific repositories — as has been shown by <i>PLoS ONE</i><sup><a href="#ref-CR1">1</a></sup>. Too much valuable, hard-won information is gathering dust on computers, disks and tapes.

Abstract:Real-world data (RWD) has the potential to revolutionize healthcare by offering valuable insights into patient outcomes and treatment efficacy. However, leveraging RWD effectively presents challenges, including its inherent limitations, diverse stakeholders, and insufficient data management pipelines. A proposed framework advocates three essential elements: adherence to FAIR principles (Findable, Accessible, Interoperable, and Reusable), stakeholder engagement and education, and highlighting the need for inclusive, pragmatic federated hybrid pipelines. By employing these strategies, healthcare organizations can overcome obstacles to RWD utilization and foster sustainable progress in patient care.

Abstract:This chapter addresses the forth paradigm of materials research – big data-driven materials science. Its concepts and state of the art are described, and its challenges and chances are discussed. For furthering the field, open data and an all-embracing sharing, an efficient data infrastructure, and the rich ecosystem of computer codes used in the community are of critical importance. For shaping this forth paradigm and contributing to the development or discovery of improved and novel materials, data must be what is now called FAIR – Findable, Accessible, Interoperable, and Repurposable/Reusable. This sets the stage for advances of methods from artificial intelligence that operate on large data sets to find trends and patterns that cannot be obtained from individual calculations and not even directly from high-throughput studies. Recent progress is reviewed and demonstrated, and the chapter is concluded by a forward-looking perspective, addressing important not yet solved challenges.

Abstract:Making data compliant with the FAIR Data principles (Findable, Accessible, Interoperable, Reusable) is still a challenge for many researchers, who are not sure which criteria should be met first and how. Illustrated from experimental data tables associated with a Design of Experiments, we propose an approach that can serve as a model for a research data management that allows researchers to disseminate their data by satisfying the main FAIR criteria without insurmountable efforts. More importantly, this approach aims to facilitate the FAIRification process by providing researchers with tools to improve their data management practices.

Abstract:Six years after the seminal paper on FAIR was published, researchers still struggle to understand how to implement FAIR. For many researchers FAIR promises long-term benefits for near-term effort, requires skills not yet acquired, and is one more thing in a long list of unfunded mandates and onerous requirements on scientists. Even for those required to or who are convinced they must make time for FAIR research practices, the preference is for just-in-time advice properly sized to the scientific artifacts and process. Because of the generality of most FAIR implementation guidance, it is difficult for a researcher to adjust the advice to their situation. Technological advances, especially in the area of artificial intelligence (AI) and machine learning (ML), complicate FAIR adoption as researchers and data stewards ponder how to make software, workflows, and models FAIR and reproducible. The FAIR+ Implementation Survey Tool (FAIRIST) mitigates the problem by integrating research requirements with research proposals in a systematic way. FAIRIST factors in new scholarly outputs such as nanopublications and notebooks, and the various research artifacts related to AI research (data, models, workflows, and benchmarks). Researchers step through a self-serve survey process and receive a table ready for use in their DMP and/or work plan while gaining awareness of the FAIR Principles and Open Science concepts. FAIRIST is a model that uses part of the proposal process as a way to do outreach, raise awareness of FAIR dimensions and considerations, while providing just-in-time assistance for competitive proposals.
