Abstract:The European population is aging, which means more people aged sixty-five and over are at risk of financial exploitation. However, there is a lack of consensus regarding whether older persons are at greater risk of fraud than younger counterparts due to physical, economic, and social factors or, rather, whether they are slightly protected from fraud in the digital era due to less frequent online activity. Moreover, little is known about the financial, emotional, psychological, and physical impacts of fraud experiences amongst older generations in digital society. We employ multilevel modelling on a sample of EU citizens (n = 26,735) to analyze these issues. The results show that, holding other factors constant, older adults are more likely to suffer fraud in general, but not fraud via online channels. Identity theft in which the offender attempts to trick the victim by impersonating a reputable organization is found to be particularly relevant for citizens aged sixty-five and above. Older persons are less likely to suffer a financial impact but more likely to experience anger, irritation, embarrassment, and negative impacts on their physical health from fraud in general as well as from online fraud. Many organizations aim to help protect older adults from financial crime and its impacts; thus, the results emphasize the need to understand particular fraud categories suffered by older generations and to design support programs that fully take into account the non-financial impacts of this crime.
Association of Financial Literacy and Risk Preference With Fraud Exposure and Victimization Among Middle-Aged and Older Adults in China

Abstract:Journal of Applied Gerontology, Ahead of Print. Fraud jeopardizes older people's physical, mental, and economic well-being, and financial literacy and risk preference have been linked to the risk of fraud experience. Given the inconsistent evidence, we investigated whether financial literacy and risk preferences were associated with fraud exposure and victimization among middle-aged and older adults. We analyzed data from the 2015 China Household Finance Survey, including 22,121 participants aged 50 and older. Poisson regression models were conducted to determine the association of financial literacy and risk preference with fraud experience. We found that financial literacy and risk preference were positively associated with fraud exposure and victimization. The prevalence of fraud victimization among middle-aged and older adults with the highest financial literacy and risk preference levels was 46.5% and 45.8% higher than among those with the lowest levels, respectively. These findings suggested that basic financial knowledge is insufficient to protect older people from fraud exposure and victimization.

Abstract:Older adults are thought to be more susceptible to scams, yet understanding the relationship between chronological age and victimization is limited by underreporting. This study avoids underreporting bias by merging four longitudinal databases of Americans ( N = 1.33 million) who paid money in response to mail scams over 20 years. We investigate the risk of repeat victimization and victimization by multiple scam types over the life course. Victims in their 70s and 80s are 9% more likely to experience another victimization incident than those in their 50s. Those age 18 to 29 are 24% less likely to experience another victimization incident. Relative to adults in their 50s, the odds of victimization by multiple scams are greater for those in their 60s and 70s, but lower for those 80 + . This study demonstrates the research potential in using scammers' data to understand patterns of victimization. Fraud prevention efforts should target older individuals who are at higher risk of repeat victimization and suffer greater losses as a result.

Intraperitoneal Urokinase and Oral Rifampicin for Persisting Asymptomatic Dialysate Infection following Acute Coagulase-Negative Staphylococcus Peritonitis

Abstract:Background Coagulase-negative staphylococcus (CoNS) is responsible for cases of refractory and relapsing peritonitis in peritoneal dialysis (PD) patients, probably by biofilm formation on the catheter. The ISPD recommends catheter removal in such cases. Urokinase has been used to dissolve the biofilm lining the PD catheter, thus favoring antibiotic efficacy. Rifampicin has shown its efficacy in penetrating CoNS biofilm. Methods We defined persisting asymptomatic CoNS dialysate infection as a peritonitis episode with clinical improvement within 48 hours and dialysate clearing, but with persisting positive dialysate cultures. We retrospectively analyzed the outcome of such cases observed between 1/1998 and 12/2007. In all cases, intraperitoneal (IP) urokinase (100 000 units) and oral rifampicin (600 mg every day for 3 weeks) were added to intravenous vancomycin. Results 33 cases of CoNS peritonitis were recorded and 11 of them (33.3%) met the criteria of persisting asymptomatic CoNS dialysate infection. All were initially treated with intravenous vancomycin and oral ciprofloxacin, according to our protocol. Dialysate clearing, defined by a white blood cell count <100/μL, was noted at day 8 (range 4 – 17 days) on average, while dialysate cultures were still positive a mean of 6 (range 0 – 16) days later [i.e., 13.9 (range 5 – 24) days after peritonitis onset]. IP urokinase instillation was performed an average of 18.9 (range 11 – 30) days after peritonitis onset. Treatment success, defined by peritonitis resolution with sterilization of the dialysate, without catheter removal and relapse peritonitis within 6 weeks of treatment completion, was observed in 7 of 11 (64%) cases. No side effects following IP urokinase instillation were noted. One case of rifampicin-induced toxidermia was recorded. Conclusion IP urokinase and oral rifampicin in addition to conventional antibiotics resulted in a catheter salvage rate of 64% in persisting asymptomatic dialysate infection following a CoNS peritonitis. Larger studies are needed to confirm these results. In CoNS peritonitis, dialysate cultures should be repeated, even after clearing of the dialysate, to avoid missing persisting asymptomatic infection.
Common fraud experienced by the elderly: findings from a 1998 survey in Houston, Texas

Abstract:This study investigated the types and frequency of frauds experienced by seniors of different ethnic groups attending senior centers in 1998. Two hundred seniors aged 65 years or older were surveyed at 6 selected senior centers in Houston, Texas, and were asked to report the occurrence of frauds over the past year. Forty-three seniors (27%) responded that they had been victims of frauds, such as fake free prizes, work around the house, products to improve health and beauty, false insurance coverage, fees paid to attorneys and accountants, appliance repairs, credit restoration, investment participation, magazine subscriptions, and training courses. The prevalence of a reported experience with frauds by race or ethnicity was 47% of Hispanic seniors, 35% of African Americans, 25% of non-Hispanic whites, and 10% of Asians. The multivariate analysis adjusting for demographic factors showed that risk of experiencing frauds had no statistically significant association with age, gender, ethnicity, or marital and living status.

Abstract:Background and Objectives: Elder financial exploitation, committed by individuals in positions of trust, and elder fraud, committed by predatory strangers, are two forms of financial victimization that target vulnerable older adults. This study analyzes differences between fraud and financial exploitation victims and tests routine activity theory as a contextual model for victimization. Routine activity theory predicts that criminal opportunities arise when a motivated offender and suitable target meet in the absence of capable guardians.Research Design and Methods: Fifty-three financial exploitation and fraud cases were sampled from an elder abuse forensic center. Data include law enforcement and caseworker investigation reports, victim medical records, perpetrator demographic information, and forensic assessments of victim health and cognitive functioning.Results: Fraud and financial exploitation victims performed poorly on tests of cognitive functioning and financial decision making administered by a forensic neuropsychologist following the allegations. Based on retrospective record review, there were few significant differences in physical health and cognitive functioning at the time victims' assets were taken, although their social contexts were different. Significantly more fraud victims were childless compared with financial exploitation victims. Fraud perpetrators took advantage of elders when they had no trustworthy friends or relatives to safeguard their assets.Discussion and Implications: Findings support an adapted routine activity theory as a contextual model for financial victimization. Fraud most often occurred when a vulnerable elder was solicited by a financial predator in the absence of capable guardians. Prevention efforts should focus on reducing social isolation to enhance protection.

Abstract:Importance: Financial fraud and scams targeting older adults are on the rise and pose serious public health and economic threats. Research on the vulnerability of older adults to fraud and scams relies almost exclusively on self-reported data, which have several intrinsic limitations. Thus, how older adults truly respond to fraud attempts remains unclear. Objective: To explore the vulnerability of older adults to a US government impersonation scam. Design, setting, and participants: This cross-sectional study, conducted from October to December 2021 among communities in the greater Chicago metropolitan area, was framed as a fictitious government agency reaching out to older adults about a potential compromise of personal information relevant to their Social Security and Medicare benefits. Participants were older adults participating in the Rush Memory and Aging Project, an ongoing cohort study of chronic conditions of aging. Data analysis was performed from February to August 2023. Exposures: Participants were exposed to deceptive materials through mailers, emails, and phone calls by a live agent. Main outcomes and measures: Based on the phone call data, participants were classified into 3 groups: no engagement (participants who did not answer the phone or call in), engagement (those who answered or called in but were skeptical about the legitimacy of the outreach and did not give away personal information), and conversion (participants who answered or called in without skepticism, or confirmed that they did not change their personal information, or provided the last 4 digits of their Social Security number). Results: A total of 644 older adults (501 [77.8%] female, 143 [22.2%] male), with a mean (SD) age of 85.6 (7.5) years, were included. A total of 441 (68.5%) participants did not engage, 97 (15.1%) engaged but raised skepticism, and 106 (16.4%) converted. Older adults who engaged but with skepticism had the highest cognition and financial literacy, while those in the conversion group had the lowest scam awareness. No differences were observed in psychological and other behavioral measures by the levels of engagement. Conclusions and relevance: In this cross-sectional study using a behavioral experiment that mimicked a real-world imposter scam, a sizable number of older adults engaged without skepticism. Results suggest that many older adults, including those without cognitive impairment, are vulnerable to fraud and scams.

Abstract:Concern about the risk of consumer fraud victimization among the elderly has led to programs that disseminate fraud prevention information and provide services. However, little is known about how seniors access such information or learn about or contact these programs. Drawing on scholarship on fraud, media consumption, and the fear of crime, this study contributes to efforts to understand and reduce consumer fraud victimization. Analyses of data from adults age 60 and above demonstrate that certain segments of the elderly population access a greater variety of information sources to learn about fraud prevention. In turn, such access is associated with greater fraud prevention program awareness and contact.

Abstract:According to psychological and popular opinion, older persons are especially susceptible to consumer fraud. Research on cognitive and affective aging reveals age-related changes that could increase the vulnerability of older persons to consumer fraud. However, this research does not show that consumer fraud actually is more prevalent among older persons. In generalizing from laboratory findings of cognitive decline to age differences in the prevalence of consumer fraud, psychologists may underestimate the influence in everyday life of possible protective factors associated with old age, including increased experience and changes in goals, lifestyle, income, as well as purchasing and risk behaviors. We review evidence on the prevalence of consumer fraud and conclude that there is no clear indication that it is more prevalent among older persons. Aggregating across all consumer frauds, there is evidence that consumer fraud is less common among older persons than adults of other ages. This evidence is potentially flawed, however, because of failings inherent in the methodologies. In the absence of irrefutable data, it is premature to conclude that consumer fraud is less prevalent among older adults, but it is also premature to conclude that consumer fraud is more prevalent among older persons, as is assumed in conventional and psychological wisdom.

Abstract:Objective: In 2023, the damage caused by "special fraud'' will amount to approximately US$285 million in Japan, with a marked increase in the number of victims among the older population aged 65 and over, who account for about 86.6% of the total. "Special fraud'' is a crime in which suspects phone victims and pretend to be police officers, victims' family members, etc. to have victims transfer cash to the suspects' bank account. In other cases, a suspect visits a victim's house after such a phone call and directly receives the victim's cash and/or cash cards. The purpose of this study is to clarify the factors that contribute to fraud victimization among the elderly and to strengthen measures to prevent victimization. Methods: The subjects of the analysis were 840 residents of Arakawa Ward, Tokyo, aged 65 years or older, who participated in the Arakawa 65 Years and Older Survey or the Arakawa 85 Years and Older Survey. Data on participants' fraud experiences, level of caregiving, living environment, and various psychological measures, including the Fraud Vulnerability Score (SVS), the Satisfaction with Life Scale (SWLS), the Resilience Scale (RS), the Mini-Mental State Examination (MMSE), and the Geriatric Depression Scale (GDS) were collected. Multiple logistic regression was used to explore the relationship between these factors and fraud victimization, adjusting for age, gender, level of caregiving, and living situation. Results: Fraud victims (n = 37) and non-victims (n = 803) differed significantly in terms of SVS and SWLS. Fraud victims had higher fraud vulnerability scores and higher life satisfaction. Logistic regression analysis confirmed that higher SVS and SWLS were significantly associated with a higher likelihood of experiencing fraud (SVS OR = 0.799, CI: 0.720 – 0.887, p < 0.001; SWLS OR = 0.928, CI: 0.870 – 0.989, p = 0.(022). Conclusion: Given that fraud victimization is correlated with fraud vulnerability and high life satisfaction, it is critical for older adults and their caregivers to implement strategies aimed at reducing fraud risk. This study highlights the need for targeted interventions that address the unique vulnerabilities of the urban elderly population.

Abstract:Due to the rise in scams perpetrated against older adults, Adult Protective Service workers are more frequently involved in investigating these matters. One significant aspect of scam involvement is the assessment of informed financial decision-making. This study examined 175 consecutive scam cases APS workers investigated using a 10-item financial-decision making tool. Two-thirds of the sample displayed deficits in decision-making. The decision-making tool was effective in differentiating those rated as having deficits from those without deficits. Analysis of each scored item found differences between groups on six of the seven items. A review of the item responses illustrates the types of deficits in understanding and appreciation of the scam and its impact on the older person and their family.

Abstract:Research on Aging, Ahead of Print. Using data from the 2015 wave of the China Household Finance Survey (N ≈ 12,100), this study used structural equation modeling to examine the relationship between socioeconomic conditions (i.e., educational attainments, hukou status, and household financial assets per capita) and financial fraud victimization among Chinese older adults and the mediating roles of financial literacy and financial attitudes (i.e., interest in financial matters and risk tolerance). We found that although neither educational attainment nor hukou status was directly related to financial fraud victimization, household financial assets per capita was postively associated with the risk of financial fraud victimization. In addition, higher educational attainment, urban hukou, and more financial assets per capita were associated with more risk of financial fraud victimization through higher levels of financial literacy and higher interest in financial matters. Implications for preventing and protecting Chinese older adults from financial fraud victimization are discussed.

Abstract:Objective: Many older adults who are cognitively intact experience financial exploitation (FE), and the reasons for this are poorly understood. Methods: Data were gathered from 37 older adults ( M age = 69.51, M education = 15.89, 62% female) from the Finance, Cognition, and Health in Elders Study (FINCHES). Twenty-four older adults who self-reported FE were demographically-matched according to age, education, race, and MoCA performance to thirteen older adults who denied experiencing FE. Participants completed the Tilburg Frailty Inventory. Results: FE participants reported greater total frailty ( t = 2.06, p = .04) when compared to non-FE participants. Post-hoc analyses revealed that FE participants endorsed greater physical frailty ( U = 89, p = .03), specifically poorer sensory functioning (hearing and vision). Discussion: Findings suggest frailty is associated with FE in old age and may represent a target for intervention programs for the financial wellbeing of older adults.
Novel methods for assessment of vulnerability to financial exploitation (FE)

Abstract:Financial exploitation (FE) is a complex problem influenced by many factors. This article introduces two novel methods for assessment of FE vulnerability: (1) performance-based measures of financial skills using web-based simulations of common financial tasks; (2) scam vulnerability measures based on credibility ratings of common scam scenarios. Older adults who were male, younger, Hispanic, more educated, with higher incomes performed better on the simulated financial tasks. Better performance was also related to higher cognitive function and numeracy, and more experience with technology. On the scenario-based measures, older adults who were male, younger, African American, less educated, and lower income showed higher FE vulnerability. Higher scam vulnerability was also related to poorer performance on the simulated financial tasks, lower cognitive function, less experience with technology, more financial conflict/anxiety, more impulsivity, and more stranger-initiated FE. Findings indicate that these novel measures show promise as valid indicators of vulnerability to FE.

Abstract:Journal of Applied Gerontology, Ahead of Print. Ageism, or age-based negative stereotypes, prejudice, and/or discriminatory behaviors toward older adults, has been linked with various detrimental physical and psychological consequences. The current study examined the relevance of ageist attitudes to financial exploitation vulnerability (FEV) among older adults and investigated whether feeling older than one's chronological age (i.e., older subjective age) moderated the ageist attitudes-FEV association. 230 participants (M age = 72.08, SD = 5.74) filled out scales assessing ageist attitudes, subjective age, and provided relevant sociodemographic information. High levels of ageist attitudes and an older subjective age were associated with increased FEV. Moreover, the ageist attitudes-FEV association was significantly stronger among participants reporting an older subjective age. The results highlight the importance of taking into account ageism and subjective age in order to gain a deeper understanding of the underlying mechanisms which render older adults vulnerable to financial exploitation. Practical and empirical implications are discussed.

Abstract:Criminals targeting and exploiting older adults in online environments are of great concern. This study systematically retrieved and analyzed articles on the psychological characteristics of older adult victims of online fraud. First, we found that there was no evidence that older adults were more prevalent than other individuals of other ages among online fraud victims, and current researchers have focused more on why older adults are easy targets for fraud (susceptibility to being cheated). Second, research on psychological factors of older adults' susceptibility to online fraud has mainly focused on cognitive function, trust traits, and other personality traits, such as social loneliness, the Big Five personality traits, and self-control. Among them, most researchers claim that the cyber-cheating of older adults may be due to a decline in their cognitive function. However, there has not been a consensus on how cognitive function and physical and mental conditions affect older people who are cheated. Third, techniques (i.e., methods and techniques used by fraudsters) and experience (i.e., familiarity with internet technology or fraud) may be related to the susceptibility of older adults to fraud, and these studies have also not yet generated a consensus supported by reliable data. Based on the above research uncertainties, we propose that fraud prevention and control strategies for older adults should be applied with caution.

Abstract:Financial fraud is pervasive and can be devastating for its victims. While numerous campaigns designed to warn and educate consumers about financial fraud exist, there is very little evidence on whether these initiatives are effective at reducing susceptibility to scams. We conduct a randomized experiment among a representative sample of U.S. adults and find that short, online educational interventions can meaningfully reduce fraud susceptibility, and that effects persist for at least three months following a reminder. Investigating mechanisms, we find no evidence that the educational intervention reduced willingness to invest generally, but rather increased knowledge which participants were able to selectively apply. We find that beneficial effects are concentrated among individuals who are more likely to invest, particularly the financially sophisticated. Our results indicate that brief financial education interventions can meaningfully reduce susceptibility to financial fraud.
Can adults discriminate between fraudulent and legitimate e-mails? Examining the role of age and prior fraud experience

Abstract:The present study assessed how accurate adults are at detecting fraudulent e-mail activity. A total of 100 younger (18-26 years) and 96 older adults (60-90 years) categorized a series of e-mails as legitimate or fraudulent phishing schemes and self-reported their fraud experiences. Younger and older adults did not differ in accuracy rates when categorizing the e-mails (72%), but older adults used a "high-suspicion" strategy where they were more likely to mislabel a legitimate e-mail as fraudulent compared to younger adults. Younger adults were less likely to be targeted by fraud than older adults, but the groups were victimized at similar rates. Being a prior fraud victim negatively related to e-mail detection performance, but this differed across age groups and the extent of fraud experience. Together, these results provide insight into the relation between fraud experience and the ability to detect e-mail scams and can inform fraud prevention and education initiatives.

Abstract:Cognitive decline may lead older Americans to make poor financial decisions. Preventing poor decisions may require timely transfer of financial control to a reliable agent. Cognitive decline, however, can develop unnoticed, creating the possibility of suboptimal timing of the transfer of control. This paper presents survey-based evidence that older Americans with significant wealth regard suboptimal timing of the transfer of control, in particular delay due to unnoticed cognitive decline, as a substantial risk to financial well-being. This paper provides a theoretical framework to model such a lack of awareness and the resulting welfare loss. (JEL G51, G53, H55, J14, J26, J32)

Abstract:With the rapid development of Internet technology and the increasing popularity of smart phone applications, the problem of financial fraud has become increasingly prominent, and people of different ages are at risk, which has caused serious impact on society. Victims of financial fraud are usually affected by herd mentality, loss aversion, confirmation bias, etc., while scammers use false publicity to induce investors to make their assets suffer losses. After in-depth analysis of the causes of fraud, this study believes that improving public financial literacy and strengthening financial education become the key to prevent fraud in the whole society. Specifically, college students should deepen their understanding of financial knowledge, and middle-aged and elderly people should improve their awareness of network security and basic knowledge of financial management. Through in-depth research and comprehensive policies, it is expected to build a safe and honest financial environment, ensure the property safety of people of all ages, and promote stable and healthy economic development.
