Abstract:Abstract Background This study compares perspectives on specialized ophthalmic medical institutions, identifies the gaps in property and geographic offerings, and explores the ways that ophthalmic medical institutions can better allocate resources. The results of this research will increase patient’s access to equitable and high-quality ophthalmic care in China. Methods The data for this research was gathered from the Survey of China National Eye Care Capacity and Resource for the year 2015. The paper specified the number, professional level of expertise, and educational background of ophthalmic health personnel. The authors of the paper analyzed and compared the differences in ophthalmic care in public vs. private and urban vs. rural regions in China. Descriptive statistics were used. Results Of the 395 specialized ophthalmic hospitals surveyed, 332 were private medical institutions (84%), and 63 were public (16%). Of the 26 607 ophthalmic personnel surveyed, working in specialized ophthalmic hospitals, 17 561 were in private hospitals (66%) and 9 046 were in public ones (34%). Furthermore, 22 578 of those personnel worked in urban ophthalmic institutions (85%) and 4 029 worked in rural ones (15%). As for regional differences, 14 090 personnel were located in eastern China (53%), 8 828 in central regions (33%), and 3 689 in the western regions (14%). Conclusions Public ophthalmic medical institutions still face challenges in providing equitable and widespread care. The availability of well-staffed health centers varies significantly by region. These variations impact resource allocation and directly lead to inequalities and inaccessibility of health services in certain regions of China.

Abstract:Objective: To compare and analyze the ophthalmic resources and service ability in Shanxi Province in 2014 and 2021, and to provide reference for the development planning of ophthalmology and eye care. Methods: In this cross-sectional study, a questionnaire survey was conducted among all ophthalmic institutions registered in the health administrative department in 11 cities of Shanxi Province by the end of 2014 and 2021 by using the National Ophthalmology Competency Resource Questionnaire (compiled by the Medical Administration and Hospital Authority of the National Health and Wellness Commission). The basic situations of ophthalmic institutions in 2014 and 2021, as well as the human resources, ophthalmic equipment configuration, technology and medical service capabilities, were recorded and compared. The chi-square test was used for statistical analysis. Results: A total of 270 questionnaires for 2014 were collected from 270 ophthalmic institutions, and 292 questionnaires for 2021 from 292 ophthalmic institutions. The institution categories in 2014 (197 general hospitals, 31 eye hospitals and 42 others) were statistically different from those in 2021 (182 general hospitals, 45 eye hospitals and 65 others) (P<0.05). The proportion of doctors with senior titles in ophthalmic institutions increased from 25.5% (346/1 358) in 2014 to 41.7% (580/1 391) in 2021, the proportion of senior technicians increased from 9.4% (14/148) to 25.3% (110/435), the proportion of doctors with junior titles decreased from 42.1% (572/1 358) to 26.5% (369/1 391), and the proportion of junior technicians decreased from 45.3% (67/148) to 39.1% (170/435). There was a significant difference in the distribution of professional titles between doctors and technicians in ophthalmic institutions (P<0.05). The number of doctors (130 to 28), nurses (152 to 50), technicians (33 to 11) and full-time optometrists (44 to 12) in the first-class ophthalmic institutions decreased, the increase of equipment with the ophthalmic A-ultrasound scan system, fundus camera and coherent optical tomography system (35.1%, 28.9% and 25.4%; P<0.05) ranked the top three, and the increase of performing the phacoemulsification procedure, intraocular lens implantation, intravitreal injection and iris surgery (30.2%, 24.7% and 20.7%; P<0.05) ranked the top three in 2021 as compared to 2014. Conclusions: The resources and service ability of ophthalmology in Shanxi Province developed in 2021 in comparison with 2014. However, there were some problems, such as changes in the type and structure of eye institutions, unreasonable proportions of professional titles, insufficient human resources in primary ophthalmic institutions, and slow improvement in the allocation of ophthalmology equipment and technical capabilities.

Abstract:Objectives: investigate ophthalmology resource and service skill to provide basis of blindness prevention and treatment. Methods: 1028 ophthalmology hospitals and general hospitals were selected in P.R.China. Questionnaire was designed and sent to selected hospitals by letters. 953 effective questionnaires were received. The content in questionnaire included beds, health professionals, facilities, service skill and surgery in ophthalmology. Results: Average beds utilization rate was 83%, health professionals in ophthalmology were 10010, including 5831 doctors and 3844 nurses and 335 technicians. Senior professionals were 1418, mid professional were 3110 and primary professional were 3602. Outpatients were 8021002 and surgeries were 322279, including 111274 cataract operation. Conclusions: The ophthalmic resource had got certain development, but there were many problems such as low proportion of doctor and nurse, few senior professionals, low beds utilization rate and low efficiency of human resource. The other problem was too expensive cataract operation cost compared of family income. Some suggestions as well as human resource training, good mechanism and organization building, efficiency promotion and medical security construction were considered to be done to rational utilize resource, extend rural ophthalmology service net and building three grade blindness prevention and treatment system.

Abstract:It is of significant biological interest and medical importance to develop class- and isoform-selective histone deacetylase (HDAC) modulators. The impact of the linker component on HDAC inhibition specificity has been revealed but is not understood. Using Born-Oppenheimer ab initio QM/MM MD simulations, a state-of-the-art approach to simulating metallo-enzymes, we have found that the hydroxamic acid remains to be protonated upon its binding to HDAC8, and thus disproved the mechanistic hypothesis that the distinct zinc-hydroxamate chelation modes between two HDAC subclasses come from different protonation states of the hydroxamic acid. Instead, our simulations suggest a novel mechanism in which the chelation mode of hydroxamate with the zinc ion in HDACs is modulated by water access to the linker binding channel. This new insight into the interplay between the linker binding and the zinc chelation emphasizes its importance and gives guidance regarding linker design for the development of new class-IIa-specific HDAC inhibitors.
Distribution and Determinants of Hospital Efficiency and Relative Productivity in County-Level Hospitals in Rural China: an Observational Study

Abstract:BackgroundCataract surgery is very important to prevent blindness, but its productivity and efficiency in China are unknown. Our study aimed to evaluate the geographical distribution of cataract surgeons and prospectively identify the factors associated with the increased productivity in cataract surgery and efficiency in outpatient ophthalmic services in rural Chinese hospitals.MethodsData were prospectively collated from various hospital datasets and the census registered by the geographical unit county. Prior to mapping, the geographical location data of counties were cross-linked with the equivalent ophthalmologist and service output data to create categories and map multiple data attributes. Descriptive statistical analyses were performed to characterise the data stratified by county. Linear regression analyses were used to explore the factors associated with the increased productivity/efficiency.ResultsThe ophthalmologists, surgical productivity of ophthalmologists and outpatient efficacy of ophthalmologists significantly varied across counties. During the period between 2016 and 2018, the median (IQR) change in surgical productivity of and outpatient efficacy of ophthalmologists were 31.627 (−3.33 to 29.94) and 118.08 (−132.30 to 740.89). In the simple regression analysis for predictors of a high productivity change, only the increased number of phaco machine had statistical significance (p=0.003). In addition, only the gross domestic product per capita in 2016 was associated with an increased improvement in efficiency of outpatient services (p=0.008).ConclusionsThis study demonstrated that the ophthalmologist productivity and the efficiency of outpatient services were unequally geographically distributed, and their predictors were identified. Further studies to elucidate the extent of the problem and improve the health service delivery models are required.

Abstract:Purpose: To investigate the distribution of cataract surgery performed by ophthalmologists in China.Methods: A cross-sectional study was designed to investigate nationwide ophthalmological resources and capacity for cataract surgery in China⁠-The 2014 China National Eye Care Capacity and Resource Survey. Data analyzed in this report included regional distribution, urban-rural comparison, levels and types of medical institutions, and cataract surgery types and volume per surgeon. In China, only ophthalmologists at or above the level of attending are eligible to perform cataract surgery independently, so the ability of cataract surgery for ophthalmologists at or above the level of attending is analyzed in the current study. Descriptive statistics were used.Results: 36,333 ophthalmologists were included in this survey, which is an average of 1.33 ophthalmologists to every 50,000 population. Of the surgeons in this survey, 23,412 (50.22%) were attending or more senior ophthalmologists and were mainly distributed in eastern urban areas. Annual average cataract surgeries per ophthalmologist in China were 259 in 2017, less than 300 cases.Conclusion: The average number of ophthalmologists per population in China has achieved the goal of WHO's Vision 2020; however, these surgeons are concentrated in urban areas. Further, the ability of cataract surgery among ophthalmologists is unbalanced. The annual average cataract surgeries performed by ophthalmologists are insufficient, which is an important factor resulting in the current situation in China that ophthalmic service capacity has not met the requirements for eliminating cataract blindness.
[Screening of cataract surgery in four rural populations aged 50 years old and above in western China].

Abstract:OBJECTIVE:To estimate the cataract surgical coverage and cataract surgery rate and to assess the visual outcome of cataract surgery among individuals aged at or over 50 years old in four rural populations from four different areas of western China. METHODS:This cross-sectional study, performed during the period 2003 - 2005, used the method of cluster sampling and recruited 5562 persons aged 50 years old or above through household census. Standardized ocular examinations including visual acuity test, intraocular pressure measurement, slit-lamp and fundus examination were performed. The main outcome criteria were cataract surgical coverage, cataract surgery rate, complication rate and visual outcome after cataract surgery. RESULTS:Of individuals with bilateral presenting visual acuity < 6/60 due to age-related cataract, the cataract surgical coverage was 54% in Qinghai. It was the highest among these four populations. The highest cataract surgery rate (CSR) value was 1551 in Qinghai and the lowest 143 in Guangxi during the period of 2000-2002. The overall intraocular lens implantation rate was 51.5% in 200 eyes with cataract surgery and 40.5% eyes with post-operative visual acuity < 6/60. The overall post-operative complication rate was 28%. CONCLUSION:In the beginning of 21st century, the cataract surgical coverage in four rural populations aged 50 years old or above in western China was low and similar to the situation of the last decade in eastern China. Cataract surgical technique and low IOL implantation rate are the main causes for a poor visual outcome. To reduce the risks of cataract blindness, the clinicians should substantially improve the visual outcome as well as the number of cataract surgery.
Analysis on the allocation of human resources and equipment in public medical institutions in one district of Shanghai

Abstract:Objective:Analyze on the allocation of human resources and equipment in public medical institutions from 2008 to 2012 in order to provide the information for the government to optimize resource allocation. Methods Secondary data and data from the survey of public general hospitals and community health centers in the district were used in the analyses. Results The number of health care professionals in the public general hospitals and community health centers increased, but the number of physicians and the proportion of physicians with high professional level declined in community health centers. In addition, talent drain existed in the above institutions and insufficient allocation of large equipment existed in the district. Conclusion In order to improve medical competence of public medical institutions in the district, human resource allocation, compensation and incentive mechanism should be improved, and large equipment in the public medical institutions should be invested by the government.

Abstract:The principal problems of healthcare services in China are “difficulty in seeing a doctor”and “high expense of getting medical service” (commonly known in Chinese as “kan bing nan, kan bing gui”). The central Chinese government has already launched the bottom-up cascading medical system and two-way referral system recently in order to solve these problems (1). Only when patients go to medical institutions in an orderly fashion, can we see the hope of breaking the kan bing nan, kan bing gui (2). However, we face a number of obstacles when implementing the referral policies. The biggest obstacle is the lack of Human Resource (HR) for primary care both in capacity and volume (3). The central Chinese government has launched a series of policies to deal with the shortage of HRs in rural areas. Profound measurements involve postgraduate training for General Practitioner (GP) (a three-year plan beginning in 2010 for producing health professionals for rural areas and improving rural retention), “3 2” medical education model (3-year diploma education and 2-year postgraduate GP training), and in-service training for physicians in rural areas (4). It is not the time to assess their effectiveness, however, these measurements are certain to improve the capacity of Community Health Service (CHS) institutions.

Abstract:Background The improvement of the eye care system has being a strong guarantee for blindness prevention.However,medical resources of eye care in Tibet autonomous region cannot jet meet the effective requirement.Knowing the present situation of medical resources of eye care in Tibet can help reasonably allocate scarce medical resources.Objective This survey was to understand the status of eye care in Tibet area.Methods A questionnaire-based study was performed in Lhasa from April 2016 to June 2016,human resources,equipments were issued toward to all level of medical structures and answered by eye doctors.Results The coverage of the questionnaires was 100％ in Tibe area,and the effective response rate was 100％.Up to 2015,Tibet autonomous region had a total of 21 medical institutions with eye clinical ability with 1/151 000 per capita according to the Tibetan population released by national statistics bureau in 2014 and without any eye hospitals or eye clinics.In the 21 medical hospitals,19 (90.5％) had professional eye doctors,13 (61.9％) had independent eye departments,and 11 (52.4％) had operating room special for eye surgeries.One hundred and twenty ward beds were set in Tibet,and 1.6 eye doctors served in average for 100 000 Tibetan.Only 3 eye doctors with master degree and 14 eye nurses in Tibet area.There were a few elementary diagnostic and surgical instruments with an average of 326.2 eye simple operations in 2015.Conclusions The human resources and equipments as well as instruments are still insufficient for eye care in Tibet autonomous region,particularly in community-and county-level.

Abstract:Respiratory problems such as throacic injuries, shock lung, fat embolism aspiration are predominant in a specialized intensive care unit for patients with multiple trauma. The most important pulmonary complications are tension pneumothorax (in which case an immediate diagnosis is essential), atelectasis, lesions of the trachea, and pulmonary infections (12 percent of the patients). With severe head injuries it is often difficult to decide whether intensive care is justified. Unfortunately, there are no clear criteria for an early assessment of the prognosis in many of these cases.
Choice of and Equity in First-Contact Care in China’s Zhejiang and Qinghai Province: A Comparative Study

Abstract:Abstract Background The imbalance between health needs and healthcare resources has become more serious in China. The hierarchical diagnosis and treatment system has played an important role in solving the problem, one goal of which was to increase the use of basic-level medical facilities. This study aimed to compare the choice of and equity in first-contact care among residents in Zhejiang and Qinghai provinces, China. Methods First-hand data were obtained through a cross-sectional survey of residents of Zhejiang and Qinghai. We first compared the proportion of residents who select primary healthcare institutions as the setting for first-contact care. Then we compared horizontal equity using the concentration index decomposition method. An urban-rural subgroup analysis was carried out for both provinces. Results A total of 4899 residents were enrolled, 2872 from Zhejiang and 2027 from Qinghai. The proportion of residents selecting a PHI as their first-contact care provider was 82.5% in Qinghai, and 54.4% in Zhejiang. The horizontal inequity index of selecting a PHI as first-contact care was − 0.180 and 0.007 in Zhejiang and Qinghai, respectively. The HI was − 0.088, -0.160, 0.069, and − 0.058 in rural Zhejiang, urban Zhejiang, rural Qinghai, and urban Qinghai, respectively. Conclusions The proportion of residents selecting a PHI as their first-contact care provider in Zhejiang was lower and the extents of horizontal inequity were more serious compared with Qinghai’s. We suggest that medical reform should be implemented based on socioeconomic development, because of China’s geographic vastness and the considerable amount of difference in development among geographic areas. Larger gaps in the medical insurance reimbursement ratio between different levels of medical institutions might aid in increasing the equitable utilization of PHIs.
Statistical Analysis of Ophthalmic Diseases Related Randomized Controlled Trials Published in SCI Journals from Mainland China

Abstract:Background Recently,the number of randomized controlled trials on ophthalmic diseases that published in international journals from mainland China has increased gradually.There is no systematic summary in this field.Objective To systematically search and analyze the distribution of ophthalmic diseases related randomized controlled trials (RCT) published in SCI journals from mainland China up to November,2012.Methods The search was performed on Pubmed using “Ophthalmology”,“Eye” and all of their inferior subjective terms,with type of literature being limited as randomized controlled trial,and country as China.All retrieved papers were screened,data extracted and analyzed.Results There were 68 ophthalmic diseases related RCT papers published from mainland China since 1989.After 2005,the number of RCT papers from mainland China increased quickly with 7 in 2006,11 in 2009,and 15 in 2011.The 68 RCT papers were focused on cataract,optometry,glaucoma,corneal and conjunctival diseases,ophthalmic immune and pharmacology,and fundus diseases.The RCT papers were published in a total of 35 SCI journals including most kinds of ophthalmic journals such as Ophthalmology,IOVS and a few journals on other specialty.The journal Clin Experiment Ophthalmol had the maximum RCT papers from China (8 papers).The 68 RCT papers came from 26 departments in mainland China,mainly from the hospitals affiliated to medical university in Guangzhou,Beijing,Shanghai,Wenzhou and Hangzhou.Conclusions The number of ophthalmic diseases related RCT papers published in SCI journals from mainland China increased continuously.The papers were mainly focused on cataract,optomctry and glaucoma.The number of these papers,however,was still small and imbalance between districts existed.
Impact of cataract screening integrated into establishment of resident health record on surgical output in a rural area of south China

Abstract:BACKGROUND: Strategy establishment for improving the efficiency and sustainability of cataract surgical output is important for eye health program. The aim of this study is to assess the three-year output of a novel cataract screening model integrated into establishment of resident health record in a rural area of south China.METHODS: A novel cataract screening model which combined private hospital screening and annual health examinations for establishing resident health record from January 2015 to December 2017 was implemented in an eye hospital in Zhaoqing, Guangdong, China. Demographic information and cataract surgery rate were recorded. A subgroup of patients who underwent cataract surgery were surveyed by customized questionnaire to determine the accessibility to eye-care services and barriers to cataract surgery.RESULTS: A total of 172,814 people aged ≥50 years in Zhaoqing were screened and 56,292 (32.57%) people were diagnosed with age-related cataract, among whom 18,422 (10.66%) with a best corrected visual acuity (BCVA) less than 20/63 were recommended for cataract surgery. Surgery was performed on 11,105 (60.28%) recommended patients. After the introduction of this screening model, the cataract surgical rate (CSR) in this area dramatically increased to 2,739/million/y (by 1.8 folds) in 2015 and 3,678/million/y (by 2.4 folds) in 2017, compared with that in 2014 (1,520/million/y). Accessibility to eye-care service was improved, and the main reason for not receiving cataract surgery changed from misconception of cataract to having good vision in the fellow eye after 3 years of screening.CONCLUSIONS: This study documented the benefit of a novel cataract screening model integrated into establishment of resident health record in rural China, which may serve as a cost-effective, practicable, and sustainable strategy to disseminate cataract knowledge and eliminate cataract blindness.

Abstract:Chinese ophthalmology residency training is continuously evolving with an emphasis on standardization. In this article, we assess the current status of ophthalmology residency training in China compared with that in the United States through analysis of literature review and onsite data collection. We comprehensively review various aspects of the residency training structure in China, including accreditation, resident selection, clinical and surgical curricula, research requirements, and evaluation. Our report demonstrates significant regional differences among training programs due to the lack of a national standard, resulting in varying competencies of graduating Chinese ophthalmology residents. The Chinese ophthalmology community is determined to improve the standardization process and quality of training for their ophthalmologists, an important goal that will facilitate international fellowship studies, exchange scholars, and research collaboration.

Abstract:Background: China's rural population is immense, and to ensure the well-being of rural residents through healthcare services, it is essential to analyze the resources of rural grassroots healthcare institutions in China. The objective is to examine the discrepancies and deficiencies in resources between rural grassroots healthcare institutions and the national average, providing a basis for future improvements and supplementation of rural healthcare resources. Methodology: The study analyzed data from 2020 to 2022 on the number of healthcare establishments, the capacity of hospital beds, the number of healthcare professionals, and the number of physicians in both rural and national settings. Additionally, it examined the medical service conditions and ratios of township health centers in rural areas to assess the resource gap between rural areas and the national average. Results: Healthcare establishments: On average, there were 2.2 fewer healthcare institutions per 10,000 persons in rural areas compared to the national average over three years. Hospital beds: On average, there were approximately 36 fewer hospital beds per 10,000 persons in rural areas compared to the national average over three years. Healthcare professionals and physicians: On average, there were about 48 fewer healthcare technical personnel and 10 fewer practicing (including assistant) physicians per 10,000 persons in rural areas compared to the national average over three years. Conclusion: Compared to the national average, there are significant discrepancies and deficiencies in grassroots healthcare resources in rural China. This underscores the necessity of increasing funding to progressively enhance the number of healthcare institutions in rural areas, expand the number of healthcare personnel, and elevate medical standards to better align with national benchmarks. Improving rural healthcare resources will strategically equip these institutions to cater to rural communities and effectively handle public health emergencies. Ensuring that the rural population in China has equal access to healthcare services as the rest of the country is crucial for promoting the well-being of rural residents and achieving health equity.

Development and influencing factors of ophthalmology residency training in a program in China--an analysis of a 360-degree evaluation results in the past 5 years

Abstract:Abstract Background To explore the development of ophthalmology residents and the factors that influence resident performance in China with a 360-degree evaluation. Methods 59 residents enrolled in the resident training system at Peking University People's Hospital were evaluated by a 360-degree evaluation system created by the Chinese Medical Doctor Association (CMDA) from July 2017 to September 2021. All residents were required to complete a 3-year training program. An online evaluation questionnaire was applied and resident's entire score was added together and transformed to a percentage system. The data was statistically analyzed with T-paired test and multiple linear regression analysis to determine the changes of resident’ evaluation results and the potential influencing factors on the residents' grades. Results A total of 364 evaluations for 59 residents and 20 instructors were conducted. By September 2021, a total of 28 residents had finished the program, with another 31 in the process. There was generally positive trend in performance ratings. In years 1, 2, and 3, the average scores were 82.67 ± 8.26, 89.85 ± 6.03, and 91.77 ± 4.03, respectively. There is a substantial difference in average scores between year 1 and year 2 (P = 0.000) but not between year 2 and 3 (P > 0.05). Residents' average clinical skills scores are 45.08 ± 3.36, 50.34 ± 4.95, and 51.06 ± 5.51 and non-clinical skills scores are 37.55 ± 3.42, 38.16 ± 5.07, and 38.93 ± 3.19 by the end of year 1, 2, and 3, respectively. There was a significant improvement in residents' clinical skills in the first year compared to the second year (P = 0.003) but not between the second and third year (P > 0.05). There was no significant improvement of non-clinical skills regardless of the year. Educational background, rather than other characteristics, had the biggest impact on residents’ achievement in the first and second years of training. Conclusion Ophthalmology residents' performance improved significantly from the first to the second year, after which they reached a plateau. Different education backgrounds had the greatest impact on their first-year performance. Additional attention should be devoted to senior residents and residents with inferior educational backgrounds.
Resources and Workforce in Top-Tier Psychiatric Hospitals in China: A Nationwide Survey

Abstract:Objectives: Mental healthcare has gained momentum and significant attention in China over the past three decades. However, many challenges still exist. This survey aimed to investigate mental health resources and the psychiatric workforce in representative top-tier psychiatric hospitals in China. Methods: A total of 41 top-tier psychiatric hospitals from 29 provinces participated, providing data about numbers and types of psychiatric beds, numbers of mental health professionals, outpatient services and hospitalization information covering the past 3 years, as well as teaching and training program affiliation. Results: Significant variations were found among participating hospitals and across different regions. Most of these hospitals were large, with a median number of psychiatric beds of 660 (range, 169-2,141). Child and geriatric beds accounted for 3.3 and 12.6% of all beds, respectively, and many hospitals had no specialized child or geriatric units. The overall ratios of psychiatrists, psychiatric nurses, and psychologists per bed were 0.16, 0.34, and 0.03, respectively. More than 40% of the hospitals had no clinical social workers. Based on the government's staffing guidelines, less than one third (31.7%) of the hospitals reached the lower limit of the psychiatric staff per bed ratio, and 43.9% of them reached the lower limit of the nurse per bed ratio. Conclusion: Although some progress has been made, mental health resources and the psychiatric workforce in China are still relatively insufficient with uneven geographical distribution and an acute shortage of psychiatric beds for children and elderly patients. In the meantime, the staffing composition needs to be optimized and more psychologists and social workers are needed. While addressing these shortages of mental health resources and the workforce is important, diversifying the psychiatric workforce, promoting community mental health care, and decentralizing mental health services may be equally important.

Abstract:Objective:To analyze the allocation status of health human resources in Pudong New Area,Shanghai from 2006 to 2014 in order to provide information for decision making in human resource development and allocation. Methods:The data from health statistic reports and previous survey of health human resources in Pudong New Area were collected,and a questionnaire survey of all public health institutions was conducted in 2015. Results:The number of health personnel in Pudong in 2014 was 34 675;the number of health professionals per thousand registered populations in 2014 was 9.83;the number of health professionals per thousand resident populations in 2014 was 5.20. Sixteen public hospitals owned 12.5 thousand health personnel,of which health professionals accounted for 84.22%in 2014,while 45 community health service centers owned 6 666 health personnel,of which health professionals accounted for 83.44%. The health professionals who were 40 years old and above,who were university graduate and above,who had senior professional title in public general hospitals accounted for 33.23%,57.00% and 12.11%,respectively;that in public specialized hospitals accounted for 36.99%,49.84%and 8.64%;that in community health service centers accounted for 36.37%, 50.68%and 3.27%. Medical service quantity per capita of health personnel in public general hospitals,public specialized hospitals and community health service centers was 1 890.11,2 357.90 and 3 199.63,respectively. Conclusion:The total health human resources in Pudong are growing rapidly,while the health human resources per capita are relatively deficient.Medical service quantity per capita of health personnel is increasing as well. It is suggested that governments pay attention to increase health personnel so as to reduce the working pressure. The proportions of different kinds of health personnel in public hospitals and community health service centers have been optimized;the educational levels and professional titles of health professionals have been promoted. There are lacks of young health professionals in public specialized hospitals and lacks of senior-professional-titled health professionals in community health service centers. It is proposed that talent cultivation be enhanced,and talent reward and salary system reform be practiced so as to attract more young,well-educated,and senior-professional-titled health professionals.
