Abstract:La mayor parte de las construcciones escolares públicas de Educación Infantil y Primaria que están funcionando en la actualidad fueron construidas en el último cuarto del siglo XX, de acuerdo con las regulaciones normativas del momento. Aquellas que no han sido objeto de rehabilitaciones integrales, disponen de unas instalaciones obsoletas que, en muchos casos, no garantizan el bienestar de los niños. El objetivo de esta investigación fue proponer y validar un instrumento de evaluación diseñado para valorar la satisfacción de los requisitos básicos de seguridad, habitabilidad y funcionalidad, de las construcciones escolares públicas, en base a la normativa vigente. La metodología empleada fue una combinación entre una revisión general de la normativa vigente aplicable a las construcciones escolares públicas; y un trabajo de campo realizado durante noviembre de 2019 en dos colegios públicos de Educación Infantil y Primaria de la ciudad de Móstoles (Madrid). El instrumento de evaluación se testó a través de técnicas de observación, entrevistas abiertas e informales al personal del centro, y consulta de documentación en los colegios y en el Ayuntamiento. Tras la realización de los ajustes precisos, se obtuvo como resultado un instrumento de evaluación compuesto por 232 variables distribuidas en 14 áreas de inspección. Su aplicación permite conocer el grado de adecuación de las construcciones escolares públicas a los requisitos básicos, facilitando la toma de decisiones acerca de las actuaciones que es preciso realizar para satisfacerlos. Como conclusiones se destacan la necesidad de combinar varias acciones para obtener toda la información del instrumento de evaluación, como son la inspección visual y técnica, la consulta de documentación y la realización de entrevistas; y en este último sentido, la necesidad de realizar consultas a la comunidad educativa en algunos aspectos para obtener unos resultados totalmente fieles a la realidad. Abstract Most of the public-school buildings in Early Childhood and Primary Education that are currently working in buildings constructed in the last quarter of the 20th century, in accordance with current regulations. Some of them do not have any renovation, so they have obsolete facilities that, in many cases, do not guarantee the well-being of children. The objective of this research is to propose and validate an assessment instrument designed to evaluate the satisfaction of the basic requirements of safety, habitability, and functionality, of public-school constructions, based on the current legislation. The methodology used was a combination of a general bibliography revision of the regulations applicable to public school buildings and educational spaces; and a fieldwork carried out during November 2019 in two public schools of Early Childhood and Primary Education in the city of Móstoles (Madrid). The evaluation tool was a test through observation techniques, open and informal interviews with the staff of the centre, and documentation consultation in schools and the City Council. After doing the precise adjustments, we obtained an evaluation instrument consisting of 232 variables distributed in 14 inspection areas. Its application makes it possible to know the degree of adequacy of public-school buildings to the basic requirements, for making some decisions about the actions that need to carry out to achieve them. The main conclusions are the need to combine several actions to obtain all the information from the evaluation tool, such as visual and technical inspection, documentation consultation and interviews; and in this last sense, the need to consult the educational community in certain aspects to obtain results that are very faithful to reality.
