Abstract:China is taking measures to minimize the negative impact of the long-term extensive water use model on the water environment. The large number of zombie enterprises with high energy consumption and low energy efficiency in highly water-consuming industries is one of the important reasons for the water resource governance plight of China. Based on the quasi-natural experiment of water resource tax reform from 2016 to 2020, this paper uses the panel data of listed companies to quantify the impact of water resource tax on the zombification of high water consumption enterprises in this paper. The results show that the zombie degree of high water consumption enterprises after the implementation of the water resource fee to tax reform has become significantly higher, and this conclusion remains stable after a series of tests. The conclusion of this paper has major implications regarding sustainably developing zombie enterprises and highly water-consuming industries in terms of policy.

What problem does this paper attempt to address?
### Problems the paper attempts to solve This paper aims to explore the impact of the water resource tax on the sustainable development of high - water - consuming industries, especially by analyzing the impact of the policy of changing water resource fees into taxes on the "zombie - ization" degree of high - water - consuming enterprises. Specifically, the paper focuses on the following points: 1. **Impact of water resource tax on the "zombie - ization" of high - water - consuming enterprises**: - The research finds that after the implementation of the policy of changing water resource fees into taxes, the "zombie - ization" degree of high - water - consuming enterprises has increased significantly. This conclusion remains stable after a series of tests. - The water resource tax forces high - water - consuming enterprises to reduce water consumption and eliminate backward production capacity by increasing their water - using costs and reducing their profit margins, thus further promoting the "zombie - ization" of these enterprises. 2. **Impact of water resource tax on the behavior of local governments**: - The water resource tax reform makes water resource revenues directly included in local disposable incomes, increasing the enthusiasm of local governments in environmental governance. - This policy has changed the decision - making trade - offs of local governments mainly aiming at GDP growth, making them pay more attention to environmental protection and economic development. 3. **Impact of water resource tax on the market and the environment**: - The water resource tax not only increases the financial pressure on high - water - consuming enterprises but also intensifies the environmental uncertainty in the regions where the enterprises are located. - Factors such as market demand fluctuations, intensified industry competition, and stricter environmental protection standards further increase the production uncertainty of high - water - consuming enterprises. 4. **Mechanism analysis**: - The water resource tax forces enterprises to carry out technological innovation and production mode adjustment by increasing water costs in order to reduce water consumption and improve resource utilization efficiency. - For those enterprises that cannot effectively cope with the increase in tax burdens, the water resource tax may lead to the deterioration of their cash flow and operating status, further promoting their "zombie - ization" and accelerating their exit from the market. ### Research background China has long relied on a resource - driven production mode of high - input, high - consumption, and high - pollution, resulting in increasingly serious water resource and environmental problems. A large number of "zombie enterprises" (i.e., inefficient, highly - indebted, and continuously - losing - money enterprises) in high - water - consuming industries are one of the important reasons for the water resource governance dilemma. In order to promote the sustainable development of high - water - consuming industries, the Chinese government has gradually adopted an intervention strategy combining market mechanisms and government support, among which the pilot reform of changing water resource fees into taxes is an important measure. ### Main contributions 1. **Sorting out the causes of "zombie enterprises" in high - water - consuming industries**: - It reveals the relationship between the causes of "zombie enterprises" and the environment, providing a new research perspective and entry point for articles on "zombie enterprises". 2. **Enriching the literature in related fields**: - From the perspective of the relationship between the water - using methods of high - water - consuming enterprises and the causes of their "zombie - ization", it analyzes the impact of the water resource tax on the "zombie - ization" of high - water - consuming enterprises. 3. **Innovating the measurement method of the enterprise "zombie - ization" index**: - Different from only using dummy variables to distinguish "zombie enterprises" in previous studies, this paper introduces the enterprise "zombie - ization" index, which describes relevant characteristics in detail, making the research more practical. ### Conclusion The water resource tax reform has a significant impact on the "zombie - ization" degree of high - water - consuming enterprises. By increasing financial pressure and environmental uncertainty, it further promotes the "zombie - ization" of these enterprises. This policy is helpful for eliminating backward production capacity and promoting the sustainable development of high - water - consuming industries. At the same time, the water resource tax reform has also changed the development goals of local governments, making them pay more attention to environmental protection and economic development, thus providing strong support for achieving sustainable development.
