However, there is a persistent disagreement about what the principle entails, exactly. It exists in a multitude of formulations and has potentially conflicting ideas associated with it. Is there even such a thing as 'the precautionary principle'? This paper analyses the debate between unificationists and pluralists about 'the PP', arguing that the debate is hindered by neglecting the question of justification. Abstract:Confronted with the possibility of severe environmental harms, such as catastrophic climate change, some researchers have suggested that we should abandon the principle at the heart of standard decision theory—the injunction to maximize expected utility—and embrace a different one: the Precautionary Principle. Arguably, the most sophisticated philosophical treatment of the Precautionary Principle (PP) is due to Steel (2015). Steel interprets PP as a qualitative decision rule and appears to conclude that a quantitative decision-theoretic statement of PP is both impossible and unnecessary. In this article, we propose a decision-theoretic formulation of PP in terms of lexical (or lexicographic) utilities. We show that this lexical model is largely faithful to Steel's approach, but also that it corrects three problems with Steel's account and clarifies the relationship between PP and standard decision theory. Using a range of examples, we illustrate how the lexical model can be used to explore a variety of issues related to precautionary reasoning.

CMS helps to reduce the workload of the organisers on certain activities but basically the process of reviewing and validating the papers are still done manually. CMS is a vital medium for researcher to share new findings with others. Conference organizer is the backbone to make the process work well. Usually, in order to ensure the paper organization is going smooth the administrator or organizer will have to provide features receiving paper submissions, collecting reviewers' topic preferences, collecting conflicts of interest, assigning reviewers to papers, disseminating submissions to reviewers, collecting reviews, monitoring review coverage, sharing reviews among the program committee, ensuring independence of reviews, collecting final accepted versions, creating a conference website and program, publishing proceedings and others. Therefore, in order to improve the efficiency of the tasks which are being carried out, a solution is invented to reduce the administrator's works.
Managing the risk of uncertain threshold responses: comparison of robust, optimum, and precautionary approaches

Abstract:Many commentators have suggested the need for new decision analysis approaches to better manage systems with deeply uncertain, poorly characterized risks. Most notably, policy challenges such as abrupt climate change involve potential nonlinear or threshold responses where both the triggering level and subsequent system response are poorly understood. This study uses a simple computer simulation model to compare several alternative frameworks for decision making under uncertainty -- optimal expected utility, the precautionary principle, and three different approaches to robust decision making -- for addressing the challenge of adding pollution to a lake without triggering unwanted and potentially irreversible eutrophication. The three robust decision approaches -- trading some optimal performance for less sensitivity to assumptions, satisficing over a wide range of futures, and keeping options open -- are found to identify similar strategies as the most robust choice. This study also suggests that these robust decision approaches offer a quantitative, decision analytic framework that captures the spirit of the precautionary principle while addressing some of its shortcomings. Finally, this study finds that robust strategies may be preferable to optimum strategies when the uncertainty is sufficiently deep and the set of alternative policy options is sufficiently rich.
Strategic Play By Resource-Bounded Agents in Security Games

Abstract:Many studies have shown that humans are "predictably irrational": they do not act in a fully rational way, but their deviations from rational behavior are quite systematic. Our goal is to see the extent to which we can explain and justify these deviations as the outcome of rational but resource-bounded agents doing as well as they can, given their limitations. We focus on the well-studied ranger-poacher game, where rangers are trying to protect a number of sites from poaching. We capture the computational limitations by modeling the poacher and the ranger as probabilistic finite automata (PFAs). We show that, with sufficiently large memory, PFAs learn to play the Nash equilibrium (NE) strategies of the game and achieve the NE utility. However, if we restrict the memory, we get more "human-like" behaviors, such as probability matching (i.e., visiting sites in proportion to the probability of a rhino being there), and avoiding sites where there was a bad outcome (e.g., the poacher was caught by the ranger), that we also observed in experiments conducted on Amazon Mechanical Turk. Interestingly, we find that adding human-like behaviors such as probability matching and overweighting significant events (like getting caught) actually improves performance, showing that this seemingly irrational behavior can be quite rational.

Risk management and the record of the precautionary principle in EU case law

Abstract:The ‘modern’ approach to risk management fails with increasing scientific uncertainty. Risk regulators have responded to this difficulty by invoking the precautionary principle (PP). Under the PP, the bridge from risk assessment to risk management involves scenarios which use retrospective analyses to decide on future actions in order to avoid prospective harm. This new approach is termed ‘post‐modern’ by some observers. In response to such ‘post‐modern’ risks, the EU incorporated the PP into its primary law in 1992 and issued an explanatory Communication on the PP in 2000. The Communication presented five criteria that should govern precautionary actions and these criteria are now reflected in secondary laws in a number of sectors. Critically, the practical application of this body of law is being clarified through the case law of the EU courts. PP case law up to the end of 2008 is critically analysed in the light of the five criteria set out in the Commission’s Communication. It is found that the first criterion (proportionality) is used effectively by the courts but that the fifth criterion (responding to the dynamics of scientific progress) is not. The paper concludes with a discussion regarding the future management of uncertain risks and the PP in the light of this case law.

Privacy-Preserving Public Information for Sequential Games

Abstract:In settings with incomplete information, players can find it difficult to coordinate to find states with good social welfare. For example, in financial settings, if a collection of financial firms have limited information about each other's strategies, some large number of them may choose the same high-risk investment in hopes of high returns. While this might be acceptable in some cases, the economy can be hurt badly if many firms make investments in the same risky market segment and it fails. One reason why many firms might end up choosing the same segment is that they do not have information about other firms' investments (imperfect information may lead to `bad' game states). Directly reporting all players' investments, however, raises confidentiality concerns for both individuals and institutions. In this paper, we explore whether information about the game-state can be publicly announced in a manner that maintains the privacy of the actions of the players, and still suffices to deter players from reaching bad game-states. We show that in many games of interest, it is possible for players to avoid these bad states with the help of privacy-preserving, publicly-announced information. We model behavior of players in this imperfect information setting in two ways -- greedy and undominated strategic behaviours, and we prove guarantees on social welfare that certain kinds of privacy-preserving information can help attain. Furthermore, we design a counter with improved privacy guarantees under continual observation.

Abstract:The threat of catastrophic incidents-from nonroutine events to extreme ones, such as Dragon-Kings (DK), Black Swans (BS), and Gray Swans-induces precautionary initiatives that, before the fact, may encounter public resistance or after the fact recriminations. This study develops three aspects of these events: (1) generating mechanisms, (2) the statistical distributions of near and far-term consequences, and (3) the aggregation of expert opinions about assumptions, mechanisms, and consequences that informs science-policy. This study shows how causal analysis should account for the: (1) nonlinear catastrophic behaviors that generate predictions, (2) common and power-law distributions of the consequences, (3) self-organizing criticality and self-similarity, and (4) feedbacks and couplings between mechanisms that produce snaps, crackles, and pops as precursor, warning signals. The distribution of the consequences associated with catastrophic incidents has longer and fatter right tails than those expected from failure analysis based on known nonroutine events. DK are extreme events that deviate from these fat tail distributions, have a much higher frequency than expected, and can be predicted unlike BS. This shows how to combine divergent expert individual beliefs over assumptions, causation, and results, and a paradox that affects agreements obtained by majority rule.
Playing it safe: information constrains collective betting strategies

Abstract:Every interaction of a living organism with its environment involves the placement of a bet. Armed with partial knowledge about a stochastic world, the organism must decide its next step or near-term strategy, an act that implicitly or explicitly involves the assumption of a model of the world. Better information about environmental statistics can improve the bet quality, but in practice resources for information gathering are always limited. We argue that theories of optimal inference dictate that ``complex'' models are harder to infer with bounded information and lead to larger prediction errors. Thus, we propose a principle of ``playing it safe'' where, given finite information gathering capacity, biological systems should be biased towards simpler models of the world, and thereby to less risky betting strategies. In the framework of Bayesian inference, we show that there is an optimally safe adaptation strategy determined by the Bayesian prior. We then demonstrate that, in the context of stochastic phenotypic switching by bacteria, implementation of our principle of ``playing it safe'' increases fitness (population growth rate) of the bacterial collective. We suggest that the principle applies broadly to problems of adaptation, learning and evolution, and illuminates the types of environments in which organisms are able to thrive.

A Model of Risk and Mental State Shifts during Social Interaction

Abstract:Cooperation and competition between human players in repeated microeconomic games offer a powerful window onto social phenomena such as the establishment, breakdown and repair of trust. This offers the prospect of particular insight into populations of subjects suffering from socially-debilitating conditions such as borderline personality disorder. However, although a suitable foundation for the quantitative analysis of such games exists, namely the Interactive Partially Observable Markov Decision Process (I-POMDP), computational considerations have hitherto limited its application. Here, we improve inference in I-POMDPs in a canonical trust game, and thereby highlight and address two previously unmodelled phenomena: a form of social risk-aversion exhibited by the player who is in control of the interaction in the game, and irritation or anger exhibited by both players. Irritation arises when partners apparently defect, and it causes a precipitate breakdown in cooperation. Failing to model one's partner's propensity for it leads to substantial economic inefficiency. We illustrate these behaviours using evidence drawn from the play of large cohorts of healthy volunteers and patients.

Abstract:Safety and environmental risk go hand in hand with industrial development. However, it is unclear whether there is a linear or nonlinear relationship between risk and industrial development. Perhaps, it is case dependent. Some industrial endeavours such as offshore development, activities in a harsher environment, or development requiring new technologies (untested and untrusted technologies) may pose a higher risk (nonlinear) than more conventional industrial development activities (e.g., petroleum refineries, petrochemical plants, pipeline transportation, and the like). Public perception plays a critical role in defining the risk versus development relationship. The public perception of risk is dependent on awareness and understanding of potential hazards and their likelihood of occurrence, and most importantly, effective communication of these along with the associated uncertainty. Public awareness can have a profound effect on the development of public policy, which in many cases is driven more by perception rather than by sound science. This paper sheds light on this crucial issue. It investigates two commonly used concepts of policy and decision-making, the Precautionary Principle (PP) and As Low As Reasonably Practicable (ALARP). The paper provides a clearer understanding of both approaches with an illustrative example. It proposes a process to help readers understand where and when PP versus ALARP would be most applicable.The opinions and data presented here are based on the current study and relevant experience of the authors. The paper does not necessarily reflect the opinions of the authors' past or present employers nor correlate directly with previous projects on which the authors have worked.

Who contributes to disaster preparedness? Predicting decision making in social dilemmas pertaining to community resilience

Abstract:Planning for community resilience through public infrastructure projects often engenders problems associated with social dilemmas, but little work has been done to understand how individuals respond when presented with opportunities to invest in such developments. Using statistical learning techniques trained on the results of a web‐based common pool resource game, we analyze participants' decisions to invest in hypothetical public infrastructure projects that bolster their community's resilience to disasters. Given participants' dispositions and in‐game circumstances, Bayesian additive regression tree (BART) models are able to accurately predict deviations from players' decisions that would reasonably lead to Pareto‐efficient outcomes for their communities. Participants tend to overcontribute relative to these Pareto‐efficient strategies, indicating general risk aversion that is analogous to individuals purchasing disaster insurance even though it exceeds expected actuarial costs. However, higher trait Openness scores reflect an individual's tendency to follow a risk‐neutral strategy, and fewer available resources predict lower perceived utilities derived from the infrastructure developments. In addition, several input variables have nonlinear effects on decisions, suggesting that it may be warranted to use more sophisticated statistical learning methods to reexamine results from previous studies that assume linear relationships between individuals' dispositions and responses in applications of game theory or decision theory.

A Formal Separation Between Strategic and Nonstrategic Behavior

Abstract:It is common to make a distinction between "strategic" behavior and other forms of intentional but "nonstrategic" behavior: typically, that strategic agents model other agents while nonstrategic agents do not. However, a crisp boundary between these concepts has proven elusive. This problem is pervasive throughout the game theoretic literature on bounded rationality and particularly critical in parts of the behavioral game theory literature that make an explicit distinction between the behavior of "nonstrategic" level-0 agents and "strategic" higher-level agents (e.g., the level-k and cognitive hierarchy models). Overall, work discussing bounded rationality rarely gives clear guidance on how the rationality of nonstrategic agents must be bounded, instead typically just singling out specific decision rules (e.g., randomizing uniformly, playing toward the best case, optimizing the worst case) and informally asserting that they are nonstrategic. In this work, we propose a new, formal characterization of nonstrategic behavior. Our main contribution is to show that it satisfies two properties: (1) it is general enough to capture all purportedly "nonstrategic" decision rules of which we are aware in the behavioral game theory literature; (2) behavior that obeys our characterization is distinct from strategic behavior in a precise sense.

Abstract:Many real-world situations of ethical relevance, in particular those of large-scale social choice such as mitigating climate change, involve not only many agents whose decisions interact in complicated ways, but also various forms of uncertainty, including quantifiable risk and unquantifiable ambiguity. In such problems, an assessment of individual and groupwise moral responsibility for ethically undesired outcomes or their responsibility to avoid such is challenging and prone to the risk of under- or overdetermination of responsibility. In contrast to existing approaches based on strict causation or certain deontic logics that focus on a binary classification of `responsible' vs `not responsible', we here present several different quantitative responsibility metrics that assess responsibility degrees in units of probability. For this, we use a framework based on an adapted version of extensive-form game trees and an axiomatic approach that specifies a number of potentially desirable properties of such metrics, and then test the developed candidate metrics by their application to a number of paradigmatic social choice situations. We find that while most properties one might desire of such responsibility metrics can be fulfilled by some variant, an optimal metric that clearly outperforms others has yet to be found.

Promoting Fair Proposers, Fair Responders or Both? Cost-Efficient Interference in the Spatial Ultimatum Game

Abstract:Institutions and investors face the constant challenge of making accurate decisions and predictions regarding how best they should distribute their endowments. The problem of achieving an optimal outcome at minimal cost has been extensively studied and resolved using several heuristics. However, these works usually fail to address how an external party can target different types of fair behaviour or do not take into account how limited information can shape this complex interplay. Here, we consider the well-known Ultimatum game in a spatial setting and propose a hierarchy of interference mechanisms based on the amount of information available to an external decision-maker and desired standards of fairness. Our analysis reveals that monitoring the population at a macroscopic level requires more strict information gathering in order to obtain an optimal outcome and that local observations can mediate this requirement. Moreover, we identify the conditions which must be met for an individual to be eligible for investment in order to avoid unnecessary spending. We further explore the effects of varying mutation or behavioural exploration rates on the choice of investment strategy and total accumulated costs to the investor. Overall, our analysis provides new insights about efficient heuristics for cost-efficient promotion of fairness in societies. Finally, we discuss the differences between our findings and previous work done on the PD and present our suggestions for promoting fairness as an external decision-maker.

Abstract:Deliberation about what to do in any context requires reasoning about what will or would happen in various alternative situations, including situations that the agent knows will never in fact be realized. In contexts that involve two or more agents who have to take account of each others’ deliberation, the counterfactual reasoning may become quite complex. When I deliberate, I have to consider not only what the causal effects would be of alternative choices that I might make, but also what other agents might believe about the potential effects of my choices, and how their alternative possible actions might affect my beliefs. Counter factual possibilities are implicit in the models that game theorists and decision theorists have developed – in the alternative branches in the trees that model extensive form games and the different cells of the matrices of strategic form representations – but much of the reasoning about those possibilities remains in the informal commentary on and motivation for the models developed. Puzzlement is sometimes expressed by game theorists about the relevance of what happens in a game ‘off the equilibrium path’: of what would happen if what is (according to the theory) both true and known by the players to be true were instead false. My aim in this paper is to make some suggestions for clarifying some of the concepts involved in counterfactual reasoning in strategic contexts, both the reasoning of the rational agents being modeled, and the reasoning of the theorist who is doing the modeling, and to bring together some ideas and technical tools developed by philosophers and logicians that I think might be relevant to the analysis of strategic reasoning, and more generally to the conceptual foundations of game theory.
Probabilistic Model Checking for Strategic Equilibria-based Decision Making: Advances and Challenges

Abstract:Game-theoretic concepts have been extensively studied in economics to provide insight into competitive behaviour and strategic decision making. As computing systems increasingly involve concurrently acting autonomous agents, game-theoretic approaches are becoming widespread in computer science as a faithful modelling abstraction. These techniques can be used to reason about the competitive or collaborative behaviour of multiple rational agents with distinct goals or objectives. This paper provides an overview of recent advances in developing a modelling, verification and strategy synthesis framework for concurrent stochastic games implemented in the probabilistic model checker PRISM-games. This is based on a temporal logic that supports finite- and infinite-horizon temporal properties in both a zero-sum and nonzero-sum setting, the latter using Nash and correlated equilibria with respect to two optimality criteria, social welfare and social fairness. We summarise the key concepts, logics and algorithms and the currently available tool support. Future challenges and recent progress in adapting the framework and algorithmic solutions to continuous environments and neural networks are also outlined.

Abstract:Abstract We develop a game theoretic model of the role of foresight in games involving users interacting over a public good. Previous research in this area has applied game theory to understand social dilemmas and inform policy initiatives. However, considerations of the “evolving structure” of natural resource games over time and agents’ planning horizon raises the complexity of game analysis substantially and has often been overlooked. We analyze a simple model of an irrigation system shared by two users and consider how players will act under different levels of foresight. Without foresight into game changes over time, players are blind to the fact that they are in a game of chicken. We model agents with foresight by interconnecting games across time and show how this creates opportunities for “strategic loss” early on, allowing players with foresight to reduce total costs. High future costs can thus be avoided with foresight if the rising costs of inaction are made apparent. We consider the effect of discounting and differences between players to provide policy recommendations regarding incentives for foresight.

Abstract:In multi-agent environments in which coordination is desirable, the history of play often causes lock-in at sub-optimal outcomes. Notoriously, technologies with a significant environmental footprint or high social cost persist despite the successful development of more environmentally friendly and/or socially efficient alternatives. The displacement of the status quo is hindered by entrenched economic interests and network effects. To exacerbate matters, the standard mechanism design approaches based on centralized authorities with the capacity to use preferential subsidies to effectively dictate system outcomes are not always applicable to modern decentralized economies. What other types of mechanisms are feasible? In this paper, we develop and analyze a mechanism that induces transitions from inefficient lock-ins to superior alternatives. This mechanism does not exogenously favor one option over another -- instead, the phase transition emerges endogenously via a standard evolutionary learning model, Q-learning, where agents trade-off exploration and exploitation. Exerting the same transient influence to both the efficient and inefficient technologies encourages exploration and results in irreversible phase transitions and permanent stabilization of the efficient one. On a technical level, our work is based on bifurcation and catastrophe theory, a branch of mathematics that deals with changes in the number and stability properties of equilibria. Critically, our analysis is shown to be structurally robust to significant and even adversarially chosen perturbations to the parameters of both our game and our behavioral model.
