Abstract:Riverine ecosystems play a crucial role in providing essential services such as drinking water, food, recreation, and other aquatic resources. Yet, their capacity to deliver ecosystem services is threatened by rapid land use which modifies their ecological functions. While freshwater monitoring and restoration programs became more robust with technological advancement, the technical ecosystem indicators monitored by experts do not typically resonate with the public. Since public sentiments and preferences are crucial in conservation planning, we quantified households' mean willingness to pay (WTP) for riverine ecosystem services in South Carolina (SC) using a payment card approach. This technique in conducting a contingent valuation method allowed us to estimate mean WTP for five aquatic indicators. Findings revealed that households' monthly mean WTP is higher for indicators that can enhance recreational benefits, such as fish catch ( 6.58), species richness ( 6.72) and access ( 5.74- 5.34–6.06). When extrapolated to entire SC, the improvement of each indicator would translate to total benefits ranging between 165 million annually. The values computed from this study could serve as inputs for the computation of benefit-cost ratios of proposed freshwater programs. By incorporating households' WTP in the policy analysis, decision makers can prioritize programs that offer the greatest public benefit, while enhancing freshwater quality across the state.

Abstract:Forests protect water quality by reducing soil erosion, sedimentation, and pollution; yet there is little information about the economic value of conserving forests for water quality protection in much of the United States. To assess this value, we conducted a meta-analysis of willingness-to-pay (WTP) for protecting unimpaired waters, and econometrically determined several significant drivers of WTP: type of conservation instrument (tool), aquatic resource type, geographic context, spatial scale, time, and household income. Using a benefit transfer to two highly forested sites, we illustrate the importance of these factors on WTP for water quality protection programs, forest conservation and policy design.

Abstract:Scientific knowledge related to quantifying the monetized benefits for landscape-wide water quality improvements does not meet current regulatory and benefit-cost analysis needs in the United States. In this study we addressed this knowledge gap by incorporating the Biological Condition Gradient (BCG) as a water quality metric into a stated preference survey capable of estimating the total economic value (use and nonuse) for aquatic ecosystem improvements. The BCG is grounded in ecological principles and generalizable and transferable across space. Moreover, as the BCG translates available data on biological condition into a score on a 6-point scale, it provides a simple metric that can be readily communicated to the public. We applied our BCG-based survey instrument to households across the Upper Mississippi, Ohio, and Tennessee river basins and report values for a range of potential improvements that vary by location, spatial scale, and the scope of the water quality change. We found that people are willing to pay twice as much for an improvement policy that targets their home watershed (defined as a four-digit hydrologic unit) versus a more distant one. We also found that extending the spatial scale of a local policy beyond the home watershed does not generate additional benefits to the household. Finally, our results suggest that nonuse sources of value (e.g., bequest value, intrinsic aesthetic value) are an important component of overall benefits.
Public demand for remediating a local ecosystem: Comparing WTP and WTA at Hongze Lake, China

Abstract:The contingent valuation method was applied to examine public demand for ecosystem improvement at Hongze Lake by asking 520 respondents living around the lake about their willingness to pay (WTP) for a hypothetical improvement in the water quality of Hongze Lake and their willingness to accept (WTA) certain compensation if the hypothetical improvements were not carried out. The mean values of WTP and WTA were yen283.08 ($1981.56) and yen1385.28 ($9696.96), respectively, for the same ecological restoration program, which suggests that WTA was almost 5times greater than WTP. We found this great disparity between WTP and WTA largely driven by 2 factors: income and education. These factors could be explained by the income effect on WTP and the negative influence of education on WTA, respectively. Econometric results indicate that WTP increased along with increased income (Coefficient, 19.09; p < 0.001), while WTA was inversely related to education level (Coefficient, 18.30; p < 0.001). Meanwhile, the ratio of WTA and WTP increased as income (Coefficient, 0.78; p < 0.001) and education level (Coefficient, 0.28; p < 0.001) decreased. These results suggest important potential discrepancies between the valuation estimates of WTA and WTP. Because we found the discrepancies to be driven by education and income, there are important equity concerns that the government should consider when relying on WTP versus WTA estimates to inform policy. An effective measurement mechanism should also engage differences in the environmental protection sensitivities that various groups possess. The Chinese government should play an important role in improvement of public environmental awareness and environmental protection policy. [Supplementary materials are available for this article. The land value impacts of wetland restoration

Abstract:U.S. regulations require offsets for aquatic ecosystems damaged during land development, often through restoration of alternative resources. What effect does large-scale wetland and stream restoration have on surrounding land values? Restoration effects on real estate values have substantial implications for protecting resources, increasing tax base, and improving environmental policies. Our analysis focuses on the three-county Raleigh-Durham-Chapel Hill, North Carolina region, which has experienced rapid development and extensive aquatic ecological restoration (through the state's Ecosystem Enhancement Program [EEP]). Since restoration sites are not randomly distributed across space, we used a genetic algorithm to match parcels near restoration sites with comparable control parcels. Similar to propensity score analysis, this technique facilitates statistical comparison and isolates the effects of restoration sites on surrounding real estate values. Compared to parcels not proximate to any aquatic resources, we find that, 1) natural aquatic systems steadily and significantly increase parcel values up to 0.75 mi away, and 2) parcels <0.5 mi from EEP restoration sites have significantly lower sale prices, while 3) parcels >0.5 mi from EEP sites gain substantial amenity value. When we control for intervening water bodies (e.g. un-restored streams and wetlands), we find a similar inflection point whereby parcels <0.5 mi from EEP sites exhibit lower values, and sites 0.5-0.75 mi away exhibit increased values. Our work points to the need for higher public visibility of aquatic ecosystem restoration programs and increased public information about their value.

Abstract:This study examines the impact of urban waterway conditions on property market prices. In general, similar revealed preference studies typically focus on identifying the value associated with changes in attributes such as riparian vegetation or water quality. Using an index that classifies waterways based on the vegetation and channel conditions, we analyse both attributes. Our spatial hedonic property price model findings indicate that buyers are willing to pay premiums ranging from 2.7% to 8.5%, depending on vegetation and channel conditions. However, when the proximity to the waterway is accounted for, we found that properties adjacent to the highest‐ranked vegetation and channel conditions attract a higher premium of 12.8%. Overall, the implicit marginal effects for the distance–condition interaction variables indicate that for lower‐ranked waterway conditions, there is a relative aversion to being adjacent to waterways. The results suggest that there are significant gains to be realised from removing concrete‐lined channels and replacing them with stones for banks, or re‐creating unmodified channels, even if there is only limited scope for increasing vegetation.

Abstract:One of the major challenges facing river restoration in densely populated urban areas has been the disparity between the expectations of policy-makers and societal preferences. This study aimed to elicit public preferences and elucidate underlying sources of preference heterogeneity, using the Zenne River in central Brussels, Belgium, as a case study. A discrete choice experiment was administered to a representative sample of the Brussels population. Five attributes were specified, including water quality, ecological status, hydromorphological features of channels, recreational opportunities, and monetary cost. Our econometric analysis based on mixed logit models revealed that overall public would like to have a more natural river (open and naturalized channel, good water quality, and with rich species diversity), while achieving good water quality was the most preferred attribute. Respondents categorized as male, non-Belgian citizen, or not being a member of an environmental organization constituted an inclination to prefer the status quo. Belgian citizens showed a pronounced preference for good biodiversity, and being a member of an environmental organization could moderate the strong preference for good water quality. This study provided insights into the relative attractiveness of key attributes pertaining to river restoration, in general, and served as a useful input to the ongoing discussion concerning the future plan for the Zenne River in Brussels, specifically. Possible implications also exist for other urban river restorations in the rest of Europe, where the Water Framework Directive has become a major impetus for the expansion of freshwater ecosystem restoration from rural and peri-urban areas to densely populated urban areas. Particularly, the cultural heterogeneity of societal preferences should be tested and accounted for to compare the welfare impacts of river restoration and to facilitate benefit transfer, within and between river basins, in the Water Framework Directive implementation.

Abstract:Improvements to the quality of freshwater rivers and lakes can generate a wide array of benefits, from "use values" such as recreational boating, fishing, and swimming to "nonuse values" such as improved outcomes for aquatic biodiversity. Bringing these nonmarket values into decision-making is crucial to determining appropriate levels of investment in water quality improvements. However, progress in the economic valuation of water quality benefits has lagged similar efforts to value air quality benefits, with implications for water policy. New data sources, modeling techniques, and innovation in stated preference survey methods offer notable improvements to estimates of use and nonuse benefits of improved water quality. Here, we provide a perspective on how recent applications of stated preference techniques to the valuation of the nonmarket benefits of water quality improvements have advanced the field of environmental valuation. This overview is structured around four key questions: i) What is it about water quality that we seek to value? ii) How should we design and implement the surveys which elicit individuals' stated preferences? iii) How do we assess the validity of the findings provided by such studies? and iv) What are the contributions of these valuation exercises to public policy? In answering these questions, we make reference to the contributions provided by the papers in this Symposium.

Abstract:Coastal wetlands are vital habitats for human well-being because their ecosystem services are affected by multiple factors. In the quest to reduce the vulnerability of these valuable ecosystems for human beings, education is fundamental to facilitate analysis and answer questions. This paper presents an educational experience of the economic evaluation of El Culebrón Wetland (Coquimbo, Chile) to support decision-makers with new tools and arguments. Real-world experimentation was necessary to stimulate reflection in graduate students on complex problems and proposed solutions that challenged them to consider the different variables and beliefs involved in ecosystem services to put economic theory into practice. A study was developed based on an interdisciplinary educational experience based on two non-conventional methods of economic valuation: Contingent Valuation (CV) and Defensive Expenditure estimation (DE). The results of the 20-year valuation were US 3,050,009 (DE). This experience is innovative and promising, allowing the estimation of the economic value of wetlands and reflecting on the opportunities and complexities involved in applying these methodologies. The study concludes that ethical questions were faced from the perspective of balancing economic, social, and environmental issues in pursuing sustainable development.

Abstract:This study investigates tourist preferences and willingness to pay (WTP) for restoration of mangroves to reduce the effects of climate change (CC) on ecotourism at Rekawa coastal wetland, Sri Lanka, using a double bounded discrete choice elicitation format in a contingent valuation method. The survey also included socio-economic, demographic, and attitudinal characteristics of respondents. The results reveal that domestic and foreign tourists on average were willing to pay 2.65 USD and 11.4 USD per person, respectively, for mangrove restoration in Rekawa wetland. Among socio-demographic variables, education, age, and occupation had a significant effect on WTP. Furthermore, we show that foreign respondents with greater trust in the role of mangroves in mitigating the impacts of CC on sea turtles, and domestic tourists who believed effects of mangrove restoration in reducing the future vulnerability of urban expansion, were willing to pay more for the proposed mangrove restoration fund. Based on tourists' preferences and WTP for mangrove protection, our results support the establishment of an environmental protection fund from the collection of tourists' entrance fees using a dual pricing strategy, and the use of the funds for planting mangroves, patrolling mangrove areas to prevent illegal activities, and promoting nature-based tourism activities.
Valuing water quality in the United States using a national dataset on property values

Abstract:High-quality water resources provide a wide range of benefits, but the value of water quality is often not fully represented in environmental policy decisions, due in large part to an absence of water quality valuation estimates at large, policy relevant scales. Using data on property values with nationwide coverage across the contiguous United States, we estimate the benefits of lake water quality as measured through capitalization in housing markets. We find compelling evidence that homeowners place a premium on improved water quality. This premium is largest for lakefront property and decays with distance from the waterbody. In aggregate, we estimate that 10% improvement of water quality for the contiguous United States has a value of $6 to 9 billion to property owners. This study provides credible evidence for policymakers to incorporate lake water quality value estimates in environmental decision-making.

Abstract:The Everglades Depth Estimation Network (EDEN) is all integrated network of real-time water-level monitoring, ground-elevation modelling, and water-surface modelling that provides scientists and water managers with current (2000-present), on-line water-level and water-depth information for the fresh water Everglades. Continuous daily spatial interpolations of surface water-level gage data from the EDEN water-surface model are presented on grid with 400-m spacing. The direct model output is continuous daily surface-water level, and other hydrologic data such as water depth and hydroperiod call he derived together with ground digital elevation models.This paper validated the spatially continuous EDEN water-surface model for the Everglades. Florida by Using an independent field-measured dataset. Three model applications were also demonstrated: to estimate site-specific,round elevation, to create water-depth time series for tree islands, and to generate contiguous water coverage areas. We found that there were no statistically significant differences between model-predicted and field-observed water-level data in central Everglades (p = 0.51). Over 95% of the predicted-water levels matched observed-water levels within the range of +/-5 cm. CVM for Taihu Lake Based on Ecological Functions of Wetlands Restoration, and Ability to Pay and Willingness to Pay Studies

Abstract:Lake wetlands are important natural ecosystemswith ecological functions and biodiversity.The Contingent Valuation Method(CVM),which is useful for assessing the value of non-market resources,has been used for quantitative assessment of the non-use value of restoring ecological functions of wetlands,and to explore the ability to pay and willingness to pay(WTP) mechanisms.The following results are shown:(1) the confidence level from the comprehensive survey of WTP is 2.652,which demonstrates high credibility;while the distribution obtained is an irregular partial normal distribution,the WTP median and mean are shown to be reproducible,and regional concentration of payment at 86% is consistent with economic principles,indicating high credibility with regard to WTP;(2) social and economic characteristics of the data,such as age,income,wetland identification,and consumption,have good correspondence with WTP(for example,civil servants,teachers,lawyers,high-paying corporate workers,some high-income farmers,and soldiers have a higher WTP with a correlation of greater than 0.937);(3) calculated by CVM,the WTP of the average household for the World Bank project is 19.19 yuan per month;the survey results show that the local population is willing to pay to restore ecological functions of the wetlands,and differences in the WTP amount are mainly due to occupation and regional income;(4) the CVM method is useful for estimating the ecological function of wetlands restoration projects.Ability to pay is an important constraint on WTP,and is assumed greater than the respondents WTP.The study found that those with secondary-income are willing to pay the maximum amount,while some of the high-income groups with full capacity to pay had a low WTP,reflecting the level of environmental awareness and education.It is proved that WTP capacity is not only a positive correlation between the rather complex relevance.The order of the regions according to WTP,from high to low,are: the high-tech zone,Hong Town,Qinbo tomb area.The total public WTP amounts to 2.67 billion yuan,which exceeds the principal plus interest of the ten-year World Bank loan,suggesting that the project has good ecological benefits and economic efficiency.
Effect of Restoration on Plant Greenness and Water Use in Relation to Drought in the Riparian Corridor of the Colorado River Delta

Abstract:Revitalization of the Colorado River delta riparian corridor and increasing riparian plant greenness and water use may be accomplished by added water and restoration efforts to offset declines measured since 2000 by Landsat. We use the two‐band Enhanced Vegetation Index (EVI2; a proxy for greenness) and evapotranspiration (ET, mm/day) using EVI2 and potential ET(ETo) from Yuma Valley. We assess if restoration with only 7.5% landcover had an impact on the unrestored reach‐level landcover by measuring these two metrics, EVI2 and ET(EVI2) by comparing restored and unrestored areas. A key finding is that over 21‐years EVI2 in the unrestored corridor decreased by 23.6% and ET(EVI2) decreased by 32% (0.87 mm/day). Since 2011, the unrestored reaches lost EVI2 (11%) and −0.73 mm/day ET(EVI2) (28%), but restored sites increased in EVI2 (36%) and 0.58 mm/day ET(EVI2) (20%). Water delivered to restored sites increased EVI2 by 33.6% and 1.29 mm/day ET(EVI2) (58%). EVI2 and ET(EVI2) as a function of the Standardized Precipitation Evapotranspiration Index for drought periods highlight that restored and unrestored sites respond differently. Unrestored reaches are in decline; restored sites show increases in EVI2 and ET(EVI2). Restored sites do not have a significant impact on unrestored adjacent area, but smaller surface flows, a greater reliance on directed agricultural return flows, and deliveries of water to active restoration sites have revitalized habitat and increased ecosystem services in the delta.

Abstract:Objective The objective of this study was to determine whether the type of provider institution affects the Willingness to Pay (WTP) of a population for an urban regeneration project. Methods This research conducts a discrete choice experiment under a split‐sample approach, conducting two types of surveys, with the only variation being the administering institution for the funds. Results The main findings indicate a significant difference in WTP between the sample associated with international non‐governmental organization (NGO) and the municipal sample. For example, the WTP of the population when the provider institution is an international NGO is almost six times higher than when the administering institution is the municipality, which is related to green spaces. The findings suggest that WTP may be underestimated because of the low levels of trust in local public institutions. Conclusion The findings of this study have significant implications for economic valuation and public‐policy development. Future research aiming to estimate WTP for environmental goods and services must carefully consider the choice of administering institutions. The sensitivity of WTP to the institutional context, particularly in developing countries, highlights the need for thorough discussions in focus groups and validation through pilot surveys.

[The late results of respiratory kinesitherapy in tubercular serofibrinous pleurisy].

Abstract:The authors have investigated 93 cases with sero-fibrinous pleurisy in their antecedents, and that had kinetotherapy during their disease. All the cases were controlled from the viewpoint of the respiratory function, as well as by radiological and electrocardiographic methods. Changes in the ventilatory function were evaluated by increased VEMS in absolute value in contrast with the VEMS value on hospitalization. The general late results of respiratory kinetotherapy were reflected in the fact that 84% of the cases presented either significant increase in the value of VEMS (56%), or had stationary values (28%). The most significant functional increases were noted in the patients who were under the age of 18 years upon release from hospital (median age : 14,8 years), and were mostly due to somatic development, and physical activity. The positive effects of physical activity in the frame of the occupation of the patients were amplified by respiratory kinetotherapy continued at home. Respiratory kinetotherapy demonstrated its efficiency especially in the subjects from lowage groups, and males had better results than females. Advanced age, important pleural sequels, as well as other disturbances, without apparent relation to the pleurisy, had negative effects. In the present conditions of treatment (chemotherapy + corticoid therapy and immediate and long-duration kinetotherapy) sero-fibrinous pleurisy has no significant impact on the socio-professional evolution of the patient.

Abstract:Revealing the public’s preference for ecological restoration projects will help increase public support and improve social benefits evaluation accuracy, which is a prerequisite for implementing ecological restoration projects. This study aimed to reveal the public’s preference for natural rubber plantation restoration projects and then quantify the social benefits of these projects to provide valuable references for related policy design. Based on choice experiments, we built a hypothetical market of ecological products and conducted a field survey to obtain the public’s preferences and willingness to pay (WTP) for natural rubber plantation restoration projects. Then, a random parameters logit model was applied to obtain public preference information, and then the social benefits brought by different restoration scenarios were calculated and compared. The results showed that: 1) residents of Hainan Province had a positive attitude toward ecological restoration for natural rubber plantations and were willing to bear a personal cost. 2) respondents had significant differences in preference for attributes of restoration projects. 3) a restoration project covering 2.1 million mu of rubber plantations, prioritizing the water source protection area, focusing the implementation on state farms, and developing the under-forest breeding economy would gain more social benefits, precisely, 337.543 million yuan/year. Ecological restoration policies should pay more attention to public needs and incorporate them into future guidelines. Policymakers should focus on restoration quality instead of the restoration area. Priority should be given to rubber plantations close to the water source protection area and small householders, and an appropriate under-forest economy should be considered. Social Demand for Ecosystem Services and Implications for Watershed Management

Abstract:We performed a sociocultural preference assessment for a suite of ecosystem services provided by the Kiamichi River watershed in the south‐central United States, a region with intense water conflict. The goal was to examine how a social assessment of services could be used to weigh tradeoffs among water resource uses for future watershed management and planning. We identified the ecosystem services beneficiaries groups, analyzed perception for maintaining services, assessed differences in the importance and perceived trends for ecosystem services, and explored the perceived impact on ecosystem services arising from different watershed management scenarios. Results show habitat for species and water regulation were two ecosystem services all beneficiaries agreed were important. The main discrepancies among stakeholder groups were found for water‐related services. The identification of potential tradeoffs between services under different flow scenarios promotes a dynamic management strategy for allocating water resources, one that mitigates potential conflicts. While it is widely accepted the needs of all beneficiaries should be considered for the successful incorporation of ecosystem services into watershed management, the number of studies actually using the sociocultural perspective in ecosystem service assessment is limited. Our study demonstrates it is both possible and useful to quantify social demand of ecosystem services in watershed management.

Abstract:Accounting for ecosystem services in environmental decision making is an emerging research topic. Modern frameworks for ecosystem services assessment emphasize evaluating the social benefits of ecosystems, in terms of who benefits and by how much, to aid in comparing multiple courses of action. Structured methods that use decision analytic-approaches are emerging for the practice of ecological restoration. In this article, we combine ecosystem services assessment with structured decision making to estimate and evaluate measures of the potential benefits of ecological restoration with a case study in the Woonasquatucket River watershed, Rhode Island, USA. We partnered with a local watershed management organization to analyze dozens of candidate wetland restoration sites for their abilities to supply five ecosystem services—flood water retention, scenic landscapes, learning opportunities, recreational opportunities, and birds. We developed 22 benefit indicators related to the ecosystem services as well as indicators for social equity and reliability that benefits will sustain in the future. We applied conceptual modeling and spatial analysis to estimate indicator values for each candidate restoration site. Lastly, we developed a decision support tool to score and aggregate the values for the organization to screen the restoration sites. Results show that restoration sites in urban areas can provide greater social benefits than sites in less urban areas. Our research approach is general and can be used to investigate other restoration planning studies that perform ecosystem services assessment and fit into a decision-making process.

Abstract:A number of wetland ecosystem-services valuation studies around the world have been carried out, however, most of these studies have focused on wetlands in developed countries and few have been conducted in Africa, particularly in South Sudan. Thus, this study is conducted to value ecosystem services and identify the role and interests of stakeholders of the Machar Marshes and the Sudd wetlands for sustainable wetland management in the Nile basin. Market price and benefit transfer approaches have been applied to value the wetlands biodiversity and ecosystem services, by adjusting for income and price differences. In addition to environmental valuation methods, we conducted stakeholder analysis. Accordingly, Machar Marshes wetland provides an estimated per annum economic value of $200 million, of which the provisioning services contributed about $61 million, regulating services $132 million, and biodiversity services $7.35 million considering the 2015 price as a base year. Similarly, the Sudd wetland provides an estimated per annum economic value of 2.3 billion, of which regulating is about $1.2 billion, biodiversity $857 million, provisioning $209 million, and transportation service $293,400. The findings show that the ecosystem services from the wetlands have benefits beyond the local communities. Thus, to maintain and ensure sustainable wetlands ecosystem services, stakeholders should play a significant role to implement alternative wetland development options through managing the existing institutional challenges. Ecosystem-services assessment and wetland development options suffer from weak institutional capacity due to prolonged conflicts and instability and physical inaccessibility to critical natural resources in the wetlands.
