Abstract:In the 21st century, the trend of globalization expands widely and rapidly. As one of the most important drives, foreign direct investment (FDI) has been paid more and more attention for its effects on constructing the technological innovation capability and sustainable strategic competitiveness in the less developed countries. Now there are two different points of view on the effect from the entering FDI to the technological development in China: positive spillovers or negative spillovers. In fact the final result in the most of the empirical researches is an output mixed the two-sided effects. We can not only judge FDI by the final result, but also anatomize it. The research uses production function model based on panel data from 37 industrial enterprises in China from year 1998 to 2003. Most data comes from the yearbook of Chinese Industry and the yearbook of science and technology of China. It supposes that the technological spillovers follows the path from the FDI to the industrial innovative input which includes ″input structure″, ″input intensity″, then to the industrial innovative output which includes ″innovative effect″, ″innovative efficiency″, ″export competitive ability″, ″marginalization risk″. In the first part, the direct model discusses the relationship between innovative output and FDI. There are positive relationships between the entering of FDI and innovation effect, innovation efficiency and export in short time. But from the view of technological marginalization, FDI has strong influences on local companies' market reduction, technological dependence in the long run, and R&D capabilities' shrinking. In the second part, the indirect model discusses the relationship of the two innovative output variables mediated by innovative input intensity and innovative input structure. FDI impacts indirectly on innovative efficiency through influencing on innovative input intensity of the industry. And the structure of innovative fund source influences the usage efficiency of the fund and the innovative efficiency. It also partly moderates the relationship between FDI and innovative efficiency. In further study, it finds out that market growth, market competition and technological appropriation have partial mediating effects on the relationship between FDI and innovative input intensity of the industry.In summary, more and more technologies of the industries in China will come from outward sources in the future. The globalization of manufacturing has opened the opportunity window of learning for Chinese companies. And it brings big challenges at the same time.
Dynamic and Spillover Effects of USA Import Refusals on China's Agricultural Trade: Evidence from Monthly Data

Abstract:Border inspections by developed nations are an essential export barrier to developing countries. Import refusals, in particular, not only exhibit dynamic impacts on exporters' performance in the refused destination but may also spill over into exports toward third markets. Using a panel structural vector autoregression model, the complete dynamics of China's agricultural export in response to United States Food and Drug Administration (FDA) import refusals is estimated at the monthly level. Despite notable heterogeneities across sectors, negative and positive reactions that last mostly less than a year are revealed respectively for the quantity and price of China's exports to USA on average. The impact of idiosyncratic component dominates that of common component in the refusal shock, highlighting the sensitivity of exports to sector-specific border inspections. Relative to other refusal charges, larger export contractions tend to follow adulteration charges. The trade effect of FDA refusals spills over into other main export destinations of China. While non-adulteration charges result in trade deflections on average, a contagious export reduction is observed in most non-US markets. These results provide insights for exporters to make strategies with a focus on specific sectors, charges, third markets and especially on the short run to cope with import refusals.

Under the framework set by Rogers 1983, we analyze the characters of innovation diffusion of medicine device industry in China, and discuss non-technological barriers encountered in the process; also a case study of HCPT's diffusion process from 1998 to 2006 is discussed in this paper.
Export controls and innovation performance: Unravelling the complex relationship between blacklisted Chinese firms and U.S. suppliers

Abstract:Export controls are crucial for protecting domestic economic interests globally. However, there is a lack of consensus regarding their impact on innovation performance. This study contributes to the literature by examining the effects of the U.S. entity list on the innovation performance of blacklisted Chinese firms and related industries, as well as the reverse shock on U.S. suppliers. Using propensity score matching and a difference‐in‐differences approach, we found that export controls stimulate technological innovation in blacklisted firms and generate industry‐wide spillover effects in the sanctioned country. Particularly, firms heavily reliant on imports from the United States and those solely dependent on China's domestic market experience significant effects. However, export controls have a negative impact on the innovation performance of U.S. suppliers. We examine the mechanisms driving these effects, including government grants, R&D investment and firm performance. Our work offers valuable insights into the complex relationship between export controls and innovation performance, highlighting the differentiated impacts on blacklisted firms, related industries and U.S. suppliers.

Abstract:Modern medical technology innovation is a critical safeguard for human health, while a significant number of developing nations are confronted with the challenge of biopharmaceutical technological advancement. To investigate the possible routes of technological advancement, we investigated the impact of the endogenous knowledge spillover effect on firm innovation endeavors. Our research involves a theoretical two-stage R&D game model that is built around the characteristics of pharmaceutical organizations. Theoretical studies elucidated the impact as well as the probable mechanism of the spillover effect. To verify the theoretical study, we conducted econometric analysis using data from the pharmaceutical sector of Chinese enterprise listed on the A-share market. The study's findings indicate that endogenous knowledge spillovers impede organizations' innovation endeavors. This phenomenon may be attributed to the existence of the patent race paradigm and high concentration of enterprises' R&D endeavors in specific areas. Additional examination of heterogeneity demonstrates that private firms, small and medium-sized enterprises (SMEs), and non-high-tech enterprises experience a larger adverse impact from the spillover effect. Hence, we suggest implementing "loser's subsidies", reallocating R&D resources, and making modifications to competition policies as measures to enhance the innovation performance of biopharmaceutical markets. These policies will facilitate the technical advancement of medicines in developing nations.
Diffusion, Convergence and Influence of Pharmaceutical Innovations: a Comparative Study of Chinese and U.S. Patents.

Abstract:Background Despite the significant impact of pharmaceutical innovations on healthcare, our understanding is still limited because previous studies explored only a few cases and largely came from a linear perspective. This study presents a detailed case of the Chinese and U.S. pharmaceutical patents and investigated advancements that the global pharmaceutical industry is experiencing. A network analysis approach was used to identify certain aspects regarding the diffusion of pharmaceutical innovations, including innovation attributes, adopter characteristics, and clustering. Methods Based on a patent database, network analysis and visualization, this study captured the structure of patent networks for the global pharmaceutical landscape in a large set of patents. A large volume of patent data, 15,422 patent filings citing Chinese pharmaceutical patents, 28,075 citing U.S. patents, and 6064 citing both Chinese and U.S. patents during 2014–2015, were retrieved from the world patent database, Derwent Innovation Index . The networks reveal many interesting features of technological innovation, convergence trends and diffusion patterns. Results Convergence innovations were identified, with the advantage and influence of U.S. patents shown in a variety of areas, and their Chinese counterparts were concentrated in traditional Chinese medicine. Early adopters of Chinese patents were mainly universities within the national sector, while early adopters of U.S. patents were academic institutions and large international pharmaceutical corporations of balanced quantity, contributing a higher degree of technology convergence. Technology convergence in the cancer-treatment sector is expected to have a high future development potential. Conclusion Chinese and U.S. pharmaceutical innovations contributed differently to the growth and development of the global pharmaceutical industry. The findings of this study can provide rich knowledge about the influence, diffusion and convergence trends of Chinese and U.S. pharmaceutical innovations. In the pharmaceutical industry, the findings may provide implications for researchers, policy makers, health professionals, and the general public to help improve the overall health of society.

Abstract:Since economic reforms began in 1979, China has sought to overcome the technology gap by absorbing foreign advanced technology through FDI. This paper investigates the impact of FDI via exports on the innovation performance of domestic firms in China's high-tech product industries for the period 1995–2006. By using the panel data analysis, we confirm the hypotheses that: (1) exports of domestic firms have positive spillover effects on innovation performance of local firms either through learning or through competition; (2) R&D activities of foreign-invested enterprises in the host country in an industry are positively associated with innovation performance of domestic firms in that industry; and (3) import of technology, which is important to the establishment of assimilative capability, has positive effects on domestic innovation performance. This provides evidence suggesting that China's domestic firms benefit from spillovers associated with FDI and from export activity of both domestic firms and foreign-invested enterprises.

Abstract:Based on the model of technological innovation, this paper tests the complementarity between overseas RD investment with different technology intensities and variously typed domestic RD investment, and investigates the impact of the former on domestic technological innovation. The results show that overseas RD investment with lower technological intensity has a crowding-out effect larger than its spillover effect, which will restrain technological innovation in China. Investment with high technology intensity, however, has a spillover effect larger than the crowding-out effect, which will promote domestic technological innovation. On such a basis, this paper explores the causes behind this phenomenon and makes some policy recommendations that may have an important reference value for the introduction and management of foreign investment in China.

Abstract:<p>A considerable literature has grown up around the theme of the impact of knowledge spillover on the firm's innovation performance. Nevertheless, few literatures draw on any research into the impact of transnational knowledge spillover on innovation quality, especially from conscious and unconscious perspectives. What's more, it has been proven that absorptive capacity plays a crucial role on innovation quality, while the relationship between knowledge spillover and absorptive capacity and its impact on innovation quality have yet to be identified. This study therefore defines the trans-national knowledge spillover and distinguishes it from involuntary to voluntary, analyzes their impact on the innovation quality of high-tech industries in host countries, and builds a theoretical model that involves absorptive capacity as the moderating variable. Meanwhile, this study collects data on China's high-tech manufacturing industries from 2010-2017 to conduct an empirical analysis and the main results were described as following: with an increase in unconscious transnational knowledge spillover, the innovation quality of high-tech manufacturing industries firstly decreases and then increases. Conversely, with an increase in conscious transnational knowledge spillover, the innovation quality of high-tech manufacturing industries firstly increases and then decreases. Impressively, absorptive capacity has a significant positive moderating effect on the relationship between transnational knowledge spillover and the innovation quality of high-tech industries in host countries.</p>

Abstract:The inflow of foreign R&D has brought vigor and vitality to the development of the high-tech industry (HTI). Using the panel data of HTI in 23 provinces (autonomous provinces and municipalities) in China from 2007 to 2016, this paper firstly calculates the Moran index of HTI's innovation performance (IP), and finds a spatial agglomeration effect. After rigorous testing, we determine the most suitable spatial metering model. Finally, the spatial effect is further decomposed into three kinds of effects: direct effect, indirect effect, and total effect. This paper studies the impact of foreign research and development (R&D) on IP of HTI and its spatial spillover effects. According to the research, foreign R&D has a significant role in promoting IP of HTI in China, and has specific spatial spillover effects. Significantly, foreign R&D has substantial positive spillover effects of space. When IP of HTI is measured by product innovation, there is no obvious space overflow. However, panel regression showed a significant positive effect. In terms of the influence on product IP of HTI, foreign R&D plays an almost equal role as local R&D. In terms of the impact on technological IP of HTI, foreign R&D input plays a positive role. It has a spatial spillover effect, the degree of impact is lower than that of domestic R&D input. Local governments should formulate relevant policies to encourage the fluidity of technical knowledge and overcome the sticky problem of foreign R&D technical knowledge, which is an essential aspect of absorbing foreign R&D technical knowledge in the future.

Abstract:Since its reform and opening-up, the scale of China's utilization of foreign direct investment (FDI) has been expanding. Meanwhile, the "Belt and Road" initiative has opened up broader markets and trade opportunities for China. As a pillar industry supported by the state, the high-tech industry has also become an industry with more foreign investment. Therefore, based on the data of China's high-tech industry from 2012 to 2021, this paper analyzes the technology spillover effect of foreign direct investment on the high-tech industry in the whole country as well as in the east, west, and northeast regions by using the C-D production function. The results show that in the eastern region, FDI has a positive spillover effect on the output and technological innovation of the high-tech industry; compared with the eastern region, FDI in the central and western regions inhibits technological innovation but has a positive effect on the output of the high-tech industry; in the northeastern region, FDI hampers the output of the high-tech industry but promotes the enhancement of the technological innovation capacity. The reason for this is that FDI is unevenly distributed in each region of China, and the absorption capacity of high-tech enterprises in each region is different from that of foreign direct investment. Finally, against the background of "Belt and Road", this paper puts forward policy suggestions in light of the actual development situation of each region. China should strengthen the supervision of FDI to ensure the sustainability of foreign investment. All regions should give full play to their comparative advantages and deal with the balanced development of FDI and local factor inputs to realize the coordinated development of China's regional economy.

Abstract:Using the panel data from 2001 to 2003 across manufacturing industries in China, this paper analyzes the intra-industry and inter-industry spillovers from export on the productivity and innovation activities of domestic enterprises in China. Among the industries we investigate and in the sample session, there are evidences of positive backward linkage spillovers to the process innovation of domestic enterprises, and negative backward linkage spillovers to the product innovation activities. Based on the findings, we make some policy suggestions.

Abstract:Under the background of global economic integration, the technology spillover effect is playing a more and more important role in the technological progress of developing countries. In this circumstance, this paper conducted an in-depth analysis on the 12-year spatial-temporal evolution of the international technology spillover effect and its driving determinants in China during the period of 2003 to 2014. Analytical results highlighted that: (1) As a whole, the international technology spillover effect in general has shown an upward trend in China, except in 2008 and 2012, which are observed as deep-V plunge variations. The plunge in 2008 was more dramatic. After 2011, the growth rate of international technology spillover effect from international import trade and foreign direct investment (FDI) respects slowed obviously down. (2) The spatial distribution of the international technology spillover effect from FDI in China transferred from the ribbon-like pattern to the flake-like pattern, while the effect from import trade held steady with little difference in regional spatial distribution. (3) From the drivers, human capital, economic development, trade openness, and institutional factors promoted the technological spillover effect of import trade channels positively, and financial development, human capital, economic development, and institutional factors promoted the technological spillover effect of FDI channels positively.

Technology spillover of imported intermediates and total factor productivity

Abstract:Using World Input Output Database and OECD Database, we calculate the R&D content of imported intermediate inputs in 14 manufacturing industries from 27 countries from 1995 to 2009, and then estimates the impact of technology spillover of imported intermediates on total factor productivity (TFP). The results are as follows. First, the technology spillover of foreign R&D capital through imported intermediates has a significant positive impact on TFP. The positive impact on TFP is significant through imported intermediates between industries, but not significant through imported intra-industry intermediates. Second, the impact of R&D content of Chinese intermediate inputs on other countries' TFP is significantly positive. However, the positive impact is only significant in low R&D industries, not significant in high R&D industries. In contrast, the R&D content of American intermediates has a significant impact on other countries' TFP, including high R&D and low R&D industries, especially the former. Third, the impact of Chinese technology spillover on other countries' TFP is mainly through one-off export of direct intermediate goods. The United States not only influences the world through export of direct intermediate goods, but also influences longer production chains through export of indirect intermediate goods.
The influence of technological regime on FDI spillovers: Evidence for Chinese manufacturing industry

Abstract:From a new perspective of technological system,the factors influening the FDI spillovers and the technological diffusion of FDI are analyzed.Based on the empirical study of 28 Chinese manufacturing industries,the conclusions can be drawn from statistical analysis of their panel data during the period of 1999-2002.As to FDI spillovers,there are less technological opportunities,then the technological base more depends on the application sciences,and the the mobility of technological trajectory is less,the FDI spillovers will generate more easily.The absorptive capabilities of local enterprises have obvious positive effects on the FDI spillovers,but the effects of monopolization of innovations and availability of external knowledge are not dominant in the results.However,the impacts of technological system on the technological diffusion of FDI are a little different.Technological opportunities,monopolization of innovations,and fluidity of technological trajectory have negative effects on the technological diffusion of FDI,while the rest of technological system factors constitutes a little impact on the technological diffusion of FDI in the statistical analysis.The conclusions are quite important for the FDI import and the enterprise technological catching-up in China.
Institutional Causes,Legal Response and International Governance of Technology Regulation under"Long Arm Jurisdiction"

Abstract:The United States uses the "entity list" system and other measures to eliminate China from the high-end industrial chain based on its technological hegemony, in order to weaken technological competitiveness of China. Coupled with the impact of high tariffs, it forces some of Chinese industries to move overseas to a certain extent, touching the bottom line of China’s security and even the global supply chain. The trade and flow of technology and products are based on commercial behavior. It has constituted a "long arm jurisdiction" beyond the scope of national sovereignty by unilaterally restricting the flow of technology for political purposes. The technology regulation under the "long arm jurisdiction" of the United States does cause the problem of technology bottlenecks to China. This paper attempts to analyze the causes of the above problems from the institutional level. From the perspective of external factors, the western countries led by the United States use technological sovereignty to exercise technological hegemony and use technological control measures to exercise "long arm jurisdiction". In terms of internal factors, the Chinese enterprises are short of subjective estimation and there are objectively insufficient incentives for fundamental research by the property right mechanism in China. Technological hegemony can go beyond the "wall" built by multilateralism to curb the scientific and technological development and technological flow of specific countries, and China has become its primary "sniper" target. Chinese enterprises embrace globalization, but to a certain extent, they ignore the harm of "anti-globalization" and the devastating impact of technological constraints on the survival of enterprises. This paper proposes that China should first counter it through domestic legislation, and China has actually adopted the list system of unreliable entities and blocking methods. On this basis, China has formulated the anti-foreign sanctions law and the export control law. The anti-foreign sanctions law not only constructs the extraterritorial legislative jurisdiction in the field of public law, but also endows the private subject with the right to sue for civil compensation. It is necessary for China to coordinate and amend the foreign trade law and the export control law, and incorporate the non-traditional security concept into them to form a unified national security exception clause. It has made principled provisions on the localization transplantation of the American "Bayh-Dole Act" in China in the Law of the People’s Republic of China on Scientific and Technological Progress, but the reality has led to the dilemma of its localization application. There is an urgent need to communicate between academia and industry about the improvement of the incentive mechanism of basic research needs. The innovation of this paper is that the introduction of civil public interest litigation can overcome the problem of "tragedy of the commons" in the application of the anti-foreign sanctions law, so Chinese enterprises can avoid from offending enterprises in the industrial chain that comply with the U.S. sanctions plan. Adjusting the novelty grace period system in China’s patent law can open up the path of property right of technical documents, provide effective incentives for industry, and will not directly interfere with the scientific autonomy of academia. It not only ensures the scientific autonomy of the academic community and reduces the conflict between knowledge privatization and innovation culture, but also provides rich sources of technology that can be property rights for the industrial community. The industrial community and the academic community virtually form a rational joint force to solve problems in a certain field of science and Engineering Technology.From the research of this paper, we can draw the following conclusions. There are contradictions in the US technology restriction measures. Adhering to the concept of community of human destiny, China should adopt an active and open national innovation system, deeply integrate the industrial chain with the world, actively reshape the global science and technology and trade systems and finally win the "science and technology war".
Does China's national volume-based drug procurement policy promote or hinder pharmaceutical innovation?

Abstract:Introduction: The national volume-based drug procurement policy initiated in China since 2018 represents a significant reform in China's pharmaceutical distribution system. It has largely squeezed out the price bubble of low-end generic drugs, making competition in the pharmaceutical sales segment more intense and transparent. This policy intervenes in the distribution link of the pharmaceutical industry by intensifying market competition, thereby enhancing the innovation willingness and R&D capabilities of pharmaceutical companies. Methods: Taking the national volume-based drug procurement policy as the policy shock, we used the multi-period difference-in-difference method to study the impact of the policy on innovation input, innovation output quantity and innovation output quality of listed pharmaceutical companies and its impact mechanism. Results: We found that the volume-based policy can significantly promote the pharmaceutical companies' innovation input and the innovation output quality, but significantly reduced the innovation output quantity. For innovative and generic drug companies, this policy has limited impact on innovative drug companies, but force generic drug companies to pay more attention to cost control and market positioning, and the quality and cost-effectiveness of R&D output to ensure competitiveness in the market. For bid-winning and non-winning companies, the policy has a greater innovation incentive for non-winning companies than winning companies, by imposing greater survival pressure on non-winning companies, forcing them to increase R&D investment intensity and adopt the innovation strategy of preferring quality to quantity. Discussion: The results show that the national volume-based drug procurement policy should be expanded to lower drug prices and lighten the medical burden on patients, with enhanced quality and safety supervision. Additionally, it suggests cautious application of such policies to innovative and high-end generic drugs to encourage continued pharmaceutical innovation and industry advancement.

Abstract:This paper examines, within the context of globalization, the impact of the main channels of international trade on domestic innovation, namely outward direct investment (ODI), inward direct investment (IDI), cross-border mergers and acquisitions (M&A) by foreigners, R&D expenditure, exports, and imports. The number of approved Triadic patents serves as a proxy for innovation. The data set contains 37 countries that are considered to be highly competitive in world markets, covering the period 1994–2005. The empirical results show that increased exports and ODI are able to stimulate an increase in approved patents. In contrast, IDI exhibits a negative correlation with domestic patents. Imports are shown not to have a significant impact on international technology spillovers. The paper shows that the impact of IDI on domestic innovation is characterized by two forces, namely the cross-border M&A by foreigners and remaining IDI, both of which are found to be negative.
