Abstract:Everywhere in the world tax revenues are rolled back for the commonwealth to invest and finance goods and public services, such as: infrastructure, health, security and education. The predict income revenue (taxes) is one of the challenges that the Secretariat of the Federal Revenue of Brazil (RFB for its Portuguese acronym) has. This is an important challenge since the obtained information is valuable to support the decisions pertaining the federal government financial planning. In this work, it is introduced a hybrid model based on Genetic Algorithms (GAs) and Neural Networks (NNs) for a multi-step forecast of tax revenue collection. The results were more accurate in comparison to the outcome the RFB had estimated with the indicators method. The forecast results using endogenous and exogenous variables were divided into two parts: (i) in 2013 (validation period), there was obtained a Mean Absolute Percentage Error (MAPE) of 2.37% and a decrease of the Relative Error of 11.38% to 0.49%; (ii) in 2014 (testing data set) a decrease of Relative Error of 10.82% to 3.51% was obtained.

Abstract:We use multi-photon photoemission electron microscopy (PEEM) to image the enhanced electric fields of silver nanoparticles supported on a silver thin film substrate. Electromagnetic field enhancement is measured by comparing the photoelectron yield of the nanoparticles with respect to the photoelectron yield of the surrounding silver thin film. We investigate the dependence of the photoelectron yield of the nanoparticle as a function of size and shape. Multi-photon PEEM results are presented for three average nanoparticle diameters: 34, 75, and 122 nm. The enhancement in photoelectron yield of single nanoparticles illuminated with femtosecond laser pulses (400 nm, ~3.1 eV) is found to be a factor of 10(2) to 10(3) times greater than that produced by the flat silver thin film. High-resolution, multi-photon PEEM images of single silver nanoparticles reveal that the greatest enhancement in photoelectron yield is localized at distinct regions near the surface of the nanoparticle whose magnitude and spatial extent is dependent on the incident electric field polarization. In conjunction with correlated scanning electron microscopy (SEM), nanoparticles that deviate from nominally spherical shapes are found to exhibit irregular spatial distributions in the multi-photon PEEM images that are correlated with the unique shape and topology of the nanoparticle.

Abstract:One possible description of the very early stages of the evolution of the universe is provided by chaotic inflationary models for which the role of the phenomenological inflaton field is played by quantum gravitational effects. We argue that simple non perturbative calculation supporting and establishing that kind of scenario may be possible within the framework of loop quantum gravity. This approach could even lead to testable predictions of quantum gravity (QG). We explore this proposal in a model for QG, Rovelli’s T-theory, without reaching definitive results. However the analysis shows that our approach does not lead to difficulties of principle, and could well work in a more realistic model. It is widely accepted that quantum gravitational effects were dominant in the very early universe. It is also assumed that a future theory of QG should provide the framework to describe the origin of the universe as well as its initial conditions (in terms of a definition of the kinematic and the dynamic that must also be a part of the theory)[1, 2, 3, 4]. However it is usually believed that a subsequent inflationary period would wash out any observable consequence of those QG effects. The success of the chaotic inflation scenario [5, 6] and the difficulties of the old [7] and new [8, 9] inflationary models (see for instance [10, 11, 12, 13, 14, 15, 16]) shift the problem of finding the physical foundations of the phenomenological inflationary models from the Grand Unification scale (≈ 10−5MPl) to the Planck scale. And that is just the scale in which QG effects are expected to be important. Abstract:The environmental conditions generated by war and characterized by poverty, undernutrition, stress, difficult access to safe water and food as well as lack of environmental and personal hygiene favor the spread of many infectious diseases. Epidemic typhus, plague, malaria, cholera, typhoid fever, hepatitis, tetanus, and smallpox have nearly constantly accompanied wars, frequently deeply conditioning the outcome of battles/wars more than weapons and military strategy. At the end of the nineteenth century, with the birth of bacteriology, military medical researchers in Germany, the United Kingdom, and France were active in discovering the etiological agents of some diseases and in developing preventive vaccines. Emil von Behring, Ronald Ross and Charles Laveran, who were or served as military physicians, won the first, the second, and the seventh Nobel Prize for Physiology or Medicine for discovering passive anti-diphtheria/tetanus immunotherapy and for identifying mosquito Anopheline as a malaria vector and plasmodium as its etiological agent, respectively. Meanwhile, Major Walter Reed in the United States of America discovered the mosquito vector of yellow fever, thus paving the way for its prevention by vector control. In this work, the military relevance of some vaccine-preventable and non-vaccine-preventable infectious diseases, as well as of biological weapons, and the military contributions to their control will be described. Currently, the civil-military medical collaboration is getting closer and becoming interdependent, from research and development for the prevention of infectious diseases to disasters and emergencies management, as recently demonstrated in Ebola and Zika outbreaks and the COVID-19 pandemic, even with the high biocontainment aeromedical evacuation, in a sort of global health diplomacy.

In no department of research has the value of “pure” science been more finely vindicated than in that of physiology; and the gain to both physiology and practical medicine from this closer alliance of theory and application has been the subject of general remark. There could scarcely be a better example of this recent tendency than Prof. Bayliss's book on the treatment of “wound shock,” which embodies, with much added detail and illustration, the substance of his Oliver-Sharpey lectures, delivered before the Royal College of Physicians in 1918.

Abstract:During the Great Patriotic War, military medicine gained a wide and versatile experience in organization of rendering medical care for and treatment of millions of the wounded in exceptionally complicated circumstances. The most important mission encountered by the medical service, i. e., salvation and treatment of soldiers was accomplished with honour: more than 72.3% of the wounded and 90.6% of diseased soldiers and officers were returned to the ranks by the Russian medical profession. Soviet surgeons contributed significantly to solving problems of field surgery as a whole and vascular surgery in particular.

Abstract:Henry Drysdale Dakin is a notable person in the history of surgery, wound care, military medicine and infectious disease control. Dakin is an exemplar scientist who in the midst of war forged an international collaboration with scientists in multiple fields to create and universalize an antiseptic utopia, which saved thousands lives during World War I, remarkably diminished functional disabilities from wounds and continues to be a "far-reaching armamentarium" of the surgeons and wound care specialists around the globe. Dakin investigated over 200 different antiseptic substances to finally conclude that a 0.5% buffered sodium hypochlorite solution satisfies his criteria for an ideal antiseptic. The only potential limitation was that the germicidal property of the solution was short lived, which meant the solution had to be used continuously or repeatedly delivered into wounds. Dakin's solution, still in use by modern wound care specialists around the globe, has laid the foundation for wound care management as we know it today. Nevertheless, Dakin contributed more to science than just his solution. In this article, Dakin's life story, his unique scientific career and his contributions to surgical literature are explored. The article also illustrates how a wartime necessity resulted in a medical discovery that is still in use to date.

Abstract:In ancient India and Persia surgeons were highly respected and their operating skill with nose plastic and catatact couching is documented. In mediaeval Europe surgery was classified as a handicraft profession and belonged to the barbers guild with the soapcup as symbol, much inferior to the academic trained medical doctors. In war surgery leg amputation after shotwounds demanded great rapidity, since no anestetic but alcohol was available. In the 18th century surgeons becamea accepted as medical doctors e.g. John Hunter in London and OlofAcrel in Stockholm. A great step in the development of surgery was Mortons introduction of eter narcosis 1846. Now surgeons could work carefully without hurry. The next step took Joseph Lister. Born in 1827 he studied medicine in London and then qualified as surgeon at the famous James Syme's clinic in Edinburgh- In 1860 he became professor of surgery in Glasgow. His clinic like all others was afflicted with suppuration, septicemia, erysipelas and gangrene. He happened to read a thesis by Louis Pasteur, who proved that fermentation and putrefaction in wine production were caused by bacteria. Lister saw the similarity with wound suppuration. Carbolic acid was used in wood industri to prevent putrefaction and Lister now introduced this as a mean to cure or prevent suppuration and septicemia. He washed the wound and soaked the bandage with carbolic acid, which he also sprayed in the air of the operation theatre to prevent air carried infection. In 1867 he published his experiences in the Lancet: Out of 11 complicated fractures (where the bone-ends penetrated the skin) 9 healed without complications. Earlier such fractures ended with dead or amputation. The wards were now free from infected wounds. Abroad Listers findings were received with entusiasm, Ernst von Bergmann i Berlin modified the antiseptic method into a aseptic one and sterilized the room, the instruments and clothes and could so avoid the carbolic acid spray, which was irritating for the surgeons breath. Lister applied the aseptic method from 1887. Abdominal and thoracic surgery now became possible and developed rapidly. In England his ideas were accepted with some delay. In 1877 he was appointed professor in London, was made a peer and president of the Royal Society nad was celebrated all over the world. He died 1912, 85 years old.

Abstract:The routine use of iodine tincture in medicine represents a turning point in the history of surgical procedures. It was the Istrian doctor Antonio Grossich (1849-1926) who first defined and applied the best formula and demonstrated to the world its superiority over other antiseptics. Although his was a life guided by medicine and the steadfast translation of his political ideals into practice, Grossich's achievements were somewhat obscured by his active involvement in the Istrian irredentism of the first decades of the wentieth century.

Abstract:Background: medical teams continue to face challenges with infections following hip replacement surgery, whether they occur shortly after the procedure or months or years later. Certain medical conditions like diabetes, rheumatoid arthritis, and obesity are risk factors that make patients more susceptible to infections. Traditional intervention methods such as DAIR, one-step, or two-step procedures are being enhanced and refined to ensure quicker and more effective treatment. Some cases present particularly difficult challenges, featuring persistent fistulas and unpredictable responses to treatment. Methods: in our article, we share two unique cases, detailing their histories, progressions, and treatment decisions. We explore the use of antibiotic-impregnated calcium biocomposite as a local adjuvant therapy and the application of negative pressure therapy to expedite healing. The system of NWPT has seen widespread uptake and is now implemented routinely for open wounds, such as open fractures, fasciotomies, ulcers, and infected wounds. Results: our findings demonstrate that surgical debridement and calcium sulfate bead insertion successfully treat bone and joint infections without causing any side effects or complications. As a particularity, in the first case, we encountered the exteriorization of Stimulan pearls after surgery, without other complications related to the biocomposite. Conclusions: we have found that NPWT is a beneficial tool in managing complex wounds in both acute and chronic stages, after the infection is cured, reducing the need for frequent dressing changes, shortening hospital stays, and enhancing patient comfort.

Abstract:An in-plane, three-port filter consisting of input/output waveguides and two point-defect cavities in a 2D PC slab is designed and fabricated, where a new feedback method is introduced, and its transmission properties are measured. The measured minimum output wavelength spacing between two channels is 1.5 nm, which is realized by slightly adjusting the size of the resonant cavities. The measured resonant wavelengths of two cavities agree well with the calculated ones and the quality factors of the cavities are almost the same. It is believed that this kind of filter may be useful in optical integrated circuits with high density.

Abstract:Genomics has brought about a revolution in all fields of biology. Before the development of microbial ecology in the 1970s, microbes were not even considered in marine ecological studies. Today we know that half of the total primary production of the planet must be credited to microorganisms. This and other discoveries have changed dramatically the perspective and the focus of marine microbial ecology. The application of genomics-based approaches has provided new challenges and has allowed the discovery of novel functions, an appreciation of the great diversity of microorganisms, and the introduction of controversial ideas regarding the concepts of species, genome, and niche. Nevertheless, thorough knowledge of the traditional disciplines of biology is necessary to explore the possibilities arising from these new insights. This work reviews the different genomic techniques that can be applied to marine microbial ecology, including both sequencing of the complete genomes of microorganisms and metagenomics, which, in turn, can be complemented with the study of mRNAs (transcriptomics) and proteins (proteomics). The example of proteorhodopsin illustrates the type of information that can be gained from these approaches. A genomics perspective constitutes a map that will allow microbiologists to focus their research on potentially more productive aspects.

Abstract:Forms of organization of scientific work in the interests of the front were different: for example, united efforts of physicians to organize a proper work at Scientific Medical Boards directed by the Head of the Main Army Medical Department of the Red Army and the Head of the Health and Sanitary Department of the Navy, as well as Scientific and Hospital boards of the People's Commissariat of Health of the USSR. At the plenary sessions the heads of these boards considered the most important medical problems of evacuation, treatment, sanitary and disease control and also new methods of treatments of wounded, results of medical services during particular period of war, new tasks and etc. The most prominent scientists and presenters of all leading sectors of healthcare worked at these boards, that allowed developing, testing and implementing of the latest achievements of medical science.
