Abstract:The majority of research to date on scientific communication in geography has concerned the English‐language flow of scientific information in geographic circles, almost entirely ignoring the question of journals published in other languages. The aim of this article is to assess the contribution of French, German and Spanish journals to this flow. The research was based on an analysis of the countries of origin of the authors of articles and authors citing them. Information came from the Scopus database. The analysis shows that French, German and Spanish geographical journals are used almost exclusively for scientific communication within their own country and within their own language. They have an even higher level of ‘closedness’ than the English‐language journals published in the Anglo‐American countries, so they cannot at present be regarded as international media of scientific communication in geography. A detailed analysis of the research results leads to the conclusion that at present the main barrier to the internationalisation of non‐Anglophone geographical journals is probably not the fact that they publish articles in national languages (French, German or Spanish). This situation is explained by two factors. The first is symbolic, while the second is of an organisational and economic nature.

Abstract:Synopsis In the field of organismal biology, as in much of academia, there is a strong incentive to publish in internationally recognized, highly regarded, English-language journals to promote career advancement. This expectation has created a linguistic hegemony in scientific publishing, whereby scholars for whom English is an additional language face additional barriers to achieving the same scientific recognition as scholars who speak English as a first language. Here, we surveyed the author guidelines of 230 journals in organismal biology with impact factors of 1.5 or greater for linguistically inclusive and equitable practices and policies. We looked for efforts that reflect first steps toward reducing barriers to publication for authors globally, including the presence of statements that encouraged submissions from authors of diverse nationalities and backgrounds, policies regarding manuscript rejection based on perceived inadequacies of the English language, the existence of bias-conscious reviewer practices, whether translation and editing resources or services are available, allowance for non-English abstracts, summaries, or translations, and whether journals offer license options that would permit authors (or other scholars) to translate their work and publish it elsewhere. We also directly contacted a subset of journals to verify whether the information on their author guidelines page accurately reflects their policies and the accommodations they would make. We reveal that journals and publishers have made little progress toward beginning to recognize or reduce language barriers. Counter to our predictions, journals associated with scientific societies did not appear to have more inclusive policies compared to non-society journals. Many policies lacked transparency and clarity, which can generate uncertainty, result in avoidable manuscript rejections, and necessitate additional time and effort from both prospective authors and journal editors. We highlight examples of equitable policies and summarize actions that journals can take to begin to alleviate barriers to scientific publishing.

Abstract:The languages of Russian-Swedish negotiations, congresses, and peace treaties of the reign of Peter I have rarely been mentioned in the works covering the history of Russian-Swedish relations or foreign policy, and they have never become the subject of special research. Based on a vast set of sources deposited in the Russian State Archive of Ancient Acts (RGADA), the Archive of Foreign Policy of the Russian Empire (AVPRI), and the Swedish National Archives (Riksarkivet), the article provides an overview of major diplomatic events of the Russian-Swedish relations of 1718–1724, paying close attention to the language of negotiations, peace treaties, ratifications, and correspondence. At the time, when both sides used their national language, the traditional bilingualism of the Russian-Swedish diplomatic documents coexisted with the active use of the German language as a neutral one. More particularly, this was due to the lack of Swedish translators in Russia and the fact that both Russian and Swedish diplomats were of German descent or spoke German. However, the author argues that the use of German was not obvious and had limits, as languages of diplomacy retained their symbolic meaning. Traditionally, the formation of the Petrine diplomatic system is described as a departure from tradition, the inclusion of Russia into the eighteenth-century state system, and its adaptation to the diplomatic customs of European diplomacy. A review of the Russian-Swedish diplomatic language practices shows that each side employed its language, and Swedish diplomats refused outright to communicate with Russian authorities in German. The author assumes that studying early modern European diplomacy requires a micro-perspective and regional focus. This approach could be more productive for understanding the formation and functioning of early modern diplomacy than the traditional framework of Russian integration into the uniform European diplomatic system.

Abstract:An eminent Swedish author and playwright abandoned literary activities and began to pursue scientific interests, especially chemistry, during the period of his personal crisis, which he called inferno. He created a special approach, called by him unitary chemistry (chimie unitaire), according to which all substances are composed of hydrogen units. On the basis of the unitary chemistry, he described atoms and molecules as combinations of arbitrary other substances while maintaining the same atomic or molecular weights. His views on composition and preparation of sulfur and iodine, and especially his famous attempt to produce gold, are described as examples.

Abstract:abstract Having a central scientific language remains crucial for advancing and globally sharing science. Nevertheless, maintaining one dominant language also creates barriers to accessing scientific careers and knowledge. From an interdisciplinary perspective, we describe how, when, and why to make scientific literature more readily available in multiple languages through the practice of translation. We broadly review the advantages and limitations of neural machine translation systems and propose that translation can serve as both a short- and a long-term solution for making science more resilient, accessible, globally representative, and impactful beyond the academy. We outline actions that individuals and institutions can take to support multilingual science and scientists, including structural changes that encourage and value translating scientific literature. In the long term, improvements to machine translation technologies and collective efforts to change academic norms can transform a monolingual scientific hub into a multilingual scientific network. Abstract:Scientific knowledge is produced in multiple languages but is predominantly published in English. This practice creates a language barrier to generate and transfer scientific knowledge between communities with diverse linguistic backgrounds, hindering the ability of scholars and communities to address global challenges and achieve diversity and equity in science, technology, engineering and mathematics (STEM). To overcome those barriers, publishers and journals should provide a fair system that supports non-native English speakers and disseminates knowledge across the globe. We surveyed policies of 736 journals in biological sciences to assess their linguistic inclusivity, identify predictors of inclusivity, and propose actions to overcome language barriers in academic publishing. Our assessment revealed a grim landscape where most journals were making minimal efforts to overcome language barriers. The impact factor of journals was negatively associated with adopting a number of inclusive policies whereas ownership by a scientific society tended to have a positive association. Contrary to our expectations, the proportion of both open access articles and editors based in non-English speaking countries did not have a major positive association with the adoption of linguistically inclusive policies. We proposed a set of actions to overcome language barriers in academic publishing, including the renegotiation of power dynamics between publishers and editorial boards.

Abstract:Asia, America, and Europe have been intellectually intertwined for centuries. Several studies have been published revealing European scholars' interest in the "exotic" languages of Asia and America, as well as in ethnographic and anthropological aspects. Some scholars such as Polymath Leibniz (1646-1716), were interested in these languages in an attempt to construct a universal language, while others tried to establish language families, like the Jesuit Hervás y Panduro (1735-1809). However, all acknowledge the importance of language and the circulation of knowledge. This paper analyzes the dissemination of the compilation of eighteenth-century multilingual lexical compilations for comparative purposes as an early globalized project. These compilations were designed by European scholars and subsequently elaborated in different languages by missionaries, explorers, and scientists in the Philippines and America. Taking the correspondence and relations between botanist Mutis (1732-1808) and bureaucrats, European scientists such as polymath Humboldt (1769-1859) and Botanist Linnaeus (1707-1778) among others, and navy officers of the scientific exploration commanded by Malaspina (1754-1809) and Bustamante y Guerra (1759-1825) into consideration, I will analyze how simultaneous projects followed a unified aim, and illustrate their substantial contribution to the study of language in the late eighteenth century.
The dominance of English in scientific publications: The experience and attitudes of scholars working at a faculty in Serbia

Abstract:The author of the paper studied the experience and attitudes of 30 scholars working at a faculty in Serbia. The results of the questionnaire comply with the findings of much larger linguistic and sociolinguistic studies conducted on the subject in other non-English academic communities. Namely, to achieve personal academic goals and receive international recognition, all respondents are obliged to publish their papers in English. The choice of the publishing language is simple and does not depend on respondent's age, gender, degree of education, scientific field, knowledge of other foreign languages, and English competence. The choice of publishing language is obvious and comes down to English as a lingua franca (ELF) because 93% of scholars questioned consider English the most significant language for their scientific career and research field. Although they all publish their papers in ELF, most of these non-native speakers of English face both linguistic and non-linguistic issues in terms of lack of material resources, access to the latest research and technical problems. However, the bright side of the questionnaire is the finding that as much as 77% of respondents teaching at one faculty in Serbia publish their articles in the national journals in their native language. Thus, it is conclusive that ELF does not represent a threat to the Serbian language which still remains an important channel of publishing. Certainly, it is necessary to conduct a more extensive study on attitudes of a larger number of Serbian scholars regarding publishing in their native language and English, but this sample confirms that ELF is not necessarily a threat to local languages provided that it is regarded as a means of communication between scientists who do not speak the same native language.

Abstract:The standard definition of localization restricts the phenomenon to digital documents, but adaptation of texts for different readerships began long before the digital era. This paper looks at two examples from the late seventeenth century; they are both translations from the Philosophical Transactions to the Journal des Sçavans in 1675. They display a strategy of selective translation, combined in the second case with reorganization of the text. While thematic analysis reveals only minor differences, analysis of process types shows that there is a move towards physical factors at the expense of human involvement. It can be hypothesized that the reason for this derives from the different types of readership of the two periodicals. This phenomenon can be termed "protolocalization".

Abstract:Kobus Marais identified Roman Jakobson as a key figure behind the glottocentric drift in translation studies. A re-reading of Jakobson's "On Linguistic Aspects of Translation" is useful in understanding this drift. But it also sheds light on Marais's own reserve about chances to counter glottocentrism. Jakobson placed interlingual translation at the centre, but he also took steps to displace it. Consequently, Jakobson's argument may be read as open, tangential, and processual, admitting paradoxes despite the prevailing exigencies of non-contradiction. A little known eighteenth-century Polish statement on language and translation may be used to argue that translation scholarship today should explore its bio-semiotic structures. The (bio)semiotic theory of translation may need to present itself as a bio-semiotic commitment to translation studies in order to counter the analytic, metaphor-averse pull of scholarship from reverting bio-semiotic thought toward glottocentrism promoted by academic publishing and disciplinary rivalries.

The entries are in general longer and much more full of detail, both of linguistic material and of bibliography and evaluation of etymological hypotheses, than were the entries in KEWA. A typical entry consists of: the initial lemma with meaning (no alternative English meaning, as was given in KEWA) and the text source (in standard abbreviation); a very abbreviated statement of its fate, if any, in later stages of Indo-Aryan (but this is a very secondary concern of the author); reference to R. L. Turner, A comparative dictionary of the IndoAryan languages ; occasional citation of forms from the later languages; relationship, if any, to Iranian, with quotation of the necessary minimum of related forms from any stage of Iranian; further relationship, if any, to Indo-European languages, with quotation of the necessary minimum of related forms. In these last categories there is much use of reconstructed forms, making full use of laryngeal theory. Abstract:AbstractThere is a tendency for non-native English scientists to publish exclusively in English, assuming that this will make their articles more visible and cited. We tested this hypothesis by comparing the effect of language on the number of citations of articles published in six natural sciences journals from five countries that publish papers in either English or other languages. We analyzed the effect of language (English vs non-English), paper length, and year of publication on the number of citations. The articles published in English have a higher number of citations than those published in other languages, when the effect of journal, year of publication, and paper length are statistically controlled. This may result because English articles are accessible to a larger audience, but other factors need to be explored. Universities and scientific institutions should be aware of this situation and improve the teaching of English, especially in the natural sciences.

Abstract:The success of a scientist depends on their production of scientific papers and the impact factor of the journal in which they publish. Because most major scientific journals are published in English, success is related to publishing in this language. Currently, 98% of publications in science are written in English, including researchers from English as a Foreign Language (EFL) countries. Colombia is among the countries with the lowest English proficiency in the world. Thus, understanding the disadvantages that Colombians face in publishing is crucial to reducing global inequality in science. This paper quantifies the disadvantages that result from the language hegemony in scientific publishing by examining the additional costs that communicating in English creates in the production of articles. It was identified that more than 90% of the scientific articles published by Colombian researchers are in English, and that publishing in a second language creates additional financial costs to Colombian doctoral students and results in problems with reading comprehension, writing ease and time, and anxiety. Rejection or revision of their articles because of the English grammar was reported by 43.5% of the doctoral students, and 33% elected not to attend international conferences and meetings due to the mandatory use of English in oral presentations. Finally, among the translation/editing services reviewed, the cost per article is between one-quarter and one-half of a doctoral monthly salary in Colombia. Of particular note, we identified a positive correlation between English proficiency and higher socioeconomic origin of the researcher. Overall, this study exhibits the negative consequences of hegemony of English that preserves the global gap in science. Although having a common language is important for science communication, generating multilinguistic alternatives would promote diversity while conserving a communication channel. Such an effort should come from different actors and should not fall solely on EFL researchers.

Abstract:Previous studies have reported the increased use of English as the “lingua franca” for academic purposes among non-Anglophone researchers. But despite data that confirm this trend, little is known about the reasons why researchers decide to publish their results in English rather than in their first language. The aim of this study is to determine the influence of researchers’ scientific domain on their motivation to publish in English. The results are based on a large-scale survey of Spanish postdoctoral researchers at four different universities and one research centre, and reflect responses from 1717 researchers about their difficulties, motivations, attitudes and publication strategies. Researchers’ publication experiences as corresponding authors of articles in English and in their first language are strongly related to their scientific domain. But surprisingly, Spanish researchers across all domains expressed a similar degree of motivation when they write research articles in English. They perceive a strong association between this language and the desire for their research to be recognized and rewarded. Our study also shows that the target scientific audience is a key factor in understanding the choice of publication language. The implications of our findings go beyond the field of linguistics and are relevant to studies of scientific productivity and visibility, the quality and impact of research, and research assessment policies.

Abstract:Abstract Bibliometric measurements are becoming omnipresent and crucially important for academic career decisions. The measured criteria induce strong incentives to align academics’ time and efforts. Based on a survey of economics and business scholars in German-speaking countries, this article empirically explores the interactions between scientific journal metrics and the behavior of authors in the publishing process. The impact different types of pressure have on their decisions is emphasized. In line with rational choice, authors generally move down in journal ranking as they resubmit their papers. While the process is highly influenced by random elements, the Scimago journal rank provides the best fit to researcher’s behavior. Doctoral students initially submit to lower ranked journals compared to higher academic positions, which is likely due to the time pressure they face. The empirical findings improve our understanding of strategic responses in the scientific publishing process. Qualified lotteries, along with other propositions, are suggested to mitigate adverse responses by academics.

Abstract:How can the EC's cclence polzcy mteruentzons be evaluated at the supranational level? For scientometrics, this problem has raised various interesting research questions ( I ) how can the system(s) be mearuled at the national and at the supranational level, (2) how me the dynamics between these two levels of analysis to be understood; and (3) if a European system does emerge, how should it be decomposed with reference to explunatory factors like policy interventions? In addition to descriptive statistics, these questions require a systems theoretical elaboration.Entropy measures from chaos theory enable usto integrate the systems theoretical perspective with scientometric observations. The conclusions are that the EC does not function currently as a single publication system, but the development of international co-authorship relations among member countries does exhibit a systematic pattern. The co-authorship network has grown vigorously during the 1980s. notably in terms of co-authored article. The possible effects of external interuention in tuch a process are discussed.

Abstract:Non-native language scholars often struggle to choose between English and their native language in scholarly publishing. This study aims to identify the mechanism by which journal attributes influence language choice by investigating the perspectives of 18 Chinese scholars through semi-structured interviews. Drawing on grounded theory, this study develops a model for how journal attributes influence researchers' language preferences. We find that journal attributes influence researchers' perceived value which, in turn, affects their particular language choice, with contextual factors playing a moderating role. By examining the motivations underlying Chinese scholars' language choice, this study provides a critical understanding of the factors shaping their decision-making processes. These findings have significant implications for Chinese scholars, policymakers, and journal operators, shedding light on the issue of discrimination in academic publishing. Addressing these concerns is crucial for fostering a fair and inclusive academic environment.

With over 2.6 million scientific articles published each year, the turnover of scientific journals exceeds $25 billion annually. Five publishers share nearly half of this lucrative market. Scientists are the key players in the process, but other stakeholders have gradually been introduced, building various business models whose similarities and differences are described here. Concepts underlying scientific publication: Open access to scientific papers dates back to the scientific and technical revolution of the 17th century. However, its evolution has been considerably boosted by the development of the Internet and the recognition of science as "commons".Scientific integrity is under the control of research institutions to ensure the prevention of fraud and misconduct in the course of scientific production. Usually, the scientific integrity is questioned during the manuscript reviewing process which may result in identification of flaws. Models of scientific publications: In the historical model, readers pay for access to the document. Authors are not remunerated and renounce copyright on their articles to the publisher. The limits of the historical model became clear in the 90s, facing the cost of publishing, reduction in the number of subscribers, development of the Internet and willingness to improve manuscript evaluation.With the development of the Internet and the paradigm of open access, publishers proposed a new model in the 2000s, replacing the cost of access to articles for the reader with the payment of Article Processing Charges (APCs) paid by the author or its institution ("author pays" model). In this model, the content of the article can be freely reproduced and used, provided that the original author is credited. In addition to the evaluation of the manuscript which remains a critical factor, the cost of publication appears inequitable. However, all or part of the APCs may be waived, particularly for authors from low- and middle-income countries.For the past 15 years or so, publishers, learned societies and academic or research institutions (including libraries) have been seeking to publish reliable, open access manuscripts that respect scientific integrity while being affordable for the author.Predatory journals emerged in the late 2000s, taking advantage of the success of the authorpays model to capture APCs. Lacking a proper evaluation process resulting in poor-quality publications, these journals are rejected by most scientific institutions. On the other hand, they are particularly attractive in low- and middle-income countries because of their aggressive commercial practices (insistent invitation to submit a manuscript, low rejection rate, rapid publication, reduced APC, etc.).The purpose of each journal is to secure its economic model. This goes through ensuring its visibility, which is determined by the number of citations (online and social media citations) rather than the quality of the articles published. Peer review: This very old concept has not been widely used until the 20th century. In the historical model, manuscript evaluation is generally carried out by members of the learned society that publishes the journal. Evaluation can be either unblinded, single-blinded (referee is anonymous) or double-blinded (author and referee are anonymous). Several studies have shown that blind procedures do not alter the quality of the evaluation. Since the early 90s, post-publication evaluation has emerged, of which there are several variants. The aim is to shorten times to publication and open up the evaluation process more widely in order to limit the bias. Apart from the fact that this system does not guarantee a better evaluation of the manuscript, its main disadvantage is that the article is accessible without validation of the data collection and analysis throughout the entire process, which can be lengthy. Cost and funding of scientific journals: The cost of an article depends on charges that vary according to the conditions and places of production. Reviewers are volunteers. On the other hand, manuscript management, editing and distribution are carried out by professionals, which entail financial charges. Some of these costs are lower in low- and medium-resource countries, where economies of scale and higher benefits are possible. Conclusion: The limits of the historical model have led to the development of several business models of scientific journals, that are in constant evolution, especially the author pays model which promises open access to publications but impacts scientific production. However, the evaluation of scientific production is heterogeneous due to a limited pool of reviewers inadequately selected. Scientific publishing is looking for solutions to find a virtuous model that respects open science, open access to data and scientific integrity. The "Diamond open access" model, free of charge for both readers and authors with the guarantee of an irrevocable license to reproduce the content of the article provided that the original source is cited, perfectly fits.
