Abstract:Abstract Background Nowadays, the use of Closed Circuit Television (CCTV) systems is effective for monitoring traffic, preventing crime, and ensuring safety in many public spaces. However, the effectiveness of CCTV coverage is often achieved through design experience and trial-and-error, instead of being evaluated and visualized using a robust approach. Methods Firstly, a method for simulating varifocal CCTV lenses in order to attain different fields of view was developed, allowing real CCTV views to be approximated by adjusting the parametric properties of simulated CCTV cameras in the 3D BIM model. Secondly, an API (Application Programming Interface) plug-in program for a commercially available BIM tool was developed to facilitate the parametric modeling of CCTV systems and the evaluation of the CCTV coverage. Results A complete BIM model of an MRT (Mass Rapid Transit) station was chosen as a case study to apply the developed approach to the examination of CCTV coverage. Finally, the overall coverage of the CCTV systems for the MRT station were demonstrated visually and studied in the station's BIM model. Conclusions This research has developed a robust visualization approach for evaluating the coverage of CCTV systems in public building spaces. The developed approach is based on Building Information Modeling (BIM) technology and is capable of simulating CCTV systems in a 3D virtual environment in order to evaluate the CCTV coverage.
Target-oriented Optimized Survey Design and Quantitative Comparison for 3D Electrical Resistivity Tomography

Abstract:In recent decades, geoelectrical methods have played a very important role in near-surface investigation. The most widely used of these methods is electrical resistivity tomography (ERT). Regardless of the forward and inversion algorithms used, the original data collected from a survey is the most important factor for quality of the resulted model. However, 3D electrical resistivity survey design continues to be based on data sets recorded using one or more of the standard electrode arrays. There is a recognized need for the 3D survey design to get better resolution using fewer data. Choosing suitable data from the comprehensive data set is a great approach. By reasonable selecting, better resolution can be obtained with fewer electrodes and measurements than conventional arrays. Previous research has demonstrated that the optimized survey design using the 'Compare R' method can give a nice performance.This paper adds target-oriented selection and modified the original 'Compare R' method. The survey design should be focused on specific target areas, which need a priori information about the subsurface properties. We select electrodes and configurations as the target set by the comprehensive set firstly which meets the requirements of the target area. The number of measurements and electrodes is much less than the comprehensive set and the model resolution matrix takes less time to calculate. At the next step for rank, we calculate the sensitivity matrix of the target set only once and then calculate the contribution degree of each measurement separately from it. The time of iterative calculation of the resolution matrix when measurements set changing is less than the original method.The traditional method of evaluating RMS is not appropriate for comparing the quality of collected data by different survey designs. SSIM (structural similarity index) gives more reliable measures of image similarity better than the RMS. The curves of SSIM values in three dimensions and the average SSIM are given as quantitative comparisons. Besides, the frequency of electrodes utilized given to guides on selecting the highest used electrodes. Finally, the curves of the average relative resolution S and the number of electrodes as the number of measurements increase are given, which proves the method works effectively.The results show the significance of using target-oriented optimized survey design, as it selects fewer electrodes and arrays than the original CR method. Also, it produces better resolution than conventional arrays and takes less calculation time. 3D SSIM, frequency of electrodes used, the relationship between average relative resolution, number of electrodes and number of measurements, these quantitative comparison methods can effectively evaluate the data collected in various survey designs.

Abstract:The design and application of intelligent system has become a hotspot in todaypsilas intelligent study. With the expansive application of intelligent system, the study on spatial-based CATV intelligent analysis receives a growing concern. Based on the analysis of the status quo and development of intelligent technologies, aiming at the characteristics of CATV network management, a three-tier distributed spatial information system with superior and subordinate (SAS) intelligent analyzer and statistic container is proposed in this paper. The system provided a good solution to realize spatial visualization management of CATV network analysis. The spatial-based system designed by this paper also has certain significance of reference to the design of other intelligent applications.

Abstract:Abstract Accurate traffic density plays a pivotal role in the Intelligent Transportation Systems (ITS). The current practice to obtain the traffic density is through specialized sensors. However, those sensors are placed in limited locations due to the cost of installation and maintenance. In most metropolitan areas, traffic surveillance cameras are widespread in road networks, and they are the potential data sources for estimating traffic density in the whole city. Unfortunately, such an application is challenging since surveillance cameras are affected by the 4L characteristics: L ow frame rate, L ow resolution, L ack of annotated data, and L ocated in complex road environments. To the best of our knowledge, there is a lack of holistic frameworks for estimating traffic density from traffic surveillance camera data with 4 L characteristics. Therefore, we propose a framework for estimating traffic density using uncalibrated traffic surveillance cameras. The proposed framework consists of two major components: camera calibration and vehicle detection. The camera calibration method estimates the actual length between pixels in the images and videos, and the vehicle counts are extracted from the deep-learning-based vehicle detection method. Combining the two components, high-granular traffic density can be estimated. To validate the proposed framework, two case studies were conducted in Hong Kong and Sacramento. The results show that the Mean Absolute Error (MAE) for the estimated traffic density is 9.04 veh/km/lane in Hong Kong and 7.03 veh/km/lane in Sacramento. The research outcomes can provide accurate traffic density without installing additional sensors.

Surveilling Surveillance: Estimating the Prevalence of Surveillance Cameras with Street View Data

Abstract:The use of video surveillance in public spaces--both by government agencies and by private citizens--has attracted considerable attention in recent years, particularly in light of rapid advances in face-recognition technology. But it has been difficult to systematically measure the prevalence and placement of cameras, hampering efforts to assess the implications of surveillance on privacy and public safety. Here we present a novel approach for estimating the spatial distribution of surveillance cameras: applying computer vision algorithms to large-scale street view image data. Specifically, we build a camera detection model and apply it to 1.6 million street view images sampled from 10 large U.S. cities and 6 other major cities around the world, with positive model detections verified by human experts. After adjusting for the estimated recall of our model, and accounting for the spatial coverage of our sampled images, we are able to estimate the density of surveillance cameras visible from the road. Across the 16 cities we consider, the estimated number of surveillance cameras per linear kilometer ranges from 0.1 (in Seattle) to 0.9 (in Seoul). In a detailed analysis of the 10 U.S. cities, we find that cameras are concentrated in commercial, industrial, and mixed zones, and in neighborhoods with higher shares of non-white residents---a pattern that persists even after adjusting for land use. These results help inform ongoing discussions on the use of surveillance technology, including its potential disparate impacts on communities of color.
Full-View Area Coverage in Camera Sensor Networks: Dimension Reduction and Near-Optimal Solutions

Abstract:We study the problem of minimum-number full-view area coverage in camera sensor networks, i.e., how to select the minimum number of camera sensors to guarantee the full-view coverage of a given region. Full-view area coverage is challenging because the full-view coverage of a 2-D continuous domain has to be considered. To tackle this challenge, we first study the intrinsic geometric relationship between the full-view area coverage and the full-view point coverage and prove that the full-view area coverage can be guaranteed, as long as a selected full-view ensuring set of points is full-view covered. This leads to a significant dimension reduction for the full-view area coverage problem. Next, we prove that the minimum-number full-view point coverage is NP-hard and propose two approximation algorithms to solve it from two different perspectives, respectively: 1) By introducing a full-view coverage ratio function, we quantify the “contribution” of each camera sensor to the full-view coverage through which we transform the full-view point coverage into a submodular set cover problem and propose a greedy algorithm (GA); and 2) by studying the geometric relationship between the full-view coverage and the traditional coverage, we propose a set-cover-based algorithm (SCA). We analyze the performance of these two approximation algorithms and characterize their approximation ratios. Furthermore, we devise two distributed algorithms that obtain the same approximation ratios as GA and SCA, respectively. Finally, we provide extensive simulation results to validate our analysis.

Abstract:In this work, we present CCTV-Exposure -- the first CCTV-aware solution to evaluate potential privacy exposure to closed-circuit television (CCTV) cameras. The objective was to develop a toolset for quantifying human exposure to CCTV cameras from a privacy perspective. Our novel approach is trajectory analysis of the individuals, coupled with a database of geo-location mapped CCTV cameras annotated with minimal yet sufficient meta-information. For this purpose, CCTV-Exposure model based on a Global Positioning System (GPS) tracking was applied to estimate individual privacy exposure in different scenarios. The current investigation provides an application example and validation of the modeling approach. The methodology and toolset developed and implemented in this work provide time-sequence and location-sequence of the exposure events, thus making possible association of the exposure with the individual activities and cameras, and delivers main statistics on individual's exposure to CCTV cameras with high spatio-temporal resolution.

Orientation Optimization for Full-View Coverage Using Rotatable Camera Sensors

Abstract:Recently, full-view coverage has been introduced to capture intruders from multiple directions in the camera sensor networks. It is more efficient than traditional coverage in identifying the intruders. However, full-view coverage typically calls for a large number of camera sensors. Hence, we exploit limited mobility or orientation to improve the performance of full-view coverage since camera sensors typically can rotate to cover more areas without being relocated after installation. Observing that target points may not be full-view covered constantly due to the sensor rotation, we emphasize the importance of the fairness-based coverage maximization problem, i.e., how to schedule the orientations of camera sensors to maximize the minimum cumulative full-view coverage time of target points. To solve this issue, we first try to reduce the dimension space of orientations by dividing the orientation space into a set of discrete directions. We then study how to select the minimum number of sensing regions that camera sensors should rotate to cover in order to ensure the full-view coverage of all target points. Next, we unveil the relationship between the full-view coverage and target points, which are spatially correlated. Based on these results, we devise a centralized algorithm to solve the problem based on "largest demand first serve" principle, by which the target points with less cumulative full-view coverage time will be preferentially selected to be full-view covered with a higher probability. We further design a distributed solution as a counterpart of the centralized algorithm. Extensive simulations are presented to show the performances of the proposed algorithms. Results show that exploiting limited mobility of sensor rotation has good potential in promoting the efficiency and reducing the cost of ensuring full-view coverage.
5-D Spatial-Temporal Information-Based Infrared Small Target Detection in Complex Environments

Abstract:Recently, infrared (IR) small target detection problem has attracted increasing attention. Tensor component analysis-based techniques have been widely utilized, while they are faced with challenges such as tensor structures, background and target estimation, and real-time performance. In this paper, we propose a 5-D spatial-temporal factor-based completion model (5D-STFC) for IR small target detection. Specifically, a 5-D whitened spatial-temporal patch-tensor is constructed. Then, we devise a spatial-temporal factor-based low-rank background estimation norm and a Moreau envelope-derived sparsity estimation norm based on joint spatial-temporal knowledge. Furthermore, we establish a comprehensive completion model for component analysis. To efficiently solve this model, we design a multi-block alternating direction method of multipliers (multi-block ADMM)-based optimization scheme. Extensive experiments conducted on five real IR sequences demonstrate the superiority of 5D-STFC over nine state-of-the-art competitive methods. It can be concluded that 5D-STFC is excellent and practical in target detectability, background suppressibility, overall performance, and real-time performance.
Optimal Camera Placement for Monitoring Safety in Metro Station Construction Work

Abstract:Monitoring systems based on cameras are crucial for safety management of the high-risk activities common in the complex environment of metro station construction sites, and hence there is a need for a reliable camera network system. However, the number and locations of cameras are currently estimated according to the experience of managers/engineers, and the occlusion effect is rarely considered, resulting in weak coverage of 3D spaces in practice. To address this gap, a novel approach is presented to optimize camera placements for 100% site coverage while considering the occlusion dynamics caused by sidewalls and supports during excavation in metro station projects. A case study of a metro station project is presented to demonstrate and validate the approach, with results showing that the optimized plans for camera placement have larger coverage than the original plan and better performance in safety monitoring and controlling hazards. Optimized in this way, the plans for camera placement can help managers with effective planning and enhanced safety management of metro station construction sites.

A Smart Monitoring Method for Electric Power Construction Site Area Based on Target Correlation

Abstract:In view of electric power construction site with low level of informationization， lack of intelligent management， and small supervision areas， the paper proposes a smart monitoring method for electric power construction site areas based on target correlation method. Given the cumbersome positioning process of the targets to be measured （person， car） in the existing method and the inability to fully utilize the environment-related information， the correlation fusion module is introduced to improve the information utilization rate of the relative position of the targets to be tested. Multi-target positioning is carried out using the same network model to reduce the complexity of positioning and improve positioning efficiency. Experiments are carried out using real images of the construction site. The results show that the detection accuracy of the proposed method for the target to be measured in the construction site area is up to 99.2%， which is of high engineering application value.
Application of 2D Homography for High Resolution Traffic Data Collection using CCTV Cameras

Abstract:Traffic cameras remain the primary source data for surveillance activities such as congestion and incident monitoring. To date, State agencies continue to rely on manual effort to extract data from networked cameras due to limitations of the current automatic vision systems including requirements for complex camera calibration and inability to generate high resolution data. This study implements a three-stage video analytics framework for extracting high-resolution traffic data such vehicle counts, speed, and acceleration from infrastructure-mounted CCTV cameras. The key components of the framework include object recognition, perspective transformation, and vehicle trajectory reconstruction for traffic data collection. First, a state-of-the-art vehicle recognition model is implemented to detect and classify vehicles. Next, to correct for camera distortion and reduce partial occlusion, an algorithm inspired by two-point linear perspective is utilized to extracts the region of interest (ROI) automatically, while a 2D homography technique transforms the CCTV view to bird's-eye view (BEV). Cameras are calibrated with a two-layer matrix system to enable the extraction of speed and acceleration by converting image coordinates to real-world measurements. Individual vehicle trajectories are constructed and compared in BEV using two time-space-feature-based object trackers, namely Motpy and BYTETrack. The results of the current study showed about +/- 4.5% error rate for directional traffic counts, less than 10% MSE for speed bias between camera estimates in comparison to estimates from probe data sources. Extracting high-resolution data from traffic cameras has several implications, ranging from improvements in traffic management and identify dangerous driving behavior, high-risk areas for accidents, and other safety concerns, enabling proactive measures to reduce accidents and fatalities.

Abstract:As the use of camera networks has expanded, camera placement to satisfy some quality assurance parameters (such as a good coverage ratio, an acceptable resolution constraints, an acceptable cost as low as possible, etc.) has become an important problem. The discrete camera deployment problem is NP-hard and many heuristic methods have been proposed to solve it, most of which make very simple assumptions. In this paper, we propose a probability inspired binary Particle Swarm Optimization (PI-BPSO) algorithm to solve a homogeneous camera network placement problem. We model the problem under some more realistic assumptions: (1) deploy the cameras in the 3D space while the surveillance area is restricted to a 2D ground plane; (2) deploy the minimal number of cameras to get a maximum visual coverage under more constraints, such as field of view (FOV) of the cameras and the minimum resolution constraints. We can simultaneously optimize the number and the configuration of the cameras through the introduction of a regulation item in the cost function. The simulation results showed the effectiveness of the proposed PI-BPSO algorithm.

Abstract:In the field of Crime Prevention Through Environmental Design (CPTED), it is said that natural surveillance, which means that building occupants or passersby keep a lookout for potential crime offenders in natural ways, is important for crime prevention in urban areas. Recently, methods for modeling natural surveillance have been developed. However, by the existing methods, it is difficult to measure natural surveillance with both high resolution and efficiency. Therefore, this research aims to develop methods for mapping natural surveillance in urban areas with higher resolution and more efficiency than existing methods. We propose methods for mapping natural surveillance by measuring visibility in urban areas using a hand truck equipped with laser scanners and GPS. In experiments, we demonstrate our methods are useful for mapping natural surveillance from roads on GIS in 3-D with higher resolution and more efficiency than existing methods.

Abstract:The integration of intelligent video surveillance and GIS (geograhical information system) data provides a new opportunity for monitoring and protecting cultivated land. For a GIS-based video monitoring system, the prerequisite is to align the GIS data with video image. However, existing methods or systems have their own shortcomings when implemented in monitoring cultivated land. To address this problem, this paper aims to propose an accurate matching method for projecting vector data into surveillance video, considering the topographic characteristics of cultivated land in plain area. Once an adequate number of control points are identified from 2D (two-dimensional) GIS data and the selected reference video image, the alignment of 2D GIS data and PTZ (pan-tilt-zoom) video frames can be realized by automatic feature matching method. Based on the alignment results, we can easily identify the occurrence of farmland destruction by visually inspecting the image content covering the 2D vector area. Furthermore, a prototype of intelligent surveillance video system for cultivated land is constructed and several experiments are conducted to validate the proposed approach. Experimental results show that the proposed alignment methods can achieve a high accuracy and satisfy the requirements of cultivated land monitoring.

Abstract:Technological advances in sensor manufacture, communication, and computing are stimulating the development of new applications that are transforming traditional vision systems into pervasive intelligent camera networks. The analysis of visual cues in multi-camera networks enables a wide range of applications, from smart home and office automation to large area surveillance and traffic surveillance. While dense camera networks - in which most cameras have large overlapping fields of view - are well studied, we are mainly concerned with sparse camera networks. A sparse camera network undertakes large area surveillance using as few cameras as possible, and most cameras have non-overlapping fields of view with one another. The task is challenging due to the lack of knowledge about the topological structure of the network, variations in the appearance and motion of specific tracking targets in different views, and the difficulties of understanding composite events in the network. In this review paper, we present a comprehensive survey of recent research results to address the problems of intra-camera tracking, topological structure learning, target appearance modeling, and global activity understanding in sparse camera networks. A number of current open research issues are discussed.
Vulnerable Underground Entrance Understanding for Visual Surveillance Systems

Abstract:Protecting critical infrastructure through visual surveillance is of vital importance, especially in underground entrance environments where large chunks of sloping glass ceilings are particularly susceptible to various types of terrorist activity. However, owing to the diversity of underground entrance environments, understanding them remains a challenge. Traditional 3D layout and object pose estimation that are evaluated on 3D point clouds or RGB-D data are energy-consuming and difficult to account for semantic information in environments. In this study, we present a methodology to understand underground entrance environments, and to recover their 3D reconstruction from a monocular camera. Clusters of sloping angle projections are extracted. Through their corresponding vanishing points (VPs), surfaces of sloping structures are estimated. Relative geometric constraints of different planes are built to bridge the gap between 2D sloping surfaces and 3D reconstruction without precise depth or point clouds. An underground entrance scene is approximated by Manhattan and sloping non-Manhattan structures in 3D reconstruction. The approach requires no prior training, and it requires neither the camera being calibrated nor the camera internal parameters being constant. Compared to the ground truth, the percentage of incorrectly understood pixels were measured and the results demonstrated that the method can successfully understand underground entrance scenes, meeting the requirements in safety monitoring for critical infrastructures from a resource-constrained surveillance camera.

Abstract:Designing robust activity detectors for fixed camera surveillance video requires knowledge of the 3-D scene. This paper presents an automatic camera calibration process that provides a mechanism to reason about the spatial proximity between objects at different times. It combines a CNN-based camera pose estimator with a vertical scale provided by pedestrian observations to establish the 4-D scene geometry. Unlike some previous methods, the people do not need to be tracked nor do the head and feet need to be explicitly detected. It is robust to individual height variations and camera parameter estimation errors.

Abstract:$\mathbf{Purpose}$ - The growth of police operated surveillance cameras has out-paced the ability of humans to monitor them effectively. Computer vision is a possible solution. An ongoing research project on the application of computer vision within a municipal police department is described. The paper aims to discuss these issues. $\mathbf{Design/methodology/approach}$ - Following the demystification of computer vision technology, its potential for police agencies is developed within a focus on computer vision as a solution for two common surveillance camera tasks (live monitoring of multiple surveillance cameras and summarizing archived video files). Three unaddressed research questions (can specialized computer vision applications for law enforcement be developed at this time, how will computer vision be utilized within existing public safety camera monitoring rooms, and what are the system-wide impacts of a computer vision capability on local criminal justice systems) are considered. $\mathbf{Findings}$ - Despite computer vision becoming accessible to law enforcement agencies the impact of computer vision has not been discussed or adequately researched.
