Abstract:The aim of this study is to determine whether dam reoperation (the adjustment of reservoir operating rules) is an effective adaptation strategy to reduce the potential impacts of climate change and regional socio-economic developments. The Xinanjiang-Fuchunjiang reservoir cascade, located in Hangzhou Region (China), is selected as case study. We use a scenario-based approach to explore the effects of various likely degrees of water stress for the future period between 2011 and 2040, which are compared to the control period from 1971 to 2000. The scenario impacts are simulated with the WEAP water allocation model, which is interlinked with the NSGA-II metaheuristic algorithm in order to derive opti- mal operating rules adapted to each scenario. Reservoir performance is measured with the Shortage Index (SI) and Mean Annual Energy Production (MAEP). For the investigated sce- narios, adapted operating rules on average reduce the SI with 84 % and increase the MAEP with 6.4 % (compared to the projected future performance of conventional operation). Based on the optimization results, we conclude that for the studied case dam reoperation is an effective adaptation strategy to reduce the impact of changing patterns of water supply and demand, even though it is insufficient to completely restore system performance to that of the control period.
An optimisation approach for planning preventive drought management measures

Abstract:While drought impacts are widespread across the globe, climate change projections indicate more frequent and severe droughts. This underscores the pressing need to increase resistance and resilience to drought. The strategic application of Preventive Drought Management Measures (PDMMs) is a suitable avenue to reduce the likelihood of drought and ameliorate associated damages. In this study, we use an optimisation approach with a multicriteria decision-making method to allocate PDMMs for reducing the severity of agricultural and hydrological droughts. The results indicate that implementing PDMMs can reduce the severity of agricultural and hydrological droughts, and the obtained management scenarios (solutions) highlight the utility of multi-objective optimisation for PDMMs planning. However, examined management scenarios also illustrate the trade-off between managing agricultural and hydrological droughts. PDMMs can alleviate the severity of agricultural droughts while producing opposite effects for hydrological droughts (or vice versa). Furthermore, the impact of PDMMs displays temporal and spatial variabilities. For instance, PDMMs implementation within a specific subbasin may mitigate the severity of one type of drought in a given month yet exacerbate drought conditions in preceding or subsequent months. In the case of hydrological droughts, the PDMMs may intensify streamflow deficits in the intervened subbasins while alleviating the hydrological drought severity downstream (or vice versa). These complexities emphasise a customised implementation of PDMMs, considering the basin characteristics (e.g., rainfall distribution over the year, soil properties, land use, and topography) and the quantification of PDMMs' effect on the severity of each type of drought.

Abstract:Observed and projected consequences of climate change on streamflow generated in the Pyrenees threatens the long-term sustainability of water resources systems downstream, especially those with high irrigation demands. To tackle this challenge, the participation of stakeholders in defining potential adaptation strategies is crucial to building awareness and capacity for the community, providing agreed solutions, and reducing conflict. However, there is also a need for a top-down approach to incorporate other, large-scale, or innovative adaptation strategies. This article describes a bottom-up-meets-top-down approach to estimate the optimal implementation intensity of adaptation strategies under different climate scenarios on a complex water resources system. Future streamflow projections were used in a water allocation model combined with a Markov Chain Monte Carlo sampling process to obtain optimal combinations of measures to meet different sustainability objectives. The methodology was applied to the Gállego-Cinca River system in NE Spain, which relies on water from the Pyrenees. A stakeholder workshop identified storage development and irrigation modernisation as the preferred adaptation options. However, the modelling results show that more storage in the basin, especially on-farm reservoirs, is not enough to maintain current sustainability levels. This will enable the adoption of demand management measures that optimise water use despite not being among stakeholder preferences.

Optimizing Reservoir Water Management in a Changing Climate

Abstract:One of the UN agenda 2030 Sustainable Development goals is associated with water availability and its sustainable management. The present study intends to improve multipurpose reservoir management under climate change scenarios in water scarce regions such as the Mediterranean. Implemented methods include the sequential use of climate model results, hydrological modelling, and reservoir water balance simulation, which are used to estimate future water availability. This work focuses on developing an innovative reservoir management approach based on rule curves and a dynamic assessment of water needs, to improve the management of reservoirs that are dependent on a water transfer system. The proposed methods are implemented in two reservoirs located in a typical Mediterranean river basin and assessed under long-term climate change scenarios up to the year 2100. The results show that the proposed approach can ensure 100% of the urban water supply, improve the reliability of the irrigation supply from 75% to 86–91%, and provide 92–98% of the river ecological flow. It is also demonstrated that this management approach is beneficial, particularly in the case of multipurpose reservoirs in watersheds facing water scarcity risks, to optimize the balance between supply reliability, water transfer volumes, and costs.

Abstract:Climate water stress internationally challenges the goal of achieving food, energy, and water security. This challenge is elevated by population and income growth. Increased climate water stress levels reduce water supplies in many river basins and elevate competition for water among sectors. Organized information is needed to guide river basin managers and stakeholders who must plan for a changing climate through innovative water allocation policies, trade-off analysis, vulnerability assessment, capacity adaptation, and infrastructure planning. Several hydroeconomic models have been developed and applied assessing water use in different sectors, counties, cultures, and time periods. However, none to date has presented an optimization framework by which historical water use and economic benefit patterns can be replicated while presenting capacity to adapt to future climate water stresses to inform the design of policies not yet been implemented. This paper's unique contribution is to address this gap by designing and presenting results of a hydroeconomic model for which optimized base conditions exactly match observed data water use and economic welfare for several urban and agricultural uses at several locations in a large European river basin for which water use supports a population of more than 3.2 million. We develop a state-of-the arts empirical dynamic hydroeconomic optimization model to discover land and water use patterns that optimize sustained farm and city income under various levels of climate-water stress. Findings using innovative model calibration methods allow for the discovery of efficient water allocation plans as well as providing insight into marginal behavioral responses to climate water stress and water policies. Results identify that water trade policy under climate water stress provides more economically efficient water use patterns, reallocating water from lower valued uses to higher valued uses such as urban water. The Ebro River Basin in Spain is used as an example to investigate water use adaptation patterns under various levels of climate water stress. That basin's issues and challenges can be of relevance to other river basins internationally.

Abstract:Managing water scarcity is a major challenge for regions all over the world. In the European Union, robust methodologies are needed to establish effective programmes of measures aimed at achieving the “good status” of water bodies according to the Water Framework Directive (WFD). These programmes often target the current gap between the actual status of water bodies and the “good” status without accounting for uncertainty in water demand. We develop a new methodological framework that enable to account for uncertainty in future water demand and design programmes in order to increase their likelihood of attaining the good quantitative status. The foresight approach enables to construct and quantify future water demand scenarios hand-in-hand with stakeholders during workshops. They consist in identifying drivers, debating pre-constructed scenarios, reconstructing scenarios and estimating water demand. The impact of the co-constructed scenarios is simulated with a resource-demand balance model for all water resources and a cost-effectiveness analysis makes it possible to construct programmes that target the estimated future water deficits at least cost. The methodology is illustrated with an application to Reunion Island (Indian Ocean, France) considering agriculture (Ag) and urban water (Uw) demand. Three combinations of sector scenarios (Uw, Ag) were produced and coherence was eventually ensured by fitting the land use parameter. This solution can accommodate case studies faced with a binding land constraint for housing and agriculture. As each scenario implies significantly different programmes of measure in terms of intensity and spatial distribution, results demonstrate the importance of taking uncertainty on water demand into account.

Abstract:Advanced computer models are commonly used to simulate reservoir system's performance. If the number of possible management scenarios is large, it can be extremely difficult to follow related system's operation and get a valuable picture on its spatial and temporal behavior. The decision maker or analyst can be overburdened by quantity and complexity of information generated by model, particularly if system operation is repeatedly simulated for multiyear periods. Related problem is how to select the scenario with most desired long-term consequences. Possible approach is to use selected parts of model's output and re-interpret system behavior by means of certain performance indicators, create appropriate decision matrix and perform multi-criteria analysis to rank decision alternatives (scenarios). The paper proposes a methodology that includes: (1) multiyear simulations of system operation; (2) computing spatially and temporally distributed systemperformance indices such as supply reliability, resiliency and vulnerability; (3) unbiased entropy-based weighting the importance ofperformance indices; and (4) final ranking of scenarios by means of multi-criteria analysis. The number of scenarios and number of performance indices is not restricted, and to account for possibly large sets of scenarios, an ideal-point-distance multi-criteria method TOPSIS is suggested. Proposed methodology appeared to be confident and robust in proof-of-concept application in Brazil.

Abstract:We demonstrate how to derive morphological information from micrographs, i.e., grey-level images, of polymeric foams. The segmentation of the images is performed by applying a pulse-coupled neural network. This processing generates blobs of the foams walls/struts and voids, respectively. The contours of the blobs and their corresponding points form the input to a constrained Delaunay tessellation, which provides an unstructured grid of the material under consideration. The subsequently applied Chordal Axis Transform captures the intrinsic shape characteristics, and facilitates the identification and localization of key morphological features. While stochastic features of the polymeric foams struts/walls such as areas, aspect ratios, etc., already can be computed at this stage, the foams voids require further geometric processing. The voids are separated into single foam cells. This shape manipulation leads to a refinement of the initial blob contours, which then requires the repeated application of the constrained Delaunay tessellation and Chordal Axis Transform, respectively. Using minimum enclosing rectangles for each foam cell, finally the stochastic features of the foam voids are computed.

Abstract:Water resources allocation is facing great challenge, since hydrological series have shown non-stationarity with high uncertainty due to climate change and human activities. Adaptive measures are suggested to respond to the challenge. Aiming at quantitatively assess the impact of adaptive measures on optimal water resources allocation, we proposed a framework based on reliability, resilience and vulnerability indicators. Two representative concentration pathway (RCP) scenarios (RCP2.6 and RCP4.5) of one global climate model were used to project future climate, and the variable infiltration capacity hydrological model was used to simulate streamflow. Three adaptive measures [water saving measure, water transfer project, dynamic control of flood limiting water levels (FLWLs) for reservoir operation] were combined to eight scenarios, then scenarios were applied to the allocation model to get different optimal allocation schemes which were assessed by RRV indicators. The results show that water saving measure decreases the vulnerability by 79 × 106 m3, water transfer project decreases the resilience by 17% in every scenario and dynamic control of FLWLs increases the reliability by 23.53% to the greatest scale. But the impacts of latter two adaptive measures are restricted to the areas which are geographically close to water supply projects. The uneven spatial distribution and decrease of streamflow will increase the risk of water shortage in the future. Optimal water allocation can reduce this risk and make 23 of 28 operational zones stable. Water saving measure is significantly valid in the rest 5 operational zones, but its impact is not positive to all water use sectors. Overall, our study helps understanding the interaction between adaptive measures and water resources system, and making guidelines for effective adaptation planning.

Abstract:Growing water extractions combined with emerging demands for environment protection increase competition for scarce water resources worldwide, especially in arid and semiarid regions. In those regions, climate change is projected to exacerbate water scarcity and increase the recurrence and intensity of droughts. These circumstances call for methodologies that can support the design of sustainable water management. This paper presents a hydro-economic model that links a reduced form hydrological component, with economic and environmental components. The model is applied to an arid and semiarid basin in Southeastern Spain to analyze the effects of droughts and to assess alternative adaptation policies. Results indicate that drought events have large impacts on social welfare, with the main adjustments sustained by irrigation and the environment. The water market policy seems to be a suitable option to overcome the negative economic effects of droughts, although the environmental effects may weaken its advantages for society. The environmental water market policy, where water is acquired for the environment, is an appealing policy to reap the private benefits of markets while protecting ecosystems. The current water management approach in Spain, based on stakeholders’ cooperation, achieves almost the same economic outcomes and better environmental outcomes compared to a pure water market. These findings call for a reconsideration of the current management in arid and semiarid basins around the world. The paper illustrates the potential of hydro-economic modeling for integrating the multiple dimensions of water resources, becoming a valuable tool in the advancement of sustainable water management policies.

Abstract:BACKGROUND Beans are rich and inexpensive sources of proteins and carbohydrates around the world, but particularly in developing countries. However, many legume varieties are still underutilized. In this study, physical characteristics of the seeds of three Phaseolus lunatus cultivars were characterized. Also, the chemical composition and starch digestibility in the cooked beans were assessed. RESULTS 'Comba floja' variety exhibited the highest thousand-kernel weight whereas the lowest was found in 'comba violenta'. This agrees with seed dimensions: 'comba floja' had the Longest seeds (16.36 mm) and 'comba violenta' the shortest ones (13.98 mm). All samples exhibited high protein content, but levels in 'comba blanca' variety (216 g kg(-1)) were lower than the in other two cultivars. Total starch (370-380 g kg(-1)) and potentially available starch content (330-340 g kg(-1)) were similar in the three varieties. Resistant starch level in the cooked seeds ranged between 38 and 45 g kg(-1). Low enzymatic hydrolysis indices (HI) were recorded (30.2-35%), indicating a low digestion rate for Phaseolus lunatus starch. HI-based predicted glycemic indices ranged between 34% and 39%, which suggests a 'slow carbohydrate' feature for this legume. CONCLUSION Phaseolus lunatus beans appear to be a good source of protein and slow-release carbohydrates with potential benefits for human health. Copyright © 2007 Society of Chemical Industry.

Abstract:In arid and semi-arid countries, the use of irrigation is essential to ensure agricultural production. Irrigation water use is expected to increase in the near future due to several factors such as the growing demand of food and biofuel under a probable climate change scenario. For this reason, the improvement of irrigation water use efficiency has been one of the main drivers of the upgrading process of irrigation systems in countries like Spain, where irrigation water use is around 70 % of its total water use. Pressurized networks have replaced the obsolete open-channel distribution systems and on farm irrigation systems have been also upgraded incorporating more efficient water emitters like drippers or sprinklers. Although pressurized networks have significant energy requirements, increasing operational costs. In these circumstances farmers may be unable to afford such expense if their production is devoted to low-value crops. Thus, in this work, a new approach of sustainable management of pressurized irrigation networks has been developed using multiobjective genetic algorithms. The model establishes the optimal sectoring operation during the irrigation season that maximize farmer’s profit and minimize energy cost at the pumping station whilst satisfying water demand of crops at hydrant level taking into account the soil water balance at farm scale. This methodology has been applied to a real irrigation network in Southern Spain. The results show that it is possible to reduce energy cost and improve water use efficiency simultaneously by a comprehensive irrigation management leading, in the studied case, to energy cost savings close to 15 % without significant reduction of crop yield.

Abstract:In water-stressed agricultural regions, reuse of reclaimed water has emerged as a promising alternative that improves supply reliability, alleviates water scarcity and contributes to circular economy. The European Union has recently launched several initiatives to facilitate the adoption of water reuse for irrigation. However, its adoption is still far below its potential in most areas. This is the case of the Western La Mancha aquifer, in central Spain, where reclaimed water reuse is considered an alternative source to groundwater that may contribute to reduce overexploitation. A stakeholder-based Fuzzy Cognitive Map (FCM) was developed to provide insights into the current situation of reclaimed water reuse in this area, as well as to explore the outcomes of different simulated scenarios (cost recovery, agricultural transformation, social awareness and political will increase). The FCM-based dynamic simulations showed that political will increase would generate the highest increase of reclaimed water reuse in agriculture in the study area, providing the highest increase of water reuse in agriculture. Agricultural extensification and increased social awareness delivered similar positive outcomes, however, only public awareness campaigns would increase water reuse, with agricultural extensification outcomes being more oriented towards the reduction of water abstractions and pollution. The cost recovery scenario was the only one that resulted in non-desired changes, mainly caused by reduced farmers' income due to higher costs of reclaimed water. Finally, the analysis also evidenced the key role that the newly enacted EU Water Reuse Regulation may play in promoting reclaimed water use, even reversing the negative outcomes of the cost recovery scenario.

Abstract:We present an innovative approach to explore water management options in irrigated agriculture considering the constraints of water availability and the heterogeneity of irrigation system properties. The method is two-folds: (i) system characterization using a stochastic data assimilation procedure where the irrigation system properties and operational management practices are estimated using remote sensing (RS) data; and (ii) water management optimization where we explored water management options under various levels of water availability. We set up a soil–water–atmosphere–plant model (SWAP) in a deterministic–stochastic mode for regional modeling. The distributed data, e.g. sowing dates, irrigation practices, soil properties, depth to groundwater and water quality, required as inputs for the regional modeling were estimated by minimizing the residuals between the distributions of field-scale evapotranspiration (ET) simulated by the regional application of SWAP, and by surface energy balance algorithm for land (SEBAL) using two Landsat7 ETM+ images. The derived distributed data were used as inputs in exploring water management options. Genetic algorithm was used in data assimilation and water management optimizations. The case study was conducted in Bata minor (lateral canal), Kaithal, Haryana, India during 2000–2001 rabi (dry) season. Our results showed that under limited water condition, regional wheat yield could improve further if water and crop management practices are considered simultaneously and not independently. Adjusting sowing dates and their distribution in the irrigated area could improve the regional yield, which also complements the practice of deficit irrigation when water availability is largely a constraint. This result was also found in agreement with the scenario that water is non-limited with the exception that the farmers have more degrees of freedom in their agricultural activities. An improvement of the regional yield to 8.5% is expected under the current scenario.

Abstract:The main objective of this paper is to analyze the impact of climate change on water resources management and groundwater quantity and quality in the coastal agricultural Almyros Basin, in Greece. Intensive groundwater abstractions for irrigation and nitrogen fertilization for crop production maximization, have caused a large water deficit, nitrate pollution, as well as seawater intrusion in the Almyros aquifer system. Multi-model climate projections for Representative Concentration Pathways (RCPs 4.5 and 8.5) from the Med-CORDEX database for precipitation and temperature have been used to evaluate the impacts of climate change on the study area. The multi-model climate projections have been bias-corrected with Delta, Delta change of Mean and Variance, Quantile Delta Change, Quantile Empirical Mapping, and Quantile Gamma Mapping methods, and statistically tested to find the best GCM/RCM multi-model ensemble. Simulation of coastal water resources has been performed using an Integrated Modelling System (IMS) that contains connected models of surface hydrology (UTHBAL), groundwater hydrology (MODFLOW), nitrate leaching/crop growth (REPIC), nitrate pollution (MT3DMS), and seawater intrusion (SEAWAT). The results indicate that the best climate multi-model ensemble consists of three (3) climate models for both RCP4.5 and RCP8.5 using the Quantile Empirical Mapping bias-correction method. The IMS was applied for historical and future periods with observed and simulated meteorological inputs (e.g. precipitation and temperature) and various irrigation and agronomic scenarios and water storage works development (i.e. reservoirs). The results indicate that at least deficit irrigation and deficit irrigation along with rain-fed cultivation schemes, combined with or without the development and operation of reservoirs, should be applied to overcome the degradation of groundwater quality and quantity in the study basin. Based on the findings of this work, the water resources management should be adaptive to tackle the water resources problems of the Almyros Basin.

Abstract:This paper explores the impacts of water pricing as a demand management policy, at a regional level (or basin-sector). To this aim, a hydro-economic model for the Guadalquivir River basin (southern Spain) is proposed here. This basin constitutes a perfect example of a Mediterranean basin subject to frequent and long drought periods, where challenges related to water scarcity are increasing, leading to social conflicts among water users. Moreover, this basin is characterised by a closure state meaning that all available water resources are already allocated among users. In this context, water pricing policy may act as an effective tool to reduce water demand by encouraging changes of behaviour in water users. In particular, those who perform irrigation practices in the agricultural sector. This paper focuses on the irrigation sector since it is the main water user in the basin (87%). Additionally, alternative water-availability scenarios have been used to test the effect of water pricing under drought conditions. The hydro-economic model presented here has been sectorized into four basin sectors with common characteristics (hydro and economic). This enables the analysis of alternative price scenarios in the agricultural sector, in terms of water used, crop patterns and gross margin. Results show that water pricing policy should consider the regional characteristics at the basin-sector scale to gain effectiveness and equity at the river basin scale. Moreover, it has been found that both water availability and the crop pattern at the basin-sector scale have an effect on the reduction of water used (and therefore in gross margin.

Abstract:Relying on strategic multi-criteria techniques is an effective step for identifying the sources of water management problems, formulating strategies, and prioritizing the alternatives. In this study, a hybrid use of recently developed “Best Worst Method” (BWM) and strength-weakness-opportunity-threat (SWOT) matrix was presented as a novel strategic multiple criteria strategic technique called B’WOT. B’WOT simplifies decision-making by handling rank-reversal in pairwise comparisons. The methodology employed in this paper involves: (1) finding the effective strategic factors of the region with SWOT; (2) evaluating the relative significance of strategic factors through a comparative framework including B’WOT along with a conventional Analytic Hierarchy Process (AHP)-SWOT called A’WOT; (3) prioritizing the strategies with a risk-based multiple criteria technique, and (4) aggregation of divergent ranks of the strategies under different risk-attitudes. Comparison of the BWM vs. AHP in ranking SWOT factors according to consistency ratio (CR) and total deviation (TD) showed the superiority of BWM. Unlike AHP that some of its pairwise comparison matrices violated the acceptable CR’s threshold, all the BWM’s matrices provided consistent outcomes. Moreover, TD values of BWM’s matrices were lower (better) than AHP ones. Employment of a risk-based technique was another merit of the study that provided a wide variety of prioritization lists with respect to pessimistic, neutral, and optimistic scenarios. Based on the aggregated results, “providing alternatives for low efficient and environmentally destructive agriculture by facilitating participation of private sector in industry and tourism sectors” was selected as the first priority to alleviate water scarcity in the Yazd province, Iran. In general, all the high-ranked strategies are -directly or indirectly- contributed to the seriously inefficient agricultural activities within the province.

Abstract:This paper develops an actionable interdisciplinary model that thoroughly quantifies and assesses uncertainties in water resources allocation under climate change. To achieve this objective, we develop an innovative socio-ecological grand ensemble that combines climate, hydrological, and microeconomic ensemble experiments with a widely used Decision Support System for water resources planning and management. Each system is populated with multiple models (multi-model), which we use to evaluate the impacts of multiple climatic scenarios and policies (multi-scenario, multi-forcing) across systems, so as to identify plausible futures where water management policies meet or miss their objectives, and explore potential tipping points. The application of methods is exemplified through a study conducted in the Douro River Basin (DRB), an agricultural basin located in central Spain. Our results show how marginal climate changes can trigger nonlinear water allocation changes in the Decision Support Systems (DSS); which can be further aggravated by the nonlinear adaptive responses of irrigators to water shortages. For example, while some irrigators barely experience economic losses (average profit and employment fall by <0.5 %) under mild water allocation reductions of 5 % or lower, profit and employment fall up to 12 % (~24x more) where water allocation is reduced by 10 % or less (~2x more). This substantiates the relevance of informing on the potential natural and socioeconomic impacts of adaptation strategies, and related uncertainties, towards identifying robust decisions.
