Abstract:While some literature exists on the necessity of Early Earthquake Warning (EEW) for the general population, establishing its usefulness in high-risk environments like working with hazardous materials, machines, and in operating rooms, little is known about the relevance of this tool in safeguarding vulnerable people. Existing studies on the Mexican population's reactions to EEW have shown that people are likely not to differentiate their protective actions in response to an EEW or ground motion without an EEW. However, it is not possible to ascertain the same for specific population segments, such as healthcare professionals with responsibilities for individuals with physical vulnerabilities (i.e., hearing, mobility, vision, among others). This study explores the use of protocols in relation to EEW in Mexico City's hospitals, comparing them to the baseline results from three hospitals in the US, with the purpose to better understand the pertinence of the warning. In-depth interviews were conducted with hospitals' civil protection officials, staff, and representatives responsible for EEW provision and maintenance. Our findings indicate that the capacity (financial and human) to train and continuously perform drills is a limiting factor for protocol adoption, as well as the lack of clarity on where within the hospital the EEW should be located, how it should emit the warning, and who should do what in response. The challenges identified by the interviewees in Mexico and the US are very similar, while the practical employment of the EEW differs vastly.

Abstract:Modern technology allows real-time seismic monitoring facilities to evolve into earthquake early warning (EEW) systems, capable of reducing deaths, injuries, and economic losses, as well as of speeding up rescue response and damage recovery. The objective of an EEW system is to estimate in a fast and reliable way the earthquake’s damage potential, before the strong shaking hits a given target.The necessary framework for EEW implementation is provided by the observed relationships between different parameters measured on the signal onsets and the final earthquake size. The implication of these observations on the physics of fracture processes has given rise to a significant debate in the seismological community.Currently, EEW systems are implemented or under testing in many countries of the world, and different methodologies and procedures have been studied and developed. The leading experience of countries like Japan or Mexico shows that, with a proper education of population and end-users, and with the design of real-time systems for the reduction of vulnerability/exposure, EEW can be an effective approach to the mitigation of the seismic risk at short time-scales.

Abstract:Abstract Public earthquake early warning systems have the potential to reduce individual risk by warning people of approaching tremors, but their development has been hampered by costly infrastructure. Furthermore, both users’ understanding of such a service and their reactions to actual warnings have been the topic of only a few surveys. The smartphone app of the Earthquake Network initiative utilizes users’ smartphones as motion detectors and provides the first example of a purely smartphone-based earthquake early warning system, without the need for dedicated seismic station infrastructure and operating in multiple countries. We demonstrate that this system has issued early warnings in multiple countries, including for damaging shaking levels, and hence that this offers an alternative to conventional early warning systems in the foreseeable future. We also show that although warnings are understood and appreciated by users, notably to get psychologically prepared, only a fraction take protective actions such as “drop, cover, and hold.”

Abstract:The Mexicas founded Tenochtitlan on a small island in 1325, creating over time a very complex hydraulic system that allowed them to manage their aquatic environment. This article analyzes the technological and epistemological imperatives that this geographical contingency would impose on the future development of a Spanish colonial state. In the transition from violent conquest to the establishment of hegemony through urban development and institutions such as the university, Spanish sovereignty is paradoxically both sustained and undermined by the Spaniards’ disavowal of indigenous forms of knowledge. In Francisco Cervantes de Salazar’s México en 1554, urbanism, knowledge, and aesthetics are linked to [End Page 197] political dominion, but several blind spots in the text, namely, references to Nahuatl history and technology, signal the impossibility of complete hegemony and, on the contrary, demonstrate that the Spaniards’ presence in Mexico cannot be guaranteed except through violence.

Abstract:Earthquakes injure millions and simultaneously disrupt the infrastructure to protect them. This perspective argues that the current post-disaster investigation paradigm is insufficient to protect communities' health effectively. We propose the Earthquake Survival Chain as a framework to change the current engineering focus on infrastructure to health. This framework highlights four converging research opportunities to advance understanding of earthquake injuries, search and rescue, patient mobilizations, and medical treatment. We offer an interdisciplinary research agenda in engineering and health sciences, including artificial intelligence and virtual reality, to protect health and life from earthquakes.
Earthquake Early Warning and Beyond: Systems Challenges in Smartphone-based Seismic Network

Abstract:Earthquake Early Warning (EEW) systems can effectively reduce fatalities, injuries, and damages caused by earthquakes. Current EEW systems are mostly based on traditional seismic and geodetic networks, and exist only in a few countries due to the high cost of installing and maintaining such systems. The MyShake system takes a different approach and turns people's smartphones into portable seismic sensors to detect earthquake-like motions. However, to issue EEW messages with high accuracy and low latency in the real world, we need to address a number of challenges related to mobile computing. In this paper, we first summarize our experience building and deploying the MyShake system, then focus on two key challenges for smartphone-based EEW (sensing heterogeneity and user/system dynamics) and some preliminary exploration. We also discuss other challenges and new research directions associated with smartphone-based seismic network.

Abstract:Cracking of soils associated with subsidence is a complex and multiparametric problem. Local soil conditions could be responsible for the dramatic differential settlements and fissures manifest when the water pumping reduces the volume of the compressible strata. This situation is of extreme importance due to the level of damage to urban infrastructure and buried facilities (gas, water, and drainage) as well as to housing structures. In this research, using a simple geotechnical model of subsidence (finite element method, Mohr–Coulomb criterion) parametric combinations of materials and basement geometry are tested to define the geotechnical settings more susceptible to deformation and derived cracking. These approximations are compared with measurements and field surveys in Mexico City to validate the hypothesis. Defining the zones that are more susceptible to respond with cracking due to the phenomenon of subsidence can be especially important when designing urban development programs, restoration campaigns for buried pipes, even for construction and operation of new pumping wells.

Abstract:Emergency management and building loss assessment are the next steps after the first emergency response to recover from extreme events like an earthquake that threatens life, property, operations, or the environment. Emergency responders now have access to many different social media tools such as smart phones, high-speed internet, and "cloud" computing, to name only a few examples that have the potential to improve the way they do their jobs, allowing for near-instantaneous exchanges of information. Social media can help people in different communities and locations collaborate in new ways. While social media tools offer the potential for improving emergency management, public organizations such as emergency authorities may not fully understand how these tools can help them. Since the use of smart phones is becoming more and more spread among the population, its utilization within the field reconnaissance has been proposed in this paper. The application can be run by residents on smart phones and has been recently and tested during 2014 Napa Valley Earthquake in California. The application gives an initial damage evaluation of the area, which is going to be very useful when the number of inspectors is limited. The application is freely available both in the Apple store for iOS users and in the Google store for the Android users. Potential uses, recommendations, and limitations are also presented.

Abstract:Earthquake early warning (EEW) systems aim to warn end-users of incoming ground shaking from earthquakes that have ruptured further afield, potentially reducing risks to lives and properties. EEW is a socio-technical system involving technical and social processes. This paper contributes to advancing EEW research by conducting a literature review investigating the social science knowledge gap in EEW systems. The review of 70 manuscripts found that EEW systems could benefit society, and the benefits may go beyond its direct function for immediate earthquake response. The findings also show that there are social processes involved in designing, developing, and implementing people-centered EEW systems. Therefore, social science research should not just be concerned with the end-user response but also investigate various stakeholders' involvement throughout the development process of EEW systems. Additionally, EEW is a rapidly evolving field of study, and social science research must take a proactive role as EEW technological capacities improve further and becomes more accessible to the public. To improve EEW effectiveness, further research is needed, including (1) advancing our understanding of why people take protective action or not, and ways to encourage appropriate action when alerted; (2) enhancing public understanding, investigating best practices for communicating, educating, and engaging with the public about EEW and overall earthquake resilience; and (3) keeping up with technological advances and societal changes and investigating how these changes impact communities' interactions with EEW from various standpoints including legal perspectives.

Abstract:Ever since ancient times, earthquakes have been a major threat to the civil infrastructures and the safety of human beings. The majority of casualties in earthquake disasters are caused by the damaged civil infrastructures but not by the earthquake itself. Therefore, the efficient and accurate post-earthquake assessment of the conditions of structural damage has been an urgent need for human society. Traditional ways for post-earthquake structural assessment rely heavily on field investigation by experienced experts, yet, it is inevitably subjective and inefficient. Structural response data are also applied to assess the damage; however, it requires mounted sensor networks in advance and it is not intuitional. As many types of damaged states of structures are visible, computer vision-based post-earthquake structural assessment has attracted great attention among the engineers and scholars. With the development of image acquisition sensors, computing resources and deep learning algorithms, deep learning-based post-earthquake structural assessment has gradually shown potential in dealing with image acquisition and processing tasks. This paper comprehensively reviews the state-of-the-art studies of deep learning-based post -earthquake structural assessment in recent years. The conventional way of image processing and machine learning-based structural assessment are presented briefly. The workflow of the methodology for computer vision and deep learning-based post -earthquake structural assessment was introduced. Then, applications of assessment for multiple civil infrastructures are presented in detail. Finally, the challenges of current studies are summarized for reference in future works to improve the efficiency, robustness and accuracy in this field.
Fighting Disaster Misinformation in Latin America: The #19S Mexican Earthquake Case Study

Abstract:Social media platforms have been extensively used during natural disasters. However, most prior work has lacked focus on studying their usage during disasters in the Global South, where Internet access and social media utilization differs from developing countries. In this paper, we study how social media was used in the aftermath of the 7.1-magnitude earthquake that hit Mexico on September 19 of 2017 (known as the #19S earthquake). We conduct an analysis of how participants utilized social media platforms in the #19S aftermath. Our research extends investigations of crisis informatics by: 1) examining how participants used different social media platforms in the aftermath of a natural disaster in a Global South country; 2) uncovering how individuals developed their own processes to verify news reports using an on-the-ground citizen approach; 3) revealing how people developed their own mechanisms to deal with outdated information. For this, we surveyed 356 people. Additionally, we analyze one month of activity from: Facebook (12,606 posts), Twitter (2,909,109 tweets), Slack (28,782 messages), and GitHub (2,602 commits). This work offers a multi-platform view on user behavior to coordinate relief efforts, reduce the spread of misinformation and deal with obsolete information which seems to have been essential to help in the coordination and efficiency of relief efforts. Finally, based on our findings, we make recommendations for technology design to improve the effectiveness of social media use during crisis response efforts and mitigate the spread of misinformation across social media platforms.

Abstract:A look at the evolution of Seismology and Engineering Construction from the mid-1700s until the mid-1900s is presented to understand the main accomplishments achieved. Then, we perspective the new advancements toward future mitigation of earthquake impacts with a clear proposal for sustainability and ecological challenge. We will concentrate on analysing the phase 1755–1950 because not enough attention has been paid recently to this exciting period. Next, we jump to our days to look into a few significant problems that require the involvement of the scientific, technical and political communities. In particular: (i) We will look into the developments Intensity Scales should pursue to reduce uncertainties since more than 20 years have passed since the last upgrade. Today, the information from new events is much more extensive and reliable than in the past. Several examples will be presented to illustrate how the frequency of motion should be included in the main characteristics/categories (Building typologies and Vulnerabilities; Damage Grade; Quantity definition) and how it could be beneficial to add a few more descriptors to the Scale, namely shaking of objects and sloshing of water in recipients. (ii) We will analyse the lines of development to mitigate earthquake impacts, and respond to present and future needs, concentrating on the new scientific results that are changing seismology from a "back-analyst" science (indirect contribution to earthquake engineering) into a more pro-active one, with direct impact to reduce risks, such as the EEWS, and low-cost instrumentation. And adding to earthquake engineering the revolutionising health monitoring, as a precautious indicator of malfunction of structures, and a rapid system for evaluation of post-earthquakes, complemented with the citizen science. Finally, all these ingredients need to be merged into simple recommendations for which only data mining will be able to extract new reliable information.

Abstract:The Andes region exhibits high susceptibility to landslides, leading to significant infrastructure, road, and agricultural damage. This study focuses on Ciudad Victoria, a housing program located in a geologically unstable area of Loja, Ecuador. Loja has experienced frequent landslides in recent decades, with Ciudad Victoria initially affected in 2011 and 2015, intensifying during the rainy season in early 2021. However, a comprehensive understanding of this case is currently lacking. Here, we evaluate terrain instability and structural damages through a comprehensive multi-technical approach. In this study, we integrate advanced techniques such as Differential Interferometric Synthetic Aperture Radar (DInSAR), Uncrewed Aerial Vehicles (UAV)-supported field surveys, geomorphological assessments, Electrical Resistivity Tomography (ERT), and a semi-quantitative evaluation of house damages using a Geographic Information System ( GIS ). The combined analysis of DInSAR, field surveys, and geomorphological observations reveals that soil instability in Ciudad Victoria is primarily influenced by slow-moving flow-type landslides occurring in the SW-NE and S-N directions. These landslides exhibit an average active displacement of 1-4 cm/yr, which increases during the rainy months, reaching velocities of up to 13 cm per month. ERT, supported by the aforementioned observations, indicates a displaced soil volume of approximately 5 Hm 3 , with dimensions of roughly 700 m (length), 400 m (width), and 20 m (thickness). A semi-quantitative evaluation reveals that four houses have irreversible structural damages, while 172 houses exhibit severe damage and 553 houses display moderate damages such as cracks and fractures, which also impact water and sewage pipelines. Additionally, we demonstrate how these building damages can be utilized to determine terrain movement, serving as (1) ground-truth information for validating DInSAR data, and (2) facilitating detailed movement characterization. This study exemplifies the effectiveness of coordination among a multidisciplinary team that utilizes diverse techniques and perspectives, ultimately leading to a more precise diagnosis of unstable areas.

Abstract:Moreover, none of the countries in Latin America are exempt from significant earthquake risks, particularly along the Pacific Ring of Fire. Having experienced some of the most powerful earthquakes globally, Chile has demonstrated the severe impact of earthquake-induced liquefaction, one of the most critical hazards to infrastructure. Therefore, incorporating detailed velocity profiles into seismic hazard assessments is crucial for accurately predicting ground motions and mitigating earthquake risks in Chile and other seismically active regions worldwide.Water resource management also remains a pressing issue, especially in vulnerable karst systems and regions with fluctuating soil moisture. Seasonal variations in rainfall directly impact agriculture and flood risks, highlighting the need for effective monitoring tools to ensure sustainability.Near-surface geophysics (NSGeo) is emerging as a vital tool for addressing these challenges. This special issue, "Near-Surface Geophysics in Latin American Contexts: Its Applications, Education, and Societal Perspectives as a Whole," focuses on how NSGeo techniques can be adapted to local conditions to provide practical, non-invasive solutions for environmental hazards and infrastructure needs.The primary aim of this collection is to showcase how NSGeo methods combined with complementary tools like UAVs, geological surveys, and computational modeling are being applied to tackle natural disasters, pollution, and infrastructure risks. This manuscript presents advancements in spectral analysis techniques to improve the resolution of electrical resistivity tomography (ERT) data. Enhancing data quality increases the accuracy of subsurface investigations, making it a valuable tool for environmental monitoring and geotechnical projects throughout Latin America.The authors introduce a new approach to smoothing ERT data using adaptive filtering techniques. This method improves the clarity and interpretability of resistivity models, enabling more precise imaging of subsurface features, particularly in geologically complex regions.Examining the effects of spatial variability in shear-wave velocity, this manuscript provides critical insights into how such variability influences liquefaction response during earthquakes. Abstract:The functionality of interdependent infrastructure and resilience to seismic hazards has become a topic of importance across the world. The ability to optimize an engineered solution and support informed decision-making is highly dependent on the availability of comprehensive datasets and requires substantial effort to ingest into community-scale models. In this article, a comprehensive seismic resilience modeling methodology is developed, with detailed multi-disciplinary datasets, and is explored using the state-of-the-science algorithms within the interdependent networked community resilience modeling environment (IN-CORE). The methodology includes a six-step chained/linked process consists of: (a) community data and information, (b) spatial seismic hazard analysis using next-generation attenuation, (c) interdependent community model development, (d) physical damage and functionality analysis, (e) socio-economic impact analysis and (f) structural health monitoring (SHM) and emerging technologies (ET). An illustrative case study is presented to demonstrate the seismic functionality and resilience assessment of Shelby County in Memphis, Tennessee, in the United States. From the discussion of results, it is then concluded that data from structural health monitoring and emerging technologies is a viable approach to enhance characterising the seismic hazard resilience of infrastructure, enabling rapid and in-depth understanding of structural behaviour in emergency situations. Moreover, considering the momentum of the digitalization era, setting an holistic framework on resilience that includes SHM and ET will allow reducing uncertainties that are still a challenge to quantify and propagate, supported by sequential updating techniques from Bayesian statistics.

Abstract:This study develops and validates a conceptual model of the role of built environment resilience to natural disasters by conducting an overall case study of the Wenchuan earthquake. This research shows that the enormous losses resulting from the Wenchuan earthquake were largely attributed to failures of built environment, which also severely affected local emergency response and external aid. The significant disparities in dwelling destruction and income between rural and urban dwellers further reveal that socially disadvantaged conditions increase the vulnerability of built environments in rural areas. The lessons learned from Wenchuan earthquake indicate how it is critical to consider both the resilience of built environments to withstand external impacts and the vulnerability to the natural environment by adequate identification and assessment of hazards, proper land use planning, setting of appropriate design codes, application of natural hazard-resistant technologies, and strict construction process management. Fundamentally, creating incentives for equitably allocating resources to mitigate disasters in inland rural communities of developing countries should be a policy emphasis to facilitate sustainable project development. Abstract:Abstract. The earthquake early warning systems (EEWSs) in China have achieved great progress, with warning alerts being successfully delivered to the public in some regions. We examined the performance of the EEWS in China's Sichuan Province during the 2019 Changning earthquake. Although its technical effectiveness was tested with the first alert released 10 s after the earthquake, we found that a big gap existed between the EEWS's message and the public's response. We highlight the importance of EEWS alert effectiveness and public participation for long-term resiliency, such as delivering useful alert messages through appropriate communication channels and training people to understand and properly respond.

Abstract:Earthquake-related behaviors in Mexico and Japan have highlighted the need to better understand responses to demanding alerting scenarios. Both countries appear to have benefitted from an established early earthquake warning system for several years. However, recent alert responses documented in these settings have been unlikely to protect residents from death or severe injury. This represents a gap between alerting system investments and effectiveness which, among other implications, could result in very large numbers of avoidable injuries and even deaths. To help better understand and address this gap, the current paper presents a theoretical explanation of why alerted residents have responded in the ways that they did. Behavioral and cognitive theories are discussed towards an integrated but simple model of alert response behavior that can be used to guide further research. Challenges and opportunities for this further research are also outlined.

Abstract:While previous studies have analyzed the impact of earthquakes on domestic violence, less is known about its effects on other crimes against women. Administrative records on criminal incidence from Mexico enable this study on different crimes against women following two major earthquakes that struck Mexico in September 2017. The article estimates causal effects using a difference-in-differences strategy and shows that following the earthquakes femicides decreased by 2 percent, sexual abuse rose by 11 percent, and rape climbed by 12 percent. An exhaustive examination of potential mechanisms using survey data yields suggestive evidence that gangs play an important role in the escalation of sexual abuse. Data on school damages further shows that disruptions to middle- and high-schools could have plausibly facilitated students' gang membership.

Abstract:Small-scale shaking table platforms are usually used in seismic engineering courses to study the structural dynamic behavior of small scale specimens and investigate innovative solutions, such as active and passive control systems. Furthermore, they are also useful to actively involve students in learning programs in higher education. This paper illustrates the development and the teaching effectiveness of a multimodular unidirectional platform to be used by students during dynamic and seismic courses within the Shaking Table Educational Program at the Politecnico di Torino. A unique feature of this platform is that the system was entirely developed by undergraduate students. The project was intended to create a shaking table for earthquake simulation that can measure the structural response using sensors located on a specimen, such as a building, a bridge, or any other type of reduced-scale system. Different types of dynamic tests can be reproduced, such as hybrid simulations and pseudodynamic tests. A survey demonstrates the effectiveness of the laboratory experience during seismic engineering courses to improve student learning capabilities through a teaching activity that involves both theoretical and hands-on experience. Currently, the platform has been extended to accommodate bidirectional shaking table tests with the inclusion of augmented reality tools that allow exploring the response of human behavior during a pedestrian evacuation.
