Abstract:Green innovation is the primary determinant of green supply chain development. To encourage enterprises of the supply chain to consciously execute green innovation, the government often adopts targeted innovation subsidy strategies. In this paper, three types of innovation subsidy scenarios are considered, and, for generality, consumers are categorized as green and non-green, with the following conclusions obtained from the game analysis. (1) At the supply chain level, the government tends to subsidize the core manufacturer instead of subsidizing both the manufacturer and upstream supplier. (2) When the government subsidizes the manufacturer, the entire supply chain can be stimulated by the internal incentive in the supply chain to implement green innovation, which is conducive to environmental and economic benefits as well as social welfare. (3) As the level of government subsidy for green innovation and the proportion of green consumers increase, the government is more willing to subsidize the manufacturer, which can lead to the improvement of environmental and economic benefits along with social welfare. These findings shed light on why the government is keen on subsidizing the manufacturer at the supply chain level.

What problem does this paper attempt to address?
This paper aims to solve the optimization problem of green innovation subsidy strategies in the supply chain when considering consumer heterogeneity. Specifically, the author explores how the government can use subsidy strategies to encourage enterprises and suppliers in the supply chain to actively participate in green innovation, so as to promote environmental and economic benefits as well as the improvement of social welfare. Three subsidy scenarios are considered in the paper:
1. **The government subsidizes both the manufacturer and the supplier simultaneously (Mode G)**: In this mode, the government provides subsidies to both the manufacturer and the supplier in the supply chain according to the green level of the product, aiming to better motivate both parties to actively invest in green innovation R & D projects and develop intermediate and final products with higher environmental protection performance.
2. **The government only subsidizes the manufacturer (Mode M)**: In this case, the government pays more attention to the green level of the final product and only subsidizes the manufacturer according to this standard. This method may utilize the incentive mechanism within the supply chain. For example, the manufacturer can encourage the supplier to participate in green innovation through cost - sharing methods.
3. **The government subsidizes the manufacturer and considers the incentive effect within the supply chain (Mode C)**: In this mode, the government also only subsidizes the manufacturer according to the green level of the final product. However, in order to further increase the enthusiasm of the supplier to participate in green innovation, the manufacturer subsidizes the green innovation cost of the supplier in the form of cost - sharing, forming an internal incentive.
By establishing a game model, the paper analyzes the impact of different subsidy strategies on green innovation in the supply chain, especially how these strategies affect environmental benefits, economic benefits and social welfare. The study finds that as the government's subsidy level for green innovation and the proportion of green consumers increase, the government is more inclined to subsidize the manufacturer, which helps to improve environmental and economic benefits as well as social welfare. These conclusions provide theoretical support for understanding why the government tends to subsidize core manufacturers at the supply chain level.
