Abstract:Climate and land use changes will affect the hydrological regime, and therefore hydropower. This study which aims to develop a novel modeling framework, does not only determine the changes in hydropower generation and sustainability, but also provide robust operating rules for handling uncertainty attributed to both climate and land use changes, using Xinanjiang Reservoir in Eastern China as a case study. Specifically, projections of five bias-corrected and downscaled General Circulation Models (GCMs) and three modeled land uses representing a range of tradeoffs between ecological protection and urban development are employed to drive the Soil and Water Assessment Tool (SWAT) and to predict streamflow under 15 scenarios. We then develop a set of robust rule curves to consider the potential uncertainty in reservoir inflow and to increase hydropower generation, and a baseline rule is presented for comparison. Results show that both robust and baseline rules increase hydropower generation with increasing reservoir inflows in future, but the robust rule yields better hydropower generation, sustainability and efficiency. The streamflow under the rapid urbanization scenarios differs from that under other scenarios, but there are no significant differences in hydropower among scenarios corresponding to the non-linear relationship between streamflow and hydropower change. Our findings highlight the potential to improve water resource utilization in the future, especially based on the robust operating rule considering optimization and uncertainty, and can provide references for future hydropower planning to the other existing plants.

Abstract:After analysis of the ecological environment impact and the assessment research progress of hydropower projects was done,the application of the comprehensive evaluation method based on fuzzy logic to the ecological effect evaluation of hydropower projects was discussed.The establishment of factors,and evaluation sets,the determination of membership functions and the selection of fuzzy operators in fuzzy comprehensive evaluation were analyzed in detail.Also the drop half step distribution function was introduced for membership degree calculation and the weighted average fuzzy operator was chosen for fuzzy relations synthetic.Based on the index system and evaluation standard of the ecological effect evaluation of hydropower projects,a fuzzy comprehensive evaluation model of ecological effect of hydropower projects was set up,and a parameter called index comprehensive influence vector which reflected the effect size and direction of each evaluating index on the ecological effect of hydropower station was defined.According to the established index system and evaluation standard in a specific instance,the model was seriously verified.Results show that the evaluation results of the ecological effect of Dachaoshan hydropower station calculated by the model conform to the actual situation and they are in conformity with the previous evalua-tion conclusion.The index comprehensive influence vector can well reflect the effect size and direction of each index on the ecological effect of the hydropower station,so the fuzzy comprehensive evaluation model is reasonable and feasible.

Abstract:Based on theoretical research and practical experience in China and abroad, hydropower sustain-ability assessment can be a proper solution for ecological environmental issues and immigration problems, and can provide a comprehensive, coordinated and sustainable way for China's hydropower. The Yangtze River basin hydro-power development plays important part in China's hydropower progress. Combined with the domestic situation, the paper proposes the hydropower sustainability assessment system covering the process of planning, design, construc-tion and operation. Abstract:Water resource carrying capacity (WRCC) is essential for characterizing the harmony between humans and water resources in an area. Investigation of the WRCC is useful for guiding the sustainable development of a region. The northern slope of the Tianshan Mountains is an important area for the economic development of Xinjiang, China. In recent years, the supply of water in the area barely satisfies the demand. To quantitatively evaluate the WRCC, data for four indicators including the water resources, social and economic development, and ecological environment of the area were utilized. The comprehensive weighting method, which combines the entropy and analytic hierarchy processes, was used to assess these indicators. A fuzzy comprehensive evaluation model was employed to evaluate the urban WRCC of the northern slope of the Tianshan Mountain for 2018. The results showed urban WRCC values varying between good and moderate for the northern slope of the Tianshan Mountains, and this indicates that the study area is in a loadable state. Although the water supply can meet the development of cities on the northern slope of the Tianshan Mountains to a certain extent at this stage, because it is located in the arid region of western China, the shortage and uneven distribution of water resources are one of the biggest limiting factors for the future development of this region. The findings of the present study provide a basis for the development, rational allocation, and sustainable utilization of urban water resources on the northern slope of the Tianshan Mountains.

Abstract:Hydropower construction may alleviate regional power shortages, regulate river water volume, improve energy structure. However, extensive hydropower construction activities can reduce the river connectivity, which will further lead to biodiversity loss and ecological environment degradation. Most impact assessments of river connectivity have concentrated on large hydropower stations, while few on small ones. Through field investigation, this study identified 236 small hydropower stations on the upper reaches of the great rivers in the Tibetan Plateau, including the Yellow and Yangtze Rivers. The authors established a river connectivity impact index (RCII) model to achieve quantitative analysis of the connectivity of each river segment. Four pressure indicators, the Degree of Fragmentation (DOF), the Degree of Flow Utilization (DFU), the Degree of Obstruction (DOO), and the Density of Road (DOR), were set up based on the station's attribute data. The results indicate that the RCII can better express the impact degree of river connectivity with a high correlation coefficient R2 between the degree of water reduction and the RCII. More than 40.33% of the river reaches were with "heavy" RCII values, indicating that the construction of small hydropower stations had some impacts on river connectivity to some extent. Also, we found that DOF and DOR had greater impacts on river connectivity in the study area. The river connectivity impact had great spatial differences, with rivers in the eastern region being the most serious. Furthermore, the greater the damage of river connectivity, the greater the potential for loss of aquatic biodiversity. A framework was set up in our work to quantitatively evaluate the impact of small hydropower station construction on river connectivity, providing strong support for the further ecological river protection and strategic planning.

Abstract:Urbanization is considered high priority in China. The present study focuses on a novel Geographical Information System-based approach to quantitatively assess the geo-environmental conditions for sustainable land-use development of an urban area. Fuzzy theories with analytic hierarchy processes are the most commonly used tools for land-use suitability evaluation. In fuzzy theories, a pattern recognition model is one of the tiny minority of models which can quantify the result. However, the key challenge is to provide each influencing factor with a quantitative value and selecting an approriate model to calculate the site’s adaptability for different infrastructures. The present study first proposes an approach coupling geostatistical analysis with three-dimensional visualizing technology to establish a reliable geological structural and high-precision informative geotechnical model to comprehensively understand the subsurface conditions of the research area. Then, an approach which uses an improved fuzzy pattern recognition method combining reliable geotechnical parameters to evaluate the geological environment is conducted. The weighting of each influencing factor in the final result is determined by an analytic hierarchy process. Finally, a zoning map of site adaptability is formed in the Geographical Information System for guiding land-use development. The study area is one of the most promising areas for urban and economic as well as airport developments in China, which is located on the northeast of Capital Beijing. This area may face several geo-environmental problems that will limit its suitability for infrastructure projects. The resultant models demonstrate the appropriate application of the presented methodologies. The quantified evaluation of the geo-environment could be combined with other conditions to provide decision-makers with improved reasonable land-use suitability scenarios.
Estimating Ecological Value of Small Hydropower Using Contingent Valuation Method: an Application to Tongjiqiao Reservoir in Zhejiang Province, China

Abstract:The small hydropower （SHP） will be less competitive in the absence of environmental value. The lack of information has become an important obstacle challenging decision-makers in resource-use choices. This paper is an application of contingent valuation method （CVM） in rural China to estimate the willing- ness-to-pay （WTP） for environmental services provided by exiting hydropower station. Using the single-bounded and dichotomous- choice CVM, the ecological value of Tongjiqiao Reservoir （TJQR） is estimated, and the annual mean WTPs of single-bounded and double-bounded CVM estimation are 141.05 and 219.52 Yuan （RMB）/a, respectively. The 95% confidence interval of annual WTP on an average is 118.47, 166.79 Yuan （RMB）/a and 204.41, 236.22 （Yuan RMB）/a, respectively. In contrast, double-bounded model could obtain much more information of WTP of the inves- tigated, thus reducing the confidence interval of estimation, and enhancing the estimation accuracy of the WTP. According to the estimated mean WTP of the double-bounded CVM, the total eco- system service value of the TJQR is 15.54 million Yuan （RMB）. Compared with the conventional electricity of fossil power and large hydropower, the SHP will be less competitive in the absence of non-market value, ignoring that the environmental impacts of existing SHP will undermine the healthy development of clean energy sector.
Using an improved ecological footprint model to analyze the sustainable utilization of water resources in Beijing–Tianjin–Hebei region

Abstract:Ecological security and sustainable utilization of water resources have become increasingly important focal areas in today’s conversation about water resource management. Ecological footprint models of water resources are commonly used to analyze these factors; however, traditional models do not consider regional and interannual differences. Here, an improved model by calculating water resource equilibrium factors (γw) was used to simulate the water resources ecological footprint (EFw) and water resources ecological carrying capacity (ECw) of Beijing, Tianjin, and Hebei. Ecological deficit and surplus (EDS), water load index (WRL), and ecological footprint of water resources per 104 Chinese yuan (WFG) were used to evaluate sustainable water usage. The findings reveal that γw is discrepant in across regions and years, as were EFw and ECw. Over the course of the study, EFw and ECw of Beijing–Tianjin–Hebei increased by > 25 and 46%, respectively. The sustainable utilization of water resources in the Beijing–Tianjin–Hebei region was found to be poor, but the utilization efficiency had improved through time. Finally, an uncertainty analysis was performed to determine how to improve sustainable development of water resources in Beijing–Tianjin–Hebei. Results suggested that reducing the discharge of sewage could reduce EFw and reducing the water consumption per 10,000 yuan of GDP could reduce WRL. This study provides valuable support for the sustainable utilization of water resources and the protection of ecological security in the Beijing–Tianjin–Hebei region.

Abstract:Hydropower is a significant component of China's contemporary energy framework, with its construction and operation critically contributing to the advancement of sustainable development in the region. However, the influence of hydropower development on regional sustainable development is not evident, and the course of its effect is not clear. In this work, on the basis of assessing the effect of hydropower development on regional sustainable development, a system dynamics (SD) simulation model was created, and 15 distinct development modes were set and tested. The relative driving efficiency of hydropower growth on sustainable development in a province in Southwest China under several scenarios was assessed using the super-efficiency-slacks-based measurement (Super-SBM), and an efficiency analysis was undertaken. The study's findings demonstrate that: (1) Hydropower development had a complex driving influence on sustainable development in the province in 2015–2022. (2) The relative driving efficiency of the province over the study period exhibited a changing pattern and was at a high level greater than 0.7. (3) New hydropower investment and hydropower generation are the major factors impacting the relative driving efficiency of hydropower development on regional sustainable development in the province. The study's findings provide a platform and reference for supporting regional sustainable development through hydropower development.

Abstract:The construction of hydropower stations is not without controversy as they have a certain degree of impact on the ecological environment. Moreover, the water footprint and its cumulative effects on the environment (The relationship between the degree of hydropower development and utilization in the basin and the environment) of the development and utilization of cascade hydropower stations are incompletely understood. In this paper, we calculate the evaporated water footprint (EWF, water evaporated from reservoirs) and the product water footprint of hydropower stations (PWF, water consumption per unit of electricity production), and the blue water scarcity (BWS, the ratio of the total blue water footprint to blue water availability) based on data from 19 selected hydropower stations in the Yalong River Basin, China. Results show that: (a) the EWFs in established, ongoing, proposed, and planning phases of 19 hydropower stations are 243, 123, 59, and 42 Mm3, respectively; (b) the PWF of 19 hydropower stations varies between 0.01 and 4.49 m3GJ−1, and the average PWF is 1.20 m3GJ−1. These values are quite small when compared with hydropower stations in other basins in the world, and the difference in PWF among different hydropower stations is mainly derived from energy efficiency factor; (c) all the BWS in the Yalong River Basin are below 100% (low blue water scarcity), in which the total blue water footprint is less than 20% of the natural flow, and environmental flow requirements are met. From the perspective of the water footprint method, the cumulative environmental effects of hydropower development and utilization in the Yalong River Basin will not affect the local environmental flow requirements.

Abstract:This paper presents a comprehensive analysis on the ecological benefit and loss of Xiaolangdi reservoir from its completion in 2000 to 2012. We firstly propose a three-step framework of the ecological-benefit-loss evaluation for hydropower projects, in accordance with which an index system of riverine wetland ecosystem services valuation was established originally. Then we make a quantitative valuation on the change of riverine wetland ecosystem services caused by this project. Finally, the ecological benefit and loss of the project in the riverine wetland were evaluated in two aspects of positive impacts and negative impacts. The results showed that (1) the positive impacts of Xiaolangdi reservoir mainly included 9 categories of ecosystem services: flood control, ice prevention, sedimentation reduction, energy substitution, emission reduction benefit, water supply, afforestation, shipping and entertainment; the total ecological benefit of the project in the riverine wetland was 26.2058 billion yuan. (2) The negative impacts of Xiaolangdi reservoir mainly included 5 categories: loss due to land submergence, heritage submergence, water and soil erosion, reservoir sedimentation and immigration; the total ecological loss of the project in the riverine wetland was 24.2167 billion yuan. Abstract:Small hydropower (SHP) has made significant contributions to economic and social development in rural and remote mountainous regions. However, the adverse ecological-environmental impacts resulting from the SHP sector and challenges in hydropower management have become major areas of concern. From an Environmental, Social, and Governance (ESG) perspective and using three SHP stations (GXD, WZL, and SJB) in the Qin-Ba Mountains as case studies, we constructed a sustainability assessment system comprising 18 indicators across three dimensions. The hesitant fuzzy linguistic term sets (HFLTSs) and cloud models were employed to determine the sustainability level of SHP by characterizing the hesitancy of the evaluator and the uncertainty of the evaluated data. (1) The ecological-environmental protection (E) dimension was assigned the greatest weight, followed by the dimensions of social responsibility contribution (S) and corporate governance management (G). The weights of certain indicators, including the water qualification rate, river morphology maintenance, guaranteed rate of instream flow, comprehensive utilization, and production safety standardization grade were relatively high, conforming to the current context of green development prioritization in which ecological-environmental protection is of the utmost importance. (2) The overall sustainability levels of all three SHP stations were "good", with the E-dimension contributing the most and the G-dimension contributing the least to the sustainability goal. (3) The GXD, WZL, and SJB stations were ranked first, second, and third, respectively, in terms of their sustainability scores. This study provides an innovative perspective for the sustainability assessment of SHP. The evaluation method can be generalized to encompass multi-attribute decision-making problems. The findings of this study can aid in addressing the shortcomings associated with SHP development and promote sustainability within the SHP industry.

Abstract:An effective topical therapy is still needed in the management of warts, especially the plantar and the periungual types. Often cantharidin does not produce deep enough necrosis even with repeated applications and even after debridements of various degrees. In hyperkeratotic types of warts podophyllin has not been effective because of failure to secure deep penetration. Recently, a topical wart therapy was suggested by Lavender.1This was a mixture of trichloroacetic acid—26%, glycerin—21%, and salicylic acid—53%. This was an effective medication. However, often it did not penetrate deeply. Also, the mixture dried out on standing and was difficult to maintain in a fluid or semisolid state. When podophyllin was added to this mixture not only was the mixture more rapid in its action but also more effective. Moreover, it did not dry out on exposure to air. Abstract:Hydropower is a controversial form of clean energy, as it may cause negative impacts on ecosystems. Here we propose a framework associated with ecosystem services (ESs) assessment for a more balanced consideration of hydropower development and to take measures to mitigate trade-offs among different objectives. We applied this framework in a case study evaluation in China's Yalong river basin, using the InVEST platform for the spatial quantification of ESs in three different periods of the hydropower development process (before construction, during construction, and during operation) and considering the interests of three key stakeholder groups (government, developer company, and general public). After controlling for climatic factors, hydropower-induced land use changes were the key factor affecting changes in ESs. Our results show that hydropower development in the Yalong river basin negatively impacted carbon storage and water purification during construction, mainly because of damage on the natural vegetation. Ecological restoration measures reduced negative impacts on ESs while increasing hydropower production. The ESs spatial model provided decision-making support for zoning policy, facilitating hydropower managers' capacity to prioritize their limited resources. For example, vegetation replanting should be implemented in hydropower areas after construction, and natural vegetation protection should be the highest priority in upstream ecologically fragile areas. This study presents a sustainable framework for analyzing ES changes associated to hydropower development. Appropriate measures should be taken to alleviate the hydropower impacts in China and elsewhere.

Abstract:The issue of water scarcity has drawn attention from all over the world. The coordination of the interaction between ecological and environmental development of water sources and socio-economic development is currently an essential issue that needs to be solved in order to safeguard the water resources environment for human survival. In this essay, we suggest a paradigm for assessing the sustainable exploitation of water resources. First, three ecological, economic, and social factors are investigated. Twenty essential evaluation indexes are then constructed using the Delphi approach, along with an index system for assessing the potential of water sources for sustainable development. The weights of each evaluation index were then determined using the combination assignment approach, which was then suggested. The coupled degree evaluation model of the capability for sustainable development of water sources was then developed. In order to confirm the viability and validity of the suggested model, the model was used to assess the Liwu River water source's capacity for sustainable growth in the context of the South-North Water Transfer in Shandong, China. It is believed that the aforementioned study would serve as a helpful resource when evaluating the capacity of water sources for sustainable development.

Abstract:The assessment of green development of water resources system is critical for the formulation of high-quality development policies of regional economy and society. Despite the water resources ecological footprint (WEF) model has been proved to be an effective measure in evaluating the sustainable utilization of water resources, there is still lacking a well-established method to weigh the green development of water resources system concerning the economic and social development. In this study, the parameters of the traditional WEF model were calibrated and optimized, and an extended WEF model, which suit for different regions, was constructed; Further, based on WEF, the water resources ecological benefit ratio (WEBR) was proposed, which depict the relationship between the sustainability of water resources and social economy. The integrated framework coupling the above methods had been verified in Beijing-Tianjin-Hebei (BTH) region of China. The results demonstrated that: (1) From 2010 to 2020, the WEF in BTH region all exceeded the water resources ecological carrying capacity (WEC), showing varying degrees of overload in water resources utilization. Water resources ecological pressure index (WEPI) is relatively high, and there is no significant improvement. (2) The slope of BTH's WEBR is weakening, and shows spatial heterogeneity. (3) The coordinated development of WEPI and WEBR is stable, and most cities are within the L-L cluster. This study can provide support for decision-makers and promote the green and high-quality development of region water resources system and economic society.

Abstract:Cascaded exploitation of diversion-type small hydropower (SHP) offers a source of new energy as well as socioeconomic benefits; however, it inevitably causes environmental disturbance and damage. Previous studies on the cumulative effect of cascaded diversion SHP rarely discussed using quantitative analysis method. In this paper, the ecological footprint analysis approach is proposed to assess the positive and negative impacts of cascaded diversion SHP on environment of a small-scale river in Southwest China. Positive impact is defined as ecological supply footprint (ESF), which refers to vegetation protection by replacing firewood with SHP. Negative impact is defined as ecological loss footprint (ELF), which includes fish and net primary productivity loss, vegetation destruction and soil erosion. With the raising in the number (n>4) of diversion SHP stations, the difference between ELF and ESF increases remarkably, suggesting that the adverse impacts of cascaded diversion SHP accumulate in the study area. Compared with vegetation destruction and soil erosion, the cumulative loss of fish and net productivity is the most important aspect of the adverse impacts which needs more attentions.
Dynamic simulation and assessment of the ecological benefits of hydropower as an alternative energy for thermal power under ecological civilization construction: A case study of Fujian, China

Abstract:As ecological civilization construction receives growing attention in China, the eco‐friendliness of the power supply structure is becoming increasingly important. Thermal power and hydropower are the two major power sources in China. Hydropower has both positive and negative effects on the ecosystem. However, there are few studies on the comprehensive impact of hydropower on the ecosystem. Therefore, the main innovation of this article is to integrally and comprehensively study the impact of hydropower to propose recommendations for hydropower development. The study of hydropower's effects on the overall ecosystem including resources, the environment, and economic society reflects the integrity, and the simultaneous study of hydropower's positive and negative effects reflects the comprehensiveness. First, this paper constructs a system dynamics (SD) model that can analyze the impact of replacing thermal power with hydropower on the ecosystem and proposes an improved coupling coordination degree (CCD) model. Then, this paper takes the province of Fujian as an example for SD scenario simulation and proposes recommendations for each indicator in the ecology subsystem. Finally, this paper performs CCD analysis on subsystems of the ecology subsystem in different policy scenarios and provides suggestions for future hydropower development in Fujian. Results show that hydropower technology improvement and efficiency increase (HTIEI) is more conducive to the development of the overall ecosystem. The scientificity of the current hydropower policy in Fujian is proven through theoretical analysis, and further hydropower development proposals are proposed. This paper provides a basis for the formulation of power generation policies and promotes ecological civilization construction for Fujian. The proposed methods in this paper can also provide tools for policy research on clean energy power generation.

Sustainability assessment of critical natural capital: a case study of water resources in Qinghai Province, China

Abstract:One of the major challenges in the 21st century is the promotion of the development of human society while simultaneously safeguarding the resilience of the natural capital. To achieve this, the key lies in quantifying the pressures human activities exert on the natural capital at different scales. Furthermore, the extent to which these pressures maintain or threaten the natural capital threshold also needs to be identified, as this is the prerequisite for sustainable actions. This is particularly important for critical natural capital that provides vital ecosystem services, e.g., water resources. This study investigates Qinghai Province and its cities (prefecture-level administrative divisions), known as "China's Water Tower". The blue water footprint was systematically integrated with the freshwater use indicator of planetary boundaries framework to characterize the sustainability of the freshwater use in the study area from 2005 to 2017. Moreover, the main driving factors were analyzed, and targeted policies are proposed. The findings showed that: (1) The consumption of water resources in Qinghai Province first peaked in 2011, and then followed an increasing trend over the following years. The water resources were mainly consumed by agricultural irrigation, and the internal water resources consumption among cities was mainly concentrated in Xining and Haidong. (2) The use of water resources in Qinghai Province and its cities was sustainable, with the exception of both Xining and Haidong, where the use of water resources was in a high-risk state. (3) The growth of the consumption of water resources in Qinghai Province was mainly driven by the per capita GDP (486.37%), followed by population size (40.13%), and water footprint structure (0.14%). Water use efficiency (-426.64%) was a decisive factor that slowed down the growth of the consumption of water resources. Similar to the overall situation in Qinghai Province, the positive and inhibitory factors for the growth of the consumption of water resources in Xining and Haidong were mainly per capita GDP and water use efficiency, respectively. Qinghai Province, and Xining and Haidong in particular, should focus on reducing the intensity and improving the efficiency of its water use in the future.

Abstract:As a fundamental component of human existence, land is inextricably linked to human development, and its ecological functions are closely associated with multiple sustainable development goals. This paper presents a framework for constructing and optimizing ecological function space, with the Yangtze-to-Huaihe Water Diversion Project area serving as a case study. A comprehensive land ecological index system is established, encompassing natural foundation, land degradation, land production, ecological structure, and ecological protection. An identity-discrepancy-contrary connection method is employed to investigate changes in regional land ecological functions before (2013) and during (2017, 2020, and 2022) the project's construction based on remote sensing data. The results indicated that the mean values of the land ecological index for each period were 0.1883, 0.1981, 0.2253, and 0.1370, respectively. The study calculated the connection, differences, and contradictions in the land ecological impacts across the counties, revealing a gradual decrease in differences and a growing prominence of contradictions. The land ecology of the Yangtze-to-Huaihe Water Diversion Project area is affected by the project construction, particularly within the construction area, showing an overall improvement. Most counties exhibited a trend of ecological improvement compared to the land ecology before the project's construction. However, after the project implementation, most districts demonstrated a trend of ecological deterioration. As the distance from the construction canal increases, the characteristics of each section and stage vary, generally exhibiting an exponential decrease in the land ecological index. The study highlighted the significance of enhancing the land ecological pattern, improving water quality, increasing water supply along the project, and alleviating groundwater overexploitation. The study can serve as a reference for land ecological protection and restoration in water transfer areas and river basins worldwide.
