Abstract:We describe the duality of incompressible Navier-Stokes fluid dynamics in three dimensions, leading to its reformulation in terms of a one-dimensional momentum loop equation. \textbf{The momentum loop equation does not have finite-time blow-up solutions.} The decaying turbulence is a solution of this equation equivalent to a string theory with discrete target space made of regular star polygons and Ising degrees of freedom on the sides. This string theory is solvable in the turbulent limit, equivalent to the quasiclassical approximation in a nontrivial calculable background. \textbf{As a result, the spectrum of decay indexes is analytically computed, and it agrees very well with real and numerical experiments. } Among the decay indexes, there are complex conjugate pairs related to zeros of the Riemann zeta function. The Kolmogorov scaling laws are replaced by certain number theory functions, which are nonlinear in the log-log scale.

What problem does this paper attempt to address?
### Problems the paper attempts to solve The paper "Hydrodynamic Duality and Solutions for Decaying Turbulence" (by Alexander Migdal) aims to solve some core problems in fluid dynamics, especially the nonlinear problems in the incompressible Navier - Stokes equations. Specifically, the main objectives of the paper include: 1. **Describe the duality of incompressible Navier - Stokes fluid dynamics in three - dimensional space**: - By introducing a momentum loop equation, the three - dimensional incompressible Navier - Stokes equations are reformulated as one - dimensional momentum loop equations. This reformulation not only simplifies the problem but also reveals the hidden symmetries and geometric properties in fluid dynamics. 2. **Explore solutions for decaying turbulence**: - The momentum loop equation has no finite - time blow - up solutions, which means it can be used to describe decaying turbulence. The paper proposes a string theory model, in which the target space consists of regular star polygons and Ising degrees of freedom. This string theory is solvable in the turbulence limit, equivalent to the quasi - classical approximation in a non - trivial background. 3. **Analyze the spectrum of decay exponents**: - Through analytical calculations, the spectrum of decay exponents is obtained, and these results are in very good agreement with actual experimental and numerical simulation data. The paper points out that there are complex conjugate pairs in the decay exponents, and these complex conjugate pairs are related to the zeros of the Riemann ζ function. 4. **Replace the Kolmogorov scaling law**: - The traditional Kolmogorov scaling law is replaced by certain number - theoretic functions, which are nonlinear on a log - log scale. This indicates that during the turbulence decay process, the behavior of fluid dynamics can be described by more complex mathematical structures. ### Formula summary 1. **Momentum loop equation**: \[ \nu \frac{\partial \vec{P}}{\partial t}=-\gamma^{2}(\Delta \vec{P})^{2} \vec{P}+\Delta \vec{P}\left(\gamma^{2} \vec{P} \cdot \Delta \vec{P}+i \gamma\left(\frac{(\vec{P} \cdot \Delta \vec{P})^{2}}{\Delta \vec{P}^{2}}-\vec{P}^{2}\right)\right) \] where \(\Delta \vec{P} \equiv \vec{P}_{k}-\vec{P}_{k - 1}\), \(\vec{P} \equiv \vec{P}_{k}\). 2. **Initial distribution**: \[ \Psi_{0}(\gamma, C)=\exp \left(i \gamma \oint_{C} \vec{v}_{0}(\vec{r}) \cdot d\vec{r}\right) \exp \left(-\frac{\gamma^{2}}{2\nu^{2}} \oint_{C} \oint_{C} \vec{r} \cdot\langle\vec{\xi}(\vec{r}) \otimes \vec{\xi}(\vec{r}')\rangle \cdot d\vec{r}'\right) \] 3. **Effect of random noise**: \[ \oint_{C} \oint_{C} \vec{r} \cdot\langle\vec{\xi}(\vec{r}) \otimes \vec{\xi}(\vec{r}')\rangle \cdot d\vec{r}' \rightarrow \frac{|C| \sigma^{2}}{r_{0}^{2}} \] where \(|C|=\oint |d\)
