Digital Accessibility Literacy: A Conceptual Framework for Training on Digital Accessibility

Abstract:Developing digital accessibility expertise is critical to breaking down barriers and ensuring digital inclusion. However, a discourse on a pedagogical culture for teaching digital literacy is still lacking. This article, therefore, takes up the current discourse on the description of literacy and uses it to develop the concept of digital accessibility literacy as a fundamental element for promoting a pedagogical culture of digital accessibility. Digital accessibility literacy encompasses both the creation (encoding) and interpretation (decoding) of accessible digital content and technologies. By integrating awareness, technical standards, inclusive design practices, and continuous feedback into curricula, future professionals will be empowered to create digital environments that are accessible to all. This comprehensive approach improves technical skills and instills ethical and social responsibility. As a first draft of a digital accessibility literacy concept, the proposal will be used as a basis for discussion and further development.

What problem does this paper attempt to address?
The problem this paper attempts to address is the current lack of a systematic teaching framework in digital accessibility education. Specifically, the authors believe that although digital technology is becoming increasingly prevalent in daily life, ensuring that these technologies are accessible to everyone, including people with disabilities, remains an urgent issue. At present, although there are some teaching methods for digital accessibility, these methods often lack systematicity and comprehensiveness, failing to effectively cultivate the knowledge and skills needed by future professionals. To address this challenge, the authors propose the concept of "Digital Accessibility Literacy" (DAL), aiming to form a comprehensive educational framework by integrating elements such as awareness enhancement, technical standards, inclusive design practices, and continuous feedback. This framework not only covers the ability to create (encode) accessible digital content and technologies but also includes the ability to understand and use (decode) accessible content. Through this comprehensive approach, it is possible to improve the technical skills of future professionals and cultivate their ethical and social responsibility, thereby promoting a more inclusive and diverse digital world.
