Abstract:To understand the economic role played by independent auditing in China's transition economy and evaluate the performance of independent auditing system,it is important to investigate the demand for audit services as well as the evolution of the system. Based on the marketization reform of Initial Public Offering (IPO) in China,this paper examines the issue empirically from both the information demand and the monitoring demand perspectives. We find that,on the one hand,the demand for high-quality auditing increases with the progress of IPO marketization reform. IPO firms with lower uncertainty risk are more likely to select high-quality auditors after the implementation of authorization system. On the other hand,although the governance conflicts between managers and shareholders create the demand for high-quality auditing,the inadequacy of effective market constraint mechanisms results in governance conflicts between controlling and minority shareholders and reduces the demand for high-quality auditing. The ″absentee owner″ problem for the state controlling shareholders further weakens such a demand. Our findings suggest that the demand for high-quality auditing in China's capital market is not likely to increase unless the governance problem associated with controlling shareholders is addressed.

Abstract:In the security market,the quality of accounting information plays an important role in resource distribution and market operation,and it is determined by auditor quality in a large extent.Generally,it is viewed as a beginning point of research on auditor quality that those investigations focus on driving factors on demand and supply aspects of auditor quality.Considering that current research about it is at the initial stage in China,this paper reviews and summarizes synthetically related foreign researches during the late 20 years.On the basis of review,we put forward some advices to the domestic future research.

Abstract:A new perspective of risk management in the context of emergence of new technologies and innovations has not only changed the risk landscape in the last few years but has also prompted an important shift in the role of auditors and Chief Financial Officers (CFOs) in organizations. Auditors along with senior management need to take a holistic and forward trending view on the emerging risk and risk management practices. They need to be transparent about arriving at the audit opinion and expand their coverage in implementing and improving compliance, governance and risk management-related processes and controls within an organization. New ways and perspectives of risk management have emerged and board, senior leaders, regulators, leaders have all expanded their focus to include the concept of enterprise risk management (ERM). The realities of an ever-changing world with frequent business disruptions have made the concept of ERM important in companies. With the changing times and dynamic scenario that has arisen due to the pandemic, leading organizations are increasingly expecting auditors and CFOs to ensure that they integrate risk into strategic decision-making so as to make smarter decisions. Abstract:Financial auditing is an important part of government control, and monitoring the risks of the financial system helps maintain the stability of a country’s financial system. This paper aims to study the operation of data-driven intelligent risk analysis system in the process of financial auditing. When the risk level of the financial system reaches a certain warning point, it needs to be adjusted, conduct strict audits on high-risk institutions, strengthen cooperation with financial audit institutions, and make them more systematic. Risk control within a reasonable range will neither have a significant impact on the financial system nor increase the impact on the industry. This paper proposes to integrate the internal and establish an internal control system for the financial system.. If the internal control of the financial system cannot be sustained, financial innovation will cause great damage to financial institutions if the compensation is not good. Especially in terms of access strategy, it has made a strong contribution to economic innovation. The experimental data in this paper show that more than 25% of data-driven intelligent risk analysis systems have begun to be used in the process of financial auditing. At the same time, its utilization rate is significantly increasing with the development of technology. This paper introduces the relevant content of financial auditing, analyzes the auditing systems in different fields, integrates resources, taps on multisectoral needs, establishes a cross-departmental governance system, and improves financial stability and the efficiency of a wide range of social services.

Abstract:The result of audit designation is significantly influenced by the audit evidence collected when planning the audit and the amount of audit evidence depends on the degree of detection risk. Therefore, when the assessment factors of detection risk are more objective and correct, audit costs and the risk of audit failure can be reduced. Thus, the aim of this paper is to design an audit detection risk assessment system that could more precisely assess detection risk, comparing with the traditional determination method of detection risk in order to increase the audit quality and reduce the possibility of audit failure. First of all, the grounded theory is used to reorganize 53 factors affecting detection risk mentioned in literatures and then employed the Delphi method to screen the 43 critical risk factors agreed upon by empirical audit experts. In addition, using the fuzzy theory and audit risk model to calculate the degree of detection risk allow the audit staff to further determine the amount of audit evidence collected and set up initial audit strategies and construct the audit detection risk assessment system. Finally, we considered a case study to evaluate the system in terms of its feasibility and validity.

Abstract:Abstract Audit functions as the “guardian” of the capital market by overseeing economic activities and providing forensic analysis on the major projects and financial transactions of the entities it examines. The sustainability of auditing as a profession hinges critically on audit quality. This study aims to investigate the characteristics and elements that influence audit quality control, employing modern risk-oriented audit theory to formulate a financial audit risk assessment process. The research uses a multiple linear regression model to analyze factors affecting audit quality control among certified public accountants (CPAs). The model analyzes data from 513 A+H share listed companies, with parameters estimated using the Singular Value Decomposition (SVD) method within an overall least squares framework. Furthermore, the Particle Swarm Optimization (PSO) algorithm, a technique within the multi-objective optimization algorithm suite, is utilized to refine parameters in the manipulability Jones model. This adjustment is intended to better quantify the level of earnings management of the audited entities, thus enhancing the reflection of financial audit risks. Findings from the study reveal that the coefficient reflecting the impact of a CPA’s practice experience on audit quality control is 0.249. Additionally, it was observed that a 1% deterioration in the financial condition of an audited entity correlates with a 0.505% decrease in audit quality. For high-risk clients classified under ‘Special Treatment’ (ST), the range of practice years for CPAs is predominantly between 6 to 14 years, which may not fully meet the clients’ auditing needs. The study suggests that tailored audit surveys should be conducted for various client types prior to audit engagements. This strategic approach would enable better allocation of CPA resources, thereby enhancing audit quality control and the capability to mitigate financial audit risks.

Abstract:ABSTRACT Accounting firms play an important role in improving the quality of accounting information and reducing information symmetry risk in capital markets. In this paper, we argue that organizational structure and relevant internal management can affect audit quality and audit risks. We identify three main types of structure in accounting firms: mango-type structure (completely centralized control), banana-type structure (completely decentralized control), and olive-type structure (moderately decentralized control). We manually collect the organizational structure information of domestic accounting firms in China from 2013 to 2019. We find that olive-type firms can manage audit risks in a better manner, as such firms are more likely to issue nonstandard audit opinions and charge higher audit fees based on client audit risks. Our findings would contribute to audit culture and climate literature regarding what changes in control climate can be implemented to influence auditor behavior and improve audit quality. Abstract:The new definition of internal auditing defines the function as an independent, objective assurance and consulting activity designed to add value and improve an organization’s operations. The purpose of this paper is to summarize an assessment of this new definition obtained through structured interviews from 11 internal audit directors of large publicly traded companies. The responses from the directors indicate that there are wide differences in viewpoints and objectives; but a definite shift has occurred in the overall scope of internal audit towards operational activities. While most of the interviewees are in conceptual agreement with the new internal audit definition, an underlying warning is vocalized: “Don’t throw out the franchise”. That is, the traditional role of the internal auditor should not be completely abandoned. These, along with other responses pertaining to related issues and suggestions for future research, are summarized throughout the paper.

This study focuses on the analysis of the risk factors existing in the field of corporate finance and accounting, and reveals the key defects in the current risk management practice, including the lack of risk awareness, outdated management mode, backward control means and the imperfection of internal control system. These issues not only limit the flexibility of companies to respond to market changes, but also increase the risk of financial instability. To this end, the study puts forward a series of practical strategies to strengthen the awareness of risk prevention, promote the modernization of financial accounting supervision mode, optimize the internal control system, and establish an effective risk early warning mechanism.

Abstract:Strategy has become indispensable for survival in a contemporary business environment. The role of IT audit or assurance review is now viewed from two perspectives – first, as an independent assessor and, second, as a consulting expert advisor. IT auditors are, therefore, expected to plan their reviews such that their scarce IT audit resources will be put to efficient use and at the same time effectively provide advisory opinions on IT governance and strategies to leverage business executives' function towards the achievement of their specified business objectives. The study used the design science approach using the audit risk model as a conceptual model to develop an objective approach to identify the quality of risk inherent in a digital transformation (dx) project. A major design output was that an Audit Risk model for IT (IAR) in the context of digital transformation is calculated as IAR = PR × SR × RR, where was PR is Primary Risk, SR is Secondary Risk and RR is Residual Risk. Also, Return on IT investment (ROI) has an inverse correlation with PR and was relevant in estimating the PR given IAR as equivalent to ROI. A mixture of a multiple case study approach, quasi experimentation and the Delphi method was used to evaluate the model. The Delphi approach used produced an overall significant value in evaluators' understanding of the usefulness, ease of use and acceptability of the model as an IS/IT audit risk model for the assessment of digital risks and strategies of different organisations. The ICC which was used to measure the Intra-Class Correlation (ICC) which is the reliability of agreement among the participating evaluators showed an average ICC of 0.90 with a significant p-value of 0.000 to prove the validity of the model. The study contributes to practice because it provides a tool to assist IT audit practitioners and other business IT assessors to reduce the risk of subjectivity in the allocation of IT audit resources at the planning stage of the audit or assessment.

Abstract:Earnings management and information risk are two important factors impacting audit opinion.Previous research focused mainly on the relation between current earnings management and audit opinion.There is little research on impact of information risk on audit opinion.Using the data of listed firms,this study examined simultaneously the impact of current earnings management and information risk on audit opinion.We found that the higher a firm's information risk,the greater the likelihood of receiving a qualified audit opinion.However,we found no evidence that auditors' signal associated with high level of current earnings management through their audit opinions.Our study added to the growing literature on the relation between earnings quality and audit opinion and deepened the research of determinate factors of audit opinion and audit quality.
