Five Key Enablers for Communication during and after Disasters

Abstract:Civilian communication during disasters such as earthquakes, floods, and military conflicts is crucial for saving lives. Nevertheless, several challenges exist during these circumstances such as the destruction of cellular communication and electricity infrastructure, lack of line of sight (LoS), and difficulty of localization under the rubble. In this article, we discuss key enablers that can boost communication during disasters, namely, satellite and aerial platforms, redundancy, silencing, and sustainable networks aided with wireless energy transfer (WET). The article also highlights how these solutions can be implemented in order to solve the failure of communication during disasters. Finally, it sheds light on unresolved challenges, as well as future research directions.

### What problems does this paper attempt to solve? This paper aims to solve the problem of how to ensure effective communication after the destruction of civilian communication infrastructure during disasters such as earthquakes, floods and military conflicts. Specifically, the paper explores the following challenges: 1. **Destruction of communication infrastructure**: Disasters may cause damage to base stations (BSs) and power lines, resulting in a decrease in communication coverage or even a complete loss of communication capabilities. 2. **Lack of line - of - sight (LoS) communication**: It is difficult to determine the location of victims under the rubble, and traditional positioning methods may fail. 3. **Insufficient energy supply**: Mobile devices in the disaster area cannot be charged, further exacerbating the problem of communication interruption. To solve these problems, the paper proposes five key enablers to enhance communication capabilities during disasters: - **Satellite and aerial platforms**: Use satellites and unmanned aerial vehicles (UAVs) to provide temporary communication coverage and energy transfer. - **Redundancy**: Ensure the reliability of the communication system through backup systems. - **Silencing**: Reduce interference by turning off some base stations and improve the communication efficiency in the affected area. - **Wireless energy transfer (WET)**: Remotely charge low - power devices through ground, aerial or satellite platforms. - **Sustainable network**: Combine wireless energy transfer technology to build a self - sustaining communication network. The application of these technologies can significantly improve the emergency response efficiency during disasters, ensure the timely and accurate dissemination of information, and thus better coordinate rescue operations and save more lives. ### Summary The core objective of this paper is to propose and discuss five key technologies to meet the challenges brought by the destruction of communication infrastructure during disasters, ensure the effective restoration and continuous operation of communication, and ultimately improve the efficiency of disaster response and rescue.
